“Unbelievably Dangerous And Blisteringly Stupid”: Republicans Plan To Use The Debt Limit, Yes, As “Leverage”

Americans have seen quite a few congressionally imposed crisis in recent months, from the so-called “fiscal cliff,” to the sequestration cuts that are already hurting the country as planned, to threats of government shutdowns. But there’s still one more storm on the horizon, which happens to be the easiest one to deal with and the one that has the potential to do the most damage.

I’m referring to the next debt-ceiling increase — or for those who watch The Rachel Maddow Show closely, Congressional Storm Gertrude.

Sen. Rob Portman (R-Ohio) sat down with Politico this week and said, “Let’s use the debt limit, yes, as leverage.” As a practical matter, what he meant was, congressional Republicans should threaten to hurt Americans on purpose unless President Obama agrees to slash public investments. Because the White House won’t want such a catastrophe, Republicans will have “leverage” that Portman wants to see his party “use.”

The Ohio Republican isn’t the only one thinking this way.

House leaders are planning to bring a debt ceiling “prioritization” bill to the House floor before the end of April, bringing the divisive issue to the forefront ahead of the government hitting the ceiling sometime this summer.

The legislation tries to mitigate the damage of the government reaching the debt limit in the event that negotiations to raise it fail. But Democrats have panned the idea, meaning it is unlikely to be taken up by Senate Majority Leader Harry Reid, D-Nev.

The bill, introduced by Republican Rep. Tom McClintock of California, says the government must pay the interest and principal of its debts with incoming tax revenue before any other obligations.

“It removes default as an option,” said Rep. Steve Scalise of Louisiana, chairman of the conservative Republican Study Committee.

Well, not exactly. “Default” is a tricky thing, a fact House Republicans may not fully appreciate.

In effect, here’s what this proposal is all about: Republicans are preparing to hold the debt ceiling hostage — again — and are preparing for what happens if Democrats fail to pay the ransom and GOP lawmakers are forced to shoot the hostage.

At that point, because Congress will have blocked the United States’ ability to borrow the funds necessary to meet our legal obligations, these House Republicans are looking to prioritize who’ll get paid first after the debt ceiling is breached. Under the right-wing vision, the nation will start by focusing on our debt payments, paying them in full, and then using whatever money is left over to pay for literally everything else.

And while that might prevent part of a potential default, it would leave open the possibility of another — the United States has passed laws obligating the government to pay for plenty of other things, and we’d almost certainly have to default on those obligations unless the debt ceiling is raised as it always has been.

The fact that House Republicans find this confusing is not at all reassuring.

But even if we put that aside, the fact that this proposal exists at all is a little insane, since it intends to prepare for congressional Republicans to undermine the full faith and credit of the United States, on purpose, in just a few months, for the first time in American history. In other words, while lawmakers should be working on a plan to avert an easily avoidable crisis, House Republicans have decided to spend time working on a plan on what the government should do when the easily avoidable crisis hits.

This is unbelievably dangerous, and so blisteringly stupid that it’s almost hard to believe a group of American elected officials would be willing to think this way. And yet, here we are.

What remains unclear, however, is how much of the bluster and chest-thumping is sincere. Congressional Republicans have been caught bluffing on this issue before, and House Speaker John Boehner (R-Ohio) conceded just last month, “I’m not going to risk the full faith and credit of the federal government.”

If that’s true, the House GOP’s antics are full of sound and fury signifying nothing. If Boehner wasn’t telling the truth, Americans have cause for alarm, since it’s their economy and world standing Republicans are threatening to deliberately destroy.

“Republicans Are Out Of Excuses”: President Obama’s Budget And The Put-Up-Or-Shut-Up Challenge

As promised, President Obama sent Congress his budget for the 2014 fiscal year this morning, and there’s just enough in it to make everyone unhappy from a variety of directions.

Republicans won’t like everything about this plan that makes it progressive: it expands Medicaid, undoes sequestration cuts while ignoring Paul Ryan’s demands to slash public investments, pursues a universal-preschool initiative though new tobacco taxes, expands the Earned Income Tax Credit, invests another $50 billion in job-creating infrastructure, gives a big boost to federal R&D, and takes away breaks for Big Oil.

Democrats won’t like everything about this plan that makes it conservative: it includes additional Medicare reforms, it adopts chained-CPI to lower Social Security benefits, and it focuses more on the spending side of the ledger than the revenue side. On a fundamental level, Obama’s budget starts in the middle, rather than the left, making negotiations that much more difficult.

But whichever side you fall on, there’s an underlying strategy here. Ezra Klein’s summary sounds right to me:

Today’s budget is the White House’s effort to reach the bedrock of the fiscal debate. Half of its purpose is showing what they’re willing to do. They want a budget compromise, and this budget proves it. There are now liberals protesting on the White House lawn. But the other half is revealing what the GOP is — or, more to the point, isn’t — willing to do. Republicans don’t want a budget compromise, and this budget is likely to prove that, too.

As the White House sees it, there are two possible outcomes to this budget. One is that it actually leads to a grand bargain, either now or in a couple of months. Another is that it proves to the press and the public that Republican intransigence is what’s standing in the way of a grand bargain.

So, which of these two outcomes is more likely?

I think the smart money is on the latter. The president has called every GOP bluff and put his cards on the table — Republicans said Obama wouldn’t have the guts to go after entitlements and isn’t tough enough to risk the ire of his base. And now we know these assumptions were wrong — the president has presented a White House budget that includes the very entitlement “reforms” GOP leaders asked for, and liberals are furious.

It is, in other words, “put up or shut up” time. Republicans, out of excuses, can either meet Obama half-way or they’ll be exposed as craven. And if the last several years are any indication, GOP lawmakers will chose the latter without a moment’s thought.

Indeed, as Greg Sargent noted, congressional Republican leaders have already spent the afternoon arguing that Obama should simply give the GOP what it wants, and abandon the Democratic priorities, reinforcing the perception that Republicans still do not yet understand the difference between an offer and a gift.

In fact, I should mention that I received an email the other day from a long-time reader asking why I don’t seem more worked up about chained-CPI. The reader asked whether I support it (I don’t) and whether I’ve been relatively quiet about it out of some ideological or partisan predisposition.

I’ll tell you what I told him: I’m not worked up about it because I don’t see the scenario in which Republicans get chained-CPI by giving Obama hundreds of billions of new revenue. It’s easy to remain detached about a bad idea that seems highly unlikely to go anywhere. As Kevin Drum added today, “I don’t doubt that Obama’s offer is sincere, but it doesn’t matter. Republicans aren’t going to take it. Obama will get his proof that Republicans simply aren’t willing to negotiate seriously, and who knows? Maybe it will do him some good. But that’s all he’ll get.”

For me, the more interesting question is how the political world will process these developments when they occur. The Beltway said Obama needed to reach out to Republicans, so he reached out to Republicans. The Beltway said Obama needed to schmooze Republicans in a more personal way, so he did that, too. The Beltway said Obama needed to be willing to alienate his own supporters, and the president’s base has been duly outraged. The Beltway said Obama needed to put Medicare and Social Security on the table, and they’re on the table.

Will pundits who continue to blame “both sides” for partisan gridlock look ridiculous in the coming months? I sure as hell hope so.

“Gone Rogue”: Americans Hate Congress Because Congress Doesn’t Care About Americans

Is it any wonder that Americans dislike Congress so much? It shouldn’t be a surprise because our representatives in Washington ignore public opinion. Gun control is the perfect example. A clear majority of people favors a ban on assault weapons (57 percent favor and 41 percent oppose, according to an ABC News/Washington Post poll). But members of Congress can’t even agree on universal background checks which just about every living and breathing American favors. (91 percent according to ABC News/Washington Post.)

On economic issues, Washington is completely out of sync with public opinion. Seven in ten (or more precisely 71 percent, according to Gallup) Americans favor raising the minimum wage to $9.00 per hour but Republicans won’t even let the increase come to a vote on the House floor. House Republicans won’t even consider raising taxes on rich people even though a majority of Americans favor an increase in the capital gains tax to reduce the deficit (that would be 52 percent in favor and 36 percent opposed, according to survey conducted for CBS News). On the other hand, only one in six (18 percent, again according to CBS News) Americans want to cut Medicare but the president and Congress want to cut the spending for a program which is the only thing that keeps millions of seniors financially afloat.

The debate over the federal budget is just another example of congressional indifference to public opinion. For years, the debate over the federal budget has mainly been about the federal budget deficit to the exclusion of any meaningful discussion about job creation. When President Obama formally introduces his budget for the 2014 fiscal year on Wednesday, it will be business as usual. We’ll have a lot of talk about deficits but little debate about jobs.

Everyone in Washington talks about the deficit but Americans outside our nation’s capital worry about jobs. Not that anyone in Washington cares but the public disagrees with the tone of the budget discussion in D.C. A new Marist College poll shows that Americans want Congress to focus on creating jobs (62 percent of them anyway) more than they want deficit reduction (only 35 percent want that). If that doesn’t work for you, the national Election Day exit poll showed that a lot more voters were worried about jobs (59 percent) than they were the deficit (15 percent).

A focus on jobs instead of the deficit is good politics for Democrats but also good policy. Government programs create jobs and put money into the pockets of middle class families. People with jobs pay taxes and buy things, which in turn creates more jobs, and higher tax revenues. The title of Representative Paul Ryan’s budget “Path to Prosperity” should be the “Path to Austerity” which in turn is the path to poverty. The economy had been creating a lot of jobs for the last few months until the sequester kicked in last month. But spending cuts sucked money out of the economy and the wind out of job growth.

Congress has gone rogue and working families are paying the price.

In his new book, “Who Stole the American Dream?” Hedrick Smith writes that the big business lobby has become so powerful in Washington that it can get Congress to do its bidding. Unions used to counteract the corporate lobby but pro business policies at the state and federal level have weakened labor. In 2010, businesses shelled out $972 million in soft money contributions to party committees compared to $10 million for labor. Business PACs contributed $333 million to only $69 million for labor committees.

Members of Congress can safely ignore public opinion because most of them represent districts where there is little or no competition. And if a member does have a tough race, he or she can always count on big business political action committees to bail them out with large campaign contributions or independent expenditure efforts.

That’s why we are cutting funding for education and moving to limit spending on Social Security and Medicare while Republicans hold spending on oil company companies ($4 billion a year) and tax breaks on corporate jets ($3 billion annually) sacrosanct.

Education is a lot more important to America’s economic future than subsidizing oil barons and corporate jet setters but you would never know it if you follow the economic debate in Washington. The sequester means that 70,000 fewer kids will be able to enter Head Start this fall. That’s 70,000 children who won’t get a much-needed head start in the new world of cutthroat global economic competition.

Let’s talk about basic American values like opportunity and democracy. America should be the land of opportunity but it is getting harder for Americans who grow up in low-income households to reach the middle class than it has ever been before. America should be the bastion of democracy but Congress no longer considers the views of the public it should represent.

“This Thinking Is Just Bizarre”: The Gun Debate GOP Senators Are Afraid To Have

Two weeks ago, a trio of right-wing senators — Republicans Rand Paul of Kentucky, Ted Cruz of Texas, and Mike Lee of Utah — released a statement explaining their intention to block a debate on any legislation that changes any federal gun law in any way. Soon after, the filibuster threat grew to five members, and over the weekend, the total reached 12.

Remember, these dozen GOP senators aren’t just saying they’re going to oppose legislation, and they’re not merely threatening to block final passage. Rather, these 12 senators are saying they’re not prepared to allow the Senate to even have a debate — even if the legislation would save lives, even if the ideas have bipartisan support, and even if the bill is entirely permissible under the Constitution.

Sen. John McCain (R-Ariz.) appeared on CBS’s “Face the Nation” and raised a fair point.

For those who can’t watch clips online, McCain said of Senate Republicans’ vow to filibuster the motion to proceed:

“I don’t understand it. The purpose of the United States Senate is to debate and to vote and to let the people know where we stand…. What are we afraid of? Why would we not want — if this issue is as important as all of us think it is, why not take it to the world’s greatest deliberative — that’s the greatest exaggeration in history, by the way — but why not take up an amendment and debate?”

I’m not generally inclined to agree with John McCain, but on this, he’s exactly right.

Let’s be clear about the nature of the threat: these 12 Republican senators are saying they’re unwilling to allow the Senate to debate gun legislation. It would be tough enough to craft a bill that can pass both chambers of Congress, but we now have a dozen Republicans who are so scared, they’re afraid of a discussion.

It’s rather bizarre. To reiterate a point from two weeks ago, from the far-right’s perspective, the worst case scenario is easy to imagine: the Senate might pass a bill that Republicans and the NRA don’t like. But even under these circumstances, the legislation would go to the Republican-led House, where progressive legislation has no credible chance of success.

So why go to so much effort to block an argument on the floor of the Senate?

Sen. Tom Coburn (R-Okla.), not exactly a moderate in his caucus, has a compelling possible explanation (via Igor Volsky).

After Mr. Coburn was asked multiple times an identically worded question about whether he would join Mr. Paul’s effort to block gun legislation as he traveled around Oklahoma in recent days, Mr. Coburn bristled at the idea that Mr. Paul would threaten to filibuster a bill before its contents were made final.

“Is that about filibustering a bill to protect the Second Amendment, or is that about Rand Paul?” Mr. Coburn said at a town-hall meeting at the Oklahoma Sports Museum in Guthrie, Okla., on Wednesday.

What a good question.

As an additional bit of context, let’s also note that the Republican senators whose names are most frequently associated with national 2016 ambitions — Rand Paul, Marco Rubio, Ted Cruz — are all part of the dozen who are desperate to block the debate.

“The GOP Trickle Down Effect”: Sequestration Takes A Toll On Cancer And Medicare Patients

A funny thing happened on Rush Limbaugh’s radio show yesterday. The Republican host was complaining about a Washington Post report on sequestration cuts hurting cancer patients in the Medicare program, and told his listeners to ignore the news. “All of this is manufactured and made up,” Limbaugh said. How does he know? Because the sequester didn’t include “any cuts in Medicare,” he added.

And then Limbaugh got a call from a conservative oncologist — in this case, a physician who apparently shares the host’s worldview and has no use for the Washington Post — who conceded that the report is, in fact, accurate, forcing Limbaugh to change the subject.

Sequestration cuts are affecting Medicare — though not as much as some other programs — and as Sarah Kliff explained, cancer clinics really are turning away thousands of patients as a result of the Republican spending cuts.

Oncologists say the reduced funding, which took effect for Medicare on April 1, makes it impossible to administer expensive chemotherapy drugs while staying afloat financially.

Patients at these clinics would need to seek treatment elsewhere, such as at hospitals that might not have the capacity to accommodate them.

Kliff talked to one Long Island oncologist who said he and his staff held an emergency meeting earlier this week and decided they would no longer see one-third of their 16,000 Medicare patients. “It’s a choice between seeing these patients and staying in business,” Jeff Vacirca, chief executive of North Shore Hematology Oncology Associates said.

But if Medicare was supposed to be shielded from the sequestration policy, how is this happening? It has to do with how medical offices are reimbursed for medications that need to be administered by a physician — such as those given to cancer patients.

The New York Daily News reported today:

The so-called sequester cuts will force three-quarters of the thousands of cancer clinics nationwide to start referring Medicare patients to hospitals, according to the American Society of Clinical Oncology and other cancer treatment groups, which have appealed to the White House and Congress for help.

Elderly cancer patients are being hit hard because their drugs are among the handful of pharmaceuticals that were affected by the sequester cuts.

Medicare reimbursed oncologists for the cost of chemo drugs, plus 6%. But under the sequester, the federal government is now providing only 4% on top of the drugs’ cost, which can run $900 to $15,000 for a full course, depending on the cancer.

That 2% difference may not sound like much, but given the costs involved, it’s an enormous pay cut for the cancer clinics, which some are now saying is a prohibitive new expense they can’t afford.

Ted Okon, director of the Community Oncology Alliance, told Kliff, “If you get cut on the service side, you can either absorb it or make do with fewer nurses. This is a drug that we’re purchasing. The costs don’t change and you can’t do without it. There isn’t really wiggle room.”

Note, this doesn’t mean the sequester is necessarily cutting off cancer patients, but rather, it means these patients are being told by their local oncology clinics that they’ll have to seek care at hospitals — where the care will be less efficient and more expensive.

In case anyone’s forgotten, it’s within Congress’ power to simply turn the sequester off. The whole thing could take five minutes. But for now, congressional Republicans have ruled out the possibility of turning it off, and have also ruled out the possibility of a compromise to replace these brutal spending cuts.

With each passing day, we learn of increasingly drastic consequences associated with the policy.
