“Policy Is Less Important Than Character”: Romney Escapes Punishment For Lying, Continues Lying
We may be talking a lot about Medicare, but on the airwaves, Mitt Romney is just not giving up on the welfare attack. As you should know by now, over the last couple of weeks Romney has been airing ads featuring an unusually brazen lie about the Obama administration, claiming that Obama has eliminated work requirements from welfare. It’s just false, as every fact-checker has attested and anyone who is not actually in Mitt Romney’s employ will tell you. Romney has been repeating this lie on the stump as well. Everybody understands the racial subtext underneath the welfare attack, so we needn’t dwell on that at the moment. But what’s remarkable is that despite the judgment of journalists, Romney just keeps on telling the lie. Here’s the third ad his campaign has produced about it: http://youtu.be/NHPa_LZOM2s
Why does Romney keep saying this? Because he isn’t getting punished for it, that’s why. It isn’t enough that the fact-checker columns say it’s false. What’s required to really chasten a political liar is stories specifically about the fact that he’s lying and asking whether that makes him, deep down in his soul, a liar. But that hasn’t happened yet, and Steve Benen asks why:
I’m having a hard time wrapping my head around the political world’s strange standards. If a super PAC puts a video online with a dubious timeline, it’s a multi-week scandal, and evidence of a campaign stuck in the gutter. If Vice President Biden uses a poorly-worded, off-the-cuff metaphor, it’s a multi-week scandal, and proof that 2012 has become excessively ugly.
But if Mitt Romney gets caught repeatedly making an unambiguous, racially-charged lie, it’s seen as somehow routine.
Why do gaffes and unaired web ads dominate the political world’s attention, while shameless lying leads to shrugged shoulders?
Why gaffes get so much attention is its own story, but the reason a lie like this one doesn’t generate more condemnation is simple: It’s about policy. That has no legitimate justification, but the fact is that reporters believe that if Candidate A says something false about Candidate B’s personal life, it’s a terrible lie and he should be called out about it, but if Candidate A says something false about Candidate B’s policy positions and policy record, hey, that’s just rough-and-tumble politics. Two years ago I wrote about the utterly nonsensical unspoken rules reporters follow when deciding how bad a lie told by a candidate is:
The first rule is that lying about yourself is worse than lying about your opponent. Candidates routinely fib about their opponents’ records and histories with little notice. Perhaps it’s because reporters presume that in the rough-and-tumble of a campaign, a certain degree of hyperbole is to be expected and therefore can’t be judged too harshly. If you claim, though, to have done something you haven’t, reporters will usually be all over you. Look at what happened to [Christine] O’Donnell’s fellow Senate candidates Mark Kirk in Illinois, who was caught inflating his military record in multiple ways, and Richard Blumenthal of Connecticut, who said at various times that he had served “in” Vietnam when really he had served “during” Vietnam. This is the kind of lie reporters find outrageous — when candidates make themselves look more heroic or accomplished than they actually are. A lie about your opponent may draw attention, but the discussion will be about whether the attack was out of line; in other words, what you did. A lie about yourself, on the other hand, will spur a discussion about who you are.
Which leads to the second rule: Lying about personal matters is worse than lying about policy. That may be because reporters think policy is less important than “character,” but whatever the cause, candidates can, with few exceptions, get away with murder when it comes to policy. O’Donnell herself has benefited from this double standard; lots of people heard about her comments about witchcraft, but nearly no one knows that she revived the claim that the Affordable Care Act will create “death panels” — perhaps the most despicable lie to have coursed through our political bloodstream in recent years.
So that’s my explanation: because Mitt Romney is “only” lying about policy, reporters find it no big deal. Trouble is, lying about policy during the campaign is a pretty good indication that you’ll lie about policy when you’re president. At this point, is there anyone who thinks that Mitt Romney is a fundamentally honest guy who won’t ever deceive the public if he thought it would serve his political ends?

“Mitt’s Plot To Confuse You”: Goal Isn’t To Win Over Voters On Medicare But To Make Them Frustrated
What’s most noteworthy about the new Medicare-themed ad that the Obama campaign unveiled today is its defensive tone. The spot opens by referring back to a Romney ad that claims the president “robbed” $716 billion to pay for the new healthcare reform law, then contrasts AARP’s favorable assessment of Obama’s actions on Medicare with its ominous take on what Paul Ryan has proposed.
There’s a lot going on here, and that might be problematic for Obama.
Medicare is a supremely popular program, and attempts to cut or alter it dramatically always poll terribly. The hope for the Obama team is to replicate the success that Bill Clinton and Democrats enjoyed in 1996, when they positioned themselves as the last line of defense between Medicare and the Republicans who would (in the famous words of Newt Gingrich) let it “wither on the vine.”
But the issue is more complicated in this year’s campaign, because of the Medicare changes that Obama made through the Affordable Care Act. That the law cuts spending by $716 billion over 10 years is true, but the reductions do not affect benefits; instead, they’re aimed at hospital reimbursement rates and the excessively costly Medicare Advantage private insurance program, with smaller cuts for home healthcare providers and others. What’s more, Ryan’s own Medicare plan, which House Republicans almost unanimously endorsed (and which Romney has indicated he would have signed as president), upholds all of these cuts. But Ryan says he’s now running on the Romney plan, not his own, and the Romney plan (such as it is) calls for wiping out the Medicare cuts.
It’s all rather slippery, but that doesn’t mean it won’t work. The upshot is that Romney and Ryan are now running around blasting Obama for making savage cuts in Medicare, and running ads to the same effect. This, of course, is also what Republicans did in the 2010 midterms, when their landslide was keyed in part by an anti-Obama backlash among senior citizens. This complicates Obama’s hopes of replicating Clinton’s reelection strategy. Clinton never had to answer for his own cuts; he could just fire away at the “Dole-Gingrich” attempt to raid Medicare. Obama’s task is trickier. He has to explain his own actions first, then pivot to an attack on his rivals. As Greg Sargent points out, all the GOP needs to do here is to muddy the waters enough that swing voters throw up their hands in confusion and move on to other issues – like the economy.
If there’s a silver lining for the Obama side, it’s that voters still instinctively regard his party to be more supportive of Medicare than the GOP. A poll a few months ago found that voters trust Democrats over Republicans by a 40-24 percent margin to look out for the program. Obama has also enjoyed a wide advantage over congressional Republicans on this front. The gap is tighter when Romney enters the picture; a poll of swing state voters this week found Obama running 8 points ahead of Romney, 42 to 34 percent, on who would better handle Medicare. By comparison, Clinton was running more than 20 points ahead of Dole on the issue at this point in ’96. (Of course, he was also running about 20 points ahead of Dole in the horse race.)
That said, voters are more inclined to give Obama and Democrats the benefit of the doubt on Medicare than Romney and the GOP. And the Democratic assault on Ryan-ism is only beginning. The polls may look different a few weeks, or months, from now. But just because Romney’s running mate is the author of a reviled Medicare plan doesn’t necessarily mean that the GOP ticket will pay a price for it.

“Unconnected To A Concern With The Truth”: Mitt Romney’s Implausible Bid For The High Road
Politics is tough, and most politicians—including President Obama—are willing to bend the truth to win an election. But there’s a difference between the small distortions of all campaigns, and the brazen dishonesty we’re seeing from Romney. In a 48-hour period, Mitt Romney has doubled-down on the false charge that Obama has ended work requirements for welfare, lied about the Affordable Care Act’s Medicare cost savings, and kicked up a storm over comments made by Vice President Joe Biden. That last one is noteworthy for the sheer chutzpah of Romney’s complaint.
During an event in Danville, Virginia (pronounced Dan-vul) with African-American supporters of the president, Biden deployed somewhat unfortunate language in attacking Romney’s promised repeal of financial reform:
“Romney wants to let the — he said the first 100 days — he’s gonna let the big banks once again write their own rules. Unchain Wall Street,” Biden said at an event in Danville, Va. “They gonna put y’all back in chains.”
“Unchain” was a reference to Paul Ryan’s promise to “unshackle” the economy by repealing financial regulations and health care reform. And while Biden’s message is clear, it’s probably wise to avoid an allusion to slavery when talking to an audience of black people. Even still, it’s not a huge deal.
Wrong.
Team Romney wasted no time in jumping on the vice president’s rhetoric. “Well, there’s going to be folks across the country that will try and take that as some kind of code word that is going to suggest that the Republicans are trying to be racial in their programs,” said former New Hampshire governor John Sununu. Yesterday evening, while campaigning in Ohio, Romney referenced Biden’s remarks, attacking the Obama campaign for its “divisive” campaign:
“This is what an angry and desperate presidency looks like. President Obama knows better, promised better, and America deserves better,” Romney told a roaring crowd of about 5,000 supporters in Chillicothe. “His campaign strategy is to smash America apart and then try to cobble together 51 percent of the pieces. If an American president wins that way, we all lose.”
Romney added, “Mr. President, take your campaign of division and anger and hate back to Chicago and let us get about rebuilding and reuniting America.”
It’s hard to take this seriously. As I said earlier, Romney began this week with two huge whoppers. In an ad called “Long History,” Romney repeats the charge that Obama has ended welfare’s work requirements, “On July 12th, Obama quietly ended work requirements for welfare. You wouldn’t have to work, and wouldn’t have to train for a job.” Romney used this line last week, and was promptly denounced for his mendacity, and not just from the usual collection of fact-checkers; both Ron Haskins (who built welfare reform) and Bill Clinton (who signed it) weighed in to dispute Romney’s claim, which Clinton called “not true.”
The most disgraceful thing about Romney’s welfare attack—which he continues to use—is that it’s an obvious ploy to associate Obama with “handouts.” Welfare is one of the most racialized issues in American politics, and Romney’s attacks are a clear callback to the “welfare queens” and “young bucks” that punctuated Ronald Reagan’s rhetoric. It’s only a little more subtle than Newt Gingrich’s declaration that Obama is a “food stamp” president, and serves a similar purpose: to erode Obama’s standing among white voters who reflexively oppose anything that might hand benefits to the “undeserving.”
The same idea (and goal) underlies Romney’s attacks on the Medicare savings in the Affordable Care Act—“The money you paid for guaranteed health care is now going to a massive government program, that’s not for you.” With the backdrop of a white senior, the message of this ad is plain to see: Obama is giving your tax dollars to minorities.
(Since this is bound to inspire protest from readers, I will point you in the direction of research detailing the tight connection between racial attitudes and support for government programs.)
This is why it’s hard to stomach Romney’s complaints about “anger” and “divisiveness”; they come less than two days after he has renewed his attempt to split white voters from Obama with tired tropes about the undeserving poor. And when you look at the whole of his general-election campaign—which includes regular attacks on Obama’s fictional “apology tour,” and routine lies about his job-creation record—there’s no way in which Romney is in a position to take the high road.
Philosopher Harry Frankfurt famously defined “bullshit” as a statement made without regard to its truth value. Whether it’s true or false is irrelevant—the point is to persuade. “[B]ullshitters seek to convey a certain impression of themselves without being concerned about whether anything at all is true.”
If this doesn’t describe Mitt Romney, I’m not sure what does.

“Bain-Man”: Mitt Romney’s The “Angry” One, Not Obama
For months Mitt Romney has been a flip-flopping, all-over-the-map kind of guy, telling everyone who will listen whatever they want to get their vote. He was prochoice, now prolife. He imposed a healthcare mandate, now he thinks it’s unconstitutional. He wants transparency, except where his tax returns are concerned. He claims jobs creation, with no facts to back it up.
Speaking on the steps of a courthouse on his final stop of a four day bus tour, Romney is sounding more like the Republicans who are now pulling his strings. He was harsh in his criticism of the president, specifically about his campaign tactics. He accused President Barack Obama of “diversions and distractions” and “defaming others” in order to win re-election this November.
Obviously Romney has forgotten who his buddies are, and who are pulling his strings: the Republicans who are bending over for the Tea Party and Grover Norquist and for their rich financial campaign backers.
Has Romney forgotten the “diversions and distractions” of those who were questioning the president’s citizenship and place of birth long after he was elected? Has Romney forgotten the “defaming others” like what was done when House Speaker John Boehner said the president hadn’t worked a day in his life?!
Romney also accused the president of being “intellectually exhausted, out of ideas, and out of energy.” Hmm… Does Mitt Romney have any ideas? Of his own? Are there specifics? And is saying the president is “out of ideas” a “fresh idea” as Romney says the Obama campaign cannot offer?
I must say I was most shocked, although not surprised, by Romney’s accusation of the president “dividing us all in groups.” Isn’t wanting a baby born here of an undocumented immigrant not receiving citizenship divisive? Isn’t not wanting healthcare for the poor divisive? Isn’t wanting to cut programs that benefit middle- and lower-income women and families divisive? Hmm…sounds like Romney and his camp to me more than Obama. And with the addition of Rep. Paul Ryan as Romney’s vice presidential candidate, the race has become more polarized, more—dare I say—divisive?
“He demonizes some. He panders to others. His campaign strategy is to smash America apart and then cobble together 51 percent of the pieces. If an American president wins that way, we all lose,” Romney said. “So, Mr. President, take your campaign of division and anger and hate back to Chicago, and let us get about rebuilding and reuniting America.” Those were Mitt Romney’s words. Funny, I don’t remember that campaign ad slogan to smash America, etc.
Bottom line—it’s obvious in his rhetoric that the one who is angry is Romney. It is obvious by the rhetoric that Romney no longer speaks for himself but rather for the GOP—for they’re the ones writing his speeches.

“Lest We Forget”: Medicaid, Not Medicare Is Biggest Target For Conservatives
At the risk of sounding like a broken record on this subject, I devoutly hope that in their rush to tie Mitt Romney to Paul Ryan’s Medicare proposal, progressives don’t forget that there has never been much space between the two running-mates on the national health care program Ryan’s budget would really destroy: Medicaid. Wonkblog’s Suzy Khimm has a reminder today:
Paul Ryan’s Medicare overhaul may be the most controversial part of his budget.But the proposed cuts to the program are not the biggest cuts in the plan.
As Ezra notes, Ryan’s cuts to Medicare “are only 60 percent as large as the cuts to Medicaid and other health-care programs.” What’s more, his biggest change to Medicare wouldn’t kick in until 2023—the start date for his voucher-based premium support program. By comparison, Ryan’s cuts to Medicaid are more drastic, and they start sooner: Between 2013 and 2022, it would make nearly $1.4 trillion in cuts to Medicaid that “would almost inevitably result in dramatic reductions in coverage” as well as enrollment, according to the non-partisan Kaiser Family Foundation.
Over the next 10 years, the Ryan plan would cut Medicaid by $642 billion by repealing the Affordable Care Act and by $750 billion through new caps on federal spending—a 34 percent cut to Medicaid spending over the next decade, according to Edwin Park of the Center and Budget and Policy Priorities.
Who would that impact? First, by overturning the ACA, the Ryan plan would prevent 11 million people from gaining Medicaid coverage by 2022, according to the Congressional Budget Office’s latest estimates….
If states maintained their current level of spending for each Medicaid patient, 19 million more people would have to be cut from the program in 2021 because of Ryan’s block-grant reform, according to the Kaiser Family Foundation. If states managed to curb health-care spending growth in Medicaid, 14 million beneficiaries would still lose Medicaid coverage under the Ryan plan. And that’s on top of the 11 million Americans who would lose Medicaid coverage because the Ryan plan would repeal Obamacare. So all in all, Ryan’s cuts could mean as many as 30 million Medicaid beneficiaries lose their coverage.
Yeah, yeah, I know, old folks vote and in the last two cycles a majority have voted Republican, and po’ folks don’t vote so much, and far more already vote Democratic. But Lord a-mighty: 30 million people potentially losing their health insurance because Romney and Ryan think they need to show more moral fiber. Given Romney’s support for the entire Ryan Budget, that doesn’t even get into the damage wreaked on efforts to help the poor escape from total dependence on cash assistance or private charity by the combined cuts to Medicaid, food stamps, and the earned income tax credit that budget contemplates. And on top of all that, many millions of indigent seniors depend on Medicaid for nursing home care.
So before progressives decide to devote all their time to endless arguments over exactly which term to use for what the Ryan Budget proposes to do to Medicare—vouchers, cost-shifts, abandonment, abolition-of-Medicare-as-we-know it—don’t forget about Medicaid. That’s the Great Society safety net program with the biggest bullseye painted on it.
