“Obama’s Transformational Presidency”: He Should Be In The “All-Time-All-World Politics Hall Of Fame”

Is it safe to say that Barack Obama’s presidency will be remembered as the most consequential since Ronald Reagan’s — a presidency that “changed the trajectory of America” and “put us on a fundamentally different path”?

That was the audacious goal Obama set for himself during his 2008 campaign. Now is a useful time to assess his progress because the sixth year of any president’s tenure tends to be seen as a low point. Familiarity breeds impatience and frustration — among commentators, at least, whose narrow focus on which party is perceived as “winning” the day or the week misses the bigger picture.

In both the domestic and foreign spheres, Obama has had transformational impact. And there is more to come.

Reagan’s great achievement at home was to shift the political spectrum to the right. People tend to forget how radical his ideas once seemed. Tax cuts and massive deregulation were somehow going to produce more revenue? Wealth would inevitably trickle down and benefit the middle class and even the poor? It was not a Democrat but a fellow Republican, George H.W. Bush, who mocked the whole concept as “voodoo economics.”

That’s what I’d still call Reagan’s program, but he altered the political debate to such an extent that what once were fringe ideas came to be seen as centrist. By the time Obama took office, the combination of Reaganite policies — taken to extremes the Gipper might never have contemplated — and globalization had produced a nation where the rich were becoming obscenely rich and everyone else was struggling to tread water.

Obama’s impact has been to bring the words “fairness” and “equality” back into the political lexicon.

His biggest legislative accomplishment, the Affordable Care Act, is a landmark because it establishes the principle that health care should be considered a right, not a privilege. Democrats such as Harry Truman — and Republicans such as Richard Nixon — sought for decades to move the nation toward universal care. The fact that Obama succeeded where others failed is, in itself, a huge achievement.

Perhaps as important, however, is the fact that while Republicans still claim they want to repeal Obamacare, the debate within the party centers on how best to expand health insurance coverage. Returning to the way things were before the ACA is not an option.

Health care is part of a larger suite of issues on which Obama has swung the pendulum back to the left. He made the case, for example, that more regulation of the financial sector was needed. Republicans were forced to give way. The president has been hammering away in speeches about the need for an increase in the minimum wage. Republicans haven’t caved on this yet, but in the end they almost surely will because of widespread public support for it.

Whether Democrats lose the Senate or not, Obama will have a tough time getting significant legislation passed in his final two years. Please don’t tell me he simply needs to be a better politician, like Bill Clinton. Obama ran rings around both Clintons in 2008. A black man with the middle name Hussein who gets elected president twice should be in the all-time-all-world Politics Hall of Fame.

But he can still have transformational impact. Working through the Environmental Protection Agency, Obama can take major steps to limit carbon emissions. I don’t know whether he’ll go as far as I believe he should, but whatever he does will be, by definition, a big deal.

In foreign policy, Reagan applied pressure to the weak points of the Soviet empire and helped break it apart. Obama has taken on an equally big and important task: redefining the U.S. role in a vastly changed world.

Obama is not the first president to endorse multilateralism, but he may be the first to mean it. He agreed to use force in Libya only after France and Britain nominally took the lead. He has kept the NATO allies together in cautiously dealing with the Ukraine crisis. He has refused to be drawn into Syria because he is unsure whether intervention would make the situation better or worse.

The president realizes that even the most powerful nation on earth cannot mediate every dispute, take sides in all wars, alleviate all suffering. He acknowledges our limitations and more narrowly defines our national interest. The public approves, even if some foreign policy sages are apoplectic.

Obama can be reserved and introspective. Usually, however, I find him energized, confident, determined — and fully aware that he is shifting the ground.

“Coming Soon, The United States Of Comcast”: Comcast Time-Warner Merger Will Create Orwellian Monopoly

In George Orwell’s 1984, the world is divided into three totalitarian superstates, but in the world of broadband and cable television only a single company may soon reign supreme. Comcast announced today it has agreed to acquire Time-Warner, its largest and only significant competitor in the cable and broadband business.

Some financial analysts are claiming Verizon will still provide stiff competition to the new mega-company. “Verizon is offering video service in the most markets Comcast is participating in,” a Yahoo Finance reporter declared. But Verizon’s FiOS service is available to only 15 percent of Comcast’s existing customers, and in the fall 2011, Comcast and Verizon reached an agreement that solidified Comcast’s control over the non-wireless industry. In exchange for parts of the wireless spectrum that Comcast owned, Verizon agreed not to expand its FiOS network, which offers far superior service to that of Comcast or Time-Warner.

The combined company would now serve about thirty percent of the cable television market. That doesn’t seem large until you realize that it would have a virtual monopoly in 19 of the 20 largest media markets. (Here’s a useful map.) It would also serve over half of the customers who buy “triple-play” cable-telephone-broadband services. (I haven’t seen figures on the companies’ high-speed internet penetration, but according to the National Broadband Plan, only about 15 percent of consumers have a choice of more than one plan.) The companies claim that the merger wouldn’t threaten consumers because they operate in different markets. But that’s ludicrous. The merger would replace two monopolists (that is, very large companies with monopoly power over a market) by an even more powerful single monopoly, even better equipped to discourage competition.

Large companies, even monopolies, are not necessarily contrary to the public interest if they are strictly and intelligently regulated. But in the wake of the 1996 telecommunications act (which idiotically assumed that deregulation would lead to competition) and a pliant Federal Communications Commission, the big telecom companies have progressively avoided regulation. As a result, they are already committing many of the abuses that come with monopoly power, and if the new merger passes muster, will do so with a vengeance.

Monopolies make it more difficult for new entrants to compete. As a result, they allow the larger companies to raise prices without fearing a loss of market share. Since deregulation in 1996, cable prices have risen at about three times the rate of inflation. According to a study from the Free Press, prices for expanded cable service (what most consumers purchase) went up five percent from 2008 top 2013 –almost four times the rate of inflation. Monopolies also allow companies to neglect service to consumers. The American Customer Satisfaction Index rated Comcast and Time-Warner the two worst cable and broadband companies.

Monopolies can also have a corrosive effect on related industries. The big cable companies have been able to squeeze cable content providers—even to cut off access to customers, as Time-Warner did with CBS last fall.  If they also own content providers, as Comcast does, they can harm rival content providers—as Comcast seems to be doing to Netflix.

Monopolies also slow innovation, because companies have less incentive to replace older equipment. That was a major argument for the breakup of the old AT&T telephone monopoly in 1982. According to a report from the New America Foundation’s, Open Technology Institute, the United States has lagged behind other countries in the price and quality of its broadband service. The American city with the highest quality internet is Chattanooga, Tennessee, which gets its service from a municipally owned provider.

Under the new merger, the new company—let’s call it Xsanity—will be in an even stronger position to raise prices, neglect service to its customers, squeeze content providers, harm rival content providers and slow innovation. If local, state or national officials attempt to police them, the single big company will have even greater clout. Of course, Comcast will promise to keep prices down, enforce net neutrality, and spur innovation. There is reason, however, not to take these promises seriously.

When Comcast and Verizon were seeking FCC approval of their agreement in 2011, they promised that they would create a technology/research and development joint venture. Comcast Executive Vice President David Cohen told a Senate Subcommittee that “by enhancing the Cable Companies’ and Verizon Wireless’s own products and services, the Joint Venture will … spur other companies to respond, perpetuating a cycle of competitive investment and innovation.” Two years later, the two companies abandoned the joint venture.

In short, the only beneficiary of these merger will be Xsanity’s management and stock holders. Consumers will get screwed. The American telecom/broadband industry, already lagging behind South Korea and other upstarts, will fall further behind. Of course, the FCC or the Justice Department could block the merger. But what has happened before does not inspire confidence. Obama’s Justice Department did threaten to block the merge of AT&T and T-Mobile, USA, but Comcast has strong ties to the administration—Comcast’s CEO Brian Roberts is one of Obama’s golfing buddies and Cohen has been a major fundraiser—and in the past, the administration has been soft on the company. The FCC approved the merger of Comcast and NBC and the agreement between Comcast and Verizon.

The merger of these giants on the top of American business—not simply insulated from regulation but with the power and money to block any future attempt at regulation—is an awful prospect to contemplate, but it could well come to pass.

“Why Inequality Matters”: Rising Inequality Is By Far The Most Important Single Factor Behind Lagging Middle-Class Incomes

Rising inequality isn’t a new concern. Oliver Stone’s movie “Wall Street,” with its portrayal of a rising plutocracy insisting that greed is good, was released in 1987. But politicians, intimidated by cries of “class warfare,” have shied away from making a major issue out of the ever-growing gap between the rich and the rest.

That may, however, be changing. We can argue about the significance of Bill de Blasio’s victory in the New York mayoral race or of Elizabeth Warren’s endorsement of Social Security expansion. And we have yet to see whether President Obama’s declaration that inequality is “the defining challenge of our age” will translate into policy changes. Still, the discussion has shifted enough to produce a backlash from pundits arguing that inequality isn’t that big a deal.

They’re wrong.

The best argument for putting inequality on the back burner is the depressed state of the economy. Isn’t it more important to restore economic growth than to worry about how the gains from growth are distributed?

Well, no. First of all, even if you look only at the direct impact of rising inequality on middle-class Americans, it is indeed a very big deal. Beyond that, inequality probably played an important role in creating our economic mess, and has played a crucial role in our failure to clean it up.

Start with the numbers. On average, Americans remain a lot poorer today than they were before the economic crisis. For the bottom 90 percent of families, this impoverishment reflects both a shrinking economic pie and a declining share of that pie. Which mattered more? The answer, amazingly, is that they’re more or less comparable — that is, inequality is rising so fast that over the past six years it has been as big a drag on ordinary American incomes as poor economic performance, even though those years include the worst economic slump since the 1930s.

And if you take a longer perspective, rising inequality becomes by far the most important single factor behind lagging middle-class incomes.

Beyond that, when you try to understand both the Great Recession and the not-so-great recovery that followed, the economic and above all political impacts of inequality loom large.

It’s now widely accepted that rising household debt helped set the stage for our economic crisis; this debt surge coincided with rising inequality, and the two are probably related (although the case isn’t ironclad). After the crisis struck, the continuing shift of income away from the middle class toward a small elite was a drag on consumer demand, so that inequality is linked to both the economic crisis and the weakness of the recovery that followed.

In my view, however, the really crucial role of inequality in economic calamity has been political.

In the years before the crisis, there was a remarkable bipartisan consensus in Washington in favor of financial deregulation — a consensus justified by neither theory nor history. When crisis struck, there was a rush to rescue the banks. But as soon as that was done, a new consensus emerged, one that involved turning away from job creation and focusing on the alleged threat from budget deficits.

What do the pre- and postcrisis consensuses have in common? Both were economically destructive: Deregulation helped make the crisis possible, and the premature turn to fiscal austerity has done more than anything else to hobble recovery. Both consensuses, however, corresponded to the interests and prejudices of an economic elite whose political influence had surged along with its wealth.

This is especially clear if we try to understand why Washington, in the midst of a continuing jobs crisis, somehow became obsessed with the supposed need for cuts in Social Security and Medicare. This obsession never made economic sense: In a depressed economy with record low interest rates, the government should be spending more, not less, and an era of mass unemployment is no time to be focusing on potential fiscal problems decades in the future. Nor did the attack on these programs reflect public demands.

Surveys of the very wealthy have, however, shown that they — unlike the general public — consider budget deficits a crucial issue and favor big cuts in safety-net programs. And sure enough, those elite priorities took over our policy discourse.

Which brings me to my final point. Underlying some of the backlash against inequality talk, I believe, is the desire of some pundits to depoliticize our economic discourse, to make it technocratic and nonpartisan. But that’s a pipe dream. Even on what may look like purely technocratic issues, class and inequality end up shaping — and distorting — the debate.

So the president was right. Inequality is, indeed, the defining challenge of our time. Will we do anything to meet that challenge?

“Fewer And Fewer Regulators To Ensure Safety”: Austerity, Deregulation And The Texas Fertilizer Plant Explosion

Last evening, a fertilizer plant owned by Adair Grain Inc. in West, Texas caught fire, then exploded, killing several people and wounding at least one hundred. The blast, caught on video from afar, destroyed nearby homes, businesses and a nursing home for seniors. There are still lingering questions about how this happened, but documents suggest the plant faced little regulatory scrutiny.

The Dallas Morning News reported that the plant filed papers with state and federal environmental regulators in 2006 claiming that there were “no” fire or explosive risks at the plant. “The worst possible scenario, the report said, would be a ten-minute release of ammonia gas that would kill or injure no one,” noted reporter Randy Lee Loftis. Residents complained about the smell of ammonia as they “went to bed” that year, according to a filing.

As I pointed out on Twitter last night, in the last five years, the Occupational Safety and Health Administration (OSHA) has only inspected five fertilizer plants in the entire state of Texas—and the plant in West, Texas was not one of them. OSHA is severely understaffed and operates with a tiny federal budget. With the agency’s current resources, that means “OSHA can inspect a workplace on average once every 129 years and state OSHA inspectors could inspect one every 67 years.”

There are specialized inspectors for chemical plants that, in theory, should have covered where OSHA or environmental regulators left off. The US Chemical Safety Board, which came into operation in 1998, is the commission tasked with investigating safety violations. Like similar boards, the Chemical Safety Board has virtually no resources: only a $10 million budget to cover every violation in the country. The Center for Public Integrity has a new, incredibly damning report, showing that the agency has failed to investigate several recent disasters, including the death of a worker at refinery in Memphis last December.

Budget cuts, and the sequestration, loom large as every federal workforce is scaled back. Rather than provoking reform, at least in the short term, tragedies like this may get worse as there are fewer and fewer regulators to ensure safety at these types of facilities.

“Redistributing Wealth Upward”: Changing The Rules, Republicans Have Robbed The Middle To Give To The Rich

Which is the more redistributionist of our two parties? In recent decades, as Republicans have devoted themselves with laser-like intensity to redistributing America’s wealth and income upward, the evidence suggests the answer is the GOP.

The most obvious way that Republicans have robbed from the middle to give to the rich has been the changes they wrought in the tax code — reducing income taxes for the wealthy in the Reagan and George W. Bush tax cuts, and cutting the tax rate on capital gains to less than half the rate on the top income of upper-middle-class employees.

The less widely understood way that Republicans have helped redistribute wealth to the already wealthy is by changing the rules. Markets don’t function without rules, and the rules that Republican policymakers have made since Ronald Reagan became president have consistently depressed the share of the nation’s income that the middle class can claim.

Part of the intellectual sleight-of-hand that Republicans employ in discussions of redistribution is to reserve that term solely for government intervention in the market that redistributes income downward. But markets redistribute wealth continuously. In recent decades, markets have redistributed wealth from manufacturing to finance, from Main Street to Wall Street, from workers to shareholders. Rules made by “pro-market” governments (including those of “pro-market” Democrats) have enabled these epochal shifts. Free trade with China helped hollow out manufacturing; the failure to regulate finance enabled Wall Street to swell; the opposition to labor’s efforts to reestablish an even playing field during organizing campaigns has all but eliminated collective bargaining in the private sector.

The conservative counter to such liberal cavils is to assert that the market increases wealth, which will eventually descend on everyone as the gentle rains from heaven. Decrying such Keynesian notions as unions or federally established minimum wages, hedge fund guru Andy Kessler recently argued in the Wall Street Journal that “it is workers’ productivity that drives long-term wage gains, not workers’ wages that drive growth.”

But Kessler assumes — and this is the very essence of the “trickle-down” argument — that workers reap the rewards of productivity gains. Believing and asserting that requires either ignorance or willful denial of economic history. The only time in U.S. history when workers substantially benefited from productivity gains was the three decades that followed World War II, when median household income and productivity gains both increased by 102 percent. Not coincidentally, that was also the only period of genuine union power in U.S. history, and the time when the tax code was at its most progressive. During the past quarter-century, as progressivity was lessened and unions diminished, all productivity gains have gone to the wealthiest 10 percent, according to research published by the National Bureau of Economic Research. In 1955, at the height of union strength, the wealthiest 10 percent received 33 percent of the nation’s personal income. In 2007, they received 50 percent, Economic Policy Institute data show.

If that’s not redistribution, I don’t know what is.

The problem is not just that everyone but the wealthy is claiming a smaller share of the nation’s income; the absolute amount of income they’re getting is declining as well. Median household income has dropped to the levels of the mid-1990s, according to Pew analysis of census data, while the income of the 400 wealthiest Americans rose by a tidy $200 billion last year, according to data released this month by Forbes magazine.

If that’s not redistribution, I don’t know what is.

Indeed, the United States has experienced an upward redistribution so profound that it affects far more than incomes. Whole sectors of the economy and regions of the country have been decimated by these economic changes. The descent in all manner of social indexes is most apparent among poorly educated whites. Conservative commentator Charles Murray has documented in his new book the decline in marriage rates and family stability within the white working class. And now, as the New York Times’ Sabrina Tavernise has reported, that decline includes longevity as well. While other Americans’ life expectancy has advanced, the life expectancy of whites without high school diplomas has declined since 1990 — by three years among men and five years among women.

The market is not just redistributing income in the United States, then. It is redistributing life.

So, which party can claim credit for this — the real redistribution this nation has experienced over the past 30 years? Many Democrats have been complicit in this calamity by their indifference to the consequences of deregulation and trade. But the trophy for promoting the policies that have redistributed wealth, family stability and longevity upward goes to the Republicans, whose standard-bearers are championing even more radical versions of these policies today.

A pro-life party? More like its opposite.
