“Why So Many Are Clueless”: Shameful Coverage Of Obamacare’s Real Impacts

If you read my column last week about a Senate hearing that showed how Obamacare has affected Americans, you might have wondered if I was in the same room with reporters who presumably covered the event.

The disparity goes a long way toward explaining why so many of us are clueless about the actual impact the law is having on our lives.

The title of the May 21 Senate Commerce Committee hearing: “Delivering Better Health Care Value to Consumers: The First Three Years of the Medical Loss Ratio.” I was one of four witnesses talking about the part  of the law that requires health insurers to issue rebates to policyholders if they spend more than 20 percent of premiums  on non-medical expenses, including profits — the so-called Medical Loss Ratio.

Prior to the passage of the law, insurance company executives — who consider what they spend on medical care to be a loss — were in many cases devoting up to half of premiums they collected to pay for advertising and other administrative functions and to reward executives and shareholders.

As I wrote last week, consumers have saved at least $3 billion since the provision of the law that mandates insurers must spend at least 80 percent of our premiums on medical care went into effect in 2011.

The hearing wasn’t just about numbers, however. Katherine Fernandez, a small business owner from Houston, testified about how the MLR provision and other aspects of the law have enabled her family to pay less for far more comprehensive coverage than was possible in the past.

She told the committee that because both her husband and son had pre-existing conditions, the only policies available to them pre-Obamacare would not cover any medical care pertaining to those maladies. And even then the policies had both high premiums and high deductibles. She said that during the 14 years prior to the law’s passage, her family paid more than $100,000 in premiums for what she described as bare-bones coverage. And the premiums went up sharply every year — 165 percent between 2000 and 2003 alone.

She said she was elated when the Affordable Care Act passed. “No more pre-existing condition clauses … and insurance companies had to refund some of what we paid if they didn’t spend enough. What reasonable ideas.”

If you read the accounts of the hearing in The Washington Post, USA Today, Politico or CBS News — the only news outlets I could find that provided any coverage — you would not have read anything about the $3 billion consumers have saved as a result of the MLR provision or how the law has benefited the Fernandez family.

The focus of all those stories was a brief exchange toward the end of the hearing between Committee Chair Jay Rockefeller, a West Virginia Democrat, and GOP Sen. Ron Johnson of Wisconsin about whether the color of President Obama’s skin might explain why some people are opposed to the law.

Rockefeller suggested race might be a factor, which provoked a spirited denial from Johnson. Politico’s only hint about the hearing’s actual subject was this: “His (Rockefeller’s) critiques of the GOP again came in a sparsely attended committee hearing, this time during an analysis of health-care spending.”

The only one of these pieces that even mentioned “medical loss ratio” was the CBS story, and it, too, was primarily about the exchange between Rockefeller and Johnson. In the USA Today article, which apparently was based on a National Journal transcript, the only hint of a hearing was in the very last sentence:  “Rockefeller then veered into another topic before adjourning the hearing.”

That other topic, of course, was the medical loss ratio.

The Washington Post likewise found medical loss ratio of no interest. Its story, too, was about the back-and-forth between Rockefeller and Johnson during what the reporter dismissed as “an otherwise sleepy committee hearing.”

Granted, it is challenging to substantively cover the Affordable Care Act. The U.S. health care system is dizzyingly complex, and so is the law. It’s far easier to write about constant political sparring than to take the time to educate readers about what’s actually in the law and how it affects people. It’s not a heavy lift to review a transcript and write the kind of “he said, she said” — in this case the “he said, he said” — coverage that passes for journalism.

There are a lot of reasons why Americans don’t know how the law affects them or why they believe things about Obamcare that aren’t true. The Democrats have done a lousy job of explaining it. And more than $400 million has been spent by opponents attacking it — 15 times as much as has been spent by supporters. But one of the biggest reasons is the failure of many in the media to provide anything other than the most superficial coverage. As a former reporter who used to cover hearings on the Hill, I consider that shameful.

“Giving Killers Coverage, Not Platforms”: Perpetuating A Culture In Which Violence Is Rewarded With Notoriety

The stone-faced young man stood on the sidewalk last week near Union Square holding a large, hand-lettered sign on a hot-pink piece of poster board. It read: “I deserve hot blonde women.” I wondered if this could be an ironic piece of feminist political commentary or if it was intended to seem hostile.

In any case, it was clearly inspired by the shooting near the University of California at Santa Barbara about a week before. The killer, Elliot Rodger, set out to target beautiful young women, he said, because they had rejected him sexually.

But it’s a far more extreme kind of “inspiration” that worries Ari Schulman, who thinks and writes about the effect of media coverage of mass shootings. After The Times posted both the 141-page written manifesto and a video statement issued by the California gunman last week, Mr. Schulman wrote to me. He made the case that publishing those statements — which he sees as a form of propaganda — perpetuates a culture in which violence is rewarded with notoriety.

“There’s an unspoken agreement that if you are frustrated and angry, that all you have to do to get your feelings broadcast is to kill a lot of people,” Mr. Schulman, the executive editor of The New Atlantis, a quarterly journal devoted to technology and society, told me in a later interview. He spoke of a “conscious copycat effect” that can be seen in the string of mass killings, from Columbine to Virginia Tech to Newtown, Conn.

The media, he says, “have been nearly perfect participants” in the “ritualistic response” that incentivizes these horrific episodes. It’s past time, he believes, to rethink that and to change it.

He was not alone, among Times readers, in considering this question. I heard from a Hunter College professor, Steven M. Gorelick, who wrote that he wondered “what might have gone into the decision by The Times to post the chilling video made by Mr. Rodger before he went on his killing rampage.” He wondered whether this was “a simple case of the public’s right to know, or whether there was any substantive discussion about any kind of possible negative impact that posting the video might have had.”

For most journalists, the instinct to publish what they know — rather than to hold back — is a strong one. Yet nearly every article reflects judgments and decisions about what to use and what not to use.

Unlike many news outlets, The Times did not cast the video and written statements in a sensational light — but it did publish them.

Kelly McBride, who writes about journalism ethics, believes “there’s a democratic value to publishing and referencing Elliot Rodger’s manifesto. The 22-year-old mass murderer left us a 141-page window into his deranged thinking.” But, she recommended in a piece for Poynter.org, “don’t just publish it, add context. Perhaps the most valuable thing journalists can do would be to get psychiatrists and psychologists to annotate the document.”

Mr. Schulman sees a different middle ground, he says. The barrier to publication of these documents and videos should be higher, and the media attention paid to them far less — “maybe no more than a passing mention that it exists.”

And The Times wrote a story last December about people in Colorado who, based on similar thinking, want the media to stop publishing even the names of mass killers. Their idea — more extreme than Mr. Schulman’s proposal — has gained some traction. 

I talked to The Times’s national editor, Alison Mitchell, about the issue. She told me that decisions about whether to use this kind of material are not made lightly.

“In every one of these cases, we think about it. It comes under a lot of discussion, and is not done reflexively,” she said. In this case, the video and manifesto were so integral to understanding the motivation for the crimes, she said, “we would have very consciously not have been telling a big part of the story.”

Times readers “want to see and judge for themselves,” Ms. Mitchell said. “It’s a disservice to try to shield them.”

As a lifelong journalist, my instincts, predictably enough, line up with Ms. Mitchell’s. In general, I don’t believe in holding back germane information from the public.

When I started writing this column, I had the notion of leaving out Mr. Rodger’s name. But it proved impossible, just as, however appealing it might be, it would be impossible for news organizations to leave out the names of other mass killers.

I find Mr. Schulman’s reasoning thought provoking, though. Many factors enter into these outbursts of violence: gun availability, mental illness, sometimes misogyny, and more. Media attention is undeniably one of them. And the idea of playing down a killer’s “manifesto” is, at the very least, worth consideration, on a case-by-case basis. We may have no choice but to name the killers, but we are not obligated to provide a platform for every one of their twisted views.

“Dopey Media Whiffs Again”: No, Dems Aren’t “Playing Politics” By Exposing GOP Idiocy

Lazy Beltway pundits have discovered a new Obama scandal: The president is telling his base the truth about how Republicans are making their lives worse, and he must be stopped.

Last week, Obama was accused of ginning up his base’s anger over voting rights: The New York Times reduced his Friday speech on the issue to an effort “to rally his political base,” while the Washington Post depicted the Democrats’ focus on voting rights as mere partisan strategy, calling it the party’s “most important project in 2014.”

Then came the National Journal’s James Oliphant, declaring that “Democrats are giving Republicans a run for their money in practicing the politics of grievance.” Oliphant accused Democrats of cynically exploiting anger over voter ID laws and the failure of bills to hike the minimum wage, reform the immigration system and help women achieve pay equity, for political gain.

Slate’s John Dickerson has topped them all, however, with “Obama trolls the GOP,” his Thursday column accusing the president of lying about the wage gap between men and women in order to win votes. Dickerson is the one doing the trolling, as he sort of admits upfront, blaming the Internet for rewarding columns that call the president names and make an argument without nuance.

But the essence of Dickerson’s argument is of a piece with the lazy “grievance” meme spreading among his peers: Obama is doing something wrong by telling a component of his coalition, in this case women, that Republican policies are hurting them. In other words, telling the truth while also, yes, practicing politics.

We can certainly debate which number we should use when debating pay equity, but the notion that Obama is deliberately lying to create “stray voltage” by choosing the wrong number seems cynical or worse. Dickerson relies on a Major Garrett column that relies on an older Major Garrett column in which White House adviser David Plouffe explained his theory of “stray voltage” – how any controversy, even ones that seem to hurt Obama, can be put to good political use when “stray voltage” from said outrage sparks the ire of Obama’s base.

Supposedly, the controversy around the White House continuing to use the Census Bureau figure – that women make 77 cents to a man’s dollar – even though other studies find a smaller gap, cements the impression that Republicans oppose measures to close the gap, and may create “stray voltage” to galvanize women voters in 2014 and 2016. Oliphant likewise relies on the pay-gap flap, and the Democrats’ embrace of the doomed Paycheck Fairness Act, as an example of unfair “grievance politics.”

But Republicans do oppose virtually all measures that might close the gap. It’s not just the Paycheck Fairness Act; take the minimum wage. Republicans (and others) say that 77 percent figure exaggerates the pay gap between equally qualified men and women, because women are clustered in low-wage fields. Raising the minimum wage would be a great way to get at that particular pay-gap widener, since two thirds of minimum wage workers are women. But of course, Republicans oppose not only the Paycheck Fairness Act, but an increase in the minimum wage as well.

Oh, but Democrats continuing to agitate for a minimum wage hike? That’s also unfair “grievance politics,” according to Oliphant, because “it may animate minority voters.” Concern about traditional low turnout in midterm elections, he writes:

… has forced the party to find reasons for people to come out and vote, and they’ve selected issues that target slices of the electorate. Hence, equal pay, an issue that especially resonates with single women; the minimum wage, which may animate minority voters; and immigration reform, which galvanizes Hispanics. And likely coming soon to a [Harry] Reid press availability near you: student-loan modification, teed up for the hard-to-get youth vote.

So let me make sure I understand. Telling your voters, accurately, that Republicans are trying to make it harder for them to vote, and are blocking action on pay equity, the minimum wage and immigration reform is unfair “grievance politics”? Likewise, any effort to deal with the scandal of $1 trillion in student loan debt? Oliphant compares it to the grievance politics practiced by Republicans under Richard Nixon and Ronald Reagan. But that form of grievance politics mainly relied on inflaming white voters’ fears of cultural and racial change with false or highly exaggerated claims about Democrats.

I would also argue that when one party’s leaders declare upfront that they’re going to block everything the other party’s president tries to do, and when that party even retreats from solutions to problems that it once favored – in the GOP’s case, that includes the individual mandate, immigration reform, cap and trade, the Voting Rights Act, and periodic increases to the minimum wage — the cultivation of anger in order to turn out voters is an excellent and entirely defensible strategy. In fact, Republican obstructionism seems designed at least partly to demoralize the Obama coalition — many of them occasional voters already discouraged by the political process. If you can convince young people, Latinos and women that voting changes nothing, you can make up for your reliance on aging white voters.

This new story line also reinforces a core Republican claim about Obama and the Democrats: that they’re trying to buy off the electorate with “gifts,” to use sore-loser Mitt Romney’s term. When rich people use the political process to make their lives better, that’s just the way things work. When people who aren’t rich do so, they’re looking for a handout. This new “grievance politics” story line is just one more way mainstream journalism’s weakness for false equivalence, which is intellectually lazy, politically rewards Republicans.

“ABC News’ Rightward Lurch”: Scraping The Bottom Of The Right-Wing Pundit Barrel

ABC News recently hired Laura Ingraham to be a regular contributor to their prestigious Sunday morning political talk show, “This Week With George Stephanopoulos.” Why on earth would anyone hire Ingraham, a second-rate right-wing bomb-thrower whose shtick is well past its sell-by date? You could ask ABC News, but they’d presumably answer with boilerplate press release-ese about how they seek out a “diversity of viewpoints” and welcome her “provocative” take on world events. Read Digby for a good rundown of exactly how provocative Ingraham’s hot takes have been — Ingraham’s greatest hits includes writing a book in which a central, reoccurring joke was that Michelle Obama constantly ate or craved ribs — but Ingraham’s not the only sorry character ABC has picked up recently.

Last October, “This Week” hired Bill Kristol, the bumbling neoconservative scion, who is famous for his disastrous predictions and his even more disastrous lobbying for war.

In addition to being morally culpable for the meaningless violent deaths of hundreds of thousands, Kristol is also a terrible pundit. He is not just terrible at predictions, he is also dull. He was too lazy a writer and thinker for the New York Times — a paper that still pays Thomas Friedman handsomely — leading them to decline to renew his contract after one year as a columnist. (He moved, naturally, to the Washington Post.) Only a Sunday show producer (or Washington Post opinion page editor) could imagine that Bill Kristol’s take on the issues of the day would be useful or enlightening or even entertaining to anyone.

More recently, ABC picked up Ray Kelly (as a “consultant,” not a mere contributor). Kelly is the former police commissioner of New York City, best known for his racist policing tactics and his blatantly dishonest defenses of same. In November 2013, New York City voters overwhelmingly voted to elect as mayor a man who made the removal of Kelly, and the complete rejection of Kelly’s entire philosophy of policing, a cornerstone of his campaign. Kelly, whose police department routinely lied to journalists (and beat and arrested a few too), is considered a law enforcement genius, because violent crime in New York, having already plummeted from a historic high years prior to the election of Michael Bloomberg, remained relatively low during Kelly’s tenure as commissioner, probably due to environmental and historical trends. He is also considered a great and important man because he knows how to schmooze with the smart set.

Kelly worked for a Democratic mayor and a centrist independent one. He considered running for office as a Republican, but he is probably more of an authoritarian “centrist” than a movement conservative. Still that’s three hires in six months that ought to disgust any decent person. (Even conservatives, who ought to be embarrassed to be “represented” by Ingraham and Kristol). Whatever does it mean?

Perhaps ABC News is repositioning itself as more conservative. NBC’s “Meet the Press” is struggling. It’s easy to imagine a television professional thinking that NBC’s problem is that viewers think it is too liberal, and that therefore the best way to beat it is to become more conservative. Perhaps they are over-correcting for the fact that “This Week’s” Stephanopoulos is a former Clinton White House operative, although at this point that was a lifetime ago, and George has been studiously centrist ever since.

As has been well-documented, none of the big network Sunday shows are remotely liberal, “This Week” included. According to Media Matters’ research, in 2013, “This Week’s” guests and panel lineups were not appreciably more left-wing than its major competitors. (Fox’s Sunday show was significantly more conservative, but that show isn’t aimed at the same “insider” Acela corridor “centrist” audience that the other three fight for.) All the networks skew white, male and right-wing. If ABC is aiming to win over a more conservative audience, it seems to be scraping the bottom of the right-wing pundit barrel.

But maybe there was no strategic thinking behind these three hires at all. Maybe each one just made sense to whomever was responsible at the time. Maybe three completely odious people who do not in any way deserve such large and well-compensated platforms for their discredited opinions all just got hired by the same network because the news media elite, like the finance and political elite, refuse or are unable to recognize the obvious and total moral bankruptcy of members of their own clan.

Or maybe Bill Kristol just has an amazing agent.

“Media Atonement Day”: Media Response To Iraq War Anniversary, What Iraq War?

As you may have noticed—or rather, not noticed—few in the media paid any attention to last week’s 11th anniversary of the US invasion of Iraq, an event which had, oh, a few consequences. This seemed especially odd, and revealing, since US vets are still dying from their wounds and brain injuries and committing suicide in still growing numbers—not to mention the continuing toll in Iraq (more bombings killing dozens seemingly to mark the anniversary).

Last year on the 10th anniversary there was a good deal of coverage, which I guess we can’t expect for any year that doesn’t end in zero (see: Hiroshima). But still: almost no coverage or probing or re-capping at all? Perhaps the media are rightly still embarrassed by their performance in the run-up to the war, which helped make it possible…inevitable.

That makes it all the more important for them to re-visit their massive failures, especially with new calls for US intervention abroad. Consider how close we came to bombing Syria (or more) just a few months back, based on sketchy evidence, and calls from “liberal hawks” like Keller and Kristof to take military action there. And now: Crimea and the Ukraine. Maybe: Iran (still).

That’s why I like the idea proposed elsewhere of naming the anniversary of our invasion of Iraq, March 20, henceforth as “Media Atonement Day.” Well, I’ve tried to do my part by posting about 20 stories, items and videos here in the past ten days or at my Pressing Issues blog.

Will Media Atonement Day happen? Don’t bet on it. To illustrate, let me direct you to a piece written by the great Charles P. Pierce exactly one year ago. This followed a controversy over the Washington Post killing a piece they had assigned to me, reviewing media missteps in the run-up to the Iraq war and any later mea culpas. A couple of excerpts from his rant:

Before we begun, let us partially immunize ourselves with a dose of The Washington Post, the largest and deadliest blight ever to afflict elite political journalism. Last week, apparently, they engaged Greg Mitchell of The Nation to write a piece analyzing the performance of the elite political media in the run-up to the Iraq debacle. (The Post has spent the years since helping to launch the disaster giving jobs to a lot of the people behind it, including word-‘ho Michael Gerson and torture-porn enthusiast Marc Thiessen.) Mitchell turned in the piece and it was killed by the Post, a formerly great newspaper now sucking hind tit on the lucrative scam that is the educational-testing industry. However, the Post did run another piece arguing that elite political journalism did not suck as much pondwater as it has been accused of sucking….

And:

These are the people who publish Thiessen on torture, George Effing Will’s experiments with climate-change denialism, and Michael Gerson on anything. These are people who will publish any prominent conservative who can find a crayon. Here’s my broader analytical point — everyone associated with The Washington Post editorial page — and a lot of the executives on the news side, especially the ones that buried Walter Pincus’s great work back on A13 — are complicit in hundreds of thousands of deaths, and they should all have their heads shaved, the phrase “I fked up the world” tattooed on their scalps, and sent off to work in the wards at Walter Reed until they collapse from exhaustion. My insights are fairly well summed up by the phrase, “Shut the fk up forever.”

But it’s never too late to catch up with how the war happened and proceeded, and the media failtures, via my book, So Wrong for So Long.
