“Rebranding, Who Needs It: A Genuine Rebranding Is Only A GOP Emergency Fallback Measure

The Mike Huckabee brouhaha yesterday offered about the 155th recent opportunity for non-conservatives to observe that the “rebranding” exercise of the Republican Party isn’t going that well. But as The Atlantic‘s Molly Ball observes today, Republicans really just don’t care:

While Democrats fixate on what they consider the GOP’s failed makeover, Republicans have moved on. The delegates at Thursday’s RNC meeting weren’t brooding over the party’s lack of reorientation. They were getting upbeat briefings about how far the party has come in the past year and how bright the future looks. As Massachusetts Republican committeeman Ron Kaufman told me, the time for “painful self-examination” has passed. “Now we’re implementing it, and it’s going to pay off. Everything couldn’t be better right now for us.”

He’s not wrong. Without changing a thing, Republicans are very well positioned for the midterm elections this year and even for the 2016 presidential election. As the University of Virginia political analyst Larry Sabato recently noted, Republicans are almost guaranteed to keep the House of Representatives in November; they have about a 50-50 chance of taking the majority in the U.S. Senate; and they are likely to keep their majority of the nation’s governor’s mansions. The erosion of public trust in Obama and Democrats spurred by the botched introduction of the healthcare exchanges continues to reverberate in public polling of contests up and down the ballot, erasing the public-opinion edge Democrats gained from the government shutdown and tilting more and more contests in the GOP’s favor, according to Sabato, who on Thursday revised his ratings of three Senate contests, tilting all of them more toward Republicans.

Now anyone who reads this blog surely knows by now that the bright 2014 prospects for an unregenerated GOP are largely baked into the cake, thanks to a sizable midterm turnout advantage, a House landscape with few marginal districts, and a very favorable Senate landscape. And there are just enough grounds for 2016 optimism among Republicans to make a good midterm outcome quite enough to convince most of these birds that a genuine “rebranding” is a fallback measure, only to be used in emergencies, and vastly less attractive than taking a chance on winning with their full freak flag displayed. Meanwhile, there are plenty of bells and whistles a party as wealthy as the GOP can deploy to improve their chances on the margins, as Bell notes:

At Thursday’s RNC meeting, delegates got closed-door briefings on all the ways the GOP has upped its game in the past year. The RNC has been raising money at a record clip, enabling Chairman Reince Priebus to fulfill his goal of staffing an unprecedented national political operation. There are more than 160 field staffers living and organizing in 26 states, and they’ll be in all 50 by the end of the year. There are Hispanic outreach staffers in Colorado, Asian-American staffers in California, African-American organizers in Detroit, a youth director in Pennsylvania. The chairman of the Alaska Republican Party, Peter Goldberg, marveled to me that there are now full-time-staffed RNC field offices in Anchorage, Fairbanks, and Juneau, with more on the way. “That’s never existed before,” he said.

Republicans are also investing tens of millions of dollars in their data, digital, and Internet operations, opening an office in Silicon Valley and hiring numerous tech-savvy staffers. Meanwhile, they’re undertaking a series of picayune but potentially consequential changes to the presidential nominating process….

Democrats roll their eyes at these efforts—see, they say, Republicans think they can dress up the same old ideas with fancy Facebook doodads and slick new slogans, but they’re not fundamentally changing what it is they’re offering in policy and philosophical terms. But to Republicans, the idea that they would change what they stand for was always oversold. The Growth and Opportunity Project’s only policy recommendation was immigration reform—which, granted, hasn’t happened, blocked by House Republicans, though it still could get done this year. The bulk of the report, though, focused on changing the party’s image and effectiveness through rhetoric and tactics.

So no: other than the occasional outcast like John Weaver who still has cache with the MSM, there’s really not much Republicans interest in rebranding any more. They’d just as soon go with what they’ve got and avoid the necessity of compromise if they do win big in 2014 and 2016. All they need now is a decent 2016 presidential candidate, and the troubles afflicting Chris Christie could make that decision more of a fashion show than a civil war. So we’d all do well to stop marveling at the contradictions between “rebranding” rhetoric and the underlying reality. That’s all history now, and will remain so until such time as Republicans find themselves in really big trouble.

“Media Fantasy Becoming Completely Undone”: GOP’s “Deep Bench” For 2016 Is Now In Splinters

Last time I saw former Virginia Gov. Bob McDonnell, he was sashaying around Tampa, Fla., in 2012 as though we’d see him again, big time, in 2016. Elected with Chris Christie in that 2009 statehouse rebuke to President Obama, he’d been a rising star, tapped to make the 2010 GOP State of the Union reply and an opening night convention address in Tampa. He made sure to shake my hand as I replaced him in the shared CNBC/MSNBC makeup cubby off the convention floor.  Good times. Now McDonnell’s only thoughts of 2016 are making sure he doesn’t spend it in prison, as he fights public corruption charges for taking an estimated $165,000 in gifts from a grifting donor.

Meanwhile his class of 2009 buddy Chris Christie looks at McDonnell and has to worry: the wheels of justice turn slowly, but they turn, and they are inexorably turning now for Christie – lots of them. Between the genuine George Washington Bridge retribution scandal involving his closest aides, and newer charges that his lieutenant governor threatened to use Sandy aid as payback if Hoboken’s mayor blocked a Christie donor’s development deal, the New Jersey governor is vulnerable on more fronts than McDonnell ever was, though to be fair, investigators aren’t in Christie’s kitchen – not yet, anyway.

So concern-troll Hillary Clinton all you want, Beltway pundits. You’re missing the only 2016 story that matters, and not surprisingly, it involves a lot of you. The mainstream media fantasy of a remarkably “deep bench” of 2016 contenders for the GOP was never founded in reality – but such a bench, if it ever existed, is surely in splinters today.

That “deep bench” metaphor, by the way, seems  to have come directly from Mitt Romney’s V.P. vetter Beth Myers, although you had to ask, then and now: if the GOP bench was so deep, how did they wind up with Paul Ryan, who couldn’t even carry his home state of Wisconsin? (More on Ryan in a moment.)

But for now, let’s revisit that bench: It’s not just McDonnell (No. 3 on the National Journal’s 2012 “deep bench” list for 2016) and Christie (he was No. 1) who are finished. No. 2 contender Sen. Marco Rubio is, too: He made a play for the center with immigration reform, panicked and tacked right, and now he’s nobody’s top choice.  Louisiana Gov. Bobby Jindal (lucky No. 7!) flamed out after telling the GOP to stop being “the stupid party,” then acting, well, stupidly, and becoming, by August of 2013, the most unpopular Republican governor in the country (and that’s saying a lot).

Texas Sen. Ted Cruz isn’t even on the list, but he deserves some attention. He came out of nowhere in 2012, but he’s already imploded spectacularly, going from a top-tier contender in early polls to far behind because of his self-promoting and nasty (not to mention extremist) brand of politics.

Sen. Rand Paul made many lists (the National Journal’s No. 6), and he still has a few admirers, especially among his father’s old fans. But Paul has proven to be a lightweight with a plagiarism problem whose one somewhat interesting attribute – his national security and foreign policy skepticism — is politically suicidal with the GOP (and most of the Democratic) establishment. He will not be the GOP nominee.

Then there’s Rep. Paul Ryan, last seen reinventing himself as a friend of the poor and a fan of Pope Francis (even if he couldn’t resist lecturing the pope for his faulty knowledge of capitalism).  He plays a wonk on TV, but badly; his only contribution to the 2012 ticket was to hurt Romney. While the National Journal had Ryan at No. 5, no defeated V.P. candidate has ever become president except FDR, and no number of loving McKay Coppins profiles will ever make Paul Ryan FDR.

While we’re in Wisconsin, let’s look at Gov. Scott Walker, who’s getting a little play now that Christie is tumbling. Walker is a charisma-free Koch brothers toady who has more in common with Christie than alleged statehouse pragmatism:  his own ethically challenged aides, back in Milwaukee. Three Walker associates were convicted in an earlier probe into campaign finance violations; last October, a new investigation began. Walker was named one of the nation’s “worst governors” by the Citizens for Responsibility and Ethics in Washington. He is not ready for the glare of a national campaign.

That leaves Jeb Bush (National Journal’s No. 4*). He and his brother are disliked by the Tea Party, but the former Florida governor is beloved by the GOP establishment; he could be said to embody it. But is the country ready for another Bush? His own mother says no, and his wife, Columba, is also said to be against it. And as long as pundits insist Hillary Clinton’s ties with Wall Street could hurt her in this populist era – and they could – Bush’s will do the same thing, because they’re even closer. He went to work for doomed Lehman Brothers after leaving the governor’s mansion, because apparently Bushes aren’t wealthy enough.

Then, sadly, Florida’s state and local pension funds lost $1 billion when the firm went bankrupt. Bush came in for blame, since he was also on the State Board of Administration, which invests public funds, but he insists he played no role in advising public fund administrators to use Lehman. Still, the potential conflict would get new oxygen from a national race.

So let Larry Sabato and Ron Fournier concern-troll Hillary Clinton. It’s true, she may not run, and if she runs, she may not win. But if you want to be president in 2016 — man or woman, black or white, Republican or Democrat — you’d rather be Hillary Clinton than anyone else in the world.

Especially anyone on that shattered GOP bench.

“No One Likes A Bully”: Chris Christie Using The Power Of His Office To Punish Rivals

Late Monday, New Jersey Gov. Chris Christie’s (R) top two appointees to the Port Authority, both of whom have since resigned, complied with subpoenas related to the ongoing bridge scandal. Soon after, state Assemblyman John Wisnieswki (D), chairman of the committee investigating the incident, acknowledged soon after that the probe will continue into 2014.

But while we wait for the process to continue and for the new materials to be scrutinized, one of the overarching questions is whether Christie could possibly be so petty as to cripple a community with paralyzing traffic, just to punish the local mayor for having refused to endorse him.

The evidence on the bridge controversy is still coming together, but Kate Zernike reported yesterday that Christie’s track record of bullying New Jersey officials for even minor slights is extraordinary.

In 2010, John F. McKeon, a New Jersey assemblyman, made what he thought was a mild comment on a radio program: Some of the public employees that Gov. Chris Christie was then vilifying had been some of the governor’s biggest supporters.

He was surprised to receive a handwritten note from Mr. Christie, telling him that he had heard the comments, and that he didn’t like them.

“I thought it was a joke,” Mr. McKeon recalled. “What governor would take the time to write a personal note over a relatively innocuous comment?”

But the gesture would come to seem genteel compared with the fate suffered by others in disagreements with Mr. Christie: a former governor who was stripped of police security at public events; a Rutgers professor who lost state financing for cherished programs; a state senator whose candidate for a judgeship suddenly stalled; another senator who was disinvited from an event with the governor in his own district.

The whole article is worth reading to appreciate just how thin-skinned the governor really is. The piece points to example after example of Christie using the power of his office to punish rivals – even other Republicans – who’ve offended him in minor and inconsequential ways.

To be sure, this is not proof that the governor ordered the lane closures that crippled Fort Lee in September. But if there are underlying doubts about what Christie is capable of when it comes to petty retribution, the available evidence paints a deeply unflattering portrait of an intemperate bully, willing to use the power of his administration to intimidate, punish, and harass.

In 2011, Mr. Christie held a news conference where he accused State Senator Richard J. Codey of being “combative and difficult” in blocking two nominees. Mr. Codey, a Democrat who had served as governor following the resignation of James E. McGreevey, responded that he had not only signed off on the nominations, but had held a meeting to try to hurry them along.

Three days later, Mr. Codey was walking out of an event in Newark when he got a call from the state police superintendent informing him that he would no longer be afforded the trooper who accompanied him to occasional public events – a courtesy granted all former governors. That same day, his cousin, who had been appointed by Mr. McGreevey to the Port Authority of New York and New Jersey, was fired, as was a close friend and former deputy chief of staff who was then working in the state Office of Consumer Affairs. […]

Later that year, the governor was pressing hard on Alan Rosenthal, the Rutgers political scientist whom Republicans and Democrats had chosen as the tiebreaking member of the commission that was redistricting the state’s legislative districts. Mr. Christie wanted Mr. Rosenthal to vote for the map put forward by the Republicans on the commission, but instead he chose the Democrats’ plan, saying it offered more stability. Soon after, Mr. Christie used his line-item veto to cut $169,000 for two programs at Mr. Rosenthal’s institute at Rutgers.

In one of the more salient examples, Zernike pointed to an incident between the governor’s office and the state firefighters’ union. Bill Lavin, representing the union, appeared on a radio show and thought he’d extend an olive branch, calling for new direct talks between the two sides. Bill Baroni, one of the Christie aides who recently resigned from the Port Authority, was then a Christie ally in the state Senate, and called Levin to deliver an obscene message from the governor in response.

“What he said a couple of times,” Lavin recalled, “was: ‘The governor told me to make sure you don’t get this message mixed up; say these exact words.’”

In other words, Christie wanted to push back against a perceived foe, so he called Bill Baroni to relay a specific, pointed response.

It’s a detail to keep in mind as the scandal continues to unfold.

“Running On Empty”: Republicans Can’t Repeal Or Replace Obamacare, And They’re Too Scared To Fix It

More than three million people have already signed up for health insurance as of last Friday through the exchanges set up by the Affordable Care Act (ACA). That number is growing rapidly, with 15,000 new enrollments a day in California alone.

And the Republican plan to deal with Obamacare generally remains what it has been since 2010 — repeal.

This means the millions of men, women and children covered under plans could either see their plans invalidated by insurance companies no longer required to cover pre-existing conditions or have their Medicaid coverage completely erased. Republicans who spent the last three months screaming about how terrible insurance cancelations are would have to explain what happens next for millions of uninsured Americans.

Repeal is a fantasy, a fundraising opportunity that all Republicans — except the few who take Senator Ted Cruz (R-TX) seriously — know would never happen. And if it did, they would end up owning every aspect of a crumbling health care system the same way Democrats are currently responsible for every splinter in every tongue depressor.

The Washington Post‘s Greg Sargent looks at recent polling and finds that though Americans are largely dissatisfied with the rollout of the Affordable Care Act, they generally support the federal government’s taking a role in getting people affordable health insurance. More importantly, most are still willing to give the law a chance.

Only 37 percent support repealing Obamacare entirely,” he writes, “while 53 percent say there are good things in the law and that changes are needed to make it work better.”

Republicans are now in what Sargent calls “The GOP Repeal Trap,” which essentially requires them to vow repeal and pray that somehow the law collapses on its own.

While it may seem absurd to those who care about governing, it makes perfect sense strategically because ”replace” is an even bigger fantasy than repeal.

Until it became socialism incarnate, the ACA was the conservative reform to the health care system. So to replace it completely, conservatives would need to go further to the right and destroy the entire employer-provided health insurance paradigm that provides about 85 percent of working adults with their coverage.

That’s what the proposal John McCain ran for president on in 2008 would have done, canceling the insurance of about 20 million Americans, four times the number who had to find new coverage under Obamacare.

Are there conservative fixes that could be made to the ACA that Democrats would be willing to trade for reforms of their own?

Health economist Austin Frakt has listed more than a dozen possible conservative-leaning fixes for the law, starting with their all-time favorite, tort reform, which actually would do very little to lower health care costs but would be a huge win for the right in their never-ending war against trial lawyers.

So why doesn’t some brave Republican — say Governor Chris Christie (R-NJ) — step forward with a set of conservative reforms to the ACA?

The answer is easy: Republican primaries.

Michigan Senate candidate Terri Lynn Land suggested that the law would be fixed and was forced to flip-flop on that position in less than 24 hours, likely in fear that she might end up with a Tea Party challenger. Georgia Senate candidate Rep. Jack Kingston did nearly the exact same thing.

Christie is already saddled with being the only 2016 GOP frontrunner who accepted Medicaid expansion. If he became the face of fixing Obamacare, he would be appealing to the majority of voters but antagonizing if not actually declaring war on those in the base who refuse to accept that Obamacare is here to stay, and also refuse to consider any candidate who tells them what they do not want to hear. (Even if the governor could win the primary backed by the business and more independent wings of his party, he could end up inspiring a Tea Partier to run as a third-party candidate, virtually guaranteeing a Democratic victory in 2016.)

For the foreseeable future, Republican candidates — even those in states and districts President Obama won — are stuck running in the general election with the “problematic” stand of wanting to take health insurance from millions, some of whom may actually show up to vote.

And if they win, they can return to blaming President Obama for never making their repeal fantasy come true. It’s the only safe move.

“Keeping Things In Perspective”: In The Republican Battle With Primary “Chaos”, Chaos Still Winning

CNN’s Peter Hamby does some good reporting in a piece on various Republican discussions about the 2016 presidential nominating process. But the natural tendency of a reporter to overhype the significance of his scoop is painfully apparent here. The following is Hanby’s lede with words italicized that add some questionable drama to the proceedings:

A handful of Republican Party officials is quietly advancing a new batch of rules aimed at streamlining a chaotic presidential nominating process that many party insiders viewed as damaging to the their campaign for the White House in 2012, multiple GOP sources told CNN.

In a series of closed-door meetings since August, handpicked members of the Republican National Committee have been meeting with party Chairman Reince Priebus in Washington to hash out details of a sweeping plan to condense the nominating calendar, severely punish primary and caucus states that upend the agreed-upon voting order and potentially move the party’s national convention to earlier in the summer, with late June emerging as the ideal target date.

Compare this account of what’s actually happening with that of the reigning expert on this whole subject, Josh Putnam of Frontloading HQ, who relies in part on Hamby’s factual reporting. I’m not about to go through Putnam’s vast post, but with his usual painstaking detail he examines what is and isn’t happening, and sees a lot less change in the works than Hamby’s adjectives suggest.

The quartet of privileged states (Iowa, New Hampshire, South Carolina and Nevada) retain their privileges and may be able to delay the starting gun for ’16 until early February, though late January is more likely. The “severe” penalty for calendar-jumping has mainly been adjusted to keep small states from moving with light consequences. The early convention idea is colliding with the unwillingness of states holding simultaneous presidential and down-ballot primaries to hold both any earlier than they already do. And it’s important to distinguish between the dates for naming delegates and those for binding them to a candidate.

On top of everything else, all this talk must be coordinated with Democrats, who will have their own open presidential nominating contest in 2016.

Why does the difference in tone between Hamby’s account and Putnam’s matter? Well, it’s not earth-shaking, but Hamby’s approach reinforces the cherished MSM meme that for all the craziness of its “base” and “activists,” the GOP is actually run by a small but powerful cabal of shrewd and pragmatic “insiders” who use their superior procedural knowledge (in venues ranging from Congress to campaigns to the nominating process) to manipulate Republicans into doing their will. Just wait and see: the idea that the nominating process is being “overhauled” will soon merge with the idea that “pragmatists” are preparing to grease the skids for a “pragmatic” presidential nominee, presumably Chris Christie.

Truth is, the Republican presidential nominating process is a long way from being rescued from “chaos,” less because of the relative impotence of supposedly almighty party elites than because states still call the most important shots, and the early states are willing to do whatever is necessary to preserve their outsized power. So let’s keep any “reforms” or “schemes” we hear about–and their alleged consequences–in perspective.
