“CEO vs Politician”: Romney’s Claim That Shrinking The Government Help’s Americans Isn’t Rational

It’s time for us to cut back on government and help the American people.” — Mitt Romney

Chief Executive Magazine annually surveys CEOs about the best and worst American states for doing business.

America’s CEOs consider: Texas, Florida, North Carolina, Tennessee and Indiana the Five Best for Business States (BfB); and Michigan, Massachusetts, Illinois, New York and California the Five Worst for Business States (WfB). The survey’s rankings have been stable over long periods. Massachusetts, for example, has been known as a high tax, heavily-regulated state for at least the last forty years.

According to the survey, America’s BfB have what America’s CEOs want — smaller government, low taxes and business-friendly regulations. The BfB clearly have lower taxes and smaller government with an average per capita state tax of $1,843, compared to the WfB at $2,520. So, let’s examine whether smaller government is better for Americans.

CEOs, paradoxically, prefer to live and work in the high tax, heavily-regulated WfB. Of the Fortune 500 companies, 165 are headquartered in the WfB, while only about 100 are headquartered in the BfB. Among America’s 50 fastest growing corporations, about twice as many have headquarters in the WfB, as in the BfB. Even CEO Romney selected Massachusetts (ranked 47th on the survey) for Bain Capital’s headquarters, and it’s where he’s lived (on and off) for the last 30ish years.

The State Human Development Index ranks American states on well-being and opportunity for their residents (rank 1 is best). On this Index, the WfB are better places to live (average rank 13) compared to the BfB (average rank 36). Metrics such as: household income, life expectancy, infant mortality, and educational opportunity demonstrate that the BfB — are worse for people.

WfB median household incomes are much higher ($57,000 in the WfB vs. $47,000 in the BfB). Further, people live longer and have lower infant mortality rates in the WfB, compared to the BfB. The WfB average rank (rank 1 is best) is 14 for life expectancy and 15 for infant mortality, while comparable BfB ranks are respectively 31 and 36. In highway fatalities, WfB are safer (average rank 8) compared to BfB (average rank 31).

In higher education, the WfB (as a percent of their college-age population) graduate 50 percent more students with advanced degrees than the BfB. Also, the WfB have 23 of our nation’s top universities, compared to the BfB’s four.

No wonder CEOs choose to live, and establish growth companies in, the so-called Worst for Business states.

Mitt Romney’s shibboleth that shrinking government helps the American people — isn’t based on any rational analysis of costs and benefits. Government isn’t a parasite destroying the American economy. Government is the provider of public goods (infrastructure, education, police, safety standards, etc.) that the private sector can’t or won’t provide. If citizens select lower taxes, smaller government and less regulation, they’ll get: less infrastructure, fewer police, teachers and inspectors, resulting in worse outcomes.

This isn’t a universal defense of every government employee or program. Nor am I claiming that bigger government is always better government. Government programs should be evaluated, and terminated (or restructured), if they aren’t efficiently serving taxpayer needs.

Throughout my career (in the Bloomberg administration, at the World Economic Forum and its Davos conferences, and at McKinsey), I’ve had the honor of working with some of the world’s leading CEOs, venture capitalists and entrepreneurs (such as, my co-judges for NYCBigApps).

I found these business leaders incredibly talented at what they did. However, business expertise conveyed no automatic insights on public policy.

My old boss, NYC Mayor Michael R. Bloomberg (who made a highly successful transition from private to public sector), emphasized that the public sector must make investments the private sector won’t risk making. Consider President Obama’s successful public sector rescue of the auto industry vs. the private sector approach, which would have left millions more unemployed.

Another smart public sector investment is Applied Sciences NYC (Mayor Bloomberg’s plan to bring a major new engineering campus to NYC). The mayor’s team did all the work to develop Applied Sciences NYC, but won’t reap any tangible benefits — the benefits are for future generations of New Yorkers. But that’s what the public sector must do, to benefit the governed: make major, long-term investments in education, infrastructure, health and other public services.

CEO Romney’s actions, in selecting Massachusetts as his base, suggest he understands the importance of government in making America a better place. But, Politician Romney’s statements suggest otherwise.

“With Eyes Wide Shut”: Right Wing Spins The Media With “Job-Killer” Claims

The media is indiscriminately using the term “job-killer” to describe government policies and programs, but without verifying or substantiating the claims, according to a new study. Use of the phrase by major media outlets has exploded since President Obama took office and rapidly circulates throughout the press with little or no fact checking of the “job killer” allegations.

“The news media, by failing to seek to verify allegations made about government policies and proposals, typically act more like a transmission belt for business, Republican, and conservative sources than an objective seeker of truth when it comes to the term ‘job killer,'” its authors found.

The independent study, Job Killers in the News: Allegations without Verification, conducted by Prof. Peter Dreier of Occidental College and Christopher R. Martin of the University of Northern Iowa, reviewed the use of the term “job-killer” in stories from The New York Times, The Wall Street Journal, The Washington Post and The Associated Press going back to 1984.

The vast majority of the “job-killer” allegations were directed at federal or state government policies to regulate business (particularly policies towards the environment, taxes, health care, and raising the minimum wage). Most of the sources for the “job-killer” charges came from business spokespersons and Republican Party officials, but in around 17 percent of the articles and editorials, news outlets used the phrase without citing a source. In 91.6 percent of the stories about “job killing” government policies, the media failed to cite any evidence or quote an authoritative source to corroborate the claim.

“With little or no fact checking of ‘job killer’ allegations, Americans have no way to know if there is any evidence for these claims or whether they are simply a cynical political ploy used to discredit opponents’ policy ideas,” Dreier and Martin noted.

Indeed, according to the authors, “There is no correlation between the frequency of the phrase ‘job killer’ and unemployment rate. Instead, ‘job killer’ allegations correspond much more closely with political cycles,” particularly during election season and under Democratic administrations.

“Job-killer” allegations were barely used under the Clinton administration and virtually disappeared during the eight years George W. Bush was president — despite job growth under Clinton and job loss under Bush — and skyrocketed once Barack Obama became president. The number of news stories alleging that a particular government policy would be a “job killer” increased 1,156% between the first three years of the George W. Bush administration and the first three years of the Obama administration.

“The cavalier nature in which the ‘job killer’ allegations are reported suggests that term is used loosely by those who oppose government regulations, and they can get away with it because news organizations fail to ask—or at least report – whether they have any evidence for the claims they make,” the study’s authors wrote.

The Wall Street Journal was the most likely news organization to use the phrase with no attribution.

“The Brittle Grip”: Wall Street And The Financial Sector Aren’t Accustomed To Criticism

Republicans often say that the business community feels threatened by President Obama — that he’s hostile to money, hostile to business, etc. You’ve heard this before. And much of it is campaign chatter. But not all. I don’t think we can understand the dynamics of this campaign without getting that a lot of it is actually true — not the reality necessarily (in my mind not the reality at all) but the perception of it in key parts of the financial sector like Wall Street, venture capital and the dread world of private equity.

The case of Wall Street is in many ways the hardest nut to crack. President Obama took a huge political hit for massive amounts of public money that went to bailing out the major banks. By most measures, along with his predecessor, he more or less saved US and global capitalism. And yet, when you talk to people in finance, this is entirely forgotten. What you most often hear about are two or three statements from the President that are still potently remembered.

Most often it’s a late 2009 quote when he said “I did not run for office to be helping out a bunch of fat cat bankers on Wall Street. They’re still puzzled why it is that people are mad at the banks. Well, let’s see. You guys are drawing down 10, 20 million dollar bonuses after America went through the worst economic year in decades and you guys caused the problem.”

That’s not something you’d expect folks in finance to like particularly. But it did come after about a year of the President getting grief from Wall Street while simultaneously taking the political hit for bailing the same folks out with tax payer dollars.

I’ve heard similar things talking to folks in the business community in DC. And what strikes me again and again is how much it comes back to a handful of statements and anecdotes, things people remember the President saying over the last three plus years.

Some of this shouldn’t surprise us, I suppose. President Obama has pushed more regulation of business than his predecessor. (It’s certainly a change after eight years of George W. Bush; and it’s an eight years over which quite a lot has changed in the country.) He’s supported — though as yet not acted on — his call to roll back the Bush tax cuts. But Bill Clinton did all of this and more. Clinton after all is the guy whose tax hikes the Bush tax cuts in large part repealed. By most objective standards the President is actually more solicitous of the business community than most or all Democratic presidents over the last half century.

So what’s the explanation? Over recent weeks I’ve come to think that something else is in play: namely, the dramatic run up in wealth at the top of the income scale, not just over the last 35 years but particularly over the last 15 years. More or less since the beginning of the Clinton years. In a sense it’s the other side of the 99% vs 1% meme that has been the most successful legacy of the Occupy Wall Street Movement.

This is less an argument than a theory in progress. So I’d like your input. But I think the very wealthy and those who work in the most advanced and aggressive parts of finance are more defensive about their wealth than in the past — at least in terms of the political expression of it. There’s really no time in the last century in which you’d expect that a candidate running for a major political office who’d been responsible for shutting down a lot of factories wouldn’t have that come up in a major way in a campaign. Simply no way. Agree or not, it would be entirely par for the course. And yet now it’s treated as a possibly unexpected or unacceptable development.

That’s weird.

At the same time, the most important voices in the media are much, much wealthier than in earlier eras. The very wealthy are their friends and peers. Concentrated wealth simply has a stronger hold over mass communications than in the past — not necessarily in venal or corrupt terms but often simply by owning minds and mentalities. What all that amounts to is that people on Wall Street and the financial sector aren’t accustomed to a lot of criticism.

All of it goes to explaining a basic conundrum — President Obama is, when compared to Democrats over the last half century, objectively quite middle of the road. And yet the reaction from Wall Street and the halls of finance is one you’d think meant he was trying to bring capitalism to its knees. The President’s policies and tenure in office simply don’t explain the reaction. And I don’t think political spin does either. We need to look deeper into the political economy of the nation at large to understand it.

“Corporations Are Very Rich People”: Record $824 Billion Last Year As Conservatives Claim Obama Anti-Business

A favorite conservative attack on President Obama is that his policiesand even his personality — amount to an assault on American businesses. “President Obama himself is the most anti-business presidentin my lifetime. With rhetoric not befitting a president he has attacked oil companies, banks, airplane users, Wall Street and anyone who makes money,” wrote Gary Shapiro, president and CEO of the Consumer Electronics Association.

However, according to the latest data, President Obama has been very good for America’s biggest businesses. Last year, in fact, the Fortune 500 made a record $824 billion, topping the previous record set before the Great Recession:

The Fortune 500 generated a total of $824.5 billion in earnings last year, up 16.4% over 2010. That beats the previous record of $785 billion, set in 2006 during a roaring economy. The 2011 profits are outsized based on two key historical metrics. They represent 7% of total sales, vs. an average of 5.14% over the 58-year history of the Fortune 500. Companies are also garnering exceptional returns on their capital. The 500 achieved a return-on-equity of 14.3%, far above the historical norm of 12%.

Of course, that return to pre-recession level earnings hasn’t translated into job or wage growth for America’s workers. In fact, inflation-adjusted wages fell last year. Big companies are also squeezing more productivity out of their workers, with annual revenue generated per worker increasing by more than $40,000 over the last five years. CEO pay, meanwhile, increased 15 percent last year.

This data also puts the lie to the Republican claim that corporate tax cuts will spur businesses to hire. If all it took were extra cash, businesses would be hiring like crazy. However, they are clearly not doing so — and the effective corporate tax rate is already at a forty year low.

Job Creation: Small Isn’t Always Beautiful

I challenge you to find a stump speech by a politician running for any office from dog catcher to president that doesn’t invoke the importance of small businesses.

That’s not necessarily a bad thing. It’s a hat tip to American entrepreneurialism, evoking images like that of Steve Jobs planting a seed in his garage that grew into an amazing Apple orchard. Besides, don’t most people work for small businesses, and aren’t such businesses the engine of job growth?

Actually, no. In what may be the most misunderstood fact about the job market, although most companies are small — according to 2008 census data, 61 percent are small businesses with fewer than four workers — more than two-thirds of the American work force is employed by companies with more than 100 workers. You can tweak the definitions, but even if you define “small” as fewer than 500 people (as the federal government does, basically), you still find that half the work force is employed by large businesses.

It’s even more stunning when it comes to payrolls: 57 percent of total compensation is paid out by companies of 500 or more employees, with most of that coming from the largest, those with at least 10,000 employees. And new research by the Treasury Department finds that small businesses — defined as those with income between $10,000 and $10 million, or about 99 percent of all businesses — account for just 17 percent of business income, and only 23 percent of them pay any wages at all.

But don’t small businesses at least fuel job growth? Sort of. It’s not small businesses that matter, but new businesses, which by definition create new jobs. Real job creation, though, doesn’t kick in until those small businesses survive and grow into larger operations. In fact, according to path-breaking work by the economist John C. Haltiwanger and his colleagues, once they accounted for the outsize contributions by new and young companies, they found “no systematic relationship” between net job growth and company size.

It’s unlikely such findings will change politicians’ speeches trumpeting small businesses. But if we want to get our job market back on track, they should inform our policy thinking. For example, it’s not only the case that start-ups are of particular importance to robust job growth. They’ve been creating fewer jobs over the last decade. Employment at start-ups fell by almost half, and those losses predated the “Great Recession” — probably one reason job growth was so lackluster over the last decade’s expansion.

Economists do not yet have a good answer as to why start-ups and surviving young companies are creating fewer jobs, but it may have something to do with “allocative inefficiency.” Too many resources flowed to financial engineering in the last decade, and too few went to R & D and innovation outside of the financial sector. The decline of American manufacturing plays a role here as well, as the sector has historically accounted for 70 percent of job-creating private-sector R & D, often in partnership with start-ups and small suppliers.

This isn’t to say that public policy should abandon small businesses. Many face distinctive hurdles compared with large businesses: they have tighter profit margins and thus less room for mistakes, they have diminished access to credit markets and, even with creditworthy borrowing records, many say they’re not getting the loans they need. Small manufacturers often have less access to export markets, and, with emerging economies growing a lot faster than advanced economies, that’s a big disadvantage.

Yet the sector’s primary lobbying group — the National Federation of Independent Business — tends to fight less for these pragmatic policies and more for the standard conservative agenda of lower taxes and deregulation. Indeed, the group has become a purely partisan operation, fighting more for Republican electoral victory than small-business growth. For example, it opposed the president’s jobs bill, even though independent analysts estimated it would significantly increase economic demand, and the federation’s own survey shows that “poor sales” — a k a weak demand — is a much bigger problem for its members than taxes or regulations.

The next time a politician tells you how he or she is for small business (which will likely be the next time you hear a politician say anything), be mindful that to the extent that size matters at all for job growth, it’s really about new companies that will start small and, if they survive, perhaps grow large. Everything else is largely noise — and too often, noise that has little to do with what this economy really needs.
