“More Worried About Their Reputation”: Republicans Don’t Really Care About Inequality
The Republican Party appears to accept that poverty and the inequities of wealth and political power that have prevailed over the last 15 years are issues it can no longer ignore. Not without paying a price. After all, Mitt Romney’s cool indifference to the everyday struggles of working Americans went a long way toward sinking his 2012 campaign.
But expressing concern about inequality is one thing. Doing something about it is another. The GOP so far appears more worried about its reputation as being the party of the very, very rich, than the empirical reality of its being the party of the very, very rich.
At a recent Republican gathering, Senator Ted Cruz of Texas gave voice to the party’s incongruity of perception and reality. “I think Republicans are and should be the party of the 47 percent,” he said. Later at that same event, billionaire brothers Charles and David Koch announced plans to spend nearly $1 billion through their political network in the next race for the White House, with virtually all of it going to the Republican Party’s nominee.
If the GOP were truly troubled by historic rates of income and wealth inequality, it would rubber-stamp President Barack Obama’s plan to raise taxes on the wealthy and use the proceeds to fund infrastructure projects like roads, bridges, waterways, and sewer systems. Public investments like these have historically garnered broad support, because they are neutral vehicles for achieving the goals of statecraft. Such expenditures would not only create hundreds of thousands of seasonal jobs, as well as many thousands of permanent jobs, but also stimulate economic activity on a national scale. And they’d pay for themselves over time.
The president’s $4 trillion fiscal budget would tap into offshore accounts and Wall Street transactions that only the very, very rich possess and thus care about. In addition to public works, which Obama has been calling for since his took office, increased revenues would be used for free community college and universal child care.
This, or something like it, is what serious people talk about if they are serious about combating inequality. Progressive redistribution, however bitter-tasting the phrase may be, must be on the table. But all we are likely to hear, especially from Republicans aiming high, are platitudes steeped in conservative morality, homilies to the power of private enterprise freed from the bonds of bureaucratic red tape, or the benefits of cutting taxes. Really. Anything. Anything at all to avoid tax hikes even on the treasonous few who hide their money offshore.
All one needs to do to see the difference between what Republicans are saying and Republicans are doing is look at the current session of Congress. The very first item on Senate Majority Leader Mitch McConnell’s to-do list was passing a bill authorizing the construction of the Keystone XL Pipeline. That project would indeed create thousands of seasonal jobs, but only about 40 permanent ones. It would have virtually no impact on the U.S. economy. Moreover, the public would get nothing in return, unless you count greater levels of global warming.
That’s not to mention other items being pushed which have nothing to do with serving the greater good. A short list: House Republicans have introduced legislation to restrict abortion (the melodramatically titled “fetal-pain bill”), to dismantle part of the Dodd-Frank financial reform law, and to starve to death the president’s modest executive action on illegal immigration.
Even if the Republicans really did believe, as Jeb Bush is trying to convince us, that addressing inequality is the right thing to do, don’t bet on any action. Doing the right thing had rarely been an incentive, because this is a party now committed to total warfare against Obama and the Democratic agenda. The only way the Republicans will take action on inequality is if they are forced to, but even then, they’ll likely do everything short of raising taxes on the very, very rich.
That’s why we should keep our eyes on the minimum wage and paid sick leave. House Speaker John Boehner has said he’d rather kill himself than raise the minimum wage. Conservatives are poised to attack Republicans entertaining mandated sick days. But in terms of inequality, these are the easiest ways to say you’ve done something without raising taxes on the very, very rich.
So yes, inequality is emerging as a major issue in the 2016 presidential race, and Jeb Bush, Ted Cruz and others are going to try hard to convince us that the Republican Party cares, really cares, about the plight of the poor and an ever-shrinking middle class. But remember the last time a major candidate talked about such “compassionate conservatism.” By the end of his second term, the greatest beneficiaries of that compassion were the very, very wealthy.

“An Iron Determination”: Revisionist History On Obamacare Subsidies
As we drift toward a potentially disruptive Supreme Court decision on the subject of whether Congress in the the Affordable Care Act intended to withhold insurance purchasing subsidies from people in states that declined to set up their own exchanges, the large and ever-increasing evidence that nobody in the states making such decisions thought they were risking subsidies is becoming a potential factor in how the Supremes come down. At the Plum Line this morning, Greg Sargent collects a variety of statements from Republicans involved in state-level exchange decisions, and concludes with this compelling quote from University of Michigan law professor
Nicholas Bagley:
[T]he challengers say that Congress clearly threatened the states with the loss of tax credits if they didn’t set up their own exchanges. But the states read the ACA very carefully, and they didn’t see any threat.
It’s the worst kind of revisionist history to claim that the ACA put states on notice of the harsh consequences of failing to establish an exchange. The states had no idea that tax credits hung in the balance. And the Supreme Court has said time and again that statutes shouldn’t be read to impose unexpected burdens on the states. That basic principle — the idea that states must have clear notice of the consequences of their decisions — protects the rights of the states in our federal system. And it cuts hard in favor of the government.
That’s going to be an argument that only an iron determination to mess up implementation of the Affordable Care Act can overcome.

“Deja Vu, All Over Again”: Every Day Is Groundhog Day For The GOP’s Obamacare Replacement
In a moment of irony not lost on observers, the GOP-led House Rules Committee will spend Groundhog Day considering the 114th Congress’s first destined-to-be-vetoed attempt to repeal Obamacare. Adding to the déjà vu is the fact that, despite promises to replace the health care law, Republicans still don’t have a firm plan.
The latest repeal bill, sponsored by Rep. Bradley Byrne, an Alabama Republican, doesn’t propose a replacement, but mandates that relevant committees “report to the House of Representatives legislation proposing changes to existing law.” Those proposals, in the language of the bill, should meet 12 provisions, all of which either rehash generic Republican priorities (“foster economic growth and private sector job creation by eliminating job-killing policies and regulations”) or repeat old conservative health care proposals, like medical liability reform.
Further to Byrne’s bill, Reps. Paul Ryan, Fred Upton, and John Kline are expected to lead a task force to create an alternative. “House Republicans’ most serious attempt thus far to develop their health care reform package,” Politico reported Friday.
Early last year, Republicans devoted considerable time to hyping up possible replacements. There was the proposal from Senators Tom Coburn and Orrin Hatch last January; then a March measure from the House Republicans, which The Washington Post described as a “conservative approach to fixing the nation’s health-care system”; and, a few weeks later, Louisiana Gov. Bobby Jindal’s Bobbycare.
And then in April 2014, Rep. Ryan released a budget for 2015 that repealed the law without endorsing any kind of replacement. When asked about his party’s plans, Ryan told The Washington Examiner that “we have lots of ideas of how to offer patient-centered health care… So you’ll see a lot of different comprehensive Republican alternative plans.”
Those alternatives never really solidified. The problem in 2014 was that Republicans couldn’t agree on one, or even on whether it was politically worthwhile to push an alternative that might distract from the Democrats’ Obamacare woes. The problem now is that the Supreme Court might completely gut the health care law in June by ruling that the three dozen states issuing Obamacare subsidies through federal exchanges are acting unlawfully.
Republicans have said that they want to be ready when the court decides—but they don’t seem to have a plan for that scenario. Then again, the Obama administration might not have a plan themselves.

“We Have One President At A Time”: Boehner’s Invitation To Netanyahu Backfires On Them Both
The political ramifications are clear: House Speaker John Boehner and Israeli Prime Minister Benjamin Netanyahu made a colossal mistake by conspiring behind President Obama’s back, and the move has ricocheted on both of them.
The big, scary issue underlying the contretemps — how to deal with Iran’s nuclear program — is a more complicated story. I believe strongly that Obama’s approach, which requires the patience to give negotiations a chance, is the right one. To the extent that a case can be made for a more bellicose approach, Boehner and Netanyahu have undermined it.
First, the politics. Why on earth would anyone think it was a good idea to arrange for Netanyahu to speak to a joint session of Congress without telling Obama or anyone in his administration about the invitation?
Yes, Congress has an important role to play in international affairs. And yes, the days are long gone when disputes among officials over foreign policy ended at the water’s edge; members of Congress routinely gallivant around the globe and share their freelance views of what the United States should or should not be doing. But inviting a foreign leader to speak at the Capitol without even informing the president, let alone consulting him, is a bald-faced usurpation for which there is no recent precedent.
Pending legislation, which Obama threatens to veto, would automatically impose tough sanctions against Iran if the drawn-out, multiparty nuclear negotiations fail. If Boehner wanted to build support for sanctions, he failed spectacularly.
Sen. Robert Menendez of New Jersey, the ranking Democrat on the Foreign Relations Committee and a vocal hawk on Iran policy, announced Tuesday that he would not vote for his own bill imposing automatic sanctions — at least not until after a March 24 deadline for negotiators to produce the outlines of an agreement. Nine of his pro-sanctions Democratic colleagues in the Senate joined him, meaning the bill is unlikely to win the necessary 60 votes for passage.
If Boehner’s aim was to paint Obama as somehow soft on Iran, he failed at that, too. The speaker inadvertently turned the focus on himself and has had to spend the week explaining why he went behind the president’s back, not even giving the White House a heads-up until hours before the March 3 speech was announced.
Netanyahu, for his part, may have thought this was a way to boost his prospects in the upcoming Israeli election, scheduled for March 17. Or he may have fantasized that somehow, by openly siding with the Republican Party, he could snatch U.S. foreign policy out of Obama’s hands. Judging by the pounding he is taking from the Israeli media, he was mistaken on both counts.
Note to all foreign leaders: We have one president at a time. Americans respected this fact when George W. Bush was president, for better or worse. And we respect it now.
The speech episode borders on farce, but the larger debate over Iran’s nuclear ambitions could not be more serious. The central issue is whether a negotiated deal will leave Iran with the theoretical capability to build a nuclear bomb if it were to decide to do so. No amount of diplomatic legerdemain, it seems to me, can avoid answering this question with a simple yes or no.
If you say yes, as Netanyahu does, then Iran must be stripped of all ability to enrich uranium. It is easy to understand why the Israeli government sees a nuclear-capable Iran as an existential threat — and also worries that other regional powers concerned about Iran’s growing influence, such as Saudi Arabia, might decide that they, too, need to get into the nuclear game.
Iran insists, however, that it has the right to a peaceful nuclear program. The government in Tehran is unlikely to give up that right but may be willing to limit itself to low-grade enrichment that produces material incapable of being used in a bomb. At least some infrastructure for high-grade enrichment would remain, however — and so would some risk of an eventual Iranian bomb.
Is this good enough? If the alternative is war with Iran, it may have to be.
I do not believe that war is in the interest of the United States. I also do not believe that war is in the interest of Israel, but of course Netanyahu has the right — he would say the duty, if he concludes that force is required — to disagree. Nothing that remotely resembles a perfect outcome is in sight. It must be better to keep talking than start bombing.

“One Step Too Far”: Bibi Netanyahu — aka ‘The Republican Senator From Israel’ — May Have Made A Fatal Political Mistake
Set aside, for the moment, the diplomatic row being sparked by Speaker of the House John Boehner as he seeks to create two conflicting foreign policies for the United States—one pursued by the President and the other pursued by the Congress.
Boehner’s hubris, in conjunction with Israeli Prime Minister Netanyahu’s desire to interfere with American policy while seeking to bolster his re-election campaign, may turn out to be the very political screw-up that will allow the joint ticket forged by the Labor-Hatnuah political parties to bring an end to Netanyahu’s long reign atop the Israeli government.
According to a Channel 10 poll out this past Thursday in Israel, the joint ticket offered by the Labor-Hatnuah coalition currently stands to grab 24 seats in the Israeli Knesset in the coming election—up one seat from the previous poll—while Netanyahu’s Likud Party is holding steady with just 20 seats.
The poll also projects that the party leaders atop the Labor-Hatnuah ticket, Issac Herzog and Tzipi Livni, have an increasingly good chance of forming the next Israeli government by assembling a coalition of between 61 and 68 seats in support of their government.
It turns out that there are no shortage of Israeli voters who don’t care for the idea of their Prime Minister jumping into the middle of America’s internal disagreements over foreign policy and further understand that, at the end of the day, Israel remains deeply dependent upon the United States for critical assistance in the never-ending battle to preserve and protect their nation.
According to Hatnuah leader, Tzipi Livni, Netanyahu is sabotaging israel’s critical relationship with Washington.
“A responsible prime minister who first thinks of the good of his country’s citizens does not do such a thing,” Livni said, adding, “A responsible prime minister would know to work with the president of the United States — with any president — and protect our most important interests.”
If the polls are to be believed, there are quite a few Israelis who share Livni’s take on the subject.
So, how did all this happen?
It turns out, the plan to have the Israeli Prime Minister speak to Congress, without first discussing with the White House, was the brainchild of Israeli Ambassador to the U.S. Ron Dermer who has, for weeks now, been endorsing the re-election of Bibi Netanyahu on American television programs despite explicit Israeli Civil Service regulations prohibiting him from doing so.
An example of Dermer’s breaking his nation’s rules to play politics?
As reported by Israli newspaper Haaretz, Dermer broke those rules while being interviewed by Jorge Ramos on American cable network, Fusion.
During the discussion, Dermer said, “I have no doubt that when they [the Israeli public] look at all the people that stand for the leadership of the country, that they will have confidence in the leadership of prime minister Netanyahu.”
Dermer’s words came despite an admonition issued by Israel Civil Service Commissioner Moshe Dyan noting that, “A state employee must be careful that his actions or behavior cannot be interpreted as being aimed at promoting the interest of any particular party or candidate.” Anyone violating these instructions, Dyan said, “will face criminal or disciplinary proceedings in accordance with the law.”
In addition to Dermer’s apparent violation of Israeli law, he also revealed his penchant for duplicitous behavior by meeting with US Secretary of State John Kerry just one day before Speaker Boehner announced his invitation to Prime Minister Netanyahu, yet never once mentioned to Kerry what was about to happen.
Making it all the more offensive, the White House has explicitly gone out of its way, since the announcement of the Israeli elections, to avoid saying or doing anything that could be interpreted as support for the Herzog/Livni ticket.
At least the American President had the good sense not to further endanger his relationship with Netanyahu and the Israeli people.
In reviewing Netanyahu’s political ploy, and his ambassador’s duplicitous behavior, it seems fair to ask whether this is really how friends treat friends?
While you may entirely agree with Boehner’s decision to invite Netanyahu to address the Congress, can you possibly not be disturbed that the Israeli ambassador to our country went out of his way to not tell our Secretary of State of his plan to interfere with our foreign policy and seek to embarrass our president in the process?
Israeli voters know these details and, by many accounts, are not all that happy with the way Netanyahu is inserting himself into the politics of the United States. What’s more, Israelis understand that, should Netanyahu win re-election, they are now looking at two years—if not more should a Democrat take the White House in 2016—of a very cold relationship with the White House at a time when this is likely not in the best interest of Israel.
Of course, just as Netanyahu has already pushed the date of his speech—originally scheduled for February 11—to a date in March just two weeks before the election, my prediction is that Netanyahu will realize his mistake (or take note of the polls) and seek to push the speech well past election day.
By then, it may be too late as this latest insult to the American President may prove to be one step too far for the man many Israelis have dubbed “the Republican Senator from the great State of Israel.”
As for Boehner’s behavior, I’ll have more on this later.
For the moment, suffice it to say that using the Israeli Prime Minister in an attempt to embarrass the President of the United States is beyond shameful.
I get that the Speaker doesn’t like the President or his policies. I get that many readers of this piece will have snarky responses about how this President already embarrasses himself and our nation, etc., etc., etc.
But what neither the Speaker, nor those who cannot manage to think beyond their distaste for this president, understand is the truly unprecedented step Boehner has taken by joining with the leader of a foreign nation against his own president.
Presidents come and go. However, respect for the office of the presidency, particularly on the part of the man who is second in the line of succession to the presidency, should not.
Through his actions, Boehner may have scored some points for his party and for his preferred policy option vis-à-vis the Iranian nuclear negotiations. But in the process, the Speaker of the American House of Representatives has succeeded in embarrassing the Office of the President.
Considering that Speaker Boehner has failed to accomplish anything of note during his Speakership, I can only wonder how it must feel to have his legacy be his effort to disgrace the American President in the effort to bolster the political chances of a foreign leader.
I can’t imagine it would feel very good, unless Boehner has now become so consumed by party politics that he no longer can be bothered to consider what is best for his country in the long run.
While I have often disagreed with Speaker Boehner, I have always kind of liked him in the belief that, while our solutions might be at odds, he wanted to do what he believes is best for America.
It would be a struggle for me to harbor such positive feelings going forward.
Seeking to damage any American President by helping a foreign leader embarrass our own leader can never be considered something that is best for the nation. And that is simply the truth no matter what your political persuasion or your feelings about the current occupant of the Oval Office.
