Wisconsin Gov. Scott Walker, Tea Party Are Faces Of GOP Overreach

Congratulations to whoever had “less than two months” in the “conservative overreach” betting pool. There was never a question about whether the Republican Party, awarded huge political gains last year by voters, would let ideology outstrip political reality. The issue was when. And the new faces of conservative overreach have been preening recently.

Here is Wisconsin Gov. Scott Walker, who sparked an old-fashioned national labor controversy by trying to break his state’s public unions. His assertion that he’s merely trying to achieve fiscal responsibility is belied by the fact that while rolling back government workers’ collective bargaining rights itself saves no money, the tax cut he pushed through upon taking office costs an amount strikingly similar to this year’s budget gap; and the fact that when the unions offered to accede to his budget demands in exchange for keeping their bargaining rights, the governor wouldn’t accept that “yes” for an answer.

Indeed, while he has tried to imbue his power grab with the voters’ imprimatur by claiming that union-busting was part of his campaign agenda (it was not), Walker, speaking with a liberal blogger pretending to be billionaire supporter David Koch, described the actual unveiling of the policy as akin to dropping a “bomb.” In that same call, he added a phrase to the lexicon of overreach. “This is our moment,” he told faux-Koch, “this is our time to change the course of history.”

Away from Wisconsin, members of the Tea Party Patriots, meeting in Phoenix recently, gave that sentiment more guttural voice. When Texas GOP Rep. Joe Barton tried to brag that the $61 billion in spending cuts the House recently passed were the “largest . . . in the history of America,” they booed him, shouting “More, more!” One Tea Partyer told the Associated Press that she and her fellow activists were displeased with the House GOP for failing to follow through on their campaign pledge to slice $100 billion from government outlays this year: “Have we seen that? No. But we’ve heard excuses.” Another warned, “If they don’t [live up to their promises], we’re going to pull up another candidate to run against them.” Why shouldn’t they? This is their moment.

That even the conservative House Republicans are unable to conjure more than $61 billion shows both the hollowness of their $100 billion campaign pledge and the governing corner into which they have painted themselves. And, the Tea Party activists will no doubt be pained to learn, negotiations with the White House and Senate Democrats won’t get them any closer.

Not for lack of trying, to be sure. Congressional Republicans have demonstrated an unstinting commitment to an economic philosophy that can best be described as cutting for cutting’s sake. It’s certainly not for the sake of fiscal responsibility. The same party that brought you the Reagan budget deficits and Bush budget deficits certainly speaks the language of fiscal responsibility. But Republicans concern themselves only with the spending side of the ledger, perhaps forgetting that deficits come not from spending in isolation but when spending and revenue are out of balance.

So they piously speak of dealing with the deficit with their $61 billion in proposed cuts (or even the $100 billion Tea Party standard) while trying to repeal President Obama’s healthcare reform law, a move that would add more than $200 billion to the deficit over 10 years, according to the Congressional Budget Office. And all of those numbers are dwarfed by the $4 trillion hole they would blow over 10 years if they successfully managed to make the Bush tax cuts permanent.

And they’re not focused, campaign rhetoric aside, on jobs. A recent Goldman Sachs report estimated that the $61 billion in spending cuts that the House GOP passed would reduce economic growth by 1.5 to 2 percentage points. This would not help spur job growth. Moody’s analyst Mark Zandi (who has advised both parties) weighed in last week with an estimate that the Republican spending cuts “would mean some 400,000 fewer jobs created by the end of 2011 and 700,000 fewer jobs by the end of 2012.” And last Wednesday, Federal Reserve Chairman Ben Bernanke put that number at “a couple of hundred thousand jobs,” adding, “It’s not trivial.”

In other words, the Republicans’ spending cuts legislation is the very definition of, to borrow their phrase, a job-killing bill. And the Tea Party gang doesn’t think it goes far enough. Is the GOP really willing to sacrifice economic growth at the altar of their cutting obsession? Indiana Gov. Mitch Daniels, the George W. Bush budget director-turned-spending hawk, was asked on NPR whether budget cuts are worth it if they cost a lot of jobs. “The answer is yes,” he said.

This view bespeaks the kind of market fundamentalism the Tea Party GOP has embraced. It involves a blind faith in the free market: cut taxes, gut regulations, cut spending, gut labor unions. The market is always right. And if that means the loss of a few hundred thousand jobs, then, in the instantly immortal words of House Speaker John Boehner, “So be it.”

But the GOP has gotten so lost in its own philosophy that they have made the mistake of believing their own rhetoric about the United States being ideologically conservative. It is surely true that the electorate prefers a government that is in some senses limited; but so too do they want the free market limited, its rough edges softened.

It may be, in Governor Walker’s words, their moment. But overreaching conservatives will learn that the more tightly they embrace it, the more quickly it will pass. In self-consciously trying to change history, they will become it.

Wisconsin Gov. Scott Walker Shows Why Ideologues Can’t Govern

Ideologues make lousy politicians, even worse office holders. The ideological straight jacket does just what you would expect–it constricts movement. Everything is nice and neat and tight but not conducive to serious efforts to move forward. Politicians such as Scott Walker, who put themselves in ideological straight jackets, either live to regret it or are thrown out on their ear, or both.

Intellectuals sometimes make good ideologues, cultural commentators make very thought provoking arguments, philosophers have the luxury of being way out on the edge at times, but those who go into office find that they are rejected very quickly by the public when all they have is their ideology.

Scott Walker is the latest example of an ideologue–combined with a self righteous, bullying approach, not backed up by intellectual rigor.

My guess is that the events of the last month will not only harm him politically in the short run but will result in a serious problem for those who follow in his footsteps.

First and foremost, his approach to governing won’t work. Cutting taxes for ideological reasons, rather than pragmatic ones, prohibiting local governments from paying for education with their own decisions on local taxes, cutting services to the bone, breaking collective bargaining with unions, making them a scapegoat, just won’t wash.

Look at the governors who are putting forth a balanced, reasonable approach to focusing on the dual realities of too much spending and too little revenue. They are not engaging in a hard and fast ideological battle. They are pragmatic. They do not focus only on slash and burn cuts but, rather, are flexible enough to include tax and fee increases.

What was Walker thinking, cutting taxes by $117.2 million as his first act when his state faced a deficit of $137 million? I guess I get the million dollars he included to encourage businesses to move to Wisconsin but I sure as heck don’t understand a $49 million tax cut for health savings accounts. The rich will take advantage of that boondoggle and it won’t create jobs.

That was ideology, not pragmatism.

Look at Gov. Jerry Brown in California, or Mark Dayton in Minnesota, or John Kitzhaber of Oregon, John Lynch of New Hampshire, Pat Quinn in Illinois, or Andrew Cuomo in New York. These are governors, many of whom have a lot tougher problem than Wisconsin, who are struggling and succeeding, not resorting to hard ideology, not refusing to look at the revenue side of the equation.

If members of Congress take lessons from the states, they should learn a whopper from Wisconsin. Don’t follow in Walker’s footsteps, look to the governors listed above.

In fact, they can even look to Ronald Reagan who as governor way back in 1967 raised taxes by $1 billion in California as well as cut the budget. As president, he raised taxes in every year but one, when it was necessary. He learned very quickly about “never saying never.” He didn’t put himself in the ideological straight jacket that many now fantasize about. I am not a Reagan fan, but I do recognize he was pragmatic.

Walker is in way over his head. Sadly, he has been a train wreck for his state. Let’s not let his style and approach be a train wreck for the nation.

Meanwhile…Washington’s Budget Folly

The Senate on Wednesday voted down the House budget bill, with its string of $61 billion in mostly political cuts through Sept. 30. That formally puts an end to the House’s grandstand play. But the Senate also rejected its Democratic leaders’ own plan to cut $6.5 billion. The government’s financing is due to run out in eight days. To prevent a shutdown, the two chambers will probably have to agree to yet another short-term financing bill.

That would be politically and fiscally irresponsible. But the House Republicans will be happy to agree, as long as Democrats agree to a vigorish of $2 billion a week in cuts to vital government programs.

Unless the White House and Democratic lawmakers start pushing back a lot harder — and do a better job of explaining the disastrous effects on the economy and everyday life — the Republicans will win the argument. If it keeps going on this way, they will get the $61 billion they demanded.

The White House again threatened on Wednesday to veto the House bill, and said it supported the Democratic bill that did not even draw a simple majority. It has been hosting what appear to be unproductive talks among legislative leaders; Vice President Joseph Biden Jr., who is nominally in charge of the talks, is now visiting Eastern Europe and tried to mediate by telephone.

President Obama has yet to take a firm public stand and make clear his bargaining limits and priorities. Understandably, he does not want the government to shut down and is hoping that quiet negotiations will produce better results than loud declarations of principle. But there is no sign that the House freshmen have an interest in compromise, or that Representative John Boehner, the House speaker, has any control of his caucus.

A brief shutdown, painful as it would be, would be far less damaging than a sudden withdrawal of tens of billions in government spending from the economy, which would lead to widespread layoffs.

Mr. Obama could well follow the example of Senator Charles Schumer of New York, the third-ranking Democrat in the Senate, who on Wednesday called for a “re-set” of the negotiating process. The only way to have a meaningful discussion of the budget, he said in a speech, is to consider all of its parts at once over the long term, not for a few weeks or months at a time. That includes all the issues the Republicans wouldn’t deal with in their bill: cuts to the entitlement programs and to the Pentagon budget and ways to raise revenues at the same time.

The Republicans, as Mr. Schumer noted, aren’t really interested in lowering the deficit. If they were, they would never have insisted on $800 billion in tax cuts for the wealthy without paying for them, or on repealing the health care law, which saves $230 billion over a decade.

They are only interested in slashing government, no matter the cost to the country. It is time for the president — and responsible Congressional leaders of both parties — to reject their tactics and their goal.

State Crises Mean New Language Of Deceit

For most of history, we had undebatable definitions of words such as “bailout” and “bankruptcy.” We understood the former as an undeserved public grant, and the latter as an inability to pay existing bills. Whatever your particular beliefs about these concepts, their meanings were at least agreed upon.

Sadly, that’s not the case during a deficit crisis that is seeing language redefined on ideological terms.

“Bailout” was the first word thrown into the Orwellian fire. As some lawmakers recently proposed replenishing depleted state coffers with federal dollars, the American Conservative Union urged Congress to oppose states “seek(ing) a bailout” from the feds. Now, Rep. Paul Ryan, R-Wis., says, “Should taxpayers in Indiana who have paid their bills on time, who have done their job fiscally be bailing out Californians who haven’t? No.”

Ryan, mind you, voted for 2008’s TARP program — a bank bailout in the purest sense of the term. But one lawmaker’s rank hypocrisy is less significant than how the word “bailout” is being used — and abused. Suddenly, the term suggests that federal aid would force taxpayers in allegedly “fiscally responsible” Republican states to underwrite taxpayers in supposedly irresponsible Democratic ones.

Aside from stoking a detestable interstate enmity, this thesis ignores the fact that state-to-state wealth transfers are already happening. According to the Tax Foundation, most Republican-voting states receive more in federal funding than they pay in federal taxes, while most Democratic-voting states receive less federal money than they pay in federal taxes.

That means traditionally blue states like California are now perpetually subsidizing — or in Ryan’s parlance, “bailing out” — traditionally red states like Indiana. Thus, federal aid to states could actually reduce the state-to-state subsidies conservatives say they oppose.

Congressional Republicans will undoubtedly ignore these facts. Their proposed solution to the budget emergency could instead be a Newt Gingrich-backed initiative letting states default on outstanding obligations by declaring bankruptcy. Again, the word is fraught with new connotations.

Whereas sick or laid-off individuals occasionally claim a genuine inability to repay debts and thus a need for bankruptcy protections, states can never legitimately claim such a need because they are never actually “bankrupt.” Why? Because they always posses the power to raise revenue. The power is called taxation — and destroying that authority is what the new bankruptcy idea is really about. It would let states avoid tax increases on the wealthy, renege on contractual promises to public employees and destroy the country’s creditworthiness.

Blocking state “bailouts” and letting states declare “bankruptcy” are radical notions, especially in a bad economy. One would result in recession-exacerbating public layoffs; the other would institutionalize an anti-tax zealotry that destroys tomorrow’s middle class in order to protect today’s rich. That’s why advocates of these ideas have resorted to manipulating language. They know the only way to make such extremism a reality is to distort the vernacular — and if we aren’t cognizant of their scheme, they will succeed.

Should Rep. Peter King Investigate The Catholic Church?

Rep. Peter King, the Long Island congressman who for years supported the Irish Republican Army as it waged a terror campaign to eject the British from Northern Ireland, says that track record has no bearing on his controversial decision to hold hearings this week on what he calls the “radicalization” of Islam in America.

The two examples are different, he argues, and the main reason is that unlike radical Muslims, the I.R.A. never launched attacks in the United States. (That made sense, since Irish-Americans were sending crucial material support to the I.R.A.)

“I understand why people who are misinformed might see a parallel. The fact is, the I.R.A. never attacked the United States. And my loyalty is to the United States,” King, the Republican chairman of the House Homeland Security Committee, told The New York Times.

Okay, so how about investigating the Roman Catholic Church, another religious community — like Islam — and one to which the Irish-Catholic congressman also professes great loyalty?

As Washington Post columnist Richard Cohen pointed out on Tuesday, if Congress is going to start investigating religious groups whose members have attacked Americans, that could be bad news for the Catholic Church given the extent of the clergy sexual abuse scandal. (And Cohen’s piece was published hours before the latest shocker, the mass suspension of 21 priests in the Archdiocese of Philadelphia following a grand jury probe — the second since 2005 — of the sexual abuse of children by clergy in the city.)

Bill Donohue of the Catholic League jumped on Cohen — as is his wont — for citing an exaggerated figure of 100,000 possible victims of clergy abuse, noting, correctly, that the figure is more like 12,000 (though this crime is notoriously under reported). Donohue did not, however, dispute Cohen’s central premise about the problematic nature of King’s investigation of Islam, and a toll of thousands of children abused over five decades is hardly what the lawyers might call exculpatory evidence.

Little wonder that former Oklahoma Gov. Frank Keating, a Republican, onetime FBI agent and federal prosecutor, and devout Catholic, likened some bishops to the Mafia when he was named in 2002 to be the first head of a lay oversight board to keep the hierarchy honest in its abuse-prevention policies.

Such characterizations got Keating forced out by the bishops after a year in the post, and his resignation letter still minced no words: “To resist grand jury subpoenas, to suppress the names of offending clerics, to deny, to obfuscate, to explain away; that is the model of a criminal organization, not my church.”

Of course, a congressional investigation of the Catholic Church would be met with howls of protests from the likes of Donohue and most certainly Peter King, and rightly so.

The point is that the religious community that Muslims today most clearly resemble is the Roman Catholic Church, and it was thus as recently as King’s own youth, when John F. Kennedy barely won election due to concerns that one could not be a “good Catholic” and a “good American.”

Indeed, during the campaign Kennedy famously had to assure Protestant pastors that he would never take orders from the Vatican (a pronouncement many conservative Christians today now hold against Kennedy and his Catholic heirs in the Democratic Party — sometimes you can’t win for losing).

King’s hearing set for Thursday has been compared to the internment of Japanese-Americans during World War II, while others speculated that they would be akin to holding congressional hearings on the role of Christianity in promoting violence against gays or abortion providers.

But the Islamic-Catholic analogy is most apt.

Like Muslims in America today, Catholics were seen as foreign-born immigrants who were subject to a foreign ruler, namely the Pope in Rome, who did not recognize religious freedom and democratic governance.

The latter charges were actually true, more or less, until the reforms of the 1960s, though American Catholics took little notice of such teachings, much as American Muslims would stare blankly if asked about the latest fatwa from some imam in Iran.

(In 1928, New York Gov. Al Smith, the first Catholic nominated as a presidential candidate, was challenged by a prominent Episcopal layman to explain how he could expect to uphold the Constitution if elected while at the same time accepting the teaching in papal encyclicals. “What the hell is an encyclical?” Smith reportedly asked. He still got creamed by Herbert Hoover.)

During the 19th century a major political party was founded to combat Catholic influence, and Catholic students were unable to attend public schools without having to imbibe Protestant teachings. Catholics were subject to outbursts of popular violence, and when the pope donated a stone for the construction of the Washington Monument in 1854, an anti-Catholic mob threw it into the Potomac River. Thomas Nast’s famous 1875 cartoon, “The American River Ganges,” showed St. Peter’s Basilica in the background with mitred Catholic bishops as crocodiles attacking the United States to devour the nation’s schoolchildren.

Such sentiments were all too common, as were efforts — as Paul Moses noted in Commonweal magazine — to stop the construction of Catholic churches in U.S. cities, almost a mirror image of the fierce arguments last year against construction of the so-called “ground zero” mosque, also known as the Islamic center in Lower Manhattan.

It was King, in fact, who had a key role in fomenting opposition to the Islamic center, saying early last year that it was “particularly offensive” because “so many Muslim leaders have failed to speak out against radical Islam, against the attacks” of 9/11.

Those arguments laid the ground work for King’s subsequent charges that American Muslims and their leaders are not cooperating with authorities to thwart terrorist plots and that 80 percent of mosques in America are controlled by radical imams. Even though King has provided no evidence for the charges — and the latest research counters his claims — he is going ahead with a hearing to “test” his hypothesis.

King continued his line of argumentation on the eve of the hearing, telling the Associated Press that radical Islam is a distinct threat that must be investigated regardless of whose sensibilities are offended.

“You have a violent enemy from overseas which threatens us and which is recruiting people from a community living in our country,” King said. He could have been talking about his own Catholic community in the 1800s.

It is also interesting to note that Catholics often reacted to such denigration by trying to prove they were more patriotic than the Founding Fathers which, as Notre Dame church historians R. Scott Appleby and John T. McGreevy have pointed out, sometimes led to excesses like Sen. Joseph McCarthy’s anti-communist hearings of the 1950s.

That’s a historical parallel Peter King may also want to remember.
