“Imagine; The Democratic States Of America”: Is It Finally Time For Us Northeners To Encourage The South To Go Its Own Way?
I have a confession to make: I’m prejudiced against the South. You might even call me an anti-Southern bigot.
I’m not proud of it. It’s just a fact. I grew up a liberal, secular Jew in New York City and southern Connecticut — a Yankee through and through. The thought of “my” America being yoked together with a region that fought a bloody, traitorous war to defend the institution of slavery and a way of life based upon it — well, it just felt morally grotesque. That this same region persisted in de jure racism (backed up by brutal violence) right up through the decade prior to my birth in 1969 only made it more galling.
I became more conservative in my 20s. But it was the conservatism of the urbane, formerly left-liberal, mostly Jewish neocons, which is (or at least used to be) the furthest thing from the Southern, populist wing of the Republican Party that, in our time, sets the tone and agenda for the party as a whole. And as I’ve moved a few clicks back in the direction of my youthful liberalism over the past decade and become an unapologetic anti-Republican, my distaste for the South hasn’t diminished.
That’s why I get a little kick out of it any time I hear someone make an argument in favor of Southern secession — whether it’s a Southerner who wants to get the hell out of Obama’s godless Euro-socialist dystopia or a Northern liberal wishing the yokels would do exactly that.
Sure, Lincoln was willing to sacrifice vast quantities of blood and treasure to keep the South from bolting for the exits. But that was eons ago. And some days — like today, less than a week from the likely seizure of the Senate by the Southern-dominated GOP — I find myself wishing the South would make another go of it.
Today, the Democrats control the Senate by a margin of 53 to 45. Two senators, Bernie Sanders of Vermont and Angus King of Maine, call themselves independents but caucus with the Democrats, bringing their effective total up to 55 seats. The House of Representatives, meanwhile, is held by the Republican Party by a margin of 233-199.
But without the 11 states of the Confederacy? Whoa boy. By my calculations, Democrats (with Sanders and King) would control the Senate by a wildly lopsided margin of 49 to 29 seats. And the House — entrenched power-base of the post-Gingrich GOP backed up by jimmy-rigged gerrymandering? Without the South, Democrats would hold the House easily, 160-135.
Then there’s the White House, where even with the South the Democrats hold an electoral edge rooted in ideology and demographics. If the 2012 election had been held in a post-secession America, Barack Obama’s 332-206 Electoral College romp would have become a monumental wipeout of 290-88. As for 2004, it would have gone from a relatively narrow win (286-251) for George W. Bush to a John Kerry landslide of 251-133.
Without the South, the country could very well be renamed the Democratic States of America.
Secession would have numerous policy implications. The deficit would likely shrink, since despite the South’s fondness for anti-government rhetoric and ideology, the region benefits substantially more from federal programs than it pays into the federal treasury. Serious gun control legislation might actually make it through Congress. ObamaCare would probably work better (the South has led the way in refusing to expand Medicaid), but it might also be possible to pass the kind of sweeping reform of the health-care system (single payer) that proved impossible for Obama.
In sum, the U.S. without the South would look an awful lot more like Canada and Europe than it currently does — while the newly independent Confederate States of America would likely look like, well, nowhere else in the civilized world. Rates of poverty, already among the highest in the nation, would probably leap higher still. Guns would be ubiquitous. Without a meddlesome Supreme Court to uphold reproductive rights, women in the New Confederacy might find it impossible to obtain abortions. Something similar would probably hold for gay rights (not just with regard to marriage, but even including sexual activity itself) and, of course, for African American voting rights. (Ten out of 11 states in the South have passed voting restrictions in the past four years. Imagine what would happen without what remains of the Voting Rights Act and the oversight of federal courts?)
So what do you say? Is it finally time for us Northeners to encourage the South to go its own way?
I’d be inclined to say yes, except for one thing. I have family members in the Midwest who hold views as conservative as those that prevail across wide swaths of the South. If it’s ideology and culture (rather than region) that divides us, then shouldn’t these Fox News aficionados join in the exodus? And come to think of it, my neighbor down the street in the Philadelphia suburbs has a Tea Party bumper sticker on his pickup truck. Maybe he’d be better off relocating somewhere south of the Mason-Dixon line, too.
You get the idea.
The dysfunction of our public institutions and the ideological polarization and self-segregation of our culture can easily convince us that we lack any common ground with those on opposite sides of the various conflicts that divide us. And yet here we are, sharing the same soil, the same history, the same democratic norms and ideals. If we don’t want to set a centrifugal precedent that states and even smaller groups of citizens are free to break off from the country and set out on their own at the first sign of tension — a precedent that if acted on with any regularity could easily lead to the dissolution of the nation itself — we need to accept that we’re stuck with each other and have no responsible choice but to learn, somehow, to get along.
Maybe that Lincoln fellow was onto something after all.

“The South’s Victim Complex”: How Right-Wing Paranoia Is Driving New Wave Of Radicals
Southern voters will go to the polls in November 150 years, almost to the day, after Gen. Sherman commenced his March to the Sea, breaking the back of the Confederacy and leaving a burnt scar across the South. The wound never fully healed. Humiliation and resentment would smolder for generations. A sense of persecution has always mingled with the rebellious independence and proud notions of the South’s latent power, the promise that it “will rise again!” Congressman Paul Broun Jr., whose Georgia district spans nearly half of Sherman’s calamitous path to Savannah, evoked the “Great War of Yankee Aggression” in a metaphor to decry the Affordable Care Act on the House floor in 2010. The war, in Broun’s formulation, was not a righteous rebellion so much as a foreign invasion whose force still acts upon the South and its ideological diaspora that increasingly forms the foundation of conservatism.
The persecution narrative deployed by Broun, so woven into Southern culture and politics, has gained national currency. Contemporary conservatism is a Southern politics. Ironically, the Southern persecution narrative, born of defeat, has spread nationwide to form the basis of Republican victories since Reagan and the conservative hegemony that moderated President Clinton, establishing through President George W. Bush nearly 40 years of rightward movement at the national level. It is the South’s principal political export, now a necessary ideological substrate in Republican rhetoric. Lee Atwater, the Karl Rove of the Reagan era, explained the nationalization of Southern politics accomplished with the 1980 campaign and election of President Reagan: “The mainstream issues in [the Reagan] campaign had been, quote, ‘Southern’ issues since way back in the Sixties,” Atwater said in 1981. Likely the foremost representative of that Southern mood was Alabama’s George Wallace, who in his 1963 gubernatorial inaugural address, the infamous “Segregation Forever” speech, invoked Robert E. Lee and Jefferson Davis and raged that “government has become our god.” Just months later, that omnipotent force would defeat Wallace when President Kennedy federalized the Alabama National Guard and forced desegregation at the University of Alabama. Wallace, though, would be rewarded for his stand, and the governor carried five Deep South states in his 1968 presidential run.
A century after the Civil War and Reconstruction, the 1960s was a sort of second federal invasion, with the White House strong-arming Wallace, Supreme Court decisions finally implementing Brown’s desegregation order, and the Civil Rights and Voting Rights Acts radically reshaping Southern politics and culture. “The South went from being behind the times to being the mainstream,” Atwater said. It is helpful to consider the inverse: The mainstream GOP adopted the ’60s-era mood of the South. Atwater does not suggest that the South caught up with a modernized conservatism — i.e., that it ceased to be “behind the times” — but that the larger movement regressed, albeit with rhetorical coding to evade charges of old-school racism.
Since Reagan, then, conservatism’s principal issues cannot be extricated from what animated them in the Southern milieu of their birth. The North, if now only a phantom, prefigured the foreign other always at work in the modern conservatism borrowed from the South. Every major issue is argued in terms of persecution and attack. The racial minority is not the oppressed subaltern but a threat, whether physical or fiscal. Liberatory advances for women and LGBT Americans are assaults upon the family. Religious pluralism and fortifications of the wall between church and state evoke biblical accounts of Christian persecution. Deviations from increasingly neoliberal capitalism are described as authoritarian socialism. Relaxation of military aggression, especially under Obama, is even seen as collusion with the enemy.
Broun, a skilled purveyor of a Southern politics of persecution, was an early alarmist, predicting a violently oppressive, explicitly Hitlerian regime just days after President Obama’s election in 2008. Broun’s repeated evocation of Hitler and Stalin would later find its way into the crass iconography of Tea Party protests. The stakes have always been existential to Broun. In an almost mystical ritual, Broun, a born-again Christian, snuck onto the inaugural stage in 2009 to anoint the door through which Obama would pass with holy oil, entreating God to come to the aid of His besieged and cleanse the new president of his tyrannical evil. Broun’s persecution narrative, dismissed by many at the time as hayseed hyperbole, now forms the basis of conservative arguments on nearly every issue. Texas Sen. Ted Cruz, likely 2016 presidential candidate whose star is still rising, adopts the “we want our country back” language and eschatological stakes of the Tea Party. Cruz is joined by newcomer Sens. Ron Johnson, Mike Lee and Rand Paul to form a conservative insurgency in a chamber historically governed by staid and statesmanlike members.
There is a problem, though, for the GOP in the 2014 and subsequent elections: Once the Fort Sumter-like salvo of superlatives and hyperbole is launched, it is likely impossible to quiet the fear and anger of the party’s base. Broun’s successor to represent the shamed land of Sherman’s path brings his own scorched earth rhetoric, sounding more 1860 than 2014. The presumptive successor, Rev. Jody Hice, whose primary win makes November’s general little more than a formality in the heavily conservative district, speaks uniformly in the language of persecution and insurrection. Like, actual insurrection. Hice regularly demands that Americans be permitted the full means of war — e.g., rockets, missiles, etc. — in order to prepare for an eventual armed conflict with the “secular,” “socialist” state. Hice, an evangelical pastor, is an unapologetic theocrat whose persecution complex pervades the entirety of his apocalyptic politics. Hice makes Broun look cuddly by comparison.
The GOP suffers through an internecine fight that shows little sign of slowing. The party’s internal conflict reached its latest peak in primary battles in two prominent Confederate locales: House Majority Leader Eric Cantor’s historic loss in the old capital of the Confederacy and Sen. Thad Cochran’s controversial victory in Jefferson Davis’ Mississippi, a state whose flag still bears the Confederate battle emblem. Cantor’s primary defeat would have been inconceivable just a few years ago, but the very fervor stoked by Cantor for what many saw as an eventual run at the speakership metastasized further into an implacable anti-establishment impulse from which even Cantor was not exempt. Cochran, targeted as an establishment senator, had to resort to DEFCON 1 tactics and openly beseech Mississippi’s black Democrats to lift him over Tea Party candidate Chris McDaniel, a move that became something of a right-wing Alamo. In a late primary strategy, Jody Hice went public with the assertion that his opponent, a pro-business, establishment candidate, was courting the enemy in what the Hice campaign called a “Mississippi Strategy.”
A sort of Mason-Dixon line has begun to trace its way along the GOP’s internal fissures, threatening the coalition solidified by Reagan and sustained through the Bush presidency. After more than a generation of cultivating a narrative founded on persecution and insurrection, the GOP runs the risk of falling victim to a Maslow’s hammer-type predicament. If all you have is victimhood, all disagreement starts to look like oppression, even within your own party. The more Southern, rural, Tea Party wing of the GOP is beginning to resemble the People’s Front of Judea from Monty Python’s “Life of Brian,” whose antipathy toward their Roman oppressors was exceeded only by their hatred for the Judean People’s Front.
Big business and national security Republicans of the party establishment, having benefited from the zeal brought by the martial politics of Southerners, can no longer control the emboldened rogues. The debt ceiling and shutdown episodes, pursued with crusade-like passion by conservative zealots, now frighten big business. Speaker John Boehner revealed the growing rift in a frank press conference after the 2013 shutdown, saying that Tea Party-affiliated groups have “lost all credibility.” Similarly, the intensifying isolationism of politicians like Sen. Rand Paul threatens Republican hawks’ long-standing hold on foreign policy matters.
When he reaches Congress, Rev. Hice will likely be laughed at, just as Broun was. But the politics Broun brought to Washington in 2007 is no longer a joke. The anger in the South is real. Voters along Sherman’s route have their own torches now. Hice’s theocratic, paranoiac and insurrectionist politics should not be scoffed at, if the trajectory charted by Southern politicians like Broun will be bent further with a new wave of radicals and a purging of moderates. The South is finally rising.

“The South’s Lesson For The Tea Party”: Will They Reject The Siren Song Of Nativism And Populism?
Last week’s Republican primary in Tennessee resulted in a comfortable win for Senator Lamar Alexander over his Tea Party-backed challenger, State Assembly Representative Joe Carr. But make no mistake: The Tea Party is on a roll across the South, having mounted major primary challenges in Texas, Mississippi and South Carolina, and knocked out Representative Eric Cantor of Virginia.
The movement’s success, with its dangerous froth of anti-Washington posturing and barely concealed racial animus, raises an important question for Southern voters: Will they remember their history well enough to reject the siren song of nativism and populism that has won over the region so often before?
We often think of the typical segregationist politician of yore as a genteel member of the white upper crust. But the more common mode was the fiery populist. Names like Thomas E. Watson of Georgia, “Pitchfork” Ben Tillman of South Carolina and James K. Vardaman and Theodore G. Bilbo of Mississippi may be obscure outside the South, but for most anyone brought up here, they loom large.
In the early 20th century, these men rose on an agrarian revolt against Big Business and government corruption. They used that energy, in turn, to disenfranchise and segregate blacks, whose loyalty to the pro-business Republican Party made them targets of these racist reformers.
Their activities spawned a second wave of Southern Democratic populists, who defied federal court orders and civil rights legislation during the 1960s, even as more moderate politicians were moving on. Gov. George C. Wallace of Alabama, among others, portrayed himself as a tribune of the working class while championing segregation.
It’s hard not to hear echoes of those eras today. Tea Party candidates have targeted federal taxes and spending, while attacking Chamber of Commerce interests and the leadership of the Republican Party. Racism has been replaced with nativism in their demands for immigration restrictions, but the animosity toward the “other” is the same. And there remains a whiff of the ancient fumes of bitter-end resistance: Chris McDaniel, a state senator who took Senator Thad Cochran into a runoff in Mississippi, still refuses to accept the validity of the election.
Mr. McDaniel had all the bona fides of an old-time demagogue. He was once a conservative radio talk show host who dabbled in ethnic innuendo. He made appearances before neo-Confederate organizations. When Mr. Cochran solicited votes in the runoff from black Mississippians, Mr. McDaniel’s supporters vowed to monitor polling places in black-majority precincts, a move reminiscent of old-fashioned Election Day intimidation.
Tea Party spokesmen, as well as the Republican establishment, complain that the movement was unfairly trumped by a race card. Whit Ayres, a Republican pollster working for Mr. Alexander, says the movement isn’t racist, but rather it represents people “who are economically pressed, who feel betrayed, who feel leaders in Washington caused their housing values to decline, for their retirement accounts to plummet.”
But that’s precisely the point, and the hope, for those worried about the Tea Party insurgency. What looks like a mounting wave may have reached its crest this year, running up against the many Southerners — white and black, liberal and conservative — who know well how such passions were once perverted by demagogues.
It’s trite to recall William Faulkner’s line about the past not being the past, but Southerners do remember their history: A considerable body of literature about the populist rebellion was once required reading in college for a generation of Mississippians old enough to remember the second reactionary period 50 years ago.
In “The Mind of the South,” still in print seven decades after it was published, W. J. Cash wrote that populist forces in the region were driven by “the rage and frustration of men intolerably oppressed by conditions which they did not understand and which they could not control.” And A. D. Kirwan’s 1951 history, “Revolt of the Rednecks,” traced the political rise of the Mississippi racists Vardaman and Bilbo to the disillusionment of white farmers who felt “forgotten” and singled out by “an enemy class” of Wall Street speculators and railroad owners backed by big government. The economic struggle, Kirwan wrote, was “complicated by the Negro,” who became a victim of the politicians’ zeal to prevent blacks from holding any power.
Education became their whipping boy. A century ago, the first wave of populist demagogues withheld funds for poor, segregated schools and tried to purge college faculties of nonbelievers. The second wave, citing “states’ rights,” threatened to shut schools rather than integrate and denounced federal aid to education as a sinister investment. In the Cochran-McDaniel race, you could hear that same strain in Tea Party criticisms of the federal government, of federal aid to education and of the “establishment.”
Over a century ago, demagogues did more than anyone to impose the system of strict segregation that lasted until the 1960s. The second wave, though successful in some places, was turned back in others, by moderate, middle-class Southern whites who were tired of seeing their region isolated and stigmatized. With Mr. Cantor’s loss, Mr. Cochran’s narrow survival and Mr. Alexander’s clear victory, we are faced with an open, and very unsettling question: Which way will the South go this time?
