“America Is Not A Planet, So Let Us Pollute”: For The GOP, Climate Know-Nothingism Is Out. Climate Do-Nothingism Is In

There are many reasons why a Republican politician might oppose action on climate change. Addressing the problem requires government regulation, which many Republicans think is inherently bad. People they despise think we ought to address the problem, which makes it unpalatable. The Obama administration has taken a number of moves to address the problem, and everything Obama does is wrong by definition. Yet at the same time, there’s a vast scientific consensus that global warming is happening and we should act on it, and most Americans agree — even significant numbers of Republicans.

So if you’re a GOP candidate, what do you do?

Judging by last night’s debate and what the candidates have said lately, what you don’t do is say that it’s all a hoax. You don’t even have to take the widely ridiculed “I’m not a scientist” line in order to argue that we have no idea whether it’s happening or not. Instead, the emerging Republican position appears to be a kind of passive acceptance of climate change — less “This is a real problem” than “Sure, it’s probably happening, whatever” — accompanied by an insistence that we absolutely, positively can’t do anything about it, at least not anything that requires government action.

In the debate, moderator Jake Tapper presented the climate change question by noting that George Shultz, who served as secretary of state under Ronald Reagan, says we should take out an “insurance policy” by acting to address climate change the way we did decades ago on ozone depletion. “Secretary Shultz asks, why not take out an insurance policy and approach climate change the Reagan way?” You can see this question as either a clever way to force the candidates to address the issue outside of a partisan frame, or a ridiculous attempt to shoehorn Reagan in there instead of just dealing with the facts. Either way, the candidates weren’t biting.

To Tapper’s question, Marco Rubio answered, “Because we’re not going to destroy our economy the way the left-wing government that we are under now wants to do.” After explaining that any attempt to reduce emissions would practically leave all Americans wearing sackcloths as they stood morosely in bread lines waiting for scraps of food, Rubio brought in a second element that has become common to the Republican argument, that there’s no point in America reducing its emissions because “America is not a planet.”

Though that’s technically true, it ignores the fact that we can’t get other countries to agree to a collective effort if we make no effort of our own, not to mention the fact that it’s the kind of logic that would have me dump all my garbage in the street on the theory that my house is just one part of my neighborhood and I can’t control whether everybody else is keeping the neighborhood clean. Chris Christie then argued that his state had reduced its emissions without the government taking any steps because New Jersey uses nuclear power, and Scott Walker jumped in to say EPA rules on greenhouse gases would destroy thousands of jobs.

Because Tapper was eager to move on to other issues, nobody got a chance to toss in the final element of the current Republican argument on climate change: “innovation.” For that we can turn to an interview Carly Fiorina gave earlier this week. “The answer is innovation. And the only way to innovate is for this nation to have industry strong enough that they can innovate,” she said, after contemptuously dismissing the idea that nations could band together to confront climate change. “We need to become the global energy powerhouse of the 21st century, for so many reasons. To create jobs, to make the bad guys less bad, and so we have industries — including the coal industry — that’s powerful enough to be able to innovate.”

You may be thinking that the coal industry being insufficiently powerful isn’t high on the list of the reasons we haven’t solved the climate change problem yet. But the handy thing about “innovation” is that it sounds like the person advocating it is forward-looking and optimistic. And there will certainly be a part for innovation to play in addressing climate change; the problem is that it’s impossible to know exactly what that role will be. In the meantime, we can’t just wait around for some spectacular new invention to come along.

That’s why, if somebody advocates “innovation” as the solution to climate change, they ought to be asked two questions. First, what do you think government should  do to spur this innovation? If their answer is to make a huge investment in clean energy research and technologies, then that’s something (and it’s also what the Obama administration has done). If their answer is “Get out of industry’s way,” then you can be pretty sure it’s just a cover for “Let them pollute, like they already want to.” Not to mention that allowing industry to pollute lets them off the hook without any need for innovation at all; force them to meet emissions targets, and out of necessity they’ll find innovative ways to do it.

The second question the advocate of innovation ought to be asked is, “What do we do in the meantime while we’re waiting for this innovation you promise?” If by way of answering they talk about all the terrible things regulation will do, that means their real answer is, “Nothing.”

Which is the end point of the entire argument Republicans are making on climate change (except for those lonely few who actually propose to confront the problem). That applies to the remaining conspiracy theorists who think it’s a hoax, the ones like Ben Carson who falsely believe that scientists aren’t sure whether humans contribute to it, or the ones who acknowledge that climate change is a problem but only want to talk about how terrible government regulation is. The answer they all have is the same.

“Congress Largely On The Sidelines For Paris Deal”: Mitch McConnell Is Powerless To Block Obama’s Climate Change Deal

One of the few times countries around the world have reached a climate change deal to cut global greenhouse gasses was the 1997 Kyoto treaty, which required binding cuts from industrialized nations. Top Republicans told the press it was “dead on arrival” and would never gain approval from the Senate. And that was, more or less, the end of Kyoto—other countries pointed to the U.S. never ratifying it as reason enough to ignore their own commitments.

Senate Majority Leader Mitch McConnell has now pledged to kill the latest emerging global consensus to act on climate change. His strategy is to obstruct a deal at the next major conference in Paris at the end of the year. As Politico reported earlier this week, congressional Republicans have returned from their August recess with every intention of derailing a deal long before we get to December. An aide to McConnell is reaching out to foreign embassies to detail how the GOP-controlled Congress plans to stop President Obama’s climate plan from moving forward.

But this won’t be another Kyoto, because McConnell just isn’t a credible threat to the global negotiations. Well aware that Republicans have not changed their minds on UN climate treaties—and have in fact gone to a greater extreme—negotiators have put together a different kind of deal for a Paris conference at the end of the year, one that looks nothing like Kyoto. Republican obstinacy is so predictable, it’s already baked into the structure, politics, and messaging ahead of a deal in Paris.

At Paris, countries are responsible for putting forward their own emissions plans. Though it’s not clear what structure the final deal will take—including which elements are binding and which are not—the emissions cuts proposed at Paris probably won’t require Senate approval because they won’t be binding, as they were in Kyoto. Obama has pledged U.S. climate action through executive authority. (Of course, that also means that many of his pledges in Paris will rely on the commitment of his successor.)

McConnell’s strategy is clear: Send the world some very mixed messages on what the U.S. intends to do about its own greenhouse gas emissions. He’s emphasizing Republican plans to block the Clean Power Plan, a key part of Obama’s strategy to cut the U.S.’s carbon footprint by reducing emissions from electricity 32 percent by 2032. The GOP’s likely tool will be the Congressional Review Act, which requires only a majority vote to repeal a law—but it’s still subject to Obama’s veto, which makes repeal unlikely. The Senate may also take up a bill passed by the Environment and Public Works Committee that delays the Clean Power Plan until court challenges are resolved, a process that could take years and years—but though the Supreme Court could send the regulation back to the Environmental Protection Agency, defenders insist it is on sound legal ground. One tactic might work in the short term: Congress’s control over appropriations gives the GOP the ability to withhold the $3 billion Obama promised to the Green Climate Fund, an international fund to help poorer nations adapt to climate change. But it’s unlikely that alone would be enough to blow up broader negotiations.

Despite the largely hollow threats from McConnell, the Obama administration has been conducting its own outreach to large polluters like China to explain how the U.S. can deliver on its promises in good faith without Congress’ input—as long as a Democrat is in office, that is. In March, the U.S. submitted its pledge to cut greenhouse gas emissions up to 28 percent by 2025 over 2005 levels. When negotiators ask State Department climate envoy Todd Stern about the “solidity of U.S. action,” he says he assures them that “the kind of regulation being put in place is not easily undone,” signaling that the White House is confident its Clean Power Plan and other EPA regulations can survive court battles and congressional opposition.

All this means mixed news for Paris: The bad news is that a single Republican is powerful enough to undo the deal—but not until long after December, and only if the GOP wins the White House in 2016. The good news, though, is this means Congress is largely on the sidelines for Paris and won’t make or break the negotiations. It won’t be Mitch McConnell who sinks a deal.

“Obama Has Plenty Of Reasons To Smile”: A Useful Reminder That There Is No Such Thing As The “Twilight” Of A Presidency

Attention has been focused on who becomes our next president, but meanwhile the incumbent is on quite a roll.

Throughout his tour of Alaska, President Obama looked full of his old swagger. He took a photo of Denali — the former Mount McKinley — through a window of Air Force One and shared it via Instagram. He used melting glaciers as a backdrop to talk about climate change, posed with small children and large fish, and became the first sitting president to venture north of the Arctic Circle.

He seemed to smile throughout the trip, and why not? The nuclear agreement that Secretary of State John F. Kerry negotiated with Iran is now safe from congressional meddling. U.S. economic growth for the second quarter was a healthy 3.7 percent. Unemployment has fallen to 5.1 percent, according to figures released Friday. Saudi King Salman — portrayed by Obama’s critics as peeved with the president — dropped by the White House on Friday for a chat, reportedly renting an entire luxury hotel for his entourage. And this month, Chinese President Xi Jinping is scheduled to arrive for what promises to be the most important state visit of the year.

Obama gives the impression of having rediscovered the joy of being president. Maybe he really needed that Martha’s Vineyard vacation. Or maybe he is beginning to see some of his long-term policies finally bearing fruit — and his legacy being cemented.

Watching him now is a useful reminder that there is no such thing as the “twilight” of a presidency. Until the day his successor takes office, Obama will be the leading actor on the biggest and most important stage in the world.

It is useful to recall that George W. Bush practically had one foot out the door when the financial system threatened to collapse in 2008. It was Bush and his advisers who put together a massive $700 billion bank bailout and managed to sell it to Congress. Bush signed the rescue bill into law on Oct. 3 — barely a month before his successor would be chosen.

The banks were saved, but nothing could stop the economy from falling into its worst slump since the Great Depression. I believe historians will conclude that one of Obama’s greatest accomplishments was bringing the economy back to real growth and something close to full employment — more slowly than Americans may have wished, perhaps, but steadily.

The Iran deal, in my view, is another remarkable achievement. Beyond the fact that it definitively keeps Tehran from building a nuclear weapon for at least 15 years, the agreement offers Iran’s leaders a path toward renewed membership in the community of nations. The mullahs may decide to remain defiant and isolated, but at least they now have a choice.

Obama’s White House has often been clumsy at inside-the-Beltway politics, but the handling of the Iran deal has been adroit. The drip-drip-drip of announcements from Democratic senators who favor the agreement has created a sense of momentum and inevitability. Now Obama knows that if Congress passes a measure rejecting the deal, he can veto it without fear of being overridden. The question, in fact, is whether a resolution of disapproval can even make it through the Senate. If Obama convinces 41 senators to filibuster the measure, it dies.

All is not sweetness and light, of course. The Syrian civil war is a humanitarian disaster of enormous and tragic proportions, as evidenced by the heartbreaking refugee crisis in Europe. I don’t believe there is anything the United States could have done to prevent the war, but all nations bear a responsibility to help ease the suffering. The fact that some nations refuse to do their share does not absolve us from doing ours.

Domestically, the good economic numbers ignore the fact that middle-class incomes remain stagnant. Even without healthy wage growth, an economic recovery feels better than a slump — but only in relative terms. One doesn’t hear people breaking into “Happy Days Are Here Again.”

All in all, though, it looks like a good time to be President Obama. The Affordable Care Act, as he had hoped, is by now so well-established that no Republican successor could easily eliminate it. Industries are already making plans to accommodate new restrictions on carbon emissions. Oh, and despite what you hear from all the Republican candidates, the border with Mexico is more secure than ever before.

Obama’s legacy will have a few blemishes. But he has good reason to smile.

“Fiorina The Smooth Operator”: The Essence Of Fiorina ’16: A Smooth Exterior With Little Beneath It

In a piece at Vox today that you should most definitely read if you are following what passes for a bipartisan debate on climate change, Dave Roberts looks closely at a four-minute segment of an interview Katie Couric did with Carly Fiorina that Republican flacks are praising as a genius tour de force (for Carly, of course, not for Katie). He goes through ten claims Fiorina–not a climate change denier but rather someone who finds infinite excuses not to do anything about it–made in the interview against Democratic climate change proposals and shows they are more than a bit factually challenged. A sample of an argument Carly advanced as a Californian:

California “destroys lives and livelihoods with environmental regulations”

California’s climate regulations are indeed the most ambitious in the nation, and they just keep getting more ambitious. (A pair of new climate bills has cleared the Senate and is headed to the Assembly.)

If California were its own country, it would be one of the world’s top 10 in total renewable energy generation and one of the bottom two in carbon intensity. It is the top state in the nation for venture capital investments in cleantech, cleantech patents, and advanced-energy jobs. In fact, it leads the nation in virtually every cleantech category, from electric vehicles to green buildings to solar capacity to policy to investment, reliably topping the US Cleantech Leadership Index.

Meanwhile, between 1993 and 2013, thanks to energy efficiency, the average residential electricity bill in California declined, on an inflation-adjusted basis, by 4 percent, even as bills rose elsewhere in the country. Between 1990 and 2012, the state cut per-capita carbon emissions by 25 percent even as its GDP increased by 37 percent. Its total carbon emissions are declining, even as its economy continues to grow.

Oh, and California created more jobs than any other state in the nation last year, with the fifth-highest GDP growth rate. And its budget is balanced.

Looks like the state is surviving its environmental regulations so far.

After nine other, similar expositions, Roberts concludes:

However smooth Fiorina may be, in the end it’s not going to make sense to voters to acknowledge the science of climate change and then say you’re against every solution to it except handing out subsidies to the coal industry. That is some unstable derp. If I had to predict, I’d say political pressure will be such that Fiorina will either be forced back into outright denialism or she’ll have to offer something less vaporous on the policy front. She won’t be able to stay where she is.

But note that qualifier “in the end.” Untutored folk watching Fiorina may simply notice how “smooth” she is. And the fact that it’s Katie Couric interviewing her is instructive. A series of Couric inteviews took Sarah Palin down several notches in 2008 because the nationally unknown Alaska governor was anything but smooth. But that’s the essence of Fiorina ’16: a smooth exterior with little beneath it.

“One Of The Starkest Ideological Divides Facing Voters”: GOP Candidates Range From Hopeless To Hapless On Climate Change

The vast majority of scientists who have devoted their professional lives to studying the Earth’s climate believe human-induced warming is an urgent problem requiring bold action. Republican candidates for president insist they know better.

With one possible exception — Sen. Lindsey Graham of South Carolina, who barely registers in the polls — GOP contenders either doubt the scientific consensus on climate change or oppose attempts to do anything about it. This promises to be one of the starkest ideological divides facing voters next year.

No pressure; it’s only the fate of the planet hanging in the balance.

Before President Obama could even announce his administration’s tough new curbs on carbon emissions from power plants, Republican hopefuls launched pre-emptive attacks. Sen. Ted Cruz of Texas, who flat-out denies that climate change is taking place, accused scientists of “cooking the books” and Democrats of choosing “California environmentalist billionaires and their campaign donations” over “the jobs of union members.” Sen. Marco Rubio of Florida charged that the new rules “will make the cost of electricity higher for millions of Americans.” Former Florida Gov. Jeb Bush called the regulations “unconstitutional” and claimed they would cost jobs.

These comments came at Sunday’s Freedom Partners forum, organized by conservative billionaires Charles and David Koch to give GOP candidates a chance to strut their stuff. In that setting, I suppose, reality-based rhetoric would be too much to hope for.

For the record, let’s take a moment to deal with the above-quoted blather, which is typical of the lines of “argument” from the multitudinous GOP field.

To claim there is no atmospheric warming, Cruz cherry-picks one set of satellite measurement data — paying no attention to other data sets, which show continued warming — and chooses 1998 as a starting point. But that year was an obvious outlier; temperatures took a huge and anomalous leap, likely because of an unusually strong El Niño phenomenon in the Pacific Ocean.

Any graph of yearly global temperatures forms a saw-tooth pattern, but the overall trend is unambiguously upward. Cruz and other climate-change deniers ignore the fact that nine of the 10 hottest years on record have occurred since the turn of the century — the one exception being 1998. The deniers also pretend to be unaware that the concentration of carbon dioxide in the atmosphere has increased by a stunning 40 percent since the beginning of the Industrial Revolution, when humans began burning fossil fuels in large quantities. Unless Cruz has rewritten the fundamental rules of physics, such an increase has to cause warming.

Rubio claims the new carbon rules will be too expensive for consumers, but he seems not to know that utility companies are already moving away from coal, which releases more carbon dioxide than other fuels such as natural gas. The Obama administration has estimated that electricity prices might rise 4.9 percent by 2020 — a small price to pay given the stakes.

As for Bush’s claim that the regulations are unconstitutional, the Supreme Court ruled last year that the Environmental Protection Agency has the authority under the Clean Air Act to regulate carbon emissions by power plants, factories and other polluting facilities. The 7-2 decision was written by Justice Antonin Scalia. Enough said.

The rest of the GOP field ranges from hopeless to hapless on the issue. Front-runner Donald Trump — I can’t believe I wrote those words, but that’s what he is — firmly belongs in the former camp. He has called global warming a “hoax” and once tweeted thatthe whole idea “was created by and for the Chinese in order to make U.S. manufacturing noncompetitive.” Trump has also cited cold winter weather in the United States as “evidence.”

These Republicans seem to forget that the Earth is really, really big — so big that it can be cold in one place, such as Manhattan, and hot in other places. At the very same time.

Of the other candidates, Ohio Gov. John Kasich, New Jersey Gov. Chris Christie, former New York Gov. George Pataki and businesswoman Carly Fiorina have all at times acknowledged the scientific consensus on climate change but hemmed and hawed about what, if any, action to take. Rick Santorum joins Trump and Cruz in full denial. The rest — Scott Walker, Mike Huckabee, Rick Perry, Rand Paul, Bobby Jindal, Ben Carson and Jim Gilmore — either aren’t sure warming is taking place or don’t know if humans are causing it.

Democrats Hillary Clinton and Bernie Sanders both promise even tougher action against climate change than Obama has taken. This is a very big reason why elections matter.
