“Obama’s Weakness, Or Ours?”: Swagger And Invasion Are Overrated As Foreign Policy Instruments
The odds are that you think President Obama’s foreign policy is a failure.
That’s the scathing consensus forming, with just 36 percent of Americans approving of Obama’s foreign policy in a New York Times/CBS News poll released this week. Foreign policy used to be a source of strength for the president, and now it’s dragging him down — and probably other Democrats with him.
Mitch McConnell, the Senate minority leader, warns that Obama “has weakened the national security posture of the United States.” Trent Franks, a Republican member of the House from Arizona, cites foreign policy to suggest that Obama is “the most inept president we have ever had.”
Obama is no Messiah, but this emerging narrative about a failed foreign policy is absurdly harsh. Look at three issues where Republicans have been unfairly jabbing him with pitchforks:
Trading five Taliban prisoners for Bowe Bergdahl was unpopular with the public, and the Obama administration may have made the trade in the incorrect belief that Bergdahl was near death. Then again, here’s an American soldier who spent five years in Taliban custody, some of that reportedly in a cage after trying to escape. If we make heroic efforts to bring back American corpses, how can we begrudge efforts to bring back a soldier who is still alive?
Sure, there are risks. But the five Taliban prisoners have probably aged out of field combat, and, if they return to Afghanistan after their year in Qatar, they would likely have trouble finding American targets because, by then, the United States will no longer be engaged in combat.
More broadly, there’s nothing wrong with negotiating with the Taliban. The blunt truth is that the only way to end the fighting in Afghanistan is a negotiated peace deal involving the Taliban, and maybe this deal can be a step along that journey.
Russian aggression in Ukraine was infuriating, but it’s petty Washington politics to see it as emanating from Obama weakness. After all, President George W. Bush was the most trigger-happy of recent presidents, and he couldn’t prevent Russia from invading Georgia in 2008 and helping carve off two breakaway republics.
Obama diplomacy appears to have worked better than military force would have. Contrary to early expectations, Russia did not seize southeastern Ukraine along with Crimea, and President Vladimir Putin of Russia this week called on Parliament to rescind permission to invade Ukraine. Be wary, but let’s hope the Bear is backing down.
The debacle in Iraq is a political and humanitarian catastrophe, but it’s a little rich for neocons to blame Obama after they created the mess in the first place. Obama was unengaged on Iraq and Syria, but it’s not clear that even if he had been engaged the outcome would have been different.
Suppose Obama had kept 10,000 troops in Iraq as his critics wish. Some would have been killed; others injured. We would have spent another $50 billion or so in the Iraqi sands (that’s more than 25 times what Obama requested to start universal prekindergarten, but Congress balks at the expense). And Prime Minister Nuri Kamal al-Maliki might have felt even less need to keep Sunni tribes on his side. Would all this really have been the best use of American lives and treasure?
Yes, Obama has made his share of mistakes, especially in Syria, where he doesn’t seem to have much of a policy at all. Partly balancing that, he helped to defuse the Syrian chemical weapons threat.
Look, the world is a minefield. President Clinton was very successful internationally, yet he bungled an inherited operation in Somalia, delayed too long on Bosnia, missed the Rwanda genocide and muffed the beginning of the Asian financial crisis — and all that happened during a particularly skillful administration.
As for former Vice President Dick Cheney complaining about Obama’s foreign policy, that’s a bit like the old definition of chutzpah: killing your parents and then pleading for mercy because you’re an orphan. In the Bush/Cheney years, we lost thousands of Americans and hundreds of thousands of Iraqi lives, we became mired in Afghanistan, Iran vastly expanded the number of centrifuges in its nuclear program, and North Korea expanded its arsenal of nuclear weapons. And much of the world came to despise us.
Blowing things up is often satisfying, and Obama’s penchant for muddling along instead, with restraint, is hurting him politically. But that’s our weakness more than his. Obama’s foreign policy is far more deft — and less dangerous — than the public thinks, and he doesn’t deserve the harsh assessments. If there’s one thing we should have learned in the Bush/Cheney years, it’s that swagger and invasion are overrated as foreign policy instruments.

“Just Like Us”: Obama’s Iraq ‘Nap’ Represents Who We Are; Sick Of Being The World’s Policeman
Conservative critics of Barack Obama’s foreign policy are right: it’s vague when articulated and contradictory when enacted. He refuses to act decisively and tunes out the rhetorical bravado of foreign leaders. And if the United States is to avoid another round of pointless bloodshed in the Middle East, that’s the kind of foreign policy our country needs right now. Indeed, it’s the one we want.
On Sunday’s Meet the Press, Mitt Romney added to the existing critique of Obama as feckless-bordering-on-fey. The president, his former challenger asserted, was not just ineffectual in his stance toward Iraq and Syria – he was also ignorant. The president, said the former one-term governor of Massachusetts, has “repeatedly underestimated the threats” posed by chaos in Iraq – or “Russia or Assad or Isis or al-Qaida itself”.
The terror that has gripped Iraq over the past week is, no doubt, horrific. When militants claim they’ve massacred 1,700 soldiers, it would be foolish not to give yourself options by moving an aircraft carrier here and toughening up an embassy there – which Obama has done, actively, not through “neglect” or “a nap”, as still more critics claimed over the weekend.
But let’s remember the way we got in too deep: it wasn’t by underestimating the threat Iraq posed to US interests, it was by overestimating it.
“Overestimating” may even be too generous. We created a threat when there was none, not out of whole cloth so much as a web of pride, avarice and insecurity. Obama’s haters on the right – and maybe even some formerly hawkish apologists on the left – need a refresher course on just how much of the Iraq invasion hinged on ego and imagined taunts. It wasn’t all about revenge for Daddy’s loss. Don’t forget the perception in the Bush White House that the president was “weak” in the immediate aftermath of 9/11: the frozen look as he read from My Pet Goat, the hours of hop-scotching around the country, out of sight, as the carnage and panic continued to unfold.
It was Bush’s improvisation of macho defiance – in those moments following his 9/11 lapse into visible doubt – that created the blueprint for these wars that have refused to end. The declaration that the US would “make no distinction between the terrorists who committed these acts and those who harbored them” was made in a speech given less than twelve hours after the first tower was hit. Today, we call that formulation the Bush Doctrine, though anything so hastily conceived hardly merits the title of “doctrine”.
Governments are supposed to be slower to act than people. They are supposed to filter our instinctive desires, not jump on them. It is probably not a coincidence that support for the death penalty in America is at a record low as well. The state’s power to take a life is democracy’s most dubious gift. We have learned that the hard way.
That the Bush administration misled the American people about the reasons for invading Iraq is now all but common knowledge; what we talk about less is why Americans were moved so easily from concern about possible attacks from overseas into almost pornographic nationalism.
Clearly, we were intoxicated by some heady perfume of testosterone and saddle leather that pulled along George W Bush by the nose. When the Iraq war began, nearly 80% of Americans thought it was a good idea. Almost as many approved of how the president was handling it. Irrational exuberance is not just for markets.
How we have sobered since then!
A record high number of people (53%) believe that America is “less powerful and less important than it was ten years ago”; the percentage of those who believe that America should “mind its own business internationally” (52%) is the highest it’s been in 50 years. And support for specific foreign interventions is as wobbly as the reasoning for undertaking them: only 25% of Americans supported air strikes on Syria; just 14% approved of a Nato-led military action in the Ukraine.
The existing members of the GOP leadership, whether visiting Romney’s weekend retreat or a Sunday show set on their way to re-intervention, might well wonder where that reliably woozy patriotism has gone. Certainly, Republicans haven’t developed a tolerance. They sniff the air and howl: “This is another 9/11 in the making,” Lindsey Graham said Sunday on CNN, three days after saying “we’ve got another Benghazi in the making here”. House Armed Services Committee Chairman Buck McKeon blustered: “The White House has a history of ‘considering all options’ while choosing none.”
Would that Bush have been so indecisive.
The mistake by Republicans – and it is one they make in all sorts of situations – is that they confuse a desire for small government and more individual freedom with a government that acts like an individual. They project onto government the desires and fears that animate a person; in the imagination of Republicans “the government” wants all kinds of things: your guns, for instance. And when Republicans have one of their own in the White House, it pleases them to think that he doesn’t just represent the country but is the country.
Perhaps it is a function of having a president who is so radically (including, yes, racially) different from all the ones who came before that Americans seem comfortable with – or at least have accepted the fact of – some distance between who they are, who the president is, and that for which the country stands. It is most certainly a function of having seen so many lives lost, but the American people are comfortable with inaction. Barack Obama’s foreign policy is less of a doctrine than a stance – guarded but cautious, careful but alert … just like us.

“Politicking With Matters Of National Security”: From ‘Grand Old’ To ‘Shameless New’, Trading National Security For Political Gain
One would think that on the weekend of the 70th anniversary of the invasion of Normandy – a day on which almost 10,000 fathers, brothers, and sons of our greatest generation were killed as they began the liberation of Europe – the Republican political establishment would at least press “pause” on partisan attacks that use our men and women in uniform as political pawns. Even Vladimir Putin, bogeyman du jour, paused his nationalist rants to recognize the occasion.
Rather than stopping to consider those who have made the ultimate sacrifice, supporters of New York State Republican gubernatorial candidate Robert Astorino launched an ad that used the graves of U.S. soldiers as a backdrop and urged viewers “to honor their sacrifice” and “remove tyrants,” with the latter message plastered over pictures of Democratic governor Andrew Cuomo. Instead of commemorating an epic struggle between fundamentally good and evil forces, Astorino’s supporters ran with the much simpler message that Cuomo is a modern-day Mussolini or Hitler.
This is, however, not an isolated event. The GOP establishment – both elected members and their media arms – have been on a roll of politicking with matters of national security of late. This circus detracts from critical policy discussions and legitimate critiques.
As with anything the Obama administration says or does, a political firestorm has erupted surrounding the return of Army Sgt. Bowe Bergdahl from Afghanistan earlier this week. While there are legitimate debates to have over how the White House prosecutes the war in Afghanistan, handles detainees at Guantánamo, and works with Congress, the tenor of the attacks has been outwardly partisan and at times disrespectful of our men and women in uniform.
With regards to the Bergdahl situation, Fox News commentator Kimberly Guilfoyle argued on air that Bowe Bergdahl was lucky that his rescuers didn’t bring him home “in a body bag.” The insinuation – even the mere suggestion – that members of the U.S. military would deliberately murder their own and betray the oaths they took to uphold and defend the Constitution of the United States is so offensive that it defies words.
In perhaps the crown jewel of the week’s insensitive behavior, Senator Rand Paul (R-KY), after noting that Hillary Clinton’s “involvement” with Benghazi should “disqualify” her from being president, had the extraordinarily poor taste to say on Friday to the Republican Party of Texas Conference: “Mr. President, let’s set up a new trade. Instead of five Taliban, let’s trade five Democrats.”
Paul’s lack of deference cheapens the lives of Americans in captivity by “laughing” away the importance of bringing home American personnel who have endured brutal conditions in Korea, Vietnam, and Afghanistan. The notion that the Commander-in-Chief’s responsibility to “leave no man behind” is somehow a joke – or in any way conditional – truly does disqualify someone from being president.
Perhaps the saddest thing about all this damning rhetoric is that these are the logical conclusions of a broken system rather than a particularly bad but isolated day for Republican messaging. From calling the President of the United States a “Socialistic dictator” and the “Kommandant-in-Chef [sic],” to the never-ending part-kangaroo court, part-fundraising circus surrounding the tragic events in Benghazi, to the continued narrative that President Obama hates or even “wants out” of America, the far right simply cannot stop itself from spouting vitriolic and divisive rhetoric.
There was a time when national security was the exclusive purview of the Republican Party, and any attempts by Democrats — no matter their credentials — to penetrate that sphere were either squashed by flagrant politicking or flopped on account of disastrous PR blunders. Conventional wisdom simply insisted that Democrats were “soft” and Republicans were “tough.”
However, nothing drives home the resurgence of a progressive foreign and defense policy more than the insensitive, disrespectful, and frankly out-of-touch messaging coming from the loudest voices on the right. The Republican establishment has apparently lost its respect for the office of the presidency and the United States military, and it is up to moderate voices to correct the gross excesses of the day.
There can be genuine disagreements over our military and national security, including on the subject of recent events in Afghanistan. Likewise, politics – even partisan politics – are an important part of the American political system. But we must remember those brave souls at Normandy gave their lives 70 years ago this week for the principles and values that sustain that system, and their efforts will be in vain if it continues down a track of such perversion.
However disenchanted members of the political minority may be with the current state of American politics, language of disrespect to those who serve and have served shown by all of these radical individuals crosses the line. It is our responsibility to voice our collective outrage and demand accountability for these ugly statements purely and poorly aimed at producing partisan gains.

“McCain Just Can’t Seem To Help Himself”: One Of These Days, The Beltway Will Stop Looking To McCain As An Expert
Sen. John McCain (R-Ariz.) ran into a little trouble last week. The Republican senator, a little too eager to condemn the Obama White House, complained about the prisoner swap that freed an American POW despite having already endorsed the exact same plan a few months prior. After getting caught, McCain falsely accused his critics of “lying.”
Making matters slightly worse, the Arizona lawmaker, himself a former POW, complained to the media that he hadn’t learned anything from a classified briefing on Bowe Bergdahl’s release, neglecting to mention that he’d left in the middle of it.
Despite – or perhaps, because of – these embarrassments, McCain scored another Sunday-show invitation, where he somehow managed to add insult to injury.
Sen. John McCain (R-Ariz.) on Sunday called the five Guantanamo detainees released in a prisoner swap for Army Sgt. Bowe Bergdahl “hardcore military jihadists who are responsible for 9/11” and said he expects them to return to fighting against the U.S.
In context, looking at the full transcript, it’s hard to say whether McCain believes these five detainees were “responsible for 9/11” or whether he believes all of the detainees at Guantanamo Bay were “responsible for 9/11,” but either way, the senator is plainly wrong.
McCain added, in reference to the Bergdahl prisoner-swap, “I wouldn’t release these men, not these men. They were evaluated and judged as too great a risk to release.”
That’s wrong, too. In fact, the former chief military prosecutor at Guantanamo Bay told msnbc’s Alex Witt over the weekend that at first he didn’t even recognize these detainees’ names. “To trade five of them for a U.S. service member, in my estimation, and I’m often critical of President [Barack] Obama, I think they struck a pretty good deal,” retired Air Force Col. Morris Davis said.
What’s more, just a few months ago, McCain personally endorsed the plan to transfer these exact same Taliban prisoners. When he says he wouldn’t have completed the swap for “these men,” he’s neglecting to mention that he’d already expressed public support for swapping “these men.”
And all of this led to the creme de la crème:
“I believe that there are other prisoners, some of whom we have already released, that we could have released that – in exchange,” McCain argued.
If someone could explain what this means, I’d appreciate it. Putting aside the fact that McCain already endorsed the plan to swap these exact same prisoners before he changed his mind and denied changing his mind, it’s not at all clear how U.S. officials could have swapped prisoners “whom we have already released.”
It’s tempting to think that, one of these days, the Beltway will stop looking to McCain as an expert on matters related to national security and the military, but I’ve been waiting for that day for quite a while. It never seems to arrive.

“We’re All Journalists Now”: No, Glenn Greenwald Cannot Be The One Who Decides What Stays Secret
This Sunday, The New York Times Book Review will finally print Michael Kinsley’s review of Glenn Greenwald’s No Place to Hide, two and a half weeks after the review was published online and provoked a polarizing debate involving Greenwald, the Times‘ Public Editor Margaret Sullivan, Kinsley again, and countless commentators who promptly took sides in the dispute about government secrecy and freedom of the press.
Some readers, including Sullivan, objected to Kinsley’s smart-alecky tone and psychological sketches of Greenwald, Edward Snowden, and Julian Assange, which these critics saw as bordering on ad hominem attacks. But there were also more substantive criticisms levied by Sullivan and many others, most of them boiling down to the claim that it was simply outrageous of Kinsley to deny journalists an absolute right to print classified material passed on to them by leakers.
Here is the most controversial passage from the review:
It seems clear, at least to me, that the private companies that own newspapers, and their employees, should not have the final say over the release of government secrets, and a free pass to make them public with no legal consequences. In a democracy (which, pace Greenwald, we still are), that decision must ultimately be made by the government. No doubt the government will usually be overprotective of its secrets, and so the process of decision-making — whatever it turns out to be — should openly tilt in favor of publication with minimal delay. But ultimately you can’t square this circle. Someone gets to decide, and that someone cannot be Glenn Greenwald. [The New York Times]
Some objected to this passage because they thought it contradicted another line of the review in which Kinsley called the Snowden leaks a “legitimate scoop.” But for most critics, the issue was far more fundamental: How dare anyone suggest, and in the pages of America’s newspaper of record no less, that the government, and not an intrepid journalist like Glenn Greenwald, should get to decide, while wielding threats of prosecution and imprisonment, what information is secret and what is not?
Clearly, the critics implied, Kinsley was expressing a deep-seated sympathy for authoritarianism that no self-respecting American citizen, let alone a journalist professionally and existentially devoted to the press freedoms enshrined in the First Amendment, could possibly endorse.
There’s just one problem with this objection: Kinsley was almost certainly correct.
In the ensuing debate about the review, The Atlantic‘s Conor Friedersdorf made the strongest and most concise case against Kinsley’s position. When we look at the competing track records of the government and journalists in deciding what should be kept secret and what should be made public, Friedersdorf argued, it is clear that journalists have done a far better job. For that reason, journalists, and not the government, should get to decide.
Friedersdorf also made a point of stipulating that this does not imply blanket permission for leakers to divulge to journalists any information they wish. In Friedersdorf’s words, “The least-bad system is one where leakers can be charged and punished for giving classified secrets to journalists (which isn’t to say that they always should be), but where journalism based on classified information is not criminalized.”
That sounds like a perfectly reasonable compromise — at least until you think it through.
Permitting journalists to publish anything and everything that gets leaked to them, under no possible threat of prosecution, would make it nearly impossible to prosecute a leaker, since the harmlessness of the leak would automatically be demonstrated the moment a journalist makes the decision to publish the classified information. After all, in Friedersdorf’s least-bad system, it’s journalists who decide what can and can’t be made public, based in part on their assessment of the likely public harm. This means that as soon as classified information gets published by a journalist, the leaker would instantly be exonerated.
To which many will no doubt respond: So what? That’s exactly how it should work!
Except for one additional consideration, which Kinsley raised in his original review. In the age of blogs, portable audio and video recording, instant messaging, and social media platforms, “it is impossible to distinguish between a professional journalist and anyone else who wants to publish his or her thoughts.”
We’re all journalists now.
In such a world, Friedersdorf’s rules produce a situation in which any leaker who leaks any information to anyone willing to publicize it is automatically absolved of any crime.
In such a world — a world completely lacking in disincentives to leak classified information — government secrecy would be rendered impossible.
“But no,” I imagine Friedersdorf objecting. “I mean real journalists, working for established, recognized media companies. Only they should be given the power to decide what to publish.”
To which the proper reply is to repeat Kinsley’s line that making such a call — deciding who is and who is not a “real” journalist — is impossible. Sure, we can agree that a journalist employed by The New York Times or The Atlantic is an authentic journalist entitled to make the hard calls on secrecy. But what about a reporter working for BuzzFeed? Or a reporter working for BuzzFeed six years ago, when it had little politics coverage and was known primarily for its cat-photo click-throughs?
And what about self-employed blogger Andrew Sullivan? Is he a journalist? If someone leaked classified information to him, should he have blanket authorization to decide whether to publish it?
What about someone who runs a blog with a tenth of Sullivan’s traffic and journalistic experience? A hundredth? A thousandth?
We seem to have a problem. Either anyone or everyone gets to make the call, rendering state secrets impossible, or we need some independent authority to decide who is and who is not empowered to make the call. Government licensing of journalists? That’s where Friedersdorf’s “least-bad system” leads us, I’m afraid.
Which means that Friedersdorf leads us right back to Kinsley: “Someone gets to decide, and that someone cannot be Glenn Greenwald.”
Pace Friedersdorf, the least-bad system is the one we have right now: Government (elected officials, appointees, and judges) deciding what gets and stays classified. In that system, both leaking and publishing classified information are treated as crimes, albeit crimes for which leakers and journalists are rarely punished, with the benefit of the doubt usually swinging in their favor.
This system isn’t perfect. Free speech absolutists don’t like it, and understandably so, because it makes government secrecy the legal principle and press freedom an exception dependent on the prudential judgment of prosecutors and judges.
But in a world where secrets are necessary, this may be the best that a democracy can do.
