“Callous, Dumb Policy”: Scott Walker’s Minimum Wage Argument Is Even Dumber Than You Think

The minimum wage is causing a bit of campaign drama, notably in Wisconsin, as John Nichols reports. Republican Governor Scott Walker, running neck and neck against Democrat Mary Burke, inflamed the debate this week when he rejected complaints that the state’s $7.25 an hour wage floor was too low. “I don’t think it serves a purpose,” Walker said of the labor standard.

One of the most bizarre points in the Walker administration’s argument for why $7.25 is a living wage (it’s not) is that some low-wage workers supplement their earnings with public assistance. It’s true that even many full-time employees in Wisconsin and elsewhere rely on government aid—because their wages are too low. Walker, meanwhile, is no supporter of social programs. If he had his way, there would be an even smaller safety net for workers to fall back on.

Walker isn’t the only candidate digging in his heels against efforts to raise the minimum wage while simultaneously bashing public aid. This isn’t just callous—it’s also dumb policy. There are lots of reasons to raise the minimum wage, like the fact that it will boost the economy and that 80 percent of Americans support it. But one reason in particular should get conservatives’ attention: it will help people get off government aid programs and save the government money.

How many people? About 1.7 million, according to a brief released Thursday by the Economic Policy Institute, which examined the implications for public-assistance enrollment of raising the federal wage floor to $10.10 an hour.

Nearly half of all recipients of government aid work full time, but because lawmakers have let the minimum wage stay low while the cost of living rises, many workers can’t get by on their earnings. The result is that roughly half of all workers making hourly wages below $10.10 rely on public assistance directly or via a member of their family, according to EPI. And about half of all the funds for the six main types of government support—food stamps; the Earned Income Tax Credit; the Low Income Home Energy Assistance Program; Supplemental Nutrition for Women, Infants, and Children; the Section 8 Housing Choice voucher program; and Temporary Assistance for Needy Families—go to people working for less than $10.10 an hour.

Those programs were designed to provide temporary support to people who were down on their luck, noted David Cooper, an economic analyst at EPI and the brief’s author, on a call with reporters. “They were not intended to act as long-term subsidies to employers so businesses could get away with paying poverty-level wages,” he said. As it stands now, the government is essentially giving a $45 billion handout every year to companies that pay less than $10.10 in order to patch the gap between what they pay their employees and what those workers need to survive.

It’s important to note that raising the wage floor wouldn’t justify cuts to the safety net. Even $10.10 is below a living wage in many cities, and there are still an awful lot of people without full-time work. “Given the extraordinarily high rates of poverty and child poverty that persist in the wake of the Great Recession, there is every reason to think that current levels of spending on these programs are woefully inadequate to truly combat poverty and lift living standards for program participants,” Cooper wrote.

But raising wages would free up money that could be used to benefit those who aren’t directly affected by the increase. Cooper estimates that lifting the wage floor to $10.10 would save the government at least $7.6 billion annually—money that could be used to strengthen and expand safety net programs like the Earned Income Tax Credit or be invested in infrastructure projects that create jobs.

“Meaningful Change”: Eric Holder Transformed The Attorney General Into An Advocate For The Poor

On September 25, Attorney General Eric Holder announced his resignation. He made history as the nation’s first African American attorney general and will most likely be remembered for his vigorous enforcement of the nation’s civil rights laws. He deserves equal accolades for his leadership in working to reform the nation’s broken criminal justice system. Since his appointment as attorney general, he has consistently criticized the draconian federal sentencing laws that require lengthy mandatory minimum sentences in nonviolent drug cases and has decried the unwarranted racial disparities in the criminal justice system, calling the phenomenon “a civil rights issue … that I’m determined to confront as long as I’m attorney general.” And he certainly kept that promise.

Before becoming the nation’s top law enforcement officer, there was no indication that Eric Holder would ultimately become an advocate for poor people incarcerated in our nation’s prisons and jails. After all, Eric Holder spent most of his professional career as a criminal prosecutor. He started out as a prosecutor in the Justice Department’s Public Integrity Section where for 12 years he worked to put away corrupt public officials. During his five years as a judge in the Superior Court of the District of Columbia, he earned a reputation as a tough sentencer, locking up countless young African American men for long periods of time.

Eric Holder left the bench to become the first African American United States Attorney for the District of Columbia. When Holder was appointed to be D.C.’s chief prosecutor, I was the city’s chief defender. As Director of the Public Defender for the District of Columbia, my interactions with Holder’s predecessors were very adversarial. Holder was determined to change that. Soon after his appointment, he visited my office and promised a change in policies and practices. Although he instituted a number of programs in his office, he did not make efforts to reduce the prison population or address racial disparities. He was more polite than his predecessors, but there was absolutely no indication that he would ultimately lead the charge to reverse the nation’s shameful record of incarcerating more of its citizens than any western nation in the world.

In 1997, Holder continued his career as a prosecutor when he became the nation’s first African American deputy attorney general under Janet Reno during the Clinton administration. As second in charge at the Justice Department, Holder supported and championed Reno’s positions on criminal justice issues. At that time, sentencing laws required judges to sentence those in possession of five grams of crack cocaine to a mandatory minimum of five years in prison while that harsh sentence could only be imposed in cases involving powder cocaine when the amount was 500 grams. The enforcement of these laws resulted in much harsher sentences for African Americans. Although Reno was in favor of narrowing the disparity, she strongly opposed eliminating it, and, as her deputy, so did Holder.

At the end of Clinton’s second term, Holder went into private practice before returning to lead the Justice Department that he’d worked in for most of his career. From the beginning of his term as attorney general in 2009, Eric Holder began to champion vigorous reform of the criminal justice system. The vast majority of criminal cases are prosecuted in state courts, and the Attorney General has no supervisory power over state and local cases. However, Holder consistently used his bully pulpit to advocate for criminal justice reform and took direct action to order reforms in the federal system throughout his tenure as attorney general.

As early as June 2009, Holder spoke at a symposium on reforming federal sentencing policy sponsored by the Congressional Black Caucus. In his remarks, Holder announced that he had ordered a review of the department’s charging and sentencing policies, consideration of alternatives to incarceration, and an examination of other unwarranted disparities in federal sentencing. He stated that “the disparity between crack and powder cocaine must be eliminated and must be addressed by this congress this year.”

The following year, Holder gave remarks at the Justice Department’s National Symposium on Indigent Defense, where he spoke passionately about how the Sixth Amendment right to counsel was not being fulfilled for poor people charged with crimes. He pledged his commitment to improving indigent defense, stating that he had “asked the entire Department of Justice … to focus on indigent defense issues with a sense of urgency and a commitment to developing and implementing the solutions we need.” And he fulfilled that pledge. In October 2013, the Justice Department awarded a total of $6.7 million to state and local criminal and civil legal services organizations that provide defense serves for the poor. Most recently, Holder filed a statement of interest expressing his support for a lawsuit against the state of New York that challenges the deficiencies in New York’s public defender system.

Holder’s most comprehensive criminal justice reform efforts were announced in a speech he gave at the American Bar Association’s Annual meeting in 2013. In these remarks, Holder said, “Too many people go to too many prisons for far too long and for no truly good law-enforcement reason.” He also decried the unwarranted racial disparities, stating that “people of color often face harsher punishments than their peers. … [b]lack male offenders have received sentences nearly 20 percent longer than those imposed on white males convicted of similar crimes. This isn’t just unacceptableit is shameful.” Holder then went on to announce sweeping reforms, including ordering federal prosecutors to refrain from charging low level nonviolent drug offenders with offenses that impose harsh mandatory minimum sentences; a compassionate release program to consider the release of nonviolent, elderly, and/or ill prisoners; the increased use of alternatives to incarceration; and the review and reconsideration of statutes and regulations that impose harsh collateral consequences (such as loss of housing and employment) on people with criminal convictions.

We have yet to witness the positive effects of Holder’s criminal justice legacy, and some may suggest that he didn’t go far enough. But few will disagree that his efforts surpass those of any previous attorney general. Did Holder’s views on criminal justice evolve over time? Or did he always believe that the system was broken and in need of reform? Perhaps both statements are true. What matters is that at the end of the day, when he was in a position to effect meaningful change in our criminal justice system, this former prosecutor became a champion of liberty. And for that, this former public defender will forever be grateful.

“Just So We’re Clear”: Arizona Republican Suggests Sterilizing Poor Women

Russell Pearce has had quite a career in Arizona. The Republican started as a fairly obscure state senator, before his anti-immigrant SB1070 pushed him into the national spotlight, which Pearce parlayed into a promotion as state Senate President.

His shooting star didn’t last – Pearce’s record and extremist associations undermined his standing, and in 2011, voters pushed him out of office in a recall election.

State Republicans probably should have allowed Pearce to fade from public view, but instead, GOP officials made Pearce the #2 leader in the state party. As Zach Roth reported, that didn’t turn out too well, either.

The far-right former lawmaker who helped create Arizona’s “papers please” immigration law has resigned as a top official with the state GOP after making comments about sterilizing poor women. […]

On Saturday, the state Democratic Party highlighted comments Pearce made recently on his radio show. Discussing the state’s public assistance programs, Pearce declared: “You put me in charge of Medicaid, the first thing I’d do is get Norplant, birth-control implants, or tubal ligations…. Then we’ll test recipients for drugs and alcohol, and if you want to [reproduce] or use drugs or alcohol, then get a job.”

Just so we’re clear, by making Norplant a part of public assistance, Pearce was, fairly explicitly, talking about sterilizing low-income women.

By way of a response, the principal author of Arizona’s “papers please” law argued in a written statement that he was referencing “comments written by someone else and failed to attribute them to the author.”

It’s a rare sight: a politician trying to defend himself by relying on an admission of plagiarism.

Of course, the problem has nothing to do with attribution and everything to do with an intended message. No one cares whether Pearce was sharing someone else’s argument; everyone cares that he talked about sterilizing poor people.

Daniel Strauss added that Arizona Republicans were so eager to support Pearce after his recall race that he was made the first-ever vice chairman of the Arizona GOP a year after his ouster.

“Robbing-Peter-To-Pay-Paul”: Congress Unites To Screw The Hungry

Five years into our so-called recovery, hunger in America remains stuck at a depressingly high level. The number of families who struggle to put food on the table has barely inched downward, even though employment is up. And while a majority of those struggling families are already receiving food stamps, one of the biggest ways we assist families in need, it’s just not enough, making hunger in America a very real and serious concern.

You would think a generous, wealthy country like the United States would have no problem bolstering an initiative designed to help the working poor in such dire times. Surely, you might think, there is bipartisan support for one of the most successful anti-poverty programs in the country. But in fact there has been bipartisan support for decreasing both the amount of food stamp money families receive and the number of families who receive them.

In any given month, roughly 46 to 47 million people receive food stamps. It’s highly likely that even more families are eligible to receive them, but don’t seek the help because they don’t believe they qualify, are reluctant to go through the hassle of applying, or are subtly or overtly discouraged from doing so by the caseworker they meet.

Food stamps help reduce hunger, but they don’t eliminate it. Estimates released by the United States Department of Agriculture last week show that 17.5 million families struggle to put food on the table, and 62 percent of them were already receiving food stamps. About 6.8 million of those families have so little money for food they skip meals or eat less than they should. Those numbers are about the same they were in the previous year.

The costs of the Supplemental Nutrition Assistance Program, as food stamps are officially known, went up to about $78 billion a year during the recession, mostly because more people were using them. The increase in use tracks pretty well with the rise in unemployment and poverty during the downturn. More people lost jobs or income, and so more people needed help feeding their children.

In response to the rising need, Congress bumped up the amount of money families got on their benefit cards when they passed the stimulus act in 2009. The reasons were multifold: more money would help struggling families buy more food, but it also meant they spent more at their grocery stores, keeping their local economies pumping. Each dollar spent by the government in food stamps generates about $1.70 in economic activity.

Then, in a rare show of bipartisanship, Democrats and Republicans teamed up to gut the program. As David Dayen reported in The American Prospect, the Democrats were the first to raid this piggy bank when they decided to use food-stamp funds to help pay for a state aid bill in 2010. The stimulus food-stamp boost was supposed to last until about 2016, but the changes the Democrats made meant the extra funding would end earlier, in 2014.

The food stamp program then lost $2.2 billion to help pay for a $4.5 billion increase in the school lunch bill in 2010. Blanche Lincoln, the former Democratic senator from Arkansas who was then chair of the Senate agriculture committee, designed this Robbing-Peter-to-pay-Paul move. It drew opposition from anti-hunger groups but the bill passed anyway, partly because it was a centerpiece of Michelle Obama’s newly launched Let’s Move campaign to fight childhood obesity.

After Democrats laid that foundation, the Republicans came in and began attacking the program. First, they let the stimulus boost expire, which that meant an average family of three receiving benefits lost $29 per month. The cuts went into effect November 2013, right before the holidays.

Next, the House Republicans in charge attacked the base funding itself. Food stamps are the biggest and most expensive component of the farm bill—an arcane piece of legislation that sets farm policy. Because of the 70 percent increase in food stamp spending since the last farm bill had passed, in 2008, House Republicans refused to pass this one when it first went up for a vote last year. It was the first time in history a farm bill failed, and it later passed without the food-stamp component. After the House finally did address nutrition spending and work with the Senate, the program emerged in February with $8.6 billion cut over the next 10 years, so it’s no wonder families are still going hungry.

To be fair, Democrats fought these final cuts to the program: House Republicans originally wanted to cut $40 billion and the Democrats brought that number down. Indeed, a few Democrats—like Jim McGovern of Massachusetts in the House and Kirsten Gillibrand of New York in the Senate—want to rescind cuts and provide even more food stamp funding. But even if they succeed, that money might be too tempting for their fellow party members to pass up the next time they want to spend cash on something else.

“Rand Paul’s Trick”: Big Emphasis On Middle-Class Voters At The Expense Of Po’ Folks

Mike Gerson pulls off a nice two-cushion shot in a WaPo column on GOP minority outreach. First off, he spanks reformicons for their big-emphasis on middle-class voters, arguably at the expense of po’ folks:

They consistently pitch their approach toward the middle class — in part to distinguish it from previous iterations of compassionate or “bleeding heart” (Kemp’s phrase) conservatism. The cover of the reform-conservative manifesto — “Room to Grow: Conservative Reforms for a Limited Government and a Thriving Middle Class” — features a lawn mower on fresh-cut grass. The conservative rebirth will evidently spring from suburban yards on a lazy Saturday morning….

A party that does not forthrightly address the largest source of division in U.S. history and American life — now dramatized in the tear gas haze of Ferguson, Mo. — is not morally or intellectually serious. And even as a political matter, women voters, Catholic voters and younger voters would prefer a chief executive who seeks the interests of all Americans, including those unlikely to vote for him or her. A commitment to national unity is an indicator of public character. The Kemp project has never been more urgent for Republicans.

So Gerson should be pleased by Rand Paul, with his particular focus on African-American outreach, right? No, not so much. He considers Paul’s ability to come up with selective libertarianish positions that sound attractive to non-government-haters a “trick.”

Paul has risen to prominence by employing a political trick, which is already growing old. He emphasizes the sliver of his libertarianism that gets nods of agreement (say, rolling back police excesses) while ignoring the immense, discrediting baggage of his ideology (say, discomfort with federal civil rights law or belief in a minimal state incapable of addressing poverty and stalled mobility).

As a senator, this tactic has worked. But were Paul to become the GOP presidential nominee, the media infatuation would end, and any Democratic opponent would have a field day with Paul’s disturbing history and cramped ideology. On racial issues, the GOP needs a successor to Kemp — and an alternative to Paul.

Get used to these sort of attacks if Paul’s viability grows. At some point, of course, they would vanish altogether if the man gets close to the GOP nomination.
