“What Could Possibly Go Wrong?”: Cotton Sees Bombing Iran As No Big Deal
Sen. Tom Cotton (R-Ark.) has made no real effort to hide his support for a military confrontation with Iran. But in an interview yesterday on the Family Research Council’s radio show, the right-wing freshman went a little further, suggesting bombing Iran would be quick and simple.
Indeed, as BuzzFeed’s report noted, Cotton argued that U.S. strikes in Iran would go much smoother than the invasion of Iraq “and would instead be similar to 1999’s Operation Desert Fox, a four-day bombing campaign against Iraq ordered by President Bill Clinton.”
“Even if military action were required – and we certainly should have kept the credible threat of military force on the table throughout which always improves diplomacy – the president is trying to make you think it would be 150,000 heavy mechanized troops on the ground in the Middle East again as we saw in Iraq and that’s simply not the case,” Cotton said.
“It would be something more along the lines of what President Clinton did in December 1998 during Operation Desert Fox. Several days [of] air and naval bombing against Iraq’s weapons of mass destruction facilities for exactly the same kind of behavior.”
For the record, the Arkansas Republican did not use the word “cakewalk” or assure listeners that we’d be “greeted as liberators.”
Look, we’ve seen this play before, and we have a pretty good idea how it turns out. When a right-wing neoconservative tells Americans that we can launch a new military offensive in the Middle East, it won’t last long, and the whole thing will greatly improve our national security interests, there’s reason for some skepticism.
Tom Cotton – the guy who told voters last year that ISIS and Mexican drug cartels might team up to attack Arkansans – wants to bomb Iran, so he’s telling the public how easy it would be.
What the senator didn’t talk about yesterday is what happens after the bombs fall – or even what transpires when Iran shoots back during the campaign. Are we to believe Tehran would just accept the attack and move on?
Similarly, Cotton neglected to talk about the broader consequences of an offensive, including the likelihood that airstrikes would end up accelerating Iran’s nuclear ambitions going forward.
There’s also the inconvenient detail that the Bush/Cheney administration weighed a military option against Iran, but it concluded that “a military strike on Iran’s nuclear facilities would be a bad idea – and would only make it harder to prevent Iran from going nuclear in the future.”
But don’t worry, America, Tom Cotton thinks this would all be easy and we could drop our bombs without consequence. What could possibly go wrong?

“Stop Listening To John Bolton”: He Has No Idea What He’s Talking About, And It’s Scary He Was Ever In Power To Begin With
There’s an old joke, or sort of joke, about how bombing for peace is like f*cking for virginity. In that analogy, John Bolton is trying to f*ck us all over.
Bolton, United States Ambassador to the United Nations under President George W. Bush, has written an op-ed in the New York Times arguing that to prevent Iran from developing a nuclear bomb, the United States should bomb Iran. This “reasoning” is as reckless and unreliable as its messenger.
It has been reported that “almost the entire senior hierarchy of Israel’s military and security establishment is worried about a premature attack on Iran and apprehensive about the possible repercussions,” according to Israel’s former chief of defense forces. Robert Gates, who served as Secretary of Defense under both Bush and Obama, cautioned against military strikes in Iran, warning, “A military solution, as far as I’m concerned … it will bring together a divided nation. It will make them absolutely committed to obtaining nuclear weapons. And they will just go deeper and more covert.”
Gates said the only long-term solution is convincing Iranians that nuclear weapons capacity is not in their interest—the goal of current diplomatic talks.
Even the director of the CIA under Bush said that the Bush Administration explored but ultimately rejected a military strike on Iran, concluding it would only “guarantee that which we are trying to prevent—an Iran that will spare nothing to build a nuclear weapon and that would build it in secret.”
News reports suggest that the United States, Britain, France, Germany, Russia and China are making headway in diplomatic negotiations with Iran that would halt nuclear weapons development in Iran for at least a decade and submit the country to rigorous inspections. But Republicans, so eager to bash President Obama on any count, have not only immorally (and possibly illegally) undermined U.S. diplomacy and credibility in the international community, they have argued President Obama is somehow causing brinksmanship by relying on smart diplomacy to avoid nuclear war.
We are supposed to believe this because John Bolton tells us to.
Bolton also asserts that somehow, though Israel having nuclear weapons has not been perceived as a threat in the region, “Iran is a different story.” Oh, okay. Why, exactly? “Extensive progress in uranium enrichment and plutonium reprocessing reveal its ambitions.” So Iran’s nuclear enrichment is extra-threatening because Iran is engaged in nuclear enrichment? I’m not saying we shouldn’t be treating a nuclear Iran as a major and especially-dangerous problem—clearly the Obama Administration is taking the threat seriously. No one is arguing, especially given Iran’s recent expansionist push into Yemen and Iraq, that Iran should be taken in general as anything other than a serious threat to the world, no matter what and even more so with nuclear capacity.
But Bolton is employing “just trust me” reasoning to hype military action. “Saudi, Egyptian and Turkish interests are complex and conflicting, but faced with Iran’s threat, all have concluded that nuclear weapons are essential.”
How do you know that, Mr. Bolton? “Obviously, the Saudis, Turkey and Egypt will not be issuing news releases trumpeting their intentions. But the evidence is accumulating that they have quickened their pace toward developing weapons.”
Would that be the same evidence you relied on to assert that Saddam Hussein was developing WMDs—the same intel the administration used as the justification for going to war in Iraq? Bolton provides little solid evidence of his sky-is-falling assertions. We’re just supposed to trust him, I guess, based on his reputation.
Now, I realize this is the point in the article where Republicans will drone on about liberals reliably pointing to George W. Bush as a way to avoid scrutinizing Barack Obama. Whine away, but the fact is that when veterans of the Bush Administration’s disastrous foreign policy drag their own selves out of the dustbin of history to proclaim their expertise and wisdom, reminding the nation of the bountiful evidence to the contrary is entirely fair game.
When former Vice President Dick Cheney went on Fox News to attack President Obama’s strategy in Iraq, host Megyn Kelly shot back, “But time and time again, history has proven that you got it wrong as well in Iraq, sir.” Kelly listed Cheney’s failings: “You said there was no doubt Saddam Hussein had weapons of mass destruction; you said we would be greeted as liberators; you said the Iraq insurgency was in the last throes back in 2005; and you said that after our intervention, extremists would have to, quote, ‘rethink their strategy of jihad.’ Now, with almost a trillion dollars spent there, with 4,500 American lives lost there, what do you say to those who say you were so wrong about so much at the expense of so many?”
Cheney’s response was to disagree with Kelly’s characterization—and keep asserting his righteousness. And so it also goes with John Bolton.
In 2002, while serving as Bush’s Under-Secretary of State for Arms Control and International Security, Bolton said, “We are confident that Saddam Hussein has hidden weapons of mass destruction and production facilities in Iraq.” And regarding launching war in Iraq, Bolton assured, “I expect that the American role actually will be fairly minimal. I think we’ll have an important security role.” And now Bolton is the foreign policy advisor for Sen. Ted Cruz’s presidential campaign. Which doesn’t exactly burnish his credibility.
Now Mr. Bolton wants to lead the charge, once again, into war. In fact, he’s gone a step further this time. In the case of Iraq, at least Mr. Bolton and the Bush Administration could claim preemptive military action against a tyrannical government that had allegedly actually obtained weapons of mass destruction, even though those allegations ultimately (knowingly?) were false.
But here, Bolton is using the future threat of acquisition of nuclear weapons to justify preemptive military action now. In 1992, right-wing hawk Benjamin Netanyahu warned that Iran was just “three to five years away” from nuclear weapons capacity. Should we have preemptively bombed them then? I mean, facts schmacts right?
Secretary of State John Kerry says that Iran is still six years away from nuclear capacity. Others say it’s more like two or three, but even still: Reasonable people would argue there’s still time to let a diplomatic solution be worked out and tested. And reasonable people would try other plausible solutions before resorting to all-out war. But Republicans are, increasingly, not reasonable—perpetually too eager to both criticize President Obama and pull the trigger on war regardless of the fact that their track record has been a perpetual f*cking mess.

“The Country Paid Heavily For The Risks He Took”: It’s Not Too Soon To Judge George W. Bush’s Presidency On Key Issues
In the six years since he left the White House, President George W. Bush has often claimed that it is too early for historical judgments about his presidency. “It’s too soon to say how many of my decisions will turn out,” he wrote in Decision Points, his presidential memoir.
In this, Bush was indulging in what we will call the Truman Consolation. President Harry S. Truman was deeply unpopular during most of his time in the White House and in the years immediately afterward. Only decades later did historians begin to rate his presidency highly for the actions he took in the early years of the Cold War. At one time or another, when their poll ratings are slumping and their media coverage is biting, most modern American presidents like to believe they will eventually be vindicated, just as Truman was.
But Bush is largely wrong: In some of the most important areas of his presidency, it’s not too soon to draw conclusions. Just by judging against Bush’s own forecasts, some of the most far-reaching and important initiatives of his presidency didn’t work — or turned out poorly.
At the top of the list is the war in Iraq. Bush and his advisors badly misjudged what it would entail. They overestimated the international support the United States would be able to obtain for military action. They asserted before the war that American troops would need to stay in Iraq for no more than a couple of years. The administration’s public estimate before the war was that it would cost less than $100 billion; instead, it cost $2 trillion.
Intended originally as a short-term demonstration of American power and influence, the Iraq war over the longer term brought about the opposite. In its unhappy aftermath, Americans became increasingly cautious, more reluctant to become involved overseas. Overall, the war will go down as a strategic blunder of epic proportions, among the most serious in American history.
A similar fate will befall the second-most far-reaching aspect of Bush’s legacy, his historic tax cuts. Bush argued that they would stimulate the economy and spur economic growth. The short-term benefits proved dubious at best, but the harmful long-term consequences were incalculable, both for the federal government and, more importantly, for American society.
When Bush took office, America was in a brief period of budgetary surplus. There was actually a debate, forgotten and almost unimaginable today, about how to use the surplus: Pay down the debt? Launch new federal initiatives? Bush chose to cut taxes, and then did so in ways (tax cuts on dividends and capital gains) that proved immensely beneficial to the wealthiest Americans.
It’s true that President Barack Obama eventually allowed the Bush cuts on upper-income Americans to expire. But the damage had been done. Over the course of nearly a decade, the federal government became increasingly short of funds, while wealthy Americans built up greater and greater assets. Whenever you use a road, bridge or airport that needs repairs (or read a news story about the Pentagon complaining about budget constraints), you might pause to think about the Bush tax cuts and the role they played in shaping the America we see today.
Bush’s second round of tax cuts, in 2003, were historic in another sense. By then, he had already dispatched American troops to Iraq. In every previous military conflict since the Civil War, American presidents had raised taxes to help defray the costs. Bush bucked this historical trend: He lowered them.
It’s true that in a few other policy areas judgments of Bush’s presidency may improve over the years as events unfold and as more information comes to light.
The primary example could be counter-terrorism. The Senate’s recent report on enhanced interrogation techniques makes current judgments on that dark era even harsher than they would have been otherwise. Torture is torture, and no passage of time will change the moral judgments on that.
On the other hand, in the immediate aftermath of the Charlie Hebdo attacks in Paris, some Europeans began to ask why the attackers had not been kept under greater surveillance. If such terrorist attacks were to continue over many years, then judgments on the Bush-era surveillance programs might eventually come to be less harsh than they are today. Or they may come to be seen as the true beginning of a new surveillance state. More time needs to pass before historical judgments on this issue can take shape.
Overall, Bush’s presidency is likely to be remembered for his lack of caution and restraint. Once, in the midst of a discussion with his military advisors, Bush made a telling observation: “Someone has got to be risk-averse in this process, and it better be you, because I’m not.”
George W. Bush was certainly not risk-averse. He took gambles both in foreign policy and with the economy. Sometimes they paid off. Yet overall, the country paid heavily for the risks he took. History isn’t likely to revise that judgment.

“Our ‘American Sniper’ Sickness”: How American Exceptionalism Wrought Guantanamo
Let me begin with a disclosure: I have not yet had the chance to experience “American Sniper,” Clint Eastwood’s phenomenally successful new film starring Bradley Cooper as the late Chris Kyle, the Iraq War veteran and Navy SEAL who is supposedly the most lethal long-range sharpshooter in U.S. military history. Aside from 1992’s “Unforgiven,” Eastwood’s searing anti-Western masterpiece, I’m not a big fan of the Man With No Name’s work, which I often find kitschy and generic. Still, my not having seen the film yet is due less to my qualms with the Chairman than the fact that, until recently, no one seemed to care much about the movie one way or the other. Funny what a $100 million opening weekend, and the “liberal” media’s Pavlovian fear of conforming to the out-of-touch coastal elitist stereotype, can do.
So rather than engage in the questionable practice of reviewing a movie I have yet to see (and which has already been ably reviewed by Salon’s Andrew O’Hehir), I’d like to focus instead on an analogy established in “American Sniper” that those who have had the opportunity to see it say is among its central themes. Namely, that all 7 billion-plus humans in the world can be separated into three groups: wolves, sheepdogs and sheep. The wolves are the bad guys, the theory holds, while the sheep are most everyone else. And sheepdogs? They act like wolves, but only in order to protect the sheep.
The lecture from Kyle’s father that brings the schema into “American Sniper” is apparently a creation of the film’s screenwriter, who may have borrowed it from former U.S. Lieutenant Colonel Dave Grossman, according to a piece from Slate. But whether or not Kyle actually held this mindset himself isn’t too important, at least not for my purposes. What matters, instead, is the fact that the “sheep, sheepdogs, wolves” breakdown resonates so powerfully with millions of Americans — and not just those who’ve seen Eastwood’s latest. It may sound nice, as formulas that promise to simplify our impossibly complex world often do; but it can take its adherents to some hideous extremes.
At heart, the sheepdog analogy, at least in the context of “American Sniper” and the Iraq War, is a kind of Aesopian repackaging of the hoary idea of American exceptionalism. Rather than view every human being as an individual, capable of making any number of decisions based off of their history and circumstance, the sheepdog worldview essentializes its targets, divorcing action from identity. It’s not that wolves are wolves because they kill; sheepdogs do that, too. Wolves are wolves because, well, they just are. They’re the “bad guys.” It’s as simple as that.
Similarly, the sheepdogs, who are the real protagonists in this morality play, also cannot be recognized as such by anything they’ve actually done. Sheepdogs coerce, they intimidate, they bribe, they maim, they kill. The difference, of course, is that the sheepdogs’ target is always a wolf. Except when it isn’t. To take an example from the “American Sniper” trailer (which, as something of a movie-theater junkie, I’ve seen more times than I can recount), there’s at least one moment in the film when Kyle and his fellow sheepdogs have to decide how to treat the Iraqi women and children being manipulated or forced into helping the wolves.
But, at least in the trailer, when Kyle’s got a prepubescent in his cross-hairs, there’s little question of whether the child, if left unharmed, will be making it more likely that violence will befall a sheep or sheepdog in the near future. He will. He’s carrying a weapon. Instead, the only question in that moment is whether Kyle has what it takes to assume the sheepdog’s burden, knowing that, as one of his fellow-soldiers whispers, “they” (presumably the sheep in Washington) will “fry [him] if [he’s] wrong.” Having not seen the film, I don’t know whether Bradley Cooper’s Kyle ultimately shoots the little boy; but in the real world, in Afghanistan, soldiers were told to take lethal action against “children with potential hostile intent.”
There’s something else that sheepdogs do, something arguably more wolflike than anything mentioned above. It’s been in the news a lot lately, and I’d hazard a guess that its recent prominence has more than a little to do with the American public’s enthusiasm for a film that makes their country’s fundamental goodness crystal clear. It’s torture — and as we were reminded last fall, with the limited release of the Senate’s so-called torture report, it’s something American sheepdogs did during the early years of the war on terror. And they did it a lot.
According to a thoughtful and insightful essay at Vulture by author and Iraq War veteran Brian Turner, “American Sniper,” like countless Hollywood war movies before it, pays essentially no attention to what the war years felt like to non-Americans. And, needless to say, we pay even less attention to those non-Americans we’ve labeled as wolves, the ones we’ve decided to leave at the sheepdogs’ mercy. Which is why “Guantanamo Diary,” the just-released and heavily redacted memoir from Mohamedou Ould Slahi, a 44-year-old Mauritanian and longtime Guantanamo Bay prisoner, is so vital and so stunning. Written by Slahi in the colloquial English he picked up after spending more than a decade in the custody of his tormenters, the diary is as close as most of us will ever get to understanding the living hell this man — who has never been charged with a crime, and whom a judge ordered released in 2010 — continues to suffer.
Slahi’s book, which has been covered repeatedly and expertly by the Guardian, is an historical watershed and a literary triumph. I won’t even attempt to do it justice here. But I do hope that even those who don’t have the time, wherewithal or stomach to read it at least take a moment to think about how the kind of American exceptionalism typified by the sheepdog analogy can often play out in the real world, and in the lives of real human beings. In perhaps the diary’s most chilling moment, Slahi, desperate to end one of his countless rounds of pointless torture, all but begs the men who are beating, freezing, sexually abusing and sleep-depriving him to just say what it is they want to hear. When he tells them that, in order to “confess” to their outlandish accusations, he’d have to indict other innocents, these American sheepdogs respond with a revealing and total lack of concern.
“So what?” Slahi quotes his torturer saying. “We know your friends are bad, so if they get arrested, even if you lie about [redacted], it doesn’t matter, because they’re bad.” Guilty, innocent; why bother with a distinction? Slahi’s a wolf, regardless. And despite all of the pronouncements over the years from Americans who swore the morally disastrous war on terror had taught them valuable lessons, the popularity of “American Sniper” testifies that there’s one conclusion many of us are still unwilling to reach: We can tell ourselves we’re sheepdogs who protect the vulnerable flock from bloodthirsty wolves. But a sheepdog and a wolf act much the same way, and in the dark of a Guantanamo torture chamber, it can be hard to tell the difference.

“Obama’s Iraq Is Not Bush’s Iraq”: Plainly And Simply, Obama Didn’t Lie Us Into This War
Last week, a Politico reporter phoned me to ascertain my thoughts on the new war. Among the questions: Was there concern among liberals that Barack Obama was in some sense now becoming George Bush, and did I see similarities between the current war and Bush’s Iraq war that, come on, be honest, made me squirm in my seat ever so slightly? My answer ended up on the cutting-room floor, as many answers given to reporters do.
But since I’m fortunate enough to have a column, I’d like to broadcast it now, because the answer is a reverberating no. In fact it’s hard for me to imagine how the differences between the two actions could be starker. This is not to say that they might not end up in the same place—creating more problems than they solve. But in moral terms, this war is nothing like that war, and if this war doesn’t end up like Bush’s and somehow actually solves more problems than it creates, that will happen precisely because of the moral differences.
The first and most important difference, plainly and simply: Obama didn’t lie us into this war. It’s worth emphasizing this point, I think, during this week when Obama is at the United Nations trying to redouble international support to fight ISIS, and as we think back on Colin Powell’s infamous February 2003 snow job to Security Council. Obama didn’t tell us any nightmarish fairy tales about weapons of mass destruction that had already been destroyed or never existed. He didn’t trot his loyalists out there to tell fantastical stories about smoking guns and mushroom clouds.
The evidence for the nature of the threat posed by the Islamic State is, in contrast, as non-fabricated as evidence can be and was handed right to us by ISIS itself: the beheading videos, and spokesmen’s own statements from recruitment videos about the group’s goal being the establishment of a reactionary fundamentalist state over Iraq, Syria, Jordan, and Lebanon. That’s all quite real.
Difference number two: This war doesn’t involve 140,000 ground troops. That’s not just a debating point. It’s a massive, real-world difference. I know some of you are saying, well, not yet, anyway. Time could prove you right. But if this works more or less as planned, it establishes a new model for fighting terrorism in the Middle East—the United States and Arab nations and fighting forces working together to do battle against terrorism. That’s kind of a huge deal.
Which leads us to difference number three: This coalition, while still in its infancy, could in the end be a far more meaningful coalition than Bush’s. The Bush coalition was an ad hoc assemblage bribed or browbeaten into backing the United States’ immediate geopolitical aims. It was brought together pretty much so Bush could deflect the essentially true unilateralist charge and stand up there and say “41 countries have joined together” blah blah blah.
This coalition is smaller, but the important point is that it’s not built around a goal that is in the interest only of the United States. Defeating the Islamic State is a genuine priority for the region, and the idea that these gulf states that have been winking at or backing violent extremism for years might actually work with the United States of America (!) to fight it is little short of amazing. I’m not saying Obama deserves the credit here, although it seems clear he and others in the administration have worked hard on this point. Rather, the fact is that the Saudis and the Emiratis and others are now doing, however reluctantly, what it’s in their self-interest to do.
Whatever their motivation, the mere fact that they’re signing up for the fight is striking. One should never be optimistic about the Middle East, but if we look at the situation with a little more historical sweep, we can hope that this could be the moment when, after many years of letting these cancers spread, some key players in the Arab world start to try to get their own house in order a little bit with respect to extremism. And if they do that, maybe in the near future some of these regimes will start to see that the darkness in which they make their subjects live has to be lifted.
The irony is not lost on me that Saudi Arabia, our most crucial partner here, may well have beheaded more humans this year (46 so far) than ISIS has. But if these autarkies really do work to arrest the Islamic State, maybe they’ll eventually see that the only real way to make extremism seem unappealing is to make moderation—well-functioning economies, a little free speech, maybe an unrigged election now and again—seem appealing.
There are many ways that what started in Syria Monday night can go wrong. I really don’t think Bashar al-Assad shooting down a U.S. plane is one of them; I suspect Assad knows exactly how long it would take for the United States to decimate his entire air-defense system, and I bet the answer is “not very long.” However, ISIS could shoot one down. What happens to public opinion when there’s an American death, or two? When the Iraq army, even with the benefit of 200 U.S. airstrikes, can’t retake any ground, as appears to be happening now? And what would Congress do in the event of such realities? At the very least Obama does have to get congressional assent in the near future.
So this war could end up being the disaster critics are predicting. But already, it’s not some other things. It’s not a morally dubious hegemonic enterprise built on a pile of lies. That may or may not give it a better chance of success, but at least it means we don’t have to be ashamed of what our country is doing.
