“In Boehner We Trusted”: Netanyahu Throws Boehner Under The Bus; Biden To Skip Speech
There’s been scuttlebutt all week about congressional Democrats skipping Israeli Prime Minister Benjamin Netanyahu’s upcoming speech as a way to send a message about the party’s disappointment. The way in which Netanyahu and House Speaker John Boehner (R-Ohio) went behind President Obama’s back, and partnered to undermine U.S. foreign policy, does not sit well with many Dems, and even an informal boycott of his congressional address would be a big deal.
Those Democrats inclined to skip the Prime Minister’s remarks will apparently have some cover.
Vice President Joe Biden is expected not to attend a March 3 speech at the Capitol by Israeli Prime Minister Benjamin Netanyahu because he will be traveling abroad, Biden’s office confirmed to NBC News Friday.
It is not clear yet where Biden will be traveling at the time of Netanyahu’s speech, which has become controversial both because of its proximity to the Israeli elections and because it was planned by Republicans without prior consultation with the White House.
The second part is of particular interest. As the AP’s report notes, the Vice President’s office didn’t point to a specific commitment abroad on March 3, only that Biden is “expected to be traveling.” The office didn’t say where or why.
It’s hardly unreasonable to wonder if this is the diplomatic equivalent of, “I’m washing my hair – somewhere.”
Just as striking, meanwhile, is the degree to which Netanyahu’s administration appears to be throwing the Republican leadership under the bus.
A senior Israeli official suggested on Friday that Prime Minister Benjamin Netanyahu had been misled into thinking an invitation to address the U.S. Congress on Iran next month was fully supported by the Democrats. […]
“It appears that the speaker of Congress made a move, in which we trusted, but which it ultimately became clear was a one sided move and not a move by both sides,” Deputy Israeli Foreign Minister Tzachi Hanegbi told 102 FM Tel Aviv Radio on Friday.
Or to put it another way, “We totally trusted Boehner to do this the right way; he didn’t; so blame him for this fiasco.”
We talked the other day about this increasingly messy problem, and the growing debate as to who screwed up more; Boehner or Netanyahu. These latest comments from a senior Israeli official suggest the Prime Minister is eager to tilt the scales in the GOP leader’s direction.
That said, in the same interview Deputy Israeli Foreign Minister Tzachi Hanegbi suggested Netanyahu’s speech will go forward as planned. The question now is how many Democrats intend to show up.
I’ve generally been skeptical about whether a large-scale boycott would come together – a few House Dems have announced their intention to stay away, though it’s a pretty small group – but the news about Vice President Biden may very well change the entire dynamic for Democrats.

“Republican Ideas Haven’t Changed Since The 1970s”: John Boehner Should Try Listening To His Own Economic Advice For Obama
After President Obama released his 2016 budget on Monday, House Speaker John Boehner published a list of ten things that are “newer than Obama’s ideas.” Instagram, Angry Birds, Frozen, and the selfie stick all made the cut. Boehner’s office even created a clunky hashtag for the list—#NewerThanObamasIdeas. The irony is rich: Republican ideas have hardly changed since the 1970s.
It’s true that many proposals in Obama’s budget, like increased infrastructure spending, comprehensive immigration reform, and universal pre-kindergarten, were in his previous budget too. But there were many new ideas, as well. He proposed a new, 19 percent minimum tax on foreign corporate profits—a big move towards the GOP’s preferred territorial tax system. He also wants to expand a tax credit for child care while increasing the capital gains tax rate from 23.8 percent to 28 percent. He put forward a major overhaul of the unemployment insurance system.
None of these represent radical departures from Obama’s previous agendas. But Obama is a Democrat, not a Republican. He wasn’t suddenly going to abolish the Internal Revenue Service and repeal the Affordable Care Act, just as Republicans won’t suddenly wake up and support a single-payer system and higher taxes on the rich.
And Republican ideas on the economy have aged even worse than the Democrats’ stale agenda. Take monetary policy. Throughout Obama’s presidency, GOP lawmakers have frequently criticized the Federal Reserve for low interest rates and its recently-ended bond-buying program. Those policies, they have argued, would send inflation shooting upwards. That, of course, has not happened. Inflation has remained below the Fed’s 2 percent target for years. The greater risk is actually deflation—falling prices.
Of course, in the 1970s, inflation was a very real concern. Then-Fed chair Paul Volcker raised interest rates, causing a recession, but stamping out inflation. Republicans, fearing pre-Volcker inflation, are trying to apply those lessons during a very different time, when the far greater risk to the economy has been a weak labor market. If the Fed had implemented them, it would have led to a disastrous economic contraction.
Or consider taxes. Most of the Republican Party has a laser-like focus at lowering the top marginal tax rates. But some reform-minded conservatives also want to finance a huge expansion of the Child Tax Credit (CTC)—a tax credit available to parents. They believe that the Reagan tax cuts in the 1980s that lowered the top marginal tax rate from 70 percent to 50 percent was a smart move. But they see far fewer benefits in lowering marginal tax rates now. “Let’s say we cut the 15 percent federal income-tax rate faced by much of the middle class to 10 percent,” Robert Stein writes in the reformicon’s new conservative agenda, titled “Room to Grow.” “Instead of keeping 85 cents for a dollar of extra effort, a worker would get 90 cents—an improvement of only 5.9 percent.… For these workers, cutting the 15 percent rate to 10 percent would make absolutely no difference in work incentives.” A CTC expansion would put money directly into the pockets of parents who need it. While a few prominent members in the Republican Party have adopted Stein’s tax proposal, most notably Senator Marco Rubio, the vast majority of the party would rather lower marginal rates further instead of expanding the CTC. In other words, Republican tax ideas are still stuck in the 1970s as well.
At the end of Boehner’s listicle, his office writes, “The simple truth is this: The federal budget shouldn’t be cobwebbed by the policies of the past. It should be focused on the future—a future where our kids and grandkids can grow up free from the fear of never-ending debt and a bloated Washington bureaucracy.” His party should listen to that advice.

“We Have One President At A Time”: Boehner’s Invitation To Netanyahu Backfires On Them Both
The political ramifications are clear: House Speaker John Boehner and Israeli Prime Minister Benjamin Netanyahu made a colossal mistake by conspiring behind President Obama’s back, and the move has ricocheted on both of them.
The big, scary issue underlying the contretemps — how to deal with Iran’s nuclear program — is a more complicated story. I believe strongly that Obama’s approach, which requires the patience to give negotiations a chance, is the right one. To the extent that a case can be made for a more bellicose approach, Boehner and Netanyahu have undermined it.
First, the politics. Why on earth would anyone think it was a good idea to arrange for Netanyahu to speak to a joint session of Congress without telling Obama or anyone in his administration about the invitation?
Yes, Congress has an important role to play in international affairs. And yes, the days are long gone when disputes among officials over foreign policy ended at the water’s edge; members of Congress routinely gallivant around the globe and share their freelance views of what the United States should or should not be doing. But inviting a foreign leader to speak at the Capitol without even informing the president, let alone consulting him, is a bald-faced usurpation for which there is no recent precedent.
Pending legislation, which Obama threatens to veto, would automatically impose tough sanctions against Iran if the drawn-out, multiparty nuclear negotiations fail. If Boehner wanted to build support for sanctions, he failed spectacularly.
Sen. Robert Menendez of New Jersey, the ranking Democrat on the Foreign Relations Committee and a vocal hawk on Iran policy, announced Tuesday that he would not vote for his own bill imposing automatic sanctions — at least not until after a March 24 deadline for negotiators to produce the outlines of an agreement. Nine of his pro-sanctions Democratic colleagues in the Senate joined him, meaning the bill is unlikely to win the necessary 60 votes for passage.
If Boehner’s aim was to paint Obama as somehow soft on Iran, he failed at that, too. The speaker inadvertently turned the focus on himself and has had to spend the week explaining why he went behind the president’s back, not even giving the White House a heads-up until hours before the March 3 speech was announced.
Netanyahu, for his part, may have thought this was a way to boost his prospects in the upcoming Israeli election, scheduled for March 17. Or he may have fantasized that somehow, by openly siding with the Republican Party, he could snatch U.S. foreign policy out of Obama’s hands. Judging by the pounding he is taking from the Israeli media, he was mistaken on both counts.
Note to all foreign leaders: We have one president at a time. Americans respected this fact when George W. Bush was president, for better or worse. And we respect it now.
The speech episode borders on farce, but the larger debate over Iran’s nuclear ambitions could not be more serious. The central issue is whether a negotiated deal will leave Iran with the theoretical capability to build a nuclear bomb if it were to decide to do so. No amount of diplomatic legerdemain, it seems to me, can avoid answering this question with a simple yes or no.
If you say yes, as Netanyahu does, then Iran must be stripped of all ability to enrich uranium. It is easy to understand why the Israeli government sees a nuclear-capable Iran as an existential threat — and also worries that other regional powers concerned about Iran’s growing influence, such as Saudi Arabia, might decide that they, too, need to get into the nuclear game.
Iran insists, however, that it has the right to a peaceful nuclear program. The government in Tehran is unlikely to give up that right but may be willing to limit itself to low-grade enrichment that produces material incapable of being used in a bomb. At least some infrastructure for high-grade enrichment would remain, however — and so would some risk of an eventual Iranian bomb.
Is this good enough? If the alternative is war with Iran, it may have to be.
I do not believe that war is in the interest of the United States. I also do not believe that war is in the interest of Israel, but of course Netanyahu has the right — he would say the duty, if he concludes that force is required — to disagree. Nothing that remotely resembles a perfect outcome is in sight. It must be better to keep talking than start bombing.

“The Bottom Rungs Of The Economic Ladder”: Boehner Undermines His Own Minimum-Wage Argument
When policymakers debate increasing the minimum wage, there’s nothing wrong with them drawing on their personal experiences when making a decision. Some members of Congress, however, really aren’t good at it.
A couple of years ago, for example, Rep. Marsha Blackburn (R-Tenn.) argued against raising the minimum wage above $7.25 an hour because, when she was a teenager, she made $2.15 an hour and she “appreciated that opportunity.”
What Blackburn didn’t realize is that inflation exists – when she made $2.15 an hour as a teen, in inflation-adjusted terms, that was over $12 an hour in today’s money. The Tennessee Republican was trying to argue against a minimum-wage hike, but she ended up doing the opposite.
A related problem popped up over the weekend, when House Speaker John Boehner (R-Ohio) appeared on “60 Minutes” and CBS’s Scott Pelley asked if Congress might increase the “federal minimum wage.” The Republican leader replied:
“It’s a bad idea. I’ve had every kinda rotten job you can imagine growin’ up and gettin’ myself through school. And I wouldn’t have had a chance at half those jobs if the federal government had kept imposing [a] higher minimum wage. You take the bottom rungs off the economic ladder.”
Again, there’s nothing wrong with Boehner, like Blackburn, drawing upon his personal experiences. The trouble is that Boehner, like Blackburn, is flubbing the details.
Sam Stein set the record straight:
[W]hen Boehner was first taking on those “rotten jobs,” the minimum wage was actually at its historic high. And when the wage later dipped relative to inflation, Congress passed a series of hikes that raised it some more.
According to Department of Labor statistics, the minimum wage stood at $1.60 an hour in 1968 – the highest it has ever been when adjusted for inflation…. At first, Boehner went into sales – selling plastics, specifically – after his brief stint with the Navy ended. In 1971, he enrolled in Xavier University. According to a recent Politico profile, Boehner took a number of odd jobs while attending school there, among them “a series of humbling janitorial and construction jobs.” He would graduate in 1977.
On “60 Minutes,” Boehner expressed relief that the government didn’t keep “imposing” a higher minimum wage at the time, but in reality, the government actually did keep “imposing” a higher minimum wage, raising in 1974, 1975, and again in 1976 – just as Boehner was working through college.
And adjusted for inflation, those minimum wages had greater purchasing power than the minimum wage now. If Boehner looks back at that era fondly, he has no reason to create tougher conditions for low-wage workers now.
Keep the political context in mind: the debate about the minimum wage has been ongoing for quite a while, it was a major issue in last year’s elections, and the Speaker no doubt expects questions about the policy during interviews like these. But as of the weekend, his go-to talking point is demonstrably wrong.

“One Step Too Far”: Bibi Netanyahu — aka ‘The Republican Senator From Israel’ — May Have Made A Fatal Political Mistake
Set aside, for the moment, the diplomatic row being sparked by Speaker of the House John Boehner as he seeks to create two conflicting foreign policies for the United States—one pursued by the President and the other pursued by the Congress.
Boehner’s hubris, in conjunction with Israeli Prime Minister Netanyahu’s desire to interfere with American policy while seeking to bolster his re-election campaign, may turn out to be the very political screw-up that will allow the joint ticket forged by the Labor-Hatnuah political parties to bring an end to Netanyahu’s long reign atop the Israeli government.
According to a Channel 10 poll out this past Thursday in Israel, the joint ticket offered by the Labor-Hatnuah coalition currently stands to grab 24 seats in the Israeli Knesset in the coming election—up one seat from the previous poll—while Netanyahu’s Likud Party is holding steady with just 20 seats.
The poll also projects that the party leaders atop the Labor-Hatnuah ticket, Issac Herzog and Tzipi Livni, have an increasingly good chance of forming the next Israeli government by assembling a coalition of between 61 and 68 seats in support of their government.
It turns out that there are no shortage of Israeli voters who don’t care for the idea of their Prime Minister jumping into the middle of America’s internal disagreements over foreign policy and further understand that, at the end of the day, Israel remains deeply dependent upon the United States for critical assistance in the never-ending battle to preserve and protect their nation.
According to Hatnuah leader, Tzipi Livni, Netanyahu is sabotaging israel’s critical relationship with Washington.
“A responsible prime minister who first thinks of the good of his country’s citizens does not do such a thing,” Livni said, adding, “A responsible prime minister would know to work with the president of the United States — with any president — and protect our most important interests.”
If the polls are to be believed, there are quite a few Israelis who share Livni’s take on the subject.
So, how did all this happen?
It turns out, the plan to have the Israeli Prime Minister speak to Congress, without first discussing with the White House, was the brainchild of Israeli Ambassador to the U.S. Ron Dermer who has, for weeks now, been endorsing the re-election of Bibi Netanyahu on American television programs despite explicit Israeli Civil Service regulations prohibiting him from doing so.
An example of Dermer’s breaking his nation’s rules to play politics?
As reported by Israli newspaper Haaretz, Dermer broke those rules while being interviewed by Jorge Ramos on American cable network, Fusion.
During the discussion, Dermer said, “I have no doubt that when they [the Israeli public] look at all the people that stand for the leadership of the country, that they will have confidence in the leadership of prime minister Netanyahu.”
Dermer’s words came despite an admonition issued by Israel Civil Service Commissioner Moshe Dyan noting that, “A state employee must be careful that his actions or behavior cannot be interpreted as being aimed at promoting the interest of any particular party or candidate.” Anyone violating these instructions, Dyan said, “will face criminal or disciplinary proceedings in accordance with the law.”
In addition to Dermer’s apparent violation of Israeli law, he also revealed his penchant for duplicitous behavior by meeting with US Secretary of State John Kerry just one day before Speaker Boehner announced his invitation to Prime Minister Netanyahu, yet never once mentioned to Kerry what was about to happen.
Making it all the more offensive, the White House has explicitly gone out of its way, since the announcement of the Israeli elections, to avoid saying or doing anything that could be interpreted as support for the Herzog/Livni ticket.
At least the American President had the good sense not to further endanger his relationship with Netanyahu and the Israeli people.
In reviewing Netanyahu’s political ploy, and his ambassador’s duplicitous behavior, it seems fair to ask whether this is really how friends treat friends?
While you may entirely agree with Boehner’s decision to invite Netanyahu to address the Congress, can you possibly not be disturbed that the Israeli ambassador to our country went out of his way to not tell our Secretary of State of his plan to interfere with our foreign policy and seek to embarrass our president in the process?
Israeli voters know these details and, by many accounts, are not all that happy with the way Netanyahu is inserting himself into the politics of the United States. What’s more, Israelis understand that, should Netanyahu win re-election, they are now looking at two years—if not more should a Democrat take the White House in 2016—of a very cold relationship with the White House at a time when this is likely not in the best interest of Israel.
Of course, just as Netanyahu has already pushed the date of his speech—originally scheduled for February 11—to a date in March just two weeks before the election, my prediction is that Netanyahu will realize his mistake (or take note of the polls) and seek to push the speech well past election day.
By then, it may be too late as this latest insult to the American President may prove to be one step too far for the man many Israelis have dubbed “the Republican Senator from the great State of Israel.”
As for Boehner’s behavior, I’ll have more on this later.
For the moment, suffice it to say that using the Israeli Prime Minister in an attempt to embarrass the President of the United States is beyond shameful.
I get that the Speaker doesn’t like the President or his policies. I get that many readers of this piece will have snarky responses about how this President already embarrasses himself and our nation, etc., etc., etc.
But what neither the Speaker, nor those who cannot manage to think beyond their distaste for this president, understand is the truly unprecedented step Boehner has taken by joining with the leader of a foreign nation against his own president.
Presidents come and go. However, respect for the office of the presidency, particularly on the part of the man who is second in the line of succession to the presidency, should not.
Through his actions, Boehner may have scored some points for his party and for his preferred policy option vis-à-vis the Iranian nuclear negotiations. But in the process, the Speaker of the American House of Representatives has succeeded in embarrassing the Office of the President.
Considering that Speaker Boehner has failed to accomplish anything of note during his Speakership, I can only wonder how it must feel to have his legacy be his effort to disgrace the American President in the effort to bolster the political chances of a foreign leader.
I can’t imagine it would feel very good, unless Boehner has now become so consumed by party politics that he no longer can be bothered to consider what is best for his country in the long run.
While I have often disagreed with Speaker Boehner, I have always kind of liked him in the belief that, while our solutions might be at odds, he wanted to do what he believes is best for America.
It would be a struggle for me to harbor such positive feelings going forward.
Seeking to damage any American President by helping a foreign leader embarrass our own leader can never be considered something that is best for the nation. And that is simply the truth no matter what your political persuasion or your feelings about the current occupant of the Oval Office.
