“Jeb Bush’s Minimum Wage Radicalism”: The Abolition Of A Federal Minimum Wage Of Any Sort Is Now A Mainstream Republican Position
Every so often I feel the need to write the column that says: The one thing our political system needs more than any other single feature is a strengthened moderate wing of the Republican Party. I say this of course as a liberal, whose party registration is Democratic, which means you might think I’d say we need more liberals; and while I think that, I believe without question that having a strong moderate faction within the GOP would do far more to change our politics for the better than—yes—even having more Americans who think exactly as I do!
Having more liberals would if anything merely deepen the intensity of our civil war and produce more stalemate. The presence of a more muscular moderate Republican wing, however, would change everything. Then, there would be pressure on Republicans to adopt some sensible moderate positions, instead of what we have today, which is unceasing pressure to play this game of one-upmanship to see who can take the most reactionary, ignorant, and borderline racist position imaginable. Then, you’d have some Republicans from blue districts and states who would find it to be in their electoral self-interest to compromise with Democrats and vote for a Democratic president’s bill once in a while. Then, our political culture really would change.
And, then, people like Jeb Bush, the alleged moderate in the GOP presidential field, wouldn’t say jaw-dropping things like this, about the minimum wage, which he said Tuesday in (where else, somehow) South Carolina:
“We need to leave it to the private sector. I think state minimum wages are fine. The federal government shouldn’t be doing this. This is one of those poll-driven deals. It polls well, I’m sure—I haven’t looked at the polling, but I’m sure on the surface without any conversation, without any digging into it, people say, ‘Yeah, everybody’s wages should be up.’ And in the case of Wal-Mart, they have raised wages because of supply and demand and that’s good.
“But the federal government doing this will make it harder and harder for the first rung of the ladder to be reached, particularly for young people, particularly for people that have less education.”
Now it’s great that Wal-Mart and McDonald’s and Target and the others are voluntarily raising their minimum wages. One might argue that we’ve come to a particularly sad pass when the Walton family is doing more for its beleaguered workers than Congress can rouse itself to, but however you want to spin it, good for Wal-Mart.
But to take this little boomlet from what is still a small number of employers (although of course they do employ millions of people) and say that’s it, we should now have no federal minimum wage, is logical sleight of hand, and it’s a very radical position. A little background.
We first got a minimum wage in 1935. Then the Supreme Court declared it unconstitutional (which could happen again, with this lot). Then it was passed again in 1938. We’ve had it ever since, although, as you probably know, it hasn’t gone up since 2009. That rise was the third and final phase of a 2007 law that raised the wage in increments. We haven’t had a new law to that effect in those eight years since.
It is true that in the 1980s, economists debated whether a federal minimum wage was desirable. Even The New York Times once editorialized against it, in 1987. At the time, economists thought it had deleterious effects on low-wage employment. Then, in the mid-1990s, the economists David Card and Alan Krueger studied this question in New Jersey and Pennsylvania (the former had increase its minimum wage, while the latter had not), and they found no employment impact.
That changed the academic consensus. An increase was passed in 1996. Some conservative economists continued to spoon out the “job-killer” Kool-Aid, as indeed they still do, but evidence continues to support the idea that there is no serious job-killing effect.
The parties disagreed strongly about how much the wage should be increased, but at least they agreed on increasing it—the 2007 increase, for example, passed the Senate 94-3, and the House by 233-82. John McCain, the GOP’s 2008 standard bearer, voted for the 2007 increase. And Mitt Romney, the 2012 nominee, ran on supporting a modest increase and even indexing the minimum wage to inflation, which Barack Obama also supported and which would prevent Congress from having to pass legislation on the question ever again—a pretty progressive position, really.
So the last two mainstream, establishment GOP candidates—the last three, counting George W. Bush—supported an increase. But now, the mainstream, establishment candidate is against it. And if the mainstream, establishment candidate is against it, where are the others going to line up?
And so, one more hard-right pirouette by a party that keeps finding new ways to radicalize itself. But this one is particularly shocking coming from Bush, because it means that the abolition of a federal minimum wage of any sort is now a mainstream Republican position. And remember: The minimum wage, if it had kept pace with inflation, would be around $13 today, so it’s already insanely low at $7.25.
Which brings me back to how I opened this column. If there were a moderate wing of the GOP, this is most certainly an issue on which we’d have bipartisan agreement. The position Bush has just embraced would be seen across party lines for exactly the radical pandering that it is. Indeed he would not have taken it. That would be a nice world, but the world we have is the one we have. And if Bush can take this position, completely out of step with his party’s conservative mainstream in recent history, then what else will he prove himself capable of?

“The Base Is Skeptical Of Both Men”: Jeb Bush, Rand Paul, And The Art Of Disagreeing With The Base
The race for the Republican nomination is full of potential candidates who could plausibly claim the mantle of the conservative movement’s electoral champion. Scott Walker, Bobby Jindal, Ted Cruz — they all want to speak for the right wing of the Republican Party.
Jeb Bush and Rand Paul, on the other hand, despite having plenty to offer base Republican voters, simply cannot check all the boxes of a median conservative-movement voter. Bush is a lead promoter of Common Core education standards. He supports a “path-to-citizenship” for illegal immigrants (known to Republicans as “amnesty”). Rand Paul, meanwhile, is significantly more dovish than the average Republican office-holder, and has tried to leverage his libertarian convictions to reach groups that don’t typically favor Republicans, namely young voters and African-Americans.
The base is skeptical of both men, and it’s not hard to see why. And so far, these two likely candidates have utilized extremely different strategies for selling themselves to suspicious conservative voters. Bush opts for open confrontation. Paul tries for appeasement.
Paul, a first-term senator from Kentucky, sometimes gives the impression that he can’t prevent himself from presenting the least-popular, most-controversy-generating libertarian convictions that lie in his heart. Where he succeeds in selling his rather unconventional non-interventionist and libertarian views to conservative audiences is when he can contrast them to either President Barack Obama or Hillary Clinton. The most obvious example would be his opposition to intervention in Libya. Paul could argue to skeptical conservatives that in fact, his dovish position was the one consistently opposing the Obama-Clinton foreign policy agenda.
But in a scrum with Republicans, Paul has a harder time. He starts to fudge the differences between his position and that at the core of his party. For instance, his most devoted fans were completely flummoxed when Paul signed Sen. Tom Cotton’s blistering open letter to Iran about the negotiations. Justin Raimondo, the libertarian behind antiwar.com, called Paul “the Neville Chamberlain of the Liberty Movement.”
When first elected by a Tea Party swell, Paul proposed an idealistic libertarian-ish federal budget that cut off all foreign aid, including aid to Israel. But now, instead of arguing that cutting foreign aid makes good fiscal and foreign policy sense, Paul has repositioned himself in a way that gets part of the way to his goal, while ceding much rhetorically to the base. He has introduced legislation that would halt aid to the Palestinian Authority, calling it the “Stand with Israel Act.” This didn’t prevent critics from laughing at his unenthusiastic clapping for Benjamin Netanyahu.
While Paul tries to have it both ways, Bush’s approach has been to confront his critics head on. In an interview with Sean Hannity at CPAC, Bush adverted his views on immigration: “There is no plan to deport 11 million people.” (He did throw a bone in the direction of the movement right, saying, “A great country needs to enforce the borders.”)
When Bush is asked about Common Core, he doesn’t let himself get pulled into the weeds about individual curriculum choices that schools have been developing and making in response to the standards. Instead, he reframes Common Core as a common-sense effort at accountability in public education: “Raising expectations and having accurate assessments of where kids are is essential for success, and I’m not going to back down on that,” the former Florida governor said.
Some conservative commentators have interpreted Bush’s strategies as a a replay of Jon Huntsman’s base-baiting 2012 campaign. But Huntsman seemed to be uninterested in conservative support entirely. Bush’s rhetorical game might actually win their respect.
Bush doesn’t come to conservatives as Mitt Romney did, with a basket full of new convictions. Bush’s efforts to sell his positions to conservative voters is an implicit message that he wants conservatives to support him. It also helps that he keeps hiring political and activist figures who have a devoted following among the most conservative parts of the right.
Even if conservatives can’t get everything they want, they seem to appreciate knowing where the GOP candidate stands, and what they can expect from him. In a way, Bush is giving the movement a compliment by disagreeing forthrightly, and selling his position to them anyway. Paul, on the other hand, is doing his own convictions and his party a disservice by pretending their differences don’t really exist.

“The Historical Trends Could Hardly Be Clearer”: Strong February Job Numbers Underline Obama’s Performance — And GOP Failure
When Republicans complain about economic policy under President Obama – and especially job growth, as Jeb Bush does almost every day – someone might inquire how they think he compares with the last couple of presidents from their party (both of whom happened to bear the surname Bush). Underlined by February’s data released today, Obama’s record is outstanding and continues to smash the idiotic economic predictions promoted by Republicans (and their Fox News echoes) about the stimulus, the deficit, the Affordable Care Act, the auto bailout, the federal budget, and nearly every policy of this administration.
Perhaps someday a television personality on a Sunday chat show will muster the tiny amount of courage needed to pose the question to a guest like Jeb: Why do Democratic administrations result in so many more jobs than Republican administrations? This bold interrogation wouldn’t require much research effort. Helpful information that contrasts the success of recent Democratic presidents — and the abject failure of the GOP presidents who preceded them — may easily be found here, for instance (h/t Eclectablog and our friend @LOLGOP). And many other places, too.
The short version is that under Barack Obama (6.7 million so far) and Bill Clinton (22.6 million), we saw the creation of nearly 30 million net jobs; under George H.W. Bush (2.6 million) and George W. Bush (1.3 million), just short of 4 million net jobs. Even if you award Bush 41 another couple of million jobs for the second term he never won, the essential point should not be lost on even the dimmest voter.
Overall, the historical trends could hardly be clearer. Even Democratic presidents who aren’t named Clinton or Obama tend to score far better than their Republican counterparts, whether named Bush or otherwise – and the consequences can be devastating.

“No Is A Poor Answer”: Any Regrets Over The Terri Schiavo Fight?’
At last week’s CPAC event, Fox’s Sean Hannity asked former Florida Gov. Jeb Bush (R), “Any regrets over the Terri Schiavo fight?” The likely presidential candidate responded that he has no regrets at all.
“[I]n this case, here was a woman who was vulnerable, and the court, because of our laws, didn’t allow her – they were going to allow her to be starved to death,” Bush said. “So we passed a law, Terri’s Law that was a year later ruled unconstitutional. I stayed within the law, but I acted on my core belief that the most vulnerable in our society should be in the front of the line. They should receive our love and protection. And that’s exactly what I did.”
The far-right audience applauded the answer, though Bloomberg Politics reports today that some social conservatives in Iowa are still bothered Bush didn’t defy the judiciary and ignore court orders.
Michael Schiavo, however, has a very different perspective.
Michael Schiavo was the husband of Terri Schiavo, the brain-dead woman from the Tampa Bay area who ended up at the center of one of the most contentious, drawn-out conflicts in the history of America’s culture wars. The fight over her death lasted almost a decade. It started as a private legal back-and-forth between her husband and her parents. Before it ended, it moved from circuit courts to district courts to state courts to federal courts, to the U.S. Supreme Court, from the state legislature in Tallahassee to Congress in Washington. The president got involved. So did the pope.
But it never would have become what it became if not for the dogged intervention of the governor of Florida at the time, the second son of the 41st president, the younger brother of the 43rd, the man who sits near the top of the extended early list of likely 2016 Republican presidential candidates…. Longtime watchers of John Ellis Bush say what he did throughout the Terri Schiavo case demonstrates how he would operate in the Oval Office. They say it’s the Jebbest thing Jeb’s ever done.
“It was a living hell,” Michael Schiavo told Politico, “and I blame him.”
Folks should read the whole report to get a complete picture, but there’s one angle to this story that often goes overlooked, and which Jeb will probably have to comment on sooner or later. Those who followed the story at the time probably remember the gist of the heartbreaking controversy: Terri Schiavo spent a decade in a vegetative state. Michael Schiavo eventually decided it was time to remove his wife from the feeding tubes that were keeping her alive, and he went to court to get approval to allow Terri to die naturally.
Jeb Bush intervened and a political circus ensued.
What I’d forgotten about was that Terri Schiavo’s death did not end the controversy. In the summer of 2005, a few months after Schiavo passed, Jeb Bush asked a prosecutor to investigate whether Michael Schiavo called 911 too slowly 15 years earlier.
In other words, based on nothing, Florida’s then-governor kept pushing the Terri Schiavo controversy, even after she was gone, suggesting foul play may have been a factor in her case. Is it any wonder Michael Schiavo blames Bush for turning his life into “a living hell”?
It fell to Florida’s state attorney to tell Bush there was simply no evidence to substantiate the allegations.
“Any regrets over the Terri Schiavo fight?” is a good question. “No” is a poor answer.

“The Dangers Of Another Bush In The White House”: Jeb Bush Conveniently Started Promoting Fracking After Investing In It
The more we learn about Jeb Bush, the more less he appears ready for primetime:
“Some states, like yours here in New York, are choosing not to grow. They won’t approve fracking,” Bush said, his veiled shot at Cuomo drawing roars of approval from Republicans gathered at a Sheraton in Manhattan. “Meanwhile, in parts of New York where huge opportunities exist for the restoration of economic activity, people languish.”
Bush left unmentioned that fracking in the Marcellus Shale beneath the New York-Pennsylvania border also presented a big opportunity for himself.
One of his private equity enterprises at that time was raising $40 million to back a Denver-based company acquiring fracking wells in hopes New York would lift its ban. The company, Inflection Energy, has active leases in Pennsylvania, and one of Bush’s equity partners sits on the board. He also has fracking ties through a separate business with both of his sons.
The intersection between Bush’s private and public life — calls for fracking have been a part of his speeches and came as recently as last month in San Francisco — triggers questions of disclosure.
It’s not just that fracking is a horrid, unpopular practice. It’s that the self-dealing in this case is so obvious it will confirm voters’ suspicions about the dangers of putting another Bush in the White House. One of the less highlighted but most damaging subtexts of the Bush Administration was the number of members of the Bush White House who were invested in moneymaking schemes directly profiting off the invasion of Iraq, not least of them being Dick Cheney and Halliburton.
With Jeb Bush hiring the same foreign policy advisors, ramping up rhetoric for war with Iran and evidently engaged in self-dealing over oil in his speeches, the same suspicions will arise with him. As well they should.
