“The Naysayers Are In Control”: A Well-Paying Job Is More Effective Than A Lecture
More and more mothers, whether they wear a wedding ring or not, are becoming their family’s breadwinner.
An analysis of 2011 U.S. Census data found that 40 percent of households rely on mom as the primary or sole breadwinner. That’s a massive increase from 1960, when the figure was a mere 11 percent.
This trend won’t shock a lot of Americans. They already see it within their own homes or those of their neighbors. Plenty of mommies are better educated and better compensated than their husbands, and a growing numbers of daddies gladly accept that it is their duty, too, to change diapers and do carpool duty.
But here is the more sobering tale within the data: Nearly two-thirds of these “sole or primary” breadwinning women fit that description because they are the only one working in their household. These are primarily the single mothers. And they tend to be far less educated, and to be black or Hispanic. Their median household income was $23,000.
Compare that to the families studied where it was a married woman who earned more than her mate. Those homes had a median income of $80,000, well above the national median for all households of $57,100.
The most relevant message behind the study is not so much about marriage as about the growing economic divide in this country. If we understand that, we might just agree on policies that can address the problem.
Demographically, these single mothers are a growing and younger percentage of the population. They are the nation’s future, and it’s not a promising one.
Yet it is virtually impossible to bring up the topic of single mothers, whether in Congress or at the dinner table, without inviting a howling lecture. Everybody’s got a convenient scapegoat to blame, and their certitude of their own uprightness permits them to do absolutely nothing to change the status quo. Except to call for more discipline imposed on the already unfortunate.
Attitudes about poorer families feed into the politics of welfare reform, food stamp allocation, education grants, fair wage policy and childcare subsidies.
Concern, when it’s genuine, is not misplaced. Moralizing doesn’t help.
It’s not the fact that these women are unmarried with children that drives their household poverty. It’s their lack of education and too few jobs, including for the equally under-educated men who are most likely to marry them.
Low-income families are more likely to divorce. Arguments and stress about money, after all, are often a contributing factor in divorce.
Those who wish to promote marriage often miss a truth about poorer mothers. The single mother without a college degree, and perhaps more so one without a high school diploma, might be making the best choice for her children by continuing to stay single. College-educated men aren’t exactly searching low-income areas to find a suitable spouse. The men who are more readily available to many of these single mothers — the men they may have already partnered with to father their children — tend to be of similar if not lower education levels.
And less-educated men have seen their real wages shrink along with job opportunities in the last 40 years, as Stephanie Coontz, director of research and public education at the Council on Contemporary Families, has pointed out.
Coontz also observes that stable single-parent households are better for children’s development than domestic situations in constant flux due to their mother’s relationships, or homes where there is constant parental conflict.
People who are better-educated and who have firm employment opportunities are more likely to marry and stay married.
A study published last year in the Journal of Marriage and Family found that low-income people value marriage as an institution and share thoughts about romance similar to people in higher income brackets.
Researchers at UCLA found that “low-income respondents were more likely than affluent couples to report that their romantic relationships were negatively affected by economic and social issues such as money problems, drinking and drug use.”
The low-income respondents actually held more negative views about divorce than their wealthier counterparts.
So let’s not pontificate about marriage or make false assumptions about mothers raising kids who aren’t living with a spouse.
Ordinary people in this country need to be able to find stable, legal employment that pays wages that make it possible to raise a family in a safe, nurturing environment. We have the ability to make that happen through education and training programs, minimum-wage legislation, trade policy, fiscal policy and other means.
If we ever resolve to turn the tide that is swamping Americans of modest means, we’ll inevitably find that some policy gambits succeed and others are bound to fail. Have you noticed, though, that our political class isn’t even trying?
The naysayers are in control. Their message is that nothing can be done. They also happen to be the loudest moralizers.
We know where that will lead us, because we’re already there.

“Here’s To Honesty And Ethics”: Mr. Grand Theft Auto, Arsonist, And Hit And Run Driver Darrell Issa Gets A Brush-Back Pitch
House Oversight Committee Chairman Darrell Issa (R-Calif.), no doubt frustrated his efforts to manufacture White House scandals have faltered, started to lose his composure on CNN yesterday. Perhaps more interesting was the response from a close ally to President Obama.
After lashing out at White House Press Secretary Jay Carney as a “paid liar” — an attack seemingly based on nothing — the California Republican argued without proof that top Obama administration officials were responsible for the IRS controversy. Under scrutiny, however, Issa’s argument quickly crumbled, relying on out-of-context quotes.
It was, however, this reaction from David Plouffe that caught my eye. In President Obama’s inner circle, few are as influential as Plouffe, who ran the Obama campaign in 2008 and served as a White House Senior Adviser to the president up until late January of this year. So when he’s calling the chairman on the House Oversight Committee “Mr. Grand Theft Auto” and a “suspected arsonist/insurance swindler,” it reflects a striking escalation.
Unlike Issa’s rhetorical jabs, Plouffe’s brush-back pitch at least has the benefit of accuracy. As we discussed a few weeks ago, Issa, the man Republicans have tasked with leading investigations into alleged administration misdeeds, really has spent a fair amount of his adult life as a suspected criminal. This Ryan Lizza piece in the New Yorker from a couple of years ago remains relevant.
“Many politicians have committed indiscretions in earlier years: maybe they had an affair or hired an illegal immigrant as a nanny. Issa, it turned out, had, among other things, been indicted for stealing a car, arrested for carrying a concealed weapon, and accused by former associates of burning down a building.”
This is generally one of those truths the political world knows, but chooses not to talk about. It’s not a secret — Issa’s background is the subject of insider jokes and private chatter — but it’s considered impolite to broach the subject publicly.
Which makes Plouffe’s rhetorical shot all the more interesting.
For the record, Lizza’s report on Issa highlighted one run-in with the law after another, including arrests and indictments. There are also many suspected crimes — he’s accused of deliberately burning down a building and threatening a former employee with a gun — which did not lead to formal charges, but which nevertheless cast the congressman in a less-than-flattering light.
The New Yorker report also noted an incident in which Issa was in a car accident with a woman who needed to be hospitalized. He drove away before the police could arrive because, as he told the person he hit, he didn’t have time to wait. Issa didn’t face charges, but he was sued over the matter, and agreed to an out-of-court settlement.
And in case those angles weren’t quite enough, the same article also noted instances in which Issa appears to have lied about his background.
The congressman, for example, claimed to receive the “highest possible” ratings during his Army career, despite the fact that at one point he “received unsatisfactory conduct and efficiency ratings and was transferred to a supply depot.” Issa also claimed to have provided security for President Nixon in 1971, which wasn’t true, and said he won a national Entrepreneur of the Year award, but didn’t.
Perhaps he’s not the kind of guy who should casually throw around words like “liar.”
But the key takeaway here is the fact that Plouffe was willing to go there in the first place, as if to say to Issa, “You want a fight over honesty and ethics? That’s a great idea.” What’s more, also keep in mind that if Democrats seriously pursue this as a line of criticism, Issa and his allies will be cautious in pushing back because they’d prefer not to have this conversation at all — the last thing Republicans want now is a discussion about Issa’s scandalous background and whether he’s the best person available to lead investigations into others’ suspected wrongdoing.

“Blind To The Past And The Future”: Republicans Are Ignorant Of The Lessons Of History And Impervious To The Wisdom Of Experience
As a new effort at comprehensive immigration reform inches its way forward in the Senate, dissent from many conservatives is revealing their true contempt for, and fear of, the possibility that demographic groups who look different from their base will accrue power.
The questions are: Is providing a pathway to citizenship (or at least permanent residency) for the 11 million people in this country illegally an act of humanity and practicality? Or is it an electoral imperative to which opposition ultimately guarantees political suicide?
The answer probably is “yes” to both, although many Republicans seem to think the opposite.
President George W. Bush, a supporter of a pathway to citizenship, spoke to The Huffington Post about the current efforts for comprehensive immigration reform, saying, “I think the atmosphere, unlike when I tried it, is better, maybe for the wrong reason.”
Bush continued: “The right reason is it’s important to reform a broken system. I’m not sure a right reason is that in so doing we win votes. I mean when you do the right thing, I think you win votes, as opposed to doing something that’s the right thing to win votes. Maybe there’s no difference there. It seems like there is to me though.”
But that distinction — humanitarianism over opportunism — is as lost on as many of Bush’s fellow Republicans today as when he was in office. They don’t even accept the logic of long-term electoral viability over extinction.
The most outlandish example of conservative rhetoric in its truly offensive glory on this subject came in an interview last week with Phyllis Schlafly, a prominent conservative activist, on the news site PolicyMic. In it she said:
“I don’t see any evidence that Hispanics resonate with Republican values. They have no experience or knowledge of the whole idea of limited government and keeping government out of our private lives. They come from a country where the government has to decide everything. I don’t know where you get the idea that the Mexicans coming in resonate with Republican values. They’re running an illegitimacy rate that is extremely high. I think it’s the highest of any ethnic group. We welcome people who want to be Americans. And then you hear many of them talk about wanting Mexico to reclaim several of our Southwestern states, because they think Mexico should really own some of those states. Well, that’s unacceptable. We don’t want people like that.”
There are so many stereotypes and fallacies in that statement that it’s not even worth unpacking, but it is a great illustration of some deep-rooted conservative views.
The one thing I will take the time to contest is the notion that even if Republicans changed their rhetoric and tactics, they wouldn’t gain traction with Hispanics (not all of whom are Mexican, by the way, Ms. Schlafly).
According to exit poll data, from the early 1980s to the early 2000s, Republicans made significant headway in closing the gap between the number of Hispanics who voted for Democratic candidates to the House of Representatives and those who voted for Republicans, shrinking a 50-point Democratic advantage in 1982 to just 12 points in 2004.
But then came Bush’s attempt at comprehensive immigration reform and the enormous pushback it got from Congressional Republicans. Just before Christmas in 2005, the Republican-led House passed an enforcement-only immigration bill that sparked huge protests.
In the 2006 elections, the Democratic advantage among Hispanic voters for House races shot back up to 48 points. That year, Democrats recaptured the House and the Senate, and took control of a majority of governorships.
Republicans, seemingly ignorant of the lessons of history and impervious to the wisdom of experience, are hellbent on revisiting 2005. While the Democratic advantage among Hispanics in presidential races is large and growing, the Democratic advantage in House elections has slowly begun to shrink again. And Hispanics, seemingly excited by the movement on immigration reform and optimistic about its prospects, have developed sharply more favorable opinions of Congress. A full 56 percent of Hispanics hold Congress in high esteem, up from 35 percent in November 2011, according to an ABC News/Washington Post Poll.
So what do some Republican lawmakers want to do to the only segment of the population in which a majority now has a favorable opinion of Congress? Spurn them and dash their hopes.
Brilliant, if you want to cement Democratic preference among Hispanics in perpetuity.

“At War With Reality”: The Grand Old Party Needs A Reboot
The political party of Abraham Lincoln is in trouble, threatened with irrelevance, even extinction. Its weaknesses are legion.
Its congressional leaders are quite unpopular, polls show. So are the party’s positions. Its beliefs — animosity to same-sex marriage, hostility toward saner gun laws, rejection of higher taxes for the wealthy, suspicion of popular entitlement programs — are not shared by the majority of Americans.
It is bereft of ideas, committed to formulas that don’t work (cut taxes, no matter the economic conditions) and to a rejection of reasoned analysis (climate change is a hoax). It has alienated the nation’s voters of color, who represent growing blocs of influence.
As if those deficiencies were not enough, the party is falling into a civil war, its internal feuds increasingly loud and obstreperous. The only thing that still unites all parts of the Republican Party is an irrational hatred of President Barack Obama.
That’s not good for the country. To meet the challenges of the 21st century, the United States needs at least two competitive political parties dedicated to solving problems. Their solutions will differ, of course, but each should offer them. At the moment, the Republicans have no solutions — to anything.
It wasn’t so long ago, a couple of decades back, that the GOP prided itself on being the party of ideas. Its wealthy funders had created a network of research institutions to funnel their policies into Congress and state legislatures. There’s little doubt that those wealthy donors were looking to protect their own interests by emphasizing low taxes and less government regulation.
But it’s also true that GOP thinkers came up with some good ideas. The Affordable Care and Patient Protection Act, widely known as Obamacare, was one of them. The earned income tax credit, which reduces the federal income tax burden of lower-earning families to zero or less, was also born of conservative thinking. Unfortunately, the current GOP has either renounced or distanced itself from both of those programs.
Some of the party’s more practical members have begun to plead with their fellow partisans to change course. Jeb Bush, former governor of Florida, has openly fretted about the GOP’s future. Maine senator Susan Collins has expressed frustration with her party.
And last week Bob Dole, well-respected former senator and onetime presidential nominee, gave GOP leaders a bit of advice: “I think they ought to put a sign on the national committee doors that says ‘closed for repairs’ until New Year’s Day next year and spend that time going over ideas and positive agendas.”
Here’s hoping Republican strategists do as Dole suggested — figuratively, anyway. The GOP needs to reinvent itself as a party dedicated to policies that offer solutions to current problems. That’s what Democratic leaders did back in the mid-1980s, when they finally came to terms with their growing obsolescence.
The Democratic Party was in a similar slough then. It was riven with competing factions, saddled with unpopular positions and tainted by the perception that it coddled criminals and deadbeats. It was only when the Democratic Leadership Council assiduously reinvented the party, with Bill Clinton as its standard-bearer, that it emerged from the political wilderness. And it emerged with ideas, such as a new fiscal responsibility, that gave it gravitas.
At the moment, Republicans are still at war with ideas — at least those that grow from a rational grasp of facts. There is no way, for example, to cut the deficit without raising taxes, but GOP congressional leaders insist on a voodoo math that defies that. They are obsessed with their belief that Obama has “covered up” his responsibility in the deaths of four Americans at a diplomatic post in Benghazi, though countless hearings have found no evidence of any such cover-up. They insist that Obamacare will kill jobs, though they present no evidence.
In a larger sense, the GOP is at war with reality — a reality of fewer white voters, myriad family structures and challenges that demand scientific solutions. Until it makes peace with reality, it cannot recreate itself as a winning party.

“Chuck Grassley’s Pretext”: Why The GOP Is So Obsessed With Three Little Judges
It’s beginning to feel a bit like 1937 in Washington this week as the White House and Senate Republicans hurl allegations of “court-packing” up and down Pennsylvania Avenue at one another. The what — Republican obstruction of Obama’s nominees to fill three vacant seats on the powerful D.C. Circuit Court of Appeals — has been widely and well covered elsewhere. What bears further explanation is the why. It goes without saying that the GOP has an interest in blocking Obama’s nominees in general; the fewer judges the president appoints, the less liberal the courts overall. But why do they care so much about these three particular nominees — who haven’t even been named yet — that they’re willing to risk triggering a “nuclear war” on filibuster reform while also trying to change the basic makeup of the court.
First, there’s the numbers. Right now, Republican appointees have an effective 9-5 majority on the D.C. Court. There are only 11 “active” seats, but another six judges serve as a sort of auxiliary corps in a semi-retirement status where they participate in cases as needed. With three vacancies on the active bench, these “senior” judges are needed often. Of all the judges, three were appointed by George W. Bush, two by George H.W. Bush, and four by Ronald Reagan, compared to just three by Bill Clinton, and one by Jimmy Carter. Until last week, when the Senate finally confirmed Sri Srinivasan, Obama had made zero successful appointments in over four years, despite the vacancies, thanks to GOP obstruction.
“That’s what this is about. It’s that the court is already packed in favor of Republican judges,” Judith Schaeffer, the vice president of the Constitutional Accountability Center, told Salon.
Second, the stakes couldn’t be higher. With near-exclusive purview over federal government action, the D.C. Circuit will be a critical battleground in legal challenges against everything from the Affordable Care Act to new EPA regulations to curb greenhouse gas emissions, not to mention labor policy, gun safety regulations, Wall Street reform, national security issues, campaign finance, voting rights, and much more. With Congress deadlocked, executive action has become an increasingly important tool for the Obama White House, and the D.C. Circuit is where people trying to stop those reforms will mount their fights. Already, the Republican majority on the court has rolled back a major EPA air pollution rule, curbed Obama’s recess appointment powers and hamstrung the National Labor Relations Board.
Outside of the House of Representatives, the court is one of the most important roadblocks to Obama’s agenda. Obviously, Republicans would like to keep it that way.
But now, the White House is reportedly planning to push through three nominations simultaneously in an effort to overcome GOP filibusters. Republicans have filibustered plenty of nominees, but they pounced on this plan with unusual vigor and a unified message. Sen. Chuck Grassley, the Judiciary Committee’s top Republican, called this scheme “court packing.” Senate Minority Leader Mitch McConnell said the White House is trying “to pack the D.C. Circuit with appointees.” Utah Sen. Mike Lee, a constitutional lawyer hailed by conservatives for his legal smarts, also invoked the term.
It’s a little disturbing to think that three of the Senate’s top Republicans on judicial matters have no idea what court packing is, but that’s what we’re lead to believe if we assume they’re being honest in their charges. FDR tried to “pack” the Supreme Court in 1937 by dramatically expanding its size, so he could appoint more justices who agreed with him. Court packing involves trying to change the rules of the game in your favor. Obama is following the rules set forth by the Constitution and Congress by aiming to fill three already vacant seats. To accuse Obama of court packing is plainly ridiculous.
Now, wouldn’t it be ironic if Grassley and his colleagues were in fact the ones who wanted to change the rules of the game? As it turns out, they do. Grassley wants to eliminate the three vacant seats from the court entirely, thus cementing the current Republican majority indefinitely. This is the plan that has led the White House to turn the “court packing” allegation back on Republicans, as White House senior adviser Dan Pfeiffer did in a blog post today. “[O]n the merits, Senator Grassley’s ‘court unpacking proposal’ fails to make any sense,” the Obama aide wrote.
Grassley’s argument — or pretext, depending on where you sit on the political spectrum — is that the D.C. Circuit is underworked, because it sees fewer cases per judge than other appellate courts. Eliminating each judgeship would save $1 million per judge per year. Million with an “m” — a pretty puny amount of money when it comes to government.
Critics, meanwhile, see Grassley’s plan as little more “pure partisan hypocrisy,” as Schaeffer said, predicated on an erroneous assumption about the court’s workload. Currently, the D.C. Circuit has 120 pending cases per authorized judgeship, which Grassley says is too few. But under George W. Bush, Grassley voted to confirm two judges when the court had just 109 cases per judge.
And everyone agrees the cases the D.C. Circuit deals with are far more complicated than those seen on other circuits, so you can’t really compare the numbers. “There is cause for extreme concern that Congress is systematically denying the court the human resources it needs to carry out its weighty mandates,” wrote Pat Wald, who was the chief judge on the D.C. Court of Appeals, in the Washington Post.
You don’t have to be a federal courts scholar to see the stakes here, or the politics at play, but they’re probably hoping only scholars will pay attention.
