“The Votes Boehner Didn’t Deliver”: And Therein Lies The Problem, Republicans Didn’t Really Do Their Part

After this afternoon’s drama in the U.S. House, Speaker John Boehner’s (R-Ohio) office issued an interesting statement, effectively saying, “Don’t look at me.”

House Speaker John Boehner (R-OH) today issued the following statement after the House failed to pass legislation reauthorizing the Trade Adjustment Assistance (TAA) program:

“The outcome of today’s TAA vote was disappointing. Republicans did our part, and we remain committed to free trade because it is critical to creating jobs and growing our economy. I’m pleased that a bipartisan House majority supported trade promotion authority. This is an opportunity for the Democratic Party to take stock and move forward in a constructive fashion on behalf of the American people.”

The assertion that Boehner was disappointed by the TAA vote, but “Republicans did our part,” stands out. Strictly speaking, it’s not quite right.

Here’s the roll call on today’s vote on Trade Adjustment Assistance. Notice, 86 House Republicans voted for it, while 158 voted against it. Had the House GOP voted for the measure in greater numbers, “fast track” would be on its way to President Obama’s desk for a signature right now.

And therein lies the point: Republicans didn’t really do their part, so much as they voted for the part of the package they like (Trade Promotion Authority) and voted against the part of the package they don’t like (Trade Adjustment Assistance).

Clearly, the principal focus today is on House Democrats, and for good reason – President Obama made a direct appeal to his ostensible allies today, and few of them were swayed.

But let’s be clear about the broader dynamic: House Democrats are in the minority. In fact, it’s the smallest Democratic minority in the chamber in generations, and it’s not really up to them to decide what passes and what doesn’t.

Over at Vox, Timothy B. Lee had a good piece on this under-appreciated angle to the politics of the trade fight.

In principle, most Republicans are in favor of the president’s trade agenda…. But most House Republicans weren’t willing to spend the $450 million per year contemplated by the Senate bill on Trade Adjustment Assistance. That’s why House Speaker John Boehner (R-OH) was forced to resort to a complicated scheme where Democrats would have to approve TAA while Republicans approved the rest of the bill.

If you buy the arguments for the Trans-Pacific Partnership, which many Republicans profess to, this seems crazy. One influential study from the Peterson Institute estimated that the trade deal would generate $78 billion of economic benefits for the United States. Of course it’s worth taking this kind of projection with a grain of salt. But even if we assume it’s exaggerated by a factor of 10, the deal’s benefits still dwarf the $450 million annual price tag of TAA.

And yet, Boehner barely tried to get TAA through his chamber today, and he mustered up just 86 votes.

In fairness, that’s still more than double the number of Democratic votes the White House was able to secure, so it’s not as if Obama is in a position to call up the Speaker and complain. For that matter, it’s possible Boehner will pull together more votes early next week.

But as the dust settles on today’s fight, and as Round II takes shape on Tuesday, let’s not forget that Boehner is supposed to have great influence over what clears the House, and if he supports “fast track” as much as he claims, he can do some heavy lifting – or at least try to.

Lee’s report concluded, accurately, “[I]f the TPP collapses, they’ll bear some of the blame.”

“Dispensed With The Niceties”: Hillary Clinton’s Grand Strategy To Beat The GOP: Take Bold Positions Early And Often

For the better part of 20 years now, Bill Clinton’s presidency has been synonymous with a hazy political concept called triangulation. Since his advisers made the term famous, it has been used to describe everything from standard-issue compromise, to the willingness to confront reactionary elements in one’s own party (think Sister Souljah), to the appropriation of another political party’s policy ideas. The latter is as close to a proper definition as there is.

One big concern bedeviling progressives is that Hillary Clinton’s candidacy will mark the return of triangulation—the preemptive ceding of ideological turf, at a time when, thanks to partisan polarization, such concessions amount to outright victories for the Republican Party. But the early days of Hillary Clinton’s candidacy suggest these fears are overblown—that she is engaged in an entirely different kind of political positioning, one that carries the promise of significant progressive victories or at least of clarifying the terms of key policy debates dividing the parties.

The nature of the strategy involves staking out a variety of progressive issue positions that enjoy broad support, but it’s not as straightforward as simply identifying the public sentiment and riding it to victory. The key is to embrace these objectives in ways that makes standard Republican counterspin completely unresponsive, and thus airs out the substantive core of their ideas: Rather than vie for conservative support by inching rightward, Clinton is instead reorienting liberal ideas in ways that make the Republican policy agenda come into greater focus.

Most recently, Clinton has adopted an aggressive position in support of expanded voting rights. “We have a responsibility to say clearly and directly what’s really going on in our country,” she said in her latest campaign speech Thursday, “because what is happening is a sweeping effort to disempower and disenfranchise people of color, poor people, and young people from one end of our country to the other.”

This is standard Democratic boilerplate, but in service of something new. Most Democrats have been engaged for some time now in rearguard actions to protect voters from disenfranchisement efforts, and promote a remedy to the damage the Supreme Court did to the Voting Rights Act. These are important efforts, but easily countered. It isn’t unpopular to argue that voters should have to show ID, for instance, or to rail against phantom voter fraud, and it’s easy to gloss over the complex nature of the Voting Rights Act in ways that obscure the real goal of these policies, which is to systemically reduce turnout among disproportionately Democratic constituencies—the poor, the young, and ethnic minorities.

Clinton’s plan, by contrast, demands clarity from her opponents. She has proposed that every American, except those who opt out, be automatically registered to vote when they turn 18, and that every state offer at least 20 days’ worth of early voting. Republicans can’t easily oppose this—and oppose it they must—without being explicit about the fact that they want to keep the voting rolls as trim as possible.

Most Democrats likewise support President Barack Obama’s administrative efforts to liberalize immigration enforcement, and want to create a citizenship track for unauthorized immigrants. Republicans oppose both aims, but have been able to muddle that fact using vague procedural language. Generally speaking, it’s not the liberalization of immigration law they oppose, but the unilateral nature of Obama’s actions. They oppose amnesty, but keep the door to a nebulous “legal status” ajar. Both positions are malleable enough to allow the Republican presidential nominee to tack dramatically left in the general election, and gloss over the hostility the GOP has shown to immigrants since promising to liberalize after Obama’s reelection.

For over a year, Democrats humored the GOP’s wordplay in order to preserve the possibility of striking a legislative compromise that includes something Republicans could call “legal status.” Now that the immigration reform process has collapsed, Clinton has dispensed with the niceties. In promising to preserve Obama’s immigration policies, she called out “legal status” as a ruse. “When [Republicans] talk about legal status,” she said, ’“that is code for second-class status.” She has taken the standard Democratic position and weaponized it. Republicans can’t pretend there’s no daylight between their views and Democrats’ views, because Clinton has defined the Republican position for them, by contrast.

Because this kind of obscurantism pervades the GOP’s substantive agenda—through tax policy, social insurance reforms, workplace regulation—Clinton should be able to deploy the tactic across a wide array of issues. Seizing the first-mover advantage is one of the undiscussed upsides of Clinton’s dominance in the Democratic primary field. It doesn’t guarantee her victory over a Republican opponent, but it will assure that the debate between the two of them occurs mostly above board.

“Who Can Resist Bernie Sanders’s Strange Allure?”: An Insurgent Candidate Whose Realistic Chance Of Becoming President Is Fractional

So Bernie Sanders is lighting it up in Iowa, reports the Times, knockin’ ’em dead, outdrawing Jeb Bush and all the Republicans.

The excitement is palpable. And yet, I will make a prediction to you now. Sanders will win one primary: Vermont. If I’m proven correct he will have done exactly as well as another Vermonter, Howard Dean, who entered the primaries in 2004 positioning himself to the left of the major candidates. He forgot about the importance of field organizing, got chewed up in Iowa over a scream (unfairly so, actually), and after being the favorite for about two weeks in December 2003 went on to enter 31 primaries and win just the one, in his home state.

What is it about Vermont? Is this just coincidence that Dean and now Sanders have emerged as the most prominent and credible left-flank candidates of recent times? Probably not.

Vermont’s demographic changes in recent years, the way counter-cultural types have flocked to places like Burlington, are unique; neighboring New Hampshire is a very different place, and even Massachusetts, while liberal, features a different kind of liberalism, at once more blue-collar (think Fall River and Lowell) and more pointy-headed (all those universities). In a sense, what Texas is to the GOP, Vermont is to the Democrats: the party’s ideological ground zero.

This is not of course to say that Sanders has anything in common with Ted Cruz beyond the fact that both are U.S. senators. For one thing, if Cruz is drawing crowds upwards of several hundred in Iowa, he’s keeping it a pretty good secret. And the fact that he’s not drawing such crowds reflects the most obvious difference between the two, namely that Cruz says lots of unpopular crazy extremist things, and Sanders is mostly just saying things that are probably a little out there in terms of the Washington conventional wisdom but are not in reality crazy at all, like reining in the power of big banks.

Sanders makes a great foil to Clinton because he is everything liberal activists believe (sometimes fairly, sometimes unfairly) she is not. He’s blunt, she’s circumspect. He doesn’t care what anyone thinks, she’s uber-cautious. On a debate stage with her and Martin O’Malley, Sanders can just tee off and say exactly what the rank and file wants to hear in ways that neither Clinton nor the former Maryland governor can.

Liberals love this because they don’t get much of it in political life today. On the Republican side, the candidates fall over themselves to prove how conservative they are, and indeed the word “conservative” flies out of their mouths every 18 seconds. Democrats are usually terrified of speaking that bluntly, so when one does—and Sanders isn’t a Democrat, but let’s not get technical—liberals swoon. So he’ll generate crowds and enthusiasm and he’ll press Clinton on some issues. All to the good.

He probably won’t have the money or the field operation—hers, in Iowa, is already formidable—to challenge her in a serious way. But the great unanswered question here is not about him, but about Clinton, to wit: How deep is the dissatisfaction with her among liberal Democrats?

If you follow the political pronouncements of the liberal activist class closely, you might think it’s very deep indeed. The whole Draft Warren movement, led by MoveOn.org, is (or do we now say was?) predicated on the conviction that Clinton is certain to sell the liberal base out to Wall Street. One hears this a lot among insiders, and if this is a conviction that is widely shared by rank-and-file Democrats, then Sanders can certainly exceed my expectations.

But I just don’t think the distrust runs that deep. I have before me here a Gallup poll from March showing that Clinton is rather popular among Democrats and the Democratic-leaners questioned in this surveyed. Her favorable-to-unfavorable rating was 79 to 13 percent, or a multiple of six. Sanders’s numbers were 21 to 8. (Interestingly, Elizabeth Warren’s were 37 to 9, a multiple of just four, and with a surprisingly high 53 percent having no opinion.)

Seventy-nine to 13 isn’t what I’d call dissatisfaction. The key fact is that the 13 are overrepresented in the chattering class and among the most committed party activists. It’s always been this way among the group we might call super-insiders, the people who blog and tweet and are willing to do things like drive 70 miles across the plains on a weeknight to go see an insurgent candidate whose realistic chance of becoming president is fractional.

The Clinton appeal to this set has always been limited. I can’t pinpoint exactly why it is. For starters, the Clintons never curried their favor or flattered them. In her case, of course, a lot of it has to do with her support for the Iraq war (which Bill backed too, to the extent that his position mattered). More broadly, the Clintonian issues palette has never jibed very closely with the special passions of this plugged-in activist class I’m talking about.

Take for example net neutrality under Title II, which is of great interest to this group. Clinton endorsed net neutrality after Barack Obama made his announcement, but she’s never been associated with the issue, and even in the act of endorsing Obama’s position, she sounded pretty meh about the whole thing: “As I understand it, it’s Title II with a lot of changes in it to avoid the worst of Title II regulation. It’s a foot in the door … but it’s not the end of the discussion.”

It’s easy to get the misimpression that there’s more rank-and-file resistance to Clinton among Democratic voters than there actually is. And the press of course doesn’t like her and wants a race. All this will work to Sanders’s benefit. A significant number of Democrats may want to send Clinton a warning shot, keep her pivoting leftward; but the idea that there’s a large bloc of Anybody But Hillary Democrats out there is just a fantasy.

“A Lot More Incentive To Stick With Him”: Bucking Conventional Wisdom, Hillary Clinton Declines To ‘Distance Herself’ From Obama

For a long time, the conventional wisdom has been that Hillary Clinton needs to “distance herself” from Barack Obama. It’s something we hear in just about every presidential election that comes at the end of a two-term presidency, as the candidate from the same party as the departing president is told that “distancing” is key. This line is repeated whether the president is popular, unpopular, or something in between.

But if you actually look at what Clinton has been saying, it’s been hard to find any distance at all between her and the President. So if she’s worried about creating that distance, it isn’t in evidence yet.

For instance, campaigning yesterday in South Carolina, Clinton spent her time telling African-American voters that she and the President are as close as can be:

But the message Mrs. Clinton got across was specific, and it was clear: She was on Barack Obama’s side from the moment she conceded the nomination to him in 2008, she had done everything she could to help him in office, and she would follow through on much of his agenda if she were elected to succeed him.

“Some of you may remember we had a pretty vigorous campaign in 2008,” she joked, knowingly, to an approving crowd of lawmakers, local Democratic officials and others. She added, “Both President Obama and I worked really hard.”

“I went to work for him” as secretary of state, Mrs. Clinton said, “because he and I share many of the same positions about what should be done in the next presidency.”

One might argue that this only happened because she was speaking to an African-American audience, among whom Obama retains enormous loyalty. But African-Americans are the Democratic Party’s core constituency, and encouraging strong turnout among them is critical to any Democratic nominee; this won’t be the last time she does something similar.

Furthermore, it’s hard to find issues she’s discussed so far in the campaign where there’s much “distance” at all between her and Obama. That isn’t to say Clinton is going to take the identical position as Obama on everything; for instance, she’s been vague about the Trans-Pacific Partnership, suggesting she may end up opposing it. But in general, the “move to the left” people have noted in Clinton’s positions has essentially made her more in tune with Obama’s presidency than with her husband’s. Much of that is just about the evolution of their party; if Bill Clinton was running today, he’d be more liberal on many issues than he was 20 years ago, too. But the effect is to draw her closer to Obama.

Whether you believe that Clinton is taking a more liberal stance than she has in the past on issues like immigration or paid family leave because of conviction or calculation, the fact is that those positions are extremely popular. And there isn’t much the Obama administration has done overall that is crying out for distancing. Obama hasn’t had any monumental scandals or screw-ups on the scale of the Lewinsky affair or the Iraq War. His most controversial policy achievement is the Affordable Care Act — which Clinton has embraced wholeheartedly.

Reporters are going to continue to pore over Clinton’s statements with Talmudic care to try to find any evidence of distance between her and Obama. But in reality, if anyone’s working to distance themselves from a president, it’s Republicans trying to shuffle away from George W. Bush, despite the fact that he left office over six years ago.

Clinton won’t be identical to Obama, for the simple reason that they’re different people. Though they come from the same party and thus agree on most things, there will no doubt be an issue here or there on which she promises something slightly different. But let’s not forget that as much as Republicans despise Obama, he did get elected twice. If Clinton can hold his coalition together, she’ll win, too. So she has a lot more incentive to stick with him than to distance herself.

“Literally Since Day One”: GOP Hostility Towards Compromise Runs Deep

When an NBC News/Wall Street Journal poll found earlier this year that a plurality of Republican voters believe GOP lawmakers compromise too much with President Obama, it seemed hard to believe. Congressional Republicans have refused to work with the Democratic White House on anything, literally since Day One. Maybe respondents didn’t understand the question?

No, that’s not it. The Washington Post’s Greg Sargent noted yesterday that rank-and-file Republicans just want as much confrontation as humanly possible. The latest report from the Pew Research Center makes this clear:

The survey finds deep differences in how Republicans and Democrats want President Obama and GOP leaders to deal with issues. Fully 75% of Republicans want GOP leaders to challenge Obama more often; just 15% say they are handling relations with the president about right and 7% say GOP leaders should go along with Obama more often.

Fewer Democrats (49%) want Obama to challenge Republicans more often; 33% say he is handling this about right while 11% want him to go along with GOP leaders more often.

That’s quite a bit of asymmetry. In the overall population, the number of Americans who want GOP lawmakers to go along more with the White House is roughly identical to the number of Americans who want Republicans to “challenge” the president more often.

But among GOP voters, the results are lopsided. This actually explains a lot.

We like to think there’s a natural resistance to gridlock – the public doesn’t like it when policymakers can’t agree on anything, and nothing gets done because institutions are paralyzed by partisan and ideological differences.

But results like these paint a very different picture. Republicans don’t just have an aversion to bipartisan cooperation, they also look at six years of near-total GOP opposition to everything the president proposes – including instances in which Obama actually agreed with the Republican line – and conclude, “It’s not good enough. We want even more partisan confrontations.”

This is broadly consistent with Pew findings from a year ago, which showed that liberals expect and support compromise, but conservatives are hostile to the very idea of compromise.

Christopher Ingraham noted at the time, “A party that is ideologically predisposed against compromise is going to have a very hard time governing, particularly within a divided government.”

It’s an important detail for a variety of reasons, not the least of which is the reminder about who has Republican officials’ ear. It’s tempting to think elected GOP officials would see polls showing broad support for cooperation and compromise, and then adopt a constructive posture to align themselves with the American mainstream. Clearly, however, the practical realities show otherwise – Republican policymakers are listening to Republican voters, and no one else.
