“A Moral And Political Coward”: Speaker Ryan Can’t Reauthorize Voting Rights Act
Midway through his second term, President George W. Bush proudly signed the The Fannie Lou Hamer, Rosa Parks, And Coretta Scott King Voting Rights Act Reauthorization And Amendments Act Of 2006 which was sponsored by Republican congressman Jim Sensenbrenner of Wisconsin. It had been passed in the Senate with an unanimous 98-0 vote and in the House with a strong bipartisan 390-33 majority.
The Act needs to be updated because it was gutted by the Supreme Court in 2013. But they won’t. And they won’t because the Republican Party has become so racially hostile to blacks that they can’t overcome the resistance of their worst bigots. Speaker Paul Ryan met with the Congressional Black Caucus today and flat out said that he can’t get the Act fixed up and reauthorized.
Speaker Paul Ryan (R-Wis.) told black lawmakers Wednesday that he supports new voting rights protections they’ve championed, but said he won’t bypass a committee chairman to move legislation, according to a Democrat who attended the gathering.
“He said it right in front of everybody — he said he supports the [Jim] Sensenbrenner bill,” Rep. Emanuel Cleaver (D-Mo.), former chairman of the Congressional Black Caucus (CBC), said after Ryan met with the group on Capitol Hill.
“So somebody was saying, ‘Well, why don’t you go tell your committee chair to do it?’ ” Cleaver added. “And he said, … ‘Look, I can’t do that.’ “
Sensenbrenner (R-Wis.), a former chairman of the Judiciary panel, has sponsored bipartisan legislation to update the Voting Rights Act (VRA) in response to a 2013 Supreme Court decision that gutted a central provision of the 1965 law.
But Sensenbrenner’s proposal does not have the backing of the current Judiciary chairman, Rep. Bob Goodlatte (R-Va.), who maintains the Supreme Court left ample protections in the VRA, thereby making congressional action unnecessary.
I feel like Speaker Ryan could get this done if he wanted to, but I’m not sure what would happen if he rammed it through. I suspect that it would cause a major revolt, and perhaps even another coup like the one John Boehner just experienced.
I consider this important enough that Ryan should insist on principle and resign if his own caucus can’t live with it. It’s really a moral issue for me more than a political question. Ten years ago, it wasn’t even a partisan subject, but ten years ago we didn’t have a black president and a raging Tea Party revolt against the Republican Establishment.
Basically, I think Paul Ryan is a coward. He’s a political coward, but more importantly, he’s a moral coward.
P.S. Rep. Bob Goodlatte has also used his position as Judiciary Chairman to prevent any legislative reaction to the Sandy Hook Elementary School massacre, kill comprehensive immigration reform and call for the deportation of DREAMers.

“Sanders’s Story Provides A Comforting Fable”: What Bernie Sanders Doesn’t Understand About American Politics
At the recent Democratic town hall, moderator Chris Cuomo presented Bernie Sanders with what has been a common complaint about his presidential campaign: Sanders’s relentless focus on income inequality, in this campaign and through his career, raises the question of whether he is prepared to address the full spectrum of issues faced by a president. But there is a deeper problem with Sanders’s vision of American politics. It is not just that he has trouble talking about issues other than the redistribution of income; it’s that he has trouble conceptualizing those issues in any other terms. His rigidly economistic frame of mind prevents Sanders from seeing the world as it is.
The phrase Sanders invokes constantly, and which distinguishes him from Hillary Clinton and other Democrats not merely in degree but also in kind, is “political revolution.” The political revolution is the secret sauce. When presented with any concrete obstacles that would stand between him and his desired policy outcomes, Sanders brings up the revolution, which will transform the world he inhabits into the one he desires. One questioner at the town hall asked how Sanders proposes to pass his left-wing economic program, given “the likelihood that Republicans will win control over at least one house of Congress.” This poses a massive obstacle, given the twin facts of a map that requires Democrats to win Republican-leaning districts in order to gain a majority and polarization so deep that almost all voters now choose the same party up and down the ballot. How to get around these obstacles? Sanders again brought up (this time, without using the term) the revolution:
In my view, you have a Congress today that is much more worried about protecting the interest of the wealthy and the powerful and making sure they get campaign contributions from the wealthy and the powerful.
If we are serious about rebuilding the American middle class, if we are serious about providing paid family and medical leave to all of our people, if we are serious about ending the disgrace of having so many of our children live in poverty, the real way to do it is to have millions of Americans finally stand up and say, enough is enough, for people to get engaged in the political process, to finally demand that Washington represent all of us, not just a handful of very wealthy people.
Note that Sanders, asked about Republican opposition to his proposals, defined that opposition as “protecting the interest of the wealthy and the powerful.” It is certainly true that fealty to the interests of the rich heavily colors Republican policy. But Sanders is not merely presenting corruption as one factor. It is the entirety of it. Likewise, Sanders has difficulty imagining any reason other than corruption to explain disagreements by fellow Democrats, which he relentlessly attributes to the nefarious influence of corporate wealth. One does not have to dismiss the political power of massed wealth to acknowledge that other things influence the conclusions drawn by Americans who don’t share Sanders’s full diagnosis.
In reality, people have organic reasons to vote Republican. Some of them care more about social issues or foreign policy than economics. Sanders would embrace many concepts — “socialism,” big government in the abstract, and middle-class tax increases — that register badly with the public. People are very reluctant to give up their health insurance, even if it is true that Sanders could give them something better.
What’s more, the interests of the wealthy do not cut as cleanly as Sanders indicates. It’s true that business and the rich tend to oppose parts of his program like higher taxes on the rich, more generous social insurance, and tougher regulation of finance. But the Obama administration’s stimulus encountered intense Republican opposition even though it did not pose a threat to any business interests. The U.S. Chamber of Commerce even endorsed the stimulus, which profited business both directly (by pumping billions into contracts for projects like infrastructure) and indirectly (by goosing public demand for its members’ products). That did not stop 100 percent of House Republicans from opposing it. Nor did the unified opposition of the business lobby dissuade Republicans from holding the debt ceiling hostage in 2011, or persuade them to pass immigration reform in 2013. Sanders currently proposes a massive infrastructure program, which would make lots of money for the construction industry. Clearly, subservience to big business only goes so far in explaining Republican behavior.
The depiction of conservatism as a mere cover for greed is a habit Sanders indulges over and over. Donald Trump’s appeal, in Sanders’s telling, has nothing to do with xenophobia or nationalism: “They’re angry because they’re working longer hours for lower wages, they’re angry because their jobs have left this country and gone to China or other low-wage countries, they’re angry because they can’t afford to send their kids to college so they can’t retire with dignity.” Sanders does not explain why this economic security has manifested itself almost entirely among white voters when minorities are suffering the same conditions. He simply assumes Trump has converted economic frustration into a series of pseudo-concerns, and rather than deal with those beliefs, Sanders proposes instead to convert them back into their original form: “I think for his working-class and middle-class supporters, I think we can make the case that if we really want to address the issues that people are concerned about … we need policies that bring us together that take on the greed of Wall Street, the greed of corporate America, and create a middle class that works for all of us rather than an economy that works just for a few.”
It is not only Republican voters whose ideas Sanders refuses to grapple with. Here he is in the previous debate explaining Republican climate-science denial: “It is amazing to me, and I think we’ll have agreement on this up here, that we have a major party, called the Republican Party, that is so owned by the fossil-fuel industry and their campaign contributions that they don’t even have the courage, the decency to listen to the scientists.” It is surely true that fossil-fuel contributions have encouraged the spread of climate-science denial. But the doctrine also appeals philosophically to conservatives. It expresses their disdain for liberal elites, and, more important, it justifies opposition to government action. Psychologists and social scientists have poured years of study into identifying the causes of climate-science denial. One does not need to harbor even the slightest whiff of sympathy for climate-science denial to grasp that its causes run deeper than a cash transaction with Big Oil. Figures like George Will and Charles Krauthammer dismiss climate science because it is a way to maintain order within their mental world. Many other conservatives have social or professional reasons to believe, or at least to say, that Will and Krauthammer are serious intellectuals rather than loons spouting transparently preposterous conspiracy theories. There are deep tribal influences at work that cannot be reduced to economic self-interest.
Sanders’s story provides a comforting fable for his party. Not only are Democrats not hemmed in by the Republican hold on Congress, but they don’t even need to do the laborious work of persuading the political center to come to their side. They need only to rise up and break the grip of moneyed interests on the political system.
There are many reasons to doubt Sanders’s promise that he can transform American politics. Perhaps the most fundamental is that he does not actually understand how it works.

“The Urgency Of Six Years Later”: Ryan Sees ‘Urgent’ Need For GOP Alternative To Obamacare
House Speaker Paul Ryan (R-Wis.) delivered a fairly long speech at the Library of Congress yesterday, fleshing out his vision for making America “confident again” through a far-right approach to governing. There wasn’t anything particularly surprising about the remarks, and the Republican leader conceded his vision won’t be implemented so long as President Obama is in office.
But there was one part of the speech that jumped out at me as noteworthy. On health care policy, the new Speaker said “the other side” – presumably, Democrats – opposes giving consumers choices, while Republicans want to encourage “insurance companies to compete for your business.” It’s an odd line of attack, since the Affordable Care Act’s exchange marketplaces were specifically designed to invite insurers to compete for consumers’ business. I’m not sure how he could have missed this detail.
Ryan added:
“There are a lot of other ideas out there, but what all conservatives can agree on is this: We think government should encourage personal responsibility, not replace it. We think prices are going up because people have too few choices, not because they have too many. And we think this problem is so urgent that, next year, we are going to unveil a plan to replace every word of Obamacare.”
Let’s just skip the usual points about the efficacy of the ACA, the law’s many successes, and the millions of Americans benefiting from its implementation. Suffice it to say, there’s no credible reason to try – or even want to try, really – to replace “every word” of the Affordable Care Act.
What I found amusing, however, was Ryan’s use of the word “urgent.”
As the Republican leader sees it, there’s no time to waste. The problems in the health care system are so great that the Speaker believes it’s “urgent” for his party to present their conservative alternative – nearly six years after the ACA was signed into law, nearly two years after the ACA was fully implemented. Now Ryan’s serious about his party’s replacement plan.
It’s hard for even the most charitable observers not to laugh. On June 17, 2009, then-Rep. Roy Blunt (R-Mo.), a member of the House Republican leadership at the time, publicly declared that he was helping craft his party’s alternative to the Affordable Care Act. “I guarantee you we will provide you with a bill,” he said six and a half years ago.
The same week, then-Minority Whip Eric Cantor (R-Va.) told reporters that the official Republican version of “Obamacare” was just “weeks away.”
The Huffington Post’s Jeffrey Young has gotten quite a bit of mileage out of a joke, documenting all of the many, many times in recent years GOP officials have said they’re finally ready to unveil their big health care solution, only to quietly fail every time.
We were told 2014 would be different. In April 2014, House Majority Whip Kevin McCarthy (R-Calif.) said his party’s plan was nearly done, but was being delayed “at least a month.” That was 20 months ago.
Then we were told 2015 would be different. Ryan was tasked with personally heading up a Republican “working group” that would finally put together the GOP’s health care plan. Then-House Speaker John Boehner promised Fox News, “There will be an alternative, and you’re going to get to see it.”
That was 11 months ago.
As of yesterday, however, Ryan believes the issue is “so urgent” that we’ll see the Republican “plan” in 2016. And who knows, maybe we will. I wouldn’t bet on it, but anything’s possible.
But revisiting a piece from February, I think we can safely assume that the House GOP alternative to “Obamacare” – if it ever exists – is going to be cover-your-eyes horrible. How can I know that? Because in order to actually reform the pre-2010 health care system – “replacing every word” of the ACA – policymakers have to commit to extensive public investments, expansive government regulation of the insurance industry, and a commitment to help struggling families receive guaranteed benefits.
In other words, to do reform right, Republicans would have to willingly take policy steps that are anathema to everything they believe about government. It’s a safer bet they’ll do reform wrong – if they follow through at all – and when the GOP alternative stands alongside “Obamacare” and consumers are allowed to compare, it won’t be much of a contest.
This point is routinely lost on much of the chattering class, but Republicans don’t actually like health care reform, which is why we’ve waited so many years to see a plan that still doesn’t exist. GOP lawmakers didn’t see the old system – the bankruptcies, the uninsured rates, the deaths, Americans paying more for less – as a problem requiring a solution, which is precisely why they haven’t invested time and energy in writing a detailed reform blueprint.
Ryan seems to think this time will be different.

“A Week Of GOP Cowardice And Bigotry”: In Time Of Crisis, Too Many Politicians Feed Fear And Scapegoating”:
In the somber days since ISIS terrorists killed 130 people in coordinated attacks on Paris, elected leaders from around the world have been searching for solutions. But far too many American politicians have fallen back, instead, on that old standby in times of crisis: Stirring up fear and finding someone, anyone, to scapegoat, no matter how unconnected the scapegoated person is with the problem at hand.
Sadly, in Congress that took the form of a House vote to in essence stop the U.S. resettlement of refugees from Iraq and Syria by imposing nearly impossible bureaucratic requirements on what is already the toughest vetting system for anyone seeking entry into the U.S. This bill was scapegoating in its purest form, framing as terrorists people who are fleeing the very violence that this bill was supposedly trying to prevent.
The House vote — in which 47 Democrats joined nearly every Republican — was the culmination of a week of cowardice and bigotry sweeping the political landscape.
There was the Missouri state legislator who urged his governor to watch out for “all flavors” of Muslims and the mayor of Roanoke who invoked the internment of Japanese-Americans during World War II as a positive model for how to treat American Muslims.
And there were the 31 governors who declared that their states would turn away Syrian refugees who go through the U.S. refugee resettlement program.
Not wanting to miss out on the action, of course, Republican presidential candidates have been tripping over themselves to outdo one another. Donald Trump has speculated that refugees from Syria “could be one of the great Trojan horses.” Mike Huckabee, in what can’t even be described as a dog-whistle, has told Americans to “wake up and smell the falafel” when it comes to Syrian refugees. Chris Christie said he’d get tough on Syrian orphans. Ted Cruz has suggested that the U.S. only admit Christian refugees from Syria, although how he plans on testing people’s religious faith is unclear. Jeb Bush has hinted at the same thing, saying he would back refugees who can “prove” that they’re Christian, which shows what this is all about. If you have a system that’s strong enough to “prove” someone’s true religion, don’t you think it could also properly vet people for national security purposes? Jeb Bush was supposed to be the mature establishment candidate. So much for that.
These politicians are feeding what a new Public Religion Research Institute poll reports is an “increased xenophobic streak in the American public.” It’s no coincidence that threats against American Muslims have been reported across the country in the days since the Paris attacks.
It is of course reasonable to ask that refugees be vetted — they already are — but if security were the real issue, our current debate wouldn’t be about refugees at all. In fact, if someone were intent on sneaking into America to cause harm, exploiting the refugee resettlement program with its intensive and lengthy screening processes would be the hardest way to do it. No, what is behind the anti-refugee campaign of the Right is not reasonable concerns about security, but something much uglier.
The candidates who are now spewing cynical anti-refugee rhetoric are often the same ones who claim that their opponents don’t believe in “American exceptionalism,” and the movement so willing to embrace explicit anti-Muslim bigotry is the same one constantly telling us that religious freedom is under attack. They seem to have forgotten the vibrant pluralism and commitment to shared values that make us exceptional, and a beacon of freedom to the persecuted, in the first place. Looking back on the history of our country, our best days have been when we opened ourselves to people facing persecution, not the times we turned them away and demonized them. Let’s not let this become the American Way.

“Following The Herd”: Voting The Wrong Way For The Wrong Reason
Late last week, in their final vote before a Thanksgiving break, U.S. House members easily approved a bill to effectively block Syrian refugees from reaching American soil. The outcome wasn’t close – supporters easily outnumbered opponents, 289 to 137, with 47 House Democrats breaking ranks and joining nearly every Republican in the chamber.
The legislation faces an uncertain future in the Senate, but a nagging question remains unresolved: how many of those 289 House representatives realized this is a bad bill, but voted for it anyway?
One lawmaker in particular offers a rather extraordinary example.
Republican Rep. Steve Russell delivered a speech on the House floor this week decrying his colleagues’ “xenophobic” push against Syrian refugees in the wake of last week’s Paris attacks. “While I have focused my comments on actions we should take to eliminate ISIS, one action we should not take is to become like them,” the Oklahoma-based lawmaker said. “America is a lamp that lights the horizon of civilized and free mankind. The Statue of Liberty cannot have a stiff arm. Her arm must continue to keep the torch burning brightly.”
He added: “If we use our passions and our anger, fear, and we use that to snuff out her flame by xenophobic and knee-jerk policy, the enemy wins. We have played into their hands. Period.”
It was a powerful and compelling argument from a far-right lawmaker, reminding his colleagues about the importance of America’s best instincts and our proudest traditions.
And yet, when it came time to consider the controversial bill, Steve Russell followed the herd and voted against Syrian refugees, even after his spirited condemnation of Congress’ “xenophobic” push and “knee-jerk” reaction to Paris.
What in the world happened between the Oklahoma congressman’s speech and his vote?
TPM talked to Russell, who explained on Friday that he actually voted against the bill, before ultimately reversing course. The congressman described the scene on the floor after he cast his initial vote.
His colleagues then “surrounded” him on the floor and asked him to switch his vote since his approval would give the bill a veto-proof majority, according to Russell. He demanded that he have “seat at the table on all future discussions on this issue,” and once an agreement was met, Russell switched his vote. […]
Russell told TPM that “nobody” believes the bill passed on Thursday will be the final legislation, and that the veto-proof majority would give the House leverage when negotiating with the Senate.
For the record, there’s no real merit to such a strategy. The “leverage” of a veto-proof majority is only effective if all the relevant players believe there’s a two-thirds majority prepared to back a bad, reactionary bill. If Russell freely admits that he has no use for the bill the House passed, then the White House realizes that those 289 supporters aren’t fully committed to the legislation – which necessarily has the effect of undermining the chamber’s leverage.
Tactical considerations notwithstanding, it’s nevertheless a shame when a lawmaker wants to do the right thing, but feels like he can’t.
