“The Likud Lobby”: Let’s Stop Pretending Israel Isn’t A Partisan Issue
When House Speaker John Boehner invited Israeli Prime Minister Benjamin Netanyahu to address Congress without bothering to let the White House know, as is normal practice when dealing with foreign leaders, he no doubt thought he was getting a little sauce for the gander. You want to find ways to get Republicans mad, President Obama? Okay, how about if I invite the leader of one of our closest allies here to basically lobby against your position on Iran? How do you like that?
Boehner was right on that score: President Obama doesn’t like it very much. Neither did Nancy Pelosi, who blasted Boehner’s move this morning as “inappropriate,” adding: “It’s out of the ordinary that the Speaker would decide that he would be inviting people to a joint session without any bipartisan consultation.”
But maybe this skirmish over diplomatic protocol is a good thing for everyone. Maybe we can stop pretending that Americans and Israelis are nothing more than loving and committed allies offering unwavering support to one another, when the truth is that parties in both countries are active participants in each other’s partisan politics.
The current disagreement is about negotiations with Iran over its nuclear program. There’s a bill in the Senate, sponsored by Republican Mark Kirk and Democrat Bob Menendez, to impose new sanctions on Iran if a deal isn’t struck by June 30. The administration says that passing such legislation now, while the negotiations are at a sensitive point, would guarantee failure: the Iranians would pull out, then ramp up their nuclear program.
Republicans, and some Democrats like Menendez, don’t think so. They seem to believe that the only thing that produces results is being “tough,” and that even in diplomacy there are no carrots, only sticks. This also happens to be the position of the Netanyahu administration, which supports the sanctions bill. But not all in the Israeli government agree. Josh Rogin and Eli Lake report that the Mossad, the Israeli intelligence agency, has been telling both the Obama administration and whatever American senators will listen that “if legislation that imposed a trigger leading to future sanctions on Iran was signed into law, it would cause the talks to collapse.”
So the Republicans have asked Netanyahu to come join them in this debate, and he is more than willing. Which shouldn’t be much of a surprise. For years we’ve had one party (the Republicans) that is fervently committed to the right-wing Likud’s vision for Israel, and another party (the Democrats) that is much more committed to the Israeli Labor party’s vision. When each holds the White House, they put those beliefs into policy. But both will say only that we all have a bipartisan commitment to “support” the Jewish state, as though what “support” means is always simple and clear.
Meanwhile, Netanyahu has done what he can to help Republicans. In 2012, his all-but-explicit advocacy for Mitt Romney ended up getting him in trouble back home. The current Israeli ambassador to the U.S. is American-born political operative Ron Dermer; as Josh Marshall says: “His relationship with Netanyahu has been compared to Karl Rove’s with George W. Bush. And a main reason for his being Ambassador is his ties to DC Republicans.”
And here’s a colorful illustration of the symbiotic relationship between the GOP and Netanyahu’s Likud. The Republican Party’s greatest patron is casino mogul Sheldon Adelson, who spent somewhere between $100 and $150 million trying to unseat Barack Obama in 2012. And who is Benjamin Netanyahu’s greatest patron? None other than Sheldon Adelson, who a few years ago created a free daily newspaper, Israel Hayom, whose primary purpose is to blanket the country with news favorable to Netanyahu.
It has long been true that the debate about what Israel should do — with regard to the Palestinians or anything else — is infinitely more varied and robust in Israel itself than here in the United States, where the only allowable public position for a politician to take is that we support whatever the Israeli government wants to do. This unanimity is maintained by a variety of forces, most notably the American Israel Public Affairs Committee (AIPAC), which calls itself “America’s Pro-Israel Lobby,” but in practice has for decades been not the Israel lobby but the Likud lobby, representing one particular faction in Israeli politics.
Benjamin Netanyahu is the leader of his country, but he’s also the leader of that faction, and at the moment he’s in the midst of an election campaign (one the Obama administration would be all too happy to see him lose). If Congressional Republicans want him to come be a spokesperson for the Republican position in the debate over Iran, that’s fine. But we should use the occasion to allow ourselves a little honestly. Yes, the United States and Israel are close allies whose core interests are aligned. But in neither country is there agreement about how to serve those interests. There’s no such thing as a “pro-Israel” position on this issue, because Israelis themselves have a profound dispute about it, just as there’s no such thing as one “pro-America” position on anything we argue about.
So we can call this speech what it is: an effort by one conservative politician to help a bunch of other conservative politicians achieve their preferred policy. Maybe afterward, John Boehner can return the favor and cut some ads advocating Netanyahu’s reelection. Though I’m not sure how well that would go over in Israel.

“There Are Things You Simply Don’t Do”: Boehner Willing To Partner With A Foreign Government To Undermine American Foreign Policy
On the record, President Obama and his team have said very little about congressional Republicans partnering with Israeli Prime Minister Benjamin Netanyahu to derail international nuclear talks with Iran. Administration officials said the president will not meet with Netanyahu during his March trip, but that’s only to prevent the appearance of interference with the Israeli election to be held two weeks later.
Behind the scenes, however, it seems the White House isn’t pleased.
“Senior American official” as quoted by Haaretz: “We thought we’ve seen everything. But Bibi managed to surprise even us. There are things you simply don’t do. He spat in our face publicly and that’s no way to behave. Netanyahu ought to remember that President Obama has a year and a half left to his presidency, and that there will be a price.”
Josh Marshall added that even American Jewish groups “who seldom allow any daylight between themselves and the Israeli government appear shocked by Netanyahu’s move and are having difficulty defending it.”
There are things you simply don’t do.
I’ve been thinking about why this story strikes me as so important, and I realize that on the surface, it may not seem shocking to everyone. Republicans oppose the diplomacy with Iran; Netanyahu opposes the diplomacy with Iran. Perhaps their partnership was predictable?
Sure, House Speaker John Boehner (R-Ohio) ignored U.S. protocol by circumventing the administration and reaching out to a foreign leader on his own, but given the degree to which Republicans have abandoned traditional norms in the Obama era, maybe this isn’t that startling, either.
The problem, however, which I fear has been largely overlooked, is that it’s genuinely dangerous for the federal government to try to operate this way.
I’m reminded of an incident from August, near the height of the crisis involving Central American children reaching the U.S. border, when Sen. Rand Paul (R-Ky.) traveled to Guatemala. While there, the senator met with leading Guatemalan officials, including their president, and told them that the problem was Obama’s problem, not theirs.
In other words, an American senator visited with foreign leaders on foreign soil, denounced the American president, and undermined American foreign policy. During the Bush/Cheney era, Republicans used to characterize such moves as borderline treasonous.
Five months later, the GOP en masse is working to cut off American-led international talks at the knees.
The point, of course, is that in the Obama era, Republicans have no use for the maxim about politics stopping “at the water’s edge.” For many GOP lawmakers, there is no American foreign policy – there’s the president’s foreign policy and there’s a Republican foreign policy. If the latter is at odds with the former, GOP officials are comfortable taking deliberate steps to undermine the White House.
There is no real precedent for this in the American tradition. The U.S. system just isn’t supposed to work this way – because it can’t. Max Fisher’s take on this rings true:
To be very clear, this is not just a breach of protocol: it’s a very real problem for American foreign policy. The Supreme Court has codified into law the idea that only the president is allowed to make foreign policy, and not Congress, because if there are two branches of government setting foreign policy then America effectively has two foreign policies.
The idea is that the US government needs to be a single unified entity on the world stage in order to conduct effective foreign policy. Letting the president and Congress independently set their own foreign policies would lead to chaos. It would be extremely confusing for foreign leaders, and foreign publics, who don’t always understand how domestic American politics work, and could very easily misread which of the two branches is actually setting the agenda.
All of which leads us back to this week. The United States and our allies have reached a delicate stage of diplomacy on a key issue, but as far as congressional Republicans are concerned, the United States isn’t really at the negotiating table at all – the Obama administration is. GOP lawmakers not only disapprove of the process, and they not only have no qualms about trying to sabotage the international talks, they’re even willing to partner with a foreign government to undermine American foreign policy.
At the risk of sounding overly dramatic, I honestly don’t think this has ever happened before, at least not in our country. In effect, Boehner has invited Netanyahu to play the legislative branch of the U.S. government against the executive branch of the U.S. government, and the Israeli prime minister is happy to accept that invitation.
Cynicism about our politics is easy, but this isn’t just the latest outrage of the week. We’re talking about the ability of the United States to conduct foreign policy.
There are things you simply don’t do – and right now, Republicans are doing them.

“Time For The GOP To Pitch In”: Passing Bills That Have No Chance Of Ever Becoming Law Is Not Best Advertisement For Effectiveness
With Republican majorities in both houses, the new Congress should begin by focusing on traditional GOP priorities: improving the nation’s sagging infrastructure, reforming an unwieldy tax code and finding ways to boost middle-class opportunity.
When pigs fly, you say? Skepticism is definitely in order. But Senate Majority Leader Mitch McConnell and House Speaker John Boehner have a fundamental choice to make. They can acknowledge the obvious areas of common ground they share with President Obama — thus showing that the Republican Party can participate responsibly in government — or they can throw temper tantrums.
McConnell told The Post that one of his goals, as he takes leadership of the Senate, is to avoid doing anything that would make it harder for the party to elect a president next year. “I don’t want the American people to think that, if they add a Republican president to a Republican Congress, that’s going to be a scary outcome,” he said.
The scariness of the GOP field probably will also depend on Ted Cruz’s apocalyptic rhetoric and Chris Christie’s progress in anger management. But McConnell is right that the whole “Party of No” routine, which he helped orchestrate, is unlikely to yield further political benefit — and may, at this point, inflict more damage on Republicans than on Democrats.
It is perhaps inevitable that the GOP will use its control of Congress to highlight the party’s pet issues — advocacy for the Keystone XL pipeline, for example, and opposition to the Affordable Care Act. Every once in a while, Republicans may even muster the needed 60 votes in the Senate — and force Obama to use his veto. But then what? Passing a bunch of bills that have no chance of ever becoming law is not the best advertisement for effectiveness.
McConnell told The Post he wants voters to see his party as a “responsible, right-of-center, governing majority.” Well, two obvious things such a majority should be doing right now are celebrating the economic recovery and looking for ways to ensure that more of its benefits reach the middle class.
Growth is accelerating, inflation is virtually nonexistent, stocks had a great year, unemployment is down and the U.S. economy is the envy of the developed world. That all of this has happened under the leadership of a Democratic president may be inconvenient for GOP leaders, but it’s the reality. Sourpuss grousing about how Obama is somehow “killing jobs” sounds ridiculous and out of touch. It seems to me that a “responsible” majority ought to be able to bring itself to say, “Nice job, Mr. President.” Even if it hurts.
Such a majority then should recognize that present economic conditions offer the opportunity to address big structural problems — and that addressing these problems can, in turn, broaden and deepen the recovery.
Infrastructure is perhaps the most obvious place to begin. Our airports are getting old. Many of our seaports cannot handle the newest generation of container ships. Thousands of our bridges need to be repaired or replaced. Century-old municipal water systems are breaking down. The electrical grid needs to be more robust and secure. And while we invented the Internet, citizens of other countries enjoy networks with faster speeds and lower costs.
Republicans used to agree with Democrats that good economic times offer the opportunity to invest in infrastructure — which creates jobs, both now and in the future. Deficits are falling rapidly and interest rates are at historic lows. What are we waiting for? Shouldn’t a “responsible” Congress have a bill on Obama’s desk by the end of the month?
Another subject on which Obama and the Republicans in Congress agree, at least in principle, is the need for corporate tax reform. Obama has acknowledged, and Republicans have long contended, that the current top corporate rate of nearly 40 percent is too high — and that the strategies corporations use to avoid paying those taxes, such as moving their headquarters overseas, are detrimental to the national interest. There is a larger debate to be had about overall tax policy, but couldn’t we just start by lowering the corporate rate and closing the loopholes?
Finally, a “responsible” party that’s prepared to govern would have some ideas about how to boost economic mobility, which is what we really mean when we talk about “opportunity.” If Republicans think the American Dream means the rich getting richer and the poor getting poorer, then no, they’re not remotely ready for prime time.

“The Facts Aren’t On Mitch McConnell’s Side”: Sorry, GOP, Tax Cuts Don’t Pay For Themselves
As they prepare to take control of Congress, Republicans are looking to change the rules of the game. To lend budget-busting tax cuts the illusion of fiscal responsibility, conservatives would codify the notion that these cuts pay for themselves into congressional accounting rules.
Democrats should not allow this to happen. But if conservatives insist on fudging the numbers, liberals shouldn’t shy away from making creative budgetary arguments of their own.
The accounting device promoted by the right is known as “dynamic scoring,” and it’s politically significant because of the basic policy positions of the two parties. Conservatives tend to favor tax cuts, which come at the expense of social services. Liberals tend to support increasing social services, which come at the cost of higher taxation.
But conservatives have an end-run around this dynamic. They point to the Laffer curve, an economic theory proposing that we can cut tax rates without sacrificing tax revenue, thus avoiding cuts to social services. This is because tax policy has dynamic effects on the macro-economy — that is, cutting tax rates incentivizes people (and particularly high-earners, who gain the most from tax cuts) to work harder, invest more, and generate more economic growth. As the economic pie grows larger, tax revenue can remain constant even as tax rates fall.
Though logical in theory, this idea hasn’t really been borne out in practice. The Bush administration repeatedly predicted that tax cuts would boost overall revenue, but they assuredly did not. And they still don’t, as Kansans have learned during Gov. Sam Brownback’s “real live experiment” in conservative economics, which has only blown a hole in the state budget.
This is because any potential dynamic effects of tax cuts take a long time to materialize, which makes these future benefits extremely difficult to quantify today. And as Congress’ authoritative accountant, the CBO is in the business of attaching hard numbers to would-be laws.
Understandably, the CBO has resisted the uncertain and speculative math of dynamic scoring. But the underlying argument still infuses and skews our political debate. Republicans feel less constrained when proposing tax cuts, while Democrats struggle to shore up revenue sources for government service proposals.
Ostensible fiscal conservatives like Sens. Mitch McConnell (Ky.) and John Kyl (Ariz.) argue that tax cuts need not be paid for at all because they are inherently good for the economy. “[T]here’s no evidence whatsoever that the Bush tax cuts actually diminished revenue,” McConnell contends, in spite of overwhelming evidence that these cuts diminished revenue at historic rates.
Yet these same Republican leaders still insist that spending on unemployment benefits be accounted for by cuts or tax increases elsewhere, even though there’s little compelling economic reason to treat tax cuts and social insurance transfers like unemployment benefits differently. Both policies promote economic growth by increasing disposable income and thereby boosting consumption.
Liberals have largely failed to point this out and haven’t effectively countered conservative attacks on these transfer programs. Contrary to what Speaker John Boehner (Ohio) says, there’s no evidence that unemployment benefits reduce work ethic. And other transfer programs can be carefully structured to minimize any potential work disincentives.
Liberals can do more than play defense in these debates. They, too, can conjure creative arguments for how targeted spending programs can “pay for themselves.”
Take liberal proposals for new or expanded transfer programs like refundable tax credits, child allowances, and other income subsidies. These relieve some of the strain on the budgets of low-income and middle-class Americans. More disposable income means more consumption, which generates higher economic growth and higher overall income, producing more tax revenue. By this logic, transfer programs could pay for themselves, too.
In fact, targeted transfers to the poor and middle class would likely give a stronger immediate jolt to the economy than would tax cuts for the wealthy. Compared with the wealthy, the poor spend a much higher share of each additional dollar of disposable income that they receive, providing greater stimulus to the economy. Policy measures that alleviate inequality are thus a boon for economic growth.
This isn’t to say that liberals should sit back and let dynamic effects fund their policy priorities. Any responsible party must provide revenue sources for new tax or spending programs. But drawing on this rhetoric would level the playing field of our skewed politics. The parameters of our current debate — where liberal proposals must be paid for while conservative ones don’t — are stacked against the interests of average Americans in favor of the wealthy.
Conservatives want to muddy the numbers for our lawmaking process. For the sake of a fair debate, liberals can and must show that two can play at that game.

“A Walmart Christmas For Congress”: The Senate Should Cancel Its Own Christmas And Stay In Session Until 2015
Assuming Democrats and Republicans agree on a bill to fund the government by Thursday, House Speaker John Boehner has told his members that they will recess after that. Despite Senate Majority Leader Harry Reid’s annual threats to keep the upper chamber in session through the holidays, the Senate is scheduled to do the same. But it shouldn’t. Instead, Reid should keep the Senate in session until Republicans take over next year in order to confirm as many executive branch and judicial nominees as possible.
Consider the actions of Senate Republicans during the past six years. Led by Majority Leader-Elect Mitch McConnell, the GOP used the filibuster to block President Barack Obama’s nominations for key executive branch and judicial positions. In some cases—such as the nomination for the head of the Consumer Financial Protection Bureau—they refused to confirm any nominee unless Democrats made specific changes to the program. In other words, they used the nomination process as leverage to extract policy changes from Democrats. They often refused to confirm any judicial branch nominees. Sick of these tactics, Democrats changed the rules of the Senate in November 2013 so that all executive branch and non-Supreme Court judicial nominees could not be filibustered. In the 13 months since, Senate Democrats have spent much of their time confirming nominees.
That will end in January as Republicans are expected to clog up—if not seal off altogether—the nominations process. “The difference between 50 Democratic senators (plus a tie-breaking vote by Joe Biden) and 49 Democratic Senators is the difference between two full years of filling the judiciary and two years of likely gridlock,” New York’s Jonathan Chait wrote before the midterms.
Relations between the parties have only worsened since then with Obama’s executive action on immigration. In a pre-buttal to that move, Senator Ted Cruz proposed that Congress “not confirm a single nominee—executive or judicial—outside of vital national security positions, so long as the illegal amnesty persists.” It’s not clear whether Republicans will take up that strategy, or how many nominees are “of vital national security positions,” but pressure from the Texas conservative will not make the nomination process any smoother.
That’s what makes Reid’s decision about whether or not to keep the Senate in session so important. Any time spent in recess between now and when the 114th Congress begins on January 3 is time that could have been used to confirm nominees—nominees that won’t be confirmed otherwise. Lawmakers will likely object to working through the holidays. If Reid must give them a couple of days off around Christmas and New Year’s, to appease them, he should do so. But it is too important for the functioning of the executive branch and the makeup of the courts to spend the entire time on holiday.
