“The Conservative Imagination”: Why Republicans Cannot Have A National Security “Doctrine”
In case you missed it, Marco Rubio delivered a Great Big Foreign Policy Speech yesterday, at the hallowed venue of the Council on Foreign Relations. It was such a big deal that Charlie Rose introduced him. And it even unveiled a proposed “doctrine” for national security, which I am sure the Floridian hopes will soon be known as the Rubio Doctrine.
But as Peter Beinart notes at The Atlantic, the Rubio Doctrine is basically just a collection of banal principles almost anyone could agree with:
The Rubio doctrine, which the Florida senator announced on Wednesday, “consists of three pillars.” Pillar number one is “American strength”: America must “adequately fund our military.” Pillar number two is “the protection of the American economy”: America must pursue “free trade.” Pillar number three is “clarity regarding America’s core values”: America must “support the spread of economic and political freedom by reinforcing our alliances, resisting efforts by large powers to subjugate their smaller neighbors” and “advanc[ing] the rights of the vulnerable.”
These, Rubio told moderator Charlie Rose, “are timeless truths.” But that’s precisely the problem. Historically, foreign-policy doctrines have been the opposite of “timeless.” They represent efforts to further American interests and ideals by offering a specific response to a specific geopolitical reality. Every president wants the United States to be strong, prosperous, and moral. Doctrines are supposed to outline a strategy for achieving those goals. They are not the goals themselves.
The most significant part of Beinart’s critique is this acerbic explanation of why Rubio has to keep his “doctrine” at 40,000 feet above the specific challenges of our era:
Rubio and most of the other GOP candidates want the United States to go on offense overseas after the perceived retrenchment of the Obama years. But Americans have little appetite for additional wars, and the threat that Republicans focus on most—“radical Islam”—lumps together states and organizations that are not only disparate, but bitterly hostile to each other. Truman’s “containment” doctrine and Reagan’s doctrine of “rollback” each had problems. But at least they were aimed at a specific enemy. Rubio can’t lay out a doctrine like that today because the two enemies he and other Republicans talk about most—Iran and ISIS—are only linked in the conservative imagination. On the ground, they’re at war.
That’s a bit of a problem, eh? I’m guessing if Rubio were challenged on this point, he might answer the way Will Rogers once did shortly before World War I when he was asked exactly how he proposed to drain the Atlantic Ocean, which was his “solution” to the problem of German U-Boat attacks: “That is a detail, and I am not a detail man.”

“Vote Republican Or Else”: GOP Campaign Slogan; Be Afraid. Be Very Afraid
Republican presidential candidates want to win your votes by scaring you.
Thanks to the national security lapses of the Obama administration, “we will pay a terrible price one day,” says Sen. Marco Rubio, R-Fla.
“The next 20 months will be a dangerous time,” warns Sen. Ted Cruz, R-Texas, but he offers this hint of hope: “January 2017 is coming.”
And so on. Republicans think fears of terrorist attacks are a major issue, and a major political motivator.
“Republicans are looking for some issue where they have a clear advantage,” said Ann Selzer, a Des Moines-based pollster who conducts Iowa and national surveys.
Selzer’s April 6-8 national poll found the percentage of people who name terrorism or the Islamic State as the 2016 campaign’s most important issue had nearly doubled since December.
Among Republicans, one-fourth said terrorism was their top concern. Democrats still listed unemployment as their first worry, with climate change next. Terrorism tied for fourth among Democrats.
Republicans see another big reason to keep pounding away on terrorism. If Democratic front-runner Hillary Clinton wins her party’s nomination, they can conveniently brand her as a key architect of President Barack Obama’s national security policy. Clinton was secretary of state in Obama’s first term.
Republicans can also keep talking about the 2012 terrorist attack that killed four Americans in Benghazi, Libya. The House of Representatives has a special committee investigating the incident, and Chairman Trey Gowdy, R-S.C., said he’ll call Clinton to testify. He also wants her to testify separately on conducting government business using email from a private computer server.
This campaign is all part of a narrative that’s become highly popular among the Republican candidates in stump speeches and media appearances.
They tend to start with zingers aimed what they label the Obama administration’s ineptness. “Barack Obama has never run a lemonade stand,” says Sen. Lindsey Graham, R-S.C.
Former Florida Gov. Jeb Bush maintains that Obama is the first post-World War II president who “does not believe that America’s presence in the world as a leader and America’s power in the world is a force for good.”
That’s why, says Wisconsin Gov. Scott Walker, “We need a commander in chief in this country who, once and for all, will identify that radical Islamic terrorism is a threat to us all.”
Their narrative usually continues with dire warnings.
“There are thousands of people around the world who are plotting to kill Americans here and abroad,” Rubio said recently in New Hampshire. “This risk is real. This is not hyperbole. It needs to be confronted.”
He didn’t mention how the White House has tried to do just that. In February, the president hosted a summit on violent extremism, and cited U.S. involvement in a 60-nation fight against terrorism.
Republicans won’t relent.
Sometimes, tough guy talk backfires, as when Walker said in February that he was equipped to fight terrorists because he fought labor union protesters in his state.
Finally, in the Republican pitch comes the message of hope. “There is a pessimism in the world, but it does not have to be that way,” says former Texas Gov. Rick Perry
.
Sometimes Republicans are at war with one another. Sen. Rand Paul, R-Ky., labeled U.S. involvement in Libya a mistake and criticized U.S. policy toward Syria and the rebels. He called Graham and Sen. John McCain, R-Ariz., “lapdogs for President Obama.”
McCain fired back, saying, “The record is very clear that he simply does not have an understanding about the needs and the threats of United States national security.”
Democrats’ response is that of course they want to combat terrorism. If Republicans are so intent on doing so, they ask, why did they stall Loretta Lynch’s nomination as attorney general for months?
“With all that this country is facing from terrorism,” asked Sen. Bernard Sanders, a Vermont independent, “How at this vital time can anyone elected to the Senate play partisan politics with something as sensitive as the head of the Justice Department?” On Thursday, Sanders announced his candidacy for the Democratic presidential nomination.
Whether the Republican assault on national security policy becomes a winning strategy depends largely on events. President George W. Bush was able to use the war in Iraq — and the votes of dozens of congressional Democrats for the war — to help himself win re-election in 2004, but war weariness hurt Republicans in 2008 and 2012.
This time, Republicans see the public as weary of Democratic policies, and that’s a big potential plus. “Republicans have always been trusted more on national security,” said Republican pollster Whit Ayres, “and Obama has been a weaker leader than people expected.”

“Leading Around The Campfire”: Walker Points To Boy Scouts As Preparation For The White House
Just a month ago, Wisconsin Gov. Scott Walker (R) was asked how he’d confront terrorist threats as president. The Republican governor quickly turned to his political fights against union members in his home state. “If I can take on 100,000 protesters, I can do the same across the world,” Walker said.
The governor took some heat for seemingly comparing union members to ISIS, which missed the point, and wasn’t even true. What mattered about the response is that, in Walker’s mind, union-busting in Wisconsin was preparation for combating ISIS and global terrorism.
The ridiculousness of the governor’s answer raised concerns among powerful Republican players – if this is his response to an obvious question in the midst of crises abroad, Walker may not have a mature understanding of what international leadership requires.
His answer to a similar question this week won’t help matters. The Capital Times in Madison reports today:
Wisconsin Gov. Scott Walker, who achieved the rank of Eagle Scout as a teen, has taken that motto seriously. His Eagle Scout status has him so prepared, he indicated this week, he’s ready to serve as commander in chief of the U.S. military.
Uh oh.
The issue came up at a Chamber of Commerce event in Arizona this week, where Hugh Hewitt asked the governor, “Does the prospect of being commander in chief daunt you? Because the world that you describe when you’re talking about safety is going to require a commitment to American men and women abroad, obviously at some point. How do you think about that?”
Walker replied, “That’s an appropriate question.” And things went downhill from there.
The video is online here, and I’d encourage folks to check it out to fully appreciate the tone and context, but asked about the challenge of the presidency and national security, Walker didn’t talk about union-busting, but he did draw a parallel between the responsibilities of the Commander in Chief and being an Eagle Scout. From the Capital Times report:
“As a kid, I was in Scouts. And one of the things I’m proudest of when I was in Scouts is I earned the rank of Eagle,” Walker said. “Being an Eagle Scout is one of the few things you get as a kid that, you are not the past, it’s something you are.”
The governor said whenever he attends an Eagle Scout ceremony, he tells the young man being honored that he’s not there to congratulate him, but to issue a charge – that once a Scout obtains the Eagle ranking, he is responsible for living up to that calling for the rest of his life.
He then drew from his Eagle Scout experience discussing his military philosophy. “America is an exceptional country,” Walker said. “And I think, unfortunately, sometimes there are many in Washington who think those of us who believe we are exceptional means we are superior, that we’re better than others in the world.
“And to me, much like my thought process of being an Eagle Scout is, no, being an exceptional country means we have a higher responsibility … not just to care for ourselves and our own interests, but to lead in the world, to ensure that all freedom-loving people have the capacity, who yearn for that freedom, to have that freedom.”
On a structural level, governors running for president have built-in advantages and disadvantages. On the one hand, they’ve (hopefully) demonstrated an ability to competently oversee an executive branch, which should be excellent preparation for the White House. On the other hand, governors generally have very little experience with federal, international, and military policymaking, which can be a disadvantage.
This isn’t unique to Walker or anyone else; it’s just the nature of the office and its duties. It’s up to governors, in general, to make the case that their state-based leadership and good judgment prepares them for national office. The public has frequently been receptive to the message – of the six most recent U.S. presidents, four have been governors (two Democrats, two Republicans).
None of them ever suggested union-busting and the Boy Scouts were preparation for the White House.

“GOP Hates Obama More Than A Nuclear Iran”: Republicans Will Reap What They Have Sown
That letter to Iranian leaders from 47 Republican senators could well destroy critical bipartisanship in U.S. foreign policy for years to come and treacherously undermine the bargaining power of the person constitutionally authorized to conduct American affairs abroad—the President of the United States. On top of what House Speaker John Boehner did by unilaterally inviting Israeli Prime Minister Benjamin Netanyahu to address Congress, this letter seriously points to one terrible conclusion: a formidable number of Congressional Republicans hate President Obama more than they love America.
These acts go entirely beyond legitimate criticism of presidential actions abroad. They are not like a few legislators wandering in foreign lands and expressing their disagreement with their government. They surely exceed the usual congressional resolutions of disagreement with presidential policy.
What the 47 did was not a trivial matter or “a tempest in a teapot,” as Senator John McCain has described it. It could well affect possible Iranian concessions in the end game. The ayatollahs could well conclude from that letter that concessions they might have made just aren’t worth it politically, as the agreement would go nowhere anyway. They’d be taking political risks for nothing.
Beyond these negotiations, the effects on our national security may well be profound and lasting. Just look at the future implications of what these Republican senators said in their letter. They maintained, in effect, that this thing a President of the United States has been negotiating will either be thrown out by Congress or discarded by the next president, so don’t waste your time. Did the 47 even consider how future Congresses would apply such words to future presidents?
For one moment, did these senators think about how their actions could affect the ability of President Barack Obama to protect the safety of America? Did they consider how their insistence that he doesn’t matter affects his power to protect American interests and lives in the Middle East or NATO countries? These noble legislators were saying Mr. Obama doesn’t speak for Congress or the American people, and bad guys of the world, you can defy him and thus the United States however you wish.
And don’t think for a second that Democrats will forget these acts of near treachery to a sitting president of their party when a Republican president takes the helm. Don’t expect the Democrats to be saints and models of self-restraint given the behavior of Speaker Boehner and these 47 Republicans. At some critical time, in some critical place, Democrats will exact revenge on a Republican in the White House and, alas, on US national interests. At some point, the Republicans will reap what they have sown.
Seven sitting Republican senators fully realized the consequences of what their colleagues were doing and refused to sign the letter. Those with such good sense merit mentioning: Bob Corker, Lisa Murkowski, Jeff Flake, Lamar Alexander, Susan Collins, Dan Coats, and Thad Cochran. At least some senatorial Republicans put their country above partisanship, blind ideology, and hatred of the duly elected President of the United States.
Many Republican worthies who have conducted U.S. national security policy in the past and who may do so in the future know well that the agreement being negotiated with Iran by Mr. Obama is not another Munich or a sellout, as Israel’s prime ministerial hit man intoned to Congress. Putting all the baloney aside (and boy there are mountains of it this time), in the simplest terms this agreement extends the time for an Iranian nuclear breakout to a bomb and enhances our knowledge of what’s going on with nuclear programs inside Iran through greater inspections.
It’s surely not heaven, and the Iranians surely can’t be trusted, but it’s surely better than the idiotic alternatives. These would be forgoing the agreement and letting Iran simply get to a bomb quickly, as the severest critics fear they will, or going to war with Iran to delay that day.
Those who argue that Iran will be brought to its knees by enhanced economic sanctions ignore history. Look at North Korea, Pakistan, Cuba and so forth. Look at the fact that a large majority of Iranians feel they should have peaceful nuclear energy capability. Look at the fact that all the countries partnering with the U.S. in negotiating with Iran (Britain, France, China, Russia, and Germany) back the current negotiating track, which includes a gradual lifting of economic sanctions. And stare at the reality that if we stiff our own sensible negotiating track with Tehran, then our negotiating partners will lift their own sanctions from Iran without an American “OK.”
The White House was right on the mark in saying that the only ones who rejoiced at the Republicans’ unintelligible rant were the hardliners in Tehran. They don’t want the agreement either. Have these 47 Republican senators ever wondered if they might be green-lighting those in Tehran who yearn for Iran to be a nuclear power?
The House Republicans who invited a foreign leader to Congress to attack the President of the United States and the 47 Republican senators who undermined U.S. national security with their letter can’t be expected to repent. Anyone who would do these things may well be beyond redemption. But Republican leaders who have effectively and nobly carried out US foreign policy in the past and may do so in the future must step up now to protect America’s future.

“Trying Every Trick In The Book”: Republicans Stop At Nothing To Attack Immigrants
On March 3, the House of Representatives finally voted for a clean DHS funding bill. Much of the media reported that Republicans saw the irresponsibility of their threats to shut down Homeland Security and passed a clean bill. But they didn’t, and no one should lose sight of that.
After trying every trick in the book to scuttle the bill, their leadership allowed the vote to happen, but Republicans never caved. Republicans voted over two to one (167-75) against the bill. It only passed because of full Democratic support.
It’s clear that Republicans will stop at nothing to attack immigrants. The fact that national security was on the line was immaterial: Republicans saw an opportunity to display their animus toward all immigrants, and Latinos in particular, and they took it.
This publicity stunt gave Republicans the chance to pander yet again to the most virulent anti-immigrant members of their party. Take, for instance, William Gheen of Americans for Legal Immigration and his comments during the heat of the DHS fight in mid-February:
[I] wouldn’t put anything past [the administration, because] the people who are supporting the organized and well-funded illegal alien invasion of our homeland have the blood of many thousands of Americans on their hands that have been killed, injured raped and robbed by illegal immigrants.
Sure, Gheen is a fringe extremist. But what he’s saying is strikingly similar to what we’re hearing from the Republican Party.
Kansas Secretary of State Kris Kobach, the architect of Mitt Romney’s “self-deportation” strategy, entertained the suggestion that Obama’s executive actions could eventually result in Latinos conducting an “ethnic cleansing” of their fellow Americans. Sen. Tom Coburn, Rep. Mike Kelly, and Rep. Louie Gohmert have also warned that the president’s immigration policies could lead to violence.
While some in the GOP tried to tell a different narrative — that this was just about reining in presidential excess and not about their being anti-immigrant — the fact is that the entire Republican Party is at fault. Not one House Republican signed the discharge petition to allow even a vote on the Senate’s bipartisan comprehensive immigration reform bill. And Senate Republicans who backed that bill, including Sen. Marco Rubio, now say they no longer support it. At this very minute, House Republicans are bringing up even more anti-immigrant legislation, including deportation-only legislation and a bill that would drastically change U.S. asylum and humanitarian protections to put domestic violence survivors and victims of human trafficking at serious risk.
Ultimately, it was Ann Coulter who summed up the Republican position on the DHS debate: Undocumented immigrants (she calls them “illegal aliens [who] have killed, raped and maimed thousands of Americans”) pose a greater threat to our nation than does ISIS.” While not all Republicans used language as biting as that, it was crystal-clear that Republicans believe that attacking immigrants, not funding DHS, should be the top priority.
Who would have imagined that a national party, never mind the Republican Party, would be so opposed to finding any solution for the almost 12 million undocumented people already here that they would risk our national security during the dangerous time we are in now? Yet that’s the reality of the GOP today, and it’s our responsibility to hold them accountable.
