“Acknowledging Our History In Negotiations With Iran”: Avoiding Repeats Of The Past, A Stunningly “BFD”

This was a pretty stunning statement coming from the President of the United States.

Clearly, he added, “part of the psychology of Iran is rooted in past experiences, the sense that their country was undermined, that the United States or the West meddled in first their democracy and then in supporting the Shah and then in supporting Iraq and Saddam during that extremely brutal war. So part of what I’ve told my team is we have to distinguish between the ideologically driven, offensive Iran and the defensive Iran that feels vulnerable and sometimes may be reacting because they perceive that as the only way that they can avoid repeats of the past.”

In case you don’t know what he’s talking about, in 1953 the United States and Britain coordinated a coup against Iran’s democratically elected Prime Minister Mohammad Mosaddegh after their parliament voted to nationalize Iran’s oil industry. Mohammad-Reza Shah Pahlavi, the Shah of Iran, was set up to effectively rule the country as an absolute monarch. It was the brutality of the Shah, supported every step of the way by the United States, that led to the 1979 Iranian Revolution and set up the theocratic Islamic State.

The involvement of the United States in the 1953 coup is not simply the stuff of leftist conspiracy theorists. Less than two years ago, the documents describing what happened were declassified.

On the 60th anniversary of an event often invoked by Iranians as evidence of western meddling, the US national security archive at George Washington University published a series of declassified CIA documents.

“The military coup that overthrew Mosaddeq and his National Front cabinet was carried out under CIA direction as an act of US foreign policy, conceived and approved at the highest levels of government,” reads a previously excised section of an internal CIA history titled The Battle for Iran.

None of this is meant to justify the behavior of Iran’s current leadership. But do you think that perhaps when the West comes marching in talking about nuclear programs this time instead of oil – maybe they’d have reason to be a bit cautious?

For President Obama to not only talk openly about these events and Iran’s reaction to them (as he did previously in his 2009 speech in Cairo) – but to instruct his negotiating team to keep those concerns in mind strikes me as a stunningly BFD. Therefore, I’ve been surprised that at this point I can find no one who has commented on it.

It is the contention of many of us on the left that this kind of covert meddling in other countries around the globe contributed to much of the unrest we’re witnessing today. Now we have a President who is not only acknowledging those mistakes, he is doing so publicly as he attempts to heal some of those wounds. I’d suggest that it’s time we noticed.

“A Nuclear Deal With Iran Isn’t Just About Bombs”: An Opportunity For Iran To End Its Chapter In Extremism

To prove that Americans can be every bit as crazy as Iranians, I took my daughter along on my last trip to Iran, in 2012, for a road trip across the country.

Iranians were stunned to see a 14-year-old Yankee teeny-bopper in their midst. In Mashhad, a conservative Islamic city that might seem wary of Americans, three Iranian women in black chadors accosted my daughter — and then invited her to a cafe where they plied her with ice cream, marveling at her and kissing her on the cheek as she ate.

They weren’t political, but they yearned for Iran to be a normal country again.

As the Iranian nuclear talks creep on into double overtime, let’s remember that this isn’t just about centrifuges but also about creating some chance over time of realigning the Middle East and bringing Iran out of the cold. It’s a long shot, yes, but it’s one reason Saudi Arabia is alarmed, along with Iranian hard-liners themselves. Those hard-liners survive on a narrative of conflict with the West, and depriving them of that narrative undermines them.

It’s odd to be debating a deal that hasn’t been reached, but, frankly, critics are mostly right in their specific objections to a deal, and in their aspirations for it.

“A better deal would significantly roll back Iran’s nuclear infrastructure,” noted Prime Minister Benjamin Netanyahu of Israel. “A better deal would link the eventual lifting of the restrictions on Iran’s nuclear program to a change in Iran’s behavior.”

All true. Of course, a better deal would also involve gifts of delicious Persian baklava for every American. And a pony.

Netanyahu also suggests that a deal would give “Iran’s murderous regime a clear path to the bomb.” That’s a fallacy.

Iran is already on a path to nuclear capability. Netanyahu should know, because he’s been pointing that out for more than two decades. Beginning in 1992, he asserted that Iran was three to five years from a nuclear capability. Over time, that dropped to “a year or two,” and then to “months.”

But even if Netanyahu’s warnings have been alarmist, he has a point: Iran is getting closer. The problem is that fulminations don’t constitute a policy.

The West essentially has three options:

■ We can try to obtain a deal to block all avenues to a bomb, uranium, plutonium and purchase of a weapon. This would allow Iran to remain on the nuclear path but would essentially freeze its progress — if it doesn’t cheat. To prevent cheating, we need the toughest inspections regime in history.

■ We can continue the sanctions, cyberwarfare and sabotage to slow Iran’s progress. This has worked better than expected, but it’s not clear that we have a new Stuxnet worm to release. And, partly because of congressional meddling, international support for sanctions may unravel.

■ We can launch military strikes on Natanz, Isfahan, Arak, Fordow and, possibly, Tehran. This would be a major operation lasting weeks. Strikes would take place in the daytime to maximize the number of nuclear scientists killed. All this would probably delay a weapon by one to three years — but it could send oil prices soaring, lead to retaliatory strikes and provoke a nationalistic backlash in support of the government.

Imagine if we had launched a military strike against Chinese nuclear sites in the 1960s. In that case, Beijing might still be ruled by Maoists.

On balance, with either the military option or the sanctions option, Iran probably ends up with a nuclear capability within a decade. With a nuclear deal, it’s just possible that we could prevent that from happening. Perhaps no deal is achievable; the Iranian side has been recalcitrant lately. In that case, we continue with sanctions and hope that the economic pressure further delegitimizes the government and eventually forces Iran back to the table.

But, again, this isn’t just about uranium but also about undermining an odious regime and creating the conditions for Iran to become a normal country. I’ve rarely been to a more pro-American country, at the grass-roots, and there’s a pent-up anger at corruption and hypocrisy. That doesn’t mean that there’s going to be a revolution anytime soon. But it means that there’s a chance for movement after the death of the supreme leader, Ayatollah Ali Khamenei, who is 75 and underwent prostate surgery last year.

In the office of Grand Ayatollah Hossein Ali Montazeri, whom Khamenei edged out to be supreme leader, I was once jokingly introduced as coming from the “Great Satan.” An aide, referring to Iran’s own regime, immediately quipped: “America is only Baby Satan. We have Big Satan right here at home.”

So, sure, a nuclear deal carries risks and will be ugly and imperfect, but, on balance, it probably reduces the risk that Iran gets the bomb in the next 10 years. It may also, after Ayatollah Khamenei is gone, create an opportunity for Iran to end its chapter in extremism, so that the country is defined less by rapacious ayatollahs and more by those doting matrons in Mashhad.

“Kerry Teaches Rubio The Basics About The Middle East”: Explaining Current Events To A Student Who Failed To Do His Homework

At the recent CPAC gathering, Sen. Marco Rubio (R-Fla.), a likely Republican presidential candidate, seemed to stumble on one of the basic facts of the Middle East. “The reason Obama hasn’t put in place a military strategy to defeat ISIS is because he doesn’t want to upset Iran,” the Florida Republican said.

The senator seemed confused. In reality, President Obama has put an anti-ISIS military strategy in place, and that’s fine with Iran, since Iran and ISIS are enemies.

I’d hoped that Rubio just misspoke, or had been briefed poorly by an aide, but apparently not – -at a Senate Foreign Relations Committee hearing this afternoon, the far-right Floridian continued to push this strange theory, pressing Secretary of State John Kerry on the point. “I believe that much of our strategy with regards to ISIS is being driven by a desire not to upset Iran so they don’t walk away from the negotiating table on the deal that you’re working on,” Rubio said. “Tell me why I’m wrong.”

And so, Kerry told him why he’s wrong.

For those who can’t watch clips online, here’s the heart of the exchange.

KERRY: What’s important, senator, with respect to your question is to understand this. And I think this has been a misread by a lot of people up here on the Hill, to be honest with you. There is no grand bargain being discussed here with regards to this negotiation, this is about a nuclear weapon potential. That’s it. And the president has made it absolutely clear they will not get a nuclear weapon. Now the presumption by a lot of people up on the Hill here has been that we somehow aren’t aware of that goal even as we negotiate that goal. Our negotiation is calculated to make sure they can’t get a nuclear weapon. It’s really almost insulting that the presumption here is that we’re going to negotiate something that allows them to get a nuclear weapon.

RUBIO: Well I haven’t discussed about the nuclear weapon but I – and I’m not saying there is a grand bargain – what I’m saying is that I believe that our military strategy towards ISIS is influenced by our desire not to cross red lines That the Iranians have –

KERRY: Absolutely not in the least.

Rubio went on to insist that many of our Sunni allies in the region – including Jordan and U.A.E. – feel as if we’ve kept them “in the dark” about the nuclear talks with Iran, reducing our “trust level” in the region.

Again, Kerry had to patiently explained to the Republican, “Senator, that is actually flat wrong.”

Honestly, it was like watching a competent teacher trying to explain the basics of current events to a student who failed to do his homework. Andrea Mitchell said the Secretary of State took Rubio “to school.”

Rubio recently said he’d have an important advantage in the race for the White House because he, unlike the GOP governors, has “a clear view of what’s happening in the world.” The senator added that for governors running for president, international affairs will be “a challenge, at least initially, because they don’t deal with foreign policy on a daily basis.”

That’s not a bad argument, though it’s predicated on the assumption that senators who deal with foreign policy actually have some idea what they’re talking about. This afternoon, Rubio fell far short.

“While In The Neighborhood, Why Not Iran Too”: Republicans Hankering For Ground War Against ISIS. What Could Go Wrong?

It’s been an entire 12 years since we started a war, and apparently the American people are getting a little antsy. A new Quinnipiac poll finds that 62 percent of Americans, including 72 percent of Republicans, favors the use of ground troops to fight ISIS in Iraq and Syria. We should be careful about over-interpreting that, because the question was preceded by another question talking about limited, but not long-term operations for ground troops. But there’s no doubt that the public’s interest in getting some boots back on the ground is gaining momentum; in Pew polls, support for ground troops went up from 39 percent in October to 47 percent in February; in the same poll, 67 percent of Republicans said they supported ground troops.

The reason I focus on the number of Republicans is that I suspect with this increase in support from their constituents, we’re going to hear more and more Republican politicians coming out for what we might call a re-invasion of Iraq, and not just Iraq but Syria, as well. And as long as we’re in the neighborhood, how about some military action against Iran?

Iran is, of course, a separate story. But it isn’t unrelated; once people start advocating a third Iraq war with more vigor than they have been up until now, the idea of bombing Iran won’t seem so outlandish. Back in 2002, when the Bush administration was in the midst of its campaign to convince the public that invading Iraq was necessary lest we all be obliterated by Saddam Hussein’s fearsome arsenal of weapons of mass destruction, a British official described the sentiment among the Bush administration and its allies this way: “Everyone wants to go to Baghdad. Real men want to go to Tehran.”

It wasn’t long ago that the idea of sending ground troops back to the Middle East was widely considered just short of insane. After all, we’d finally gotten out of Iraq, after spending $2 trillion, losing 4,000 American lives, and sending the region into chaos. Why would we want to do it all over again? But now, the idea of doing it all over again seems to be gaining traction.

Just after the end of the first Iraq war, George H. W. Bush closed a celebratory speech by saying: “It’s a proud day for America. And, by God, we’ve kicked the Vietnam syndrome once and for all.” That syndrome was the reluctance of the public (and military leaders) to countenance enormous military adventures in far-off lands in service of vaguely defined goals. So it may now be time to say that the “Iraq syndrome” is dead, if ever it existed.

At the moment, when the Republicans running for president are asked about whether they’d like to send troops to any of these countries, they inevitably reply that “all options should be on the table.” It’s essentially a dodge, though not a completely unreasonable one. They want to signal to conservatives that they’re ready to use force, but signal to everyone else that they’re not eager to do so. But try to imagine what would happen if a Republican wins the presidency next year.

If ISIS isn’t completely defeated, he’ll be under pressure from his supporters to go in there and get the job done, and not in a wimpy way like Obama. Then think about Iran. With Bibi Netanyahu writing their talking points, Republicans will now insist that any nuclear agreement negotiated by this president is by definition weak and dangerous. The very fact of an agreement limiting Iran’s nuclear activities can be the justification for military action. If the talks break down, on the other hand, well that just makes starting a bombing campaign all the more urgent. And of course, they’ll assure us that once we take out the Iranian nuclear program, the people will rise up and overthrow their oppressive government.

It’s all going to sound quite familiar. War will once again be presented as the only way to prevent a bigger, worse war that they insist is coming no matter what. Don’t forget that the Iraq War was offered up by the Bush administration as a pre-emptive strike to prevent the inevitable and not-too-distant moment when Saddam Hussein would launch his war against the United States. While they never said whether the Iraq invasion would come by land, sea, or air, the attack was coming one way or another. In Dick Cheney’s immortal words: “Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.”

Netanyahu says that the Iranian regime is just a bunch of homicidal lunatics who are determined to re-enact the Holocaust. There’s no use negotiating with them, because they’re mad. War is the only way to solve the problem. Anyone who saw the way Republicans were like tweens at a One Direction concert at Netanyahu’s speech on Tuesday know that if he says it, they’ll believe it.

So here’s what I think is going to happen. First, the idea that we need to put troops in to fight ISIS—not on the table, but on the ground—is very quickly going to become something that all Republicans agree on (and if you’re going to do it, do it big—no half-assed mobilization of a few thousand, but a massive deployment). Then they’ll start talking seriously about military action against Iran, sooner rather than later, and that too is going to move rapidly from being a fringe idea, to something that many of them admit should be “on the table,” to something they all agree ought to be done. And by God, we’ll have kicked that Iraq syndrome once and for all.

“Cruz Channels The Base on IS”: Unfocused Rage Confused With Patriotism

To the casual reader of headlines, what most distinctively characterizes Sen. Ted Cruz’s typically loud rhetoric on the IS challenge and what to do about it is his bizarre focus–which NH Republican Senate candidate Scott Brown has also picked up on–on the Mexican border rather than Syria or Iraq as the most important theater of operations against IS.

But in a perceptive piece last Friday, Peter Beinart looked a little more carefully at how Cruz talks about the IS threat and discovers he represents a POV–which he calls “militaristic pessimism”–that favors military strikes without any real political strategy for–or even interest in–dealing with the situation in Syria and Iraq:

Like George W. Bush before them, McCain and Graham are militaristic optimists. They want America to bomb and arm its way toward a free, pro-American Middle East. Cruz is a militaristic pessimist. He mocks the Obama administration’s effort to foster reconciliation “between Sunnis and Shiites in Baghdad” because “the Sunnis and Shiites have been engaged in a sectarian civil war since 632.” Notably absent from his rhetoric is the Bush-like claim that Muslims harbor the same desire for liberty as everyone else. Instead of mentioning that most of ISIS’s victims have been fellow Muslims, Cruz frames America’s conflict in the language of religious war. “ISIS right now is the face of evil. They’re crucifying Christians, they’re persecuting Christians,” he told Hannity.

Notice the difference. When Sunnis kills Shiites, Cruz shrugs because there’s been a sectarian divide within Islam since 632. But when Muslims kills Christians—another conflict with a long history—Cruz readies the F-16s.

In this respect, says Beinart persuasively, Cruz probably best represents the views of the GOP “base:”

With his combination of military interventionism and diplomatic isolationism, Cruz probably better reflects the views of GOP voters than any of his potential 2016 rivals. According to polls, Republicans are more likely than Democrats to see ISIS as a threat to the U.S. and to back airstrikes against it, but less likely to support arming Syria’s non-jihadist rebels. As Republican strategist Ford O’Connell recently told The Hill, “Ted Cruz is probably most in line with the Republican base in the sense he doesn’t want to have a discussion of Syria versus Iraq. He wants to dismantle and destroy ISIS. Period.”

More than a decade after the invasion of Iraq, this is where the GOP has ended up. Ted Cruz wants to kill people in the Middle East who he believes might threaten the United States. And he wants to defend Christianity there. Other than that, he really couldn’t care less.

There’s an old military saying (variously attributed to Marines or special forces troops, and dating back to the Catholic Church’s 13th-century campaign of extermination against the Albigensians) that probably describes this POV even better than “militaristic pessimism:” It’s “Kill em’ all and let God sort ’em out!” It’s a monstrous but ever-popular sentiment that’s highly appropriate for a political party where unfocused rage is often confused with “patriotism.”
