“When A Bombshell Is A Dud”: Republicans Don’t Seem To Realize The Extent To Which They Are Embarrassing Themselves

House Oversight Committee Chairman Darrell Issa (R-Calif.), struggling to shake his well-deserved reputation as a “laughably inept” clown, did his level best this week to revive the discredited IRS “scandal.” Relying on a partial transcript — one of his favorite tactics — Issa fed the media what he said was a scoop.

When IRS officials in Cincinnati needed guidance on how to deal with questionable tax-exempt applications, they solicited feedback from the agency’s Washington office. Among those who weighed in was the IRS’s lawyer, which obviously makes sense given the circumstances.

The Wall Street Journal‘s Peggy Noonan, whose uncontrollable contempt for President Obama has become difficult to watch, found this revelation fascinating.

The IRS scandal was connected this week not just to the Washington office — that had been established — but to the office of the chief counsel.

That is a bombshell — such a big one that it managed to emerge in spite of an unfocused, frequently off-point congressional hearing…. Still, what landed was a bombshell. And Democrats know it.

Sigh.

It troubles me that the right doesn’t realize the extent to which it’s embarrassing itself. The revelation isn’t a “bombshell”; it’s trivia we learned in mid-May. Indeed, Peggy Noonan herself knows this. I don’t mean she should know this; I mean there’s evidence she literally knows it — she wrote a column in May that referenced the same boring tidbit she now considers a “bombshell.”

Here’s what probably happened. Noonan learned a fairly mundane detail in May and wrote about it in a column. Then she forgot it. Two months later, Darrell Issa said he wants the media to take the mundane detail seriously for no particular reason, and Noonan, unwilling to reference her own work, rediscovers her fascination with the unimportant point.

Ben Smith recently characterized Noonan as the “last interesting columnist standing.” If by “interesting” he meant “lazy and blindly partisan,” I’m inclined to agree.

Of course, Noonan isn’t the only Republican who’s failing miserably to revive the ridiculous IRS “scandal.”

Issa’s hearing was itself an attempt to convince the political world the story still deserves to be taken seriously. It arguably had the opposite of the intended effect.

The inspector general behind the critical report about the IRS’ targeting of tea party groups acknowledged Thursday that the information in his report was not complete.

J. Russell George, the IRS inspector general, told the House Oversight Committee that only in the past few weeks has he become aware of documents showing that the IRS screened progressive groups in addition to conservative ones. George said he was “disturbed” by the fact that these documents were not provided to his team of investigators prior to the audit’s release and that he was continuing to investigate the issue.

“I am concerned that there may be additional pieces of information that we don’t have,” he said. “I’m very concerned about that sir.”

Oh, you mean “additional pieces of information” such as the fact that liberal groups were subjected to the same scrutiny as conservative groups? And there was no targeting of conservative organizations? And that politics had nothing to do with the added scrutiny?

And that this entire controversy is based on a report that by its author’s own admission, presents an inaccurate picture of reality?

Perhaps my favorite moment of yesterday’s hearing came when George was asked why his report failed to mention that he found literally zero evidence of political motivations on the part of the IRS, even after he reviewed 5,500 emails on the matter. George responded that he couldn’t have known “if there was an email that was destroyed.”

Oh my.

Making matters much worse, the hearing devolved into farce when Issa accused Oversight Committee Ranking Member Elijah Cummings (D-Md.), who is African American, of reminding him of a “little boy.” Issa later clarified he didn’t mean for the comment to sound so racist.

I’m not going to say the IRS scandal is officially over now, because for anyone who gives a darn about reality, this point came and went weeks ago. I will say that to continue to believe this story has merit and deserves to be taken seriously is deeply, painfully foolish.

“Don’t Poison A Law, Then Claim It’s Sick”: Republicans Doing Everything They Can To Make The Affordable Care Act Fail

One does not usually expect blistering, progressive-minded editorials from USA Today, but this morning’s piece on the Affordable Care Act is a gem. The headline reads, “GOP poisons ObamaCare, then claims it’s sick.”

Regular readers know we’ve been talking quite a bit about Republican efforts to sabotage the federal health care system in the hopes of partisan and ideological gain, and it’s good to see the USA Today editorial board notice. “Having lost in Congress and in court, they’re now using the most cynical of tactics: trying to make the law fail,” the paper explains. “Never mind the public inconvenience and human misery that will result…. There is a distinct line between fighting to turn your ideas into law and trying to wreck a law once it has been passed.”

First, Republicans limited the use of government money to spread the word. Then, when the administration reached out to the NFL and other major sports leagues for help in publicizing the new health care exchanges, the opponents resorted to intimidation.

Sens. Mitch McConnell, R-Ky., and John Cornyn, R-Texas, fired off a letter to the NFL, saying that the league had better not get involved with such a controversial program, as if the league would be taking sides on a debate in Congress, not doing public service announcements for a law soon to affect millions.

In a particularly smarmy warning, McConnell and Cornyn told the NFL to let them know whether the Obama administration retaliated against the league for not cooperating — the clear implication being that if the league did help inform the public about ObamaCare, Senate Republicans had their own methods of retribution. It is an appalling abuse of power, and the NFL meekly yielded.

It’s against this backdrop that Sen. Pat Roberts (R-Kan.) falsely argued in his party’s weekly radio address that the law would disrupt people’s cancer care, and GOP governors nationwide block Medicaid expansion for no substantive reason.

It doesn’t have to be this way, but it appears today’s Republican Party knows no other way.

Of course, this isn’t the only thing going on with Obamacare this week.

This story, for example, struck me as almost amusing.

House Budget Committee Chairman Paul Ryan (R-Wis.) is requesting a new cost estimate for ObamaCare in light of a decision to delay the law’s employer mandate.

Ryan’s staff asked the Congressional Budget Office (CBO) to reevaluate the law’s budget impact after the White House said Tuesday that larger employers will not be required to offer health insurance until 2015.

It’s true that the delay on the employer mandate will likely shrink the deficit reduction of the law by about $4 billion in that first year. In other words, instead of nearly $200 billion in deficit reduction over the first decade of the Affordable Care Act, we’re looking at a figure closer to $196 billion in deficit reduction.

But here’s my follow-up question for Paul Ryan: why do you care? What difference does it make to House Republicans if it’s $200 billion or $196 billion? Does the GOP really intend to run ads saying, “Obamacare is one of the biggest deficit-reduction packages in a generation, but it’s savings are slightly smaller than the CBO estimated last year”?

As for the increasingly common argument among conservatives that the delay in the employer mandate spells implementation trouble for the reform law, Ezra Klein had a good piece explaining that the opposite is true.

Peter Orszag, who helped design Obamacare from his perch as head of the Office of Management and Budget, disagreed with Rubin. “Delaying the employer mandate makes successful implementation more likely, not less likely,” he told me.

Larry Levitt, vice president of the nonpartisan Kaiser Family Foundation, agreed. “There’s nothing about the delay in the employer requirement that suggests Obamacare can’t still be implemented,” he said. “If anything the delay removes some potential administrative complexities from the plates of the implementers, and avoids the problem of some employers reducing the hours of part-time workers to get around the requirement.”

Timothy Jost, a health law expert at Washington and Lee University’s School of Law, was even blunter. “Implementation just got easier rather than harder,” he said…. The Obama administration has decided to accept some bad media coverage now, and some higher costs later, in order to make Obamacare much, much simpler to implement next year.

It seems like a relevant detail that’s been lost amid the chatter of late.

“Whites Will Abandon The GOP”: Having Alienated Every Racial And Ethnic Group, Republican Party Will Be The Party Of True Equality

As you are certainly aware, the new consensus among most Republicans and conservatives is that they don’t need no stinking Latinos (don’t get huffy on me; this is OK, because it’s a clever movie reference, and in any case it’s aimed not at Latinos, but at stupid Republicans) and will soar to victory on the strength of the white vote. People like me have spent a lot of airtime and ink these past couple of weeks arguing over whether this can work. But what’s interesting is this. There’s an assumption embedded in the argument that no one disputes: namely, that whites will always be as conservative as they are now and will always vote Republican in the same numbers they do now. This assumption is wrong. White people—yep, even working-class white people—are going to get less conservative in coming years, so the Republicans’ hopes of building a white-nationalist party will likely be dashed in the future even by white people themselves.

We already know all about the creative-class white voters, the well-educated and higher-income people who have shifted dramatically to the Democratic column over the past generation. Those voters are increasingly lost to the GOP. True, Mitt Romney beat Barack Obama among college graduates (of all races) 51 percent to 47 percent, but Obama won going away among postgrads. Combine that with a Democratic lock on a huge chunk of a growing minority vote, and that’s why the Democratic Party goes into presidential elections now with a massive presumed Electoral College advantage (in recent elections, Democratic candidates have regularly won states totaling 263 electoral votes, just seven shy of the magic number).

Everyone knows and concedes all this. And everyone counters it by saying that the Republicans will just goose the less-educated white vote. As I noted above, everyone agrees that that vote is theirs for the goosing. But what if it isn’t?

Back in March, the Brookings Institution and the Public Religion Research Institute released a big poll on immigration. Those findings are interesting as far as they go, but the questions and results went beyond that. It’s the first poll I’ve seen that breaks the white working class into four distinct age groups (65-plus, 50 to 64, 30 to 49, 18 to 29) and asks respondents attitudes about a broad range of social issues. And guess what? White working-class millennials are fairly liberal!

Click on the above link, scroll down to page 44, and look at the charts. On most questions, white working-class respondents in all three other age groups yielded results that were pretty similar to one another’s, but the youngest cohort was well to their left.

White working-class young people back gay marriage to the tune of about 74 percent. Another 60 percent say immigrants strengthen the United States (the totals for all three other age groups are below 40 percent). About 56 percent agree that changes immigrants have brought to their communities are a good thing. Nearly 40 percent agree that gays and lesbians are changing America for the better (more than double the percentages in the other three age groups).

They have different views because they’re different people: only 22 percent of white working-class millennials are evangelical, compared with 32 percent as a whole and 42 percent of seniors. And an amazing 38 percent of the group call themselves religiously unaffiliated.

All in all, not your father’s white working class. Sure, their views will become a bit more conservative as they age and have kids and own property. More will start attending church, undoubtedly. But the striking differences between their views and those of the three older groups are consistent, they are uniform, and they are pretty vast. (The poll did not ask about their attitudes toward African-Americans, about which I’m curious; I would expect less though still meaningful departure from the older cohorts.)

Which suggests to me that some views won’t change. These young people grew up in the America of Will and Grace and the relentlessly multi-culti Sesame Street just as surely as children in Berkeley and Takoma Park did. They won’t vote like their counterparts who grew up in Berkeley and Takoma Park, but they—and certainly their kids—just aren’t going to be carrying around a lot of the racial resentments that their grandparents shoulder every day.

So let’s hand it to the Republicans. They make the strategic decision to go all 1980s South Africa on us at a time when a sizable and sure-to-be-growing chunk of one of the most Republican-friendly segments of the white vote isn’t going to want that anymore. So, far from the GOP share of the white vote sailing up toward 70 percent as Sean Trende so giddily predicts, it seems just as likely to decrease as we enter the 2020s and see the sprouting of a more liberal (or less conservative) white working class. Finally, the Republican Party will be the party of true equality, having equally alienated every racial and ethnic group in America.

“Either Way, They Could Be Screwed”: The GOP Might Just Stick With This “Party Of White People” Thing

Since the 2012 election, most (not all, but most) Republicans have agreed that if they’re going to remain viable in presidential elections in coming years, the party will have to broaden its appeal, particularly to Latino voters. There has been plenty of disagreement about how to go about this task. Especially over comprehensive immigration reform, which many Republicans see as too high a policy price to pay to achieve some uncertain measure of good will from those voters. But outside of conservative talk radio, there weren’t many voices saying that they should junk the whole project. Every once in a while some voice from the past like Phyllis Schlafly would come out and bleat that the party should focus on the white folk who make up the party’s beating heart, but to many it seemed like the political equivalent of your racist great aunt saying at Thanksgiving that she doesn’t feel comfortable around those people.

But as immigration reform wends its tortured path through Congress, more mainstream Republicans are having second thoughts. In fact, significant backlash is brewing, not just to this bill but to the whole idea of Republicans working to appeal to minorities. Benjy Sarlin at MSNBC has an excellent article explaining how this backlash is spreading, noting that even some people who six months ago were blaming Mitt Romney’s position on immigration reform for his loss are now saying that the only viable path to victory is getting turnout up among white voters.

I’ll get to why this is a very bad idea in a moment, but the logic at work isn’t completely crazy. After all, by now the Republican party going after minority votes is like the fast-food joint that puts a salad on its menu amid all the bacon cheeseburgers and chili fries. It’s there so they can say they’re offering something for people with different tastes, but they don’t expect anyone to order it. And when Rush Limbaugh warns that a path to citizenship for undocumented immigrants will create millions of new Democratic voters, he’s probably right to a degree. Under the bill the Senate passed it would be 13 years before any undocumented immigrant could earn citizenship and vote, but as Sarlin discusses, the argument some Republicans make that Latinos are “natural conservatives” has always been weak.

After every election, a significant number of people within the losing party argue that the problem wasn’t one of persuasion but one of turnout. They just didn’t get enough of their voters to the polls, so they don’t have to change what they’re arguing. There’s often some truth to it; when only 50 to 60 percent of eligible voters are coming to the polls, turnout on your side could always be higher. But the problem the GOP now faces is that the way you relate to one group of voters affects how other voters perceive you.

This was something George W. Bush and Karl Rove understood well when they built his 2000 campaign. Bush’s “compassionate conservatism” consisted mostly of things like pulling African-Americans on stage with him and putting lots of pictures of Latinos on his web sites. It got him a few extra votes among minorities, but that was always just a bonus. The real target was moderate white voters, who saw it and learned, in the phrase reporters repeated over and over, that Bush was “a different kind of Republican.” He wasn’t like those mean-spirited old white guys who seemed to dominate the GOP, and they’d be comfortable voting for him.

By the same token, if you decide that you’re going to focus your efforts on turning out the white vote, you won’t only be sending a message to Latinos (and African Americans, and the fast-growing Asian American population) that you’re not interested in them, you’ll also be sending a message to moderate whites that your party might not be the kind of place they’d feel comfortable. This goes double for young white voters, who have grown up in a much more diverse culture than their parents and grandparents, and aren’t going to be so hot on joining the Party of White People.

This is a dilemma for Republicans. Both paths are strewn with obstacles and dangers. Whichever one they choose, there’s likely to be trouble.

“A Congress Divided”: Overcoming The Rigid And Obstructionist Partisanship Of House Republicans

The Senate provided the country a rare and modest glimpse of bipartisanship in its 68-32 passage of the comprehensive immigration reform bill laboriously accomplished by the Gang of Eight — four Democrats and four Republicans. But overcoming the rigid and obstructionist partisanship of the House Republicans will be another matter.

House Speaker John Boehner, like a chief lemming leading his followers over a cliff, warned in advance of that Senate vote, in which 14 Republicans broke party ranks, that his flock would continue its obdurate ways on the politically explosive immigration issue.

“For any legislation, including a conference report, to pass the House,” Boehner proclaimed, “it’s going to have to be a bill that has the support of the majority of our members.” He obviously was referring to the GOP side alone, as if the House Democrats weren’t members of what senators call “the other body.”

It’s a party position that former House Speaker Dennis Hastert often insisted upon in his abbreviated tenure. It was designed to assure that the House Republicans would work their will on the full House in an our-way-or-the-highway invitation to stalemate.

Boehner in adhering to this posture endangers not only the prospect for meaningful immigration reform. He also jeopardizes his party’s political outlook in 2014 and 2016 and his own speakership. He continues to genuflect before the most conservative House Republicans, driven by Tea-Party recalcitrance, who nevertheless increasingly favor his disposal.

The 14 Senate Republicans apparently hope their support of the bipartisan compromise will ameliorate their party’s problem with Hispanic voters, so graphically demonstrated by their 70 percent vote against GOP standard-bearer Mitt Romney in 2012. But the Senate version, heavy on fattened border security but allowing a path to American citizenship for undocumented aliens, will mean little politically if their House brethren refuse to buy into key elements of it.

President Obama did not hesitate to goad the House Republicans to follow the lead of the small band of Senate Republicans who followed GOP Sens. John McCain and Jeff Flake of Arizona, Lindsey Graham of South Carolina, and Marco Rubio of Florida in getting off the naysay trail for once.

In all the Republican post-mortems after the Romney defeat, a deafening chorus was heard arguing that the party should address the wide loss of Hispanic, Asian and African-American voters in the 2012 election. Boehner, an astute and practical politician, surely got the message, but appears throttled by the Tea-Party constituency that now dominates his flock.

Until the 14 Senate Republicans cast their votes for the Gang of Eight’s immigration reform package, conservatives in both houses had at least the comfort of knowing they were all in the same boat. The challenge for Boehner, after one-third of the Senate Republican membership voted with the Democrats, is to prevent further leakage in his foundering House craft.

Obama and fellow Democrats, frustrated throughout the president’s first term by Republican congressional roadblocks, are looking to next year’s midterm elections to break the jam, expecting enhanced support from minority voters. The same elections could likewise determine Boehner’s political future if he continues to allow the most extreme elements of his constituency of the right to set a stubborn and resistant course to genuine immigration reform.

At a minimum, Boehner needs to get off his insistence that the House must and will go its own way on the issue, writing a package that can capture “a majority of the majority” membership. Such an outcome will only end in negating a rare example of Senate bipartisanship achieved in a Congress that once marked its most productive and laudatory days under both Democratic and Republican presidents.,

Last November, the Republican brand suffered a body blow with a presidential campaign that only reinforced its image as the party of the white and the well-off. The continuing fight over immigration reform can be a GOP opportunity to combat that view, but not unless Boehner and Co. seize it as their 14 Senate brethren have done.
