“Jeb Bush Pushes To ‘Phase Out’ Medicare”: Slow Learner’s? Ignorance? There’s Just ‘Something’ About Republican Politicians

Republican presidential hopeful Jeb Bush appeared at a New Hampshire event last night sponsored by the Koch brothers’ Americans for Prosperity, and the former governor raised a few eyebrows with his comments on the future of Medicare.

“The left needs to join the conversation, but they haven’t. I mean, when [Rep. Paul Ryan] came up with, one of his proposals as it relates to Medicare, the first thing I saw was a TV ad of a guy that looked just like Paul Ryan … that was pushing an elderly person off the cliff in a wheelchair. That’s their response.

“And I think we need to be vigilant about this and persuade people that our, when your volunteers go door to door, and they talk to people, people understand this. They know, and I think a lot of people recognize that we need to make sure we fulfill the commitment to people that have already received the benefits, that are receiving the benefits. But that we need to figure out a way to phase out this program for others and move to a new system that allows them to have something – because they’re not going to have anything.”

Remember, Jeb Bush is the ostensible moderate candidate in the massive GOP presidential field. It says something important about Republican politics in 2015 when the most mainstream candidate is also the candidate who wants to scrap Medicare altogether.

Regardless, there’s quite a bit wrong with his take on the issue, both as a matter of politics and policy. Let’s start with the former.

The Florida Republican is convinced that “people understand” the need to get rid of Medicare. He’s mistaken. Given the polling from the last several years, what people understand is that Medicare is a popular and successful program, and a pillar of modern American life.

Previous attempts to “phase out” the program have met with widespread public scorn and if Jeb Bush believes he can “persuade people” to get rid of Medicare, he’s likely to be disappointed.

As for the policy, there’s no point in denying that the Medicare system faces long-term fiscal challenges, but to argue, as Jeb Bush does, that Democrats have ignored the conversation is plainly incorrect. On the contrary, while Republicans fight to eliminate the Medicare program, Democrats have had great success in strengthening Medicare finances and extending its fiscal health for many years to come.

The secret, apparently, was passing the Affordable Care Act.

Before “Obamacare” was passed, Medicare was projected to face a serious fiscal shortfall in 2017. As of yesterday, Medicare trustees now believe the system is fiscally secure through 2030.

Kevin Drum noted the slowdown in costs, which is “spectacularly good news.”

Ten years ago, Medicare was a runaway freight train. Spending was projected to increase indefinitely, rising to 13 percent of GDP by 2080. This year, spending is projected to slow down around 2040, and reaches only 6 percent of GDP by 2090.

Six percent! That’s half what we thought a mere decade ago. If that isn’t spectacular, I don’t know what is.

Obviously, all of these projections come with caveats because no one can say with certainty what will happen in the future, but the projections are encouraging – and far more heartening than they were before the ACA passed.

But Jeb Bush is under the impression that Medicare is, without a doubt, doomed, so we might as well get rid of the program now and see what Paul Ryan has in store for seniors in his far-right bag of tricks.

There’s a better way. Medicare’s future is looking brighter, it’s as popular as ever, and its fiscal challenges can be addressed without tearing down the entire system. It’s a matter of political will – either elected policymakers will fight to protect Medicare or they’ll push to eliminate it.

“The Dysfunctional GOP Is Failing To Govern”: It Is Safe To Say Republicans Have No Earthly Idea Of What They Want To Accomplish

It was only January when Republicans took full control of Congress, but already it is safe to say they have no earthly idea of what they want to accomplish.

What we’re seeing is not just a bit of sputtering before the GOP machine cranks up and begins to systematically fulfill its governing plan. There is no plan. Republican majorities in both the House and Senate are so out of control that they’ve managed a feat once thought impossible: They make the Democratic Party look like a model of unity and discipline.

House Speaker John Boehner (Ohio) has never really been in charge of his caucus. But Senate Majority Leader Mitch McConnell (Ky.) was supposed to be a masterful orchestrator, a consummate dealmaker, a skillful herder of cats. So far, he is looking, well, kind of Boehneresque.

McConnell should be deeply embarrassed that a mere freshman, Sen. Tom Cotton (R-Ark.) could invite widespread ridicule by convincing 46 of his colleagues (including McConnell himself) to sign a dangerously inappropriate letter to the leaders of the Islamic Republic of Iran. At once bellicose and patronizing, the letter threatens to undo any agreement President Obama may reach on limiting the Iranian nuclear program.

It is one thing for a rookie senator, perhaps impressed with his new status, to decide he can barge into sensitive international negotiations that are clearly the president’s to conduct. But to convince so many others to go along with such a bad idea suggests a disturbing lack of adult supervision.

Predictably, Senate Republicans who signed Cotton’s missive have had to spend days explaining why. The better question, in my view, is how: Specifically, how could McConnell allow his majority to be hijacked in this manner?

Not that McConnell showed any greater ability to control events during the long and pointless fight over funding for the Department of Homeland Security. Senate Democrats remained united throughout — and, in the end, Republicans who had hoped to reverse Obama’s executive actions on immigration had to capitulate. McConnell, a master of the Senate’s arcane procedures, was reduced to complaining about how the mean old Democrats were using the rules to get their way.

Did McConnell allow the scenario to play out as a way of teaching House Republicans the limits of their power? If so, it was a triumph of hope over experience. We’ve seen this movie again and again, and it always ends the same way: with the House leadership apparently shocked to learn it takes 60 votes to get anything done in the Senate.

For all the post-election talk about how the GOP was going to show the nation it is capable of governing, by now it is clear that many Republicans in Congress do not share this goal.

Since Republicans do not hold the White House or veto-proof majorities in either chamber, governing requires compromise. Refusing to make the compromises needed to pass mandatory legislation, such as budget appropriations, leads to self-inflicted wounds such as government shutdowns for which Congress is blamed. These are not difficult concepts to grasp.

Yet many House Republicans — either for ideological reasons or because they fear inviting a primary challenge from the right — will not compromise at all. They find it more advantageous or satisfying to vote 50-plus times to repeal all or part of Obamacare, knowing they have no chance of succeeding, rather than look for ways to make the program work better for their constituents.

That explains Boehner’s ineffectiveness. But what about McConnell’s? Why hasn’t he taken the reins?

One reason is the number of Republican senators who are thinking about running for president. Opposition to Obama — rather than any set of ideas, values or principles — is the party’s North Star. So if a letter that seeks to torpedo the president’s Middle East policy is circulating in the Senate cloakroom, anyone thinking about the Iowa caucuses is going to sign on.

Another reason might be that McConnell is simply a better counterpuncher than initiator. Or perhaps he just needs to rethink his approach. His failure to get a single Democrat to defect on the Homeland Security votes should convince him that if he is going to be effective in leading the Senate, something’s going to have to change.

As things stand, it is possible to argue that the most capable field marshals in Congress are Senate Minority Leader Harry Reid (Nev.) and House Minority Leader Nancy Pelosi (Calif.). Which makes you wonder just what in the world the Republican Party thinks it might be accomplishing.

“Trillion Dollar Fraudsters”: We’re Looking At An Enormous, Destructive Republican Con Job, And You Should Be Very, Very Angry

By now it’s a Republican Party tradition: Every year the party produces a budget that allegedly slashes deficits, but which turns out to contain a trillion-dollar “magic asterisk” — a line that promises huge spending cuts and/or revenue increases, but without explaining where the money is supposed to come from.

But the just-released budgets from the House and Senate majorities break new ground. Each contains not one but two trillion-dollar magic asterisks: one on spending, one on revenue. And that’s actually an understatement. If either budget were to become law, it would leave the federal government several trillion dollars deeper in debt than claimed, and that’s just in the first decade.

You might be tempted to shrug this off, since these budgets will not, in fact, become law. Or you might say that this is what all politicians do. But it isn’t. The modern G.O.P.’s raw fiscal dishonesty is something new in American politics. And that’s telling us something important about what has happened to half of our political spectrum.

So, about those budgets: both claim drastic reductions in federal spending. Some of those spending reductions are specified: There would be savage cuts in food stamps, similarly savage cuts in Medicaid over and above reversing the recent expansion, and an end to Obamacare’s health insurance subsidies. Rough estimates suggest that either plan would roughly double the number of Americans without health insurance. But both also claim more than a trillion dollars in further cuts to mandatory spending, which would almost surely have to come out of Medicare or Social Security. What form would these further cuts take? We get no hint.

Meanwhile, both budgets call for repeal of the Affordable Care Act, including the taxes that pay for the insurance subsidies. That’s $1 trillion of revenue. Yet both claim to have no effect on tax receipts; somehow, the federal government is supposed to make up for the lost Obamacare revenue. How, exactly? We are, again, given no hint.

And there’s more: The budgets also claim large reductions in spending on other programs. How would these be achieved? You know the answer.

It’s very important to realize that this isn’t normal political behavior. The George W. Bush administration was no slouch when it came to deceptive presentation of tax plans, but it was never this blatant. And the Obama administration has been remarkably scrupulous in its fiscal pronouncements.

O.K., I can already hear the snickering, but it’s the simple truth. Remember all the ridicule heaped on the spending projections in the Affordable Care Act? Actual spending is coming in well below expectations, and the Congressional Budget Office has marked its forecast for the next decade down by 20 percent. Remember the jeering when President Obama declared that he would cut the deficit in half by the end of his first term? Well, a sluggish economy delayed things, but only by a year. The deficit in calendar 2013 was less than half its 2009 level, and it has continued to fall.

So, no, outrageous fiscal mendacity is neither historically normal nor bipartisan. It’s a modern Republican thing. And the question we should ask is why.

One answer you sometimes hear is that what Republicans really believe is that tax cuts for the rich would generate a huge boom and a surge in revenue, but they’re afraid that the public won’t find such claims credible. So magic asterisks are really stand-ins for their belief in the magic of supply-side economics, a belief that remains intact even though proponents in that doctrine have been wrong about everything for decades.

But I’m partial to a more cynical explanation. Think about what these budgets would do if you ignore the mysterious trillions in unspecified spending cuts and revenue enhancements. What you’re left with is huge transfers of income from the poor and the working class, who would see severe benefit cuts, to the rich, who would see big tax cuts. And the simplest way to understand these budgets is surely to suppose that they are intended to do what they would, in fact, actually do: make the rich richer and ordinary families poorer.

But this is, of course, not a policy direction the public would support if it were clearly explained. So the budgets must be sold as courageous efforts to eliminate deficits and pay down debt — which means that they must include trillions in imaginary, unexplained savings.

Does this mean that all those politicians declaiming about the evils of budget deficits and their determination to end the scourge of debt were never sincere? Yes, it does.

Look, I know that it’s hard to keep up the outrage after so many years of fiscal fraudulence. But please try. We’re looking at an enormous, destructive con job, and you should be very, very angry.

“Cruz Tells Small Child, ‘Your World Is On Fire'”: Scare Them While They’re Young And You’ll Have Them For Life

For politicians like Sen. Ted Cruz (R-Texas), fear is an important motivating tool. Listen to the far-right Texan deliver a typical stump speech and you’ll hear quite a few dire assessments from Cruz about nearly everything.

But as a rule, when politicians address small children, they dial it down a notch. It made a Cruz event in New Hampshire the other day that much more noteworthy.

[Cruz said,] “The Obama economy is a disaster. Obamacare is a train wreck. And the Obama-Clinton foreign policy of leading from behind – the whole world’s on fire!”

Julie Trant, a child in the audience, took this literally. “The world’s on fire?” she asked.

“The world is on fire, yes,” said Cruz, not missing a beat as the crowd chuckled. “Your world is on fire.”

Let’s note that the child in this story is just three years old. During the event, she was sitting on her mother’s lap.

Cruz quickly added, however, “But you know what? Your mommy’s here, and everyone’s here to make sure that the world you grow up in is even better.”

Let’s unpack this one:

  1. The “Obama economy,” in reality, is not a disaster. On the contrary, the president’s economic agenda ended the Great Recession, turned the economy around, and created the strongest job growth since the 1990s.
  2. The Affordable Care Act is not “a train wreck.” On the contrary, the ACA is actually succeeding beautifully, exceeding the expectations of many optimists.
  3. The whole world is not “on fire,” at least not any more than usual.
  4. Telling a three-year-old child, “Your world is on fire” is probably inappropriate at any time, but it’s especially unsettling when it’s wrong.
  5. Telling that same child that Republicans are going to “make sure that the world you grow up in is even better” is odd phrasing. “Even better” usually follows “things are good,” not “things are horrible.”

The child’s mother, for what it’s worth, describes herself as “a huge Ted Cruz supporter” and said during a radio interview this morning that she describes the senator as “Uncle Cruz” to her daughter.

“A Virtual War On The Poor And Middle Class”: Give House Republicans Credit For Producing A Budget This Cruel

Everyone condemns politicians for being too quick to pander, too concerned with doing the popular thing, too willing to hide what they really believe in order to curry favor with an unmerciful electorate. So when a group of politicians throws caution to the wind and tells us what they really think despite the political risk, they deserve our praise. So it is with the House Republicans, who have just released their new budget.

That isn’t to say the budget is free of gimmickry or outlandish projections (we’ll get to that in a moment). But let’s look at some of the rather notable things it would do:

Turn Medicare into a voucher program. This is accompanied by a lot of rhetoric about how the magic of the market will hold down costs (just as it has with private insurance — oh, wait) and free seniors from the tyranny of their government insurance plan. Let’s see how that will go over.

Roll back the Affordable Care Act’s expansion of Medicaid and lay the groundwork for further cuts. All those millions of low-income Americans who got coverage through the expansion are suffering terribly, because “Medicaid’s promises are empty, its goals are unmet, and its dollars are wasted.” House Republicans would liberate them from this oppression by taking away their health insurance. The rest of the program would be block-granted so that states could have “flexibility,” which in practice means the flexibility to dump even more patients from their coverage.

Repeal the rest of the ACA. The subsidies that have allowed millions of people to afford insurance? Gone. Protection against denials for preexisting conditions? Not anymore. If you were expecting this to be accompanied by a few comically vague words about “patient-centered reforms” with which the ACA would be replaced while 16 million people are wondering what to do about the coverage they lost, then you’ve been paying attention.

Cut regulations on Wall Street. They’ve been having a real hard time over there, and they could use a helping hand.

Cut environmental regulations. Let’s face it, if the environment is ever going to learn to take care of itself, it needs a little tough love.

Cut Pell grants, which they describe as “targeting Pell Grants to students who need the most assistance.”

Block-grant food stamps, or turn them into a “State Flexibility Fund.” There’s that word again.

Most of these ideas are presented without any actual dollar figures attached to them, but there is “a magic asterisk” in a table located in an appendix, as Max Ehrenfreund points out. This is more than a trillion dollars of savings they claim they’ll get from “Other Mandatory” spending. Ehrenfreund explains:

Other than health care and Social Security, mandatory spending includes a range of programs such as food stamps, disability payments for veterans, the earned income tax credit, and Pell grants for college students. The budget document did not specify which would be cut. Even presuming very large cuts to these programs, though, it was still unclear how lawmakers expected to come up with $1.1 trillion, said Bob Greenstein, president of the Center on Budget and Policy Priorities.

By comparison, the Republican majority in the House voted in favor of reducing the budget for food stamps in 2013. The controversial measure passed only narrowly, with every Democrat and a few Republicans opposed. Many worried the cut was too severe, but it totaled $40 billion, just a sliver of the savings claimed in this week’s proposal.

At this stage, it isn’t so terrible for their proposals to lack specificity; this part of the budget process is meant to sketch a broad outline, while later legislation will set all the particulars. But let’s give the House Republicans credit. They aren’t shying away from talking about voucherizing Medicare (as their Senate colleagues did), and the rest of the document lays out a virtual war on the poor and middle class. They may toss the word “opportunity” in here and there, but the document is a bracing statement of Republican ideology.

Which is as it should be. Sure, the White House is going to criticize it, because the Democrats’ priorities are very different. Now we can have a debate. Should we turn Medicare into a voucher program? Should we toss millions of people off Medicaid and take away the subsidies that allow millions more to afford insurance? Should we cut food stamps and education grants? What are the alternatives? Those are the questions that debate should address, and then the two sides will have to arrive at a budget that incorporates the answers.
