“Will Jeb Hold His Fire On Rubio?”: It May Simply Be Too Late For Team Bush To Do Anything At All
When the Bush family is your friend:
On the night of the 2010 midterm elections, a portly, silver-haired Jeb Bush stood on a stage in the courtyard of Miami’s luxe Biltmore Hotel, appearing to choke back tears. The beloved former governor of Florida was there to introduce the young conservative insurgent who had just pulled off a remarkable underdog victory in the U.S. Senate race.
“Bushes get emotional, so I’m gonna try my hardest,” Jeb told the ecstatic crowd of Republicans. “My wife told me, ‘Don’t cry, don’t cry.’ But Marco Rubio makes me cry for joy!”
At the time, it looked like the culmination of a sturdy alliance and deep friendship — the proud mentor presenting his protege.
When the Bush family is not your friend:
Meanwhile, in a series of off-the-record conversations, Jeb’s messengers tried to convince a number of influential figures in political media that they had the goods on Rubio. Among these was MSNBC host Joe Scarborough. A former Republican congressman from Florida who remained tapped into the state’s politics, Scarborough was skeptical whenever somebody tried to convince him that Rubio had an explosive career-ending secret lurking in his past.
“Everybody who runs against him says he has girlfriends, or financial problems. They throw a lot of shit at the wall,” Scarborough told me. “It’s the same thing from the Jeb Bush camp. They keep telling me, ‘Oh, we’ve got the thing that’s going to take him down.’ But nobody’s ever produced anything that we all haven’t read in the Tallahassee Democrat.”
Back in October 2004, Richard Gooding did a deep-dive for Vanity Fair on how the Bush machine had trashed John McCain during the 2000 South Carolina primary. It’s the kind of piece that merits an occasional re-reading, especially whenever there’s a Bush running for president, which seems to be most of the time.
There appears to be no doubt that Team Jeb is prepared for a repeat performance and that Marco Rubio is their target. Round One was during the early fundraising/endorsement phase of the campaign. Round Two is coming up shortly.
Yet, it may be too little, too late. Politico reports that Republican senators are so concerned about Ted Cruz that they’re beginning to coalesce behind Rubio. This is basically an acknowledgment that Jeb simply has no juice and is never going to rise out of his doldrums. In fact, Jeb may find that there’s no appetite for the Phase Two attack on Rubio from the Republican Establishment because they now see Rubio as their last opportunity to avoid a catastrophic situation where their nominee comes from the Trump/Carson/Cruz camp.
Trump and Carson are seen as unfit for the office of the presidency, and Cruz is simply loathed. All three of them are considered poor general election candidates who have the potential to put the GOP’s congressional majorities (especially the Senate) at risk.
If Jeb’s minions go out there floating rumors that Marco Rubio has a secret family and a bushel of mistresses, that’s not going to fly. It would be one thing if this were going to work for Bush, but the latest Quinnipiac poll out of Iowa has him at four percent. I mean, even the moribund Rand Paul campaign is at five percent.
If the Bushes tear down Rubio without rising themselves, there’s no one left to stop the barbarians at the gates of the Republican National Convention.
It may simply be too late for Team Bush to do anything at all about their situation. Assuming, that is, that they want to retain any good will with the Republican Establishment at all.

“How Donald Trump Broke Jeb Bush”: Political Jujutsu; Turning An Asset Into An Albatross
In jujutsu, one uses an opponent’s weight against him. And, in the version most often seen in politics, a candidate turns his opponent’s strength into a weakness. In political jujutsu, assets can become liabilities.
In 1992, Bill Clinton faced off against George H.W. Bush. The latter had been a congressman, U.S. ambassador to the United Nations, chairman of the Republican National Committee, special envoy to China, director of the Central Intelligence Agency, and Vice President of the United States. By contrast, Clinton was governor of the 32nd-largest state—Arkansas.
If that election had boiled down to résumés, Bush would have walked off with it. But the Clinton War Room created a new narrative that revolved around youth, energy, fresh ideas. They made Bush’s experience a liability instead of an asset.
Now, in 2015, Donald Trump has employed the same strategy against Jeb Bush, and quite effectively at that. In most polls, Bush seems cemented in fifth place—behind Trump, Ben Carson, Marco Rubio, and Ted Cruz.
In the lead-up to the 2016 election, one of Bush’s major strengths was thought to be his strong appeal to Hispanic voters. Republicans were still smarting from Mitt Romney’s decisive defeat in 2012 at the hands of an incumbent president who enjoyed a wide margin of support from Hispanics. Romney did horribly with those voters.
Hispanics have a disproportional importance to the political process for three reasons—youth, unpredictability, and location. First, they’re younger than most other groups of voters; Hispanics have a median age of 27, compared to 37 for the overall U.S. population. So they’ll be around for a while.
Next, while the majority of Hispanics are registered Democrats, they have shown a willingness to cross party lines to support moderate Republicans. George W. Bush is the prime example, winning 44 percent of the Hispanic vote in 2004.
And lastly, they represent a significant presence in three “purple” battleground states: Colorado, Florida, and Nevada.
As Republicans proceeded to do an autopsy on Romney’s defeat, two different schools of thought emerged. Either the GOP nominee came up short because he hadn’t inspired enough white conservatives to come out, or because he had done such a poor job of reaching out to those voters who don’t typically vote Republican—especially Hispanics.
For those in the first school, the problem was that the party had nominated the wrong person. A more dependable conservative, they reasoned, could have done a better job of bringing out the GOP base.
Those in the second school agreed that the GOP needed to get behind a different sort of candidate in 2016. But, for them, the problem wasn’t that Romney didn’t excite the base but that he did nothing to widen it.
That’s the view of former White House political adviser and GOP strategist Karl Rove, who during a recent appearance on MSNBC’s Morning Joe shot down the idea that there was some “magical cache of conservative voters” that could save the day in 2016. Instead, he argued, the emphasis for Republicans should be on peeling off voters that traditionally vote Democratic.
Asked if Donald Trump could win the general election, Rove said, “My view is no, but we’ll see.” Asked to explain why not, he referred back to the party’s nominee in 2012.
“If Mitt Romney lost with 27 percent among Latinos,” Rove said, “how good would someone do when he’s got an 11 percent approval rating among Latinos?”
Rove and Co. decided early on in the prep for 2016 what was needed was a Republican with a proven track record of appealing to Hispanic voters, getting them out of their Democratic comfort zone, and showing them enough respect that they actually consider voting for the Republican nominee for president.
That candidate was supposed to be Jeb Bush, who had all the ingredients of being the most Hispanic-friendly Republican candidate in history. Bush speaks fluent Spanish, has a Mexican-born wife, spouts moderate views on immigration, and won more than 50 percent of the Hispanic vote in each of his Florida gubernatorial races in 1998 and 2002.
Bush was supposed to be the peacemaker who mended fences with Hispanics, and reassured them that Romney’s cold shoulder notwithstanding, they were indeed welcome in the Republican Party. Mi casa es su casa.
But with a series of deft maneuvers, and a little political jujutsu, Trump managed to turn Bush’s asset into a liability that essentially took him out of the race.
When Bush described as “an act of love” the concept of a Mexican immigrant traveling north to the United States—even without proper documents—in order to reunite with family members or to support a family back home, or when Bush spoke to Hispanic crowds in Spanish and fielded questions from Spanish-language media in the same language, or when Bush told an audience in New Hampshire that he had a “grown up plan” to deal with immigration that combined border security with earned legal status for the undocumented, Trump pounced. And pounced. And pounced some more. In tweets, speeches, and jabs, Trump has learned to effectively use Bush’s own words against him.
On one occasion, the weapon wasn’t Bush’s choice of words but something much more personal: His choice of a life partner.
In July, Trump advanced the theory that Jeb’s moderate views on immigration stem from the fact that his wife, Colomba, was born in Mexico. It started with a tweet created by a third party, but retweeted by Trump’s account, which asserted: “Jeb Bush has to like the Mexican Illegals because of his wife.” The tweet was later deleted. Colomba Bush came to the United States legally, and eventually became a U.S. citizen.
During an interview on CNN’s AC360, Trump was asked by Anderson Cooper if he authorized the retweet. He said he didn’t, but also that he didn’t regret that the retweet went out from his account. Then, in so many words, he restated the accusation.
“I don’t regret it,” Trump said. “I mean, look, I would say that he would. If my wife were from Mexico, I think I would have a soft spot for people from Mexico. I can understand that.”
Understand this. All these things—that Bush speaks Spanish, supports legal status for the undocumented, married a woman from Mexico—feed the narrative that Trump has pushed to working-class whites since he first began attacking the establishment’s candidate: “Bush isn’t for you. He’s for the Mexicans.”
It’s not unlike the accusations from some on the right wing in 2008 that Barack Obama, if elected, would be a president for African Americans but no one else.
As a Mexican-American, I knew this day would come—when someone who spoke Spanish and had moderate views on immigration would be accused of being too close to “the Mexicans.” But I never imagined the accusation would be hurled at a white guy.
Using political jujutsu, Trump will probably keep Bush out the top tier of GOP presidential candidates until that moment when Bush drops out of the race altogether.
And that’s a real shame. Bush isn’t the perfect candidate, but he’s a serious person who could step into the role of president on Day 1. He could also move his party forward on immigration and help make things right with a group of voters who Republicans can’t afford to write off. Besides, by all accounts, he’s a good man. That can’t be said of his chief nemesis. What Trump did to Bush was evil. Brilliant, but evil.

“Jeb Bush Needs More Than Endorsements”: Highlighting The Extent To Which His Campaign Has Stalled
Tuesday proved to be another telling day in the lackluster presidential campaign of Jeb Bush.
While a new Quinnipiac poll showed the former Florida governor polling at just 4 percent in Iowa, Bush’s team was busy touting its latest endorsement from a member of Congress. Yet the latter event, coming from little-known Michigan Representative Mike Bishop, did not exactly carry the heft required to eclipse the former.
To be sure, Bush has among the healthiest portfolios among Republicans in the so-called endorsement primary that measures support with party insiders. The problem for Bush, however, is that such support means little in a year of political outsiders. To make matters worse, the relative paucity of elected officials and prominent political groups that have gotten behind Bush, compared to those that got behind his brother and other GOP nominees, highlights the extent to which his campaign has stalled.
Including Tuesday’s endorsement from Bishop, Bush has now received the backing of 26 members of the House of Representatives and three senators. He lacks a sitting governor’s formal support. At the same point in the 2000 election—roughly 10 weeks from the Iowa caucuses—George W. Bush had the backing of 133 members of the House (including then-Speaker Dennis Hastert) and 24 senators, as well as 26 governors, according to data from James Madison University political scientist Marty Cohen, who co-wrote The Party Decides, a study of the endorsement primary.
“George W. Bush was in a far stronger position at this point in the race than his brother,” said David Karol, a political scientist at the University of Maryland and a co-author with Cohen. “There’s almost no comparison.”
The many early endorsements in 2000—along with huge financial advantages—helped George W. Bush clear the field, whereas the younger Bush finds himself in a race in which many candidates are vying for endorsements and key endorsers who are waiting to see who emerges intact from the fight before they loan names and organizations to candidates.
“The party is not really decided in effect yet,” Cohen said, comparing the tight GOP race to what the website FiveThirtyEight has calculated is former Secretary of State Hillary Clinton’s 447-to-2 lead over Senator Bernie Sanders in the Democratic endorsement primary.
Among 2016 Republicans, Jeb Bush is ahead in the endorsement primary—by FiveThirtyEight’s weighting as well as a simple count of nods from current national officeholders—far eclipsing polling front-runners Donald Trump and Ben Carson.
Along with Senator Ted Cruz, however, those outsider candidates have managed to secure endorsements from some influential figures who don’t hold office but can help mobilize voters on their preferred issues—a group that the Party Decides authors find at least as powerful as elected support. Businessman Carl Icahn has tossed his support to Trump, for instance, and former General Electric CEO Jack Welch is officially backing Cruz.
Karol ascribes Jeb Bush’s slowness to lure high profile endorsers to being out-of-step with the base on key issues including immigration as well as to his personality.
“He’s just also not a compelling candidate,” he said. George W. Bush, by contrast, had “better political instincts and also more appeal, more personality.”
The organizational strength that Bush’s team often uses to sell him to prospective endorsers has not sped up the process any. That infrastructure was supposed to be able to power him through the March states after rivals ran out of staff and money, doesn’t much distinguish him anymore.
A super-PAC working on Bush’s behalf has also failed to convince would-be endorsers through its massive advertising efforts. Since Sept. 1, Right to Rise has purchased 3,749 TV spots in Iowa TV markets at an estimated cost of more than $3 million, according to data compiled by the ad tracking firm Kantar/CMAG. This makes the super-PAC the largest ad buyer in the state by far. The next closest competitor (the pro-Bobby Jindal group Believe Again) had bought just half as much in Iowa before their candidate dropped out of the race.
Yet even as Right to Rise has poured millions into the race, endorsements for Bush have slowed, with only two national elected officials lending their names to his cause in November. Senator Marco Rubio, whom many election watchers see as Bush’s chief rival for establishment support, racked up nine new endorsers this month, more than doubling his previous slate.
On the debate stage, where a strong performance could lure more high profile endorsements, Bush hasn’t done himself any favors.
“His performance in the debates is what was weak to say the least, and that made some people think twice,” said Cohen, of James Madison University.
The Bush team continues to emphasize the difference between this year’s race and the one his brother ran.
“Our focus is on how Jeb’s endorsements and support compare with the people he is currently running against for the presidency, among which is not his brother George,” said spokeswoman Allie Brandenburger.
The best hope for Bush, Cohen said, might be the fact that he continues to stay on top in the endorsement primary despite his challenges in the popular surveys.
“I’m a little surprised that he’s managed to pull some congressional endorsements in the last week of two,” he said. “Maybe his campaign does remain viable because of that.”

“Jeb Bush & Ted Cruz Only Want To Save Christians”: Advocating For The U.S. To Officially Discriminate Based On Religion
The terror attacks in Paris on Friday were a starting pistol for the Republican presidential candidates’ race to the far right on the Syrian refugee crisis, amid concerns that ISIS-trained terrorists could trickle into the United States as easily as they seem to have entered France, resulting in similar carnage.
The lurch to the right has gone so far that two of the major candidates are advocating for the U.S. to officially discriminate based on religion.
Ben Carson said that allowing any refugees into the United States at all “under these circumstances is a suspension of intellect”; Donald Trump said, “We cannot let them into this country, period”; Marco Rubio switched his position from being “open” to the idea of taking refugees to saying, “It’s not that we don’t want to. It’s that we can’t.” Rand Paul cautioned the U.S. to be “very careful” to not admit refugees “that might attack us” and, on Monday, announced to reporters that he was preparing a bill to halt refugees from countries with jihadist activity; Chris Christie said that not even “3-year-old orphan” refugees should be allowed to enter the country.
But Ted Cruz and Jeb Bush devised a compromise: The U.S. could admit Syrian refugees so long as the refugees are Christians.
“There is no meaningful risk of Christians committing acts of terror,” Cruz said Sunday in South Carolina.
“If there were a group of radical Christians pledging to murder anyone who had a different religious view than they, we would have a different national security situation,” Cruz reasoned. “But it is precisely the Obama administration’s unwillingness to recognize that or ask those questions that makes them so unable to fight this enemy. Because they pretend as if there is no religious aspect to this.”
On Monday, Cruz announced that he will introduce legislation to ban Muslim Syrian refugees from entering the country.
Jeb Bush, who urged a “really tough screening” process for refugees, said Monday, “I do think there is a special important need to make sure that Christians from Syria are being protected, because they are being slaughtered in the country and but for us who? Who would take care of the number of Christians that right now are completely displaced?”
President Obama responded to Cruz and Bush’s proposal with audible frustration on Monday, at the G-20 summit in Antalya, Turkey.
“Many of these refugees are the victims of terrorism themselves, that’s what they’re fleeing,” he said.
And then he seemed to take a direct swipe at Cruz, who has long claimed that his father fled communist Cuba: “When I hear political leaders suggesting that there would be a religious test for which a person who’s fleeing from a war torn country is admitted, when some of those folks themselves come from families who benefited from protection when they were fleeing political persecution? That’s shameful. That’s not American. It’s not who we are.
“I think it’s very important for us right now, particularly those who are in leadership, particularly those who have a platform and can be heard, not to fall into that trap, not to feed that dark impulse inside of us.”
The campaigns of Cruz and Bush did not respond to requests for comment on the matter.
The process by which refugees can gain entry to the U.S. is not a simple one.
The Department of Homeland Security, which oversees the program responsible for refugees, requires applicants to submit to a rigorous screening process which requires all sorts of personal information, from their fingerprints to details about their families and relationships, according to a spokesman.
And if those refugees claim to be fleeing from religious persecution, there is already a system in place to vet their claims.
An official familiar with the process said the DHS uses all “biographic and biometric information” and vets that information against law enforcement, intelligence sources, and other databases in order to check the refugees identity. The refugees are also checked for any criminal history or other “derogatory information, and identify information” during the process.
The refugee cannot travel to the U.S. until all the checks are complete.
The U.S. has been accepting refugees since World War II, when 250,000 of them entered. The Displaced Persons Act of 1948 welcomed 400,000 more people.
In 1979, 110,000 Vietnamese refugees came into the country, and 97,000 followed in 1980. During the same period, 120,000 came from Cuba.
In the wake of the 9/11 attacks, the number of refugees entering the U.S. declined. The New York Times notes that in 2002, only 27,131 came. The system for gaining entry to the U.S. is so complex that, as the Times wrote, “most refugees need at least a year and sometimes two to navigate” it.
Sarah Demant, the senior director of the Identity and Discrimination Unit at Amnesty International, told me that the group was “concerned” by the presidential candidates “politicizing” a human-rights issue.
“Human beings who are most vulnerable—refugees and asylum seekers—shouldn’t be used as political maneuvering,” she said. “Human rights are not political.”
“People of all religions are at risk… particularly in Syria with the Syrian refugee crisis. Christians and Muslims and people of all faiths are at risk,” she added. “The U.S. policy should be that all asylum seekers are allowed to seek asylum, no matter what their religion. The value of nondiscrimination is not just a human-rights value, it’s an American value.”

“Rather Difficult To Find”: Wanted; A GOP Presidential Candidate Who Is Actually Serious About Foreign Policy
Today, Jeb Bush will give a speech at the Citadel in South Carolina on defense policy, where he’ll argue that in order to defeat ISIS we need a bigger military than the one we have. From this, I conclude that one of two things must be true: Either he is an ignoramus of Trumpian proportions, or he thinks Republican primary voters are idiots.
Here’s what we know based on the excerpts of the speech his campaign has released:
Republican presidential candidate Jeb Bush is calling for a broad military buildup and says the U.S. armed forces have been left ill-prepared to defeat the Islamic State, blamed for the Paris attacks that killed at least 129 and wounded hundreds more.
The former Florida governor is projecting himself as a potential commander in chief able to handle such challenges, as his presidential bid tries to gain traction in a primary campaign likely to be shaken up after the Paris attacks.
“The brutal savagery is a reminder of what is at stake in this election,” Bush says in excerpts of a speech he plans to deliver Wednesday at The Military College of South Carolina, known as The Citadel.
“We are choosing the leader of the free world,” he said, according to passages provided to The Associated Press in advance. “And if these attacks remind us of anything, it’s that we are living in serious times that require serious leadership.”
Ah yes, serious leadership. So what about Bush’s idea that fighting terrorism means we need a bigger military? That’s simply ridiculous. Yes, there are certain resources that need to be used to fight ISIS, but is there any evidence that the problem we have in meeting this challenge is insufficient personnel and materiel? Of course not. We could invade Syria and Iraq tomorrow if we wanted, and roll over ISIS and Bashar Assad’s government. But we don’t want to, because recent experience has taught us that doing that would cause more problems than it would solve, including, in all likelihood, giving rise to terrorist groups we haven’t yet imagined (don’t forget that ISIS grew out of the remnants of Al Qaeda in Iraq).
You don’t have to be the reincarnation of Carl von Clausewitz to grasp that, and people within the military are now expressing concerns that too many people have already forgotten the complications that come with a large-scale military operation in the Middle East. Like most of the Republican candidates for president, when Bush is asked what he’d actually do to fight ISIS, he offers a combination of things the Obama administration is already doing (Engage with our Arab allies! Use our air power!) and meaningless generalities (America has to lead!). None of it requires a dramatically larger military.
While Republicans always want the military to be bigger than whatever it happens to be at any moment, I don’t think even they believe that its size is really the problem. It isn’t as though ISIS’ leaders are saying, “The United States military is down below 15,000 war planes! If they had 20,000, we could never oppose them, but this is our chance!” No, Republicans believe the problem is will. They think Barack Obama is weak and unwilling to use the military he has with sufficient enthusiasm. They think our enemies don’t fear us enough, not because they aren’t intimidated by American weaponry, but because they aren’t intimidated by the man in the Oval Office.
If Jeb Bush wants to argue that what we really need to prepare for is a land war in Europe against the Russian army, a conflict for which the sheer size of our military might make a difference, then he can go ahead and make that case. But he isn’t. Instead, he’s taking the pre-existing belief all Republicans share — the military should always be bigger — and grafting it on to the thing Americans are afraid of at the moment, which is ISIS.
Right after the Paris attacks, many old-line Republicans expressed the hope that now, in the face of such a grim reality, primary voters would end their dalliance with silly inexperienced candidates and turn back to the serious, seasoned potential presidents. There were two problems with that hope. The first is that there was no reason to believe it would happen; if anything, with their fear elevated the voters will likely lean toward the candidates offering the most simplistic, bellicose answers. The second is that, as Jeb Bush is showing, serious Republican presidential candidates are rather difficult to find.
