“If GOP Is So Right, Why Are Red States So Far Behind?”: Red States Are The Poorest States In The Country
I have a question for my Republican friends.
Yes, that sounds like the setup for a smackdown, but though the question is pointed, it is also in earnest. I’d seriously like to know:
If Republican fiscal policies really are the key to prosperity, if the GOP formula of low taxes and little regulation really does unleash economic growth, then why has the country fared better under Democratic presidents than Republican ones and why are red states the poorest states in the country?
You may recall that Bill Clinton touched on this at the 2012 Democratic Convention. He claimed that, of all the private sector jobs created since 1961, 24 million had come under Republican presidents and a whopping 42 million under Democrats. After Clinton said that, I waited for PolitiFact, the nonpartisan fact-checking organization, to knock down what I assumed was an obvious exaggeration.
But PolitiFact rated the statement true. Moreover, it rated as “mostly true” a recent claim by Occupy Democrats, a left-wing advocacy group, that 9 of the 10 poorest states are red ones. The same group earned the same rating for a claim that 97 of the 100 poorest counties are in red states. And then there’s a recent study by Princeton economists Alan Binder and Mark Watson that finds the economy has grown faster under Democratic presidents than Republican ones. Under the likes of Nixon, Reagan and Bush they say we averaged an annual growth rate of 2.54 percent. Under the likes of Kennedy, Clinton and Obama? 4.35 percent.
Yours truly is no expert in economics, so you won’t read any grand theories here as to why all this is. You also won’t read any endorsement of Democratic economic policy.
Instead, let me point out a few things in the interest of fairness.
The first is that people who actually are economic experts say the ability of any given president to affect the economy — for good or for ill — tends to be vastly overstated. Even Binder and Watson caution that the data in their study do not support the idea that Democratic policies are responsible for the greater economic performance under Democratic presidents.
It is also worth noting that PolitiFact’s endorsements of Occupy Democrats’ claims come with multiple caveats. In evaluating the statement about 97 of the 100 poorest counties being red, for instance, PolitiFact reminds us that red states tend to have more rural counties and rural counties tend to have lower costs of living. It also points out that a modest income in rural Texas may actually give you greater spending power than the same income in Detroit. So comparisons can be misleading.
Duly noted. But the starkness and sheer preponderance of the numbers are hard to ignore. As of 2010, according to the Census Bureau, Connecticut, which has not awarded its electoral votes to a Republican presidential candidate since 1988, had a per capita income of $56,000, best in the country, while Mississippi, which hasn’t gone Democrat since 1976, came in at under $32,000 — worst in the country. At the very least, stats like these should call into question GOP claims of superior economic policy.
Yet, every election season the party nevertheless makes those claims. It will surely do so again this fall. So it seems fair to ask: Where are the numbers that support the assertion? Why is Texas only middling in terms of per capita income? Why is Mississippi not a roaring engine of economic growth? How are liberal Connecticut and Massachusetts doing so well?
It seems to suggest Republican claims are, at best, overblown. If that’s not the case, I’d appreciate it if some Republican would explain why. Otherwise, I have another earnest, but pointed question for my Democratic friends:
How in the world do they get away with this?
NOTE: In a recent column, I pegged the indictment of Texas Gov. Rick Perry to his “Democratic opponents.” Though the indictment did come out of Austin, which is a blue island in the red sea that is Texas, I should have noted that the judge who assigned a special prosecutor in the case is a Republican appointee and the prosecutor he chose has, according to PolitiFact, ties to both parties.

“The Wrong Kind Of People Voting”: Why Voter ID Laws Pose Long Term Danger To GOP
A trial begins today in a federal courtroom in Texas to determine the constitutionality of the state’s voter identification law, which is widely acknowledged to be the most restrictive in the nation. It has gone through a number of twists and turns: Passed in 2011, it was struck down in federal court in 2012 as a violation of the Voting Rights Act. Then in 2013 the Supreme Court gutted the VRA. Now the law faces a new trial based on a different VRA section.
In the end, the Republicans who passed this law may prevail, particularly since the only racial discrimination the conservative majority on the Supreme Court apparently finds troubling is the kind that might affect a white person somewhere. But Republicans may have underestimated just how much damage they continue to do to their party’s image by trying, anywhere and everywhere, to make it as hard as possible for the wrong people to vote.
True, voter ID is not at the forefront of the national debate. Majorities do tell pollsters that you should have to show ID to vote, since it has a certain intuitive appeal. But when the subject is actually debated and discussed in the news, it drives people away from the GOP — and not just any people, but precisely the people the party wants so desperately to improve among to stay competitive in national elections.
First, some background. While there is a certain amount of voter fraud in American elections, almost all of it happens through absentee ballots. The only kind of fraud prevented by voter ID laws is in-person voter impersonation, which is incredibly rare. As Zachary Roth has detailed, when Greg Abbott became the state’s attorney general, he vowed a crusade against the “epidemic” of voter fraud in the state. How many cases did he find that would have been stopped by the ID law? Two. Meanwhile, according to the state’s own figures, almost 800,000 Texans lack the appropriate state-issued ID to vote.
The best you can say about the Texas law and others like it is that the motivation for them isn’t so much old-style racism as naked partisanship. The problem today’s Republicans have with black people voting isn’t the fact that they’re black, it’s the fact that they’re Democrats. Republicans also want to make it hard for Latinos to vote, and young people, and urban dwellers who don’t drive. When they wrote into the Texas law that a student ID from a state university wouldn’t count as identification but a concealed carry gun permit would, they made it quite clear that the point was to discriminate on the basis of your likelihood to vote Democratic. These laws often are accompanied by measures doing things like restricting early voting, particularly on Sundays when many black churches conduct voting drives.
So let’s dispense with the laughable notion that the reason many Republican-controlled states have passed a voter ID law is nothing more than deep concern for the integrity of the ballot. With the exception of the claim that laws mandating absurd restrictions on abortion providers are really just about protecting women’s health, there is probably no more disingenuous argument made in politics today. Yes, Democrats who oppose these laws are also thinking about their party’s political fortunes. But one side wants to make it easy for people to vote, and one side is trying to make it harder.
The success of voter ID laws in suppressing votes has been mixed. Some studies have found little or no impact on turnout, while others have shown significant declines in it. Where the laws fail to achieve their goal of suppressing votes, it’s probably because Democrats often undertake substantial effort to counteract them by registering people and helping them acquire the proper identification.
In any case, this law and others like it may well end up surviving. While this year courts have struck down voter ID laws in Pennsylvania and Wisconsin, the laws are likely to get a friendly hearing from the conservatives on the Supreme Court, which first upheld a voter ID law in 2008. And for Republicans, the calculation seems straightforward enough. They know that the groups with whom they’re strongest, like older white voters, homeowners, rural voters, married voters, and so on, are the ones most likely to have driver’s licenses and therefore not find an ID law to be a hindrance. Make voting an extra hassle for the wrong kind of voters, and you may get a few thousand, or a few hundred thousand, to stay home — making the difference in a close election.
But for a party that is struggling to appeal to precisely those demographic groups targeted by voter ID laws, such short-term gains risk getting swamped by long-term damage to its image. The voter ID debate reinforces everything the GOP doesn’t want people to think about it: that it’s the party of old white people, that it has contempt for minorities, that it knows nothing about the lifestyles and concerns of young people (who are far less likely than their parents were to get driver’s licenses), and that it will do virtually anything to win. You can’t spend a bunch of energy doing something that will make it harder for, for instance, Latinos to cast ballots, then turn around and say, “By the way, if you manage to make it past all these obstacles we’ve put in your path, we’d really like your vote.” But so far, few in the GOP seem to understand that.

“So Far, Just Ripples”: The Wave Has Failed To Materialize
Meanwhile, back at the ranch — as foreign events hog the spotlight — why haven’t Republicans sealed the deal on the coming election?
When summer began, the conventional wisdom was that the GOP sorta kinda probably maybe would take control of the Senate in November. As summer ends — and it hasn’t been great for President Obama, which means it also hasn’t been anything for the Democratic Party to write home about — that same equivocal assessment still holds.
The Real Clear Politics Web site, which aggregates polls, rates nine Senate races as tossups. If incumbents Kay Hagan of North Carolina, Mary Landrieu of Louisiana and Mark Pryor of Arkansas manage to scrape out wins, the Web site calculates, Democrats will retain a 51 to 49 edge and Harry Reid gets to keep his job as majority leader.
Let’s say that one of those Democrats falters — or even two. It seems entirely possible that Bruce Braley could defeat Republican Joni Ernst in an Iowa race that polls show as a dead heat. Democrat Michelle Nunn may be gaining ground on David Perdue in Georgia, although a recent poll showing Nunn in the lead is probably an outlier. And the man who wants Reid’s job, Minority Leader Mitch McConnell of Kentucky, is in a surprisingly tough race against Democrat Alison Lundergan Grimes.
All in all, you still have to give the edge to the GOP. But it is a surprisingly narrow and tenuous advantage in a year when some analysts were predicting a wave election in favor of Republicans.
So far, just ripples. Why could that be?
This time, the GOP managed not to nominate candidates whose views are so extreme — or so wacky — that they might effectively concede what ought to be safe seats. The party establishment made ideological concessions to the tea party wing, but managed to insist on nominees who have a chance of being elected. No Republican candidate has spoken of solving problems with “Second Amendment remedies,” as Sharron Angle did in 2010, or run a television ad to declare “I’m not a witch” a la Christine O’Donnell that same year.
The candidates may be plausible, but they’re running on the wrong issues. Rather, the wrong issue: the Affordable Care Act.
“Repeal Obamacare” remains a rallying cry for the GOP’s activist base — perhaps less for the law itself than the president for whom it is named. But for independent voters, undoing health-care reform is not the sure-fire issue Republicans hoped it would be.
The program is in effect. Some people who previously could not obtain health insurance now have it. Most people are unaffected. Despite all the dire GOP predictions, the sky has not fallen.
Yet Republican candidates say otherwise, describing a dystopian breakdown of the nation’s health-care system that simply has not occurred. And they go all tongue-tied when asked how they could manage to repeal Obamacare in the face of a certain veto by Obama — or, more tellingly, just what they would put in place if they somehow succeeded.
Much of the news dominating the headlines this summer has been taking place overseas — Russia’s slow-motion invasion of Ukraine, the rise of the Islamic State in Syria and Iraq, whatever it is that seems to be happening in Libya. Blasting Obama for failed leadership is a guaranteed applause line, but GOP candidates are not even trying to articulate what the president should be doing differently. Airstrikes in Syria? Ground troops back to Iraq? Anybody want to speak up?
Nor has the party developed an economic message that goes beyond the familiar standbys: tax cuts, spending cuts, deregulation. The public is clearly not thrilled with the state of the economy — as reflected in Obama’s low approval ratings — but growth is up and unemployment is down. The claim that Democratic policies inevitably lead to ruin rings hollow.
Still, Democrats have an uphill fight, even if it’s not nearly as steep as the GOP hoped. To hold the Senate, segments of the Democratic coalition who often skip midterm elections — African Americans, Latinos, younger voters — will have to turn out. And polls show that Republicans maintain an edge in enthusiasm.
Which brings me to the wild card: immigration.
Obama is considering executive action that could give legal status to thousands or even millions of undocumented immigrants. Would that inflame conservatives and drive Republican turnout through the roof? Would it excite the Democratic faithful, especially Latinos, giving them a reason to vote?
This thing is unpredictable. And that’s a surprise.

“Marco Rubio, Leader Of The Pack”: The Best Way To Stop A Lynch Mob Is To Lead It
It really is amazing the extent to which partisan and ideological predispositions can affect how one interprets the same data. I look at Marco Rubio’s behavior on the immigration issue over the last sixteen months and see an unusually shameless flip-flop by a man willing to do almost anything to become president. Byron York looks at the same behavior, and even acknowledges the remarkable extent of self-contradiction going on; yet he purports to see Rubio as a brave and realistic pro-immigration-reform leader who is executing a “course correction” because he understands “the people” need some good vicious border enforcement before they’ll calm down enough to accept the mass legalization, a.k.a. “amnesty,” that conservative activists are sworn to oppose to the very last ditch.
This strikes me as the equivalent of saying the best way to stop a lynch mob is to lead it, but I’d guess York and I would probably agree that there is something of a mob mentality among “the base” on immigration policy these days–a sense of grassroots rage being liberated from the pragmatic designs of calculating pols. And that’s a real problem for those Republican pols, as Jonathan Chait astutely points out today. There’s now no gathering of GOP presidential wannabes with the grassroots conservative activists who will largely determine their fate where DREAMers won’t show up and make things very, very uncomfortable:
The trouble for Republicans is that the political theater created by the Dreamers is not going to stop. They can try their best to control officially sanctioned media debates, but the Dreamers are staging debates without permission, endlessly highlighting the cruelty of the Republican stance. It is a strategy for which the Republicans so far have no answer.
Now you have to figure that Frank Luntz or somebody will come up with a script the pols can use to defuse confrontations with DREAMers in a way that sounds less Steve Kingish. But it’s real hard to train “the base” to behave itself as well. In the famous King/Paul video, what impressed me most were the fundraiser attendees who were chanting “Go Home!” as King ranted at the DREAMers about “your country” (Mexico) being lawless. And at the instantly famous Rubio event in SC earlier this week, Rubio was being egged on by what appeared to be a roomful of angry hooting nativists.
So you can rationalize Rubio’s behavior (and that of similarly shrill GOP pols) all you want, and suggest he’s being a leader on immigration. But at best he’s the leader of a howling pack, with no real control over its future direction.

“Two Different Fantasies”: The Coming Conservative Tax Cut Deficits Will Make Bush’s Look Puny
For going on a year now, a group of reform-minded conservatives has been gently coaxing more pious coreligionists into supporting a tax reform plan that would violate the first commandment of supply-side economic theory.
In a broad sense, the two groups share similar goals. Both want to distribute income upward. The difference is that reformicons would like to limit the amount of upward redistribution to preserve some significant spoils for middle-class workers with children. They’ve rallied behind legislation, drafted by Senator Mike Lee (a Tea Party favorite from Utah) that would lower the top marginal tax rate only modestly—from about 40 to 35—while creating generous new tax credits for families with kids. The supply siders, as you probably guessed, want to ply those spoils into even larger rate cuts for the wealthy. The poor are left almost entirely out of the equation.
Under normal circumstances, the two camps would resolve a policy dispute like this by splitting the baby (the proverbial one; not the human one that comes with a generous tax-subsidy). But as supply-side stalwart Congressman Paul Ryan explained recently, asking rate-cutters like him to check their rate-cutting ambitions would be like asking Lance Armstrong to share his “secret sauce” with mid-tier racers—not much help for them, at the expense of his competitive edge. And on the flip side, the reformicons can’t yield too much to the supply siders, because at some point the political payoff (more money for the middle class) would disappear along with the whatever supposed incentive the credits would create for people to start families.
Enter Ramesh Ponnuru, a high-profile reformicon, with a plan to win Ryan over using clever spin. Just pretend the Lee plan’s child tax subsidies are comparable to tax cuts for investors, except the investors here are parents rescuing the country from a bleak demographic future, and the tax cuts are actually new tax expenditures.
“You can’t draw up a realistic budget with a top tax rate of 25 percent and a large child credit,” Ponnuru writes for Bloomberg. “(You might not be able to draw up a realistic budget with a top rate of 25 percent even without the credit.) You probably can, however, draw up one with a lower top rate than we have today and better treatment for investment — including parents’ investment in the next generation. Because that mix of policies would leave many millions of middle-class families ahead, it may well be easier to enact than a plan that concentrates solely on reducing the top rate. Supply-siders, that is, might achieve more of the rate reduction they seek if they embrace the credit.”
This is another way of saying that the politics of the Lee plan are vastly more appealing than the politics of the Ryan plan. The tax blueprint in Ryan’s budget is such a political disaster that it would likelier die in committee than become law in some less radical form, leaving Ryan with no rate reduction at all. Under the circumstances, he’d be better off settling for less-severe rate cuts and plying some of the projected deficits into the pockets of the middle class.
That’s absolutely true. But for supply-sider zeal, it would settle the argument under the prevailing terms. Yet those terms omit something fundamental to both plans: deficits. Neither party to the conversation has used the word deficit even once. And when you introduce the idea that both of these plans—not just Ryan’s—are deficit-financed (or financed with implicit tax increases on the poor and middle classes) it becomes hard to fathom why a tug of war between the reformicons and the supply-siders is necessary at all.
Lee offsets his tax cuts by eliminating and reducing a swath of tax expenditures. Nevertheless, they would increase deficits $2.4 trillion over ten years. Ryan’s plan would probably increase them by twice as much (before offsets, which he’s never specified). There isn’t a point along the connecting line where this trespasses into fantasy. These are just two different fantasies. Under the circumstances, the smart play isn’t for the reformicons to out-debate the supply siders, or to negotiate with them, but to buy them off. Give Ryan a big rate cut. Keep the middle-class child subsidies. Don’t bother paying for either, in full.
This, as Ponnuru sort of implies, would be deeply irresponsible. But it would enjoy the dual benefits of papering over the rift and solving the GOP’s miser problem, in much the same way that George W. Bush solved his regressivity problem in 2001 by cutting everyone’s taxes (the wealthy merely got a hefty bonus tax cut).
Instead Lee is teaming up with Senator Marco Rubio to narrow the $2.4 trillion shortfall. Perhaps they’ll succeed. But they’ll also have widened the conservative rift, leaving them a plan that’s intended to forge an alliance between the ruling and working classes, but does less for the former than the supply siders and less for the latter than Democrats. Actually legislating will almost certainly require surrendering to one faction or the other.
