“Derailing The GOP Jihad”: Deeper Message, Republicans Wasted A Year Arguing What Turned Out To Be Phony Issues

The Senate Intelligence Committee made headlines last week by reporting that the 2012 attack in Benghazi was preventable. But frankly, we knew that. The deeper message of the bipartisan report was that Republicans in Congress wasted a year arguing about what turned out to be mostly phony issues.

The GOP’s Benghazi obsession was the weird backdrop for foreign-policy debate through much of last year.

Sen. Lindsey Graham used it as a pretext for blocking administration nominations. Rep. Darrell Issa used the issue to impugn the integrity and independence of a review conducted by retired Adm. Mike Mullen and former Ambassador Tom Pickering.

Driving the Republican jihad was a claim, first reported in October 2012 by Fox News, that CIA personnel had wanted to respond more quickly to the Benghazi attack but were ordered to “stand down,” perhaps by political higher-ups. Although this claim was promptly rebutted by CIA officials, it was repeated by Fox at least 85 times, according to a review by the liberal advocacy group Media Matters. This barrage fueled Republican charges that the Democrats were engaging in a cover-up.

The Senate Intelligence report addressed this inflammatory charge head-on. “The committee explored claims that there was a ‘stand down’ order given to the security team at the annex. Although some members of the security team expressed frustration that they were unable to respond more quickly to the mission compound, the committee found no evidence of intentional delay or obstruction by the chief of [the CIA] base or any other party.”

The Senate panel also rejected the insinuation, made repeatedly by Republicans, that the Obama administration failed to scramble available military assets that could have defended the Benghazi annex and saved the lives of the four American victims. “There were no U.S. military resources in position to intervene in short order in Benghazi,” the report says flatly. “The committee has reviewed the allegations that U.S. personnel … prevented the mounting of any military relief effort during the attacks, but the committee has not found any of these allegations to be substantiated.”

These are bipartisan findings, mind you, endorsed by the panel’s Republican members as well as Democrats. GOP members offered some zingers in their additional minority views, but the Democrats rightly credited their colleagues for standing up to the right-wing spin machine: “We worked together on a bipartisan basis to dispel the many factual inaccuracies and conspiracy theories related to the Benghazi attacks.”

The Obama administration’s supposed cover-up on Benghazi became a crusade for leading Republicans. A low point came when Issa’s Committee on Oversight and Reform issued a report last September questioning “the independence and integrity of the review” by the Mullen-Pickering group. These were extraordinary charges to make against a former chairman of the Joint Chiefs of Staff and a former ambassador to six countries — especially since Issa didn’t present any conclusive evidence to back up his allegations.

The Republican tirades about Benghazi were unfortunate not just because they were based on erroneous speculation but because they distracted policymakers from the real challenge of framing coherent policy in the Middle East. Sometimes, it seemed as if Benghazi finger-pointing was the only issue that leading Republicans cared about.

In fact, the Senate Intelligence report echoes many of the themes of the earlier report by the Accountability Review Board, which noted “systemic failures and leadership and management deficiencies.” Warnings about deteriorating conditions in Benghazi were ignored; proposals to add additional security there were rejected; even as evidence mounted of al-Qaeda’s growing power in Benghazi, the State Department failed to respond adequately. The Senate report makes clear that some important security mistakes were made by Ambassador Christopher Stevens, the courageous but sometimes incautious diplomat who was among those who died in the attack.

Perhaps the silliest aspect of the Benghazi affair was the focus on the errant “talking points” prepared for Congress, which cited incorrect intelligence about “spontaneous demonstrations” in Benghazi that wasn’t corrected by the CIA until a week after the points were delivered on Sunday talk shows by Susan Rice, then U.N. ambassador. Rice is still under a cloud because she repeated the CIA’s “points” prepared at Congress’ insistence.

Next time, the Senate report notes, the intelligence community should just tell Congress what facts are unclassified — and let the legislators do the talking.

“The Anti-Establishment Establishment”: In The GOP, The “Kids” Have Stopped Listening And The “Adults” Are No Longer In Control

To those of us who are perpetually skeptical of the alleged power of the incredibly “adult” and deeply “responsible” Republican Establishment to keep the “constitutional conservatives” in line, a Timothy Carney piece in the Washington Examiner earlier this week was especially interesting. It argued that the ability of said Establishment to kick ass and take names in Congress was being sharply eroded by the loss of a monopoly over money and jobs in Washington:

Cold cash, together with control of institutions, is what makes the Establishment the Establishment. But in the current Republican civil war, the insurgents have secured their own money pipelines, and they control their own institutions – which means the GOP leadership and its allies in the business lobby have a hard fight in front of them.

The firing and hiring of conservative staffer Paul Teller makes it clear that the anti-establishment has built its own establishment.

Teller was a House staffer for more than a decade, and was longtime executive director of the conservative Republican Study Committee. The RSC always exerted a rightward pull on party leadership, but it is nonetheless a subsidiary of the party.

After the 2012 election, the Republican Establishment captured the RSC, in effect, by getting Congressman Steve Scalise elected chairman. Scalise is a conservative, but he is also a close ally of the party leadership – much more so than his predecessors Jim Jordan and Tom Price. Scalise immediately swept out most of the RSC staff.

Last month, Teller was accused of working with outside groups such as Heritage Action to whip RSC members – and Scalise showed Teller the door.

In the old days, this might have been a disaster for Teller. He had lost his job and landed on the wrong side of the party leadership. Anyone who picked up Teller would be spitting in the eye of the Establishment. But this week, Sen. Ted Cruz announced he had hired Teller as deputy chief of staff.

Carney goes on to discuss the rapid rise of alternative sources for campaign money like the Club for Growth and Super-PACs, and the conquest of one important Beltway institution, the Heritage Foundation, by people openly hostile to The Establishment.

Now when you add in the already virtually complete control by hard-core conservatives of basic formulations of GOP ideology and messaging (the best example remains Jim DeMint’s Cut, Cap and Balance Pledge, an insanely radical piece of fiscal flimflammery that a long line of Republicans, from Mitt Romney on down, lined up to sign in 2011 and 2012) and the disproportionate strength of conservative activists in the presidential nominating process, it’s increasingly clear the “adults” are not necessarily in control. Indeed, like parents who try to behave like a kid to maintain some influence with their kids, Establishment folk are forever conceding territory to the “activists” they privately call crazy people. And the loss of its monopoly over jobs and money is like a parent’s loss of a teenager’s car keys and allowance. At some point, “the kids” just stop listening.

“The Only Card They Have To Play”: What Can Republicans Do If Obamacare Isn’t A Disaster?

As the 2014 midterms draw nearer, the Republican Party has developed a simple, Costanza-esque plan for the election season: Nothing.

The theory, which is reportedly being pushed by House Speaker John Boehner (R-OH) over the objections of some House members, goes as follows: As the rollout of the Affordable Care Act continues, Republicans should fade to the background and watch it “collapse under its own weight,” as Rep. Paul Ryan (R-WI) is prone to saying. That will allow Republicans to eliminate any distractions as they relentlessly hammer Democrats over the law’s failures, on the way to maintaining their House majority and winning the net six seats needed to take control of the Senate.

The Republican strategy makes some sense on its face — after all, no issue fires up Republican loyalists quite like the Affordable Care Act, and there’s no question that the law’s troubled rollout has been a massive political headache for Democrats.

But there’s a question that should keep every Republican strategist up at night: What happens if health care reform isn’t the electoral albatross that Republicans assume?

It’s not an unrealistic proposition. After all, despite the massively publicized problems with the launch of the law, the percentage of Americans who want it scaled back or repealed has hardly changed over the past two years. There are more reasons to be optimistic that the law will work as intended than there have been at any point since its rollout. Americans still have no faith in the Republican Party to create a constructive alternative. And, crucially, at least one poll suggests that the public is more concerned with job creation, gun reform, and immigration reform — bread-and-butter issues for Democrats — than with reducing the deficit or repealing Obamacare (the central tenets of the GOP platform, such as it exists).

In fact, according to the final Democracy Corps battleground survey of 2013, Republicans may actually pay a political price for their unyielding attacks on the health care reform law. As pollster Erica Seifert put it, “battling on Obamacare is [Republicans’] weakest case for re-election. In fact, it undermines it.”

So if the Affordable Care Act doesn’t crash and burn, destroying the Democratic Party with it, what is the Republican Party’s plan B?

It appears that their guess is as good as yours.

Speaker Boehner has reportedly been trumpeting the results of a recent survey finding that the public now primarily blames President Obama for the nation’s economic problems, rather than the policies of his predecessor.

“Since he can’t blame George W. Bush anymore, the president has chosen to talk about rising income inequality, unemployment, and the need to extend emergency unemployment benefits,” Boehner told House Republicans, according to The Hill. “After five years in office, Barack Obama still doesn’t have an answer to the question: Where are the jobs?”

The problem for Boehner is twofold: First, Americans very clearly want to have the conversation that President Obama has begun. Second, if Republicans have an answer to the “where are the jobs?” question, they are keeping it awfully close to the vest.

The Republican Party’s official “Plan for Economic Growth & Jobs” is incredibly thin on details. In fact, with the exception of repealing Obamacare — and replacing it with yet-undefined “patient-centered reforms” — it does not offer a single specific policy prescription. (By contrast, the White House jobs page leads directly to a description of the American Jobs Act, which, regardless of what one thinks of its merits, is undisputably an actual plan.)

The GOP has similar problems discussing other top issues of the day. Tacit in Boehner’s barb about President Obama “distracting” Americans with a discussion of inequality is the fact that Republicans have few productive ideas to add to the conversation. Immigration reform is similarly treacherous territory for the party. As is any conversation on “reforming” Social Security or Medicare.

It’s not as though Republicans aren’t aware of the issue; after the 2012 presidential election, the Republican National Committee made a concerted effort to change its image from that of a party that’s only “talking to itself” (it has not been going well, by the way).

Perhaps in an attempt to fill out its pitch to voters, on Thursday the Republican National Committee tweeted a link to a “campaign strategy survey,” urging its followers to “tell us your top issues” so the party can “win big in 2014.”

In a reflection of the party’s priorities, however, question one — “Which of the following should be the top priority for the Republican Party in the next 18 months?” — offers a choice between “Elect principled conservatives to the U.S. House and U.S. Senate,” “Rally a grassroots movement,” “Stop the liberal agenda by defeating Democrats,” and “Unite the party.” In other words, the “strategy” isn’t exactly technocratic.

It’s entirely possible that Republican predictions are right, and merely opposing Democrats — with a specific focus on their health care reforms — will be enough to carry them through the midterm elections. After all, the map and the electorate (which history suggests will be smaller, older, and whiter than 2012) favor the GOP. But if they’re wrong, and Obamacare does not ruin the Democrats, then Republicans could be in serious trouble. Because unless they have a major surprise up their sleeves, this is the only card they have to play.

“Arguing In The Alternative”: The Nefarious Conservative Conspiracy To Save Obamacare

Like me, you were probably under the impression that bashing Obamacare was a party-wide Republican obsession and pretty much the GOP’s central talking point for 2014. That made sense not so much because it’s a big general election crowd pleaser, but because it’s proved to be the most effective Republican Establishment prophylactic device for keeping the Tea Folk from wreaking havoc in Congress. You know: “Get out of the way and let Obamacare collapse of its own weight.”

But no, Erick Erickson knows better. Behind all the rhetoric, he perceives a GOP conspiracy to undercut conservative opposition to Obamacare:

Conservative and Republican affiliated groups have started the 2014 assault against Democrats who support Obamacare. At the very same time, it is increasingly clear Republicans are laying the groundwork to abandon their opposition to Obamacare.

The Business Roundtable, which has a great relationship with Republican Leaders, is now listing Obamacare as an entitlement worth preserving.

Douglas Holtz-Eakin, a former economic advisor to John McCain and who opposed passage of Obamacare, has started a think tank premised on keeping, but fixing, Obamacare. Holtz-Eakin has the ear of Republican leaders. In 2009, Mitch McConnell appointed him to the Financial Crisis Inquiry Commission.

The Chamber of Commerce is declaring it will work to fix, not repeal, Obamacare. In fact, just last week the head of the U.S. Chamber of Commerce said, “The administration is obviously committed to keeping the law in place, so the chamber has been working pragmatically to fix those parts of Obamacare that can be fixed.”

Concurrent to this, the Chamber of Commerce has begun funding candidates to beat conservatives in Republican primaries.

I guess Erickson has never heard of the concept of “arguing in the alternative,” by which prudent opponents of a proposition or program develop a fall-back position of accepting it but arguing for a different way of interpreting or implementing it.

It is true that Holtz-Eakin along with Avik Roy penned a column nearly a year ago arguing that Obamacare might actually be an effective platform for achieving larger conservative health policy goals such as the privatization of insurance and service delivery under Medicaid and Medicare. It’s pretty much the mirror image of the belief of many single-payer advocates that the Affordable Care Act (particularly if it had included a strong public option) might pave the way to their own health care nirvana.

Still, the “Plan B” approach to Obamacare is an exotic plant being tended in exotic hothouses of conservative think-tankery. What Erickson’s doing is to insinuate that any business group that in any way resists the intra-Republican power of Obamacare-obsessed groups or individuals is secretly plotting to embed the ACA permanently into the American governing landscape.

The Republican Main Street Partnership, headed by former Congressman LaTourette — who is a friend of Speaker John Boehner — is working with the Chamber and party leaders to target conservatives the party leadership finds troublesome. LaTourette has been parroting talking points from the National Republican Senatorial Committee about the Senate Conservatives Fund, Club for Growth, and others.

Ben Sasse, the conservative candidate in Nebraska on the most recent cover of National Review and who has the backing of the Senate Conservatives Fund, RedState, and others, suddenly finds Mitch McConnell and the NRSC holding fundraisers for his opponent. Sasse, it should be noted, is widely considered a brainiac opponent of Obamacare and healthcare policy expert.

This “anybody in my way supports Obamacare” is reminiscent of the old southern segregationist tactic of accusing all political enemies on any subject of being secret race-mixers. (One corruption-tainted Georgia governor of the 1950s, Marvin Griffin, deployed what a political journalist called the “If You Ain’t For Stealing, You Ain’t For Segregation” argument). It’s the most lethal weapon Erickson can use. But it’s not terribly convincing at a time when Republicans of every hue from coast to coast are grinding away like cicadas at the anti-Obamacare message.

“Enemies Of The Poor”: Republicans Are Doing All They Can To Hurt The Poor

Suddenly it’s O.K., even mandatory, for politicians with national ambitions to talk about helping the poor. This is easy for Democrats, who can go back to being the party of F.D.R. and L.B.J. It’s much more difficult for Republicans, who are having a hard time shaking their reputation for reverse Robin-Hoodism, for being the party that takes from the poor and gives to the rich.

And the reason that reputation is so hard to shake is that it’s justified. It’s not much of an exaggeration to say that right now Republicans are doing all they can to hurt the poor, and they would have inflicted vast additional harm if they had won the 2012 election. Moreover, G.O.P. harshness toward the less fortunate isn’t just a matter of spite (although that’s part of it); it’s deeply rooted in the party’s ideology, which is why recent speeches by leading Republicans declaring that they do too care about the poor have been almost completely devoid of policy specifics.

Let’s start with the recent Republican track record.

The most important current policy development in America is the rollout of the Affordable Care Act, a k a Obamacare. Most Republican-controlled states are, however, refusing to implement a key part of the act, the expansion of Medicaid, thereby denying health coverage to almost five million low-income Americans. And the amazing thing is that they’re going to great lengths to block aid to the poor even though letting the aid through would cost almost nothing; nearly all the costs of Medicaid expansion would be paid by Washington.

Meanwhile, those Republican-controlled states are slashing unemployment benefits, education financing and more. As I said, it’s not much of an exaggeration to say that the G.O.P. is hurting the poor as much as it can.

What would Republicans have done if they had won the White House in 2012? Much more of the same. Bear in mind that every budget the G.O.P. has offered since it took over the House in 2010 involves savage cuts in Medicaid, food stamps and other antipoverty programs.

Still, can’t Republicans change their approach? The answer, I’m sorry to say, is almost surely no.

First of all, they’re deeply committed to the view that efforts to aid the poor are actually perpetuating poverty, by reducing incentives to work. And to be fair, this view isn’t completely wrong.

True, it’s total nonsense when applied to unemployment insurance. The notion that unemployment is high because we’re “paying people not to work” is a fallacy (no matter how desperate you make the unemployed, their desperation does nothing to create more jobs) wrapped in a falsehood (very few people are choosing to remain unemployed and keep collecting benefit checks).

But our patchwork, uncoordinated system of antipoverty programs does have the effect of penalizing efforts by lower-income households to improve their position: the more they earn, the fewer benefits they can collect. In effect, these households face very high marginal tax rates. A large fraction, in some cases 80 cents or more, of each additional dollar they earn is clawed back by the government.

The question is what we could do to reduce these high effective tax rates. We could simply slash benefits; this would reduce the disincentive to work, but only by intensifying the misery of the poor. And the poor would become less productive as well as more miserable; it’s hard to take advantage of a low marginal tax rate when you’re suffering from poor nutrition and inadequate health care.

Alternatively, we could reduce the rate at which benefits phase out. In fact, one of the unheralded virtues of Obamacare is that it does just that. That is, it doesn’t just improve the lot of the poor; it improves their incentives, because the subsidies families receive for health care fade out gradually with higher income, instead of simply disappearing for anyone too affluent to receive Medicaid. But improving incentives this way means spending more, not less, on the safety net, and taxes on the affluent have to rise to pay for that spending. And it’s hard to imagine any leading Republican being willing to go down that road — or surviving the inevitable primary challenge if he did.

The point is that a party committed to small government and low taxes on the rich is, more or less necessarily, a party committed to hurting, not helping, the poor.

Will this ever change? Well, Republicans weren’t always like this. In fact, all of our major antipoverty programs — Medicaid, food stamps, the earned-income tax credit — used to have bipartisan support. And maybe someday moderation will return to the G.O.P.

For now, however, Republicans are in a deep sense enemies of America’s poor. And that will remain true no matter how hard the likes of Paul Ryan and Marco Rubio try to convince us otherwise.
