“They’re Not Scientists…Or Mathematicians”: Face It, Republicans Are Really, Really Slow Learners

Last week, Florida Gov. Rick Scott and House Speaker John Boehner made clear that the Republican Party has a new line in response to questions about climate change: they don’t feel “qualified” to know whether or not to believe scientists and the available evidence. “I’m not a scientist,” Florida’s GOP governor told reporters.

Apparently, they’re not mathematicians, ether.

For example, Sen. Roy Blunt (R-Mo.), a member of the Senate Science Committee*, yesterday issued a statement condemning the Obama administration’s climate policy, vowing to “fight the president and his administration every step of the way to stop this unprecedented power grab.” (The White House is acting under congressionally approved legislation, endorsed by the Supreme Court. How this could possibly be a “power grab” is unclear.)

Blunt’s statement went on to get specific, pointing to evidence from the U.S. Chamber of Commerce that Americans will pay “almost $290 billion more for electricity between 2014-2030” as a result of Obama’s policy, adding, “Missouri consumers would pay on average $65.4 billion more between 2014-2030, on average $11 billion more per year.”

Roll Call’s Steven Dennis took a closer look and concluded that Blunt’s math is “spectacularly wrong – and even internally inconsistent.”

Missouri is covered in part by three different regions, Blunt’s spokeswoman, Amber Marchand, explained in an email. Blunt’s office totaled up the costs for all three regions – including parts of 25 states – and divided by three to come up with Missouri’s supposed costs of $65.4 billion.

That’s not how math works.

The Blunt release then kept the $11 billion total yearly costs for all three regions – remember, parts of 25 states – and assigned them all to “Missouri consumers.” … It’s simply wrong to take regional costs – and certainly not the costs for three regions covering 25 states – and ascribe them all to Missouri.

Of course, the Missouri Republican wasn’t the only one struggling with math yesterday.

Speaker Boehner, also relying on the hilariously wrong U.S. Chamber of Commerce report, argued, “The president’s plan would indeed cause a surge in electricity bills – costs stand to go up $17 billion every year. But it would also shut down plants and potentially put an average of 224,000 more people out of work every year.”

As Glenn Kessler discovered, none of this is true, either.

Note that the EPA rule said that the agency would seek a reduction of 30 percent. But on page 15 of the Chamber report, the Chamber says it assumed the rule would impose a 42 percent reduction…. Given the significant difference between the emission targets in the proposed rule and the assumptions in the Chamber report, Republicans should have avoided using the Chamber’s numbers in the first place. We understand that they believe the negative impact will outweigh any positive impact but even by the Chamber’s admission, these numbers do not apply at all to the EPA rule as written.

Some might argue this was only an innocent mistake, but the EPA last week in a blog post on the Chamber’s study noted that it would not require carbon capture technology for new natural gas plants…. That should have been a tip-off that some of the Chamber’s assumptions were shaky — and that it would have been a good idea to double check what the rule actually said before firing off a statement.

“Gimmicks Tend To Backfire”: What A Party Circling The Drain Looks Like

The same is true of TV shows, consumer products and politics: when you have to rely on gimmicks to make your sale, you’re on the path to failure.

Despite a consistent and unyieldingly belligerent posture, the GOP has been increasingly substituting flash-in-the-pan gimmicks for actual policy positions or even coherent ideological talking points. Meanwhile, they’ve been quietly but surely on a path of retreat on substantive grounds.

The Benghazi carnival continues to go nowhere, damaging neither the Democratic Party generally nor even Hillary Clinton in a significant way. Republicans who once thought they could ride an anti-Obamacare wave all the way to November are facing the annoying reality that even in red states the actual specifics of the program are pretty popular, and they’re going to look very bad trying to take away health insurance from millions of people. The seniors who bought into the lie that the ACA is stealing money from Medicare are still with the GOP, but they’re not a big enough voting block to sweep conservatives into a Senate majority, much less the sort of tidal wave they would need to overcome Democratic filibusters.

In the meantime, polls show voters moving away from the GOP on most issues. Fox News’ ratings are tanking. And early numbers are indicating that while liberal and centrist voters aren’t excited about voting in the June primary, conservative voter enthusiasm seems to be greatly diminished as well.

Some of these trends are new, but they were also predictable. Pundits left, right and center have been cautioning for years that the GOP would be placed in a political squeeze by its hardline stance on the ACA. Gay marriage used to be a wedge issue driving Karl Rove’s voters to the polls; now it’s a thorn in the elephant’s side and a major public image problem. The shrill cries of Benghazi barely even excite their own base anymore. And the national Republican party hasn’t even given its own voters a positive agenda it would enact if it held the White House. After all, cutting Social Security, Medicare, food stamps and unemployment benefits isn’t a terribly attractive policy platform for a party utterly dependent on older, less educated suburban and rural white voters. What else are Republicans actually offering the public as a credible policy platform? What are they even offering to their own base?

Without steak to sell, all the GOP has left is culture war sizzle. Enter Phil Robertson of Duck Dynasty fame, whose bright light of media controversy over his remarks on gay marriage attracted a swarm of Republican political moths desperate to cling to his popularity with the conservative base. Now they’re stuck with him as he goes to public events telling Republican leadership that they can solve their problems with the electorate by “getting right with God”. His prescriptions for divine governance, unsurprisingly, are non-starters with the majority of American voters.

Gimmicks tend to backfire. Unfortunately for them, the Republican Party doesn’t seem to have much else left in its arsenal.

“Content-Free Carping”: From VA To Obamacare To Medicare

At the moment most Republicans are looking at the VA scandal that broke out in Phoenix as a sheer political bonanza without any long-term significance: a federal agency responsible for an especially valued constituency (veterans) has screwed up fatally on Barack Obama’s “watch.” That’s enough to powerfully reinforce a number of important conservative memes about Obama (and indirectly, Democrats): he and his people are incompetent, they don’t have the normal patriotic impulse to take care of veterans, and when held accountable they stonewall and lie.

But a few voices are beginning to figure out how to link the VA mess not only to the overriding issues of Obamacare, but to the “socialized medicine” treatment of Obamacare that would be applied to Medicare, too, if the political climate was right.

Here’s the Cleveland Plan Dealer‘s Kevin O’Brien spelling it all out:

Putting a government bureaucracy in charge of one’s health is a gamble likely to end badly.

And yet, if Obamacare stands, that is precisely the gamble each and every American eventually will take.

There is no better predictor of the course of a single-payer medical system in the United States than the VA system, because it is a single-payer system….

Americans who watch this story play out and fail to make the clear and obvious connection to Obamacare will be guilty of willful ignorance. The systemic flaw is identical. It’s just magnified on a massive scale. Rather than making a false promise to treat all of the ills of a relatively few sick and injured military veterans, Obamacare has put the federal government on the path to taking responsibility for the medical needs — and the attendant costs — of the entire U.S. population.

Like most conservative attacks on “bureaucracy,” O’Brien’s ignores the powerful bureaucracies that operate in the private sector with even less accountability. As TNR’s Jonathan Cohn puts it:

It’s worth remembering that some of the problems veterans are having right now have very little to do with the VA and a whole lot to do with American health care. As Phil Longman, author of Best Care Anywhere, noted in his own congressional testimony last week, long waits for services are actually pretty common in the U.S.—even for people with serious medical conditions—because the demand for services exceeds the supply of physicians. (“It took me two-and-a-half years to find a primary care physician in Northwest Washington who was still taking patients,” he noted.) The difference is that the VA actually set guidelines for waiting times and monitors compliance, however poorly. That doesn’t happen in the private sector. The victims of those waits suffer, too. They just don’t get the same attention.

But nonetheless, the longer the VA scandal stays in the public eye, the more we will hear arguments the VA should be broken up and its services privatized with federal regulations and subsidies replacing federal bureaucracies–creating a system much like the one contemplated by Obamacare, as it happens. But at the same time, we’ll be told Obamacare itself is a failure because it involves the government in guarteeing heath care. And where conservatives speak to each other quietly, it will be understood that Medicare is subject to the same complaints and deserves the same fate.

No wonder most GOP pols confine themselves to content-free carping about Obama being responsible for the VA scandal.

“Republicans For More Fat Kids”: More Fat And Dumb Kids Just Means More Future Republican Voters

Some days you have to wonder where the Republicans would draw the “if Obama’s for it, we’re against it” line. I can’t think of a single instance these past five years when Barack Obama endorsed something and Republicans said, “Hey, that’s actually a good idea!” The comic nadir, you’ll remember, was when Obama was for lower taxes (of the payroll variety), and they even contrived a way to be against that, at least for a while.

So it should not come as a surprise to us that now Republicans want more fat kids. And the reason Republicans want more fat kids is straightforward and predictable: Michelle Obama wants fewer of them. And that’s all they need to know. If she’s fer it, they’re agin’ it.

I’m talking of course about the school lunch program food fight going on now between the first lady and the GOP House. At Mrs. Obama’s behest, the school lunch program was overhauled in 2010 to include more fresh fruits and vegetables, fewer overall calories, somewhat smaller portions, and other goals, all in an effort to do something about the childhood obesity epidemic, in which the percentage of young children (6-11) who are obese has nearly tripled in the last 30 years and the percentage of adolescents (12-19) has more than quadrupled.

I remember thinking, back in the early days of the administration, when Mrs. Obama had those kids planting kale in the White House vegetable garden and step-classing with her to beat the band, that this was no anodyne first lady project. It was obvious at the time to anyone who grasped the basic logical connections that if she was really serious about American health, she was going to run like a locomotive right into some of the most powerful corporate interests in America—the handful of huge food conglomerates that stock most of what sits on our grocery shelves, and more specifically the ultra-powerful sugar lobby. This ain’t adult literacy. This is power politics, I knew, and push would eventually and inevitably come to shove.

She also, perhaps unwittingly, brought herself face-to-scowling-face with the clique of Americans who not only hate her husband (and by extension her) but who think “liberty” means that they must be able to eat and drink anything they damn well please. I say “perhaps unwittingly” because there was probably no way for her to know back in late 2008 and early 2009 that a simple effort to get kids to exercise and eat greens would become not a point of trans-ideological commonality but yet another ideological ground zero, or that the Big Gulp would become part of the culture wars. But sure enough, there was (who else?) Sarah Palin, sipping from one at her 2013 CPAC speech, and sugar became something that real conservatives embraced.

And so here we are, with House Republicans, led by some Alabamian (improvement: at least he’s not a Texan) named Robert Aderholt, who denies climate change, too, by the by, on the cusp of passing legislation that would let districts that want to opt out of the new school lunch standards.

The stated reason is that the new standards have created added expense—fresh fruits and vegetables cost more than canned ones—and some districts have been losing money. That, I readily allow, is true. You can read this GAO report (.pdf) to get up to speed on some of the problems school districts have encountered in implementing the new standards. As rollouts go, the new school lunch program hasn’t been great—better than Obamacare, certainly, and Windows Vista and iOS7 (reminders that the private sector screws these things up, too), but certainly a little top-heavy and inflexible on the rule-making side.

But many districts also swear by the new rules, as was evidenced Tuesday by the administrators who appeared with Mrs. Obama at the White House to defend them. And the Department of Agriculture, which runs school lunches, has already made some changes the GAO report recommended. So it seems they’re trying to get it right. And remember, please remember: The new program comes after many years of school cafeterias across the country farming out their lunch operations to McDonald’s and the like, thus ensuring that kids were gorging themselves every day on some of the worst sewage you can put in a human body. So the new effort is a sea change for the better.

If there are kinks, iron them out, of course. But that isn’t really the Republicans’ game. Their proposal is relatively mild only because they know nothing harsher would see the light of day in the Senate. But if they take over the Senate, watch for a watering-down or defunding of the whole business.

But what about the science, you say? Yes. It’s irrefutable. Sugar makes people fatter and, in all likelihood, dumber. But what does that matter to Republicans? I mean, hey; more fat and dumb kids just means more future Republican voters.

“The Midterm Manifesto”: Senate Republicans Want The GOP To Make All Sorts Of Promises It Can’t Keep

Senate Republicans may be about to make the same mistake they often do when attempting to outline a platform: proposing policies that are impossible to implement.

Politico reports that a bloc of Senate Republicans, led by Lindsey Graham, “is agitating for party leaders to unveil a policy manifesto” that would explain to voters what the GOP would do if it took the majority in the midterm elections. This is yet another sign that the Republican Party realizes it needs a new political strategy, now that Obamacare has rebounded. A new “Contract With America”the party’s midterm platform in 1994, on which this 2014 manifesto would be modeledcould prove successful at the polls.

But as a governing strategy, this manifesto will only make legislating more difficult if the GOP takes the Senate. That’s because Republicans have a bad habit of overpromising.

In 2012, Mitt Romney promised a mathematically impossible tax-reform plan to lower all rates by 20 percent and cut the corporate rate, making up the revenue by closing unspecified tax preferences. When House Ways and Means Chairman Dave Camp released his tax reform plan in February, he attempted to cut rates and consolidate the tax code, but struggled to make up the lost revenue, eventually creating a top rate of 35 percent, implementing a bank tax, and taxing a percentage of capital gains as ordinary income. Republicans predictably ran away from Camp’s reasonable plan.

Marco Rubio has proposed reforming the federal government’s antipoverty system. But his plan is mathematically impossible: He proposes increasing benefits for childless workers, keeping them unchanged for everyone else, and not increasing the deficit. He has yet to release legislative language for the plan, but those three goals are irreconcilable.

It’s hard to imagine what Senate Republicans could unite behind that would appeal to most of the party. If tax reform ends up in a Senate Republican policy manifesto, it will only reinforce the impossible Republican standard of drastically lowering rates and eliminating tax preferences to avoid increasing the deficit. This is exactly what Representative Paul Ryan did in his budget this year, where he reiterated his support for two tax brackets with rates at 10 and 25 percent. Camp tried to do that, but came up short. The dual-rate structure simply doesn’t raise enough revenue. As the likely replacement for Camp as chair of Ways and Means, Ryan now has made tax reform very hard to accomplish.

Undoubtedly, the midterm manifesto would propose replacing Obamacarebut replace it with what? Senators Tom Coburn, Richard Burr and Orrin Hatch unveiled the Patient CARE Act in January, which actually had a lot in common with Obamacare. It didn’t earn much support among the GOP for that reason. What plan could Senate Republicans unite behind that does more than just repeal Obamacare?

Will the platform contain a balanced budget amendment, as Newt Gingrich and House Republicans included in their “Contract with America”? Republicans would face stiff Democratic opposition to such an amendment, but the GOP may also have to answer how they would close budget deficits if the amendment somehow became law. They certainly wouldn’t increase revenue. Instead, it would require even steeper spending cuts$1.2 trillion more than even Paul Ryan envisioned in his budget. The Ryan budget already takes such a huge cut from programs for low-income Americans that it is hard to see how another $1.2 trillion in cuts wouldn’t need to come from defense spending or Social Security. Those are two areas Republicans don’t want to touch.

All this speculation may be moot. Minority Leader Mitch McConnell has yet to offer an opinion on the proposed manifesto, according to Politico, while John Cornyn, the Senate minority whip, argued against it. “Even if we have a good election, President Obama is still going to be president,” Cornyn said. “I don’t think we should be in the business of overpromising.”

If only the party took that advice more often.
