“A Terrible Way To Live”: The Unending Soul-Gripping Terror Of The Red-State Democrat
Over the weekend, we learned that New York mayor Michael Bloomberg will spend $12 million airing ads in 13 states pushing senators to support expanded background checks for gun purchases. NRA honcho Wayne LaPierre, in his usual restrained fashion, described Bloomberg’s engagement as “reckless” and “insane,” but what’s so remarkable is that this is something you need an ad war to accomplish. After all, universal background checks (which would extend such checks to gun shows and private sales) enjoy pretty much universal support, with polls showing around 90 percent of Americans in favor, including overwhelming majorities of Republicans and gun owners.
And yet, not only are lots of Republicans still holding back, but even some Democrats are afraid to take a position on universal background checks. Greg Sargent reports that at least five Democratic senators—Mark Pryor (AR), Mary Landrieu (LA), Kay Hagen (NC), Joe Donnelly (IN) and Heidi Heitkamp (SD)—are refusing to say where they stand on the issue. There’s only one reason why: the abject, soul-gripping fear of the red-state Democrat.
There are certainly some times when a legislator would want to withhold judgment on an issue or a bill. Maybe it’s highly technical, or complex and multifaceted, or something that hasn’t been contemplated before, and she needs time to study it and weigh the pros and cons before making a decision. But this isn’t one of those cases. Sure, there are some particulars that would need to be worked out, but at this point the question is relatively simple: Do you support requiring some kind of background check for private gun sales, or not?1
But even with the knowledge that they would have pretty much their entire constituencies behind them if they came out for universal checks, they can’t bring themselves to say where they stand.
This is just one obvious case, but if you’re a red-state Democrat, you have to live with this kind of fear all the time.2 Since you know your party is unpopular in your home state, you have to be constantly looking for ways you can buck the party, and worrying about the times when you support the things your party stands for. Even if your leadership understands the necessity, it has to make things a bit uncomfortable with your colleagues. You’re forever worrying that the voters you represent will grow angry with you, and saying to them, in effect, “Please don’t be mad at me.” And the more the issue touches on “cultural” matters implicating what people see as their identities, the more fear it inspires, since the senator doesn’t want to be tarred with the lethal “She’s not one of us” attack in her next election.
All politicians have to worry about upsetting the folks back home, which is why they aren’t, as a group, particularly courageous. But the more precarious your electoral situation is, the less freedom you have to just say what you believe. And the red-state Democrats act as though they have no freedom at all. It just seems like a terrible way to live.

1. The NRA’s argument against universal background checks has two parts. The first is that criminals won’t get them, so why bother? By that logic, of course, there’s no point in having laws against murder or robbery either. The second is that it will be an inconvenience for law-abiding gun owners, adding crushing “bureaucracy” to the simple process of adding to your arsenal. The truth, however, is that there are so many licensed gun dealers in America that you’re never more than a few miles from one. I made some graphs breaking out the numbers state by state here; Mayors Against Illegal Guns (an organization funded by Bloomberg) distributed the data geographically to show that 98.4 percent of Americans live within ten miles of a gun dealer. What that means is that instead of completing your gun purchase in 60 seconds, it might take you an hour, since you’d have to go down to the gun shop and have them run a check. Unless you’re buying a gun every day, that doesn’t seem like that much of a burden.
2. There are some blue state Republicans too, but for some reason they don’t seem to have so many visible displays of terror. Perhaps Mark Kirk and Susan Collins wake up in the middle of the night in a cold sweat, having suffered through nightmares in which their constituents chase after them with pitchforks and torches, enraged by their refusal to support minimum-wage hikes and same-sex marriage. But somehow I doubt it.
“The Dunce Vs Deceiver Debate”: Either John Boehner Is Confused Or He Thinks You’re Confused
Watching House Speaker John Boehner (R-Ohio) on “Meet the Press” yesterday, it was hard not to wonder about the Republican leader’s frame of mind. Given the distance between reality and his rhetoric, one question hung over the interview: does Boehner actually believe his own talking points?
For example, the Speaker insisted, “[T]here’s no plan from Senate Democrats or the White House to replace the sequester.” Host David Gregory explained that the claim is “just not true,” leading Boehner to respond:
“Well, David that’s just nonsense. If [President Obama] had a plan, why wouldn’t Senate Democrats go ahead and pass it?”
Now, I suppose it’s possible that the Speaker of the House doesn’t know what a Senate filibuster is, but Boehner has been in Congress for two decades, and I find it implausible that he could be this ignorant. The facts are not in dispute: Democrats unveiled a compromise measure that required concessions from both sides; the plan enjoyed majority support in the Senate; and Republicans filibustered the proposal. That’s not opinion; that’s just what happened.
“If he had a plan, why wouldn’t Senate Democrats go ahead and pass it?” One of two things are true: either the House Speaker has forgotten how a bill becomes a law in 2013 or he’s using deliberately deceptive rhetoric in the hopes that Americans won’t know the difference. It’s one or the other.
What’s worse, the “dunce vs. deceiver” debate intensified as the interview progressed.
Consider this gem:
“Listen, there’s no one in this town who’s tried harder to come to an agreement with the president and to deal with our long-term spending problem, no one.”
If by “tried,” Boehner means “blew off every overly generous offer extended by the White House,” then sure, he tried. In reality, Boehner walked away from the Grand Bargain in 2011, walked away from another Grand Bargain to pursue “Plan B” (remember that fiasco?); and walked away from balanced compromise on sequestration.
Or how about this one about the sequester:
“Listen. I don’t know whether it’s going to hurt the economy or not.”
Boehner, just two weeks ago, wrote a Wall Street Journal op-ed arguing that the sequester is going to hurt the economy. Does the Speaker not remember this?
And finally, let’s not forget this one:
“I’m going to say it one more time. The president got his tax hikes on January the first. The issue here is spending. Spending is out of control.”
First, no sane person could look at stagnant government spending rates during the Obama era and think it’s “out of control.” Second, using Boehner’s own logic, the Speaker got his spending cuts in 2011 — to the tune of nearly $1.5 trillion — so if we’re following his line of reasoning, the issue isn’t spending.
Honestly, Boehner came across as a man who’s just terribly confused about the basics of the ongoing debate. Putting aside ideology and preferred policy agendas, the Speaker just doesn’t seem to keep up on current events especially well — he doesn’t remember the 2011 spending cuts; he doesn’t remember last week’s Senate filibuster; he doesn’t remember President Obama’s offers to cut more spending; he doesn’t remember his own op-eds; and he doesn’t remember the economic growth that followed tax increases in the 1980s and 1990s.
I’m tempted to take up a collection to help buy Boehner some remedial materials, but I’m not sure what he’d need first: an Economic 101 textbook or a subscription to a daily newspaper.

“Insurance Against Need, Guaranteed Return”: Why Democrats Must Get Smart On “Entitlements”
In a season of depressing budget news, the worst may have been that a majority of U.S. House Democrats signed a letter urging President Barack Obama to oppose any benefit cuts to Social Security, Medicare, Medicaid and other entitlements. That’s the last thing we need.
To hold the line on harmful cuts to discretionary spending, Obama and the Democrats must educate the public about the necessity of entitlement reform. Otherwise, the poor and needy — largely spared by the automatic reductions under sequestration — will get hit much harder down the road.
Liberals are right to reject Republican proposals that would slash social-welfare programs even as they refuse to consider closing tax loopholes for the wealthy. And I agree that the sequestration will cut into the bone of important government functions and investments in the future.
That makes two more reasons to start talking seriously about how we will pay for the insanely expensive retirement of the baby boomers.
How expensive? Anyone reaching retirement age in the next 20 years (including me) will take more than three times as much out of Medicare as he or she contributed in taxes. By 2030, the U.S. will have twice as many retirees as in 1995, and Social Security and Medicare alone will consume half of the federal budget, with the other half going almost entirely to defense and interest on the national debt. It’s unsustainable.
If Democrats don’t want to talk about these programs, they can say goodbye to every other pet program. We can preserve Medicare in amber only at the expense of investments in pre-kindergarten programs or cancer research.
To reform entitlements, we should assess what these programs were meant to do in the first place.
For starters, Presidents Franklin D. Roosevelt and Lyndon B. Johnson didn’t call them entitlements. Jimmy Carter’s administration borrowed the term from Anarchy, State and Utopia, a 1974 book by Robert Nozick, a political philosopher. “Entitlement” sounds selfish and at odds with the dignity and peace of mind that Social Security and Medicare are meant to provide.
It distorts the animating idea behind these programs, which is social insurance.
FDR didn’t have strong feelings about benefit levels, retirement ages or eligibility standards. He focused on what he called guaranteed return. By that he meant that having paid into the system through a kind of insurance premium (though in fact it was merely a payroll tax), Americans should rest easy that some money would be there for them if they lived long enough to need it. The whole point was “insurance against need.”
“Guaranteed return” and “insurance against need” should continue to be the two guiding principles of social-insurance reform.
“Guaranteed return” means no privatization or voucher system for these programs. FDR would have strongly opposed President George W. Bush’s plan to allow Social Security contributions to be invested in the stock market. He thought subjecting retirement income to what he called “the winds of fortune” was a breach of the social contract. Imagine what would happen to someone who retired in 1929 or 2008? No guaranteed return.
“Insurance against need” suggests keeping the focus on poor and middle-class recipients who depend on the money most. That means means-testing, giving wealthier retirees less. FDR, who favored high levels of taxation on the rich, would have been fine with taxing their benefits, too, as long as they were guaranteed to get at least something back.
Liberals generally oppose means-testing social-insurance programs. For decades they’ve argued that if the wealthy don’t get a heaping portion of Social Security and Medicare, it will undermine the political support of the programs and turn them into a form of welfare. Once that happens, the theory goes, the programs will be ended.
Like the word “entitlements,” this hoary idea should be retired. Social Security and Medicare are now so deeply in the marrow of the American middle class that they will never be seen as welfare. The question is not whether to reform them, but how.
Roosevelt structured Social Security as an insurance program with “contributions” through the tax code “so no damn politician can ever take it away.” He didn’t specify anything about the level of taxation or cost-of-living increases, which weren’t an issue in the 1930s but would become one shortly after World War II.
Today, only the first $110,000 in income is subject to the 7.65 percent tax that pays for Social Security and Medicare. Lifting the cap to higher income levels (say $250,000 or $400,000) could eventually generate hundreds of billions of dollars.
Republicans consider this a tax increase. That’s only true outside the context of these programs. The change could be structured so that no one paid in more than actuarial tables say they would take out. That would still raise billions and be consistent with the idea of paying for your own retirement if you can afford it.
For lifting the cap to have any chance, it would have to be matched by reforms such as adopting the chained consumer-price index, a new way to measure cost-of-living adjustments that Obama apparently favors. Liberals oppose chained CPI because it would theoretically result in lower benefits. But less frequent cost-of-living increases aren’t the same as cuts, especially if the current system is, as many experts believe, based on an inaccurate assessment of inflation.
Maybe there are better ideas for reforming social insurance. The point is, we better start talking about them. Otherwise, grandpa and grandma and their fellow Grateful Dead fans are going to eat all the food on the table.

“A Straightforward Factual Description”: Only One Party Is Willing To Compromise And It Isn’t The GOP
The difference between the Republican and Democratic positions on the sequester is simple: Democrats believe reaching a compromise is preferable to letting the sequester happen, since it could devastate the military and scuttle the recovery. Republicans believe letting the sequester happen is preferable to reaching a compromise, even though it could devastate the military and scuttle the recovery.
This is not a partisan observation. It is a straightforward factual description of the two sides’ positions and public statements. The Democratic position is that we must avert the sequester with a mix of new revenues and spending cuts — which is to say, a mix of what both sides want. The Republican position is that we must avert the deal only with spending cuts — which is to say, only with what Republicans want. Some Republicans are openly declaring that they will sooner allow the sequester to kick in than accept a compromise that includes revenue hikes. In other words, the sequester is preferable to any compromise that includes a mix of concessions by both sides. That’s their explicit position.
Indeed, Politico details this morning that many Republicans are holding to this position because they believe that they can blame Obama for the sequester. Roll Call adds that Mitch McConnell is urging Republicans to draw a hard line on the issue.
But given that polls show the public is already convinced Republicans are not doing enough to compromise with Obama, this position is not without risk to their side. So Republicans have tried to obscure the true nature of their stance in two ways.
One is to pretend they are the party that has made all the concessions to deficit reduction thus far. For instance, Charles Krauthammer argues today that Republicans should not give an inch on new revenues, because they already agreed to tax hikes as part of the fiscal cliff deal. Krauthammer doesn’t mention that Democrats agreed to $1.5 trillion in spending cuts — significantly more than the $700 billion in revenues Republicans agreed to — in 2011. Indeed, even if the parties agreed to a roughly one-to-one split between revenues and cuts to avert the sequester, the overall ledger would still be tilted towards Republicans.
The second way Republicans try to obscure the true nature of their position is by pretending Democrats aren’t willing to cut spending. But there’s that aforementioned $1.5 trillion that must not ever be discussed. What’s more, there is simply no question that if Republicans agreed to new revenues, Democrats would give Republicans at least as much, and likely more, in spending cuts. Yes, some liberals want Dems to refuse to offer any cuts. But the position of Democratic leaders, and even the President himself, is that spending cuts must be part of any deal. By contrast, the position held by the Tea Party wing of the GOP — no new revenues no matter what — is the position held by GOP leaders.
The problem for Republicans remains that they are on record saying that the sequester would devastate our military and are even on record saying it would scuttle the recovery. And so the current political situation is this: One side is willing to reach a compromise to avert disaster for the country; the other is not only unwilling to reach a compromise to avert disaster, it views the impending disaster as an opportunity to get what it wants and even sees it as preferable to compromise. This is an objectively true description of the two sides’ positions. If Republicans believe this is a political winner for them, then hey, go for it.
