“Doomed To Fail”: When Tea Partiers Try To Show Their “Diversity”

Judging from the matching red t-shirts, bottled water, snack stands, and cover band playing a passable version of Marvin Gaye’s classic, “What’s Going On?”, you wouldn’t be wrong to assume there was a large and elaborate family reunion yesterday, held on the Capitol. But, in fact, it was a rally—organized by the Black American Leadership Alliance, a right-wing group with ties to white nationalists—to oppose the comprehensive immigration bill that has passed the Senate, and is fighting to survive in the House of Representatives.

Two things stood out about the event. First, even in the shade—and even with fans placed strategically around the area—it was hot. I would say it was too hot to be outside in the first place, but obviously, several hundred people disagreed with me. Or at least, opposed immigration reform enough to tolerate the conditions. And second, despite its organizers and its speakers—who were predominantly African American—the large bulk of the crowd was white. At best, there were a smattering of black faces, located at the edges of the group, seated away from the core of the gathering. Most of these faces were male, and like almost everyone there, they traveled from other parts of the country to join this demonstration.

Troy Warren is an unemployed graduate of the University of Wisconsin who came from Los Angeles, California, where he’s lived for the last seventeen years who says that immigration reform is an attempt to take jobs from blacks, and leave them impoverished. Indeed, he’s angry at the idea that African Americans won’t work the same jobs as “Mexicans.” “Look around,” he said, gesturing to the surrounding buildings, “We built this. The slaves. And if we built this, how can we not have the knowledge to work?”

(It’s worth pointing out that, at this point, he struck the drum on his shoulder, to emphasize the question.)

As for politics beyond immigration? When I asked if he liked President Obama, Warren said yes. “Yeah, I’m an Obama supporter. And I think he’s a good example. But he hasn’t done much for black people.”

This is what separated the black attendees from their white counterparts. While the white demonstrators were nearly unanimous in their disdain for President Obama—carrying signs slamming the president for Benghazi and allowing “amnesty”—the African American demonstrators ranged from careful ambivalence about the president, to outright support.

“I love President Obama,” said Gerald Pitts, founder of the “Milllennium Panthers,” an all-black anti-immigration group based out of LA, “I love the First Lady. I love their children. We support the president, completely. And if you fuck with him, I’ll protect him. I’ll be his top security.”

Dressed in military-esque gear, he waved his anti-immigration signs as he explained his stance. “If I did something illegally as a black man, I would be locked up. It’s a double standard,” Pitts said. “I’m a man of God, and I can’t have racism, sexism, or any kind of prejudice in my heart. But the law is the law.”

If there’s one thing that stood out about Warren, Pitts, and others, it was that their opposition to immigration reform—and their conservatism—had more to do with a kind of black nationalism than it did with any actual adherence to Tea Party ideology. Take Kenniss, a middle-aged woman who, in the precise voice of a grammar school teacher (she declined to tell me her occupation), took issue with the idea that all Americans were immigrants. “No African, living in their homeland begged for an opportunity to come here and work as free labor. Still, we were the basis for building this country.” Kenniss’ opposition to immigration reform had less to do with the identity of the immigrants (though she saw a double standard in the treatment of Latino immigrants versus Haitian ones), and everything to do with the idea that it was unfair. If anyone should receive assistance from the government—which, by and large, is how she saw reform—it should be the descendants of slaves.

As for the white attendees? They were there to oppose immigration reform, oppose Obama, and—yes—show their concern for black unemployment. “Adding more workers is irrational,” said Staci, a young single mother from Birmingham, Alabama, “Immigration reform will threaten jobs for black Americans, my children, and every American.” She was disappointed with the president, both for his policies, and for—as she saw it—squandering an opportunity to “bring the races together.” Instead, she said, citing Obama’s decision to get involved in the Trayvon Martin controversy last year, “he’s done the most damage of any president to race relations.”

This comment points to something important. In addition to voicing opposition to the “Gang of Eight” bill, it seems that the goal of this event was to show—loudly—that the Tea Party is as diverse as it claims. Most of the speakers were conservative African American activists, who mixed their attacks on immigration with post-racial red meat—“We’re not African Americans, we’re Americans,” said Ted Hayes, an L.A.-based black Republican—and odd call outs to black culture. Hayes, for instance, ended his speech with a nod to Flavor Flav. “Yeeaaah boyeeee!”, he yelled, which was followed by a crowd-driven chant of “USA, USA, USA!”

Of all the speakers, however, the crowd was most enthusiastic for Texas senator Ted Cruz, who didn’t deviate from his typical approach of broad condemnation for the federal government. But for as much as attendees appreciated the display, all it did was emphasize the extent to which, outside of immigration, there’s not much that could plausibly connect the interests of black Americans to anti-government conservatives.

Indeed, if this rally was meant as a pitch to black voters—to enlist them in the fight against immigration reform—then, from conception to execution, it was doomed to fail. “I voted for Obama both times,” said Pitts, the man who also urged “anchor babies” to go back to their “home country.”

When it comes to black people, that—in a nutshell—is the Tea Party’s problem.

“Accepting A Deal With The Devil”: Immigration Reform May Prove To Be A Mirage

For a bright, shining moment, it seemed that the abiding spirit among conservative Protestants was one of hospitality and compassion toward the “stranger.” But that turned out to be an illusion. Despite signs that Southern Baptists and other evangelicals might finally embrace the unauthorized immigrants living among us, many conservative churchgoers remain ambivalent or outright hostile to any plans to provide a path toward citizenship.

That helps explain why House Speaker John Boehner and his rebellious caucus have denounced a comprehensive immigration reform proposal recently passed by the U.S. Senate. House Republicans believe their constituents, who include most conservative evangelicals, find comprehensive immigration reform a bit of heresy — amnesty granted to lawbreakers and grifters. There is research to back that conclusion: 55 percent of white evangelical Protestants view immigrants as a “burden,” while 58 percent believe they “threaten” traditional American values, according to the Pew Research Center.

Optimists had concentrated on a less antagonistic — and slightly contradictory — finding from that Pew survey, conducted in March: An overwhelming majority of white evangelicals, 62 percent, said that undocumented workers should be allowed to stay in the country legally. While other religious groups showed greater support, even evangelicals appeared solidly behind the Biblical imperative to treat the “stranger” with charity and acceptance.

And there were other signs that conservative evangelicals might have experienced a road-to-Damascus epiphany, a realization that their belligerence toward undocumented newcomers borders on persecution. Two years ago, the Southern Baptist Convention — the largest and most influential denomination of conservative Protestants — called for “a just and compassionate path to legal status.”

Sure, the language was vague enough to give skeptics room for cover. Still, it denounced bigotry and harassment of the undocumented, which seemed a big step down the path of righteousness for a denomination that didn’t get around to apologizing for endorsing slavery until 1995.

More recently, several prominent evangelicals organized a group called the Evangelical Immigration Table to push to legalize undocumented workers. Prominent SBC pastors — including Richard Land and the organization’s current president, Bryant Wright — have endorsed the Table’s principles.

That led some observers to hope they’d bring the same passion to fighting for undocumented workers that they’ve brought to fighting against, say, gay marriage or abortion clinics. Perhaps there would be fiery sermons denouncing the unfairness of keeping undocumented workers in the shadows, telephone banks set up to call members of Congress, and massive political demonstrations demanding legislation granting a path to citizenship.

But, alas, that was not to be. Instead, evangelical leaders are themselves divided: A counter group called Evangelicals for Biblical Immigration (whatever that may be) opposes the Senate’s call for a path toward citizenship. Among that group’s most active supporters are several leaders of the Tea Party movement, whose pronouncements provoke more fear in Republican politicians than any tent-revival preacher ever could.

Meanwhile, few evangelical flocks have taken up the cause of their undocumented brothers and sisters with any passion or urgency. Here and there, a few have protested the meanest restrictions, such as those passed by the Alabama Legislature in 2011. Some Alabama churches, for example, actively opposed provisions that could have penalized a motorist who drove an undocumented newcomer to church.

Still, there has been nothing resembling the outrage over gay marriage, which evangelical preachers continue to attack with relish. There haven’t been the sustained protests that still inspire Republican state legislatures to curb reproductive freedoms. So it’s no surprise that GOP lawmakers have gotten the message: No matter what a few evangelical leaders have said, most of their members don’t want undocumented immigrants given the full rights of U.S. citizenship.

Later this month, the Evangelical Immigration Table will convene a day of “prayer and action” in Washington, but leaders have already signaled their willingness to accept a deal with the devil, refusing to pressure GOP lawmakers to keep a path toward citizenship as part of any bill. At this stage, it seems only heavenly intervention can resurrect comprehensive immigration reform.

“The Self Delusional Party Of No”: Carrying On As If Whistling Past The Graveyard Were A Plan

Self-delusion is a sad spectacle. Watching Republicans convince themselves that killing immigration reform actually helps the GOP is excruciating, and I wish somebody would make it stop.

House Speaker John Boehner’s unruly caucus has been busy persuading itself not to accept or even modify the bipartisan immigration bill passed by the Senate. Rather, it wants to annihilate it. It’s not that these Republicans want a different kind of comprehensive reform; it’s that they don’t want comprehensive reform at all.

The Obama administration “cannot be trusted to deliver on its promises to secure the border and enforce laws as part of a single, massive bill,” Boehner (R-Ohio) and the GOP leadership said in a statement. Instead, the idea is supposedly to deal with the tightly woven knot of immigration issues one at a time.

That’s like sitting down with a piece of cake and saying, “First I’m going to eat the flour, then the sugar, then the eggs.”

House Republicans think they can begin with “border security,” which would be laughable if the need for real immigration reform were not so serious. It is ridiculous to think the nearly 2,000-mile border between the United States and Mexico can be made impregnable.

The border, after all, was judged 84 percent secure last year by the Government Accountability Office — meaning that only 16 percent of attempts to enter the country illegally from Mexico were successful. Any improvement, at this point, would necessarily be fairly modest. Perhaps Republicans know of a border somewhere in the world that is 100 percent secure. I don’t.

And never mind that the flow of undocumented migrants is way down from its peak, while apprehensions of would-be migrants are way up. According to the nonpartisan Congressional Budget Office, the Senate bill, if enacted, could slash illegal immigration in half. No realistic increase in border security would do as much.

So the House Republicans’ intransigence isn’t really about the border. It’s about avoiding the central question, which is what to do about the 11 million undocumented migrants who are here already.

In the view that has become far-right dogma, giving these people a path to citizenship “rewards bad behavior” and puts them ahead of presumably well-behaved foreigners who are waiting “in line” for admittance. For the most adamant House Republicans, giving the undocumented any legal status and permission to stay would amount to “amnesty.”

No legal status, of course, means no solution. Opponents of comprehensive reform should just come out and say what they mean: Rather than accept measures that studies say would not only reduce illegal immigration but also boost economic growth, House Republicans would prefer to do nothing.

This makes no sense as policy or as politics. Amazingly, however, some conservatives who should know better — magazine editors Bill Kristol of the Weekly Standard and Rich Lowry of National Review — contend that the GOP would actually help itself politically by killing the Senate immigration bill.

This line of argument — I can’t call it reasoning — holds that the Senate bill must be killed because it does not end illegal immigration for all time, it does not fix the legal immigration system for all time and it is really long. The GOP should not waste time and effort chasing after Latino and Asian American votes, according to this view, and instead should concentrate on winning working-class whites with an economic message for the striving middle class.

As for the Senate bill, Kristol and Lowry wrote in a joint editorial that “House Republicans can do the country a service by putting a stake through its heart.”

Some House Republicans worry openly that giving undocumented residents a path to citizenship would eventually add millions of Democratic voters to the rolls. But they should be more concerned about the millions of Latino citizens who are unregistered or do not bother to vote. Democrats are making a concerted play for these people. Republicans are telling them they’d like to deport their relatives and friends.

Most House Republicans have nothing to worry about for the time being; their districts are safe. But the GOP’s fortunes in national contests — and eventually in statewide races — will be increasingly dim. Maybe they’ll wake up when Texas begins to change from red to blue.

In the meantime, it’s sad to see a once great political party carry on as if whistling past the graveyard were a plan.

“Don’t Poison A Law, Then Claim It’s Sick”: Republicans Doing Everything They Can To Make The Affordable Care Act Fail

One does not usually expect blistering, progressive-minded editorials from USA Today, but this morning’s piece on the Affordable Care Act is a gem. The headline reads, “GOP poisons ObamaCare, then claims it’s sick.”

Regular readers know we’ve been talking quite a bit about Republican efforts to sabotage the federal health care system in the hopes of partisan and ideological gain, and it’s good to see the USA Today editorial board notice. “Having lost in Congress and in court, they’re now using the most cynical of tactics: trying to make the law fail,” the paper explains. “Never mind the public inconvenience and human misery that will result…. There is a distinct line between fighting to turn your ideas into law and trying to wreck a law once it has been passed.”

First, Republicans limited the use of government money to spread the word. Then, when the administration reached out to the NFL and other major sports leagues for help in publicizing the new health care exchanges, the opponents resorted to intimidation.

Sens. Mitch McConnell, R-Ky., and John Cornyn, R-Texas, fired off a letter to the NFL, saying that the league had better not get involved with such a controversial program, as if the league would be taking sides on a debate in Congress, not doing public service announcements for a law soon to affect millions.

In a particularly smarmy warning, McConnell and Cornyn told the NFL to let them know whether the Obama administration retaliated against the league for not cooperating — the clear implication being that if the league did help inform the public about ObamaCare, Senate Republicans had their own methods of retribution. It is an appalling abuse of power, and the NFL meekly yielded.

It’s against this backdrop that Sen. Pat Roberts (R-Kan.) falsely argued in his party’s weekly radio address that the law would disrupt people’s cancer care, and GOP governors nationwide block Medicaid expansion for no substantive reason.

It doesn’t have to be this way, but it appears today’s Republican Party knows no other way.

Of course, this isn’t the only thing going on with Obamacare this week.

This story, for example, struck me as almost amusing.

House Budget Committee Chairman Paul Ryan (R-Wis.) is requesting a new cost estimate for ObamaCare in light of a decision to delay the law’s employer mandate.

Ryan’s staff asked the Congressional Budget Office (CBO) to reevaluate the law’s budget impact after the White House said Tuesday that larger employers will not be required to offer health insurance until 2015.

It’s true that the delay on the employer mandate will likely shrink the deficit reduction of the law by about $4 billion in that first year. In other words, instead of nearly $200 billion in deficit reduction over the first decade of the Affordable Care Act, we’re looking at a figure closer to $196 billion in deficit reduction.

But here’s my follow-up question for Paul Ryan: why do you care? What difference does it make to House Republicans if it’s $200 billion or $196 billion? Does the GOP really intend to run ads saying, “Obamacare is one of the biggest deficit-reduction packages in a generation, but it’s savings are slightly smaller than the CBO estimated last year”?

As for the increasingly common argument among conservatives that the delay in the employer mandate spells implementation trouble for the reform law, Ezra Klein had a good piece explaining that the opposite is true.

Peter Orszag, who helped design Obamacare from his perch as head of the Office of Management and Budget, disagreed with Rubin. “Delaying the employer mandate makes successful implementation more likely, not less likely,” he told me.

Larry Levitt, vice president of the nonpartisan Kaiser Family Foundation, agreed. “There’s nothing about the delay in the employer requirement that suggests Obamacare can’t still be implemented,” he said. “If anything the delay removes some potential administrative complexities from the plates of the implementers, and avoids the problem of some employers reducing the hours of part-time workers to get around the requirement.”

Timothy Jost, a health law expert at Washington and Lee University’s School of Law, was even blunter. “Implementation just got easier rather than harder,” he said…. The Obama administration has decided to accept some bad media coverage now, and some higher costs later, in order to make Obamacare much, much simpler to implement next year.

It seems like a relevant detail that’s been lost amid the chatter of late.

“Anomalous Levels Of Support”: Bleaching The GOP Vote In A Tanning Electorate Doesn’t Look Much Like A Winner

I’m not sure what represents a greater threat to Sean Trende’s “missing white voter” hypothesis for the GOP’s electoral problems: the misappropriation of his work by conservative stand-patters and double-downers who conveniently ignore Trende’s warnings about what it might take to appeal to these “missing” voters, or the chip-chip-chipping away at his data and conclusions by progressive analysts.

I noted earlier this week that TNR’s Nate Cohn had challenged Trende’s conclusions based on both regional and generational disparities in the GOP’s share of the white vote (i.e., getting a higher percentage of old white southerners does not cut much electoral ice over time). Now come the formidable Alan Abramowitz and Ruy Teixeira with an analysis at Larry Sabato’s Crystal Ball that questions Trende’s calculations:

Trende’s claim that Republicans have increased their performance among white voters is based on his calculation of a statistic known as the PVI, or Partisan Voting Index, for white voters. Essentially, this statistic is used to compare the political preferences of a given group to the electorate as a whole. The PVI for white voters compares the Democratic share of the white vote with the Democratic share of the vote in the overall electorate…..

Over time…the PVI for white voters has become increasingly negative, with an especially dramatic decline since 1992. There is no question that in comparison with the overall electorate, white voters have become more Republican over time. But the interpretation of this result is not as straightforward as Trende suggests. That is because the PVI for white voters reflects both the Democratic margin among white voters and the size of the nonwhite electorate.

In fact, the main reason that the gap between the Democratic margin in the overall electorate and the Democratic margin among white voters has increased over time is not because whites have become more Republican but because nonwhites, who are overwhelmingly Democratic, now make up a larger share of the overall electorate. As just one example, the PVI of the white vote in 2012 (-24) was far more negative than it was in 1988 (-13). Yet Democratic margins among both whites and nonwhites were essentially the same in each election. The real change: Nonwhites were just 15% of voters in 1988 compared to 28% in 2012. In other words, the rapid growth of the very Democratic nonwhite share of the electorate makes it seem like white voters are becoming more Republican than they actually are.

So the growing size of a heavily Democratic nonwhite vote has increased the racial polarization of voting above and beyond any actual Republican trend among white voters.

More generally, it’s another way of saying that a GOP strategy based on winning ever-more-historically-anomalous levels of support in a shrinking portion of the electorate doesn’t look much like a winner.
