“The Obstructionists”: Congress Can Still Mess Up The Iran Deal
“Now, Congress takes up the matter” are words that are ensured to send shudders down the spine, so shudder away: We’ve just entered the congressional phase of the Iran talks, with a Senate hearing next Tuesday, after which it’s up to Mitch McConnell to decide how fast and aggressively to move with the bill from Tennessee Republican Bob Corker that would bar the administration from making any changes to U.S. sanctions against Iran for 60 days while Congress reviews and debates any Iran agreement.
There are, as the Dude said, man, a lotta ins, a lotta outs, a lotta what-have-yous here. It’s all quite complicated. But here, it seems to me, is your cut-to-the-chase question: Is there enough good faith in this United States Senate for something to be worked out? Or is it just impossible?
One proceeds from the assumption that the Senate will do whatever it can to kill a deal. It’s a Republican Senate, by a pretty wide margin (54-46); history would suggest that these Republicans simply aren’t going to hand President Obama a win like this. It hardly matters what the details are, about what Iran can or can’t do at Fordow, about the “snapback” provisions of the sanctions, about the inspections regime, or about what precise oversight role Congress has. It’s just basically impossible to imagine that this Republican Party, after everything we’ve seen over these last six years, and this Republican Senate majority leader, who once said it was his job to make Obama a one-term president, won’t throw up every roadblock to a deal they can conjure.
Once again, we’re left separating out the factors the way scientists reduce compounds to their constituent elements in the lab. How much of this is just Obama hatred? How much is (this is a slightly different thing) the conviction—quite insane, but firmly held—that he doesn’t have the best interests of the United States at heart? How much is a genuinely paranoid, McCarthy-ish world view about the intractably evil nature of our enemy and the definitional Chamberlainism of ever thinking otherwise?
And how much is just self-interested politics, as it is bequeathed to us in its current form? Which is to say—if you are a Republican senator, you simply cannot cast a vote that can be seen as “pro-Obama” under any circumstances. You just can’t do it.
I asked in a column last week whether there would be one Republican officeholder in Washington who might say, “Hey, upon examination of the details, this looks like a decent deal with risks that are acceptable, and I’m going to support it?” It’s still a good question. Senator Jeff Flake of Arizona is conceivable. He called that noxious Tom Cotton letter “not appropriate.” But Flake is pretty new to the Senate and doesn’t carry a lot of weight on these matters.
Some suggest Corker himself. Corker has this reputation, in part earned, as one of the reasonable ones. He gets articles written about him like this one, from The New York Times a couple of days ago, which limned him as a Republican of the old school, a sensible fellow who still wants to horse-trade.
And he is—but only up to a point, at which the horses return to their stalls. The most notable example here is the Dodd-Frank bill. This is all detailed at great and exacting length by Robert Kaiser in his excellent book about how financial reform became law, Act of Congress. Then, Corker talked for hours and hours with Chris Dodd about the particulars—derivatives reform, oversight of the Consumer Financial Protection Bureau, more. He wanted to play ball, even thought he might deliver some votes. But as time passed, it became clear to Corker that the base just wasn’t standing for it. He faced reelection in 2012. Not tough reelection—he won with 64 percent of the vote. But reelection campaigns are great excuses for senators to do nothing, and nothing is what Corker did. He withdrew from all participation with Dodd and Frank, and he ultimately voted against the bill. When it mattered, he caved to the extremists, in other words, among his colleagues and in his base. Why that means he should be getting credit for a spirit of compromise now in New York Times articles is something that, to my obtuse mind, requires further explanation.
“He’s not Tom Cotton.” Uh, okay. Wonderful. But that’s where we’ve come, celebrating a guy because he doesn’t want to start World War III. Happily, though, all is not lost. It’s far from clear that Corker or Cotton (and yes, they are different) can block a deal. There are, I’m told, three categories of senators on this question. The first is our own mullahs—no deal no how. The second is a group of mostly Democrats and independents—Virginia’s Tim Kaine, who is a close ally of the White House, and Maine’s Angus King—who basically wants a deal but wants to be sure that it’s good, and want to influence the shape of any legislation the Senate might pass.
The third group is senators who also basically would like to see a deal but want the Senate to serve as a backstop against a deal they see as bad. I’d put Chuck Schumer in that third camp. So when these people say they back the Corker bill, as Schumer did this week, it doesn’t mean they’re against the administration or a deal per se. Democrats aren’t going to be Obama’s problem here. A few, the ones from the deep red states, may be boxed in. But most will stick with the administration, if a deal is finalized along current terms.
I don’t think our mullahs have the numbers right now. But Obama is going to have to sell this to more parties than Tom Friedman and Steve Inskeep. He has, or should have, Friedman’s readers and Inskeep’s listeners already. The way to get someone like Corker to play ball is to sell it in Knoxville. Public opinion still influences foreign policy, as Obama knows from his Syrian experiences. Put it to work.

“How The GOP Made Fiscal Responsibility Look Irresponsible”: It’s A Matter Of When, Not If, Republicans Will Cave
It’s a minor miracle: Both houses of the Republican-controlled Congress have passed a budget.
Now, that’s the easy part compared to getting appropriations bills to Obama’s desk that he will actually sign. And notwithstanding the bipartisan lovefest that surrounded the House bill fixing Medicare physician reimbursements (held up for the moment in the Senate over abortion), deep philosophical differences between the parties remain.
So a standoff between congressional Republicans and the White House is inevitable. (Unless you think Obama is going to suddenly want to repeal ObamaCare.) And under both Obama and President Bill Clinton, these stalemates have seldom ended well for the Republicans.
Why? Because even though the Constitution vests the most important taxing and spending powers in Congress, the president has some huge advantages. If the president doesn’t want to sign a given spending bill and Congress doesn’t have the votes to override the veto, lawmakers only have blunt instruments with which to force his hand. And since congressional Republicans tend to end up getting the blame in the media and in the polls, even those tools are of limited utility. The president knows it is a matter of when, not if, Republicans will cave.
Republicans are trying to rein in the spending driving both the long-term debt and the unfunded liabilities of the major entitlement programs the Democrats built. They are trying to be fiscally responsible.
You may not agree with all the cuts Republicans make in their budgets. You may not be convinced their numbers add up. But Paul Ryan and Tom Price have been more transparent about their fiscal vision than most of their detractors.
The president has a different vision, and he isn’t budging. To try and force his hand (if not change his mind), Republicans have relied on a series of high-profile manufactured crises: the fiscal cliff, various debt ceiling standoffs, government shutdowns, near-shutdowns of major Cabinet departments, the threat of across-the-board tax increases, you name it.
And that’s the problem. In the process, they have made fiscal responsibility look downright irresponsible.
As the national debt was careening toward $18 trillion, Republicans insisted there be some limit to the federal government’s borrowing power. But because of the means they used to try to compel the president, it was the Republicans who stood accused of refusing to pay Washington’s bills and letting the government default on its obligations.
In the fiscal cliff debate, Obama likened congressional Republicans to hostage takers when they tried to hold the line on spending and taxes. Fiscally-minded conservatives probably fancy themselves more green eyeshade accountants than hostage takers. But it’s true that the GOP’s weaponized approach made them look like irresponsible bad guys, at least in the mainstream media.
These battles haven’t been a total loss for Republicans. Far more of the Bush tax cuts have survived than once seemed likely. Sequestration has contained spending growth. But because sequestration hits defense spending as well as social programs, a lot of Republicans are as anxious for relief as the Democrats. This in turn annoys the party’s strongest fiscal conservatives. Why trust promises of future spending cuts when the leadership seems willing to roll back the ones already in effect?
Conservative activists are irritated by the fact they have little to show for the last time Republicans held the White House and Congress simultaneously — and probably feel a little guilty they didn’t do more to pressure Republicans at the time. So they have made up for it by pressuring Republicans to do things they don’t have enough power to do. And because the Republican leadership frequently says it will fight next time and then next time doesn’t come, their pleas for patience fall on deaf ears.
That’s true even among members of the House. A key group of fiscal conservatives clearly lacks confidence in the leadership but doesn’t have the votes or a plan to replace them.
While there has been substantial short-term deficit reduction, the fiscal picture over the longer term keeps getting bleaker. All conservative lawmakers can do is vote for bills they correctly see as entirely inadequate to fix the challenges facing the country — or deny leadership the votes to pass anything, except by working with the Democrats.
Thus the party of fiscal discipline often doesn’t seem disciplined at all.

“Bibi Makes Israel The Latest Culture War Pawn”: If He Can’t See The Consequences For His Country, He’s Just A Madman
So now Lindsey Graham has called Bibi Netanyahu to congratulate him on his great victory and to reassure him that Congress will be passing its gimlet eye closely over any deal the Obama administration strikes with Iran. This news comes hard on the heels of John Boehner’s announcement that he suddenly feels moved to go visit Israel.
I can’t begin to conceive what these people are thinking. What does Netanyahu think he’s accomplishing by making Israel a right-wing cause? Does he really think this is how he saves Israel? Does he forget that this is a country in which 70 or 80 percent of Jews vote Democratic? Did he not see the recent poll that had his approval rating among Democrats at 17 percent? I see here that last November in a J Street poll, his approval rating among U.S. Jews was 53 percent. I bet after this past month, they’re down in the low 40s or high 30s.
Netanyahu knows this country. He lived here—high school in Philadelphia, college in Boston, and a stint in New York (when he was Israel’s UN ambassador, during the Reagan years). He knows our political culture. He understands what a radical-right party the GOP is becoming, and thus he presumably understands that the vast majority of U.S. Jews are never going to be able to vote Republican, whatever the two parties’ Israel lines. He knows full well that the perfervid support for Israel in evangelical-right precincts has far less to do with love of Jews than with hatred of Arabs, or, for many, the belief that Armageddon in the Middle East means Jesus is coming.
He knows all this as well as most senators and congressmen. So why does he persist in making Israel a Republicans-first issue, and for that matter why do Republicans do it too?
Well, it’s not hard to figure why Republicans are doing it. It’s partly about Barack Obama, and the visceral loathing of him among their base; the Muslim Other-ing of Obama and all that. But they clearly must think this is going to get them more Jewish votes at the presidential level. They think back to Ronald Reagan’s time. In 1980, Reagan got 39 percent of the Jewish vote, against Jimmy Carter’s 45 percent (independent candidate John Anderson got the rest). That’s as close as a GOP presidential candidate has ever come to winning the Jewish vote since Israel became a state. (Amusing side note: In 1948, the year of Israel’s creation, the Republican candidate, Tom Dewey, did worse among Jews at 10 percent than left-wing third-party candidate Henry Wallace, who polled 15 percent; Harry Truman got 75 percent.)
But there’s no remotely Reaganesque figure on the horizon. And anyway, by 1984, things were back to normal—Walter Mondale, even as he was getting pasted by Reagan overall, won 67 percent of the Jewish vote. And more to the point, as I noted above, this Republican Party is not the Republican Party of Reagan’s time. That was a conservative party that still had a large number of old-line moderates, like senators Charles Percy and John Heinz. Today’s party is far more right wing than that one was. Very few Jews are going to vote for a party like that—especially against a Clinton, if Hillary is the Democratic nominee, but in fact against pretty much anyone.
So that’s what they’re thinking, farkakte as it is. But this doesn’t explain Netanyahu. He truly believes that a nuclear Iran is an existential threat, fine. But that doesn’t explain this behavior. If he truly believes that about Iran, then the logical, self-interested thing for him to do, especially knowing that most Jews are loyal Democrats, is to get as many Democrats in Congress as possible to choose his point of view over Obama’s. Given AIPAC’s muscle and the traditional pro-Israel posture of most Democrats in Congress over the years, that should not be a heavy lift.
But instead he does the opposite. Recall that about a month ago, he pointedly refused to meet with Senate Democrats. Dick Durbin and Dianne Feinstein, who invited him, were obviously tossing him a lifeline, saying to him: However bad your relationship with Obama, come square things with us, and we’ll still have your back. But no. He said he feared it would look partisan, you see, because his speech to Congress, well, that was bipartisan! Once you’ve entered the Hall of Mirrors, it can be hard to find your way out, I guess.
It’s one thing to alienate Obama (and Obama, to be fair, has done his part to sour the relationship as well). But it’s quite another to alienate rank-and-file American Jews, and still another to alienate Democrats in Congress. Not an easy trifecta to hit, but he is managing it.
If he can’t see the consequences for his country, he’s just a madman. Let’s just say hypothetically that the Obama administration follows through substantively on spokesman Josh Earnest’s astonishing comments last week about the potential policy implications of Netanyahu’s pre-election comportment. Let’s say, for example, that the United States decides to stop blocking a vote at the United Nations on recognition of a Palestinian state. Right now, about 135 nations recognize Palestine. Very few Western European countries are among that number. Many of them withhold their support simply or mainly for the sake of not crossing the United States.
Once we signal that we won’t block a vote, the map of nations that recognize Palestine will presumably expand across Europe rapidly. The British and French have worked on the proper resolution language. As it happens, the Arab League is meeting this weekend in Sharm-el-Shiekh, and you can be sure that its officials are alive to this reality. And so Netanyahu might lose Western Europe, and then he’ll come crying to Washington, and it might be too late.
Strange way to save a country.

“Trillion Dollar Fraudsters”: We’re Looking At An Enormous, Destructive Republican Con Job, And You Should Be Very, Very Angry
By now it’s a Republican Party tradition: Every year the party produces a budget that allegedly slashes deficits, but which turns out to contain a trillion-dollar “magic asterisk” — a line that promises huge spending cuts and/or revenue increases, but without explaining where the money is supposed to come from.
But the just-released budgets from the House and Senate majorities break new ground. Each contains not one but two trillion-dollar magic asterisks: one on spending, one on revenue. And that’s actually an understatement. If either budget were to become law, it would leave the federal government several trillion dollars deeper in debt than claimed, and that’s just in the first decade.
You might be tempted to shrug this off, since these budgets will not, in fact, become law. Or you might say that this is what all politicians do. But it isn’t. The modern G.O.P.’s raw fiscal dishonesty is something new in American politics. And that’s telling us something important about what has happened to half of our political spectrum.
So, about those budgets: both claim drastic reductions in federal spending. Some of those spending reductions are specified: There would be savage cuts in food stamps, similarly savage cuts in Medicaid over and above reversing the recent expansion, and an end to Obamacare’s health insurance subsidies. Rough estimates suggest that either plan would roughly double the number of Americans without health insurance. But both also claim more than a trillion dollars in further cuts to mandatory spending, which would almost surely have to come out of Medicare or Social Security. What form would these further cuts take? We get no hint.
Meanwhile, both budgets call for repeal of the Affordable Care Act, including the taxes that pay for the insurance subsidies. That’s $1 trillion of revenue. Yet both claim to have no effect on tax receipts; somehow, the federal government is supposed to make up for the lost Obamacare revenue. How, exactly? We are, again, given no hint.
And there’s more: The budgets also claim large reductions in spending on other programs. How would these be achieved? You know the answer.
It’s very important to realize that this isn’t normal political behavior. The George W. Bush administration was no slouch when it came to deceptive presentation of tax plans, but it was never this blatant. And the Obama administration has been remarkably scrupulous in its fiscal pronouncements.
O.K., I can already hear the snickering, but it’s the simple truth. Remember all the ridicule heaped on the spending projections in the Affordable Care Act? Actual spending is coming in well below expectations, and the Congressional Budget Office has marked its forecast for the next decade down by 20 percent. Remember the jeering when President Obama declared that he would cut the deficit in half by the end of his first term? Well, a sluggish economy delayed things, but only by a year. The deficit in calendar 2013 was less than half its 2009 level, and it has continued to fall.
So, no, outrageous fiscal mendacity is neither historically normal nor bipartisan. It’s a modern Republican thing. And the question we should ask is why.
One answer you sometimes hear is that what Republicans really believe is that tax cuts for the rich would generate a huge boom and a surge in revenue, but they’re afraid that the public won’t find such claims credible. So magic asterisks are really stand-ins for their belief in the magic of supply-side economics, a belief that remains intact even though proponents in that doctrine have been wrong about everything for decades.
But I’m partial to a more cynical explanation. Think about what these budgets would do if you ignore the mysterious trillions in unspecified spending cuts and revenue enhancements. What you’re left with is huge transfers of income from the poor and the working class, who would see severe benefit cuts, to the rich, who would see big tax cuts. And the simplest way to understand these budgets is surely to suppose that they are intended to do what they would, in fact, actually do: make the rich richer and ordinary families poorer.
But this is, of course, not a policy direction the public would support if it were clearly explained. So the budgets must be sold as courageous efforts to eliminate deficits and pay down debt — which means that they must include trillions in imaginary, unexplained savings.
Does this mean that all those politicians declaiming about the evils of budget deficits and their determination to end the scourge of debt were never sincere? Yes, it does.
Look, I know that it’s hard to keep up the outrage after so many years of fiscal fraudulence. But please try. We’re looking at an enormous, destructive con job, and you should be very, very angry.

“What A Gig, And At Your Expense”: Aaron Schock Still Eligible To Collect Taxpayer-Funded Pension
Rep. Aaron Schock, who announced his resignation today under suspicion of misusing public money, will be eligible for more of it in retirement.
Schock, a Republican from Illinois, could eventually collect hundreds of thousands of dollars in taxpayer-funded retirement benefits, depending on how long he lives.
Starting at age 62, he will be eligible for just under $18,500 annually, according to estimates by the National Taxpayers Union, a conservative nonprofit organization.
Douglas Kellogg, a spokesman for the National Taxpayers Union, added that members of Congress are also eligible for a 401(k)-style plan, but it’s unknown whether Schock has chosen to participate in it.
According to a June report from the Congressional Research Service, members of Congress who have completed at least five years of service are eligible for taxpayer-funded pensions beginning at age 62.
The amount of a former congressional member’s pension varies, but the payout is based on the number of years of service and an average of the member’s three highest years of salary.
Being a former member of Congress carries other perks, too, including access to the House floor.
Schock, known as perhaps the nation’s fittest congressman and who once posed shirtless for Men’s Health, will also still be allowed to use the House gym — he’ll just have to pay a fee.
In recent weeks, Schock has been hit with repeated questions about his spending.
He repaid the government $40,000, money he spent redecorating his office along a theme inspired by “Downton Abbey,” a PBS historical drama, and fielded inquiries about his charter plane use, luxury overseas travel, personal photographer and concert tickets.
Today, Politico reported Schock has been reimbursed for more in mileage than his car had been driven.
“The constant questions over the last six weeks have proven a great distraction that has made it too difficult for me to serve the people of the 18th District with the high standards that they deserve and which I have set for myself,” Schock said in a statement today.
An email to Schock’s spokesman wasn’t immediately returned.
Schock was first elected in 2008. His resignation will abruptly end ongoing congressional ethics investigations into his activities, although federal prosecutors could conceivably pursue the matter. Schock has not been charged with any crime.
The Federal Election Commission could also probe related accusations that Schock misused campaign money.
