“The Same Priorities She’s Emphasizing Now”: What Hillary Said About Paid Leave, Child Care, Inequality — Yesterday And 20 Years Ago
Following Hillary Clinton’s first major campaign speech on Saturday, purveyors of conventional wisdom have assured us again that she is tacking toward the left to deflect her challengers and mollify her party’s liberal base. Such assertions usually hint that Clinton is not progressive herself, but merely swayed that way by polls and consultants.
On the evening before her big event in Four Freedoms Park, New York’s memorial to its favorite son, Franklin Delano Roosevelt, I picked up a copy of her 1996 bestseller, It Takes A Village. (While many journalists once thumbed through it, few seem to remember its contents.) Published during an era when the nation showed few signs of turning leftward, Clinton’s first book offered pithy arguments for the same priorities she is emphasizing now. Consider the views she expressed on family leave — and, in particular, the limitations of the law signed by her husband in 1993:
As I have mentioned, the Family and Medical Leave Act guarantees unpaid leave to employees in firms with more than fifty workers. That is a good beginning. Many parents, however, cannot afford to forgo pay for even a few weeks, and very few employers in America offer paid maternity and paternity leave….
Other countries have figured out that honoring the family by giving it adequate time for caregiving is not only right for the family and smart for society but good for employers, who reap the benefits of workers’ increased loyalty and peace of mind. The Germans, for example, guarantee working mothers fourteen weeks’ maternity leave (six weeks before and eight weeks after delivery) at full salary…
Other European countries provide similarly generous leave, some of them to fathers as well as mothers. In Sweden, for example, couples receive fifteen months of job-guaranteed, paid leave to share between them…
As First Lady, Clinton obviously was in no position to demand that her husband’s administration (or the Republican-dominated Congress) institute paid family leave, but her own opinion was clear enough. So was her view of early childhood education, another current issue that she highlighted on Saturday:
Imagine a country in which nearly all children between the ages of three and five attend preschool in sparkling classrooms, with teachers recruited and trained as child care professionals. Imagine a country that conceives of child care as a program to “welcome” children into the larger community and “awaken” their potential for learning and growing.
It may sound too good to be true, but it’s not….More than 90 percent of French children between ages three and five attend free or inexpensive preschools called écoles maternelles…
While I was in France, I had conversations with a number of political leaders, from Socialists to Conservatives. “How,” I asked, “can you transcend your political differences and come to an agreement on the issue of government-subsidized child care?” One after another of them looked at me in astonishment. “How can you not invest in children and expect to have a healthy country?” was the reply I heard over and over again.
Finally, Clinton drew sharp attention to the social instabilities of the post-industrial American economy and the role of government in redressing what she called a “crisis.” Observing that “long-established expectations about doing business have given way under the pressures of the modern economy,” she warned bluntly:
Too many companies, especially large ones, are driven more and more narrowly by the need to ensure that investors get good quarterly returns and to justify executives’ high salaries. Too often, this means that they view most employees as costs, not investments, and that they expend less and less concern on job training, employee profit sharing, family-friendly policies…or even fair pay raises that share with workers – not to mention their families and communities – gains from productivity and profits…
Despite record profits for many companies, the gap in income between top executives and the average worker has widened dramatically….This growing inequality of incomes has serious implications for our children.
She went on to again praise Germany, where “there is a general consensus that government and business should play a role in evening out inequities in the free market system” — and where higher base wages, universal health care, and superb job training guaranteed “a distribution of income that is not so skewed as ours is.”
Writing 20 years ago, when President Clinton was running for re-election against the odds, Hillary hedged her message — and yet she was prescient in addressing the harms of an increasingly unfair economy. What she said then undergirds what she is still saying, more and more forcefully, in this campaign.

“Why Joe Biden Should Run”: It Can Only Make The Democratic Party Better
On the night of October 11, 2012, Barack Obama loped across the tarmac at Andrews Air Force Base, looking as if he were trying hard not to grin. It was a change of mood; eight days earlier, he had done poorly in his first Presidential debate with Mitt Romney, and the feeling in his campaign was gloomy. But, that evening, Vice-President Joe Biden had had his first debate with Paul Ryan, during which he called out the Romney campaign on its “malarkey.” Some commentators thought that he had looked foolish—he’d laughed a lot, and when Biden laughs, he throws back his head. (Mark Salter, the Republican operative, called the Obama-Biden debate combination “sleepy cop/crystal-meth cop.”) But even many of the critics thought that he’d won. He had reminded a lot of people of why they wanted a Democrat in the White House, particularly on questions like income inequality. One of those people seems to have been Obama himself. He’d watched the debate on Air Force One and, though there wasn’t a plan for him to speak to reporters, he swung over to where they were standing.
“I’m going to make a special point of saying that I thought Joe Biden was terrific tonight,” the President said. “I could not be prouder of him. I thought he made a very strong case. I really think that his passion for making sure that the economy grows for the middle class came through. So I’m very proud of him.”
Obama also seemed, in the days to come, more proud of himself. Having Biden with him on the ticket in 2012 helped him win and, it seemed, helped make him a better President when he did. That was the case when what was scoffed at as yet another instance of Bidenic indiscipline—getting ahead of his boss by saying that he was “absolutely comfortable” with full legal recognition of same-sex marriage—led Obama, too, to say what he actually believed, and arrive at a place where he felt proud to be.
The idea that a person could make those around him better came up again this past weekend, when Obama delivered the eulogy for Biden’s son, Beau, who had died of brain cancer, at the age of forty-six. The Vice-President, by all accounts, was hit hard by his son’s death. In 1973, he had taken his Senate oath next to the hospital bed where Beau lay, at age three, after surviving the car crash that had killed Biden’s wife and daughter. He was also the son who had served in the reserves in Iraq, been elected as the district attorney of Delaware, and one day, perhaps, could go even further in politics than his father had. “He even looked and sounded like Joe, although I think Joe would be first to acknowledge that Beau was an upgrade—Joe 2.0,” Obama said. He added, “That’s who Beau was. Someone who cared. Someone who charmed you, and disarmed you, and put you at ease. When he’d have to attend a fancy fund-raiser with people who took themselves way too seriously, he’d walk over to you and whisper something wildly inappropriate in your ear.” (Joe Biden, for his part, has been known to whisper wildly inappropriate things, but when he was, for example, caught on an open mic telling Obama that the passage of the Affordable Care Act was “a big fucking deal,” he was reminding Obama that he should take something seriously.) At the funeral, Obama said that he loved Biden. The two have a weekly lunch; the most recent one was on Wednesday, Biden’s first day back at work since Beau’s death.
But Obama is almost done being President. Who else can Biden make better? Put another way, why doesn’t Biden run for President in 2016? Hillary Clinton may not want him to. But it might do her good, even if she is, as everyone says, the inevitable candidate. And it can only make the Democratic Party better.
Last year, Evan Osnos spoke to the Vice-President for a New Yorker Profile, and, Osnos wrote, “I asked Biden how he will respond if opponents say he is too old to be President. ‘I think it’s totally legitimate for people to raise it,’ he said. ‘And I’ll just say, Look at me. Decide.’ ’’ Biden is seventy-two. Hillary Clinton is sixty-seven. More tellingly, Biden added, “I watched my father. I made a mistake in encouraging him to retire. I just think as long as you think you can do it and you’re physically healthy….”
The Clintons have become very wealthy as a result of their book deals, speaking fees, and other endeavors—they have made thirty million dollars just since Hillary left the State Department. (Bill Clinton recently said that he would consider giving up paid speeches—after Hillary wins.) Joe Biden is not a very wealthy man. By one estimate, his net worth is between thirty-nine thousand and eight hundred thousand dollars; by another, with his mortgage figured in, it is a negative number. (Biden: “But I got a great pension and I got a good salary!”) Which way does that cut, for each of them? Perhaps it makes a Biden campaign less feasible, in that he has less flexibility; it might also make it more desirable, depending on one’s definition of independence.
Last week, Hillary Clinton almost lost to Bernie Sanders in a Wisconsin straw poll (the tally was forty-nine per cent to forty-one), but Sanders, who can reasonably be called a socialist, is not likely to be the one who makes clear what her real general-election vulnerabilities are, or how to overcome them. Biden would. He may have no chance of winning. But he is a more plausible candidate than anyone Clinton is facing now, and perhaps the best answer to the fear that, as the Republicans fight it out among themselves, she will drift through until the convention, with a stray glance at Martin O’Malley, and enter the general election unprepared for the fight. Obama was right about Biden’s debate with Ryan: rewatching it is a good reminder of his ability to speak plainly and in detail about Democratic economic policies—something that involves more than just throwing out lines about level playing fields. (Republicans have been doing that, too.) Maybe Hillary Clinton, in a speech she’s scheduled to give on Saturday, will find a way to make those themes work for her. She hasn’t yet.
And, although she served four years as Secretary of State, Biden has a deeper background in foreign policy, with years as a ranking member of the Senate Foreign Relations Committee, and a skepticism about things like troop deployments that might appeal to noninterventionists—who can be found across the spectrum. His 2006 proposal for Iraq—reshaping the country into a loose three-part federation—also much derided, does not, in light of recent events, look all that bad. (As it is, a sectarian Shiite-dominated central government unwilling to give a voice or commit resources to Sunni and Kurdish regions has contributed to the rise of ISIS.)
But how, might one ask, could Biden win in a general election when Obama, his boss, is so unpopular? That question points to what may be one of the most interesting results of having Biden in the race. Hillary Clinton would have to decide where she really stands on the Obama Presidency, in all its aspects, and say what she thinks about it. (He was her boss, too.) Her advisers have made it clear that she’s counting on the Obama coalition; how tied are their votes to the Obama legacy? Clinton needs a response that doesn’t just involve hinting that everything would have been better if she’d been elected in 2008. She tried out some jabs at Obama, in an interview with the Atlantic last August, in which, quoting one of his mantras, she said, “Great nations need organizing principles, and ‘Don’t do stupid stuff’ is not an organizing principle,” and called his choices on Syria a “failure.” Her spokesman said afterward that she hadn’t meant to criticize the President, and looked forward “to hugging it out.” The message there, whatever it was, got muddled. Biden’s presence might clarify it, and present some interesting choices to Democratic primary voters—and to Obama, who might not endorse anyone before the nomination, but could give a few hints of his preference along the way.
The President, in his eulogy, spoke to Beau Biden’s children. “To Natalie and Hunter, there aren’t words big enough to describe how much your dad loved you, how much he loved your mom. But I will tell you what, Michelle and I and Sasha and Malia, we’ve become part of the Biden clan. We’re honorary members now. And the Biden family rule applies. We’re always here for you, we always will be—my word as a Biden.” That might have some resonance for their grandfather, as well. Why not run?

“GOP Bad Faith Legal Mischief”: Democrats Have Every Reason To Save Republicans From An Obamacare “Bloodletting”
Sometime this month, possibly as early as Monday morning, the Supreme Court will issue its ruling in King v. Burwell. If the Court ignores both the text and purpose of the Affordable Care Act, and rules for the challengers, millions of the law’s beneficiaries in 34 states will quickly lose their insurance subsidies and be forced off their health plans. The ensuing chaos would be the consequence not just of the ruling itself, but also of the Republican Party’s expected unwillingness to pass a one-sentence bill clarifying that Obamacare subsidies are available in every state, whether or not each state established its own health insurance exchange.
When King, and similar cases, were first conceived, they quickly became vessels of hope for conservatives, who recognized how difficult and punishing it would be to hobble or eliminate Obamacare through the legislative process. What many of them have come to recognize in the subsequent years is that farming out the job to the judiciary can’t spare them from the subsequent political cost: As decision day approaches, more and more of these conservatives are acknowledging candidly—and typically anonymously—that they will suffer badly if the Supreme Court does the very thing they’ve asked the Supreme Court to do.
“The most likely option is that Congress is unable to pass a fix,” an anonymous Republican Hill staffer told Joel Gehrke of the conservative National Review—a magazine that has beseeched the Court to void the subsidies. “Either Republicans won’t be able to settle on a fix or the president will veto whatever we do come up with. At that point, it will be up to the governors to pass their own laws deeming the national exchange a state exchange. That is the path of least resistance.”
Gehrke looks at the cross-pressures Republicans would face after a ruling for King and wonders whether they “could be in for a bloodletting.” Though they can’t admit it publicly, the promise of a bloodletting—compounded by the fact that every vulnerable Republican senator in cycle next year represents an affected state—is precisely why so many Republicans privately hope the Court will uphold the subsidies.
If the conventional wisdom which took shape after oral arguments—and to which I subscribe—is correct, the government will win, and this painful exercise in bad faith legal mischief will come to nothing. But if the challengers win, and a bloodletting ensues, Democrats won’t be able to stand back while Republicans absorb the political damage. Bloodletting or no, Obamacare will be crippled in most states. It could easily remain crippled indefinitely. Its fate will turn on the question of whether the political consequences for Republicans resemble the consequences of a government shutdown or collision with the debt limit. But either way Democrats will have to play an active role in bringing about a resolution.
The best-case scenario for Democrats is a public outcry so severe and sustained that Republicans cave, and agree to restore the subsidies with a clean fix.
Republicans have tacitly acknowledged that they won’t be able to sit on their hands while state insurance markets collapse. They have introduced legislation in both the House and Senate that would restore subsidies, but only for existing beneficiaries, and only on conditions Democrats could never accept, like the repeal of the ACA’s individual mandate.
You can interpret these offers in two ways. The first, as Greg Sargent of The Washington Post has noted, is that these bills are designed to be vetoed, allowing Republicans to blame an uncompromising Obama for perpetuating the crisis. But they could also serve as bases for a compromise, or surrender. If the public responds to a ruling for King the way they’ve responded to other GOP-instigated crises, Republicans would have to scale back their demands and eventually agree to reinstate the subsidies, perhaps for a modest price.
Two different forces will push in that direction. Even if sprinkled liberally with poison pills, and even if its proximate purpose is to invite a veto, Republican-sponsored legislation to partially reinstate ACA subsidies probably can’t pass. Democrats aren’t going to vote for an ersatz fix and neither will many rank-and-file conservative members of Congress. “As soon as the messaging is out there saying, ‘Look, a half-a-sentence fix saves millions of people from either losing their coverage or having massive spikes,’ we as a party won’t be able to sustain that pressure very long — certainly not through the August recess,” another Republican aide tells Gehrke.
But that doesn’t mean Democrats will win a standoff outright. Though their case for a clean fix will be compelling, they will also be highly motivated to reinstate the subsidies immediately, even if it means Republicans get to pocket unreciprocated concessions. Those can’t include structural damage to the core of the law, but could include eliminating things like the medical device tax and the employer mandate.
Real danger arises if, per Gehrke’s other source, an adverse King ruling registers somewhere below a government shutdown on the political Richter scale, inflicting damage on the GOP but not enough to make them seek a solution in earnest. Against the backdrop of a paralyzed Congress, Obamacare would begin to unravel in dozens of states, and would continue to do so until at least 2017. A ruling for the challengers would boomerang violently on Republicans, but Democrats have every reason in the world to want them spared from it.

“How Dems Can Peel Off GOP Voters”: The Birth Of The Left-Wing Wedge Issue
Here’s a little datum that may have slid by you: Gallup has just found that on social issues, the country is now equally split between liberals and conservatives. The question was: “Thinking about social issues, would you say your views are” very conservative, conservative, liberal, or very liberal?
And the answer came back: Grouping the first two into one category and the last two into another, it was a dead heat at 31 percent each. This is pretty close to seismic. Just five years ago, the conservative edge on social issues was 39 to 22 percent. Now it’s totally wiped out. The implications for our electoral politics are obvious and enormous, and I mean good-enormous.
I’m not sure when people started using the phrase “wedge issue.” But we’re all sure what wedge issues are: They’re cultural politics issues used in elections by the right—and always only the right—to drive a wedge into the liberal coalition. Nixon did it expertly, even though the phrase wasn’t in use back then. Reagan did it well, cleaving so many working-class white ethnics away from the Democratic Party. George H.W. Bush and Jim Baker did it—remember Willie Horton (race was the original wedge issue). And Bush the younger and Karl Rove expanded it out to include guns and gays.
And now, Gallup is suggesting to us, the era of the wedge issue may be over.
But wait! Why should it be over? Maybe it’s time for some liberal wedge issues! I like the sound of that a lot.
Gay marriage was a great wedge issue for Dubya and Rove in 2004, as you’ll recall. They got anti-gay marriage initiatives on the ballot in 11 states, many of them key swing states; studies have tended to find that in Ohio, which Bush carried and which was the difference between victory and defeat in the Electoral College, the initiative did goose evangelical turnout a bit (and remember, Bush won the state by just 118,000 votes out of around 5.6 million cast). It may have also helped him win more African Americans than he would have otherwise, hence the wedge.
Well, in 2016, same-sex marriage can be a wedge issue again, but this time, for our team. The numbers are now so decisive that surely in the key swing states with the bushels of electoral votes, the likely Democratic candidate can cast shame upon the head of her opponent. In Florida, support for gay marriage was 57 percent a year ago, and it’s probably a little higher now. In Ohio, support-to-opposition was 52-37 in 2012, and that’s surely higher now. In Virginia in 2013, support registered at 56 percent. The issue isn’t a loser in any important swing state, with the possible exception of North Carolina, which of course is just icing for the Democrats anyway.
How could Hillary Clinton and her party use this, exactly? That gets a little harder to say. The thing that makes a wedge issue a wedge issue is that, historically anyway, it’s been about fear. The blacks are coming. The gays are coming. The anti-gun nuts are going to be pounding on your door, warrant in hand. As has often been said, it’s the best motivator in politics.
The crucial psychic element of fear-mongering is that you have to persuade the majority that some minority is “taking over” and they, your majority, will soon be the trampled minority unless they act. That’s what gets the blood cooking in the old amygdala. (What?! Microsoft Word doesn’t recognize amygdala?!) Conservatives are much better at this than liberals are, and in any case, if liberals tried this it just wouldn’t make sense or work. Everybody knows that the anti-same-sex-marriage side is losing fast, so fear is a non-starter here.
No, the psychic ingredient of the liberal wedge campaign has to be something else. And of course it has to resonate with people on some level, be in tune with what they’re actually thinking. So, what are people (not just liberals, but average, quasi-informed people) thinking about conservatives right now? I’d suggest it’s that they’re just out of it. Out of touch with the times. Holding us back.
Certainly this is so with respect to same-sex marriage, although the problem is hardly limited to that by a long shot. One issue I’d really love to see Clinton and the Democrats plop down smack in the middle of the table this election is the way conservatism today just strangles opportunity for middle-class people, and for young people in particular, in the name of their messianic tax-cutting.
TPM ran a great piece Friday on how the Republican governors who are running for president are destroying their higher-education systems in the name of cutting state income taxes and never, ever raising another tax of any kind. Bobby Jindal has cut taxes six times in Louisiana, which has produced a $1.6 billion shortfall. To plug the gap, he’s cutting higher-ed funding by as much as $600 million, which is 82 percent of state higher-ed aid. Scott Walker’s half-a-billion dollars in tax cuts in Wisconsin have led to a $2 billion shortfall, so he’s slashing higher ed by $300 million.
These, too, are wedge issues, if you ask me. Republicans send their kids to college too. Yes, they like their tax cuts. But I would assume that they don’t like whopping tuition hikes, or their kids having to drop out of college altogether, any more than Democrats or independents do. If the Democrats can connect these dots in the right way—on this and a whole range of Warrenesque “household economics” issues—they can peel off a decent chunk of voters who have been traditionally Republican.
Republicans will still roll out their wedge issues, but it seems that the pickings are pretty slim. Fear just isn’t selling. To borrow from A.J. Liebling’s nice line about sweet Louisiana corn, fear just doesn’t travel well anymore outside the right-wing base. Muslim-bashing may be the exception to that, but even that won’t work without a triggering event of some kind. Republicans might actually have to talk about issues. Which of course is even worse for them.

“Progressive Frenemies”: It’s Always Wise To Seek The Truth In Our Opponents’ Error, And The Error In Our Own Truth
You probably think there is a big struggle over the Democratic Party’s soul and the meaning of progressivism. After all, that’s what the media talk about incessantly, often with a lot of help from the parties involved in the rumble.
Earlier this month, Gov. Jack Markell of Delaware, a proud Democratic centrist, published a thoughtful essay on The Atlantic‘s website under a very polemical headline: “Americans Need Jobs, Not Populism.” Take that, Elizabeth Warren.
The Massachusetts Democrat is clearly unpersuaded. In a powerful speech to the California Democratic Convention last weekend, she used variations on the word “fight” 21 times. “This country isn’t working for working people,” Warren declared. “It’s working only for those at the top.” If populism is a problem, Warren has not received the message.
There’s other grist for this narrative. Chicago mayor Rahm Emanuel was re-elected earlier this year only after a spirited battle during which his opponent, Jesus “Chuy” Garcia, labeled him “Mayor 1 Percent.” And every other day, it seems, there’s a report about Hillary Clinton being under pressure either to “move left” or to resist doing so.
A storyline doesn’t develop such a deep hold without some basis in fact. There are real dividing lines within the center-left around issues such as the right way to reform public education and the best approach to public employee pension costs. There’s also trade, a matter that has so vexed Democrats that for many years, its presidential candidates have tried to hedge the issue — usually during the primaries but sometimes until after the election.
But the us-vs.-them frame on this debate has two major problems. The first affects the center-left itself, something shrewd Democrats have started to notice. A post on The Democratic Strategist website in March argued that “slinging essentially vacuous stereotypes like ‘corporate centrists’ and ‘left-wing populists’” inevitably leads to “a vicious downward spiral of mutual recrimination.”
The larger difficulty is that the epithets exaggerate the differences between two sides that in fact need each other. There is political energy in the populist critique because rising inequality and concentrated wealth really are an outrage. But the centrists offer remedies that, in most cases, the populists accept.
Both Markell and Warren, for example, have emphasized the importance of business growth and job creation. In her California speech, Warren described the need for policies that foster prosperity while “bending it toward more opportunity for everyone.” Her priorities were not far from those Markell outlined in his article.
There was nothing exotically left wing about Warren’s call for “education for our kids, roads and bridges and power so businesses could grow and get their goods to market and build good jobs here in America, research so we would have a giant pipeline of ideas that would permit our children and grandchildren to build a world we could only dream about.”
For his part, Markell freely acknowledged that “the altered economic terrain is preventing new wealth from being broadly shared,” that “income inequality is growing worse,” and that “a huge number of Americans are economically insecure.” Growth is “necessary, but not sufficient,” and he made the case for “a decent minimum wage,” “affordable and quality health care,” and support for a dignified retirement.
Sen. Warren and Gov. Markell, would you kindly give each other a call?
As for Emanuel, his inaugural address on Monday was devoted to the single subject of “preventing another lost generation of our city’s youth.” It was a powerful and unstinting look at how easy it is for the rest of society to turn its back on those for whom “their school is the street and their teachers are the gangs.”
“The truth is that years of silence and inaction have walled off a portion of our city,” he said. “It is time to stop turning our heads and turning the channel. … We cannot abandon our most vulnerable children to the gang and the gun.” If “centrists” and “populists” can’t come together on this cause, they might as well pack it in.
Yes, the populists and centrists need to fight out real differences, and that’s what we will see in the coming weeks on trade. But they would do well to remember the theologian Reinhold Niebuhr’s observation that it’s always wise to seek the truth in our opponents’ error, and the error in our own truth.
And as it happens, to win the presidency, one of Hillary Clinton’s central tasks will be to move both sides in the progressive argument to embrace Niebuhr’s counsel.
