“What About Israel’s Nuclear Bomb?”: The Tangled History Of Israel’s Poorly Kept Secret
After Bibi Netanyahu’s provocative speech to Congress, The New York Times provided helpful clarifications in an article headlined “What Iran Won’t Say About the Bomb.” Written by two superbly expert reporters, William Broad and David Sanger, the piece walked through the technical complexities for non-experts (myself included) and explained key questions Iranians have failed to answer.
But this leads me to ask a different question: What about Israel’s bomb? Why isn’t that also part of the discussion?
In the flood of news stories about Iran’s nuclear intentions, I have yet to see mention of Israel’s nuclear arsenal (if I missed some mentions, they must have been rare).
Yet Israel’s bomb is obviously relevant to the controversy. The facts are deliberately murky, but Israel has had nuclear weapons for at least forty years, though it has never officially acknowledged their existence. The Israeli diplomatic approach has been called “nuclear ambiguity.”
I asked a friend who’s a national-security correspondent in Washington why news stories don’t mention Israel’s bomb. He shrugged off my question. “Because everybody knows that,” he said. Probably that’s true among policy elites and politicians, though I am not so sure this is widely known among average Americans.
In any case, if everyone knows Israel has the bomb, why not acknowledge this in the public debate?
I asked another friend (a well-informed journalist sympathetic to the Palestinian cause) why reporters don’t talk about the Israeli bomb. “Groupthink,” he said. “It’s almost as though Israel gets a bye from the media.”
The Iranians, he added, have raised the issue of the Israeli bomb many times in the past, but their complaints were generally ignored in the Western press. Iranian diplomats pointed out that Iran has signed the Nuclear Non-Proliferation Treaty and submits to international inspections as the treaty requires (though Iran still hides stuff, as The New York Times account described). Israel has never signed the NPT and therefore does not submit to inspections.
My point is, the existence of Israel’s nuclear superiority is clearly a pivotal fact of life in the chaotic conflicts and occasional wars of the Middle East. It should not be left out.
Israel’s bomb might be an important factor in motivating Iran to seek a nuclear bomb of its own (though Iran denies that intention). It might also be the subtext for Netanyahu’s bellicose warnings and his occasional calls for bombing Iran’s nuclear facilities.
Bibi’s country would lose valuable leverage if it no longer had a nuclear monopoly in the region. Yet it might be considered a provocative act if Israel bluntly acknowledged its nuclear arsenal.
According to Wikipedia’s account, largely based on scholarly sources, Israel has seventy-five to 400 bombs (others say it is more like 100 to 200). It has never threatened to use them anywhere, though during the Yom Kippur War in 1973 Israeli leaders put eight of its nuclear-armed F-4’s on alert. Its adversaries no doubt got the word.
Other nations with nukes are Pakistan, India and North Korea as well as the United States, Russia, China, Britain and France. The United States is the only nation that has ever used atomic bombs on people in another nation—Japan at the close of World War II.
The Center for Public Integrity in Washington published an article in September 2014 by Douglas Birch and Jeffrey Smith that described the tangled history of Israel’s poorly kept secret. Some scholars, they wrote, complained that the lack of candor complicates efforts to confront Iran, since the US government cooperates in the pretense of not knowing.
Back in 2009, President Obama was asked about whether Israel possessed nuclear bombs. “With respect to nuclear weapons, you know, I don’t want to speculate,” the president said. In US terms, it is an official secret. The government can even prosecute people with security clearance if they tell the truth to the American public.
In a sense, Israel’s nukes have been like an “invisible hand” that warns hostile neighbors and keeps them from going too far. At the same time, however, Israel adopted an “option of pre-emption”—attacking neighbors like Iraq and Syria with non-nuclear bombs if they seemed to be developing nuclear arms.
Israel’s essential rationale was described by various sources cited by Wikipedia: “It cannot afford to lose a single war and thus must prevent them by maintaining deterrence including the option of preemption.”
That brings the story back around to Bibi. For roughly twenty years, Netanyahu has now and then called for bombing Iran to crumple its nuclear intentions. The Obama administration is attempting to accomplish the same result peacefully, through negotiations.
As Juan Cole has written in The Nation, that may be a false choice, because Israeli intelligence and a former defense minister have admitted that Iran has no nuclear weapons program. Cole explained: “Nuclear weapons are in any case defensive, not offensive, and Iran could not deploy a bomb (if it had one, which it doesn’t) against Israel because the Israelis would retaliate by wiping Iran off the map,”
In other words, even if Tehran were to acquire nukes, it could not use them against Israel. Both nations would become prisoners of the stalemate that ruled the United States and Soviet Union for forty years during the Cold War. The doctrine was known as Mutually Assured Destruction, or MAD for short..
That’s an unsatisfying result for the hawks in Israel but also the hawks in the United States. Remember Senator John McCain singing his light-hearted little ditty? “Bomb, Bomb, Bomb, Bomb, Bomb Iran.”
But isn’t talk-talk preferable to risking massive human slaughter and the destruction of nations? The war party in Washington evidently doesn’t think so. Inspired by Bibi, wannabe warriors are brutally trashing their American president. Their logic assumes the mullahs in Tehran are crazy fanatics and that crazy people are not deterred by the prospect of self-destruction.
If Obama’s negotiations fail or Republican meddling derails them, then Americans would face the ultimate question. Do we really want to go to war—again—in the Middle East? Israel might face a different question. Do Israeli citizens really want to bomb Iran if their American friends say, No, thanks—this time you’re on your own?
Maybe the Times reporters, Broad and Sanger, could do another article about the Israeli bomb that has been absent from the debate.

“Netanyahu’s Missed Opportunity”: And If Bibi Is Correct, The Real Solution Is … What Exactly?
All eyes were on Capitol Hill this morning, when Israeli Prime Minister Benjamin Netanyahu delivered a speech to a joint session of Congress, hoping to undermine nuclear diplomacy with Iran. Everyone involved in the debate, regardless of their position, had a pretty good idea as to what the Israeli leader was going to say, and he met expectations.
A senior administration official told Jake Tapper there was “literally not one new idea” in Netanyahu’s speech, and “not one single concrete alternative” to the ongoing P5+1 talks. The official added that the prime minister’s speech was “all rhetoric, no action.”
The complaints have the benefit of being true.
Putting aside the fear-mongering and the Cheney-esque rhetoric, what Netanyahu’s remarks boiled down to was a straightforward message: Iran is bad and the deal that’s coming together with Iran won’t work. What Netanyahu’s speech was supposed to do was offer policymakers and critics of the talks a viable alternative solution, and on this front, the prime minister blew it. As Jon Chait noted:
Netanyahu’s panicked plea for what he called ”the survival of our country” is hardly a figment of his imagination. His recitation of the evils of Iran’s regime was largely correct. He might conceivably be correct that the Obama administration could have secured a stronger deal with Iran than the one it is negotiating, though that conclusion is hard to vouchsafe without detailed knowledge of the negotiations. […]
But Netanyahu did not make even the barest case for a better alternative.
It’s a familiar problem for President Obama’s critics: there’s an obvious problem in need of a solution; there’s a proposal preferred by the White House; and there are Obama’s critics, insisting they hate the president’s solution without offering a credible alternative of their own.
It’s not that Netanyahu critique is necessarily unpersuasive. Iran does not have a trustworthy track record, and no one in the Western world thinks it’d be a positive development for Tehran to have nuclear weapons. In fact, Obama has already said all of this; it’s an accepted consensus.
But it’s the case the Israeli leader builds on this foundation that’s problematic. For Netanyahu, no deal with Iran will work. No system of inspections will work. No verification process will work. No promises from Iran can be trusted.
And if Netanyahu is correct, the real solution is … what exactly? The prime minister had the platform to present a more effective vision, but he chose not to present one.
Perhaps the message was implicit and unstated. Maybe the audience was supposed to simply understand that Netanyahu prefers a military solution, disrupting an Iranian nuclear program through airstrikes. But (a) if that is the prime minister’s solution he should say so; and (b) there’s no reason to assume that a military campaign against a possible Iranian threat will permanently derail the country’s nuclear ambitions. On the contrary, it might even do the opposite.
“The alternative to this bad deal is a much better deal,” he told American lawmakers today. In theory, that sounds great – better deals are always, by definition, superior to bad deals. But where is this elusive better deal? What are its details? How would it receive international support? How would it be implemented?
Netanyahu didn’t, and wouldn’t, say. What a missed opportunity.
Postscript: At one point, the prime minister said, “I can only urge the leaders of the world not to repeat the mistakes of the past.” This isn’t what Netanyahu meant, one of the mistakes of our recent past was listening to him when he said invading Iraq was a great idea. If we’re going to avoid repeating mistakes, maybe we can start here.

“Netanyahu’s ‘Mr. Security’ Mirage”: If Anything, He Has Done Far More To Damage Israel’s Security Than Strengthen It
Ahead of Israel’s March 17 election, Israeli Prime Minister Benjamin Netanyahu has arrived in Washington on a mission to undermine President Obama’s Iran policy. This, his latest and greatest diplomatic affront, has starkly revealed the degree to which many here have tired of his shtick.
But what may come as a surprise is that Israelis are sick of Bibi too.
Of course, not all feel indigestion at the thought of Netanyahu being reelected next month. But polls show his favorability rating at an all-time low. Meanwhile, the cost of living for the average Israeli has become extraordinarily high — 40 percent of Israelis are unable to make ends meet — and a majority claim socio-economic and social justice issues as their top priority in this election. A majority also say that Netanyahu’s main rival, Labor’s Yitzhak Herzog, is most fit to handle this issue.
Yet, Netanyahu continues to run neck-and-neck with Herzog and his center-left “Zionist Union” alliance. The reason for this is revealed in the same polls that show voters’ distaste for Netanyahu’s handling of the economy: they still trust him most when it comes to security. With his “It’s either me or ISIS” campaign line, Netanyahu has shown that he will stop at nothing to define the election in alarmist terms. Indeed, Israelis have always voted according to this most existential of issues. Assuming they do again, it seems likely that Netanyahu will be Prime Minister for the fourth time.
But the case to be made for Netanyahu as “Mr. Security” is flimsy at best — an assessment consistently put forth by former heads of Israel’s Mossad and Shin Bet intelligence services. If anything, he has done far more to damage Israel’s security than strengthen it.
Netanyahu’s ongoing Congressional speech fiasco is only the most recent example, whereby he has weakened Israeli security on multiple fronts. In choosing to publicly challenge President Obama on his home turf, the Prime Minister has further eroded their personal relationship — a feat that seemed nearly impossible. Polls show that over two-thirds of Americans oppose the speech.
Because of Obama’s unpopularity in Israel, Netanyahu’s perceived “toughness” in standing up to the President may provide short-term political gains at home. But Netanyahu is harming bipartisan support for Israel and alienating young Americans in particular — an ever-more dangerous prospect for Israel’s future.
Even worse for Israel’s security is what Netanyahu seeks to accomplish: undermining any nuclear deal with Iran that could possibly be achieved. The likely result of his success would be a war devastating for Israel, the U.S., and the region — and one that would not prevent Tehran from ultimately getting the bomb. Iran has the technical know-how to build a nuclear weapon, yet it has so far chosen not to. An attack by the U.S. or Israel would likely convince Iranians that possession of nuclear weapons is in their best interest.
Meanwhile, Netanyahu’s record on the Israeli-Palestinian conflict has been a similar disaster for Israel’s security. The ongoing occupation of the West Bank (alongside continued expansion of settlements) and Gaza is far from the only reason for the Palestinian terrorism Israel faces, but it is nonetheless a fundamental factor. Netanyahu has not offered a single initiative to end the conflict. To those proposed by others, such as the Arab Peace Initiative offering Israel full diplomatic relations with most of the Arab and Muslim world, he has never even offered a response.
Instead, Netanyahu now states that Israeli control of the West Bank must continue forever, and his government has made clear that it has no strategic vision beyond management of the status quo.
But Netanyahu has failed to even manage the status quo effectively. He has no strategy for dealing with Hamas — negotiating with them to release hundreds of prisoners one day and fighting a new war against them the next. Before last summer’s conflict, he failed to deal with the vast system of Hamas tunnels, which led to the avoidable deaths of Israeli civilians and IDF soldiers. Further loss of Israeli life was largely prevented by the Iron Dome missile defense system – funded by the same administration Netanyahu continually thumbs his nose at. And his decision to massively bombard civilian areas in Gaza and its horrific consequences hurt Israel’s image abroad and provoked strong criticism from the White House and State Department.
Ultimately, nothing was gained from the war besides a temporary weakening of Hamas, who Israeli military intelligence says is “ready to go [to war] today”. In the meantime, Gaza has sunk further into misery and extremism.
That’s not all. In the immediate wake of the war in Gaza, Netanyahu’s security failures were again on full display in Jerusalem. He declined to prevent right-wing MKs from making provocative visits to the Temple Mount, leading Jordan — one of only two Arab countries with which Israel has a peace treaty — to withdraw its ambassador. Meanwhile, he allowed Israeli settlers to carry out midnight takeovers of houses in Palestinian areas of East Jerusalem, another action that helped fuel months of Palestinian rioting and “lone-wolf” terrorism. Netanyahu has blamed the latter actions on alleged incitement by Palestinian President Mahmoud Abbas, but most Israelis think Netanyahu has done nothing to curb incitement from his own side.
In reality, the only thing Netanyahu has managed to secure is his own political survival. Though his resume is a desert littered with failure, he has managed to create a “Mr. Security” mirage. In a matter of weeks, we will find out if the Israeli public has finally seen through it.

“Far Exceeding Necessity, Formal Budgets And Good Taste”: Report Blasts Israel’s Netanyahu For Lavish Personal Spending
In a scathing report with potential political and criminal repercussions, Israel’s state comptroller sharply criticized Prime Minister Benjamin Netanyahu on Tuesday for excessive spending of public funds in his official and private residences.
The highly anticipated report, which came just four weeks before Israeli elections, faulted Netanyahu and his wife, Sara, for using public funds to spend lavishly on a variety of personal goods and services, including cleaning, clothing, water and grooming, between 2009 and 2012. The spending dropped after that.
Netanyahu defended his behavior, but political opponents seized on the report. Labor Party leader Isaac Herzog said he found the findings infuriating.
“But it is not because of how you conduct yourself in your homes that the public wants to replace you, but because you have destroyed our home,” Herzog wrote on Facebook. “We will replace you because on your shift, Hamas grows stronger … young couples cannot buy a house … because you eat a $5,000 breakfast when every third child in Israel goes to bed hungry.”
The Netanyahus live and work in the official prime minister’s residence in Jerusalem and keep a private home in Caesarea, one of the country’s priciest spots. According to the report by Comptroller Joseph Shapira, spending on both often far exceeded necessity, formal budgets and good taste. In addition, the report pointed to improprieties in management of finances, human resources and external contractors.
When Netanyahu took office in 2009, expenses at both residences totaled roughly a half-million dollars a year. By 2011, that had roughly doubled before dropping to about $600,000 in 2013. Food and hosting expenses alone started out at about $55,000 and more than doubled to about $125,000 in 2011. After a modest cut in expenses the following year, expenses for 2013 dropped to near the 2009 level.
Cleaning both residences came with a particularly high price tag: a monthly average of about $20,000 between 2009 and 2013, including more than $2,000 a month for the Caesarea house, which was usually empty. Shapira found this spending “significantly exaggerated.”
About $20,000 a year was spent to order meal deliveries, despite employing an in-house cook. These and other expenses, Shapira wrote, were “not compatible with the basic principles of proportionality, reasonability, economy and efficiency.”
Personal grooming expenses for the prime minister and his wife totaled well over $100 a day, which Shapira found to be more than double the budgeted amount.
Some of the findings could lead to criminal proceedings. According to the report, Sara Netanyahu finagled employing an electrician who was barred by protocol because he was a personal friend and a member of the prime minister’s political party, Likud.
Justice authorities will have to decide how to address other breaches, including money kept temporarily from recycling bottles from the official residence several years ago and a set of patio furniture bought for the official residence but transferred to the private one. While these were noted in the report, they were not officially investigated.
“Public trust in government institutions is a cornerstone of every democracy,” Shapira wrote, adding that such institutions must gain this trust by adhering to both law and “moral norms.” While he welcomed the apparent cost-cutting after 2012, the comptroller said “one would expect an elected public official to demonstrate extra sensitivity … and serve as an exemplary model of saving public funds.”
Netanyahu was well-prepared for the report, as his attorneys and aides responded swiftly with a press conference, stressing there were no grounds for criminal concerns. The prime minister, said his spokesman, Nir Hefetz, respects the report and has instructed his staff to act on its recommendations.
A statement from Netanyahu’s Likud party accused the news media of pushing the issue for weeks in a “clear effort to remove the prime minister from office … through a focus on irrelevant minutia.”
The statement added that the uproar was distracting from “the real issue at hand,” which is “who will defend Israel in the face of the real security threats and pressure from the international community” — Netanyahu or rivals Herzog and Tzipi Livni.
But for others, money matters are a real issue, and the prime minister’s spending has struck a nerve with some voters who are concerned about the high cost of living and are demanding what they consider a more just distribution of resources.
Housing prices have soared since Netanyahu took office, and with 1.6 million people below the poverty line, Israel has the third highest poverty rate in the 34-nation Organization for Economic Cooperation and Development.

“The Likud Lobby”: Let’s Stop Pretending Israel Isn’t A Partisan Issue
When House Speaker John Boehner invited Israeli Prime Minister Benjamin Netanyahu to address Congress without bothering to let the White House know, as is normal practice when dealing with foreign leaders, he no doubt thought he was getting a little sauce for the gander. You want to find ways to get Republicans mad, President Obama? Okay, how about if I invite the leader of one of our closest allies here to basically lobby against your position on Iran? How do you like that?
Boehner was right on that score: President Obama doesn’t like it very much. Neither did Nancy Pelosi, who blasted Boehner’s move this morning as “inappropriate,” adding: “It’s out of the ordinary that the Speaker would decide that he would be inviting people to a joint session without any bipartisan consultation.”
But maybe this skirmish over diplomatic protocol is a good thing for everyone. Maybe we can stop pretending that Americans and Israelis are nothing more than loving and committed allies offering unwavering support to one another, when the truth is that parties in both countries are active participants in each other’s partisan politics.
The current disagreement is about negotiations with Iran over its nuclear program. There’s a bill in the Senate, sponsored by Republican Mark Kirk and Democrat Bob Menendez, to impose new sanctions on Iran if a deal isn’t struck by June 30. The administration says that passing such legislation now, while the negotiations are at a sensitive point, would guarantee failure: the Iranians would pull out, then ramp up their nuclear program.
Republicans, and some Democrats like Menendez, don’t think so. They seem to believe that the only thing that produces results is being “tough,” and that even in diplomacy there are no carrots, only sticks. This also happens to be the position of the Netanyahu administration, which supports the sanctions bill. But not all in the Israeli government agree. Josh Rogin and Eli Lake report that the Mossad, the Israeli intelligence agency, has been telling both the Obama administration and whatever American senators will listen that “if legislation that imposed a trigger leading to future sanctions on Iran was signed into law, it would cause the talks to collapse.”
So the Republicans have asked Netanyahu to come join them in this debate, and he is more than willing. Which shouldn’t be much of a surprise. For years we’ve had one party (the Republicans) that is fervently committed to the right-wing Likud’s vision for Israel, and another party (the Democrats) that is much more committed to the Israeli Labor party’s vision. When each holds the White House, they put those beliefs into policy. But both will say only that we all have a bipartisan commitment to “support” the Jewish state, as though what “support” means is always simple and clear.
Meanwhile, Netanyahu has done what he can to help Republicans. In 2012, his all-but-explicit advocacy for Mitt Romney ended up getting him in trouble back home. The current Israeli ambassador to the U.S. is American-born political operative Ron Dermer; as Josh Marshall says: “His relationship with Netanyahu has been compared to Karl Rove’s with George W. Bush. And a main reason for his being Ambassador is his ties to DC Republicans.”
And here’s a colorful illustration of the symbiotic relationship between the GOP and Netanyahu’s Likud. The Republican Party’s greatest patron is casino mogul Sheldon Adelson, who spent somewhere between $100 and $150 million trying to unseat Barack Obama in 2012. And who is Benjamin Netanyahu’s greatest patron? None other than Sheldon Adelson, who a few years ago created a free daily newspaper, Israel Hayom, whose primary purpose is to blanket the country with news favorable to Netanyahu.
It has long been true that the debate about what Israel should do — with regard to the Palestinians or anything else — is infinitely more varied and robust in Israel itself than here in the United States, where the only allowable public position for a politician to take is that we support whatever the Israeli government wants to do. This unanimity is maintained by a variety of forces, most notably the American Israel Public Affairs Committee (AIPAC), which calls itself “America’s Pro-Israel Lobby,” but in practice has for decades been not the Israel lobby but the Likud lobby, representing one particular faction in Israeli politics.
Benjamin Netanyahu is the leader of his country, but he’s also the leader of that faction, and at the moment he’s in the midst of an election campaign (one the Obama administration would be all too happy to see him lose). If Congressional Republicans want him to come be a spokesperson for the Republican position in the debate over Iran, that’s fine. But we should use the occasion to allow ourselves a little honestly. Yes, the United States and Israel are close allies whose core interests are aligned. But in neither country is there agreement about how to serve those interests. There’s no such thing as a “pro-Israel” position on this issue, because Israelis themselves have a profound dispute about it, just as there’s no such thing as one “pro-America” position on anything we argue about.
So we can call this speech what it is: an effort by one conservative politician to help a bunch of other conservative politicians achieve their preferred policy. Maybe afterward, John Boehner can return the favor and cut some ads advocating Netanyahu’s reelection. Though I’m not sure how well that would go over in Israel.
