“Marco Rubio, Gen-X Fraud”: The “John McCain Of The Millennial Set”
On the surface, Marco Rubio is such a perfect 2016 Republican nominee you might think he was created in a lab. He ticks off all the demographic boxes that the GOP has struggled with for the past decade: A young (43) Latino who likes Tupac! He is adept with social media, talks like a person who watches the same dumb TV as you, and is pleasantly self-deprecatory when the occasion calls for it. Pundits and consultants are giddy with the prospect of a “generational choice” between Rubio and the rest of the field—not to mention Hillary Clinton.
Analysts aren’t wrong to suppose that a race against Rubio, in either the primary or the general, will expose a generational fault line. But it’s far from certain that Rubio will be one with the youth vote on his side.
Take away Rubio’s biography and look at his positions and he becomes less the voice of his generation and more Benjamin Button. If I told you about a candidate that was anti-marriage equality, anti-immigration reform (for now), anti-pot decriminalization, pro-government surveillance, and in favor of international intervention but against doing something about climate change, what would you guess the candidate’s age to be? On all of those issues, Rubio’s position is not the one shared by most young people. The Guardian dubbed him the “John McCain of the millennial set,” which isn’t fair to McCain, who at least has averred that climate change exists.
Indeed, with those opinions, the only demographic Rubio can plausibly claim to represent is old white guys. Well, even old white guys support marriage equality these days—63 percent of all Americans do. But Rubio has the olds on other issues! Americans 65 and older are the only age group with a majority against marijuana decriminalization and the only group who deny anthropogenic climate change; those 50 and older are the only group with a majority that believes the government surveillance “has not gone far enough.”
Advisers have bragged that, unlike other candidates, Rubio would not be “competing for who can be the whitest, oldest rich guy,” a claim which is both obvious and beside the point. Of course, he’s not competing to be a rich old white guy, but he’d be a fool not to be competing for the whitest, oldest rich guys. Staking his nomination on the non-white or youth voters of the Republican Party would be a comically doomed strategy: The GOP primary electorate is 95 percent white. In every state with an early primary (Iowa, New Hampshire, South Carolina, Florida), over half of those who cast Republican votes are over the age of 50. (In Florida, 70 percent of primary voters are over 50.)
Indeed, the Rubio team’s assuredness about his youthful appeal may come from the fact that they’re all in Florida. Winning “the youth vote” in Florida amounts to sweeping the retirement communities rather than the nursing homes.
What’s more, Rubio has competition to be one of the non-whitest, youngest guys in the GOP’s crowded field: There is at least one honorary Hispanic (Jeb Bush) and one black candidate (Ben Carson), and several who are close to Rubio in age: Scott Walker (47), Rand Paul (52), Ted Cruz (44).
The redeeming quality of Rubio’s “youth strategy”—why it just might work!—is that it is fundamentally insincere. Which is to say, he’s not competing for the youth vote at all—he’s competing for the old rich white guys who think they know what the youth of the country want.
All those electoral post-mortems have apparently convinced at least a few of the GOP’s decision-makers that they are no longer the most influential demographic in America. But they didn’t finish reading those reports, I guess, because they don’t seem to realize why they aren’t as influential. They think it’s just about age and race, and so we get Republicans in mid-life-crisis mode, without thinking through what issues made young people reject them.
This is the latest in conservative identity politics, a facile assumption that all you need to do to win someone’s vote is to run someone that looks a little like them. But millennials in particular have proven to be demographic-agnostic when it comes to picking their heroes and spokespeople. They’ve made meme-worthy icons of Ruth Bader Ginsburg and Betty White. A recent survey found that the business person millennials most admire to be Bill Gates (59), not Mark Zuckerberg. In politics, it was John F. Kennedy, who might considered permanently young, but he surely doesn’t represent the future.
As far attracting young voters, Rubio’s campaign will probably go about as well as most old-people-try-to-guess-what-the-young-people-want strategies go. Marco Rubio is the GOP’s Cousin Oliver, a desperate gimmick by the out-of-touch to spark interest in a moribund brand. That Rubio is a gleeful participant in this exercise makes his distance from the actual dreams and desires of this country’s young people all the more apparent.

“It Takes A Party”: Personality-Based Political Analysis Is Always A Dubious Venture
So Hillary Clinton is officially running, to nobody’s surprise. And you know what’s coming: endless attempts to psychoanalyze the candidate, endless attempts to read significance into what she says or doesn’t say about President Obama, endless thumb-sucking about her “positioning” on this or that issue.
Please pay no attention. Personality-based political analysis is always a dubious venture — in my experience, pundits are terrible judges of character. Those old enough to remember the 2000 election may also remember how we were assured that George W. Bush was a nice, affable fellow who would pursue moderate, bipartisan policies.
In any case, there has never been a time in American history when the alleged personal traits of candidates mattered less. As we head into 2016, each party is quite unified on major policy issues — and these unified positions are very far from each other. The huge, substantive gulf between the parties will be reflected in the policy positions of whomever they nominate, and will almost surely be reflected in the actual policies adopted by whoever wins.
For example, any Democrat would, if elected, seek to maintain the basic U.S. social insurance programs — Social Security, Medicare, and Medicaid — in essentially their current form, while also preserving and extending the Affordable Care Act. Any Republican would seek to destroy Obamacare, make deep cuts in Medicaid, and probably try to convert Medicare into a voucher system.
Any Democrat would retain the tax hikes on high-income Americans that went into effect in 2013, and possibly seek more. Any Republican would try to cut taxes on the wealthy — House Republicans plan to vote next week to repeal the estate tax — while slashing programs that aid low-income families.
Any Democrat would try to preserve the 2010 financial reform, which has recently been looking much more effective than critics suggested. Any Republican would seek to roll it back, eliminating both consumer protection and the extra regulation applied to large, “systemically important” financial institutions.
And any Democrat would try to move forward on climate policy, through executive action if necessary, while any Republican — whether or not he is an outright climate-science denialist — would block efforts to limit greenhouse gas emissions.
How did the parties get this far apart? Political scientists suggest that it has a lot to do with income inequality. As the wealthy grow richer compared with everyone else, their policy preferences have moved to the right — and they have pulled the Republican Party ever further in their direction. Meanwhile, the influence of big money on Democrats has at least eroded a bit, now that Wall Street, furious over regulations and modest tax hikes, has deserted the party en masse. The result is a level of political polarization not seen since the Civil War.
Now, some people won’t want to acknowledge that the choices in the 2016 election are as stark as I’ve asserted. Political commentators who specialize in covering personalities rather than issues will balk at the assertion that their alleged area of expertise matters not at all. Self-proclaimed centrists will look for a middle ground that doesn’t actually exist. And as a result, we’ll hear many assertions that the candidates don’t really mean what they say. There will, however, be an asymmetry in the way this supposed gap between rhetoric and real views is presented.
On one side, suppose that Ms. Clinton is indeed the Democratic nominee. If so, you can be sure that she’ll be accused, early and often, of insincerity, of not being the populist progressive she claims to be.
On the other side, suppose that the Republican nominee is a supposed moderate like Jeb Bush or Marco Rubio. In either case we’d be sure to hear many assertions from political pundits that the candidate doesn’t believe a lot of what he says. But in their cases this alleged insincerity would be presented as a virtue, not a vice — sure, Mr. Bush is saying crazy things about health care and climate change, but he doesn’t really mean it, and he’d be reasonable once in office. Just like his brother.
As you can probably tell, I’m dreading the next 18 months, which will be full of sound bites and fury, signifying nothing. O.K., I guess we might learn a few things — Where will Ms. Clinton come out on trade agreements like the Trans-Pacific Partnership? How much influence will Republican Fed-bashers exert? — but the differences between the parties are so clear and dramatic that it’s hard to see how anyone who has been paying attention could be undecided even now, or be induced to change his or her mind between now and the election.
One thing is for sure: American voters will be getting a real choice. May the best party win.

“Rubio’s Blast From The Past”: More Like A Paean To The Gilded Age Than A Plan For The Future
Marco Rubio, 43, kicked off his campaign yesterday by telling voters that he is the future and Hillary Clinton is the past. He is young, she is old. He is 21st century, she is 20th century.
But there is one very basic and glaring flaw with his argument: His views fit well into the 1800s, while Clinton’s views are modern and look very much like the America of today and tomorrow. Age isn’t everything, Marco.
Let’s try equal pay for equal work. Rubio is against the Lilly Ledbetter Act, while Clinton co-sponsored it. He voted twice against the Paycheck Fairness Act. Clinton is a strong supporter and became the lead sponsor when Tom Daschle left the Senate.
How about equal rights for the LGBT community and support for gay marriage? Rubio is solidly against gay marriage and supported not only the recent Indiana law on “religious freedom,” but even the Arizona version in 2013. He is consistently out of step. Clinton, of course, supports gay marriage and equal rights.
On the minimum wage, Rubio is not only opposed to it being raised but has said, “I don’t think the minimum wage law works.” Clinton favors raising the minimum wage.
On tax policy, Rubio has consistently supported the late 19th century, Gilded Age tax policy that benefited the wealthy at the expense of the middle class. Once again, his answer is to cut taxes for the wealthiest of Americans. According to the Washington Post, “If he wins his party’s nomination, though, Rubio will have to defend a tax plan that, while said to address the challenges of the middle class, includes a huge break that all-but bypasses the middle and greatly boosts the rich. It was a tax plan that was even too large for Romney himself to run on.” Rubio would eliminate all taxes on dividends and capital gains. That sounds like it was written by the robber barons of old to me. Clinton, of course, believes that kind of tax policy is the way of the past, not the wave of the future.
On one of the most critical issues of our time, climate change, Rubio again has his head in the sand, along with most of the other Republican candidates for president. Last May, he told ABC News that “I do not believe that human activity is causing these dramatic changes to our climate the way these scientists are portraying it. And I do not believe that laws that they propose we pass will do anything about it. Except it will destroy our economy.” Clinton, as we all know, supports efforts to combat climate change, such as the president’s Clean Power Plan.
So, who really has a vision for the future – on equal rights, on equal pay, on tax policy, on the environment – on where this country should be headed? And who does not learn the lessons of history, but seems condemned to repeat them, as if he were back in the 1800s?
If Rubio truly believes his views are appealing, maybe his slogan should actually be “Back to the Future.”

“A Confused And Bitter Old Man”: Obama Reminds McCain How Foreign Policy Works
Late last week, Iran’s Ayatollah Khamenei took issue with the United States’ characterization of the recently negotiated nuclear framework, though the White House was dismissive of the Iranian leader’s posturing.
“The test of whether or not that framework can be memorialized in a deal is not going to be a comment on any given day by a particular Iranian leader,” deputy national security adviser Ben Rhodes told reporters Friday.
But in a bizarre twist, Sen. John McCain (R-Ariz.) seemed to endorse the Ayatollah’s credibility over the U.S. Secretary of State’s. “I think you’re going to find out that they had never agreed to the things that John Kerry claimed that they had,” McCain said Friday. Sen. Lindsey Graham (R-S.C.) made similar remarks.
To put it mildly, it was an unexpected development. For months, Republicans insisted, “We can’t trust Iranian leaders.” And yet, on Friday, McCain and Graham suggested rhetoric from Ayatollah Khamenei should be accepted at face value – while arguments from the American White House should not.
During a press conference at the Summit of the Americas, President Obama seemed visibly frustrated by the GOP’s increasingly unhinged approach to international affairs.
“When I hear some, like Senator McCain recently, suggest that our Secretary of State, John Kerry, who served in the United States Senate, a Vietnam veteran, who’s provided exemplary service to this nation, is somehow less trustworthy in the interpretation of what’s in a political agreement than the Supreme Leader of Iran – that’s an indication of the degree to which partisanship has crossed all boundaries. And we’re seeing this again and again. We saw it with the letter by the 47 senators who communicated directly to the Supreme Leader of Iran – the person that they say can’t be trusted at all – warning him not to trust the United States government.
“We have Mitch McConnell trying to tell the world, ‘Oh, don’t have confidence in the U.S. government’s abilities to fulfill any climate change pledge that we might make.’ And now we have a senator suggesting that our Secretary of State is purposely misinterpreting the deal and giving the Supreme Leader of Iran the benefit of the doubt in the interpretations.”
Obama added this isn’t how the United States is “supposed to run foreign policy, regardless of who’s president or secretary of state.” The president concluded that this is “a problem” that “needs to stop.”
I think even the most ardent Republicans, if they were to pause and think about this objectively, would be hard pressed to disagree with the underlying principles Obama presented. Put aside the GOP’s bitter, often ugly, contempt for the president and consider a more fundamental question: has American foreign policy ever worked this way?
Is there a scenario in which it can work this way? What signal does it send to the world when the legislative branch of the United States tries to undermine the executive branch of the United States on matters of international affairs?
For his part, McCain expressed a degree of dismay over Obama “attacking” him. I suppose that’s one way to look at it. The other way is that the president defended American foreign policy and America’s chief diplomat against ridiculous criticisms from a confused senator.

“Voice Of Reason”: Non-Insane Republicans Have To Stand Up And Denounce The Folks Who Kidnapped Their Party
“I would not have passed this to begin with,” Richard G. Lugar, a former longtime Republican senator from Indiana, said in an interview. He added that he and three former Indianapolis mayors as well as the current mayor, Greg Ballard, also a Republican, intended to convey their concerns to Mr. Pence. Asked whether repeal would be preferable to some revision, Mr. Lugar, who was also once the mayor of Indianapolis, noted the complications.
“That’d be the cleanest way of remedying a mistake,” Mr. Lugar said, “but my guess is that a good number of the people who voted for this do not believe it is a mistake. The problem is pacifying them.”
Lugar, of course, represented one of the last vestiges of non-insane conservatism in the GOP–and, for his alleged ideological sins, he was crucified by the Tea Party in 2012, losing a Senate primary to a Pence-style wingnut named Richard Mourdock, who of course went on to lose the general election to Democrat Joe Donnelly.
I have more respect for Lugar than I have for the allegedly rational Republicans who keep their mouths shut whenever prominent members of their party do something nutty. For example, where were the pro-carbon-tax Republican economists such as Irwin Stelzer and Henry Paulson when Senator Roy Blunt (R-MO) recently put forward a budget amendment scorning the idea? The St. Louis Post-Dispatch editorial page went after Sen. Blunt the way Stelzer and Paulson should have:
Coal is very dirty fuel. Some of its pollutants can be scrubbed out, though the energy industry is fighting those regulations, too. The carbon dioxide in coal plant emissions can’t be scrubbed out. It goes into the atmosphere. The cost of that is socialized, passed on to society at large in the form of a hotter planet.
A carbon tax would require consumers to pay the social cost of fossil fuels — coal, gasoline, natural gas, methane, etc. When the social costs of private investments (say in a tank of gas) are included in the price, economists called it a “Pigovian” tax (after British economist Arthur Pigou).
Already the price of a tank of gas includes Pigovian taxes for wear and tear on federal and state highways. Your electric and gas bills have Pigovian fees built in for utility company infrastructure. A carbon tax would be a fee to cover the cost of damage you’re doing to the atmosphere…
Conservative economists like Gregory Mankiw of Harvard, who worked for President George W. Bush and for Mitt Romney’s 2012 presidential campaign, have proposed replacing payroll taxes with a carbon tax. Instead of taxing income, you’d tax the consumption of a damaging substance.
Other nations have adopted carbon taxes without disastrous results, offsetting them with tax deductions and rebates. This December, when the nations of the world meet in Paris to establish new goals for addressing climate change, it would be good if our exceptional nation wasn’t an exception. Right now all we bring to the carbon tax discussion is a firm belief in the concept of a free lunch.
If non-insane Republicans want their party back, they’re going to have to stand up and denounce the folks who kidnapped it in the first place. Lugar has done so. Stelzer and Paulson, among others, have not—and why not? Do they have laryngitis?
