“Far, Far More Right-Wing”: Marco Rubio Isn’t The Second Coming Of George W. Bush. He’s Much Worse
With his unexpectedly strong third-place showing in the Iowa caucuses, Marco Rubio demonstrated that he’s the Republican establishment’s best shot to scuttle the Donald Trump and Ted Cruz insurgencies. And now, in the aftermath of Iowa, thoughtful critics of that establishment, from the liberal Jonathan Chait to my paleoconservative colleague at The Week Michael Brendan Dougherty, have begun to describe Rubio as the second coming of George W. Bush.
The comparison makes sense in a purely formal way. Like W in 2000, Rubio promises to unite the party’s grumpy, warring factions (which have grown much grumpier and more belligerent over the past 16 years), making Rubio a strong consensus choice within the party. It’s also true that this formal unity would be built out of the same old planks that have formed the party’s platform since Reagan’s first election: deficit-fueled tax cuts for upper-income earners, strident military interventionism abroad, and lots of speeches (but few policies) in support of traditional faith and families.
But this obscures the fact that substantively, Rubio is far, far more right-wing than George W. Bush ever was. That Rubio has a chance of serving as a consensus candidate positioned somewhere near the ideological center of his party is a tribute to just how far right the GOP has lurched since Bush left office seven years ago.
Here are five areas where Rubio clearly and sharply outflanks W on the right.
Bush signed Medicare, Part D into law, vastly expanding drug benefits for millions of Americans. Rubio, by contrast, has promised with great fanfare that he will eagerly work with Congress to repeal the Affordable Care Act, which would strip millions of Americans of health insurance. It’s also true that, like all the Republican presidential candidates, Rubio talks vaguely about replacing the ACA with a wonderful, unspecified market-based alternative. But no informed commentator on either side of the issue expects any Republican proposal to strive for coverage of as many people as the ACA currently does — let alone as many people as it would have covered if a series of Republican governors hadn’t refused to participate in the law’s expansion of Medicaid.
Bush cut taxes drastically. Rubio, meanwhile, would cut them…even more drastically. How much more? His proposed tax cut amounts to more than three times the size of the Bush tax cuts, with nearly half of it going to the top 5 percent of income-earners. These cuts would produce a revenue shortfall of $6 trillion after 10 years. That’s an amount that even staunch conservatives have described as “huge” and “irresponsible.”
Pro-lifers loved Bush, and for good reason. He appointed a string of conservative judges to the bench, and he spoke frequently about how every child, born and unborn, should be “protected in law and welcomed in life.” Yet on abortion, too, Rubio manages to place himself several steps to Bush’s right, refusing to permit exceptions for terminating pregnancies in cases of rape or incest.For all of Bush’s manifest foreign policy failings, he consistently upheld the distinction between the religion of Islam and terrorists who murder in its name. Compare that to Rubio, who has picked up the bad habit common to post-Bush Republicans of speaking much less precisely and responsibly about the supposedly severe danger that Muslims pose to the United States. Rubio has even suggested that the federal government should shut down any place that Muslims gather to be “inspired,” including mosques — a move that would place Rubio on a collision course with several clauses of the First Amendment.
Rubio resembled Bush most closely in the months following the 2012 presidential election, when the junior senator from Florida took on a leadership role in the Senate’s efforts to revive a failed initiative of W’s second term — a reform of the nation’s immigration laws, including a push to devise a path to citizenship for undocumented immigrants. The reform effort failed, and his role in it is now widely presumed to be Rubio’s greatest electoral liability. (Sort of like how the rightward listing GOP treated Mitt Romney’s signature achievement as governor of Massachusetts as a potentially fatal electoral defect during his 2012 presidential campaign.) The result? On immigration, too, Rubio now finds himself far to Bush’s right, railing about the need to close and seal the nation’s southern border before even beginning to talk about any other kind of reform.
The lesson? Don’t oppose Rubio because his presidency would amount to a third term for George W. Bush. Do it because a Rubio presidency would be a whole lot worse.

“Taking Down Marco Rubio Is Easier Than You Think”: His Moderate Style Doesn’t Match His Extreme Policies
It’s silly to pretend otherwise: As a Democrat, I’d rather run against Ted Cruz than Marco Rubio.
But that’s like saying I’d rather run against herpes than Marco Rubio. Of course I would. I don’t care that Ted Cruz may be smart and strategic. He’s also creepy and cruel, according to just about everyone who’s ever had the misfortune of knowing him for longer than 10 minutes.
I’d also rather run against Donald Trump than Marco Rubio. Again, obvious. But for me, less so than Cruz. Trump isn’t quite as easily caricatured as a cartoon villain. Before his current role as America’s most overexposed xenophobe, he was a celebrity con man whose job was getting people to like and trust him against all odds. Trump is a loser now after Iowa, and perhaps for good, but he is also unpredictable, unscripted, and unafraid to torch the establishment of which he was once a member. There’s no zealot like a convert in search of voters.
Rubio is none of these things—which is why the more I think about him as a potential GOP nominee, the less scared I get.
Rubio would certainly start with some strengths. His youth, background, story, and ability to tell that story will generate another round of fawning media coverage of Rubio as the Republican Obama (hence the echoes of Obama’s Iowa speech in Rubio’s). He will be called the Democrats’ Worst Nightmare by so many annoying pundits, who will quote from the latest Gravis Marketing/Insider Advantage/Outback Steakhouse™ poll that shows Rubio capturing 85.5 percent of the Latino vote and all Americans under 30.
Because Trump and Cruz have moved the goalposts on what it means to be bat-shit crazy in a primary, the press will confuse Rubio’s moderate temperament with moderate policies, of which he has none. Rubio was once described as the “crown prince” of the Tea Party. He has a 100 percent rating from the NRA. He’ll appoint justices who will overturn the Supreme Court’s gay marriage decision. He opposes abortion with no exception for rape or incest. He opposes stem cell research and doesn’t believe in climate change. He’d send ground troops to Syria and trillions in tax cuts to the rich.
On immigration, who knows what Rubio will do next—and that’s kind of the point. In the primary, his experimentation with legalization has been an issue of loyalty to the Republican base. If he makes it to the general, it will be a character issue. When he ran for Senate, Rubio said he opposed citizenship for undocumented immigrants. When he got to the Senate, Rubio helped write a bill that supported citizenship for undocumented immigrants. When Rubio’s presidential ambitions were then threatened by a conservative revolt, he renounced his own bill.
This is such an easy story to tell. It’s such an easy story to understand. It’s not so different from when John Kerry voted for the $87 billion before he voted against it—a flip-flop that helped sink his 2004 campaign. Beyond Washington, Rubio’s dance on immigration won’t be seen as shrewd, it will be seen as cowardly and self-serving—basically, what people have come to expect from establishment politicians.
And that’s who Rubio really is, isn’t he? He’s been in elected office for most of his life. He’s not just cozy with lobbyists—he was registered as one. He’s cautious and guarded, a little too slick and overly rehearsed. Chris Christie has taken to calling him “bubble boy” for avoiding questions in favor of his stump speech. Then there was a New Hampshire reporter’s brutal description of Rubio’s interview with The Conway Daily Sun: “It was like watching a computer algorithm designed to cover talking points. He said a lot but at the same time said nothing. It was like someone wound him up, pointed him toward the doors and pushed ‘play.’ If there was a human side to the senator, a soul, it didn’t come across.”
Rubio’s campaign is based on the premise that he’s a new kind of leader for the next generation in a “New American Century.” And certainly, he looks the part and knows the lines. He’s young, charismatic, and never misses a chance to tell us how much cool rap music is on his iPad, even if no one asked (also, Pitbull isn’t cool).
But as a general election candidate, Rubio would combine everything people hate about Washington politics with everything they hate about Republican policies. He may be more formidable and disciplined than some of his nuttier rivals, but he will also be utterly predictable and conventional. We Democrats have won that kind of election before. We can do it again.

“Who Hates Obamacare?”: Progressives Should Not Be Trash-Talking Progress And Impugning Motives Of People On Their Side
Ted Cruz had a teachable moment in Iowa, although he himself will learn nothing from it. A voter told Mr. Cruz the story of his brother-in-law, a barber who had never been able to afford health insurance. He finally got insurance thanks to Obamacare — and discovered that it was too late. He had terminal cancer, and nothing could be done.
The voter asked how the candidate would replace the law that might have saved his brother-in-law if it had been in effect earlier. Needless to say, all he got was boilerplate about government regulations and the usual false claims that Obamacare has destroyed “millions of jobs” and caused premiums to “skyrocket.”
For the record, job growth since the Affordable Care Act went fully into effect has been the best since the 1990s, and health costs have risen much more slowly than before.
So Mr. Cruz has a truth problem. But what else can we learn from this encounter? That the Affordable Care Act is already doing enormous good. It came too late to save one man’s life, but it will surely save many others. Why, then, do we hear not just conservatives but also many progressives trashing President Obama’s biggest policy achievement?
Part of the answer is that Bernie Sanders has chosen to make re-litigating reform, and trying for single-payer, a centerpiece of his presidential campaign. So some Sanders supporters have taken to attacking Obamacare as a failed system.
We saw something similar back in 2008, when some Obama supporters temporarily became bitter opponents of the individual mandate — the requirement that everyone buy insurance — which Hillary Clinton supported but Mr. Obama opposed. (Once in office, he in effect conceded that she had been right, and included the mandate in his initiative.)
But the truth is, Mr. Sanders is just amplifying left-wing critiques of health reform that were already out there. And some of these critiques have merit. Others don’t.
Let’s start with the good critiques, which involve coverage and cost.
The number of uninsured Americans has dropped sharply, especially in states that have tried to make the law work. But millions are still uncovered, and in some cases high deductibles make coverage less useful than it should be.
This isn’t inherent in a non-single-payer system: Other countries with Obamacare-type systems, like the Netherlands and Switzerland, do have near-universal coverage even though they rely on private insurers. But Obamacare as currently constituted doesn’t seem likely to get there, perhaps because it’s somewhat underfunded.
Meanwhile, although cost control is looking better than even reform advocates expected, America’s health care remains much more expensive than anyone else’s.
So yes, there are real issues with Obamacare. The question is how to address those issues in a politically feasible way.
But a lot of what I hear from the left is not so much a complaint about how the reform falls short as outrage that private insurers get to play any role. The idea seems to be that any role for the profit motive taints the whole effort.
That is, however, a really bad critique. Yes, Obamacare did preserve private insurance — mainly to avoid big, politically risky changes for Americans who already had good insurance, but also to buy support or at least quiescence from the insurance industry. But the fact that some insurers are making money from reform (and their profits are not, by the way, all that large) isn’t a reason to oppose that reform. The point is to help the uninsured, not to punish or demonize insurance companies.
And speaking of demonization: One unpleasant, ugly side of this debate has been the tendency of some Sanders supporters, and sometimes the campaign itself, to suggest that anyone raising questions about the senator’s proposals must be a corrupt tool of vested interests.
Recently Kenneth Thorpe, a respected health policy expert and a longtime supporter of reform, tried to put numbers on the Sanders plan, and concluded that it would cost substantially more than the campaign says. He may or may not be right, although most of the health wonks I know have reached similar conclusions.
But the campaign’s policy director immediately attacked Mr. Thorpe’s integrity: “It’s coming from a gentleman that worked for Blue Cross Blue Shield. It’s exactly what you would expect somebody who worked for B.C.B.S. to come up with.” Oh, boy.
And let’s be clear: This kind of thing can do real harm. The truth is that whomever the Democrats nominate, the general election is mainly going to be a referendum on whether we preserve the real if incomplete progress we’ve made on health, financial reform and the environment. The last thing progressives should be doing is trash-talking that progress and impugning the motives of people who are fundamentally on their side.

“Living Exact Same Day Over And Over Again”: On Groundhog Day, Republicans Vote To Repeal Obamacare
President Obama hasn’t spent a lot of time with House Speaker Paul Ryan (R-Wis.), but the two leaders, joined by Senate Majority Leader Mitch McConnell (R-Ky.), met at the White House this morning. The point, according to everyone involved, was to look for ways the policymakers can find some common ground and try to get things done in 2016.
To help set the tone, the Wisconsin congressman told reporters yesterday he was excited about the Iowa caucuses because “what it tells me is the days of Barack Obama’s presidency are numbered.”
He’s a real charmer, this one. You can just feel his enthusiasm for bipartisan policymaking in an era of divided government.
After the meeting in which the president tries to find areas of possible agreement with GOP leaders, Ryan will hold another vote on repealing the Affordable Care Act. The Washington Post reported:
The House is scheduled to vote Tuesday on overturning President Obama’s veto of legislation to repeal Obamacare and defund Planned Parenthood. The vote, appropriately scheduled for Groundhog Day, is expected to fail, leaving conservatives to gear up for a final year of budget fights with the president.
Asked about today’s events, White House Press Secretary Josh Earnest told reporters, “Republicans are poised to host another vote in the United States Congress today for the 60th time to repeal Obamacare. It’s almost like it’s Groundhog Day, except today it is actually Groundhog Day and they’re doing it again.”
Earnest added, “So I’m not really sure that qualifies as the contours of a proactive legislative agenda but it does put some pressure on Speaker Ryan and Leader McConnell, and other Republicans in Congress, to lay out what it is exactly they support and try to find some common ground with the administration.”
For the record, estimates vary on exactly how many times Republicans have tried to repeal all or part of the ACA, but the last time I checked, they were up to 62. In other words, Earnest might have been understating the case a bit.
Incidentally, shortly before the last repeal vote, Ryan was asked why he was moving forward with a bill to eliminate the Affordable Care Act before the Republican alternative is ready. The Republican leader told reporters with a smile, “Just wait.”
We later learned that this wait will continue past this year – because GOP lawmakers have already effectively given up on their plans to unveil a reform alternative in 2016.
As for today’s veto-override vote, there’s no chance of the bill succeeding. Paul Ryan and his team know that, of course, but they’re holding the vote anyway, just to go through the motions.
Postscript: In case anyone doesn’t get the reference, I should probably mention “Groundhog Day” was a classic movie from 1993 in which Bill Murray is stuck in a time loop, forced to live the exact same day over and over again. For those who haven’t seen the movie, I can assure you it’s far more entertaining than watching Republicans vote 63 times to take health care benefits away from millions of families for no particular reason.

“The GOP’s Donald Trump Nightmare Is Far From Over”: Quick Rebound Less Farfetched Than Sudden, Terminal Collapse
Ted Cruz’s poll-defying victory in the Iowa caucuses Monday night spared the Republican Party the ultimate humiliation of a Donald Trump landslide—not in Iowa, per se, but in the presidential primary writ large. Until this week, nonplussed Republicans were contemplating with dread an increasingly likely scenario in which Trump won Iowa convincingly, reinforced his dominant leads in New Hampshire and South Carolina, and went on to essentially run the table to the nomination.
Things won’t be quite that straightforward for Trump after all. The early conventional wisdom out of Iowa is that Trump hurt himself by failing to put together a traditional campaign apparatus, that Cruz helped himself by putting together a great one, and that third-place Marco Rubio benefitted from a late burst of pragmatism within the Republican electorate. The results at the very least slow Trump’s juggernaut, and possibly reorient the primary into a real three-way race.
By relegating Trump to second, and even to the waters-edge of third, Cruz and Rubio both widened their paths to the nomination to unknown extent—and at an unknown expense to Trump, whose path narrowed.
Depending upon how the campaigns and Republican voters respond to Monday’s returns, the Trump campaign now faces either a bearish or a bullish outlook. And in many ways, despite the GOP elite’s celebratory mood, the prospect of a quick rebound is less farfetched than a sudden, terminal collapse.
The bullish case for Trump goes something like this. Despite his near-total disinterest in running a traditional Iowa ground game, Trump cobbled together a real and genuinely impressive constituency—at least for Iowa caucuses purposes. More Iowa Republicans voted for Trump last night than have voted for any Republican candidate in history—including Rick Santorum, Mitt Romney, Mike Huckabee, and George W. Bush—except for Ted Cruz, who shattered the record.
This feat is even more impressive when you factor in the institutional heft behind his competitors’ campaigns. Cruz’s powerful operation was built upon the strength of his close ties to Iowa evangelicals, and to influential local conservatives like Representative Steve King. It’s not unusual for Iowans to support a religious-right tribune in the caucuses (Santorum, Huckabee)—and it’s also not unusual for the winner to ultimately lose the nomination.
Rubio ran a relatively spare campaign, but benefitted both from late but relentless conservative and mainstream media boosterism, and from an equally belated Republican paid-media campaign against Trump. Rubio became the establishment’s de facto candidate in the final week, and it propelled him from a distant third … to a less-distant third.
All of which is to say that caucuses place a premium on traditional campaign infrastructure in a way regular primaries don’t. Iowa is essentially rigged to depress turnout and present barriers to new participants. And yet Trump nearly won anyhow. If that is how Trump and his supporters internalize his Iowa showing, he will perform well in New Hampshire, possibly South Carolina as well, and become a singular force in Republican politics once again.
At the same time, the seeds of Trump’s potential demise are buried just below the surface of this analysis. Barriers or no barriers, Trump underperformed on Monday night. His supporters could prove to be disproportionately flaky in every state. It also may be the case, after all, that a sustained barrage of negative press can harm him. Correlation doesn’t prove causation, but it’s worth considering the possibility that the anti-Trump ads, which flooded the market in the campaign’s final days, contributed to his underwhelming performance.
He will face many more of them in the coming week. If Cruz and Rubio gain ground in New Hampshire, Trump will probably see his lead there narrow before next Tuesday’s primary. If we credit, for the sake of argument, his critics’ favorite but untested hypothesis that his bubble will burst now because it was inflated by the perception of his invincibility, then his own supporters will be discouraged by his second-place finish, and defect to other candidates, or drop out of the electorate altogether.
If these developments transpire, Trump will (finally! at last!) fade from dominance. His campaign will evaporate just as quickly as it materialized, and the race will be transformed into a gloves-off battle between Ted Cruz and the establishment. If he pulls through, though, Republican elites will quickly realize, like an ill-fated resident of Elm Street, that when they woke on Tuesday morning, they brought their nightmare with them.
