“Florida Goes Down The Drain”: The Concept Of ‘Going Down To The Water’ Has Extended To ‘Stepping Off The Front Porch’

On Miami Beach, rising sea levels have interesting consequences. The ocean periodically starts bubbling up through local drainpipes. By the time it’s over, the concept of “going down to the water” has extended to stepping off the front porch.

It’s becoming a seasonal event, like swallows at Capistrano or the return of the buzzards to Hinckley, Ohio.

“At the spring and fall high tides, we get flooding of coastal areas,” said Leonard Berry, the director of the Florida Center for Environmental Studies. “You’ve got saltwater coming up through the drains, into the garages and sidewalks and so on, damaging the Ferraris and the Lexuses.”

Ah, climate change. A vast majority of scientific studies that take a stand on global warming have concluded that it’s caused by human behavior. The results are awful. The penguins are dwindling. The polar bears are running out of ice floes. The cornfields are drying. The southwest is frying.

There is very little on the plus side. Except maybe for Detroit. As Jennifer Kingson reported in The Times this week, one scientific school of thought holds that while temperatures rise and weather becomes extreme in other parts of the country, Detroit’s location will turn it into a veritable garden spot.

Miami is probably not used to being compared unfavorably to Detroit. But there you are. “We’re going to wander around shin-deep in the ocean — on the streets of Miami,” said Senator Sheldon Whitehouse of Rhode Island, who is planning to go on a climate-change tour this month with Florida’s senior senator, Bill Nelson. (The junior senator, Marco Rubio, who’s no fan of “these scientists,” will presumably not be joining the party.)

Once a week, when the Senate is in session, Whitehouse gets up and makes a speech about rising sea levels or disappearing lakes or dwindling glaciers. He’s kind of the congressional climate-change guy. He’s also looking for bipartisan love and feeling lonely. “I’ve got exactly no Republican colleagues helping me out with this,” he said.

There was a time, children, when the parties worked together on climate-change issues. No more. Only 3 percent of current Republican members of Congress have been willing to go on record as accepting the fact that people are causing global warming. That, at least, was the calculation by PolitiFact, which found a grand total of eight Republican nondeniers in the House and Senate. That includes Representative Michael Grimm of New York, who while laudably open-minded on this subject, is also under indictment for perjury and tax fraud. So we may be pushing 2 percent in January.

This is sort of stunning. We’re only looking for a simple acknowledgment of basic facts. We’ll give a pass to folks who accept the connection between human behavior and climate change, but say they don’t want to do anything about it.

Or that China should do something first.

Or: “Who cares? I’m from Detroit!”

In Congress, Republican environmentalists appear to be terrified of what should be the most basic environmental issue possible. Whitehouse blames the Supreme Court’s decisions on campaign finance, which gave the energy barons carte blanche when it comes to spending on election campaigns. It’s certainly true that there’s no way to tick off megadonors like the fabled Koch brothers faster than to suggest the globe is warming.

“At the moment, there’s a dogma in the Republican Party about what you can say,” Tom Steyer told me. He’s the billionaire who formed a “super PAC” to support candidates who acknowledge that climate change exists, that it’s caused by human behavior, and that we need to do something major about it.

Steyer has committed to spending about $100 million this year on ads and organizing in seven states. Many in the campaign-finance-reform community think this is a terrible idea, and that you do not combat the power of right-wing oligarchs to influence American elections by doing the same thing on the left. They have a point. But think of the penguins.

Florida’s Republican governor, Rick Scott, who’s running for re-election, has been asked many times whether he believes in man-made climate change. Lately, he responds: “I’m not a scientist.” Scott is also not a doctor, engineer, computer programmer, personal trainer or a bus driver. Really, it’s amazing he even has the confidence to walk into the office in the morning.

The governor did visit last month with some climate scientists. He began the meeting by making it clear that he did not intend to go anywhere near the word causes. After the group had pulled out their maps and projections — including the one that shows much of Miami-Dade County underwater by 2048 — Scott asked them questions. Which were, according to The Miami Herald, “to explain their backgrounds, describe the courses they taught, and where students in their academic fields get jobs.”

If they’re lucky, the students will wind up someplace where there’s no seawater in the garage.

“The Vast Conspiracy Of Silence Against God”: Conservatives Confuse Science For Religion, And Vice Versa

Recently a friend posted a video on Facebook that he asserted would demolish the Godless theory of evolution. On it, a fellow sitting in a pickup and wearing a backward baseball cap smugly explained that Darwinian evolution contradicts the Second Law of Thermodynamics, a fundamental principle of physics.

This hoary chestnut has long been a favorite of creationist apologetics — appearing to use scientific evidence to support a theological conclusion. Never mind that the fellow’s science was as backward as his baseball cap. The Second Law states almost the opposite of his description. Indeed, if it said what creationists claim, not only evolution but life itself would be impossible.

But what struck me as equally significant was the implied attitude toward scientists. Because if what the fellow claimed was even halfway right, it could only mean that every physics professor in every university in the world was part of a vast conspiracy of silence against God.

And why would they do that? I suppose for the same reason that climate scientists worldwide all but unanimously warn that increased levels of carbon dioxide and other “greenhouse gases” in the atmosphere are contributing to a potentially catastrophic warming of the planet.

No less an authority than Sarah Palin once characterized them as employing “doomsday scare tactics pushed by an environmental priesthood that capitalizes on the public’s worry and makes them feel that owning an SUV is a ‘sin’ against the planet.”

The ex-governor’s use of religious metaphor is no accident. To millions of Americans calling themselves “conservatives,” at least for partisan purposes, science is religion, and religion science. Hardly anybody acts on this stuff in real life. People don’t quiz their veterinarian about Darwin.

However, when it comes to climate science, people who wouldn’t dream of diagnosing the family cat feel comfortable hearing the entire worldwide scientific community described as engaged in a gigantic hoax. Supposedly for the sake of one-world government or some similar absurdity.

Clearly, such people simply don’t know what scientific inquiry consists of, how hypotheses are tested, theories arrived at, and consensus achieved — all the things about science that make large scale conspiracies impossible.

Individual scientists are certainly as prone to temptation as anybody else. However, a single instance of serious fraud — misrepresenting experiments, faking data — is fatal to a career. The higher the profile, the more dramatic the fall.

So what happens when ideologically motivated pundits single out scientists for abuse? We may be about to learn from the lawsuit filed by renowned climatologist Michael Mann against the National Review. Do defamation laws protect even famous scientists from politically motivated smears against their professional integrity and private character?

Is calling an internationally known scientist “intellectually bogus,” a “fraud” and “the Jerry Sandusky of climate science,” as National Review blogger Mark Steyn did, a First Amendment-protected opinion? Or is it libelous, a provably false allegation published with reckless disregard for the truth and the malicious purpose of harming Mann’s reputation?

“[I]nstead of molesting children,” Steyn’s post explained, Mann “has molested and tortured data in the service of politicized science.” Does it need to be added that National Review provided no evidence of same? Mann asked for a retraction and apology. Receiving none, he sued.

The director of Penn State’s climatology program — hence the Sandusky reference — Mann drew the ire of climate change deniers as the inventor of the “hockey stick graph.” First published in Nature, it combined so-called “proxy records” — tree ring studies, ice core and corals — of temperatures in the Northern Hemisphere over the past 1,000 years with contemporary thermometer records.

It showed the climate trending irregularly cooler until the Industrial Revolution, when temperatures trended sharply upward — the blade of the metaphorical hockey stick. Since then, numerous studies based on different data have drawn the same conclusion: Earth’s climate is warming rapidly, with potentially catastrophic consequences.

Mann’s misfortune, however, was getting caught up in the largely phony “Climategate” controversy. Admiring emails referencing “Mike’s trick” of sophisticated statistical analysis were made to appear sinister. Eight investigations by everybody from Penn State’s science faculty to the British parliament have vindicated Mann’s work in every respect.

However, Mann’s not a shy fellow. His book, The Hockey Stick and the Climate Wars, constitutes not only a lucid explanation of his own work, but a vigorous defense of climate science against industry-funded denialists. In a recent pleading filed in the D.C. Court of Appeals, National Review argues that this makes him a public figure and fair game for abuse.

In a separate article editor Rich Lowry alibied that the offending post was merely “a loose and colorful expression of opinion that did not allege any specific act of fraud in the literal sense.”

In short, accusing a respected scientist of faking data and comparing him to a child molester was just a colorful way of saying they disagree with his conclusions.

“They Have No Evidence”: How Climate Change Ate Conservatism’s Smartest Thinkers

Climate change remains perhaps the single largest policy weakness of the Republican Party, and that’s saying a lot. Thus, since the publication of the new “reform conservatism” book, the reformers have gotten a lot of flak for almost totally ignoring the subject.

Ross Douthat grappled yesterday with the issue, arguing that reform conservatives have been given short shrift to their attention on climate change, but that he’s basically okay with doing nothing about the problem. Here’s the conclusion:

These answers are obviously subject to revision — trends can change, risks can increase, cost-benefit calculations can be altered — but for now they’re what reform conservatism offers on this issue. We could be wrong; indeed, we could be badly wrong, in which case we’ll deserve to be judged harshly for misplacing priorities in the face of real perils, real threats. But on the evidence available [at] the moment, I’m willing to argue that we have our priorities in order, and the other side’s allegedly forward-looking agenda does not. [The New York Times]

There are two problems with this. Just like Clive Crook, Will Wilkinson, and Walter Russell Mead, Douthat doesn’t seriously engage with the evidence. Earlier in the article, he constructs a lengthy Rube Goldberg analogy to “insurance” salesmanship to cast doubt on every portion of the climate hawk case, but he doesn’t take the obvious next step of trying to work through what that means on a quantitative basis.

Douthat implies that based on his careful read of the evidence, world society can take more carbon dioxide than the greens say. But he doesn’t even gesture at how much more. Is the international agreement that warming should be limited to 2 degrees too low? If so, what’s a good limit? If climate sensitivity measurements are lower than we thought (and they almost certainly aren’t), how much lower should we assume?

Without numbers, Douthat’s case is nothing more than vague handwaving that reads very much like he has cherry-picked a bunch of disconnected fluff to justify doing nothing. Because even if we grant all his assumptions about climate sensitivity and probable dangers of warming, it changes little about the climate hawk case, which depends critically on how fast we’re emitting carbon dioxide. Saying we can chance 3 to 4 degrees of warming and that sensitivity is much lower than previously thought might give us enough space to push CO2 concentrations up to 5-600 ppm or so. But right now we’re barreling towards 1000 ppm and beyond.

This is the major problem with how the vast majority of reform conservatives think about climate change (with a few exceptions). They neither articulate a clear view of what kind of climate goals they would prefer nor demonstrate how their favorite policies would get us there. Instead, like Douthat, the few conservatives who even talk about climate (like Reihan Salam and Ramesh Ponnuru, who he mentions) are constantly saying whatever policy is on deck at the moment is no good. It’s too inefficient; it’s too expensive; it’s trampling on democracy; we should be doing technology instead, etc, etc.

These folks may well be arguing in good faith for their best policy. But because it has become nearly impossible to legislate anything through the sucking mire of United States institutions, consistent advocacy against every single climate policy amounts to little more than putting a patina of credibility on the denialist views of the Republican majority.

“The Big Green Test”: Conservatives And Climate Change

On Sunday Henry Paulson, the former Treasury secretary and a lifelong Republican, had an Op-Ed article about climate policy in The New York Times. In the article, he declared that man-made climate change is “the challenge of our time,” and called for a national tax on carbon emissions to encourage conservation and the adoption of green technologies. Considering the prevalence of climate denial within today’s G.O.P., and the absolute opposition to any kind of tax increase, this was a brave stand to take.

But not nearly brave enough. Emissions taxes are the Economics 101 solution to pollution problems; every economist I know would start cheering wildly if Congress voted in a clean, across-the-board carbon tax. But that isn’t going to happen in the foreseeable future. A carbon tax may be the best thing we could do, but we won’t actually do it.

Yet there are a number of second-best things (in the technical sense, as I’ll explain shortly) that we’re either doing already or might do soon. And the question for Mr. Paulson and other conservatives who consider themselves environmentalists is whether they’re willing to accept second-best answers, and in particular whether they’re willing to accept second-best answers implemented by the other party. If they aren’t, their supposed environmentalism is an empty gesture.

Let me give some examples of what I’m talking about.

First, consider rules like fuel efficiency standards, or “net metering” mandates requiring that utilities buy back the electricity generated by homeowners’ solar panels. Any economics student can tell you that such rules are inefficient compared with the clean incentives provided by an emissions tax. But we don’t have an emissions tax, and fuel efficiency rules and net metering reduce greenhouse gas emissions. So a question for conservative environmentalists: Do you support the continuation of such mandates, or are you with the business groups (spearheaded by the Koch brothers) campaigning to eliminate them and impose fees on home solar installations?

Second, consider government support for clean energy via subsidies and loan guarantees. Again, if we had an appropriately high emissions tax such support might not be necessary (there would be a case for investment promotion even then, but never mind). But we don’t have such a tax. So the question is, Are you O.K. with things like loan guarantees for solar plants, even though we know that some loans will go bad, Solyndra-style?

Finally, what about the Environmental Protection Agency’s proposal that it use its regulatory authority to impose large reductions in emissions from power plants? The agency is eager to pursue market-friendly solutions to the extent it can — basically by imposing emissions limits on states, while encouraging states or groups of states to create cap-and-trade systems that effectively put a price on carbon. But this will nonetheless be a partial approach that addresses only one source of greenhouse gas emissions. Are you willing to support this partial approach?

By the way: Readers well versed in economics will recognize that I’m talking about what is technically known as the “theory of the second best.” According to this theory, distortions in one market — in this case, the fact that there are large social costs to carbon emissions, but individuals and firms don’t pay a price for emitting carbon — can justify government intervention in other, related markets. Second-best arguments have a dubious reputation in economics, because the right policy is always to eliminate the primary distortion, if you can. But sometimes you can’t, and this is one of those times.

Which brings me back to Mr. Paulson. In his Op-Ed he likens the climate crisis to the financial crisis he helped confront in 2008. Unfortunately, it’s not a very good analogy: In the financial crisis he could credibly argue that disaster was only days away, while the climate catastrophe will unfold over many decades.

So let me suggest a different analogy, one that he probably won’t like. In policy terms, climate action — if it happens at all — will probably look like health reform. That is, it will be an awkward compromise dictated in part by the need to appease special interests, not the clean, simple solution you would have implemented if you could have started from scratch. It will be the subject of intense partisanship, relying overwhelmingly on support from just one party, and will be the subject of constant, hysterical attacks. And it will, if we’re lucky, nonetheless do the job.

Did I mention that health reform is clearly working, despite its flaws?

The question for Mr. Paulson and those of similar views is whether they’re willing to go along with that kind of imperfection. If they are, welcome aboard.

“Who Says Obama Can’t Lead?”: While Obama Is Exhibiting Leadership With Finesse, Republicans Have Run Into A Wall

Last week, an NBC/Wall Street Journal poll found President Obama tying his record low approval rating of 41 percent. NBC’s Chuck Todd, referring to another poll result showing that 54 percent of Americans “no longer feel that he is able to lead the country and get the job done,” told the hosts of MSNBC’s “Morning Joe,” “Essentially the public is saying, ‘Your presidency is over.’”

Similarly, political analyst Charlie Cook, citing Gallup survey data, wrote in National Journal, “There was a point when voters hit the mute button and stopped listening to George H.W. Bush and then to his son George W. Bush. We now seem to have reached that point with Obama.”

But one morsel from the NBC/WSJ poll didn’t fit that narrative: 67 percent of respondents are in favor of the president’s newly announced regulations “to set strict carbon dioxide emission limits on existing coal-fired power plants.” And when the pollsters re-asked the question, after presenting supporting and opposing arguments, including charges of “fewer jobs” and “higher prices,” approval held with a healthy 53 percent to 39 percent margin.

That’s a hell of a lot of support for a major presidential initiative from an electorate supposedly no longer listening to the president.

What did Obama do right?

Adhering to a favorite maxim of U.S. presidents of both parties that it’s remarkable how much you can accomplish if you don’t care who gets the credit, Obama tapped EPA Administrator Gina McCarthy to announce the plan and stump for it in media interviews.  By keeping a relatively low-profile, Obama tempered the media’s tendency to polarize everything while dampening conservative backlash, a strategy that previously helped shepherd the Dodd-Frank financial regulation law and the repeal of the military’s Don’t Ask, Don’t Tell policy on gays and lesbians.

Additionally, the Obama administration avoided a united corporate front against the plan by reaching out to industries about to be regulated. While the U.S Chamber of Commerce chose to oppose the plan before it was released, the power plant industry’s main lobby refused to reinforce the attack. Instead, it released a positive statement expressing appreciation for the “range of compliance options” offered by the EPA.

The statement was short of an outright endorsement, leaving room for further negotiation.  Days later, McCarthy began that negotiation, meeting with and winning praise from utility executives for “listening to the concerns that we had” and being “willing to have that dialogue.” With the utility industry signaling détente, Republicans couldn’t validate conservatives’ sky-is-falling claims with the voices of those most directly impacted by the proposed regulations.

While Obama was exhibiting leadership with finesse, Republicans decided to run into a wall. Instead of training their fire on the climate proposal in the days following the June 2 release, they obsessed over freed prisoner of war Bowe Bergdahl. Whatever one’s opinion of the terms of the prisoner swap with the Taliban, it’s a done deal—and the climate rule is not. Republicans had a moment to redirect the climate debate for the duration of Obama’s presidency away from the losing effort of denying the science and toward the more fertile ground of jobs and prices. Myopically, they used that moment to chase the shiny object of the 24-hour news cycle.

Obama may not have been leading on climate in the conventional sense: preaching from the bully pulpit and rallying the public to pressure Washington to act. But prominent political scientists will tell you that’s not how presidential leadership usually works. As George Washington University professor John Sides explained to Slate, “The idea that presidents accomplish more if they give the right speech is magical thinking.”

Yet, the president has bucked the trend of history and successfully used the bully pulpit to advance another major goal: raising the minimum wage. Anticipating obstinacy from House Republicans, he told the states during his January 2014 State of the Union address, “You don’t have to wait for Congress to act.” He followed up that call with several outside-the-Beltway stump speeches urging states to raise their minimum wage above the federal standard.

The stumping is working. So far this year, eight states have raised their minimums and later this week Massachusetts will make it nine. Others may follow suit as more than 30 state legislatures have been compelled to consider minimum wage measures, and activists in eight states are pursuing November referendums. As with climate, this is not the kind of impact a president makes if the public has “stopped listening.”

But since bully pulpit tactics are not the norm of presidential leadership, it’s not all that important if the public doesn’t “tune in” to hear the president anymore. The test of a president’s leadership is whether he is in-tune enough with the public, and deft enough with the levers of power, to accomplish what is feasible.

If I were a Republican, I would not be savoring Obama’s 41 percent approval rating and presuming his presidency was done. I would be worried about my party’s 29 percent approval rating, its 15 percent level of support among Latinos and Obama’s plans to take executive action on immigration reform if House Republicans don’t act by July 31. If you think Obama isn’t able to lead on immigration, after what he has done on climate and minimum wage, you haven’t been paying attention.
