“An Angry, Extreme, Harsh Nut”: Why Rick Santorum Isn’t The 2016 GOP Frontrunner

In just about every presidential election since 1980, the Republican Party has nominated the runner-up from the previous contest. In 1980, 1976 almost-ran Ronald Reagan won the GOP nod; in 1988, Republicans went for 1980 second-placer George H.W. Bush; in 1996, it was Bob Dole, who came in second in 1988; 2008 brought us John McCain, the No. 2 in 2000; and the 2008 runner-up, Mitt Romney, was the nominee in 2012.

Who came in second place in the 2012 Republican primaries? Rick Santorum. The socially conservative former senator from Pennsylvania is giving every indication that he will run again in 2016, says Byron York at The Washington Examiner, “and yet now, no one — no one — is suggesting Santorum will be the frontrunner in 2016, should he choose to run.” Why not? And is everyone wrong to write him off?

This week, Santorum is visiting Iowa, York points out, “where Republicans are excited about Sen. Ted Cruz, where they’re curious about Gov. Scott Walker, where they want to hear from Gov. Chris Christie and Sen. Marco Rubio and Sen. Rand Paul and other new faces.” The media is curious about those new faces, too. But Santorum won 11 primaries and caucuses — including Iowa’s — for a reason, York says.

Each of the 2012 GOP presidential candidates had their moment in the lead, but “Santorum was the one who came closest to a position on the economy that might appeal to middle-income voters alienated by both parties,” York says:

At nearly every stop, Santorum talked about voters who haven’t been to college, who aren’t the boss, who are out of work or afraid of being out of work. And then, when millions of those very people stayed away from the polls in November…. Briefly put, Romney lost because he failed to appeal to the millions of Americans who have seen their standard of living decline in recent decades. Of all the GOP’s possible candidates, Santorum has the most cogent analysis of that loss, and a plan to avoid repeating it in 2016. [Washington Examiner]

In many ways, York makes a compelling argument. “Based on resume, Santorum is a much more plausible presidential candidate and potential president than [Pat] Buchanan or [Steve] Forbes,” the also-rans of the 1996 campaign who were nothing more than a blip in 2000, says Pete Spiliakos at First Things. But Santorum is being lumped in with them instead of Dole and Romney and McCain. “He really isn’t getting the respect he deserves.”

There are some reasons for that, Spiliakos concedes. Santorum didn’t run a very tight campaign, he would often ramble in his primary-night speeches, and in the debates he would sometimes lose his temper and couldn’t “seem to avoid getting into self-destructive arguments.” But these are things that “could probably be mitigated with more money and staffing to take care of the nuts and bolts and help him prepare remarks,” Spiliakos says.

Of course, not everyone is on board with the Santorum-as-frontrunner argument. Santorum’s fund-raising problems in 2012 weren’t an accident, says Daniel Larison at The American Conservative. His strident social conservatism on birth control and abortion turned off even some Republicans, and even York’s boosting of Santorum’s focus-on-the-little-guy economic message misses just “how allergic many in the GOP are to anything that sounds like economic populism.”

Throw in Santorum’s foreign policy vulnerabilities — he’s “fanatically hawkish in a party that is moving gradually in the other direction,” toward Rand Paul — says Larison, and its pretty clear that “if you wanted to invent a politician who could alienate several different parts of the Republican coalition all at once, you would design someone like Santorum.”

In the end, says James Joyner at Outside the Beltway, “Santorum may be ‘open’ to running for president again but he’s not the front-runner. Indeed, he’s simply not going to be the nominee.” Yes, there was that brief moment, right after the Iowa caucuses, when “Santorum seemed like a plausible nominee,” but he pretty “quickly revealed himself to be an angry nut trying to tap into petty resentments.”

Santorum simply comes across as harsh and extreme, even to die-hard Republicans. While it’s true that the GOP has a tradition of nominating the guy whose “turn” it is, my strong guess is that, as when George W. Bush was nominated in 2000, none of the candidates from last time around will be relevant. Mitt Romney almost certainly won’t run again. Santorum hit his ceiling in 2012…. I don’t have any sense who the 2016 nominee will be this far out. The party is still sorting out its identity, which the 2014 midterms may or may not contribute to solving. But I’d bet good money that it won’t be Rick Santorum. [Outside the Beltway]

“The GOP’s Limited Appeal”: New Data Shows Why The Next Republican Nominee Is Screwed

Immigration reform isn’t quite dead yet, but the political fall-out of immigration reform’s demise is pretty clear: the GOP rebrand is going to be pretty tough. Despite relatively favorable circumstances, immigration reform advocates weren’t able to drag the party toward the center. And if congressional Republicans can’t advance the rebrand by allowing losing issues—like a pathway to citizenship or background checks on gun purchases—to advance through Congress and depart from consideration in 2016, then the next Republican nominee will be left with the difficult task of broadening the appeal of the GOP.

Today, a new Pew Research survey suggests that Republican presidential candidates won’t find it easy to move toward the center. The poll shows that Republicans recognize the need for change—with 59 percent even suggesting they need to change on the issues. But when it comes to the specifics, most Republicans support maintaining the party’s current positions or even moving further to the right. When asked about the party’s current stance on gay marriage, immigration, government spending, abortion, and guns, at least 60 percent of Republicans said they thought the party was about right or too moderate.

Desire for change was greatest, if still very limited, on cultural conservative issues. On gay marriage, 31 percent of Republicans said they wanted the party to moderate. But 27 percent thought the party wasn’t conservative enough (do they want a return to sodomy laws?) and another 33 percent were satisfied with the party’s current stance. The numbers were similar on abortion: 25 percent wanted the party to moderate, but 26 percent thought the party wasn’t conservative enough, and another 41 percent were satisfied with the party’s current position.

On immigration, where the party’s current position is potentially less clear to voters, the Republican rank-and-file isn’t itching to get behind a compromise. 17 percent support moving to the left on immigration, compared to 36 percent who want the party to get more conservative. More generally, 67 percent of Republicans think the party is compromising too much or the right amount with Democrats.

Unfortunately, the poll offered fewer answers on economic issues, the center of much of the discussion of the Republican “rebrand.” The poll only asked about government spending, where Republicans are predictably all but unified—only 10 percent want the party to moderate, compared to 46 percent who want a more conservative stance and another 41 percent who are satisfied with the party’s current position. But the poll offers few answers on other economic issues, like taxes, Wall Street, or the various proposals for making the party more “populist” within its current ideological bounds. The degree of party unity on government spending, however, suggests that there might not be very much space for movement on economic issues.

With little Republican appetite for moderation, it’s not surprising that Rubio’s numbers have dropped. It’s also not surprising that he’s moving to reaffirm his conservative credentials on the push to defund Obamacare and ban abortion after twenty weeks. These numbers suggest that the Republicans won’t be eager to nominate someone pushing the party to moderate, at least on cultural issues and government spending. Chris Christie’s favorability ratings suggest as much: He’s only at plus-17, with 47 percent favorable and a sizable 30 percent holding an unfavorable opinion. That’s worse than Romney ever had, and it’s probably inconsistent with winning the Republican nomination.

The composition of the Republican primary electorate makes the challenge even greater. In the Pew poll, 49 percent of Republicans who participate in every primary support the tea party—just 22 percent consider themselves moderate. In last year’s primaries, evangelical Christians represented more than 40 percent of the electorate in just about every major contest, including relatively moderate Romney states like Illinois, Michigan, Ohio, and Florida.

Given today’s numbers and Mitt Romney’s difficulty securing the nomination, it’s highly unclear whether Republicans could nominate a candidate who wants to moderate the party. And if the primary process is unlikely to yield a candidate who can moderate the party, then the Republican House would be wise to preemptively bail out the next Republican candidate, and relieve them of the obligation to oppose a pathway to citizenship, background checks on gun purchases, or whatever else. That doesn’t look like it will happen. Instead, it looks like Republicans will need to count on the appeal of their 2016 presidential candidate and economic fundamentals to overcome the party’s limited appeal.

“GOP Hot Mess”: It’s Almost Enough To Make You Feel Bad For Them, Almost

It’s hard enough fighting a war against the president of the United States, with his bully pulpit and the resources of the executive branch at his disposal. But how can you prevail over him when all your time is spent battling your own comrades? This is the dilemma the Republican party confronts.

It’s happening everywhere. Mitch McConnell, who could plausibly claim to have done more to undermine Barack Obama than anyone else in the country, now faces a Tea Party primary challenge in his re-election race. Yesterday the powerful chairman of the House Appropriations Committee lit into his party’s leadership after the Speaker pulled a bill funding transportation and housing from the floor, probably because they didn’t have the votes to pass it. Two likely 2016 presidential candidates, Senator Rand Paul and Governor Chris Christie, are in a public battle of insults that has all the dignity and gravitas of a grade-school playground slap-fight. Heroes of the right like Ted Cruz pour contempt on their colleagues for knuckling under to liberals, while establishment figures like John McCain fire back with equal derision. And the issue of immigration reform continues to rip the party apart at the seams, with elite Republicans convinced the GOP needs to pass reform if it’s to win a presidential campaign any time soon, and the party’s base (and the members of Congress who represent it) dead-set against anything that looks too kind to undocumented immigrants.

It wasn’t too long ago that Democrats looked at the Republican party with envy, marveling at its ability to keep all its factions talking, thinking, and moving in lockstep. That unity of purpose and action may return one day, but for now, the GOP is a hot mess. It’s almost enough to make you feel bad for them. Almost.

“The Fever Isn’t Breaking”: Those Most Adamant For Change In The GOP Will Mainly Want A More Feverous Party

After ignoring a couple of useless polls about GOP rank-and-file interest in nonspecific “change,” I was happy to dig into a new Pew survey that shows the rightward pressure on Republican leaders that’s now been part of the landscape since at least 2008.

Now it’s important to note two things about the survey right off the bat. First, it includes Republican “leaners,” who probably boost the number of self-identified “moderates” in the survey, and also the number of those who don’t regularly participate in Republican primaries. And second, when it asks Republicans what direction they want the party to take, it’s not always clear how they perceive the party’s current direction.

If, like me, you think the GOP has been on a fairly steady ideological bender from the moment John McCain started getting heckled on the 2008 campaign trail for not being vicious enough, then the fact that a 54/40 majority of the rank-and-file want their party to “move in a more conservative direction” is more than a little alarming. Similarly, the finding that 35% of Republicans believe party leaders have “compromised too much” with Democrats while another 32% think they have “handled it about right” takes on an entirely different complexion if you feel, as I do, that GOPers in Washington are achieving historic levels of mindless obstructionism. On specific issues, the assumption that current Republicans positions are already pretty extreme means 60% of Republicans want to stay that way or get more extreme on abortion; 75% feel that way about immigration; 87% on government spending; and 79% on guns. But I am sure some pundits will look at the same numbers and say that with the exception of “government spending” and perhaps immigration, roughly equal numbers want the party to move left or right. It’s all about how you view the status quo. On immigration, there is a legitimate reason to wonder which “party leaders” poll respondents have in mind in urging them to become more conservative. Even in the Senate, we sometimes forget, Republicans voted against the Gang of Eight bill by a 32-14 margin.

In any event, there’s not much comfort in this poll for those who are looking for signs that the “fever is breaking.” Yes, there’s less rank-and-file identification with the Tea Party than there was in 2010, but since there is very little actual disagreement (only 11% of Republicans in this poll) with the Tea Folk, that may simply reflect the belief of some that the Tea Party is the Republican Party. Since some observers are already looking at Chris Christie as a potential fever-breaker, it’s notable that in this poll his standing is a lot iffier than that of other named potential ’16ers (a favorable/unfavorable ratio of 47/30, which, as TNR’s Nate Cohn points out, is worse than Mitt Romney ever performed in a similar poll during his high-wire run to the GOP nomination). If, as we have every reason to expect based on turnout patterns and the ’14 landscape, Republicans have a non-disastrous midterm cycle, there’s no reason to believe Republicans are going to demand massive changes in messaging or strategy, and every reason to suspect those most adamant for change will mainly want a more feverous party.

“The Challenge Of Rebranding The GOP”: The Prescription For A Republican Comeback Outside The South Will Be Painful

The trendlines are bad for Republicans. They’re falling behind in the battleground states. Demographic and generational change are making matters worse over time. And outside of the South, they’re not even making gains among white voters. That latter point does create room for Republicans to do even better among white voters and win without big gains among Hispanics, at least for now. But conservatives take solace in the possibility of victory through whites on the assumption that it will be easier to improve among whites than Hispanics. In reality, the prescription for a GOP comeback outside of the South will be painful.

But what Republicans should do isn’t obvious. On its own, the observation that the GOP is doing worse among non-Southern whites doesn’t obviously lend itself to a solution. We might assume, for instance, that the GOP’s problems in northern Virginia, Columbus, and Denver are related to cultural issues, but do we know how many of those voters could be persuaded by any of the shifts suggested by pundits and analysts? What about middle class communities, like Appleton, Ft. Collins, or Lancaster? We might assume that the GOP’s problem is mainly economic, but probably part cultural as well—but in what proportions? And in the culturally Southern areas where the GOP hopes to improve further, like in western Pennsylvania or central Florida, it is highly unclear how much more the GOP can improve—especially if race was part of Obama’s problem.

And as a historical matter, it’s hard to predict how parties will rebound. Many DLC Democrats didn’t realize that the Democrats would eventually find a new base in the Northeast or California. The “Emerging Democratic Majority” characterizes West Virginia as “lean Democratic.” The fact is that the next Republican coalition will be built on dissatisfaction with Democrats, and we just don’t know who will revolt against the Democrats or when.

In the absence of great data on what the GOP should do, analysts and pundits are mainly resorting to what they do best: assuming that what they want is what the country wants. The more culturally liberal Republicans want the GOP to move left on social issues. The populists think populism would do the trick. The conservatives say they should go to the right. It’s all too predictable.

But there are limits to these targeted approaches. For one, parties can’t just excise parts of their base and win elections, especially when they’re the minority party. Moreover, any realistic solution won’t lead to massive gains: Republicans would still be vulnerable to Democratic attacks on their support for cutting entitlements or lower taxes for the rich, or opposition to abortion, gun control, and probably gay marriage. That limits how much they can gain among any particular group. Democrats also have the ideological flexibility to embrace good ideas and co-opt a strong Republican message, as they have done on energy. The Electoral College also makes it harder for a party to win with narrow, deep gains among any single group, like missing conservative white voters or Hispanics—there just aren’t enough them in the critical states. The GOP has a broad problem across a very diverse set of battleground states, and it will require an equally broad set of remedies.

So the best option is to spread the pain around. Don’t castrate the party, smooth out the many sharp edges of the GOP’s platform and message.  Keep supporting tax cuts and less regulation, but add an agenda and message aimed at the middle and working class. Remain pro-life, but don’t appear opposed to Planned Parenthood or contraceptives, and return to supporting exceptions in instances of rape or the health of the mother, as President Bush did. Stay committed to religion, but don’t reflexively doubt the science of evolution and global warming, or the promise of stem cell research or renewable energy. Oppose gun control, but why force yourself to oppose background checks? Oppose gay marriage if Republicans must, but could Republicans at least support civil unions? On all of these issues, the GOP need not compromise on its core policy objectives, but can’t afford to consistently stake out ground so far from the center. That allows Democrats to cast the party and their core beliefs outside of the mainstream, which has already happened on abortion.

This prescription is informed by Bill Clinton’s revitalization of the Democratic Party in 1992. He was ostensibly a “New Democrat,” even though he was pro-choice, supported higher taxes, a universal health care system, gun control, and expanded rights for gays in the military. Rather than abandon core elements of the Democratic agenda, Clinton softened the edges on unreformed welfare, crime, middle class taxes, and said abortion should be “rare,” even if it should remain legal.

The success of heterodox, but conservative Republicans suggests that this formula would be sufficient. Chris Christie is doing great in 2016 presidential polling, and he’s basically followed the approach listed above—although there’s a case that went further than I would advise on gun control. Similarly, Jon Huntsman earned quite a bit of support among moderates for merely saying that he believes in evolution and gay marriage, despite being very conservative on economic issues. Paradoxically, it seems that the GOP’s extremism will make a rebrand even easier, since a candidate can move to the center and still clearly stand on the right.

But Bill Clinton had the benefit of a relatively moderate Democratic primary electorate with a large conservative contingent in the South and Midwest. That allowed him to “soften the edges” and still win a Democratic primary, despite battling serious attacks on his character. In contrast, Jon Huntsman received 739 votes in Iowa and there are questions about whether a popular governor like Chris Christie could win the nomination.

If someone like Huntsman was way too moderate for GOP primary voters, then the GOP rebrand won’t be easy. That makes it even more important that immigration reform passes. Sometimes, allowing issues to disappear can be just as helpful as rebranding. Clinton benefited from the end of the Cold War, which he obviously had nothing to do with. Getting immigration reform off the table would dovetail well with a better economic message, which should appeal to persuadable Hispanic voters. But many of the same forces that couldn’t tolerate “smoothing the edges” seem poised to block immigration reform. And if the GOP can’t “smooth out the edges” and won’t allow Democrats to take issues off the table, like on background checks or immigration, the consequences for 2016 could be fatal.
