“The Cross And The Coin”: Why Conservatives Just Don’t Get Pope Francis’ Anti-Poverty Crusade

On Sunday, Pope Francis matter-of-factly announced that he was not actually a Marxist, telling Italy’s La Stampa, “The Marxist ideology is wrong. But I have met many Marxists in my life who are good people, so I don’t feel offended.” It was an incredible thing for a pope to proclaim about himself, especially since it was directed at one particularly loud group of critics: U.S. conservatives.

Since outlining his vision for the Catholic church in late November, Pope Francis has endured an amount of criticism from the American right wing commensurate only with the praise piled on by the remainder of global Christianity. For most, Francis’ moving exhortation to spread the gospel and engage personally with Jesus was a welcome and invigorating encouragement. But for many right wing pundits in America, Francis’ call to relieve global poverty through state intervention in markets was unconscionably troubling.

Francis’ message likely raises American conservative hackles because the American right wing has invented such a convincing façade of affinity between fiscal conservatism and Christianity over the last few decades. Though free markets, profit motives, and unrestrained accumulation of wealth have no immediate relationship with Christianity, the cross and the coin are nonetheless powerful, paired symbols of the American right wing. Catholic conservatives thus must carve a way around Francis’ difficult insistence that governments be harnessed toward the relief of poverty, not the creation of it.

A popular conservative criticism has thus been to accuse the Pope of having an unhealthy, non-theological affinity for the political left. Rush Limbaugh labeled Francis a “Marxist” for that reason, while Fox News’ Adam Shaw wrote him off as akin to President Barack Obama, derisively noting that “anti-Catholics in the left-wing media are in love with him.” Ross Douthat at The New York Times put the same argument more delicately, writing that Francis’ “plain language tilts leftward in ways that no serious reader can deny.”

It is no surprise that aligning Francis with the whole of the political left brings with it the arguments right wing critics usually lob against liberals: That the left is corrupt on the moral issues, such as abortion and gay marriage; that the left is incorrect as to how poverty comes to exist; and that the left means to replace Christian charity with soulless, dependency-producing state aid programs. Between Limbaugh, Shaw, and Douthat, Francis has been accused of each of these errors, all in an effort to drain the religious content from Francis’ message in order to dismiss him as just another leftist.

But the reality is that this method of criticism does little more than demonstrate the ordering of right wing priorities: Though they accuse Francis’ message of rising from an unduly political place, their arguments rely on a uniquely American political frame rather than a Christian one. Limbaugh, Shaw, and Douthat may claim to object to Francis as Christians, but they argue against him first and foremost as conservatives invested in the free market.

Douthat, for example, argues that global capitalism has been responsible for an overall reduction in poverty. But Francis’ exhortation never called for an elimination of capitalism, only that states, as creations of humankind, be structured so as to alleviate the poverty that arises after capitalism has done its work. For Francis, all institutions created by humanity — and yes, distributions of wealth are created, not spontaneous — must be intentionally shaped to further just goals. Since Francis’ notion of justice is informed purely by the teaching of Christ, just goals include establishing an equitable distribution of wealth that alleviates poverty and contributes to peace.

That Francis’ right wing Christian critics are informed by a uniquely American belief in the moral neutrality of markets and distributions is especially clear when they’re compared with their European Christian counterparts, whose intellectual traditions differ broadly from what Thomas Nagel has called America’s “everyday libertarian” approach to politics. When Pope Francis was still Cardinal Jose Bergoglio, the British party known as the Christian People’s Alliance stated the following in their 2010 platform:

The Christian Peoples Alliance believes that Britain will return to economic prosperity when government chooses instead to put human relationships in right order. This requires power, income, and wealth to be redistributed and for greater equality to be achieved. These are deeply spiritual convictions and reflect a Biblical pattern of priorities… [Christian People’s Alliance]

It would be disingenuous to label the British Christian People’s Alliance a left wing party: They’re opposed to abortion and support the teaching Christian values in public schools. But because they are firstly a Christian organization, their sentiments regarding the distribution of wealth track perfectly with those expressed by Francis, as is the case with numerous European Christian parties. This is because for the Pope as well as Christian groups organized outside of the American tradition, the primacy of Christian ethical thought is applied to all aspects of human existence, markets and the distribution of wealth included.

But the sanctity of markets is a foregone conclusion for his right wing critics. Their politics precede their religion, and their criticisms belie their accusation that Francis is the one who displays an overly strong affinity for politics. So far, no serious theological arguments have been raised by the right wing contra Francis, and I doubt any will be raised: For the Pope’s conservative critics in the U.S., the first concern is not religious.

“Making The Poor, And The U.S. Poorer Still”: It’s Both Unjust And Economically Unsound For Congress To Cut Benefits To The Poor

Congress may take up legislation this week to cut food stamps. The Senate passed a bill in June mandating $4 billion in cuts over 10 years; the House version, passed in September, imposes nearly $40 billion in reductions. A conference committee has been charged with resolving these differences. Somehow, this negotiation is occurring amid the worst poverty levels in two decades, a weak overall economy and rapidly falling budget deficits. Under these circumstances, it would be economically and morally unsound to carry out the cuts.

Nearly 20 percent of Americans are officially poor or near poor. The Census Bureau reports that 15 percent of the population — nearly 47 million people — lives in poverty, including 22 percent of children. For an individual, this means annual income of $12,000 or less. For a family of four, the poverty threshold is $24,000 or less. Consider what living on those amounts would mean.

Roughly 18 million other people are near poor, living within 130 percent of the poverty line, according to census data. For individuals, this means earning $15,000 or less. These people often weave in and out of official poverty, depending on the month.

Most Americans living in poverty experience hunger or the pervasive fear of it. The U.S. Department of Agriculture reported that 49 million Americans, including 16 million children, lived in food-insecure households last year. That means that at some point in 2012, these households did not have enough food or were uncertain of having enough. That is as if all of California, Oregon and Washington were experiencing hunger or were afraid of it. There are serious social, economic and health consequences; for instance, diabetes, obesity and other chronic conditions afflict Americans who don’t have access to adequate nutrition.

Total federal spending on the Supplemental Nutrition Assistance Program (SNAP), this country’s main hunger prevention program, was $82.5 billion in fiscal 2013. To some that sounds like a lot, but it’s a small fraction of a $3.5 trillion budget and $16 trillion economy. This is evident when per-capita benefits are studied: The 2009 American Recovery and Reinvestment Act temporarily raised the weekly SNAP benefit by $25 to $33 for a family of four. But that temporary increase was allowed to expire this fall, so the SNAP benefit is back to the lower figure, or less than $1.40 per person per meal. These are small amounts relative to grocery costs, and even then only those with incomes below 130 percent of the poverty line are eligible for the aid.

It is hard to reconcile traditional American values of hard work and generosity with the levels of poverty and fear of hunger in our country, especially because large shares of those suffering this plight work. Nearly 11 million working Americans had annual income below the poverty line last year.

The working poor or near poor are also disadvantaged by our tax system. When a low-wage worker gets a raise or his or her spouse joins the workforce, food stamps are cut back. The family’s Medicaid eligibility is in jeopardy, and earned-income tax credit refunds are reduced or eliminated. A November 2012 Congressional Budget Office analysis concluded that the marginal tax rate imposed on increased income for such workers can be as much as 95 cents on every additional dollar earned. This is counterproductive.

Food stamps aren’t just a question of social justice; they are also a matter of economic policy. SNAP spending was increased in 2009 as part of the stimulus legislation to help rescue the economy. Like other elements of that legislation, the idea was to put money into the pockets of financially distressed Americans who would immediately spend it. The CBO reported that this legislation was largely effective in protecting the economy. More broadly, investments such as SNAP equip the poor and near poor to succeed economically. Good nutrition — as well as health care, education and secure housing — is a requisite for productivity, helping unemployed or marginally employed workers move into better jobs. This also allows them to build a better life for their children.

We believe that it would be both unjust and economically unsound for Congress to cut benefits to the poor and near poor. It has been a generation since our country last had a robust conversation about combating poverty. Now is the time to reinvigorate that conversation, not cut needed benefits.

“Today’s GOP”: Clueless, Heartless, And Gutless

The most charitable thing you can say about the Republican Party is that it has an image problem. Even if you support its policies, no clear-eyed observer can deny that on any given day the GOP looks clueless, heartless, and gutless.

Just take today. For all of President Obama’s problems and their correlation to the future of the Democratic Party (see: lack of credibility and competence), it takes just four stories to see how much worse things are for the GOP.

“Invisible Child: Dasani’s Homeless Life is a wrenching New York Times portrait of a girl stuck in poverty in the shadow of Manhattan’s opulence. More than that, it’s the story of our times.

In the short span of Dasani’s life, her city has been reborn. The skyline soars with luxury towers, beacons of a new gilded age. More than 200 miles of fresh bike lanes connect commuters to high-tech jobs, passing through upgraded parks and avant-garde projects like the High Line and Jane’s Carousel. Posh retail has spread from its Manhattan roots to the city’s other boroughs. These are the crown jewels of Mayor Michael R. Bloomberg’s long reign, which began just seven months after Dasani was born.

In the shadows of this renewal, it is Dasani’s population who have been left behind. The ranks of the poor have risen, with almost half of New Yorkers living near or below the poverty line. Their traditional anchors—affordable housing and jobs that pay a living wage—have weakened as the city reorders itself around the whims of the wealthy.

Long before Mayor-elect Bill de Blasio rose to power by denouncing the city’s inequality, children like Dasani were being pushed further into the margins, and not just in New York. Cities across the nation have become flash points of polarization, as one population has bounced back from the recession while another continues to struggle. One in five American children is now living in poverty, giving the United States the highest child poverty rate of any developed nation except for Romania.

Written by Andrea Elliott and illustrated by photographer Ruth Fremson, Dasani’s story is an indictment of a political system that is aiding and abetting America’s division by class, where the rich get richer, the poor get poorer, and the middle class gets squeezed into oblivion. Both major parties are complicit, but Republicans, more than Democrats, seem especially eager to widen and exploit American inequality. Take the next story, for example.

“Rand Paul: Unemployment Benefits Extension Would Be a ‘Disservice’ to Workers.” Unless Congress extends the Emergency Unemployment Compensation program, 1.3 million long-term jobless Americans will lose their benefits during the holidays. That’s good news, says the senator from Kentucky who hopes to be the 2016 GOP presidential nominee.

“When you allow people to be on unemployment insurance for 99 weeks, you’re causing them to become part of this perpetual unemployed group in our economy,” Paul argued on Fox News Sunday, citing an unnamed study. “I do support unemployment benefits for the 26 weeks that they’re paid for. If you extend it beyond that, you do a disservice to these workers,”

He’s wrong, and he’s making the GOP look clueless. Studies typically cited by the GOP are old and irrelevant to the current economy, which is in the midst of a once-a-century economic shift that makes it extraordinarily difficult for some workers to adjust.

Obama and fellow Democrats support the extension but seem unwilling to make it a precondition for a short-term budget deal. That means Republicans will probably get their way, and the have-nots will have less. Making matters worse …

“Making the Poor Poorer” is an op-ed in The Washington Post by Clinton-era Treasury Secretary Robert Rubin, Deputy Treasury Secretary Roger Altman, and economist Melissa Kearney. They argue that GOP-led plans to reduce food stamps would be “economically and morally unsound.” Despite shrinking social mobility and durable unemployment, Congress is poised to reduce a benefit that currently amounts to just $1.40 per person per meal. It looks heartless.

“It is hard to reconcile traditional American values of hard work and generosity with the levels of poverty and fear of hunger in our country, especially because large shares of those suffering this plight work,” they wrote. “Nearly 11 million working Americans had annual income below the poverty line last year.”

Republicans argue that the food-stamp program is growing, which they blame on Democrats rather than a global economic revolution and the lingering effects of a recession rooted in Clinton- and Bush-era policies. It most cases, poverty isn’t the fault of the poor. Trust us, the GOP says. And yet …

“The Bogus Claim That Obama Is ‘Closing’ the Vatican Embassy” is a Washington Post story that has nothing to do with the economy but everything to do with trust. Former Florida Gov. Jeb Bush and the Republican senatorial campaign committee falsely accused the White House of closing the embassy. The committee went so far as to call the White House anti-religion, a hateful slur. This is what political parties do: Find and create issues that divide Americans, exploit our ignorance and fear, and repeat.

The Republican Party, in particular, doesn’t have the courage to defy extreme elements of its coalition, such as those who pushed the Vatican-closing story. Bush knew or should have known that the story was wrong. The same goes for the National Republican Senatorial Campaign Committee. Indeed, sources tell me that there was some internal debate about whether to launch the attack. Level heads didn’t prevail. Gutless won.

“What Would Jesus Cut?”: Republicans Should Listen To Pope Francis’ Economic Message

Usually poverty gets less attention from the media than global warming, which gets very little. Now the problem is on the front pages and trending on Twitter. Two weeks ago, Pope Francis issued a plea for income equality, and it was President Obama’s turn to discuss poverty last week.  Underpaid workers are mounting protests against Wal-Mart and the fast food industry. New Jersey, the District of Columbia and many municipalities have recently increased the minimum wage within their jurisdictions.

Middle-class families are mired in debt because their incomes haven’t increased in the last 20 years while college, energy and health care costs have skyrocketed. Meanwhile, economic royalists are reaping the benefits of trickle-down economics as they harvest the lion’s share of income growth.

The concentration of wealth has become such a problem that wealth is even concentrated among the wealthy. In the recent Forbes list of top earners, 6 of the richest 10 Americans were either Kochs or Waltons. You will find a family portrait of the Waltons beside the word selfish in the dictionary. The Walton family makes billions of dollars every year, but they can’t reach deep enough into their pockets to pay the employees at Wal-Mart a living wage.

Two weeks ago, the pope made a strong statement about the evils of poverty. Pope Francis said “trickle down” economics is a “crude naïve belief in the goodness of those wielding economic power.” Francis wasn’t the first pope to weigh in on poverty. In the shade of economic abuses during the industrial age, Pope Pius VIII called for a “living wage” in his 1891 message “Rerum Novarum,” which roughly translates from Latin into English as “On the New World.” The economic deprivations of our time resemble the abuses of that era. Modern conservatives might note that the abuses of the industrial age led to the progressive populist presidencies of Teddy Roosevelt and Woodrow Wilson. The policies of those two presidents were the foundation of Franklin Roosevelt’s New Deal.

Pope Francis’s pronouncement was strong enough to generate an attack from Rush Limbaugh, who described the pontiff’s statement as “Marxist dogma.”  Limbaugh should be more careful about calling people names, because if the pope is a Marxist so is Jesus. I don’t know if Rush ever reads the Bible, but he might want to check out the Sermon on the Mount in the Gospel of St. Matthew. In the sermon, Jesus said, “Blessed are the poor in spirit; for theirs is the Kingdom of Heaven”.

I went to Holy Cross High School in Flushing, Queens, in New York City. Flushing was the home of the famous blue collar fictional TV conservative, Archie Bunker. If Archie had had a talk radio show, he would have been Rush Limbaugh. Many of my schoolmates were from families like Archie’s and had the same conservative beliefs.

One of my teachers was Brother Anthony Pepe. Brother Anthony was not preaching to the choir when he taught that the Gospel of St. Matthew was the gospel of social justice. I don’t know if the good brother had an impact on my conservative classmates, but he made a strong impression on me. Jesus made it pretty clear the only people going to heaven were those who cared for the sick, hungry and infirm.

If tea partiers like Rep. Paul Ryan, R-Wis., want to accuse Jesus of waging class warfare, so be it. The flip side of the Gospel of St. Matthew is Ryan’s path to poverty budget. The Ryan budget would decimate social programs crucial to the lives of middle-class families and the survival of poor families. Ryan says his opposition to abortion is based is based on his Catholic faith but he completely ignores his church’s teaching on poverty. I hope he paid attention to his spiritual leader when he spoke about the dangers of “unfettered capitalism” last month.

“A Pope’s Pointed Message”: Our Sacred Responsibility Is To One Another

“Some people continue to defend trickle-down theories, which assume that economic growth, encouraged by a free market, will inevitably succeed in bringing about greater justice and inclusiveness in the world. This opinion, which has never been confirmed by the facts, expresses a crude and naive trust in the goodness of those wielding economic power and in the sacralized workings of the prevailing economic system. Meanwhile, the excluded are still waiting.”

That passage is not from some Occupy Wall Street manifesto. It was written by Pope Francis in a stunning new treatise on the Catholic Church’s role in society — and it is a powerful reminder that, however tiresome the political trench warfare in Washington may be, we have a duty to fight on.

The full implementation of Obamacare matters. Raising the minimum wage matters. Reforming a financial system that, as Francis noted, “rules rather than serves” matters. Hearing the anguished voices of those left hopeless by poverty matters; answering their pleas with education, health care and employment matters even more.

Francis, the first Jesuit and first non-European in the modern era to be named pope, clearly intends to make a real difference in the world — too much of a difference, it appears, for some conservatives: Sarah Palin, a born-again Christian who attends a nondenominational church, said recently that Francis’s open-arms attitude on social issues “has taken me aback.” Would that a few more words might take her all the way aback to the obscurity from which she came.

Francis’s remarks on economics and poverty came in a 50,000-word Apostolic Exhortation, released Tuesday, that gives the clearest vision to date of how he sees the church and how he intends to reshape it. In its boldness, the statement suggests that, just as Pope John Paul II played a political role in the fall of communism, so might Francis try to help shape events by obliging the faithful to recognize, and resist, a growing pattern of inequality throughout the world.

“To sustain a lifestyle which excludes others, or to sustain enthusiasm for that selfish ideal, a globalization of indifference has developed,” Francis wrote. “Almost without being aware of it, we end up being incapable of feeling compassion at the outcry of the poor, weeping for other people’s pain, and feeling a need to help them, as though all this were someone else’s responsibility and not our own. The culture of prosperity deadens us; we are thrilled if the market offers us something new to purchase; and in the meantime all those lives stunted for lack of opportunity seem a mere spectacle; they fail to move us.”

Francis explicitly calls for “financial reform,” though he wisely does not lay out a policy agenda. But in a passage likely to make libertarians want to hide amid the dense thickets of Ayn Rand’s prose, where no light can penetrate, Francis wrote that “the private ownership of goods is justified by the need to protect and increase them, so that they can better serve the common good; for this reason, solidarity must be lived as the decision to restore to the poor what belongs to them.”

The basic positions Francis takes on economic and social justice are not new; all recent popes have expressed a similar critique of modern capitalist society, including John Paul II, whose views on poverty and the need for community are often conveniently overlooked by those who would paint him as Ronald Reagan in robes.

But no recent pope has been so forceful in denouncing the “idolatry of money” and making the inexorable rise of inequality one of the church’s central concerns. Francis intends his message to be heard. I hope leaders everywhere, and especially in Washington, are listening.

Jesus commanded his apostles to give to the poor. Yet many elected officials who claim to follow Jesus’s teachings are determined to keep the poor from receiving health care, food assistance, housing subsidies and a host of other benefits. Inequality is celebrated as a virtue. Life, we are told with a shrug, is sometimes unfair.

But for Christians, Francis reminds us, life is supposed to be as fair and compassionate as we can make it. Money is a false idol, a golden calf. Our sacred responsibility is to one another.

Amen, Your Holiness. Amen.
