“From Deep Inside The Fold”: Donald Trump Isn’t A Republican Traitor; He’s Giving Primary Voters Exactly What They Want

As panic sets in among Republicans at the prospect of Donald Trump either winning the GOP nomination, dividing the right by bolting the party to run as an independent, or merely trashing the rest of the field without restraint for the next six months before imploding, a narrative is taking hold among conservatives that’s equal parts self-protective and self-pitying. Trump, in this telling, isn’t really a Republican at all. He’s some extra-partisan saboteur who’s looking to blow up the GOP for his own purposes.

It’s true that Trump’s issue matrix (very far right on immigration, more centrist or pragmatic on entitlements and taxes, hawkish on foreign policy while denouncing the Iraq debacle without hedging) is not one that’s typically embraced by Republican presidential contenders. Yet conservatives are being too easy on themselves when they treat Trump as some force of nature that came out of nowhere or an anti-Republican conspiracy hatched in cahoots with the Clintons.

Trump may not precisely endorse the constellation of policies favored by either the GOP establishment or its reformist wing. But he’s not an ideological apostate arbitrarily endorsing idiosyncratic positions with no plausible connection to the conservative movement. On the contrary, he’s pushing a program that amounts to a distinctively Republican heresy.

Let’s start with immigration. It’s easy for members of the Republican establishment to see Trump’s position as anathema on this issue because they tend to oppose immigration restrictions — because they’re cosmopolitan elites, because they think the party desperately needs Hispanic votes to remain competitive, and because they’re beholden to a donor class that overwhelmingly favors allowing low-wage workers into the country.

But a party is nothing without voters, and the GOP’s overwhelmingly white and disproportionately rural voters — the actual foot soldiers of the party — take a polar opposite view on the issue. It was their revolt that sank immigration reform after the 2012 election, and it’s their support that is buoying Trump’s campaign. The establishment might not like it, but the fact is that Trump is never more in line with Republican voters than when he rails against undocumented immigrants and their ”anchor babies.”

Trump is exploiting another tension between the GOP elite and the grassroots on issues of tax cuts and government spending on entitlements. The Republican establishment is relatively consistent in its hostility to big government, preferring to cut taxes along with spending, with the latter ideally accomplished by such reforms as partial privatization of Social Security and the transformation of Medicaid into a program that hands out block grants.

The Republican base is far less consistent. It wants to cut taxes, and it likes speeches that rail against government spending. But when it comes to making real-world spending cuts, GOP voters (who tend to be older than Democrats and therefore more dependent on government programs that aid the elderly) agree with the person who famously (and absurdly) declared, ”Keep your government hands off my Medicare!” The grassroots want a free lunch, in other words, which is one important reason why the federal budget deficit has soared under every Republican president since Ronald Reagan.

Add in a growing willingness on the right to see the rich pay more in taxes, and Trump’s seemingly off-sides positioning begins to make sense in Republican terms. Yes, the mix of support for tax cuts and hikes, spending cuts and entitlement protections that one finds in the GOP base is contradictory, even incoherent. But it’s where conservative voters are, and Trump is the one candidate promising to give them exactly what they want.

Then there’s Trump’s blustery approach to foreign policy and trade relations: ”Elect me,” he seems to be saying, ”and I’ll be the toughest negotiator you’ve ever seen. I’ll get my way by sheer force of indefatigable will.” But of course, the Republican toughness fetish set in a long time before Trump. Ever since the Sept. 11 attacks and George W. Bush’s cowboy swagger and “Dead or Alive” threats to Osama bin Laden, the GOP has been obsessed with projecting strength — and assuming that the U.S. is bound to get its way if only the president unapologetically drives the hardest bargain at every moment. Trump is merely proving to be marginally more convincing than his rivals on this score because he’s been cultivating an omniconfident image in the public eye for decades.

Finally, we have Trump’s campaign slogan: ”Make America Great Again!” Calling the country ”great” is as American as apple pie, of course, but it was given new force in the late 1990s by the second-generation neocons, who championed an ideology they called National Greatness Conservatism. By now, nothing could be more commonplace than for a Republican to praise America’s super-duper, better-than-everyone-else exceptionalism.

Trump’s only modest innovation is to add the word ”again,” which grows out of the discontent with Barack Obama that’s laced through every speech Ted Cruz has ever given. Turn on right-wing talk radio any day of the year and you’ll hear hosts railing against American decline, which (as Charles Krauthammer put it during Obama’s first term) is a deliberate ”choice” that the current president is actively, even enthusiastically, pursuing. The amazing thing is that no one else thought to grab (and trademark) this GOP cliché for a campaign slogan before now.

Donald Trump might scramble the pieces of the Republican coalition and emphasize different policies than the party’s leadership would prefer, but he’s not a traitor to the GOP. He’s a heretic — one whose heterodoxy comes from deep inside the Republican fold.

“An Anti-Immigrant Police-State”: The GOP’s Crazy Birthright Citizenship Debate Could Have Real Consequences

A droll Politico headline earlier this week nicely summed up the state of bemusement and incomprehension surrounding the Republican Party’s revived fixation with ending birthright citizenship.

“Trump to O’Reilly: 14th Amendment is unconstitutional.”

Fox News’ Bill O’Reilly grilled Trump on Tuesday, based on the widely shared premise that ending birthright citizenship would require changing the Constitution to excise or edit the first sentence of the Fourteenth Amendment. That sentence states, “All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.”

Republicans are racing to catch up with Trump, creating a fresh consensus among the party’s presidential candidates that birthright citizenship is bad, and a presumption among most critics and reporters that these candidates believe the Constitution is flawed, and should perhaps be changed.

Neither of these presumptions necessarily describes anti-birthright candidates. Many Republican presidential hopefuls share the belief that giving the children of immigrants citizenship automatically is bad. In less abstract terms, they’re affirming an unfounded nativist anxiety that birthright citizenship creates an incentive for child-bearing immigrants to stream across the border and secure all the benefits of citizenship, including welfare, for their offspring—what conservatives derisively refer to as “anchor babies.” But they disagree among themselves over how to address the problem. And because the point of contention is so politically toxic—a dramatic shift to the right relative to the also-toxic Republican primary consensus in 2012—the candidates have little interest in explaining their personal theories of how the imaginary “anchor baby” crisis should be resolved.

All of the possibilities are equally crazy.

Under the status quo, the children of undocumented immigrants are conferred citizenship by the Fourteenth Amendment. If you believe this is bad, and that we should be willing to tolerate a permanent, minority underclass of stateless noncitizens, you can address it in three ways: by changing the Constitution, by stepping up enforcement so dramatically so that all unauthorized immigrants are expelled before they give birth, or by getting courts to reinterpret the Constitution as it is currently written.

In general, the Republicans who want to change the subject from birthright citizenship to literally anything else pay lip service to the issue. But they insist, for better or worse, that citizenship is a constitutional right of the children of immigrants, and that the Constitution is not going to change. Marco Rubio and Jeb Bush are in this category. Both intimate that they oppose automatic citizenship for the children of people without any documentation who are trying to game the Fourteenth Amendment, but argue that the right is enshrined, and it isn’t going away.

Perhaps intentionally, they are blinding themselves to the other strategies. In a statement to reporters earlier this week, Scott Walker’s spokeswoman explained how he would tackle the issue. “We have to enforce the laws, keep people from coming here illegally, enforce e-verify to stop the jobs magnet and by addressing the root problems we will end the birthright citizenship problem.” If there were no undocumented immigrants in the country, then birthright citizenship would become a mere abstraction. Without touching the Constitution, Walker suggests he would use a draconian enforcement regime to effectively moot the birthright clause of the Fourteenth Amendment. This is almost certainly not feasible, but it lays down a marker for immigration enforcement on the rightmost conceptual end of the policy debate—promising to deport immigrants at such an intense clip that vanishingly few will remain in the country long enough to give birth.

Trump’s goal is even more ambitious. He supports a Walker-like anti-immigrant police-state, too, but argues that the Fourteenth Amendment doesn’t say what it appears to say. A popular argument on the fringes of conservative legal thought holds that the original meaning of the Fourteenth Amendment—and of the term “jurisdiction” in particular—precludes the notion that it should create a right to citizenship for the children of non-citizen immigrants. Trump has bought into it. He’s not a fan of amending the Constitution, as he told O’Reilly, because “It’s a long process, and I think it would take too long. I’d much rather find out whether or not anchor babies are citizens because a lot of people don’t think they are.” This flies in the face of a century and a half of law. It was the source of O’Reilly’s confusion, and of the tongue-in-cheek Politico headline. To test the theory, a conservative state government could pass a law stripping citizenship benefits from children of immigrants, and defend it in court. This would be easy to laugh off in a different milieu, but in a world where scores of federal judges and three or four conservative Supreme Court justices are willing to vouchsafe plainly absurd and self-serving conservative legal arguments, it is alarming. Especially if you consider the possibility that a Republican candidate wins the presidency on an anti-birthright platform, and obtains the power to nominate nativists to the federal bench.

These views are so extreme that they’re often dismissed as harmless campaign trail pandering. Since the Constitution isn’t going to be amended anytime soon, at least not for this purpose, most reporters don’t take the anti-birthright frenzy as much more than a garden variety Republican primary spectacle. That’s a big error. GOP candidates are telling us how they would use levers at their disposal to antagonize immigrants, and we should be listening.

“No Experience Necessary”: A Cycle In Which ‘The Base’ Isn’t Buying Anti-Washington Rhetoric From Senators Or Governors

My editor at TPM asked me to take a look yesterday at the historical precedents for so many candidates with no experience in elected office managing to run non-trivial presidential campaigns at the same time. And indeed, I can’t immediately find any precedent for three such candidates in a single cycle. As noted in my column, Trump, Carson and Fiorina registered a total of 42% support in the post-debate Fox News national poll of the GOP presidential nomination contest. Add in Ted Cruz, whose brief service in the U.S. Senate has mostly been devoted to attacking his colleagues, and you’ve got a clear majority preferring as little experience as possible.

Past “non-politician” candidates for president mostly had an abundance of other forms of public service. The last president without a prior elected position was the epitome: Dwight D. Eisenhower, who was on the public payroll most of his life, and was noted among generals more for his political acumen than his military skills. 2008 candidate Wes Clark was from the same mold. 2000 candidate Liddy Dole had served in two Cabinet positions, and was married to the ultimate Congressional Insider.

Steve Forbes and Herman Cain were entirely innocent of public office, like today’s trio. But they didn’t appear in the same cycle.

In writing my column, I added up the elected experience of the other 14 candidates in the ’16 GOP field, and came up with 144 years. That’s a lot of experience. But the only candidate who seems to be putting a lot of emphasis on how much experience he has is Rick Santorum, who is going nowhere fast.

Of the three novices, Carly Fiorina is the most unique historically insofar as she really has no great successes to boast of in the private or public sectors. Yes, she was by some accounts the first woman to head up one of the world’s largest corporations, but by even more accounts she ran HP into the ground and then used her golden parachute to run a notably unsuccessful U.S. Senate campaign. Other than that, she’s good at getting appointed to the advisory committees of Republican presidential nominees–both McCain and Romney–and has the kind of communications skills you’d expect from someone used to doing Power Point presentations at shareholder meetings.

As I’ve discussed here often, there’s a big reason Fiorina has been largely bullet-proof despite her dubious resume; her gender makes her a very valuable party asset in a cycle where it’s still largely assumed Hillary Clinton will be the Democratic nominee. But you’d have to say she’s also benefiting from the same strange climate that has made Trump the GOP front-runner (in the polls at least) and Carson a grassroots favorite. Decades of attacks on the public sector combined with decades of broken promises by Republican pols have produced a cycle in which “the base” isn’t buying anti-Washington rhetoric from senators (other than perhaps the systematically irresponsible Cruz) or even governors. Maybe one of the experienced candidates with Establishment backing–you know, those who together are pulling a small minority of the vote in the polls–will eventually be the nominee. But said Establishment and the pundits and political scientists who view it as all-powerful need to take a long look at the dynamics of this nominating contest.
