Would John Boehner And The Republicans Shut Down The Government Over Planned Parenthood?

The good news is, Democrats and Republicans have reportedly reached a general agreement on the size of the cuts for the rest of the fiscal year. As of this morning, the package is up to $34.5 billion, from $33 billion, and now reportedly includes some additional reductions in military spending.

The bad news, Republicans still want to use the budget to wage a culture war, and tomorrow night, will shut down the government to advance this agenda.

Senator Harry Reid of Nevada, the top Democrat in the Senate, said Thursday morning that he is “not nearly as optimistic” about avoiding a shutdown as he was after a Wednesday night Oval Office meeting and said “it looks like it’s headed in that direction.”

Mr. Reid said that Republicans have “drawn a line in the sand” on issues of abortion funding and changes to the clean air act, and he said those issues could not be resolved in the hours left before a government shutdown.

“The numbers are basically there. But I am not as nearly as optimistic, and that’s an understatement, as I was eleven hours ago,” Mr. Reid said on the floor of the Senate. “The only thing holding up an agreement is ideology.”

In case this isn’t already clear, we’re dealing with obvious madness. Republicans want to cut off Planned Parenthood and gut the Clean Air Act, but instead of pursuing legislation to achieve their goals, they’re insisting that this be part of the budget. Democrats can’t go along with this nonsense, and John Boehner is too weak a Speaker to tell his caucus to act like grown-ups, so the entire process is unraveling.

This has led to talk about the GOP shutting down the government over abortion, but even that’s not quite right — Planned Parenthood is already prohibited from using public funds to terminate pregnancies, and has been for many years. What we’re talking about here is Republicans shutting down the government over access to contraception and family planning services.

This is the basis for the GOP hostage strategy.

President Obama will host his third budget talks in as many days in two hours, summoning Boehner and Reid to the Oval Office. Stay tuned.

Will We Even Notice If The Government Shuts Down?

You’ll still get mail — but won’t be able to visit the Grand Canyon. Here’s a look at what a shutdown feels like: 

The probability of a partial government shutdown is increasing with each passing hour. With funding set to expire at the end of Friday, federal agencies have begun drawing contingency plans if President Obama and GOP congressional leaders fail to reach an agreement by then.

The basics of a shutdown, which we last experienced more than 15 years ago, are known: Hundreds of thousands of federal workers will be placed on furlough, and only those deemed essential to the protection of human life and property will continue to work — without pay. But the details are nebulous. What, in practical terms, would a shutdown actually mean to ordinary Americans? Would it disrupt their lives? Would they even notice? 

To help answer these questions, we’ve put together the following guide to life under a shutdown:

  • Social Security payments will be fine. The Social Security Administration doesn’t receives its funding from annual congressional budget appropriations, but rather through the Social Security Trust Fund, which is financed through payroll taxes. The Social Security Administration will likely continue doling out payments, and employees essential to guarantee those payments will continue working, although new applications may be affected. 
  • Medicare is safe … for now. Recipients will continue to receive checks for a limited time. However, if the shutdown were to stretch out for several months, payments could be cut off. 
  • The military will keep operating. Members of the armed services will continue to work, although they wouldn’t receive pay during the shutdown. Officials are rushing to put in place contingency plans to ensure that vital national security and foreign policy operations keep running. Two-thirds of State Department staffers would go on furlough.
  • The Veterans Health Administration would be unaffected. The V.A. operates on a two-year funding cycle that began last year, meaning it has already received the money it needs to keep operating. 
  • Good luck trying to visit national parks and museums. More than 350 federally run park sites, as well as federal museums, such as the Smithsonian and the National Archives, would be closed to visitors. Some museums that also receive private financing, such as the Kennedy Center, will remain open. The cumulative effect of the closures mean a half-million visitors could be turned away this weekend alone, according to some estimates. Security personnel, however, would remain in place.
  • Federal courts could conceivably operate unaffected. During past government shutdowns, the courts remained fully open through the use of fees collected by federal bankruptcy courts. Still, an extended shutdown could require furloughs for “court clerks, technical staff, security guards and other court employees.”
  • Homeland Security doesn’t stop. Most department employees would continue to work without pay. That includes border patrol, airport security and U.S. Coast Guard patrol. The department’s e-Verify system — which enables employers to check the immigration status of prospective hires — would be suspended. 
  • You’ll still receive your mail. The U.S. Postal Service, which is funded through customer payments, in large part from postage stamps, will continue to operate as normal
  • You’ll also still have to do your taxes. Income earners are still expected to file their taxes on time, although the IRS will suspend the processing of paper tax forms until government operations resume. 
  • Federally funded clinical research takes a hitNew research at the National Institutes of Health would be suspended, although ongoing research would continue. 
  • Tough luck if you need a new passport or visa. Most applications for passports and visas would likely go unprocessed. Such was the case in the ’95-’96 shutdown, when “nearly 30,000 visa applications were unprocessed” and “200,000 applications for passports were ignored.” 
  • Home loans will take a hit. The Federal Housing Administration could curb new home loan guarantees that private mortgage lenders often require for assurance that loans will be honored.

When Lies Don’t Work, Try “Bait And Switch”: What Paul Ryan’s Budget Actually Does

Paul Ryan’s plan for Medicare and Paul Ryan’s plan for Medicaid rely on the same bait-and-switch: They use a reform to disguise a cut.

In Medicare’s case, the reform is privatization. The current Medicare program would be dissolved and the next generation of seniors would choose from Medicare-certified private plans on an exchange. But that wouldn’t save money. In fact, it would cost money. As the Congressional Budget Office has said (pdf), since Medicare is cheaper than private insurance, beneficiaries will see “higher premiums in the private market for a package of benefits similar to that currently provided by Medicare.”

In Medicaid’s case, the reform is block-granting. Right now, the federal government shares Medicaid costs with the states. That means their payments increase or decrease with Medicaid’s actual rate of spending. Under a block grant system, that’d stop. They’d simply give states a lump sum at the beginning of the year and that’d have to suffice. And if a recession hits and more people need Medicaid or a nasty flu descends and lots of disabled beneficiaries end up in the hospital with pneumonia? Too bad.

In both cases, what saves money is not the reform. It’s the cut. For Medicare, the cut is that the government wouldn’t cover the full cost of the private Medicare plans, and the portion they would cover is set to shrink as time goes on. In Medicaid, the block grants are set to increase more slowly than health-care costs, which is to say, the federal government will shoulder a smaller share of the costs than it currently does. The question for both plans is the same: What happens to beneficiaries?

Remember how the Affordable Care Act was really, really, really long? There was a reason for that. It was full of delivery-system reforms meant to make the health-care system cheaper and more efficient — things like bundling payments for illnesses and reducing reimbursements to hospitals with high rates of infection and creating a center tasked with seeding cost-control experiments throughout Medicare and encouraging the formation of Accountable Care Organizations. The hope is that those reforms will cut costs, which will make the rest of the bill’s cuts possible (more on that here). Republicans, notably, have been skeptical that these reforms will work, and have argued that the cuts won’t stick because beneficiaries will revolt.

To my knowledge, Ryan’s budget doesn’t attempt to reform the medical-care sector. It just has cuts. The hope is that those cuts will force consumers to be smarter shoppers and doctors to be more economical and states to be more innovative. But all that’s been tried, and it hasn’t been enough. That’s why the Affordable Care Act had to go so much further, digging deep into the delivery system, and why Republicans had at least a plausible case that some of its cuts wouldn’t stick. But now the GOP needs to apply the same skepticism to their own programs: Cuts aren’t enough, and if they somehow manage to distract people from the cuts by repeating the words “block grants” and “flexibility” and “premium support” over and over again, they’ll simply end up seeing their cuts ignored when it becomes clear that they’ll mean leaving the old and the poor without health care. What Ryan has here isn’t so much a plan to control spending as a plan to cut spending, whatever the consequences.

A SUCKER’S BET: Are Republicans Really Prepared To “Gamble On Entitlement Reform”?

The effort to pass a budget for the remainder of the fiscal year will be the principal challenge for policymakers over the next few days, but while that work continues, congressional Republicans will also start a massive fight over the next budget.

We’ll have more on this later — sneak preview: the GOP wants to gut entitlements — but as the process gets underway, it’s worth pausing to appreciate the politics here. The Weekly Standard‘s Stephen Hayes has a lengthy new report, arguing that Republicans are prepared to “gamble on entitlement reform,” and the GOP thinks it can win this time.

If there is one thing that political strategists, pollsters, and elected officials of both parties have agreed on for decades, it’s that entitlement reform is a sure political loser. Social Security is the “third rail” — touch it and you die. Suggest changes to Medicaid and you don’t care about the poor. Propose modest reforms to Medicare and you’re the target of a well-funded “Mediscare” campaign that ensures your defeat.

No longer.

“People are getting it that these things are unsustainable,” says Karl Rove. “For so many people, debt is no longer abstract. It’s more concrete. I don’t know if it’s seeing Greece on TV or what. It’s still tough, but it’s not the political loser it used to be.”

Other influential Republicans go further. They believe that getting serious about entitlement reform can be politically advantageous.

“I think it can be a real winner for Republicans if we handle it the right way,” says South Carolina senator Jim DeMint.

The piece goes on to quote all kinds of Republicans, all of whom genuinely seem to believe there’s a public appetite for their entitlement agenda. GOP officials have been too scared to tackle this in earnest before, the theory goes, but bolstered by public support, this time will be different. This time, they say, Americans want entitlement cuts, and Democratic criticisms will fall on deaf ears.

Time will tell, I suppose, but all of the available evidence suggests these folks have no idea what they’re talking about, and are poised to pursue one of the most dramatic examples of political overreach we’ve seen in a very long time.

Republicans can presumably read polls as easily as I can, but let’s focus for a moment on the latest CNN poll, released late last week. Asked, for example, about Medicaid funding, a combined 75% want funding levels to stay the same or go up. For Social Security, 87% of Americans want funding levels to stay the same or go up. For Medicare, 87% want funding levels to stay the same or go up — and most want funding to increase, not stay the same.

For some reason, Hayes and his allies look at numbers like these and think Republicans will benefit from pushing entitlement cuts. No, seriously, that’s what they think. GOP leaders are not only arguing this, they’re actually counting on it as part of a larger political strategy.

Karl Rove, ostensibly the GOP’s most gifted strategist, believes Americans may be “seeing Greece on TV,” and suddenly find themselves favoring Medicare cuts.

I don’t think he’s kidding.

Hayes noted in his piece, “So have things really changed? We’ll soon find out.”

On this point, we agree.

Without the Campaign Donors, This Wouldn’t Be Possible

Even by Washington’s low standards, the House’s Republican freshmen are turning pandering into a high art. At a recent transportation hearing in his home district, Representative James Lankford of Oklahoma heaped praise on a panel of private sector witnesses. Three of the four executives so publicly favored were later discovered to be donors to Mr. Lankford’s campaign.

Nothing illegal in that, nor in the enthusiasms of another freshman, Mike Pompeo of Kansas, dubbed the Congressman from Koch for championing the conservative agenda of the billionaire Koch brothers, Charles and David. They contributed handsomely — $80,000 worth — to Mr. Pompeo’s campaign kitty. Once elected, Mr. Pompeo hired a former Koch Industries lawyer as his chief of staff.

Mr. Pompeo said he ran for Congress because as a businessman (whose business included some Koch investment money) he saw “how government can crush entrepreneurism.” His contributions to the House Republicans’ budget-slashing legislation included two top priorities of Koch Industries: killing off funds for the Obama administration’s new database for consumer complaints about unsafe products and for a registry of greenhouse gas polluters at the Environmental Protection Agency.

The congressman said he was concerned that the database would encourage false accusations about good products and that the registry would increase the E.P.A.’s power and cost jobs. Those arguments are nonsense, but Mr. Pompeo represents an early warning of the shape of things to come when the Supreme Court’s misguided decision to legalize unfettered corporate campaign donations fully kicks in next year.

The Koch brothers are planning to spend tens of millions in the 2012 campaign, as are Democratic power brokers and unions. Ordinary voters may be making a show of demanding real political change, but they are being increasingly outbid at the big money table where American politics happens.
