“A Fence That Cannot Be Straddled”: Gingrich’s Praise Of Mandela Rips Open Issue Of Race
Newt Gingrich has been right about very few things during a long political career of hypocrisy, duplicity, narcissism and devotion to the no-holds-barred tactics of bomb-throwing and hyper-partisanship. But ever alert to political trends, he was right about this much: He openly opposed South Africa’s apartheid government back in the 1980s, and he tried to persuade Ronald Reagan to support the stiff sanctions that finally helped to topple the hateful regime.
Gingrich understood that the Republican Party would not be well served if it continued to be identified as a defender of South Africa’s pariah government. When Reagan vetoed legislation that imposed harsh economic penalties against the Pretoria regime, Gingrich helped to lead an effort to override the veto and impose sanctions.
Still, Gingrich has been as guilty as any Republican of using the 21st-century version of the Southern strategy to appeal to the least progressive members of the GOP base. So he shouldn’t be surprised that his recent praise of Nelson Mandela was met with harsh responses by so many of his fans on the right.
The Republican Party has a huge race problem — one that once again broke into the open in the aftermath of the extraordinary South African’s death. American conservatives still find it difficult to celebrate the life of a man who stood against white supremacy. While several Republican politicians were laudatory when reflecting on Mandela’s life, other conservatives were ambivalent.
Bill O’Reilly claimed that Mandela was a “great man” but also insisted he was a “communist.” (South Africa’s economic record under his leadership gives the lie to that.) Similarly, Dick Cheney called Mandela a “great man,” but stubbornly defended his opposition to the sanctions that eventually led to Mandela’s release.
It’s no surprise, then, that Gingrich sparked a firestorm when he released a statement citing Mandela as “one of the greatest leaders of our lifetime.” His Facebook fans unleashed a torrent of hateful comments in response, from chastising Gingrich for supposedly airbrushing Mandela’s past — “Newt, I thought you of all people, a historian, would be true to who this guy really was” — to those more open in their racial antagonism: “He hated America, Newt. Quit pandering to the blacks.”
Gingrich, to his credit, responded with a frank post to conservatives, asking them to consider what they would have done had they been in Mandela’s place. But it hardly quelled the uproar.
For far too long, Republicans have been comfortable playing to the worst instincts of their base, especially those steeped in racial antagonism and uncomfortable with the changes wrought by the civil rights movement. It will take years of hard work in the GOP vineyards to rip away all the kudzu of animus and suspicion toward black and brown citizens.
Since Barry Goldwater ran a 1964 presidential campaign on a platform of states’ rights, the Republican Party has honed a strategy of appealing to disaffected whites — stoking their resentments, fueling their fears, marshaling their paranoia. Every GOP presidential candidate since Goldwater has used that strategy because it reliably delivers certain voters to the polls.
In more recent times, GOP leaders have struggled to try to find a way to broaden the party’s appeal to a more diverse constituency while also continuing to win the hearts and minds of disaffected whites. But it’s a fence that cannot be straddled. Too many Republican voters refuse to acknowledge the toll of their country’s racist past. And too many fear a future wherein whites will no longer constitute a majority.
Gingrich knows that all too well because he pandered to those fears in his 2012 campaign for the GOP presidential nomination. He labeled President Obama the “food stamp president,” an appellation designed to conjure up images of indolent black voters dependent on government aid.
The appalling comments he drew after he praised Mandela were simply retributive justice. Like other GOP leaders, he has appealed to the worst instincts of many Republican voters when he needed to — a strategy that will continue to haunt the party as it tries to plot a course to the future.

“Reaganites Called Him A Terrorist And A Phony”: All The Terrible Things Republicans Used To Say About Nelson Mandela
Before Congressional Republicans in the U.S. lionized Nelson Mandela, they despised him. And they opposed not just the great freedom fighter himself but the entire anti-apartheid movement. Even worse, they took actions that damaged the cause of equality in South Africa. Not for nothing did Bishop Desmond Tutu call Ronald Reagan’s policy towards the country “immoral, evil and totally un-Christian.” Conservative Americans’ pro-apartheid actions are not just shameful history—they are similar, in some ways, to their actions to rid the world of political Islam.
The Kennedy administration had opposed the Afrikaner government, instituting an arms embargo on the country. Henry Kissinger and Richard Nixon, conversely, muted criticism of the regime and opened channels of communications, in order to defeat the Soviets in the Third World. As part of his human rights-focused foreign policy, Jimmy Carter reversed course, imposed restrictions and sanctions on the apartheid government, which Mandela and his party, the African National Congress, requested.
Reagan not only removed the restrictions; he embraced the South African Apartheid regime. He instituted a policy euphemized as “constructive engagement.” Reagan said that the United States lacked the power to change the internal workings of the Afrikaner government. Not only was the claim false, it contradicted his position on the far more powerful Soviet Union, which was designed precisely to change the evil empire’s internal behavior. Reagan put Mandela on the U.S. terrorist list, a placement that wasn’t removed until 2008, incredibly. This was at a time when the South African civil war was at its peak of violence, with the conflict becoming a global cause.
In 1985, after the South African government committed some of its worst atrocities against blacks, Congress voted to impose sanctions against the country. This was a time when America accounted for about one-fifth of direct foreign investment in South Africa. Reagan vetoed the Anti-Apartheid Act, calling it “immoral” and “repugnant.”
When Reagan met with Tutu, it was among the tensest meetings in his entire presidency. Reagan had the gall to tell the bishop that there had been “sizable progress in South Africa because of U.S. policy.” Tutu responded that the victims of Apartheid didn’t quite see that progress. Reagan called the ANC “notorious terrorists,” and, as late as 1988, called apartheid “a tribal policy more than … a racial policy.”
It wasn’t just Reagan. Moral Majority leader Jerry Fallwell called Tutu a “phony” who didn’t speak for South Africans blacks. He even urged Americans to support the Pretoria government. North Carolina Senator Jesse Helms filibustered the sanctions bill. Strom Thurmond and Phil Gramm likewise opposed it. And future vice-president Dick Cheney called Mandela a terrorist, saying in 2000 that he didn’t regret his position. Pat Buchanan called Mandela a “train-bomber.” The Heritage Foundation said America should stop calling for Mandela’s release from prison. Pat Robertson, Grover Norquist, future Tea Party leaders, and current Republican Senators—all were on the books supporting the Apartheid government. When 35 House Republicans broke with the Reagan administration, the National Review called them “uppity,” and Human Events called them a “lynch mob.”
Most of the opposition was justified on foreign-policy grounds. The Reaganites feared that the Soviet Union would gain from the Afrikaner regime if they alienated it. As Conservative Caucus Foundation Chair Howard Phillips put it, “It’s not just a black-white issue. It’s red versus red, white, and blue.” The man who, outside of Reagan, did more than any other to shape the administration’s pro-apartheid policy was Assistant Secretary of State Chester Crocker, who fashioned the Constructive Engagement policy. Wrote Crocker: “The real choice we will face in southern Africa in the 1980s concerns our readiness to compete with our global adversary in the politics of a changing region who future depends on those who participate in shaping it.” The State Department now says frankly that “Defenders of the Apartheid regime” in the West “had promoted it as a bulwark against communism.”
There were two flaws in this line of thinking. First was the notion that South Africa was an important theatre in the Cold War. It wasn’t. It wasn’t even of secondary importance, as Indochina was. Western Europe and Japan were what always mattered. Then there was the view that any means were justified in defeating the Soviet Union. Apartheid was as hideous a societal construct as existed, but many conservatives praised it just because it was anticommunist.
Both misjudgments are being replicated today. Instead of lasering in on anti-American terrorists, hawks maintain that Islamists anywhere are a threat to America everywhere. The result, if put into practice, would be a foreign policy that enmeshed the United States in unnecessary, damaging wars, sullied the country’s moral character, and caused great harm.
Similarly, with the entire globe being up for grabs in the conflict against radical Islam, all actions are deemed justified. Preventive wars against Iraq and perhaps Iran, torture, endless domestic and international surveillance—all are simply part of the toolkit needed to fight a limitless threat.
Some conservatives now concede they were wrong about Mandela. Perhaps after the threat to America from terrorists recedes, they will admit they were similarly mistaken—and damaging—in their inflation of threats from political Islam across the globe.

“Cheney Family Values”: A Political Maneuver Tailored To A Conservative Electorate
If Liz Cheney, whose bid for the Senate has always had a stench of extreme opportunism, wants to discuss traditions and values, I’m all for it. Let’s start here: Isn’t there a tradition of close-knit family members’ taking care not to wound one another? Is there not value in that?
From the moment that Liz decided, from the perch of her longtime home in the Virginia suburbs of Washington, to act the part of an honest-to-goodness Wyoming resident and challenge an incumbent senator (and family friend) from that state, she must have known that the issue of same-sex marriage would come up. It is, after all, a prominent thread in the news. It’s also a prominent thread in stories about her family, given that her father, Dick, bucked his party to become an early Republican supporter of same-sex marriage, and given that her lone sibling, Mary, has a female spouse.
She must also have entertained speaking out against it, because that’s what she ended up doing on Sunday, on Fox News, saying that she believed “in the traditional definition of marriage.” And she must have foreseen that this would pain Mary, who was married last year and whose two children are being brought up with the understanding that their family has the same dignity as any other.
But she plunged forward anyway, disregarding the inevitable discord. As Jonathan Martin reported in The Times, Liz and Mary aren’t speaking to each other now, and there’s a long shadow over the Cheneys’ holiday get-togethers.
Is any political office worth that? Would victory redeem the public message that Liz just sent to her niece and nephew? I’m imagining her awkwardness the next time that she goes to hug or kiss them (and I’m assuming that she’s a hugger or kisser, which may be a leap). If there’s not a knot in her stomach, then there’s nothing at all in her heart.
Having a lesbian sister doesn’t compel her to support marriage equality. Having a gay relative doesn’t compel anyone to. There are earnest divisions here, often driven by deep-seated religious convictions.
But Liz’s decision to chart a course and publicize a view bound to offend her sister is entirely volitional. It’s also entirely different from airing other ideological disagreements within families. Conflicting views on abortion or the death penalty don’t challenge the very structure and foundation of a loved one’s home. Questioning the validity of a marriage does. You’re not saying that you part with the way someone thinks. You’re saying that you have qualms with who they are, and this is a statement — a sentiment — you can keep to yourself. Even once Liz had elected to run, she could have chosen to say that the issue of gay marriage wasn’t going to be part of her campaign.
Is she even being genuine in her opposition? In a 2009 interview about gay marriage on MSNBC, she said that “freedom means freedom for everybody.” On Monday I talked with three people who worked with her in the Bush administration, and all were very surprised by her current stance. They’d had the strong impression that she favored same-sex marriage.
Perhaps Mary and her wife, Heather Poe, did as well, because Poe wrote this on Facebook after Liz’s appearance on Fox News: “Liz has been a guest in our home, has spent time and shared holidays with our children, and when Mary and I got married in 2012 — she didn’t hesitate to tell us how happy she was for us.”
Happy back then, self-serving and seemingly cowardly now. This feels to me like a political maneuver tailored to a conservative electorate, and an unnecessary maneuver at that, with the risk of making her seem inauthentic and uncharitable to Wyoming voters who’ve had more than a decade to absorb her dad’s socially moderate views. Gay marriage won’t be those voters’ primary, secondary or tertiary issue, anyway.
In a statement released Monday, Dick and Lynne Cheney insisted that Liz had “always believed in the traditional definition of marriage.” I suppose that’s the politically prudent tack at this point, but now the Cheneys’ support for gay marriage, so moving over the years, is buried beneath a family feud. Their statement paid less attention to Mary, who’s not running for anything, not carrying her parents’ ambitions into a new era.
One word stood out. They said that Liz had shown Mary “compassion.” This echoed a statement of Liz’s own, in which she noted that she had “always tried to be compassionate” toward Mary and her family. What a curious vocabulary. It was as if they were all talking about some charity case.
I hope the Cheneys find their way out of this. It’s an ugly spot that Liz, in all her compassion, has put them in.

“Notorious Republican Prevaricators”: The Wrong Message, The Wrong Messengers
Over the last five or six years, Republicans have gone after President Obama with quite a bit of ferocity, launching attacks that most Americans have no doubt heard many times. Indeed, we can recite them from memory: Obama’s a radical socialist, power-mad tyrant who hates American traditions, wants to grab your guns, and is too dumb to speak without a teleprompter.
Putting aside whether that critique is in any way sane, Republicans generally haven’t had too much to say about President Obama’s trustworthiness. That changed rather dramatically in recent weeks, as we learned that instead of 100% of Americans gaining health care coverage or keeping the health insurance they like, about 95% of Americans will gain health care coverage or keep the health insurance they like.
And this has led some poor messengers to deliver an odd message. Here, for example, is Dick Cheney:
In an interview with Larry King, former Vice President Dick Cheney said that President Obama’s famous “If you like your plan, you can keep it” remark was a lie that the president repeated “over and over and over again.”
And here’s Mitt Romney:
Republican Mitt Romney is accusing President Barack Obama of being “dishonest” about his health care law…. In an interview on “CBS This Morning,” Friday, Romney said several times that Obama had been “dishonest.”
And here’s Paul Ryan:
“The next time you have a famous politician coming through Iowa, breezing through the towns, talking about big government, let’s be a little more skeptical,” Ryan said after berating President Barack Obama and Democrats for the troubled rollout of the health-care law.
Look, reasonable people can disagree about the severity of the “if you like your plan…” claim. It strikes me as an oversimplification of a complex policy, a position folks realized at the time was more of a shorthand than a 100% guarantee for literally every consumer in the nation, but if Obama’s critics want to consider it the Most Important Lie Ever Told, that’s up to them.
But listening to Dick Cheney, Mitt Romney, and Paul Ryan talk about honesty, credibility, and the need for skepticism is just a bit too much. Romney broke new ground as one of the most brazenly mendacious politicians of his generation; Ryan’s fondness for falsehoods is extraordinary even in a Congress where dishonesty is the norm; and Dick Cheney is, well, Dick Cheney.
Americans shouldn’t turn to Lance Armstrong for wisdom on performance-enhancing drugs in sports; we shouldn’t turn to Miley Cyrus for guidance on public modesty; and we shouldn’t turn to Cheney, Romney, and Ryan for lectures on honesty in politics. It’s not complicated: they have no credibility because they have a nasty habit for saying things that aren’t true.
It’s a subjective question and your mileage may vary, but on balance, I’d say President Obama’s track record on telling the truth has been very strong. Fair-minded observers can debate the efficacy of his agenda and the merit of his ideas, but it’s difficult for even the fiercest Obama detractor to say the president has established a track record of saying one thing and doing another, making promises he has no intention of keeping, or flat out lying.
He’s made predictions that haven’t panned out, and he’s changed direction based on circumstances, but thinking about some of the notable presidential whoppers, Obama hasn’t exactly offered his critics anything comparable to “Saddam Hussein recently sought significant quantities of uranium from Africa,” “I did not have sexual relations with that woman, Miss Lewinsky,” or perhaps most alarmingly, “We did not – repeat, did not – trade weapons or anything else for hostages.”
So maybe notorious Republican prevaricators can pick something else to focus on?

“Let’s Be Clear”: The Congressional Resolution On Chemical Weapons Is Completely Different From The Iraq War Resolution
There has been a lot said in the last week comparing the Congressional resolution authorizing the use of force to punish Bashar al Assad’s government for using chemical weapons to the resolution authorizing the Iraq War. Nothing could be further from the truth.
As an ardent opponent of the Iraq War resolution, I am proud to say that 60 percent of the Democrats in the House of Representatives voted against authorizing the Iraq War. Today, I support the resolution authorizing force to sanction the use of chemical weapons in Syria.
There are five major differences between the current resolution and the one that authorized the Iraq War:
1). The President is asking for a narrow authorization that the U.S. exact a near-term military price for Assad’s use of chemical weapons. He is not asking for a declaration of War – which is exactly what George Bush asked from Congress in Iraq.
George Bush sent thousands of U.S. troops to overthrow the government and then occupy Iraq. He spent what will ultimately be trillions of dollars to overthrow the Iraqi regime and then conduct a 10-year campaign to pacify the country.
The President’s proposal to Congress is not intended to overthrow the government of Syria. And it certainly does not involve conducting an American war against Syria. This is not an action that the President would have contemplated absent the use of chemical weapons. This resolution is intended entirely to make the Assad regime pay a price for their violation of a 100-year international consensus that the use of chemical weapons is unacceptable in the civilized world.
Some have argued that killing people with chemical weapons is no worse than killing them with a gun or a bomb. Both are horrible. But the difference that created a worldwide consensus against their use is that they are weapons of mass destruction. Like biological and nuclear weapons they are distinguished by two characteristics that would make their regular use much more dangerous for the future of humanity than guns and bombs:
- They can kill massive numbers of people very quickly.
- They are completely indiscriminate. They kill everything in their path. They do not discriminate between combatant and non-combatants — between children and adults.
Those two characteristics make weapons of mass destruction different from other weapons. In the interest of our survival as a species we must make the use of all weapons of mass destruction unthinkable. That must be one of humanity’s chief goals if it is to survive into the next century.
There has been talk about “other options” to punish Assad and deter him from using chemical weapons in the future. But the fact is that the only price that matters to Assad — or to anyone who is in the midst of a military struggle — is a military price.
There is a worldwide consensus that no matter how desperate someone’s military situation, the use of chemical weapons in specific — and weapons of mass destruction in general — is never justified.
When combatants are in the midst of a military struggle, they don’t really care about their “reputation” or even the economy of their country. They care about their military situation.
That is not true of countries like Iran or any other country that is not at war. Economic sanctions and diplomatic pressure are important levers on most countries and governments — but not governments in the midst of military battles that threaten their survival.
As a result, to reduce the likelihood that an actor like Assad will use chemical weapons again, he has to experience a military sanction — the degradation of his military capacity — because at the moment, that’s all he cares about. I’m sure Assad would be happy to worry about whether he is indicted by the International Criminal Court, or the state of the Syrian economy at some time in the distant future. Right now he cares about his military capacity.
If we do nothing, the odds massively increase that he will use chemical weapons again, because he knows that they work to kill huge numbers of his opponents — and that he can do so with impunity. That would be a disastrous setback for humanity’s critical priority of banning the use of weapons of mass destruction — weapons that could easily threaten our very existence.
2). The resolution on chemical weapons explicitly limits the authorization to 90 days. The resolution on Iraq was unlimited — and resulted in a conflict lasting over a decade.
Opponents have questioned whether short-term air strikes could be effective at substantially degrading Assad’s chemical weapons infrastructure. There is no guarantee. But there is some precedent for believing they can. As Walter Pincus wrote in today’s Washington Post:
…the precedent worth recalling is Operation Desert Fox in December 1998, in which the Clinton Administration went after Iraqi leader Saddam Hussein’s facilities for weapons of mass destruction over four days.
Although the operation almost immediately faded from the American public’s mind because it was followed quickly by the House impeachment debate, it did destroy Iraq’s WMD infrastructure, as the Bush administration later discovered.
3). The resolution on Iraq was based on faulty — actually fabricated — intelligence about the supposed presence of weapons of mass destruction in Iraq. Those “intelligence” assessments turned out to be totally untrue — much of it manufactured.
The resolution on chemical weapons is not based on anyone’s estimate of the likelihood that Assad has weapons of mass destruction. It is based on their actual use — recorded and widely distributed on video — and intercepts that document the orders for their deployment.
4). The Iraq War Resolution involved the commitment of American troops — on the ground — where thousands of them died and thousands more were maimed. This resolution explicitly precludes American troops on the ground in Syria.
5). President George Bush, Dick Cheney, Donald Rumsfeld and their entire team wanted to invade Iraq. The Neocons desperately wanted to finish what they started with Desert Storm. They had an imperial vision of America’s role in the world that involved American domination of the Middle East through the projection of military power. That vision turned into the nightmare in Iraq. Iraq became one of the great foreign policy disasters of all time.
President Obama and his team have exactly the opposite goal. The team is composed of people who opposed the War in Iraq — and the Neocon world-view — including the President who was against the War in Iraq from the first day.
He has been very explicit that his aim is to end America’s wars in the Middle East — not to begin another.
Bush and his team used the false specter that Saddam Hussein had weapons of mass destruction — and was behind the 9/11 attacks — to drive America into a war that had nothing to do with either.
On the contrary, President Obama is motivated entirely by his goal of enforcing the international consensus against using chemical weapons — not starting a war. In fact, he has done everything in his power for two years to avoid America’s military involvement in the Syrian civil war.
Some have argued that those who opposed the Iraq War Resolution, but support the President’s proposal, would have opposed a similar resolution if it had been presented by George Bush. And the answer is yes, that is clearly a factor. The motivations and world-view of the people you are empowering to use military force should matter a great deal. The fact is that while Bush and the Neocons might have tried to use a resolution to start a long war — the Obama team will not.
Progressives may differ on whether using military action to sanction Assad is the correct course of action for the United States. But the argument that Obama’s proposal to use military means to sanction the use of chemical weapons by Assad is analogous to the Bush’s rush to war in Iraq is just plain wrong.
