“Why Does The Senate Honor A White Supremacist?”: It’s Time To Ditch Richard Russell For Bob Dole

As I write these words on Monday, the South Carolina State Senate is poised to remove the Confederate battle flag from its capitol grounds entirely. These developments in the Palmetto State and elsewhere are all positive, and of course it’s high time for them. But Confederate battle flags on capitol grounds do not constitute the most conspicuous symbolic tribute to white supremacy in our political-architectural landscape.

No, the symbol I have in mind isn’t to be found in Columbia or Montgomery or Baton Rouge or Jackson. It’s right here in Washington, 2.6 miles from where I sit typing these sentences.

Hey, United States Senate: What in the world are you still doing with a building named in honor of Richard Russell?

As I trust you know, Richard Brevard Russell was a senator from Georgia from 1933 until his death in 1971. In his day, he was respected and revered. When you read about him you often read sentences like “the Senate was Russell’s mistress, his true and only love”; and indeed he never married, bore no children, and seems to have spent his waking hours thinking almost exclusively of how to bring honor and dignity to what we’ve long since stopped calling the world’s greatest deliberative body.

And sometimes, he did bring honor upon that body. His chairmanship of a special joint committee into President Truman’s firing of Gen. Douglas MacArthur is considered a model of deliberative bipartisanship. It was a highly sensitive time that carried a Seven Days in May kind of whiff about it—MacArthur wanted to invade China and enjoyed a huge popular following. It was an easy situation to demagogue, and Russell did not. So yes, he did good.

But: He was a racist and a segregationist who, precisely because of the esteem in which he was held high even by Yankees for other reasons, may have done more to hold back civil rights and integration in this country than any other single individual, including Strom Thurmond and anyone else you care to name. Thurmond wrote the initial draft of the infamous 1956 Southern Manifesto, the resolution signed by Southern senators and House members stating their support for segregation and their refusal to obey Brown v. Board of Education. But Russell rewrote a lot of it and was a key or even the key figure in rounding up the votes against civil rights legislation.

He was a white supremacist—not a cross-burning white supremacist, but a white supremacist all the same. Does that sound harsh? Well, here (PDF) is something Russell said while campaigning in 1936, when his opponent was accusing him of supporting New Deal programs that would promote integration: “As one who was born and reared in the atmosphere of the Old South, with six generations of my forebears now resting beneath Southern soil, I am willing to go as far and make as great a sacrifice to preserve and insure white supremacy in the social, economic, and political life of our state as any man who lives within her borders.”

He opposed every piece of civil rights legislation that came his way. In fact, he had participated in his first anti-civil-rights filibuster the year before that 1936 election, when he helped block an anti-lynching law. He helped block another anti-lynching law in 1938. After the war, according to political scientist Robert D. Loevy in his To End All Segregation, Russell was the leader of the Southern bloc. Want to understand how committed he was to that position? In 1952, he could have become part of the Democratic Party’s Senate leadership structure. But going national in that way meant, as he knew, that he would have to soften his views on race. He refused.

On and on and on like this we could go. But here’s all you really need to know. In 1964, after his party finally succeeded in leading the push for civil rights legislation, what did Russell do? Decide to change a little? Throw in the towel just a bit? Nope. He refused to attend the Democratic National Convention in Atlantic City. And his racial views never changed.

He died in 1971, and they named the building after him the next year. Such were the times that his racism could be contextualized as an understandable and forgivable flaw. Maybe it’s still understandable, given the time and place of his birth and rearing. But it’s no longer forgivable to such an extent that one of only three Senate office buildings has to bear his name,

The other two Senate buildings, incidentally, are named after completely honorable men whose escutcheons carry no such stains. Everett Dirksen was a tad conservative for my tastes, but as the Republican leader in 1964, he did go along with LBJ and Senate Democratic Leader Mike Mansfield in support of civil rights. And Democrat Phil Hart of Michigan was one of the great public servants of his time. Yes, his politics were my politics, but it was his sense of honor that most defined him. He once learned that an aide in his Detroit office was taking a little honest graft. Aghast, Hart called a Detroit newspaper reporter to give him the story; to bust himself. The reporter didn’t run with it, telling Hart that no one would believe a Phil Hart-corruption story in the first place. This is what made his colleagues decide immediately that the new office building that was going up in the mid-1970s should be named in honor of their cancer-stricken colleague.

Sorry, a racist who spent 30 years making sure black children went to inferior schools and black adults couldn’t vote doesn’t deserve to be in their company. The Senate must change the name. But…to what?

Sitting where I do on the ideological parking lot, I turn naturally toward a figure like Hubert Humphrey. He was a giant of the Senate, and I rather like the symbolism of erasing a racist’s name and replacing it with the Senate’s most forward-thinking and courageous integrationist.

But I’ll tell you what. Let’s not make this a partisan thing. So I say, give it to a Republican. How about the Robert Dole Senate Office Building? He’s not exactly my dish of Kansas corn on a number of issues, but by cracky, as a young member of the House of Representatives, he voted for the civil rights bill in 1964. And then of course there was his later work on civil rights for the disabled. That’s reversal enough of Russellism for me. And he’s still alive, and it would be a nice thing for him, and into the bargain the Senate could make up for that shameful slap it administered to Dole’s face three years ago over that UN disabilities treaty.

Mitch McConnell, get on it. You once worked for a great moderate Republican, John Sherman Cooper, one of the few Southerners who voted for the civil rights bill. Harry Reid, this ought to be a no-brainer for you. Senators Pat Leahy, Patty Murray, Kirsten Gillibrand—you feel proud giving out your Washington address to your constituents? Somebody make a play here. Try to keep pace with South Carolina, will you?

“Dole, Nazis, And Desperation In Kansas”: Pat Roberts’ Oblique-But-Clear Hitler Comparison

Weren’t politicians supposed to agree that invoking Hitler is usually a bad idea? Somebody better remind Pat Roberts, the Kansas senator on whom the GOP’s hopes of taking over the Senate increasingly depend, that that’s the general bargain. Because lately, the evermore desperate incumbent is going around the Jayhawk State saying things like this:

“There’s a palpable fear among Kansans all across the state that the America that we love and cherish will not be the same America for our kids and grandkids, and that’s wrong. One of the reasons that I’m running is to change that. There’s an easy way to do it. I’ll let you figure it out. But at any rate, we have to change course because our country is headed for national socialism. That’s not right. It’s changing our culture. It’s changing what we’re all about.”

All right, no explicit Hitler mention. But…national socialism? We’ve all heard Obama equals socialism until it’s coming out our ears. But national socialism? That’s Nazism. The National Socialist Democratic Workers’ Party, in case you’d forgotten. And there was only one. Benito Mussolini came out of the more straightforwardly named National Fascist Party. Japan had something called the Imperial Rule Assistance Association.

But only Hitler’s Germany had a national socialist party (well, also certain successor offshoots, as in Hungary). So it’s pretty clear what Roberts is saying here. He would deny it, of course, if Kansas reporters tried to ask him. But denying it would be like giving a speech that makes reference to gruesome murders by repeated stabbing and using victims’ blood to write “Helter Skelter” on the walls and then saying goodness no, whatever gave you the idea that I was referring to Charles Manson?

This is not okay. But I would suspect Roberts is going to get away with it, because Greg Orman, the independent challenger who is lately running ahead of him, is not going to stand up in the state of Kansas a few weeks before Election Day and defend Barack Obama on anything, even an oblique-but-clear Hitler comparison.

The more one studies Roberts, the more one concludes that he is the kind of fellow that former Nebraska Senator Roman Hruska had in mind when he famously quipped that mediocre people are entitled to a little representation, too. Mediocre at best, malevolent at worst. It interests me that he’s lately trotted out old Bob Dole to campaign with him. Dole, coming as he does from an earlier time and now a defanged nonagenarian, represents a degree of old-school moderation at this point in his life, so by appearing with Dole while making references to national socialism, Roberts can cleverly have it both ways. But I hope enough Kansans remember what Roberts did to Dole when the latter was counting on him most.

Dole, who suffered a crippling injury in the Big War, had been one of the leading sponsors of the Americans With Disabilities Act in 1990. He always called it a proud moment. Fast-forward to late 2012, when the Senate was considering approval of an international treaty designed to spur other nations to emulate the United States’ groundbreaking law. Dole was its most famous spokesman. On December 4, 2012, the now-wheelchair-bound ex-senator rolled himself onto the floor of the old chamber to pigeonhole his former colleagues. A heart-rending scene. How could he lose?

Well, one way he could lose was for his old friend Roberts, who was in the House while Dole was in the Senate, to vote against him, which Roberts did. In fact both Kansas senators did—Jerry Moran’s betrayal was even worse, since Moran had committed to the measure publicly, which Roberts hadn’t. The right-wing lobbying machinery got cranked up and warned God-fearing Americans that approval of this treaty would give the United Nations the power to end home-schooling, or something like that. And so the world’s greatest deliberative body voted down a treaty inspired by our own good example because, you know, one-worldism, Obama, national socialism, and so on. And Roberts and Moran were the prime profiles in cowardice.

The only other time in his career that Washington took much notice of Roberts came during the Iraq War, when he walked point for the Bushies in bottling up for more than two years a report on how the administration misused pre-war intelligence. If you followed such things at the time, perhaps the phrase “Phase II report” will snap a synapse or two. Roberts made repeated promises early on that he would release the report, that there was nothing to fear and that he certainly wanted the truth. Then the weasel words crept in and he started to say things like: “I’m perfectly willing to do it, and that’s what we agreed to do, and that door is still open. And I don’t want to quarrel with Jay [Rockefeller], because we both agreed that we would get it done.” He reversed himself and danced all over the floor. The report was eventually released, but long after it would have had any dramatic political impact, which was of course why Roberts delayed in the first place.

So this is the career Roberts is seeking to salvage by dragooning the man he once betrayed into last-minute service and by raising the specter of America’s Nazi future. Roberts is behind right now, and GOP Governor Sam Brownback looks like he’s going to lose, meaning perhaps the top two Republicans in deep-red Kansas might go down in flames. And it would be nice to think that the right-wing extremism of the Obama era would come back to bite them in, of all places, the Koch brothers’ backyard.

UPDATE: I see from Greg Sargent that Roberts was asked about this quote by a reporter yesterday. He said: “I believe that the direction he is heading the country is more like a European socialistic state, yes. You can’t tell me anything that he has not tried to nationalize.” Great. So a United States senator has no idea what “national socialism” means. I guess in this case that qualifies as reassuring.

“Perry ‘Next In Line’?”: Dick Morris Hoping For A New Lease On His Own Shady Career

There’s already been some Twitter-jokes about Dick Morris’ touting of Rick Perry’s 2016 prospects as the “kiss of death” for the Texas governor. But since Morris is just raising the banner of the famous “Next In Line” hypothesis of GOP presidential nomination contests that others will pick up sooner or later, we might as well take the con man’s argument seriously.

For those unfamiliar with the meme, “Next In Line” is one of those theories that sounds compelling thanks to the very limited sample size of recent presidential nominating contests. But it is based on the idea that Republicans are “orderly” and “hierarchical,” and naturally gravitate towards presidential candidates who have already been vetted in previous contests.

Now to some extent, the “Next in Line” meme is based on truisms: obviously, someone who has already run for president has, other things being equal, a relative advantage in name ID, contacts in key states, and fundraising networks. That’s true for any office in either party. But the idea that Republicans just “fall in line” mechanically behind the previous second-place finisher starts falling apart when you look at individual cycles. It doesn’t really apply to Nixon ’60 or Poppy ’88; far more important than their performance in previous nominating cycles is the fact that both were sitting vice presidents when they first won a presidential nomination. It doesn’t apply to Goldwater; yes, he won a smattering of delegates in 1960, but the only real threat to Nixon that year was Nelson Rockefeller. Nixon ’68 is indeed an example of a thoroughly vetted, previous candidate winning the nomination, but the “Next In Line” hypothesis would have suggested a ’64 also-ran like Romney (who pulled out before NH in ’68), Scranton (who didn’t run), or Rocky (who entered late in ’68 and fell short).

In 1976, the nominee was appointed president Gerald Ford, who had never run for president. You can argue that 1980 nominee Ronald Reagan won because he ran a close second in ’76, but the more important reality is that as the great symbol of a rapidly rising conservative movement, he would have won the first time around (technically the second, since he briefly ran in ’68), perhaps easily, had he not been facing an incumbent president.

The candidate who best fits the “Next in Line” hypothesis was Bob Dole in 1996. Still, Dole won against as weak a field Republicans have ever experienced before 2012. W. was by no means “Next in Line” in 2000. And in 2008 and 2012, while previous candidates did win, anyone who watched the actual competition in either year would be hard pressed to imagine it as a matter of disciplined Republicans falling into line behind the “inevitable” nominee.

If “Next in Line” really was some sort of iron law, of course, it’s unclear it would stipulate a 2016 nomination for Perry, who dropped out of the 2012 contest on January 19 after finishing fifth in Iowa and a very poor sixth in New Hampshire. Yes, there was a brief moment in the early autumn of 2013 when Perry looked like a king-hell rising star and Mitt Romney’s worst nightmare, but he rapidly blew it via a variety of issue mispositionings and debate gaffes, and perhaps the most overrated campaign organization in living memory.

Morris deems Perry Next-In-Line simply by dismissing the other 2012 losers as, well, losers, and then suggesting that Perry can do better this time if he does this and that and doesn’t do this and that. If he had some ham, he could make a ham sandwich, if he had some bread.

The reality is that proponents of Next-in-Line, along with other theories that dismiss disorderly factional fights in the GOP as so much thrashing about before the Establishment’s favorite is accepted, have a real problem in 2016. Nobody’s got a significant early lead in the polls. Christie and Bush have serious handicaps, particularly in the “electability” department that sometimes makes Establishment types grudgingly acceptable to grass-roots conservatives. Paul Ryan appears uninterested in running. Important party factions like the antichoicers, the Christian Right leadership, and Republican governors, don’t seem to have a consensus favorite. You could make a case, on paper, for someone like Scott Walker, who scratches more itches than most. But he’s got ethics problems and the kind of personality that makes him reminiscent of 2012’s on-paper winner, Tim Pawlenty, who never even made it to 2012.

I suppose you could say that on such a muddy track, Rick Perry’s got as much of a chance as anybody. But if he does somehow win the nomination, there will be nothing “orderly” or predictable about it–other than that Dick Morris will get a new lease on his shady career for having prominently “mentioned” him so early.

“We’re Not In Kansas Anymore”: The Yellow Brick Road Ends Inside The Beltway

There are some common political criticisms that get tossed around anytime a congressional incumbent has been in office for many years. His or her detractors will say the incumbent has become a “Washington insider” who’s “lost touch” with regular folks back home.

Sometimes the attacks have merit; sometimes they’re just lazy cliches. But as a rule, when incumbents no longer live in the state they represent, they open the door to awkward questions about whether their constituents are actually their neighbors. Today, for example, Jonathan Martin reports on Republican Sen. Pat Roberts, who represents the state of Kansas.

It is hard to find anyone who has seen Senator Pat Roberts here [in Dodge City, Kansas] at the redbrick house on a golf course that his voter registration lists as his home. Across town at the Inn Pancake House on Wyatt Earp Boulevard, breakfast regulars say the Republican senator is a virtual stranger.

“He calls it home,” said Jerald Miller, a retiree. “But I’ve been here since ‘77, and I’ve only seen him twice.”

The 77-year-old senator went to Congress in 1981 and became a fixture: a member of the elite Alfalfa Club and the chairman of the Senate Intelligence Committee, which made him a regular on the Sunday talk shows. His wife became a real estate broker in Alexandria, Va., the suburb where the couple live, boasting of her “extensive knowledge” of the area.

The Kansas senator used to live in Kansas. He also had a rental property he’d leased to tenants. But Roberts gave all that up when he effectively moved inside the Beltway.

After 35 years in Congress, the Republican now uses the home of a campaign contributor as his main address. [Update: the senator responds below.]

It’s hard to say what kind of effect this might have on Roberts’ re-election campaign – he faces an underfunded and largely unknown primary opponent, and no Democratic challenger – but other candidates have struggled after similar revelations.

In 2006, for example, Rick Santorum and his family had effectively moved full time to Virginia, a fact that may have contributed to his landslide defeat in Pennsylvania. More recently, in 2012, Richard Lugar lost a GOP primary in Indiana to a challenger who took advantage of the fact that the senator no longer owned a home in the state.

Long-time campaign observers may recall that by the mid-’90s, Kansas’ Bob Dole didn’t own a home in his “home state,” either, and locals didn’t seem to mind too much that the long-time lawmaker had become a fixture of Washington, D.C. But Kansas Republicans also used to have a great tradition of moderation, which has gradually been crushed by the far-right.

Update: I heard from Sen. Roberts’ communications director, Sarah Little, who referred me to this press release published this afternoon. It argues that the senator owns a home in Kansas; the New York Times reporter has “an agenda”; and the article from Martin is ”so slanted and so far from the truth that Kansans will not take it seriously.”

“Gingrich’s Revisionist History Of Himself”: Bizarre Anyone Would Take Newt’s Advice About How To Engineer A Government Shutdown

Newt Gingrich has often relied on short memories of his political career (as I can attest from the shocked reaction I got in 2011 when writing about his well-known history as a Rockefeller Republican), but he’s clearly going too far in pretending the government shutdown he engineered in 1995 was some sort of triumph. Conservative Ramesh Ponnuru slaps him down pretty emphatically today:

Newt Gingrich is telling Republicans not to fear a government shutdown because the last one went so well for them. This is pure revisionist history, and they would be fools to believe him….

Gingrich’s current spin on the events of 1995-96 is just wrong. The election of a Republican Congress in 1994 put government spending on a lower trajectory, as the election of a Republican House did again in 2010. Whether the shutdowns contributed to that result is a different matter.

Almost nobody back then believed it. Democrats thought that they had won the battle over the shutdowns, and that the agreement to end them was a Republican surrender. Clinton made a point, in his next State of the Union address, to criticize Republicans for their strategy. It was an applause line. Clinton’s job-approval numbers started to rise as soon as the shutdown fight was over, and they never really sank again.

Republicans thought they had lost, too. A minority of them thought that they should have kept the government shuttered longer, and that Gingrich and Senate Republican leader Bob Dole had caved. (Gingrich was widely reported at the time to have told unhappy colleagues, “I melt when I’m around him,” referring to Clinton.) Most of them decided that bringing on a shutdown at all was a mistake.

It’s true, as Gingrich now says, that Republicans lost only a few House seats in the next election. But it’s also true that the shutdowns ended what had been called the “Republican revolution” of the mid-1990s. Before the shutdowns, the Republicans had talked about eliminating four cabinet departments. Afterward, they quit….

Gingrich himself accepted the conventional wisdom that his party had lost. That’s what associates of his told me (among others) at the time, and that’s how they recollect it now.

I’d say Ramesh is really pulling his punches here. The rationalization that the GOP “lost only a few seats” reflects some serious amnesia. This was the only time in U.S. history that the party holding the White House for two consecutive terms gained House seats in the second midterm election. It was perceived as a disaster at the time–after all, Gingrich stepped down as Speaker almost immediately–and was largely blamed on Gingrich’s handling of the budget negotiations that led to the shutdown. Ponnuru mentions Clinton’s rising approval ratings after the confrontation with Newt, but here’s what Gallup’s Frank Newport had to say about the saga’s effect on Gingrich’s popularity:

The public appeared to turn particularly strongly against the Speaker after his budget confrontation with Bill Clinton and the resulting U.S. Government shutdown in late 1995. (Publicity at the time, including a famous front page caricature in the New York Daily News, included the allegation that Gingrich had closed down the government because he was given a bad seat at the back of Air Force One when returning from the funeral of Yitzhak Rabin in Israel.) By January of 1996, 57% of Americans said that their image of Gingrich was unfavorable, compared with 37% who had a favorable image of him. This nearly two-to-one negative-to-positive image ratio persisted throughout most of 1996 and 1997.

It’s just bizarre that anyone would take Newt Gingrich’s advice about how to engineer a fiscal confrontation involving a government shutdown threat, and an example of the man’s invincible chutzpah that he’s offering it.
