“Drag-Racing Off A Political Cliff”: Republicans Attack Immigrants While Putting America In Danger

The House of Representatives’ Department of Homeland Security (DHS) funding bill, which is really a law seeking the mass deportations of undocumented people, including children, died on the Senate floor, victim of arithmetic certainty.

Mathematical reality seems to be a challenge to the GOP House majority. While most Americans have heard about the 60-vote rule in the U.S. Senate that impacts most legislation — the cloture/filibuster, as it is commonly known — House Republicans insist in passing bills that cannot make that threshold, and are subsequently dismayed that their legislation dies an ignominious death.

Yet once again, and this would now seem to be par for the course for Speaker John Boehner’s (R-Ohio) House, Republicans have passed a bill that, with zero support of Senate Democrats, failed to meet the basic 60-vote threshold — three times.

It has been clear for some time that Democrats will not support the liquidation of President Obama’s executive actions on immigration. Moreover, should such a bill pass by some deus ex machina event, the president would veto it.

So why insist on passing a bill that cannot become law? One must assume that the potency of a quixotic quest to achieve the impossible is irresistible to many members of the Republican caucus in the House. Majority Whip Steve Scalise (R-La.) seemed to insist that two plus two does not equal four when he told The Hill that “There’s not a Plan B, because this is the plan.”

In other words, after the mass deportation bill crashed and burned in the Senate, the House has no other plan, no other path forward to fund America’s shield from terrorism, Homeland Security.

Showing the triumph of ideology over logic, The Hill further reports that Rep. John Fleming (R-La.) said before the Senate vote that: “[M]any of us agree that we should stand behind the one bill that we sent over there. Most of us feel that way. … Anything less than that, we’re not going to get any better result anyway. So why not just go for what’s really right?”

Of course, the obvious “better result” would be not to put America’s security at risk, and instead pass a clean DHS funding bill that would keep the nation safe. Immigration can always be tackled as a separate issue by the Republican-controlled Congress.

In fact, Rep. Jeff Denham (R-Calif.) recently told me on my radio show that the House leadership has given immigration-reform Republicans encouragement to develop a set of sweeping immigration reform bills. So at least in the pro-arithmetic wing of the Republican Caucus, there is a reality-based path forward to deal with immigration without the perennial government shutdown threat — implicit in Scalise’s “not a Plan B” comment — that has become Republicans’ go-to tactic for forcing through their agenda when they fail to muster the votes necessary to pass legislation in both chambers.

It would be refreshing to see the big House Republican majority have as much passion for governing as they do for deportation. As Americans look at our society, polling clearly suggests that bread-and-butter issues dominate the agenda of the people. The economy, of course, and education, healthcare and the sense of economic insecurity that hangs like a shadow over most American families are the issues that should be tackled by a giant majority with ambitions to govern for more than two years.

I have yet to see one poll in which Americans rank mass deportations of undocumented immigrants as a top priority. Moreover, it’s hard to imagine that Americans favor such deportations over the continued funding and smooth operation of the country’s principal anti-terrorist agency, DHS.

Ironically, the party that has claimed the mantle of being the true fighters against a global jihadist threat is willing to drag-race off a political cliff to deport people rather than fund Homeland Security.

This is a choice that has both practical and symbolic resonance. The practical impact is obvious: Even one day, contrary to Rep. Mario Diaz-Balart’s (R-Fla.) jaunty declaration otherwise, when DHS is not funded is one day too many. Republicans willfully weakening America’s national security would be irresponsible, bordering on seditious.

And the political and symbolic effects would also be notable. Will Americans easily forget that Republicans bet with their safety, indeed the safety of the nation, for the unachievable policy goals of deporting millions of people?

Perhaps we’re seeing here the inherent weakness of a Republican majority so divided among ideologies and passions that it is literally incapable of governing for the benefit of the nation.

At the very least, we are witness to the fact that even GOP leaders such as Rep. Scalise are a little weak on the universal truths of basic arithmetic.

“Make This Monster Pay A Price”: Why We Needed To Hear From Dick Cheney One Last Time

Former Vice President Dick Cheney’s time is about up, in many senses. For a Republican Party trying to look forward, he shouldn’t be a go-to voice for the media on national security policy. His sneering attacks on President Obama aren’t news anymore. The man who famously said, “It’s my new heart, not someone else’s old heart,” about the donor to his taxpayer-funded heart transplant should have lost the power to shock us by now. Unless he has a sudden attack of conscience, and apologizes for his career, he has nothing to say worth hearing.

Except on the Senate Intelligence Committee’s torture report. There’s been some anger on the left that Cheney took his seat yet again on NBC’s “Meet the Press” on Sunday, but I think he belonged there, one last time. Let the American people hear from the man who claims that interrogation methods we prosecuted after World War II, as well as others even more depraved, aren’t actually torture.

Cheney is such a monster that he couldn’t even keep himself from defending “rectal feeding.” While he acknowledged that it “was not one of the techniques that was approved,” he sanctioned it nonetheless. “I believe it was done for medical reasons. … It wasn’t torture in terms of it wasn’t part of the program.”

That would seem to imply that anything that was “part of the program” was torture, which of course Cheney denies.

Ironically, earlier on Fox News Cheney said, “I don’t know anything about” rectal feeding or rectal rehydration (he may well have been lying). But by the time he got to “MTP,” he wasn’t willing to let any torture method go undefended. And even host Chuck Todd noting that “the medical community has said there is no medical reason to do this” didn’t shame him.

Todd asked Cheney some tough questions about U.S. prosecution of Japanese officials who waterboarded Americans, about the fact that at least a quarter of the detainees were innocent and, of course, about rectal feeding. Unfortunately, Cheney either dodged or lied.

Their exchange about innocent detainees showed Cheney at his most sociopathic:

TODD: Twenty-five percent of the detainees, though, twenty-five percent turned out to be innocent. They were released.

CHENEY: Where are you going to draw the line, Chuck? How are –

TODD: Well, I’m asking you.

CHENEY: — you going to know?

(CROSSTALK)

TODD: Is that too high? You’re okay with that margin for error?

CHENEY: I have no problem as long as we achieve our objective. And our objective is to get the guys who did 9/11 and it is to avoid another attack against the United States. I was prepared and we did. We got the authorization from the president and authorization from the Justice Department to go forward with the program. It worked. It worked now for 13 years.

“I have no problem” if 25 percent of the people we detained and potentially tortured were innocent. Take that in. It’s the same mentality that leads to police shooting unarmed black men in the name of public safety. But it squares with Cheney’s famous “one percent doctrine” that governed the aftermath to 9/11: If there’s even 1 percent chance that terrorists might have a weapon of mass destruction, the U.S. should act as if it’s a certainty, and do whatever it takes to stop them.

It also squares with Cheney telling Larry King, about his lifesaving heart donor, “I don’t spend time wondering who had it, what they’d done, what kind of person.”

America’s torture architect got a new heart, but he can never get a soul. Americans needed to see that display of authoritarian arrogance on Sunday. But now let’s hope he goes away.

“The Politics Of Fear Comes With Fine Print”: If You’re Afraid Of Anything, Vote GOP, But Don’t Expect Us To Actually Do Anything

After a couple of Republican congressional candidates literally included ISIS propaganda excerpts in their anti-Democratic attack ads, the message of this year’s elections came into sharper focus. The GOP has effectively given up on running against “Obamacare” and unemployment – choosing instead to tell Americans there’s a monster under their beds and only Republicans can save them.

Last night in North Carolina, for example, Sen. Kay Hagan (D) debated her far-right challenger, state House Speaker Thom Tillis (R), who focused the bulk of his attention on Islamic State terrorists and the Ebola virus.

Does Tillis have any background in national security? No. Has he presented new ideas on keeping the public safe? No. Does he have any expertise in infectious diseases? Of course not. Are there any instances in which Hagan has made a misstep on these issues? Not even one.

But Tillis gets the sense North Carolinians are feeling anxiety, and the Republican hopes he can exploit that angst for personal gain.

As Jeremy Peters reported, there’s a lot of this going around.

With four weeks to go, the election has taken a dark turn as conservatives use warnings about Islamic State militants, the Ebola virus and terrorist acts to send a message: The world is a scary place, and the Democrats can’t protect you.

Take a new Republican ad aimed at Representative Ann Kirkpatrick of Arizona that warns of terrorists streaming across the Mexican border. “Evil forces around the world want to harm Americans every day,” it says. “Their entry into our country? Through Arizona’s backyard.”

Another one, against Senator Mark Udall in Colorado, plays a clip in which he says the Islamic State does not pose an imminent threat. “Really?” the announcer asks. “Can we take that chance?” An ad in another Arizona House race features the footage of the journalist James Foley right before his beheading.

There’s no denying the political potency of fear. Those who feel terrified are more easily manipulated, more likely to ignore reason, and more likely to show poor judgment. Those who otherwise have nothing worthwhile to offer the public often turn to demagoguery because it can be an effective substitute for substance.

But there’s one important flaw in the Politics of Fear, or at least the Republicans’ reliance on it.

The GOP pitch relates to government in a fairly obvious and direct way: your government, the argument goes, whatever its intentions, simply isn’t capable, competent, or prepared enough to keep you safe. Your family should therefore feel a sense of panic … and vote Republican.

Cooler heads might notice the flaw in the logic. An American in a constant state of fear about terrorism, diseases, the state of the Secret Service, migrant children, and creeping Sharia, might think twice about supporting the party that believes in slashing budgets, gutting the public sector, and generally avoiding governing whenever possible.

In other words, the Republican tack is burdened by an awkward contradiction: what Americans need is a strong, vibrant public sector prepared for every emergency, which is why Americans should vote for a party that wants to weaken and dismantle the public sector as quickly as possible.

Think of it this way: If Republicans could magically take control every federal office today, what exactly would they do differently than the Obama administration in, say, addressing Ebola? Privatize the CDC, cut taxes, and offer vouchers for protective gear? What would they do differently about ISIS? Continue the airstrikes President Obama launched back in early August – the ones Republicans don’t even feel like holding an authorization vote on?

The entire strategy is void of meaning and purpose if Republicans are pushing fear for the sake of fear – there’s still no agenda, no vision, no plans, and no ideas to serve as a foundation.

“If you’re afraid – of pretty much anything – vote GOP,” the message goes. “Just don’t expect us to actually do anything if we win.”

“One-Dimensional Foreign Policy Thinking”: Leon Panetta Is What’s Wrong With D.C.

When Harry Truman apocryphally said, “if you want a friend in Washington, buy a dog” he might have had someone like Leon Panetta in mind. Not content with letting Republicans pummel his old boss, President Obama’s former CIA Director and Secretary of Defense released a new memoir this week that attacks Obama for “losing his way” on foreign policy, for sending “mixed messages” to allies and enemies alike and for failing to use military force more promiscuously in protecting US interests in the Middle East.

There is more here, however, than just DC-style situational loyalty. In Panetta’s obsessive focus on the politics of national security, his fetishization of military force and his utter lack of strategic vision, what is also evident is the one-dimensional foreign policy thinking that so dominates Washington—and which Panetta has long embodied.

None of this should come as a surprise. When Panetta became CIA director in 2009, he was demonstrably unqualified for the job. He had no background in foreign policy, intelligence or national security. His most apparent and highly-touted skill was that he understood his way around bureaucratic Washington.

At both Langley and the Pentagon he became a forceful advocate for—or, some might say, bureaucratic captive of—the agencies he ran. As CIA Director he pushed back on efforts to expose the agency’s illegal activities during the Bush Administration —in particular, the use of torture (which he had once decried).

At DoD he ran around with his hair practically on fire denouncing cuts to the defense budget in out-sized, apocalyptic terms. The “catastrophic,” “draconian” cuts would initiate a “doomsday mechanism” and “invite aggression,” he claimed and always without specific examples. Ironically, when Panetta was chairman of the House Budget Committee in the early 1990s, he took the exact opposite position and pushed for huge cuts to the defense budget.

For Panetta, principles appear to be determined by wherever he happens to be sitting at any given moment.

However, his irresponsible threat-mongering and his constant stream of gaffes and misstatements (like the claim that the US was in Iraq because of 9/11 and that the war was worth it) masked a stunningly narrow and parochial foreign policy vision. It wasn’t just that Panetta was saying crazy things. As his new memoir shows, he apparently believed them.

Take, for example, Panetta’s now oft-repeated position on troop withdrawals from Iraq in 2011, a move that as Secretary of Defense he praised but now three years later labels a failure. While Panetta acknowledges that the adamant refusal of Iraqi Prime Minister Nouri al-Maliki to maintain a troop presence in Iraq was a key impediment, he has a brilliant after-the-fact solution: the US should have just turned up the heat on Maliki.

According to Panetta, the US could have simply said that we would withdraw both reconstruction and military aid to Iraq until Maliki bent to America’s will. That Panetta thinks that threatening and demeaning the Iraqi leader was a worthy step to make in order to maintain a US force that the Iraqis clearly didn’t want is remarkably short-sighted. Panetta seems utterly uninterested in the question of what happens if Maliki called the US bluff or, if he said yes, how would that affect the long-term relationship between the US and Iraq. For Panetta, the only thing that mattered in 2011 was maintaining a residual US military force in the country, which he says—without much in the way of evidence—would have helped prevent the rise of ISIS.

Panetta is fond of such retrospective certainty. He asserts that if the US had backed Syrian rebels militarily it would have built up a moderate counter-weight to ISIS. He also labels the president’s failure to use force against Syria when it crossed Obama’s “redline” and used chemical weapons against his own people a damaging “blow to American credibility.” According to Panetta, “the power of the United States rests on its word, and clear signals are important both to deter adventurism and to reassure allies that we can be counted on.” The implication is that if the US had merely bombed Assad, those clear signals would have been sent and received by enemies and allies alike.

Of less concern to Panetta are not only the potential negative consequences from using force but also the actual diplomatic agreement negotiated by the US to completely destroy all of Syria’s chemical weapons. While he gives a perfunctory nod to this “important accomplishment” in his memoir, he complains that “hesitation and half-steps have consequences.”

As for what those specific consequences are, other than vague platitudes about credibility and signals: your guess is as good as mine. For Panetta, the act of using force is seemingly more important than the actual tangible result achieved by using force.

Nowhere is this mindset of war as a presentational tool more evident than Panetta’s discussion of the 2009 surge in Afghanistan. While Panetta says the focus on the Taliban, rather than al Qaeda, was misplaced and he complains that the military actively tried to box in Obama on troop levels … he says that there was no reason for the decision on the surge to have taken so long.

“For him to defy his military advisers on a matter so central to the success of his foreign policy and so early in his presidency would have represented an almost impossible risk,” says Panetta. Translation: the surge was a bad idea, but the politics of national security demanded that Obama send American troops to fight a war that Panetta in his memoir calls “not a ringing success.”

Ironically, in his public appearances Panetta has been forcefully stating that a commander-in-chief must keep all options on the table—an implicit criticism of Obama’s refusal to put troops on the ground to fight ISIS. But in Afghanistan, the one option that Panetta appears to believe we should not have had on the table was defying the military and not surging, which is nothing if not an interesting twist on the principle of civilian control of the military. For Panetta, “all options” means only one thing—use of force.

Here, Panetta could not be more explicit. He says President Obama was a “strong leader on security issues” in his first term and cites as evidence Obama’s support for CIA military operations and the fact that he was “tough on terrorism.”

Now, however, Panetta believes that the president has “lost his way” because since then because he’s shown greater “ambivalence” about using military force. If Obama is willing to “roll up his sleeves” on ISIS he can restore that strong legacy. For Panetta, might always equals right.

Panetta likes to present himself an “honest,” “straight-talking,” aw-shucks kind of guy—the son of Italian immigrants who has lived the American Dream. But in reality he is the quintessential example of how Washington corrupts. Principles are conditional and where you sit is where you stand; politics trumps policy, even bad policy that puts American lives at risk; military force is a magic elixir not only in solving international problems but in burnishing one’s public image (though it appears for Panetta that this mainly applies to Democrats); it’s also the most important criteria in how you judge a president’s national security decision-making and his or her requisite strength.

During a recent interview on CNN, Panetta took a break from bashing the president who appointed him to two Cabinet offices to offer one of those platitudes that long-time DC denizens love to state without a moment of introspection. “Logic doesn’t work in Washington,” he said.

You can say that again.

“The Fear Component”: Why The GOP’s Latest National Security Attacks Probably Won’t Work

With the American air campaign against ISIS now expanding into Syria, President Obama updated the nation this morning:

“We were joined in this action by our friends and partners: Saudi Arabia, the United Arab Emirates, Jordan, Bahrain, and Qatar. America is proud to stand shoulder to shoulder with these nations on behalf of our common security. The strength of this coalition makes it clear to the world that this is not America’s fight alone. Above all, the people and governments of the Middle East are rejecting ISIL and standing up for the peace and security that the people of the region and the world deserve.

“Meanwhile, we will move forward with our plan supported by bipartisan majorities in Congress, to ramp up our effort to train and equip the Syrian opposition, who are the best counterweight to ISIL and the Assad regime…

“I’ve spoken to leaders in Congress and I am pleased there is bipartisan support for the action we’re taking. America’s stronger when we stand united and that unity sends a powerful message to the world that we will do what’s necessary to defend our country.”

Obama obviously wants to spread the responsibility around, not only to other countries — which is crucial to having people in the Middle East and the rest of the world see this as a legitimate common enterprise and not simply America imposing its will on the region yet again — but also to his domestic opponents. However, he won’t be getting too many pledges of bipartisanship in return. In fact, it’ll be just the opposite.

Yes, Republicans voted to support part of Obama’s plan for combating ISIL. But even if they make some positive statements about today’s operation (which some have) or future ones like it, for the most part, we’re going to see a repeat of what we saw in the early 2000s: Democrats saying, “Hey, we’re all fighting this battle together,” while Republicans say, “Terrorists are coming to kill us all, and when they do it’ll be those weak Democrats’ fault!”

This morning, Greg noted a new ad from New Hampshire Senate candidate Scott Brown, saying that terrorists are “threatening to cause the collapse of our country,” and it just might happen because Obama and Brown’s opponent, Jeanne Shaheen, are “confused about the nature of the threat.” And if you want an attack with even less subtlety, check out this ad from the National Republican Congressional Committee: http://youtu.be/o1_6gjdqGRQ

Despite the surface similarity between political attacks like those and the ones we saw when George W. Bush was president, there’s a crucial difference. Back then, there was a Republican president taking actions against America’s enemies, while Democrats supposedly didn’t want to protect the country (even if, in reality, elected Democrats gave ample support to the wars in Afghanistan and Iraq and other elements of the “War on Terror”).

Today, however, it’s a Democratic president who is taking action against terrorists. Even if you believe that action is inadequate, it still creates a fundamentally different impression with the public when they see Tomahawks launching and jets taking off from aircraft carriers on Barack Obama’s orders.

What the public is primarily witnessing right now is a war being waged by the head of the Democratic Party. Twelve years ago, Republicans successfully argued that they were the ones favoring action, while Democrats were a bunch of wimps who wanted to stand on the sidelines. And the Democratic party was deeply divided over Bush’s wars, its own internal arguments only lending credence to the GOP claim that only Republicans would stand up and protect America.

In contrast, no matter how hawkish some Republicans sound right now, they’re in the role of commenting on what the Obama administration is doing, while televisions play images of American military power — again, launched on Obama’s orders — on an endless loop.

So what Republicans are left with is the fear component: Terrorists are coming to kill your children, so vote GOP. That’s not nothing — fear can be effective, and research has shown that reminding people of terrorism and their own mortality can be enough to push some to support more conservative candidates. But it won’t have nearly the power it did in the days after September 11, when Democrats lived in desperate fear that Karl Rove might call them weak.
