“Vagueness In, Vagueness Out”: Foreign Policy Is Hard For Mitt Romney

In today’s Wall Street Journal, Mitt Romney takes to the op-ed page to offer his vision for a new American policy in the Middle East. Apparently, the tragic recent events in Benghazi have convinced Romney and his advisors that something is going on over there, and though they aren’t sure exactly what, it’s definitely something, and therefore Romney ought to come and say something about it, to show everyone how wrong Barack Obama is. If you thought Romney was being vague about his domestic policy, that’s nothing compared to what he has to say about foreign policy.

The first half of the piece is the standard criticism of the Obama administration (he’s weak!), and here’s the part where Romney lays out in specific detail exactly what he’d do differently:

In this period of uncertainty, we need to apply a coherent strategy of supporting our partners in the Middle East—that is, both governments and individuals who share our values. This means restoring our credibility with Iran. When we say an Iranian nuclear-weapons capability—and the regional instability that comes with it—is unacceptable, the ayatollahs must be made to believe us.

It means placing no daylight between the United States and Israel. And it means using the full spectrum of our soft power to encourage liberty and opportunity for those who have for too long known only corruption and oppression. The dignity of work and the ability to steer the course of their lives are the best alternatives to extremism.

But this Middle East policy will be undermined unless we restore the three sinews of our influence: our economic strength, our military strength and the strength of our values. That will require a very different set of policies from those President Obama is pursuing.

The 20th century became an American Century because we were steadfast in defense of freedom. We made the painful sacrifices necessary to defeat totalitarianism in all of its guises. To defend ourselves and our allies, we paid the price in treasure and in soldiers who never came home. Our challenges are different now, but if the 21st century is to be another American Century, we need leaders who understand that keeping the peace requires American strength in all of its dimensions.

OK, so what do we have here? America needs to support our partners. We need to restore our credibility with Iran, by making them believe that we really, really don’t want them to have nuclear weapons. We need to place no daylight between ourselves and Israel. And we need to encourage liberty and opportunity. That line about “the dignity of work” is a little odd—maybe the problem they have in the Middle East is too many 47 percenters? So where’s the new policy again?

But in the next paragraph, he says he’s going to give us “a very different set of policies.” So here it comes, right? The answer is … “American strength in all its dimensions.” Ah yes. Strength. Resolve. If you ask “How, precisely, will you achieve these goals?” then you’re obviously a weakling who can’t grasp the full majesty of Mitt Romney’s chin, which when jutted in the direction of our adversaries will make them quake before us and submit to our demands.

I can muster a little bit of sympathy for Romney here. Middle East politics is hard! A permanent settlement between the Israelis and the Palestinians seems all but impossible, particularly given that the policy of the Israeli government essentially comes down to “the beatings will continue until morale improves.” The question of Iran’s nuclear aspirations offers nothing but bad alternatives. Romney keeps saying he wants America to “shape events” in the Middle East, but as president after president has discovered, that’s a tall order. You can certainly shape events by invading somebody, but that tends to come with some problematic repercussions.

But the real reason Romney seems incapable of offering any specific policies he wants to change is that he can’t quite figure out which Obama policies he objects to. His criticism is that Obama is “weak,” so the alternative he offers is that he’ll be “strong.” Vagueness in, vagueness out.

“A Strategic Conundrum”: Defining The Presidential Debate Game

In this week’s debate, Mitt Romney has too much to do. President Obama has a great deal to lose. Romney’s is the most difficult position. Obama’s is the most dangerous.

Romney needs to use the Denver encounter to reverse the slide he has found himself in since the party conventions. While Republican partisans claim that many of the public polls survey too many Democrats and are thus casting Romney as further behind than he is, the behavior of the Romney campaign suggests it does not believe this. Many of its recent strategic moves have smacked of damage control and appear to reflect an understanding that if the campaign stays on its current trajectory, Obama will prevail.

The most dramatic evidence was the decision to air a 60-second spot touting Romney’s compassion, clearly an effort to counter the disastrous impact of the leaked video showing the Republican nominee writing off 47 percent of the electorate. The former Massachusetts governor’s private words only reinforced months of advertising by Obama and allied groups portraying Romney as a wealthy, out-of-touch champion of the interests of the very rich. Recent polling in swing states has shown that this attack has stuck.

Most striking of all, a campaign that has been relentless in assailing Obama abandoned this approach for a moment in the compassion ad by having Romney declare that “President Obama and I both care about poor and middle-class families.” Challengers are always in a weak position when they have to hug their opponent for validation. This is a defensive move, a sign of how worried Romney is about Obama’s lead in the surveys as a friend of the middle class and the needy.

That’s why the debate is a strategic conundrum for Romney. On the one hand, he has to use it to change his image, particularly among women and the blue-collar white voters he needs to counter Obama’s overwhelming margins among African-Americans and Latinos. This sort of repair work takes debate time and energy away from Romney’s primary task, which is to put Obama on his heels about his record.

Romney will have to pull off this two-step at a moment when his campaign has been forced into a course correction. The polls suggest Romney is losing what he once thought were his biggest assets against Obama: Swing-state voters, albeit narrowly, now favor Obama as a future steward of the economy and are in a somewhat better mood about its condition. With Romney not certain he can count on the economy as the issue to power him through the campaign’s final weeks, he is scrambling to find other themes. This very process undermines the focus of his efforts and gives his argument a scattershot feel.

Paradoxically, Obama’s advantages over Romney create the president’s biggest debate challenge. He does not want to take great risks because he doesn’t have to. Above all, he wants to avoid a major blunder that would dominate the post-debate news and replace Romney’s problems and mistakes as the principal elements in the media’s narrative.

Yet concentrating too much on avoiding mistakes could itself prove perilous. An excessively cautious performance could give Romney an opening to take over the debate and make the president look reactive. If Romney showed one thing in the primaries, it is that he can be ferocious when faced with the need to dispatch an opponent. Recall the pummeling Romney gave Newt Gingrich in a Jan. 26 debate before the Florida primary.

And while guarding against any hint of passivity, Obama will have to avoid intimations of arrogance or overconfidence. Al Gore marred an otherwise strong night with his rather dismissive sighs during a 2000 debate with George W. Bush. If a comparable moment from Obama is what Romney will hope for from the debate, Obama’s aspiration is for a showdown in which he calmly, perhaps even amiably, maintains focus on the subjects that have consistently given Romney such trouble. Every mention of the number 47 will be a victory for Obama.

One of the shortcomings of the contemporary media environment is that while debates are supposed to be occasions when candidates thrash out matters of consequence thoughtfully and in detail, the outcomes are often judged by snippets that are more about personal character than issues or problems. Journalists, to invoke the most promiscuously deployed phrases, are forever in search of “defining moments” and “game-changers.”

By this standard, Romney very much needs that game-changer. Obama can live quite happily without one.

“The Chosen One”: Mitt Romney’s Peculiarly Mormon Elitism

At first blush, it’s difficult to equate Mitt Romney’s faith with his recent comments that he’s powerless to convince America’s victim class–that 47% of the country he says are dependent on government entitlements–to vote for him. Isn’t Mormomism predicated upon the missionary effort to convert complete strangers (not to mention redistribution of wealth, through tithing)? Indeed, when the 47% video surfaced, many simply assumed the candidate was just pandering to the crowd of $50k/plate donors. The Real Romney was back somewhere in 2006.

But in his excellent piece on Romney’s work as Mormon state leader in Massachusetts, New York’s Benjamin Wallace-Wells makes a convincing case that Romney’s faith and his elitism are in fact closely linked. Wallace-Wells reports that Romney’s missionary work in Lynn, Massachusetts, during which he oversaw a mostly failed attempt to convert a Cambodian community, never discouraged him. While others in his Church grew frustrated at their fruitless efforts, Romney seemed satisfied with their minimal progress, telling a colleague that “if you only get a handful of members, that’s still a good result.”

Romney’s missionary efforts were guided by the belief that if one was able to correctly follow Church guidelines, he would achieve salvation. If not, oh well. As Wallace-Wells put it: “What he offered was salvation via a rule book, a recipe for getting ahead in America that had less to offer the doubters, the uncommitted, the foreign.” Romney, perhaps swayed by the influence of party elites and his running mate Paul Ryan, has now lumped 47% of America into that same category.

In this way, Romney conceived of himself as a member of a series of overlapping elite clubs–Mormons, businessmen, suburban family men–who have played by the rules, and justly reaped the benefits. Quoting the Mormon scholar Claudia Bushman, Wallace-Wells writes that Romney seems to abide by the traditional Mormon perspective that he is something of a chosen one, inhabiting “an island of morality in a sea of moral decay.”

But the idea of elite membership–of exalted status–goes beyond this. Mormon faith holds that men don’t only wish to please God, they can eventually join him, be him. As Harold Bloom–that sometimes scholar of Mormonism–wrote last fall in the New York Times, “Mormons earn godhead though their own efforts…the Mormon patriarch, secure in his marriage and large family, is promised by his faith a final ascension to godhead, with a planet all his own separate from the earth and nation where he now dwells.”

This is not to say Romney thinks Mormonism represents the only path toward material success. Rather, Romney’s own Mormonism–and his success by it–simply reinforces the merits of the “No Apology” elitism he’s adopted on the campaign trail.

“RomneyUseToCare”: Mitt’s New “I Care” Message Makes A Pretty Good Case For Obamacare

Mitt Romney, slipping in the polls after his bizarre dismissal of 47 percent of the American people as a “dependent” class with which he would not concern himself, has come up with a new tactic to revive his ailing campaign: compassion.

His message: “I care.”

“There are so many people in our country who are hurting right now,” says the Republican nominee for president. “I want to help them.”

And how does Mitt confirm his concern?

By embracing healthcare reforms that use the power of government to assure that Americans who have no insurance protection—or inadequate insurance—are provided with access to the coverage and the care they need.

“Don’t forget—I got everybody in my state insured,” Romney told NBC News while campaigning in Toledo, Ohio. “One hundred percent of the kids in our state had health insurance. I don’t think there’s anything that shows more empathy and care about the people of this country than that kind of record.”

Give Mitt his due.

As governor of Massachusetts, he did indeed establish a statewide program to expand access to healthcare. He was so associated with the program that it’s come to be known as “Romneycare.”

Just like President Obama’s association with the reasonably similar Affordable Care Act at the federal level led to it being dubbed “Obamacare.”

Both programs are imperfect, especially in the eyes of supporters of broader reform, such as the “Medicare for All” proposals advanced by Senator Bernie Sanders and other progressives.

But let’s accept that working to enact them qualifies as evidence of at least some degree of empathy.

So Romney cares—or, at the least, he cared.

And Obama cares.

The political question that remains to be resolved is this: How does Mitt Romney argue that Americans should vote for him because he cared about those who needed healthcare in Massachusetts while Romney is, at the same time, arguing that Americans should not vote for Barack Obama because he cared about those who needed healthcare in the other forty-nine states?

“New Wrapping, Same Contents”: Re-Packaging Mitt Romney As A Compassionate Conservative

“My heart aches for the people I’ve seen,” Mitt Romney said, on the second day of his Ohio bus tour. He’s now telling stories of economic hardship among the people he’s met.

Up until now, Romney’s stories on the campaign trail have been about business successes – people who started businesses in garages and grew their companies into global giants, entrepreneurs who succeeded because of grit and determination, millionaires who began poor. Horatio Alger updated.

Curiously absent from these narratives have been the stories of ordinary Americans caught in an economy over which they have no control. That is, most of us.

At least until now.

“I was yesterday with a woman who was emotional,” Romney recounts, “and she said, ‘Look, I’ve been out of work since May.’ She was in her 50s. She said, ‘I don’t see any prospects. Can you help me?’”

Could it be Romney is finally getting the message that many Americans need help through no fault of their own?

“There are so many people in our country that are hurting right now,” Romney says. “I want to help them.”

Later in the day, Romney told NBC that because of his efforts as governor of Massachusetts, “one hundred percent of the kids in our state had health insurance. I don’t think there’s anything that shows more empathy and care about the people of this country than that kind of record.”

But the repackaging of Mitt as a compassionate conservative won’t work. The good citizens of Ohio — as elsewhere — have reason to be skeptical.

This is, after all, the same Mitt Romney who told his backers in Boca Raton that 47 percent of Americans are dependent on government and unwilling to take care of themselves.

It’s the same Romney who was against bailing out GM and Chrysler. One in eight jobs in Ohio is dependent on the automobile industry. Had GM and Chrysler gone under, unemployment in Ohio would be closer to the national average of 8.1 percent than the 7.2 percent it is today.

This is the same Romney who has been against extending unemployment benefits. Or providing food stamps or housing benefits for families that have fallen into poverty. Or medical benefits. To the contrary, Romney wants to repeal Obamacare, turn Medicare into vouchers, and turn Medicaid over to cash-starved states.

This is the same Mitt Romney who doesn’t worry that Wall Street financiers — including his own Bain Capital — have put so much pressure on companies for short-term profits that they’re still laying off workers and reluctant to take on any more.

And the same Mitt who doesn’t want government to spend money repairing our crumbling infrastructure, rebuilding our schools, or rehiring police and firefighters and teachers.

Romney says he feels their pain but his policy prescriptions would create more pain.

Mitt Romney’s real compassion is for people like himself, whom he believes are America’s “job creators.” He aims to cut taxes on the rich, in the belief that the rich create jobs — and the benefits of such a tax cut trickle down to everyone else.

Trickle-down economics is the core of Romney’s economics, and it’s bunk. George W. Bush cut taxes — mostly for the wealthy — and we ended up with fewer jobs, lower wages, and an economy that fell off a cliff in 2008.

In Ohio Romney is repeating his claim that, under his tax proposal, the rich would end up paying as much as before even at a lower tax rate because he’d limit their ability to manipulate the tax code. “Don’t be expecting a huge cut in taxes because I’m also going to be closing loopholes and deductions,” he promises.

But Romney still refuses to say which loopholes and deductions he’ll close. He doesn’t even mention the “carried interest” loophole that has allowed him and other private-equity managers to treat their incomes as capital gains, taxed at 15 percent.

What we’re seeing in Ohio isn’t a new Mitt Romney. It’s a newly-packaged Mitt Romney. The real Mitt Romney is the one we saw on the videotape last week. And no amount of re-taping can disguise the package’s true contents.
