“It’s Past Time For GOP To Stand Down”: Is The Benghazi Scandal Hunt Finally Over?
Is the Benghazi scandal hunt finally over? And if there’s no Benghazi scandal, could that actually mean that President Obama will reach the end of his eight years in office without an era-defining, presidency-threatening scandal on the order of Watergate or Iran-contra? To conservatives who have believed for the past two years that Benghazi would eventually show the world the true villainy of this president, this is a horrifying prospect, but it could come true.
You may have missed it in the traditional Friday news dump, but at the end of last week, the House Intelligence Committee – which, don’t forget, is run by Republicans – released a report that all but exonerated the Obama administration of having done anything, well, scandalous. “An investigation by the Republican-led House Intelligence Committee has concluded that the CIA and U.S. military responded appropriately to the attacks on U.S. facilities in Benghazi, Libya, in 2012,” The Post reported, “dismissing allegations that the Obama administration blocked rescue attempts during the assault or sought to mislead the public afterward.” It also found that while the talking points Susan Rice delivered in the wake of the attack were inaccurate, it was because of conflicting information coming in and not a scheme to hoodwink the public. All the conspiracy theories about a “stand-down order” and whatever else they’ve been talking about on Fox News were emphatically rejected.
On yesterday’s Sunday shows, some Republicans took the news better than others. “I thought for a long time that we ought to move beyond that,” said Sen. Jeff Flake (R-Ariz.) on “Meet the Press.” But Lindsey Graham was mad as only Lindsey Graham can be. “I think the report is full of crap,” the senator from South Carolina said on CNN’s “State of the Union.””That’s a bunch of garbage. That’s a complete bunch of garbage.”
There may be no one who owes more to Benghazi than Graham, whose relentless condemnations of the administration on the issue managed to keep conservatives in South Carolina from getting too angry at him for voting for immigration reform. On this issue he has effectively channeled the right’s anger and its hope that the true scope of the scandal will be revealed any day now. Back in May, Graham proclaimed, “We now have the smoking gun” when decidedly mundane e-mails revealed that Ben Rhodes, the White House official whose job is to craft and disseminate spin on topics of national security, was in fact crafting and disseminating spin on Benghazi. A year before, Graham said, “I think the dam is about to break” on Benghazi revelations. No wonder he’s upset.
But as scandals go, Benghazi has been truly remarkable in the depths of triviality to which it sunk – which is perhaps understandable given how fruitless the search for official wrongdoing has been. To take just one example, there was actually a moment when people argued passionately about whether in the immediate aftermath Barack Obama referred to the attack as an “act of terror” or a “terrorist attack,” on the presumption that the former is weak and terrorist-coddling, while the latter is strong and terrorist-terrifying. That really happened. These days, the creation of misleading talking points is the worst crime with which Republicans can manage to charge the administration — not exactly the kind of thing that brings down a president.
Benghazi will be a vital part of the history of the Obama presidency, not for what it says about the administration but what it says about the administration’s opponents. After multiple investigations by multiple committees, endless hours of testimony, thousands of documents produced, and untold Fox News discussions (and it isn’t over yet; the select committee chaired by Trey Gowdy still has to have its say), nothing scandalous has actually been discovered. Yet the administration’s critics remain convinced that there is an awful truth somewhere waiting to be uncovered.
They felt the same way about Solyndra, and “Fast and Furious,” and the IRS. In every case the supposed scandal was greeted by Republicans with a quivering joy; they were sure the facts would be worse, and the wrongdoing reach higher, than anyone could imagine. And in every case, the more we learned, the less shocking things looked.
Like every administration, this one has had its share of screwups and missed opportunities. But it has been remarkably light on genuine scandal, the kind characterized by criminality and coverup. I’m sure there are few prospects more disturbing to conservatives than the idea that Obama may complete two terms without being laid low by a scandal. Many, if not most, on the right are convinced that he and his administration are deeply, fundamentally corrupt, and the fact that that corruption hasn’t been exposed may only be proof of just how diabolical Obama and his minions are.
But now the hour is growing late, and in the last two years of this administration there will be conflicts aplenty to occupy all of our time. For all the fulmination over the president’s immigration order, there are at least genuine issues there to be debated, issues of policy and presidential power. And the fights of the last two years are just beginning; we’ll be arguing about the budget and tax reform and health care and other issues that will arise, all while the 2016 presidential campaign is ramping up.
Benghazi is all but over, and with it the hopes of Republicans to drag Obama down into the quicksand of what they imagined would be his own wrongdoing and well-deserved ignominy. Like a lot of what Republicans have hoped for in the past few years, it just didn’t pan out. Some, like Lindsey Graham, will keep shaking their fists at the television cameras, insisting that the ghastly truth will become clear any day now. But the rest of the world will move on.

“One-Dimensional Foreign Policy Thinking”: Leon Panetta Is What’s Wrong With D.C.
When Harry Truman apocryphally said, “if you want a friend in Washington, buy a dog” he might have had someone like Leon Panetta in mind. Not content with letting Republicans pummel his old boss, President Obama’s former CIA Director and Secretary of Defense released a new memoir this week that attacks Obama for “losing his way” on foreign policy, for sending “mixed messages” to allies and enemies alike and for failing to use military force more promiscuously in protecting US interests in the Middle East.
There is more here, however, than just DC-style situational loyalty. In Panetta’s obsessive focus on the politics of national security, his fetishization of military force and his utter lack of strategic vision, what is also evident is the one-dimensional foreign policy thinking that so dominates Washington—and which Panetta has long embodied.
None of this should come as a surprise. When Panetta became CIA director in 2009, he was demonstrably unqualified for the job. He had no background in foreign policy, intelligence or national security. His most apparent and highly-touted skill was that he understood his way around bureaucratic Washington.
At both Langley and the Pentagon he became a forceful advocate for—or, some might say, bureaucratic captive of—the agencies he ran. As CIA Director he pushed back on efforts to expose the agency’s illegal activities during the Bush Administration —in particular, the use of torture (which he had once decried).
At DoD he ran around with his hair practically on fire denouncing cuts to the defense budget in out-sized, apocalyptic terms. The “catastrophic,” “draconian” cuts would initiate a “doomsday mechanism” and “invite aggression,” he claimed and always without specific examples. Ironically, when Panetta was chairman of the House Budget Committee in the early 1990s, he took the exact opposite position and pushed for huge cuts to the defense budget.
For Panetta, principles appear to be determined by wherever he happens to be sitting at any given moment.
However, his irresponsible threat-mongering and his constant stream of gaffes and misstatements (like the claim that the US was in Iraq because of 9/11 and that the war was worth it) masked a stunningly narrow and parochial foreign policy vision. It wasn’t just that Panetta was saying crazy things. As his new memoir shows, he apparently believed them.
Take, for example, Panetta’s now oft-repeated position on troop withdrawals from Iraq in 2011, a move that as Secretary of Defense he praised but now three years later labels a failure. While Panetta acknowledges that the adamant refusal of Iraqi Prime Minister Nouri al-Maliki to maintain a troop presence in Iraq was a key impediment, he has a brilliant after-the-fact solution: the US should have just turned up the heat on Maliki.
According to Panetta, the US could have simply said that we would withdraw both reconstruction and military aid to Iraq until Maliki bent to America’s will. That Panetta thinks that threatening and demeaning the Iraqi leader was a worthy step to make in order to maintain a US force that the Iraqis clearly didn’t want is remarkably short-sighted. Panetta seems utterly uninterested in the question of what happens if Maliki called the US bluff or, if he said yes, how would that affect the long-term relationship between the US and Iraq. For Panetta, the only thing that mattered in 2011 was maintaining a residual US military force in the country, which he says—without much in the way of evidence—would have helped prevent the rise of ISIS.
Panetta is fond of such retrospective certainty. He asserts that if the US had backed Syrian rebels militarily it would have built up a moderate counter-weight to ISIS. He also labels the president’s failure to use force against Syria when it crossed Obama’s “redline” and used chemical weapons against his own people a damaging “blow to American credibility.” According to Panetta, “the power of the United States rests on its word, and clear signals are important both to deter adventurism and to reassure allies that we can be counted on.” The implication is that if the US had merely bombed Assad, those clear signals would have been sent and received by enemies and allies alike.
Of less concern to Panetta are not only the potential negative consequences from using force but also the actual diplomatic agreement negotiated by the US to completely destroy all of Syria’s chemical weapons. While he gives a perfunctory nod to this “important accomplishment” in his memoir, he complains that “hesitation and half-steps have consequences.”
As for what those specific consequences are, other than vague platitudes about credibility and signals: your guess is as good as mine. For Panetta, the act of using force is seemingly more important than the actual tangible result achieved by using force.
Nowhere is this mindset of war as a presentational tool more evident than Panetta’s discussion of the 2009 surge in Afghanistan. While Panetta says the focus on the Taliban, rather than al Qaeda, was misplaced and he complains that the military actively tried to box in Obama on troop levels … he says that there was no reason for the decision on the surge to have taken so long.
“For him to defy his military advisers on a matter so central to the success of his foreign policy and so early in his presidency would have represented an almost impossible risk,” says Panetta. Translation: the surge was a bad idea, but the politics of national security demanded that Obama send American troops to fight a war that Panetta in his memoir calls “not a ringing success.”
Ironically, in his public appearances Panetta has been forcefully stating that a commander-in-chief must keep all options on the table—an implicit criticism of Obama’s refusal to put troops on the ground to fight ISIS. But in Afghanistan, the one option that Panetta appears to believe we should not have had on the table was defying the military and not surging, which is nothing if not an interesting twist on the principle of civilian control of the military. For Panetta, “all options” means only one thing—use of force.
Here, Panetta could not be more explicit. He says President Obama was a “strong leader on security issues” in his first term and cites as evidence Obama’s support for CIA military operations and the fact that he was “tough on terrorism.”
Now, however, Panetta believes that the president has “lost his way” because since then because he’s shown greater “ambivalence” about using military force. If Obama is willing to “roll up his sleeves” on ISIS he can restore that strong legacy. For Panetta, might always equals right.
Panetta likes to present himself an “honest,” “straight-talking,” aw-shucks kind of guy—the son of Italian immigrants who has lived the American Dream. But in reality he is the quintessential example of how Washington corrupts. Principles are conditional and where you sit is where you stand; politics trumps policy, even bad policy that puts American lives at risk; military force is a magic elixir not only in solving international problems but in burnishing one’s public image (though it appears for Panetta that this mainly applies to Democrats); it’s also the most important criteria in how you judge a president’s national security decision-making and his or her requisite strength.
During a recent interview on CNN, Panetta took a break from bashing the president who appointed him to two Cabinet offices to offer one of those platitudes that long-time DC denizens love to state without a moment of introspection. “Logic doesn’t work in Washington,” he said.
You can say that again.

Their paranoid security protocols
“They watched the movie Argo to learn how to live like CIA. Code names for everyone. No mail delivered to the house. No visitors. No talking to the few neighbors they had. No long phone conversations — keep it short and vague to outwit surveillance. Never discuss your whereabouts via phone or text. Keep a weapon close by at all times. [George’s brother] Robert slept with his gun. Still does.
“And in case someone–or multiple someones–decided to mount an attack on the house, the Zimmermans pre-packed their own ‘go-bags’ filled with everything they would need to flee in a rush, as well as what they called ‘footballs’ — like the one President Obama has with the nuclear codes–that contained laptops, cell phones, and other essential electronics.
“They also memorized a color-coded threat-ID system. Code blue: Law enforcement at the door. Code brown: Draw your weapons. Code black: Come out guns blazing.”
Concealed weapons certification class
Robb accompanied Gladys to a concealed weapons certification class to learn more about the region’s gun culture. “The class’s instructor, a police officer in Belle Isle, repeatedly recommends ‘accessorizing your gun,’ which he illustrates by lisping and wagging his wrist like a stereotypical ‘queen.’ The instructor keeps up the act until he finds out I live in New York City. Then he veers into Colonel Klink from the 1960s TV series Hogan’s Heroes. ‘Welcome to Germany,’ he says. ‘Everyone on the train!’
We don’t actually learn to fire our weapons in this concealed-weapons class, so eventually I tell the instructor, “I have no idea how to load, aim, or shoot a gun.” He recommends I get a .38. “It’s a good baby gun,” he says. “Yes!” [George’s mother] Gladys exclaims. “Personally, I love my .45!” Then she does this kind of Angie Dickinson draw-and-aim move from the TV show Police Woman.”
A brush with luxury
The Zimmermans agreed to make an appearance on CNN after the network agreed to pay for two hotel rooms for three nights and “everything” else they might need. After racking up debts from lawsuits, mortgages and the rent from their secret home, this looked pretty good.
“They ran up a big room-service bill, cleaned out the minibars, got their clothes laundered, made several trips to the spa, treated a party of ten to dinner at the hotel restaurant, and bought swag–from bracelets to bath fizzies–at the gift shop.
“Toward the end of their stay, according to Robert, a manager presented him with a bill for $3,600. He says he called CNN, outraged, only to have the producer accuse them of splurging shamelessly on CNN’s dime. “You and your brother are evil!” he remembers her screaming. The hotel manager threatened to call the police. Alone in his room, Robert started shaking. He wrapped all the blankets around him, ordered shrimp, chain-smoked cigarettes, got roaring drunk. Nothing helped. He called his mother in a panic. “I can’t get warm,” he sobbed. “I just can’t get warm.”

Here’s how unreal the Great Benghazi Scandal had already grown as of last year. Washington Post fact checker Glenn Kessler devoted an entire May 2013 column to the scholastic question of whether President Obama’s calling the Sept. 11, 2012 attack on a U.S. Consulate in Libya an “act of terror” was the same as calling it an “act of terrorism,” as he’d recently claimed.
Kessler pondered the deep semantic differences between the two phrases before awarding Obama a full four “Pinocchios,” signifying a “whopper.” Seriously. That’s the big cover-up House Republicans pretend they’re outraged about.
Obama’s exact words, from the White House Rose Garden on the day after the attack that killed Ambassador Christopher Stevens and his security team:
No acts of terror will ever shake the resolve of this great nation, alter that character, or eclipse the light of the values that we stand for. Today we mourn four more Americans who represent the very best of the United States of America. We will not waver in our commitment to see that justice is done for this terrible act. And make no mistake, justice will be done.
So who was Obama trying to deceive? People who hadn’t seen the smoking ruins on TV? And about what? Kessler doesn’t say. Only that the two phrases don’t signify precisely the same thing — a distinction without a difference in any realistic political context.
It will be recalled that GOP nominee Mitt Romney executed one of the clumsiest pratfalls in presidential debate history for mistakenly challenging Obama on this exact point. Had the president, or had he not, described the Benghazi disaster as an “act of terror?”
Obama cooly urged his rival to consult the transcript. In fact, he’d used the phrase several times. Had the Washington political press not had so much invested in a “cliffhanger” election narrative, Romney’s blunder would have been compared to President Gerald Ford’s denying Soviet influence in Poland during a 1976 debate with Jimmy Carter.
But then this is the great mystery confronting non-initiates in the great GOP Benghazi cult. What on earth are these people going on about? That if Obama had said “act of terrorism” instead of “act of terror,” Americans would have punished his failure to eliminate jihadists from the face of the earth by turning to Mitt “47 percent” Romney?
That everything would be different if UN Ambassador Susan Rice had cast aside White House “talking points” about inflammatory videos on the Sunday political chat shows and candidly confessed that “[w]hether they were al Qaeda affiliates, whether they were Libyan-based extremists or al Qaeda itself…is one of the things we’ll have to determine?”
Because those were Rice’s exact words, block copied from the transcript of CBS’s Sept. 16, 2012 Face the Nation broadcast in response to a direct question from Bob Schieffer about al Qaeda involvement.
Everybody now pretends she named no terrorist groups, for the sake of keeping the make-believe scandal alive.
It follows that contrary to everything you hear from partisan mischief makers and their helpers among the Washington press, the Obama White House has never sought to deny the obvious: that the kinds of religious zealots who bring rocket-propelled grenade launchers to street demonstrations didn’t simply find them lying around in the bazaar.
The original CIA talking points released 11 months ago said pretty much what Ambassador Rice said: that outrage at a crude, American-made video mocking Islam sparked violent protests across much of the Middle East, and that militants took advantage of the resulting chaos for their own bloody purposes. The exact identity of those responsible isn’t yet known.
See, out there in the real world, it doesn’t always have to be either/or. Most often it’s both/and: armed terrorist groups and a provocative video. A Senate Intelligence Committee report released last January sharply criticized the State Department, but also concluded “that the attack was not a highly coordinated plot, but was opportunistic.”
David D. Kirkpatrick’s masterful reporting in The New York Times established that the anti-western Libyan militia Ansar Al-Sharia had long had the consulate under surveillance, although “[a]nger at the video motivated the initial attack. Dozens of people joined in, some of them provoked by the video and others responding to fast-spreading false rumors that guards inside the American compound had shot Libyan protesters….A Libyan journalist working for The New York Times was blocked from entering by the sentries outside, and he learned of the film from the fighters who stopped him.”
However, a 2012 White House email has recently emerged, re-stating CIA talking points in somewhat different language. So big deal.
They’ll be singing all summer: Potato, potahto, tomato, tomahto.

“Derailing The GOP Jihad”: Deeper Message, Republicans Wasted A Year Arguing What Turned Out To Be Phony Issues
The Senate Intelligence Committee made headlines last week by reporting that the 2012 attack in Benghazi was preventable. But frankly, we knew that. The deeper message of the bipartisan report was that Republicans in Congress wasted a year arguing about what turned out to be mostly phony issues.
The GOP’s Benghazi obsession was the weird backdrop for foreign-policy debate through much of last year.
Sen. Lindsey Graham used it as a pretext for blocking administration nominations. Rep. Darrell Issa used the issue to impugn the integrity and independence of a review conducted by retired Adm. Mike Mullen and former Ambassador Tom Pickering.
Driving the Republican jihad was a claim, first reported in October 2012 by Fox News, that CIA personnel had wanted to respond more quickly to the Benghazi attack but were ordered to “stand down,” perhaps by political higher-ups. Although this claim was promptly rebutted by CIA officials, it was repeated by Fox at least 85 times, according to a review by the liberal advocacy group Media Matters. This barrage fueled Republican charges that the Democrats were engaging in a cover-up.
The Senate Intelligence report addressed this inflammatory charge head-on. “The committee explored claims that there was a ‘stand down’ order given to the security team at the annex. Although some members of the security team expressed frustration that they were unable to respond more quickly to the mission compound, the committee found no evidence of intentional delay or obstruction by the chief of [the CIA] base or any other party.”
The Senate panel also rejected the insinuation, made repeatedly by Republicans, that the Obama administration failed to scramble available military assets that could have defended the Benghazi annex and saved the lives of the four American victims. “There were no U.S. military resources in position to intervene in short order in Benghazi,” the report says flatly. “The committee has reviewed the allegations that U.S. personnel … prevented the mounting of any military relief effort during the attacks, but the committee has not found any of these allegations to be substantiated.”
These are bipartisan findings, mind you, endorsed by the panel’s Republican members as well as Democrats. GOP members offered some zingers in their additional minority views, but the Democrats rightly credited their colleagues for standing up to the right-wing spin machine: “We worked together on a bipartisan basis to dispel the many factual inaccuracies and conspiracy theories related to the Benghazi attacks.”
The Obama administration’s supposed cover-up on Benghazi became a crusade for leading Republicans. A low point came when Issa’s Committee on Oversight and Reform issued a report last September questioning “the independence and integrity of the review” by the Mullen-Pickering group. These were extraordinary charges to make against a former chairman of the Joint Chiefs of Staff and a former ambassador to six countries — especially since Issa didn’t present any conclusive evidence to back up his allegations.
The Republican tirades about Benghazi were unfortunate not just because they were based on erroneous speculation but because they distracted policymakers from the real challenge of framing coherent policy in the Middle East. Sometimes, it seemed as if Benghazi finger-pointing was the only issue that leading Republicans cared about.
In fact, the Senate Intelligence report echoes many of the themes of the earlier report by the Accountability Review Board, which noted “systemic failures and leadership and management deficiencies.” Warnings about deteriorating conditions in Benghazi were ignored; proposals to add additional security there were rejected; even as evidence mounted of al-Qaeda’s growing power in Benghazi, the State Department failed to respond adequately. The Senate report makes clear that some important security mistakes were made by Ambassador Christopher Stevens, the courageous but sometimes incautious diplomat who was among those who died in the attack.
Perhaps the silliest aspect of the Benghazi affair was the focus on the errant “talking points” prepared for Congress, which cited incorrect intelligence about “spontaneous demonstrations” in Benghazi that wasn’t corrected by the CIA until a week after the points were delivered on Sunday talk shows by Susan Rice, then U.N. ambassador. Rice is still under a cloud because she repeated the CIA’s “points” prepared at Congress’ insistence.
Next time, the Senate report notes, the intelligence community should just tell Congress what facts are unclassified — and let the legislators do the talking.
