“The Follies Of Overreach”: The Limits Of American Power; Judging Obama’s Foreign Policy
When I was young, a mantra among progressives was that America had to stop operating as global policeman. Vietnam was the signal episode of arrogant and ultimately self-defeating American overreach. But there were plenty of other cases of the U.S. government doing the bidding of oil companies and banana barons, and blithely overthrowing left-democratic governments as well as outright communists (or driving nationalist reformers into the arms of communists.)
As the late Phil Ochs tauntingly sang, “We’re the cops of the world.” Or as Randy Newman mordantly put it, “Let’s drop the big one and see what happens.”
At the same time, I viewed myself as sensible left. I was the guy at the Moratorium demonstrations of the late 1960s and early 1970s (actually covering them for Pacifica) hoping to make prudent withdrawal from Vietnam a majority cause, not the guy chanting “Ho, Ho, Ho Chi Minh.”) I liked Norman Thomas’s line: Don’t burn the flag, wash it.
Overthrowing elected leaders like Chile’s Allende, staging coups against Mossadegh in Iran and Arbenz in Guatemala, blocking the elected presidency of Juan Bosch in the Dominican Republic—those were outrages. Yet the basic containment of Soviet expansionism seemed necessary and smart policy to me.
As a lapsed political scientist, I agreed with the received wisdom that global anarchy and American isolationism led to 20th century war and chaos. I thought people who preached world government were naïve. I was, if you will, on the left wing of the realist camp. Yes to benign use of American power, no to marginal Cold War adventures and corporate-led foreign policy. Pick your battles and don’t assume unlimited power; give colonies their liberty but with very limited forays into “nation building.”
I understood that much of the pent-up rage in the global South was a delayed reaction to earlier Western imperialism, both political and economic. But I did not romanticize every Third World uprising.
Later, I thought Bill Clinton got it about right with his intervention in the former Yugoslavia, warm embrace of Mandela, diplomacy in Northern Ireland, realistic anti-terrorism policies, and relative restraint generally. I applauded Clinton’s Mid-East peace efforts, but thought both parties were far too indulgent of Israeli settlement-building on the West Bank.
Today, the legacy of the Cheney-Bush regime has underscored the folly of overreach. Every place where America intervened under the Cheney doctrine, we’ve left a worse mess than the one we attempted to fix.
In a sense, the Left has gotten its wish. Events have made crystal clear that America can’t intervene everywhere. It’s not even apparent that we can constructively intervene anywhere.
Challenges to global peace and stability are hydra-headed and localized, not the work of a central conspiracy. Not even Henry Kissinger could cut a deal with non-state militias, and there’s not much to negotiate with the ISIS caliphate.
Despite the partial culpability of Western excesses during the last century, it’s hard to argue that Jihadists are therefore the good guys and Yankee imperialists the bad guys. On the contrary, radical Islam is at war against the Enlightenment, not to mention the rights of religious others, women, and basic political democracy. (So, for that matter, are ultra-orthodox Zionism and ultra-fundamentalist Christianity.)
Despite its omissions, limitations, and the central role of dead white Europeans, I’m rather fond of the Enlightenment. Its basic ideals are worth defending.
Many Jihadists would surely use nuclear weapons if they could get them, making the events of 9/11 look like a mere prologue, and requiring U.S. global vigilance.
So, Left friends, be careful what you wish for. America’s power today is humbled—and the world is more of a cauldron than ever. Even for lefties inclined to “blame America first,” as the Right likes to put it, U.S. intervention is often a lesser evil.
So if you were Czar, as the old saying went, exactly what foreign policy would you venture?
Given the limited options, is Obama getting it mostly right? Or is he pursuing the correct policies but somehow projecting weakness (as he surely does with Republicans at home)?
Where does it make sense to exit the game, even if the vacuum is filled by true crazies and sectarian wars, as in Afghanistan and Iraq?
Where must we conclude that we have little constructive role to play despite humanitarian outrages, because of limited resources and leverage, as in Syria?
Where are truly vital interests at stake (Ukraine, and China?) and what’s the possible policy? Where is robust diplomacy a substitute for brute force?
How do we deal with the true menace of nuclear proliferation, when it’s no longer feasible to police the world?
I’m a big fan of Elizabeth Warren. I hope she runs for president. However, several progressive Democrats, not unreasonably, have lately said to me: But she has no foreign policy experience. Do we have any idea of her views, or whom she’d appoint? With the world in crisis, would people vote for someone like Warren solely on pocketbook issues?
Well, Cheney and Rumsfeld had plenty of foreign policy experience, and look what it got us. Obama had none whatever, but Kerry and Biden seem to be doing about as well as anyone could, given the terrible hand that history has dealt them. Clinton, if memory serves, had been governor of Arkansas, a state without a foreign policy.
Here is one more story from my youth. At my Oberlin graduation, in 1965, the Commencement speaker was Martin Luther King, Jr. The College trustees, perhaps to balance Dr. King, were also giving an honorary degree to Secretary of State Dean Rusk, architect of the Vietnam escalation.
One faction of students wanted to boycott or picket Commencement, but that would have insulted Dr. King. Moderate lefties like me proposed a compromise. If Rusk would meet with us and listen to our proposal, we would not stage a demonstration. The meeting was duly brokered. The few far lefties groused that the student leaders had sold them out.
At the meeting, we pitched the following proposition. Ho Chi Minh was first and foremost a nationalist. His real enemy was China. South Vietnam was corrupt, non-democratic, and in any case not viable as a state. Why not allow Ho’s National Liberation Front to take power, as America should have done when Ho won his anti-colonial war with France in 1954, and guarantee Vietnam’s neutrality in exchange for Vietnam’s non-intervention elsewhere?
Rusk smiled indulgently. What did we know? We were a bunch of kids.
As events turned out, we were better realists than Rusk. Today, half a century later, the communist government in Hanoi prizes trade deals with America, practices semi-capitalism, does not threaten its neighbors, and relies on the U.S. as a counterweight to China. We might have had roughly the same outcome in 1965, with 50,000 fewer American combat deaths.
But I digress. Here are two concluding thoughts.
First, despite far-left fantasies, American can’t simply exit the world stage. There are too many menaces that require our constructive engagement. But America’s room to operate is very limited.
Secondly, better to have a thoughtful and well-read progressive leader with limited foreign policy experience than an experienced right-wing zealot like Cheney, or even a misguided experienced moderate like Rusk.

“Stop Undermining The President!”: I Am Glad We Have Barack Obama As Our President At This Time In Our History
For a short time after September 11, 2001 anyone who dared to criticize then President Bush was called an unpatriotic traitor. Remember the Dixie Chicks?
But today when international crises occur those same folks pushing that patriotic fervor are quick to find fault with our current Commander in Chief. Whatever happened to putting our country first? It seems to me any global unrest becomes an excuse to bash our President for political purposes.
Take this recent shooting down of Malaysian domestic Flight 17 over the Ukraine. President Obama addressed the disaster the day it happened at an event in Delaware but he was criticized by pundits at Fox News and right wing radio for continuing his speech about building infrastructure. A case could be made that the President wanted to promote calm and business as usual on the home front. On the same day he spoke on the phone with the Russian leader, Vladimir Putin, who later put the blame on Ukraine.
The next day our President labeled it an “outrage of unspeakable proportions” and a “global tragedy” and asked for a ceasefire between Russia and the Ukraine and called for an international investigation into the incident. He also spoke on the phone to Ukrainian President Petro Poroshenko, Malaysian Prime Minister Najib Razale, and Prime Minister Marke Rutte of the Netherlands over the course of the past two days.
In other words, he took the appropriate steps and actions to lead and stay on top of this international crisis. Yet, Senator John McCain pointed fingers at President Obama for not supplying weapons to Ukraine to help fight off the Russian rebels accused of this dastardly deed (whether it was an accident or not.) In fact, President Obama just two days ago announced even tougher sanctions on Russia for its involvement in Ukraine. So he has been taking actions, just not the military ones that war hawks McCain and others in the GOP have been pushing.
Then the Fox pundits, Sean Hannity in particular, compared this situation to President Reagan‘s reaction to a downed Korean passenger airliner by the Soviet Union in 1983. Yes, President Reagan, great actor that he was, condemned it in strong words, but it took him four days to do it and then he never took any action after that. Plus, it was a totally different world then. We were in a Cold War with the Soviets and things are much more complicated today with all of the unrest in the Middle East.
The conservative pundits will never talk about the Iranian passenger plane Air 655 that we shot down by accident in 1988 under President Reagan’s watch. The United States never apologized for it, paid $61 million for the 290 victims’ families, and no one was fired or held accountable for it. Talk about ironic hypocrisy by those who are so outraged by this.
I, for one, am getting tired of hearing about how “weak” our President is regarding foreign policy. Isn’t it possible that calling him that undermines our country and our reputation in the world? He is not weak. He is not John Wayne (emulated by Ronald Reagan and George W. Bush) but rather Cool Hand Luke. He thinks before he acts. He doesn’t shoot from the hip. He takes his time and consults his advisors and looks at the big picture of any long term effects his decisions may create. This may infuriate the action hero testosterone crowd but I think it is the better approach.
Sure, there are statements and mistakes the President made that he would like to take back like the “red line” in Syria, providing more security in Benghazi, and domestically the “you didn’t build that” (although that was taken outside of context), and “if you like your plan you can keep it” (which I think he really believed.)
But the vitriol and hatred lashed out against our leader is very disturbing and maddening. Many of it is based on lies told against him by his opponents (remember the so-called “apology tour” and “death panels” and the debacle over his birth certificate?)
A Facebook friend accused President Obama of raising his middle finger to Republicans from the beginning. I had to straighten him out by pointing out that right after Obama was inaugurated he invited the GOP over to the White House for a Super Bowl party, he played golf with Speaker of the House John Boehner after the 2010 election, he said in his address to the American people “even if you didn’t vote for me, I am your President too.” He wanted to unite the country. Remember his 2004 Democratic Convention speech about the red and blue states and how we are the United States?
It was the Republicans who turned against him from the beginning. The first day of his Presidency they had a meeting to devise a plan to defeat him. The Senate Minority leader, Mitch McConnell, said his number one priority was to make Barack Obama a one-term president (we all know how that turned out.) Talk radio host Rush Limbaugh said in the midst of our Great Recession “I hope he fails.”
You can only extend the hand of friendship and have it rebuffed so many times until you get the message that it is pointless. And I’m not saying it’s racial although there may be elements of that. The GOP did the same thing to President Bill Clinton, leading numerous dead-end investigations until they latched onto the Monica Lewinsky scandal and actually impeached him in the House of Representatives.
The irony is that the oppositions’ constant barrages have actually strengthened the President. I have never heard him speak with more fire than after Boehner announced the GOP were going to sue him. He has become immune to the chatter on the right and has taken up this latest attack as a battle cry for him to “do his job” for the country as Congress has become the least productive branch of government in history.
President Obama has finally gotten the message that FDR, LBJ, Bill Clinton and even Ronald Reagan learned. You can’t please the opposing party so you have to stick to your principles and do what you feel is right for the country.
I don’t know if other Americans are sick of all of this infighting but I have reached my boiling point. I am seriously considering banning Fox News from my channel surfing as it just irritates the heck out of me.
I just wish we as a nation would get behind our President at times of international crises. Maybe that will happen after the mid-term elections, but I am not holding my breath. In the meantime, I am glad we have Barack Obama as our president at this time in our history. We need his calm, cool, clear headed approach to leadership at this time of unprecedented international turmoil. And if enough of us just get behind him, maybe we can once again become the “United States of America.”

“The GOP Is Still Dick Cheney’s Party”: Unintended Consequences Are Never Anything To Worry About
A new survey from the Pew Global Attitudes Project shows that the kind of personalized fear that drove so much of our politics and policy on foreign affairs through the Bush years is almost completely gone. While there are lots of interesting results in the survey, which was conducted in 20 countries, I want to focus on the answers Americans gave to this question: “What countries or groups pose the greatest threat to the United States in the future?”
The answers suggest a powerful shift in the way Americans are thinking about the world — and show why some Republicans are so unsettled by Rand Paul’s arguments against interventionism abroad. As though the GOP didn’t have enough internal disputes to worry about already, this is one more serious divide within the party, and it shows why Dick Cheney’s reemergence hasn’t exactly been greeted with open arms.
Here are the top eight responses people gave when asked what was the greatest threat to the United States:
Russia: 23%
China: 19%
Iran: 16%
North Korea: 7%
Pakistan: 6%
United States: 2%
Japan: 2%
Al Qaeda: 2%
Answers to a question like this one are going to be affected by what’s been in the news lately. But the most extraordinary number there is undoubtedly Al Qaeda coming in at 2 percent. Only one in 50 Americans considers it the top threat to the country.
One of the defining features of Bush-era rhetoric around terrorism was that it was very personal. Al Qaeda didn’t just pose a threat to the country, it posed a threat to you and your family. You had to take off your shoes at the airport. You were enlisted to be on the lookout for bombs (“If you see something, say something”). You were told by the government to go out and buy plastic sheeting and duct tape so you’d be able to protect your home against a chemical weapon attack.
But the threats people are seeing now are broader and more long term. They’re concerned about what Russia will do to its neighbors, but I doubt too many Americans think Vladimir Putin is going to launch a nuclear missile at their home town. The threat from China is primarily economic. Even the idea of Iran acquiring a nuclear weapon is a threat mostly to Middle East stability and Israel — but not to us here. Which may explain why there’s sufficient political space for the Obama administration to seek a deal to restrain Iran’s nuclear program.
If this is the world Americans see — one of complexity, with threats of various kinds and some problems that are serious but affect us only indirectly — then the argument Republicans have been making about foreign policy for the last twelve years doesn’t sound quite as persuasive. That argument is, essentially, that the world is still a terrifying place and the only way to handle it is with an unfailingly aggressive posture. In this view there’s barely any such thing as an international conflict that can’t be resolved with the application of American military force in some form (even if it’s not an outright invasion); unintended consequences are never anything to worry about; and the only real danger comes from inaction. This is the Bush-Cheney foreign policy perspective, and it still rules the GOP.
The problem is that the more bellicose faces of that foreign policy, like Dick Cheney himself, make much of the country recoil. Which is why Cheney’s reemergence as a pundit hasn’t exactly had Republicans jumping for joy. It isn’t that too many of them disagree with him on substance, but given his role in the spectacularly deceptive propaganda campaign to sell the public on the Iraq War and the spectacularly destructive war itself, he’s not exactly the messenger they were waiting for.
Meanwhile, the one prominent Republican who questions the party’s foreign policy bellicosity — Rand Paul — is finding himself the target of an awful lot of fire from within his party. Here’s Dick and Liz Cheney going after Paul (“I think isolationism is crazy,” says Dick). Here’s Rick Perry writing an op-ed going after Paul. Here’s John McCain criticizing Paul for wanting “a withdrawal to fortress America.” For his part, Paul says that he isn’t an isolationist, he just wants to set a higher bar for US involvement in foreign conflicts.
Jennifer Rubin argues that Paul is alone in the GOP and the party is actually unified on foreign policy, which might be accurate if you’re talking about prominent elected officials. But the electorate is another story. Assuming Paul runs for president in 2016, this debate is likely to feature prominently in the primaries. And we could discover that there are quite a few Republican voters whose views on foreign affairs go beyond the Bush-era perspective centered around the threat of terrorism and the terror we’re all supposed to feel.

“The Right’s Ahistorical Look At Global Turmoil”: According To John McCain, We Haven’t Invaded Enough Countries
Sen. John McCain (R-Ariz.) made yet another Sunday-show appearance yesterday and offered some historical perspective that stood out as interesting. Asked about the disagreement over foreign policy between Sen. Rand Paul (R-Ky.) and Texas Gov. Rick Perry (R), McCain replied:
“So I’m not particularly interested in getting between Senator Paul and Governor Perry, but I do believe that the things we’re seeing in the world today, in greater turmoil than at any time in my lifetime, is a direct result of an absence of American leadership.”
Now, for McCain, the “absence of American leadership” roughly translates to “we’re not engaged militarily in enough foreign countries,” so this is obviously easy to dismiss.
But to believe the world is in “greater turmoil” than at any time in McCain’s lifetime is an amazing claim. I suppose there’s some subjectivity to this – one observer’s turmoil may be another’s unrest – but John McCain was born in 1936.
I mention this because his lifetime includes the entirety of World War II and the beginning, middle, and end of the Cold War. McCain wants to talk about global “turmoil”? We can have a spirited chat about Hitler taking swaths of Europe while Japan invaded China. That’s “turmoil.” By comparison, today’s global stage is almost tranquil.
McCain added in the same interview, “I would argue that given conditions in the Middle East, this might be more dangerous than any time in the past.”
Really? Any time? Conditions are more dangerous now than during any Arab-Israeli conflict, the Iran-Iraq war, the Iranian revolution, the Egyptian revolutions, every Islamic uprising and civil war of the 1970s, and the rise of al Qaeda?
This is not to say the Middle East is a model of stability right now, but to say that it’s “more dangerous” than at “any time in the past” is a little over the top.
Let’s also note that McCain has made curious historical arguments like these before. In 2008, at the height of his presidential campaign, the senator said the conflict between Russia and Georgia was the first “serious crisis internationally since the end of the Cold War” – overlooking 9/11, both wars in Iraq, the war in Afghanistan, two conflicts in the Balkans, multiple crises in Israel, Darfur, and the rise of a nuclear North Korea, among other things.
But it seems this general train of thought is nevertheless common. The Wall Street Journal reports today:
A convergence of security crises is playing out around the globe, from the Palestinian territories and Iraq to Ukraine and the South China Sea, posing a serious challenge to President Barack Obama’s foreign policy and reflecting a world in which U.S. global power seems increasingly tenuous. […]
The chaos has meant that the Obama administration finds itself in the middle of a second term reacting to rather than directing world events.
Remind me, when was this era in which U.S. officials were capable of “directing world events”? Here’s a hint: there was no such era. This is an ahistorical Republican talking point working its way into a purported news story.

“Obama’s Understated Foreign Policy Gains”: Leadership, Painstaking Diplomacy And Understanding America’s Limitations
It’s been a pretty good couple of weeks for American foreign policy. No, seriously.
On June 23, the last of Syria’s chemical weapons stockpile was loaded onto a Danish freighter to be destroyed. The following day, President Vladimir V. Putin of Russia asked his Parliament to rescind the permission that it had given him to send troops into Ukraine. Meanwhile, there is still cautious optimism that a nuclear deal with Iran is within reach.
What do these have in common? They were achieved without a single American bomb being dropped and they relied on a combination of diplomacy, economic sanctions and the coercive threat of military force. As policy makers and pundits remain focused on Iraq and the perennial but distracting discussion about the use of force, these modest but significant achievements have, perhaps predictably, been ignored. Yet they hold important lessons for how American power can be most effectively deployed today.
Nine months ago, President Obama eschewed military means to punish Syria for its use of chemical weapons and instead negotiated an agreement to remove them. Critics like Senator John McCain blasted it as a “loser” deal that would never work. By refusing to back up a stated “red line” with military force, Mr. Obama had supposedly weakened American credibility.
In Damascus, however, the threat of military engagement by the United States was taken more seriously. And when given the choice between American bombing or giving up his chemical weapons, President Bashar al-Assad of Syria chose the latter.
Four months ago, some pundits confidently declared that Mr. Putin had “won” in Crimea and would ignore a Western response of toothless sanctions. But Russia has paid a serious price for its actions in Ukraine: diplomatic isolation and an economic downturn spurred by capital outflows, declining foreign investment and international opprobrium.
Mr. Putin’s recent effort to tamp down tensions appears to be a response, in part, to the threat of further sanctions. In trying to operate outside the global system, Mr. Putin found that resistance to international norms came at an unacceptable cost.
While it is far too early to declare success on the nuclear talks in Vienna, that the United States and Iran are sitting down at the negotiating table is a historic diplomatic achievement. When Mr. Obama spoke during the 2008 election campaign of his willingness to talk with Iran’s leaders, it led to criticisms that he was naïve about global politics. But his efforts as president to extend an olive branch, even as Iran continued to pursue its nuclear ambitions, enabled America to build support for the multilateral economic sanctions that helped make the current negotiations possible.
While one should be careful in drawing expansive judgments from disparate examples like these, there are noteworthy commonalities. The most obvious is that military force is not as effective as its proponents would have Americans believe. Had the United States bombed Syria or hit Iran’s nuclear infrastructure, it would almost certainly not have been as successful as the nonmilitary approaches used.
Yet, at the outset of practically every international crisis, to bomb or not to bomb becomes the entire focus of debate. That false choice disregards the many other tools at America’s disposal. It doesn’t mean that force should never be considered, but that it should be the option of last resort. Force is a blunt instrument that produces unpredictable outcomes (for evidence, look no further than Iraq, Afghanistan and Libya).
What did work in these three situations was the patient diplomatic effort of building a global consensus. The success of international sanctions against Iran and Russia respectively relied on the support of both allies and rivals. Acting alone, the United States would never have achieved the same results.
It wasn’t just Americans who were outraged by the seizure of Crimea — so, too, were nations that had few interests in the region. The reason is simple: When countries invade their neighbors with impunity, it puts every country at risk. A similar global consensus against chemical and nuclear proliferation, backed by international treaties, also served as the foundation for American diplomacy toward Iran and Syria.
Critics will fairly argue that these outcomes hardly justify great celebration. Mr. Assad has relinquished his chemical weapons, but the bloody civil war in Syria continues. Mr. Putin has backed off in eastern Ukraine, but he’s keeping Crimea. Iran may agree to a nuclear deal, but it will remain a destabilizing power with the potential to upgrade its nuclear capacity.
This speaks to the limitations of American power. The United States cannot stop every conflict or change every nefarious regime. Any foreign policy predicated on such ambitions will consistently fail.
What the United States can do is set modest and realistic goals: upholding global norms and rules, limiting conflicts and seeking achievable diplomatic outcomes. With China flexing its muscles in the Far East, these lessons are more important than ever.
But they are not transferable to every international crisis. Sanctions don’t mean much, for example, to radical nonstate actors like the jihadists of the Islamic State. And unilateral pressure from the United States cannot, for example, bring about the political reforms in Iraq that are needed to stabilize the country. Sometimes, America has no good answer for disruptive events like these.
All too often, though, our foreign policy debates are defined by simplistic ideas: that force is a problem-solver, that America can go its own way and that mere application of American leadership brings positive results. But the results with Syria, Russia and Iran remind us that when American foreign policy is led by painstaking diplomacy, seeks multilateral consensus and acts with an understanding of its own limitations, it can produce positive results. More often than not, boring is better.
