“Drop These Silly Notions Of False Equivalence”: The Democratic Party Is The Only Home For Centrists
This is a letter to political centrists.
For those of you alarmed that Rep. Eric Cantor was not conservative enough for Republicans in Virginia’s 7th congressional district, I encourage you to read Charles Wheelan’s The Centrist Manifesto. Wheelan, a professor of economics at Dartmouth College, puts to words what we can all sense: Partisan gridlock is becoming more than a nuisance in our lives. It is threatening our economy, our children’s educations, the welfare of the planet, and every other national priority.
Take a read through Wheelan’s “Manifesto.” It’s a short read, published last year after it became clear that President Obama’s re-election would not bring a new age of bipartisanship to Washington. Wheelan calls for the center to step outside of the two major parties and stand up for itself. In noting that the fastest growing bloc of voters is Independents, Wheelan argues that both the Democratic and Republican parties have driven out moderates by standing only for their political bases — and that the only resolution to this is an organized movement of Independents.
Take a read, because Wheelan is wrong.
Wheelan’s vision may have made sense in 2013, but much has changed in the past year. We are now well past the time for quixotic visions of bipartisanship driven by centrists on both sides of the divide. To read “Manifesto” is to recall a time when Americans could reasonably believe that in spite of bitter partisanship in Washington, Congress could transcend the ideological gap to act on immigration reform, universal background checks, and tax reform. To behave, in short, like statesmen.
If we have learned anything from Eric Cantor’s demise, it’s that the Republican Party is no place for pragmatic centrists. It’s not even a place for relentless partisans who may stray from Republican orthodoxy on an issue or two.
So it’s time to just say it out in the open: The resolution to Washington’s dysfunction is a migration of Independents into the Democratic Party, because there is only one side that seems at all interested in welcoming centrists.
We should first note one of the most fundamental rules of political science: Duverger’s Law. This is the observation, made famous by French sociologist Maurice Duverger, that in winner-take-all two-party systems, voters inevitably gravitate toward one of two major parties. This is because voters do not want to waste their vote on a candidate who will not win. Recall how quickly liberal voters snapped back into the Democratic fold after wasting votes on Ralph Nader in 2000; they know Duverger’s Law well.
Given Duverger’s Law, it would follow that any potential “Centrist Party” would run into institutional obstacles not easily surmounted by even the most popular movement. And even those preaching the gospel of bipartisanship, nonpartisanship, and centrism must accept the reality that the current Republican Party is plainly interested in none of that.
This goes for the 501(c)(4) groups like Mark Zuckerberg’s FWD.us. If you want Congress to move “FWD” on immigration reform, under what circumstance could you expect a GOP-led House to buck the Tea Party and pass a bill that commands broad bipartisan support?
This also goes for moderate voters, whom Wheelan notes comprised 41 percent of the electorate in 2012.
Wheelan correctly observes that any centrist party should not simply meet both sides halfway on each issue, but rather take the best ideas from both sides. A rational observer, for example, would not conclude that climate change is “probably” happening because Democrats are sure it is, and Republicans are sure it’s not.
He also correctly notes that many Democrats have strayed from sensible policies in favor of myopic political interests. But it simply cannot be said that there is no home for centrists in the Democratic Party.
In fact, several prominent Democrats — including Senators Elizabeth Warren (D-MA) and Cory Booker (D-NJ) — are on record as supporting school choice. Congress passed free-trade agreements with South Korea, Colombia, and Panama in 2011 with large numbers of Democratic votes, and President Obama signed them into law. The Obama administration and many of its congressional allies have supported lowering the corporate income tax from 35 percent to 28 percent.
In other words, Democrats often support centrist policies without reprisal. Such apostasy would never be tolerated in the GOP.
Wheelan examines the U.S. Senate in “Manifesto,” and proposes that if moderate members began asserting themselves as independent from their parties, the cogs of Washington may begin to turn again.
“With a mere four or five U.S. Senate seats, the Centrists can deny either traditional party a majority. At that point, the Centrists would be America’s power brokers…good things can start happening again,” Wheelan writes.
He’s right, but who might these four to five senators be? At the moment, they would almost assuredly be Democrats.
Take a look at the vote scoring of the 112th Senate (which ended after the 2012 election,) done by political scientists Keith Poole and Howard Rosenthal. The NOMINATE scale, an abbreviation for Nominal Three-Step Estimation, is immensely complex, and explaining it is well beyond the scope of this piece. Please accept for a moment that -1 on the scale is the score of the most liberal senator imaginable, and 1 is the most conservative. Zero is the perfect middle.
You may note the slight asymmetry of the distribution. I would mark the area between -0.25 and 0.25 as centrist territory. Thirteen of these centrists were Democrats, and only five were Republicans. Of these five, only Senators Lisa Murkowski (R-AK), Mark Kirk (R-IL) and Susan Collins (R-ME) remain in the 113th Senate. Murkowski, it should be noted, held on to her seat in 2010 only after a miraculous write-in campaign overruled GOP primary voters, who nominated fringe Tea Party candidate Joe Miller.
You might also note that NOMINATE scores President Obama as being as liberal as Senator Dick Lugar (R-IN) was conservative. Obama commands the approval of nearly 80 percent of Democrats, while Lugar was dismissed by GOP voters in favor of a man who believed that “God’s intent” was for women to bear the children of their rapists.
A Pew Research Center poll released this week found that 82 percent of “consistently liberal” respondents said they would like elected officials to make compromises; only 14 percent said they would prefer that elected officials stick to their positions. When offered the same dichotomy, “consistently conservative” respondents said they would prefer elected officials hold fast to their views by a 63 to 32 percent margin.
This Republican intransigence left Thomas E. Mann and Norman Ornstein, two of the most prominent scholars of the Senate, to place the blame for Washington’s dysfunction squarely on the GOP in their 2012 book, It’s Even Worse Than It Looks.
“When one party moves this far from the center of American politics, it is extremely difficult to enact policies responsive to the country’s most pressing challenges,” Mann and Ornstein write.
Of course, we recently had two years of almost unfettered Democratic control in Washington. Was the record of the 111th Congress, which reigned in 2009 and 2010, perfect? Of course not. But it got things done, including passing a markedly centrist health care bill that has expanded coverage to more than 10 million people to date.
It got done because those four or five senators Wheelan speaks of cooperated. Those senators were all Democrats.
On the issues, I have no apparent disagreements with Wheelan. He’s a brilliant author and public policy expert.
But he, and others, has to drop these silly notions of false equivalence. I too hope for a day when Republicans in Washington are ready to rejoin mainstream political thought. But it does no good to pretend that they exist in that space now. And given the message that GOP voters just sent us from Virginia’s 7th congressional district, they aren’t coming back anytime soon.
Until the GOP is ready to return to rationality, centrists are left with no choice but to organize and vote for Democrats, and work within the Democratic Party to advance centrist goals.

“Really Stepping Into It”: When ‘Traditional’ Apparently Means ‘White’
North Carolina State House Speaker Thom Tillis (R) fairly easily won his party’s U.S. Senate nomination this year, after presenting himself as the most electable center-right candidate to take on Sen. Kay Hagan (D) in November.
He may have oversold his electoral qualities a bit.
We learned a month ago about remarks, first aired by msnbc’s Chris Matthews, in which Tillis argued in 2011, “What we have to do is find a way to divide and conquer the people who are on assistance.” The Republican lawmaker described a vision in which policymakers pit those in need against one another, in order to cut off benefits for those on the losing end of the fight.
This morning, TPM reports on another striking quote from Tillis’ recent past.
State House Speaker Thom Tillis (R-NC), the Republican nominee for U.S. Senate in North Carolina, said that the “traditional” voting bloc of his home state wasn’t growing like minority populations in an interview he did in 2012.
In context, the host of the Carolina Business Review television program asked why the Republican Party was struggling with minority voters, most notably Hispanics. Tillis responded that he believes the GOP’s message is “appealing to everybody.” As for his party’s demographic challenges, he added, “The traditional population of North Carolina and the United States is more or less stable. It’s not growing. The African-American population is roughly growing but the Hispanic population and the other immigrant populations are growing in significant numbers.”
It sounded an awful lot like Tillis sees the “traditional population” as the white population.
The Republican’s campaign manager said this morning that Tillis was referring to “North Carolinians who have been here for a few generations” when he used the word “traditional.”
That’s one way of looking at it. But the words themselves are hard to ignore.
Tillis wasn’t talking about migration or new populations that have recently arrived in North Carolina. Rather, he described three demographic groups by name: the African-American population, the Hispanic population, and the “traditional population.”
NBC News’ First Read added, “It appears North Carolina GOP Senate nominee Thom Tillis stepped into it,” which seems more than fair under the circumstances.
Tillis was already likely to struggle with minority-voter outreach, especially given his support for some of the nation’s harshest voting restrictions. It’s safe to say his “traditional population” comment won’t help.
The next question, of course, is whether remarks like these also alienate a broader voting base. In 2006, for example, then-Sen. George Allen’s (R-Va.) “macaca” comments were offensive not just to minority voters, but also to anyone concerned with racism. It’s not hard to imagine Tillis running into a similar problem, alienating anyone uncomfortable with the notion of white people being some kind of “traditional” default.

“Yes He Could”: Health Care And Climate, President Obama’s Big Deals
Several times in recent weeks I’ve found myself in conversations with liberals who shake their heads sadly and express their disappointment with President Obama. Why? I suspect that they’re being influenced, often without realizing it, by the prevailing media narrative.
The truth is that these days much of the commentary you see on the Obama administration — and a lot of the reporting too — emphasizes the negative: the contrast between the extravagant hopes of 2008 and the prosaic realities of political trench warfare, the troubles at the Department of Veterans Affairs, the mess in Iraq, and so on. The accepted thing, it seems, is to portray Mr. Obama as floundering, his presidency as troubled if not failed.
But this is all wrong. You should judge leaders by their achievements, not their press, and in terms of policy substance Mr. Obama is having a seriously good year. In fact, there’s a very good chance that 2014 will go down in the record books as one of those years when America took a major turn in the right direction.
First, health reform is now a reality — and despite a shambolic start, it’s looking like a big success story. Remember how nobody was going to sign up? First-year enrollments came in above projections. Remember how people who signed up weren’t actually going to pay their premiums? The vast majority have.
We don’t yet have a full picture of the impact of reform on the previously uninsured, but all the information we do have indicates major progress. Surveys, like the monthly survey by Gallup, show a sharp drop in the percentage of Americans reporting themselves as uninsured. States that expanded Medicaid and actively promoted the new exchanges have done especially well — for example, a new survey of Minnesota shows a 40 percent drop in the number of uninsured residents.
And there’s every reason to expect a lot of additional progress next year. Notably, additional insurance companies are entering the exchanges, which is both an indication that insurers believe things are going well and a reason to expect more competition and outreach next year.
Then there’s climate policy. The Obama administration’s new rules on power plants won’t be enough in themselves to save the planet, but they’re a real start — and are by far the most important environmental initiative since the Clean Air Act. I’d add that this is an issue on which Mr. Obama is showing some real passion.
Oh, and financial reform, although it’s much weaker than it should have been, is real — just ask all those Wall Street types who, enraged by the new limits on their wheeling and dealing, have turned their backs on the Democrats.
Put it all together, and Mr. Obama is looking like a very consequential president indeed. There were huge missed opportunities early in his administration — inadequate stimulus, the failure to offer significant relief to distressed homeowners. Also, he wasted years in pursuit of a Grand Bargain on the budget that, aside from turning out to be impossible, would have moved America in the wrong direction. But in his second term he is making good on the promise of real change for the better. So why all the bad press?
Part of the answer may be Mr. Obama’s relatively low approval rating. But this mainly reflects political polarization — strong approval from Democrats but universal opposition from Republicans — which is more a sign of the times than a problem with the president. Anyway, you’re supposed to judge presidents by what they do, not by fickle public opinion.
A larger answer, I’d guess, is Simpson-Bowles syndrome — the belief that good things must come in bipartisan packages, and that fiscal probity is the overriding issue of our times. This syndrome persists among many self-proclaimed centrists even though it’s overwhelmingly clear to anyone who has been paying attention that (a) today’s Republicans simply will not compromise with a Democratic president, and (b) the alleged fiscal crisis was vastly overblown.
The result of the syndrome’s continuing grip is that Mr. Obama’s big achievements don’t register with much of the Washington establishment: he was supposed to save the budget, not the planet, and somehow he was supposed to bring Republicans along.
But who cares what centrists think? Health reform is a very big deal; if you care about the future, action on climate is a lot more important than raising the retirement age. And if these achievements were made without Republican support, so what?
There are, I suppose, some people who are disappointed that Mr. Obama didn’t manage to make our politics less bitter and polarized. But that was never likely. The real question was whether he (with help from Nancy Pelosi and others) could make real progress on important issues. And the answer, I’m happy to say, is yes, he could.

“No, Eric Cantor Did Not Lose Because He’s Jewish”: There Were No Other Elephants In The Room
Eric Cantor’s primary defeat by David Brat, an economics professor at Randolph-Macon College, sent the pundits scurrying. Shocked and bewildered, they searched around for theories to makes sense of what they had not anticipated happening. Hundreds of articles were written and dozens of explanations were offered.
One of the more fascinating threads that emerged from the cacophony of ideas put forward in the days following the primary was the effort to find a Jewish dimension to the story. Cantor, the House Majority Leader, was the highest ranking Jewish lawmaker in American history, with aspirations to be Speaker of the House. When one adds to that the fact that Brat is a religious Christian who speaks frequently of his faith, the temptation to uncover a Jewish angle became irresistible. The New York Times, the Washington Post, the leading Jewish weekly the Forward, and a variety of other publications duly turned out articles examining, from every perspective, the Jewish and religious sides of the election.
The problem was that there was no Jewish angle, at least not one of any consequence.
David Wasserman, a normally sensible political analyst, got things going with a much-quoted statement to the Times suggesting that anti-Semitism was at play in Cantor’s defeat. Cantor was culturally out of step with his redrawn district, according to Wasserman, “and part of this plays into his religion. You can’t ignore the elephant in the room.” Sensationalist headlines soon followed. The Week, a news magazine, ran a story entitled “Did Eric Cantor lose because he’s Jewish?” And the Forward ran an opinion column with the headline “Did Eric Cantor Lose Because He’s Jewish? You Betcha.”
But there was no elephant in the room. There wasn’t even a mosquito in the room. Nobody could turn up a single statement or piece of literature coming from the Brat campaign or anyone else that was even remotely anti-Semitic. And sensationalism aside, the ultimate consensus of virtually everyone was that anti-Semitism was not a factor of any kind in Cantor’s loss.
Conservatives, including Jewish conservatives, cried foul, charging that the point of the coverage was a deliberate attempt by liberals to smear Republican voters as bigots. Perhaps, although my own view is that it reflected media sloppiness and obsessiveness more than political conspiracy.
Another claim was that even in the absence of explicit anti-Semitism, the Brat victory represented a victory for evangelicalism and Christian politics and therefore a long-term threat to Jews and all non-Christian minorities. Vigilance about church-state separation is always appropriate, of course, but it is hard to see the threat here. Brat is often described as aligned with the Tea Party, which is a motley collection of organizations and activists; it has ill-defined religious positions not at all identical with those of evangelical groups, which are diverse themselves. Most important, there is much evidence that Americans are becoming less religious and not more so, and, as the gay marriage issue demonstrates, more tolerant in their religious outlooks.
Mr. Brat, of course, likes to talk publicly of his belief in God, and that is distressing to some people, both Jews and Christians. But God talk is acceptable in America, and people with liberal religious outlooks, President Obama included, also make reference to their religious beliefs from time to time. The key for politicians is to be sure that they ground their statements in a language of morality that is accessible to everyone; Americans need a common political discourse not dominated by exclusivist theology. As long as Brat—and others—stay on the right side of that political line, there is no reason to see this election as a religious watershed for Jews or anyone else, or a victory for religious coercion.
A third claim is that the Cantor defeat represents a disastrous decline of Jewish political fortunes. In this view, Cantor’s defeat is seen as part of a broader pattern: There are 33 Jews in the current Congress, both the House and the Senate, as compared with 39 in the previous one. But here again, this seems like an altogether arbitrary and unfounded assumption. Jews are well represented in all areas of America’s educational, business, and political life, and that is not changed in any way by the defeat of a Jewish Majority Leader in the House of Representatives.
Eric Cantor’s fall from political power is interesting and in some ways important. For decades to come, politicians and professors will study it as an example of what happens when a serious but self-referential politician loses touch with the things that ordinary Americans care about and gets caught up in the big-dollar culture of Washington. But they will say very little about the Jewish dimension of this affair—and that is for the simple reason that it doesn’t exist.

“President Obama Is No Bush”: Obama Has Accomplished Far Too Much In The Face Of Far Too Much Adversity
If anyone had said five years ago that President Obama’s popularity rating would nosedive to the dreadful level of George W. Bush’s ratings the last years of his presidency, they’d be fitted for a strait-jacket. Obama’s popularity ratings at that point had soared past 70 percent and there was the firm consensus that his numbers would stay comfortably high and that no matter how rocky things got during his tenure, they could never bottom out to Bush’s abysmal numbers.
The recent CNN/ORC International poll seems to show that the worst has happened and that Obama’s popularity rating now is virtually identical with Bush’s low rating. The added insult is that Bush seems to be getting more popular with his numbers on the uptick. There are two ways to look at this. One is that Bush had sunk so low in popularity ratings by the time he left office that he had nowhere to go but up and that it’s easy for the public to wax nostalgically about and to even find a few good things to say and think about an ex-president years removed from office than a president who sits in the office. This is made even easier by the constant barrage from the GOP’s inveterate Obama bashers playing up Bush’s alleged accomplishments while relentlessly pile driving Obama’s supposed failures.
That’s the other way to look at Obama’s drop. In the backwash of now defrocked former House Majority leader Eric Cantor’s ouster from Congress, it’s worth remembering Cantor was a prime ringleader of the now infamous dinner meeting the night of Obama’s first inauguration in January 2009. Their sole goal was to figure out everything they could do to dither, delay and flat out obstruct any and every initiative and piece of legislation, as well as key nominees, that Obama pushed, while savagely harassing and defaming his key appointees, most notably Attorney General Eric Holder and former HHS Secretary Kathleen Sibelius.
This was the front door assault plan. The GOP’s backdoor strategy was to wink and nod at the dirty smear campaign from the coterie of right wing talk show hosts, bloggers and web sites that lambasted Obama with an avalanche of subtle and outright racist digs, barbs, taunts and harangues. The dual strategy had one aim and that was to make him a failed one term president, and failing that, a failed presidency. The added key to making that work was to play up to the hilt any and every real or perceived stumble. The NSA spy debacle, the lingering anger over Benghazi, the AP leaks, the worry over the Affordable Health Care Act website glitches, and the Bergdahl-Taliban prisoner swap, and now the militant Islamist insurgency in Iraq are prime examples.
The GOP gloat that Obama is now no better than Bush in the public’s eye still falls appalling flat. Bush’s miserable record on the two greatest issues that matter the most to Americans are glaring proof of that. They are the economy and war. Bush hit the skids the second go round because of public souring on a failed, flawed and financially and human-draining war, and a financial collapse that had much to do with his disastrous two tax cuts that gave away the company store to corporations and the rich and sent the budget deficit skyrocketing. In glaring contrast, Obama’s fiscal and budgetary record shows steady joblessness drops, a deficit drop, and an unprecedented surge in the markets that ironically has made more millions for many of the corporate rich that pile onto the assault against Obama.
His wind down of the Iraq and Afghan war has been a special sore point for GOP hawks who never tire of telling all who’ll listen that this supposedly puts Americans at horrible risk from terrorism and war. It’s bunk. Obama simply fulfilled commitments that were already in place to disengage the American military in both countries — commitments that are supported by the overwhelming majority of Americans.
Bush can lay claim to none of these achievements.
But laying aside for a moment the silly notion that Obama is as bad as Bush, the brutal political reality is that past presidents have certainly had their share of second term woes. This was the case with Eisenhower, Nixon, of course, Reagan, George H.W. Bush, and Clinton. This shouldn’t surprise. They were in office for a relatively long time. They run a big sprawling government with thousands of appointees and personnel. It is simply beyond the pale of one person to control every facet and decision their appointees and personnel make. Just as time can work for a second term president, it can also work against him, too. The longer he’s in office, it’s almost assured that some issue, event or catastrophe will happen that can mar a president’s image, and that he may or may not have any real control over.
Obama has accomplished far too much in the face of far too much adversity. To spin his plunging popularity numbers as if he’s a complete failure is to horribly mangle the comparison with the president who clearly was a failure.
