“Let’s Talk About What Makes Governing Harder”: The Problem Is One Political Party Catering To An Ever Decreasing Group Of Voters
By now almost everyone has weighed in on the article in the NYT by Jonathan Martin and Maggie Haberman about Hillary Clinton’s strategy for winning the 2016 presidential election. Chuck Todd and his friends at First Read adopted the conventional wisdom of the Washington D.C. pundit class with their response titled: This is the Way to Win Elections (But it Makes Governing Harder).
Campaigns see an America more polarized than ever, and winning is all about coming out ahead in this polarized world. But it makes governing harder than it already was. Bottom line: Campaigns don’t engage in persuasion anymore. They simply look for unmotivated like-minded potential voters and find an issue to motivate them. And if someone wins office by not having to persuade a voter who actually swings between the two parties, there isn’t any motivation for said elected official to compromise.
Of course Ron Fournier joined that chorus immediately with his entry titled: The Right Way and Wrong Way to Win the Presidency.
My problem with this approach is that it works only until Election Day, when a polarizing, opportunistic candidate assumes the presidency with no standing to convert campaign promises into results.
Naturally, David Brooks agrees.
…this base mobilization strategy is a legislative disaster. If the next president hopes to pass any actual laws, he or she will have to create a bipartisan governing majority. That means building a center-out coalition, winning 60 reliable supporters in the Senate and some sort of majority in the House. If Clinton runs on an orthodox left-leaning, paint-by-numbers strategy, she’ll never be able to do this. She’ll live in the White House again, but she won’t be able to do much once she lives there.
This is a classic case of the media’s addiction to “both sides do it” as a way of explaining gridlock in Washington. It is a lie they tell themselves (and us) about what is going on in order to claim a false sense of balance in reporting to appease conservatives who constantly decry the “liberal media.” The fact that it is a lie matters less than their desire to prove that claim wrong.
So let’s take a moment to deal with the facts. As I pointed out before, the positions Hillary Clinton has articulated enjoy broad support among voters – including independents. In reacting to the same article, Steve M. dug up some of the actual numbers.
Americans support gay marriage by a 60%-37% margin, and 58% want the Supreme Court to legalize gay marriage nationwide — and Hillary’s is a “liberal position”? There’s 72% support for legalization of undocumented immigrants — and her position on immigration is too left-wing? And when I Google “bipartisan support for criminal justice reform,” one of the first hits is a post with precisely that title from, um, FreedomWorks — but Clinton’s out of the mainstream? Oh, please.
So if Clinton is talking about issues that enjoy 60-70% support from Americans, where is the polarization coming from? What stops elected officials from compromising to address their concerns? Do you suppose it has anything to do with a Republican Speaker of the House who finds it hard to even utter the word “compromise?”
Let’s take a close look at just one example to make the point: immigration reform. Typically Democrats have prioritized a pathway to citizenship for the 11 million undocumented people in this country while Republicans have prioritized border security. Not that long ago, a bi-partisan group of Senators got together to compromise by drafting a bill that included both priorities. With Democrats still in control of the Senate, it passed there. But Speaker Boehner refused to bring it up for a vote in the House. Part of Hillary Clinton’s agenda in her campaign is to support the Senate’s bi-partisan approach to immigration reform.
So let’s be clear about what makes governing harder: the problem is that we have one political party that is catering to an ever-decreasing group of voters that completely rejects any form of compromise to their agenda. When/if folks like Chuck Todd, Ron Fournier and David Brooks figure that one out – they will finally be able to start telling the American people the truth.

“The Dysfunctional GOP Is Failing To Govern”: It Is Safe To Say Republicans Have No Earthly Idea Of What They Want To Accomplish
It was only January when Republicans took full control of Congress, but already it is safe to say they have no earthly idea of what they want to accomplish.
What we’re seeing is not just a bit of sputtering before the GOP machine cranks up and begins to systematically fulfill its governing plan. There is no plan. Republican majorities in both the House and Senate are so out of control that they’ve managed a feat once thought impossible: They make the Democratic Party look like a model of unity and discipline.
House Speaker John Boehner (Ohio) has never really been in charge of his caucus. But Senate Majority Leader Mitch McConnell (Ky.) was supposed to be a masterful orchestrator, a consummate dealmaker, a skillful herder of cats. So far, he is looking, well, kind of Boehneresque.
McConnell should be deeply embarrassed that a mere freshman, Sen. Tom Cotton (R-Ark.) could invite widespread ridicule by convincing 46 of his colleagues (including McConnell himself) to sign a dangerously inappropriate letter to the leaders of the Islamic Republic of Iran. At once bellicose and patronizing, the letter threatens to undo any agreement President Obama may reach on limiting the Iranian nuclear program.
It is one thing for a rookie senator, perhaps impressed with his new status, to decide he can barge into sensitive international negotiations that are clearly the president’s to conduct. But to convince so many others to go along with such a bad idea suggests a disturbing lack of adult supervision.
Predictably, Senate Republicans who signed Cotton’s missive have had to spend days explaining why. The better question, in my view, is how: Specifically, how could McConnell allow his majority to be hijacked in this manner?
Not that McConnell showed any greater ability to control events during the long and pointless fight over funding for the Department of Homeland Security. Senate Democrats remained united throughout — and, in the end, Republicans who had hoped to reverse Obama’s executive actions on immigration had to capitulate. McConnell, a master of the Senate’s arcane procedures, was reduced to complaining about how the mean old Democrats were using the rules to get their way.
Did McConnell allow the scenario to play out as a way of teaching House Republicans the limits of their power? If so, it was a triumph of hope over experience. We’ve seen this movie again and again, and it always ends the same way: with the House leadership apparently shocked to learn it takes 60 votes to get anything done in the Senate.
For all the post-election talk about how the GOP was going to show the nation it is capable of governing, by now it is clear that many Republicans in Congress do not share this goal.
Since Republicans do not hold the White House or veto-proof majorities in either chamber, governing requires compromise. Refusing to make the compromises needed to pass mandatory legislation, such as budget appropriations, leads to self-inflicted wounds such as government shutdowns for which Congress is blamed. These are not difficult concepts to grasp.
Yet many House Republicans — either for ideological reasons or because they fear inviting a primary challenge from the right — will not compromise at all. They find it more advantageous or satisfying to vote 50-plus times to repeal all or part of Obamacare, knowing they have no chance of succeeding, rather than look for ways to make the program work better for their constituents.
That explains Boehner’s ineffectiveness. But what about McConnell’s? Why hasn’t he taken the reins?
One reason is the number of Republican senators who are thinking about running for president. Opposition to Obama — rather than any set of ideas, values or principles — is the party’s North Star. So if a letter that seeks to torpedo the president’s Middle East policy is circulating in the Senate cloakroom, anyone thinking about the Iowa caucuses is going to sign on.
Another reason might be that McConnell is simply a better counterpuncher than initiator. Or perhaps he just needs to rethink his approach. His failure to get a single Democrat to defect on the Homeland Security votes should convince him that if he is going to be effective in leading the Senate, something’s going to have to change.
As things stand, it is possible to argue that the most capable field marshals in Congress are Senate Minority Leader Harry Reid (Nev.) and House Minority Leader Nancy Pelosi (Calif.). Which makes you wonder just what in the world the Republican Party thinks it might be accomplishing.

“Hijacked By The Hardliners”: Threatening To Gum Up The Confirmation Of Loretta Lynch Is Just The Latest GOP Tantrum
On Sunday, Senate Majority Leader Mitch McConnell declared he really, really likes having Eric Holder as attorney general. He essentially told CNN that unless Democrats concede to anti-abortion language Republicans snuck into a human trafficking bill, the nomination of Loretta Lynch to succeed Holder would not move forward.
First of all, whether Republicans accept it or not, abortion is a legal, constitutionally-guaranteed medical procedure in this country, for sex trafficking victims or anyone else. And second, this is indicative of the hostage politics we’ve come to expect from a party that refuses to govern. There is no issue, no matter how humane, and no funding need, no matter how dire, that cannot be hijacked by the ideological hardliners in the Republican Party.
We could have had immigration reform a year ago, without the threat of a Department of Homeland Security shutdown, if Speaker of the House John Boehner had told the bigots in his own caucus to take a hike and held a vote on a common-decency bill that would have passed. Republicans did shut down the government and harmed Colorado’s flood recovery efforts thanks to tea party intransigence on the Affordable Care Act. And we came to the brink of ladyparts shutting the whole thing down in 2011 thanks to Republican opposition to Planned Parenthood funding for health care screenings and services.
And no, it’s not “both sides.” I will cheerfully provide a swift wedgie to the next smug pundit who tries to blame Democrats for Republican failure to act like adults. President Barack Obama waited a year and a half for Boehner to move on immigration reform, and Boehner decided to abdicate his leadership to Iowa Rep. Steve King, who has accused undocumented immigrants of being a bunch of drug dealers with “calves the size of cantaloupes.”
Meanwhile, the Denver Post editorial board (or more accurately, publisher Dean Singleton’s ire at former Sen. Mark Udall) continues to rack up bonus points with the most credibility-damaging, fatuous endorsement of 2014, Republican Sen. Cory Gardner. The editorial actually claimed electing Gardner would “usher in a new era of bipartisanship”, that the Senate wouldn’t follow the House’s infantile, truculent lead and it would actually be “more productive.”
How’s that working out for you, Denver Post editorial board? Because Gardner didn’t get the memo.
He was one of the 47 Republicans to “pull a Dennis Rodman” and decide to communicate directly with a foreign government in order to undercut Obama. Given the backlash, Rodman’s North Korea visit may have been more effective and less comical, but this remains yet another example of Republican ineptitude. As conservative Michael Gerson put it, “This was a foreign policy maneuver, in the middle of a high-stakes negotiation, with all the gravity and deliberation of a blog posting. In timing, tone and substance, it raises questions about the Republican majority’s capacity to govern.”
Gerson’s right, and it’s only going to get better from here. According to Talking Points Memo , there are five more policy “cliffs” awaiting Congress, including the debt ceiling, funding for the Child Health Insurance Program and the end of overall funding for the federal government on Sept. 30. Obama has so far managed to outmaneuver these fools, but at some point voters need to stop rewarding failure by electing a party that is utterly incompetent at the basic functions of government.

“Talk About A Hot Mess!”: Attempting To Blow Up Hostages Is NOT Governing
Talk about a hot mess! Just try unravelling the lunacy contained in this article by Sarah Mimms. As best as I can understand it, she is suggesting that perhaps Sen. Tom Cotton has come up with a new way for the “conservative firebrands” to blow up hostages in light of the fact that Republican leadership is thwarting their attempts to do so via the legislative process.
Just look at Cotton. His letter criticizing the administration’s attempts to craft a deal with Iran—and his relentless pursuit of signatures from conservative and establishment Republicans—has driven the conversation in the Senate all week and has 2016 candidates clamoring to join his effort. Cotton, with a few mere months under his belt in the upper chamber, arguably holds more power on the issue of Iran right now than Senate Foreign Relations Committee Chairman Bob Corker and, perhaps, even McConnell himself.
Whether he can translate that into legislative victory remains to be seen, but Cotton is creating a model that conservatives hope to follow. But by getting out ahead of the issue, Cotton has forced leadership to include him in the conversation from the start, rather than having to try to outmaneuver the establishment in a floor fight after the fact.
Mimms alludes to previous legislative battles where conservatives tried to shut down the government over funding of Obamacare or deny DHS funding over executive actions on immigration only to eventually be thwarted by Republican leadership’s mastery of the “rules” of the legislature.
But its really not that complicated. Leadership had to amend legislation in a way that attracted enough votes (including Democrats) to actually get passed. That’s called “governing” – something about which those conservative firebrands seem to be completely oblivious.
But this is the paragraph where Mimms really got me scratching my head with a “whuuuu?”
What’s often lost in those fights is that on the biggest issues facing Republicans, conservatives and their leadership are on the same page. The difference is in how and when to fight those battles. If it were possible to gut the Affordable Care Act or overturn Obama’s “executive amnesty,” as conservatives term it, leaders would have done so by now.
She’s right…on most of these issues Republicans are on the same page. But the difference isn’t about “how or when to fight those battles.” It’s that as long as Barack Obama is in the White House and Republicans can’t put together a veto-proof majority to roll back his policies, it can’t be done – not unless you are willing to blow up the hostage. THAT’S the big difference between those she calls “conservatives” and the Republican leadership.
Ever since our founding, politicians have gone to Washington and found it difficult to accomplish their agenda. That’s because our Constitution sets it up that way. Actual governing requires working with the opposition, negotiation and compromise. What Mimms and these conservatives are trying to come up with is a way to avoid all that.
If you are looking for a culprit that could destroy our democracy, you need look no further than those who continue to threaten to blow shit up if they don’t get their way. Sen. Cotton tried to find a new way to do that with the Iranian negotiations. It’s pretty clear by now that he has failed. Rather than cheer him on, those who value our democratic process should be breathing a sigh of relief.
