“Where Is The Outrage”: How States Are Redistributing The Wealth

In 2008, then-candidate Barack Obama was lambasted for supposedly endorsing policies of wealth redistribution. The right feared that under an Obama presidency, Washington would use federal power to take money from some Americans and give it to others. Yet, only a few years later, the most explicit examples of such redistribution are happening in the states, and often at the urging of Republicans.

The most illustrative example began in 2012, when Kansas’ Republican Gov. Sam Brownback signed a landmark bill that delivered big tax cuts to high-income earners and businesses. Less than two years after that tax cut, the state’s income tax revenues plummeted by a quarter-billion dollars — and now Brownback is pushing to use money for public employees’ pensions to instead cover the state’s ensuing budget shortfalls.

Brownback’s proposal: Slash the state’s required pension contribution by $40 million to balance the state budget, even though Kansas already has one of the worst-funded pension systems in the nation.

Brownback defended his proposal to take money from middle-class state workers and use it to effectively finance his tax cuts for the wealthy. He told the Wichita Eagle: “It’s kind of, uh, well where are you going to go for the funds? And I don’t like it, but it’s kind of what’s your other option if you don’t hit K-12 and higher ed with allotments?”

Brownback is not alone. He joins fellow Republican Gov. Chris Christie in coupling large tax breaks with cuts to actuarially required pension payments. In New Jersey, Christie slashed required pension payments while signing legislation expanding tax credits to corporations, and doling out a record amount of taxpayer subsidies to businesses. Many of those subsidies have flowed to firms whose executives have made campaign contributions to Republican political organizations. Earlier this month, New Jersey pension trustees filed a lawsuit against Christie for not making legally required contributions to the state’s pension system.

Both Brownback and Christie promoted their tax cuts as instruments to boost economic growth. Yet, a recent review of federal data by the Kansas City Star found Kansas “trails most other states when it comes to job growth.” Likewise, an investigative series by Gannett newspapers recently found “New Jersey’s job growth rate [is] the second worst in the nation. … New Jersey’s middle class has lost billions in income through layoffs, salary cuts and wage freezes [and] more than 100,000 job seekers have been unemployed for months on end.”

Illinois followed a somewhat similar path. For years, lawmakers did not make the full actuarially required pension payments, causing severe funding shortages in the state’s pension system. While lawmakers said there was little money to meet pension obligations, Democratic Gov. Pat Quinn signed a corporate tax cut in 2011 that is projected to cost the state more than $370 million a year in lost revenue. Two years after signing that bill, as pension funding gaps swelled, Quinn signed legislation slashing public employees’ retirement benefits. An Illinois judge last month ruled that the legislation violated the state’s constitution, though the ruling is being appealed.

The obvious question raised by these episodes is: Where is the outrage? To date, these attempts to use workers’ money to finance massive giveaways to the rich have generated little media coverage or political opposition — and certainly less than the full-fledged frenzy that took place when Obama made his “spread the wealth” comment a few years ago.

The tepid response to this kind of wealth transfer suggests that for all the angry rhetoric about redistribution you might hear on talk radio, cable TV and in the halls of Congress, the political and media class is perfectly fine with redistribution — as long as the cash flows from the 99 percent to the 1 percent, and not the other way around.

“A Tired, Old And Wrong Cliche”: President Obama Is No ‘Bystander’

New Jersey Gov. Chris Christie (R) delivered a widely noticed speech in September 2011, condemning President Obama, not just on policy grounds, but specifically on the issue of leadership. “We continue to wait and hope that our president will finally stop being a bystander in the Oval Office,” the governor said. “We hope that he will shake off the paralysis that has made it impossible for him to take on the really big things.”

Much of the political media agreed and echoed the assessment. Pundits crying, “Why won’t Obama lead?” became so common, a tired cliche was born. The president may have run as a young, ambitious leader, eager to change the world, but the Beltway was increasingly convinced: Obama is an overly cautious, overly cerebral president who would rather talk than act.

Two weeks ago, Dana Milbank went so far as to endorse Charles Krauthammer’s thesis of Obama as a “passive bystander.”

The real problem with Obama is not overreach but his tendency to be hands-off.

Since the second year of Obama’s presidency, I have been lamenting the lack of strong leadership coming from the White House, describing Obama in June, 2010, as a “hapless bystander … as the crises cancel his agenda and weaken his presidency.” I’ve since described him over the years as “oddly like a spectator” and as “President Passerby.”

Let’s put aside, for now, the fact that the bystander thesis completely contradicts the other common anti-Obama condemnation: he’s a tyrannical dictator whose radical agenda is destroying the very fabric of America.

Instead, let’s focus on why the bystander thesis appears to be outrageously wrong – especially today.

Faced with an intensifying climate crisis, a hapless bystander, content to watch challenges pass him by, might have decided to do nothing. Maybe he’d call for action in a State of the Union address or issue a white paper, but President Spectator would struggle to shake off the paralysis that makes it impossible to take on the really big things.

Except Obama’s done the opposite, unveiling an ambitious domestic agenda, striking a deal with China that few thought possible, and challenging the rest of the world to follow his lead. It’s an effort wrought with political and policy pitfalls, but Obama’s doing it anyway because he sees this as an effort worth making.

As we discussed back in February, there’s a group of pundits who’ve invested almost comical amounts of time urging Obama to “lead more.” It’s never been entirely clear what, specifically, these pundits expect the president to do, especially in the face of unyielding and reflexive opposition from Congress, but the complaints have been constant for years.

As the argument goes, if only the president were willing to lead – louder, harder, and bigger – he could somehow advance his agenda through sheer force of will, institutional constraints be damned. And if Congress resists, it’s necessarily evidence that Obama is leading poorly – after all, if only he were a more leading leader, Congress would … follow his lead. The line of criticism became so tiresome and so common that Greg Sargent began mocking it with a convenient label: the Green Lantern Theory of Presidential Power.

What seems obvious now, however, is the need for these pundits to reconsider the thesis.

Obama saw a worsening climate crisis, so he decided to take the lead. Obama is tired of waiting for a hapless Congress to act on immigration, so he’s leading here, too. Obama saw an Ebola threat, and he’s leading a global effort to save lives. Obama sees an ISIS threat, so he’s leading an international campaign to confront the militants.

The president showed leadership when disarming Syria of its chemical weapons. He’s showing leadership in trying to strike a nuclear deal with Iran. He showed leadership on the minimum wage, raising it for federal contractors while Congress sat on its hands. He’s showed leadership on health care, rescuing the auto industry, and advancing the cause of civil rights. [Update: several readers reminded me he’s leading on net neutrality, too.]

The policymaking process is filled with choke points, but when the president has his eyes on a priority, he doesn’t just throw up his arms in despair when one door closes; he looks for a new route to his destination.

Now, if Obama’s critics want to question whether he’s leading the country in the right direction, that’s obviously grounds for a spirited debate – each of the president’s decisions can and should be evaluated closely on the merits. “Leadership” is not an a priori good. Obama can take the lead on a given issue, but that doesn’t necessarily mean he’s right.

But if Obama’s detractors would have Americans believe he’s not leading at all, I haven’t the foggiest idea what they’re talking about.

“Paging Dr. Christie, Dr Cuomo”: When Did Chris Christie And Andrew Cuomo Go To Medical School?

Just when you thought the Republican slime-ballers had run out of muck, you discover, no, they have more mud to throw at honorable people. And they are not just smearing Barack Obama. This time, they are disparaging the doctors and scientists at the National Institutes of Health and depicting them as weak-willed tools of the Democratic Party. If Americans fall for this, they may get the government they deserve—stripped of honest science and trustworthy decisions.

Republicans are not stupid, but they are shameless. They know people are rattled by the stealthy emergence of Ebola and that media hype has reflexively pumped up the danger and public confusion. NIH experts calmly explained what has to be done to defeat the disease and assured nervous citizens that healthcare teams are on the case. The GOP saw opportunity in unfolding tragedy and rushed to exploit it.

A political hack named Ed Rogers, corporate lobbyist and White House insider under Republican presidents, chortled gleefully over the political twist. His op-ed in The Washington Post hailed the brave governors of New York and New Jersey—Democrat Cuomo and Republican Christie—for intervening with a common-sense response. Any doctor or nurse who had gone to West Africa to treat Ebola victims should be automatically locked up in quarantine when they return home.

Rogers boasted, “If there is a Republican wave in the elections next Tuesday, pundits may well claim that it fully formed when Christie and Cuomo decided to go their own way with an Ebola strategy, despite objections from the White House.” People will be reassured by their common-sense intervention, he said, because “voters don’t trust the president to do the right thing and they are less likely to vote for those who echo the president’s blasé response.”

Actually, this know-nothing attack was launched by two well-known cynics of politics, both of whom lust after presidential ambitions. What Ed Rogers left out of the slime ball aimed at Obama is that it actually smeared some of the most experienced, knowledgeable and principled employees of the federal government. The real question at stake is whether the GOP demagoguery will succeed in destroying yet another citadel of advanced science and public values.

Dr. Anthony Fauci, who played a significant role in the successful war against AIDS/HIV, has explained patiently and repeatedly why rigid quarantines of healthcare workers would actually increase the dangers. “The best way to protect the US is to stop the epidemic in Africa and we need those healthcare workers so we do not want to put them in a position where it makes it very, very uncomfortable for them to even volunteer.”

If political pollsters were more devoted to the public interest than their political clients, they would ask people this question: Whom do you most trust to handle the battle against Ebola—Dr. Fauci, the longtime leader of the national Institute of Allergy and Infectious Diseases, or Chris Christie, the author of political vendettas against Jersey mayors who failed to support him? Or do people think Andrew Cuomo knows more than Anthony Fauci about how to organize the global counterattack against this dread disease?

The questions sound ludicrous, but they need to be asked. Once these guys finish with New York and New Jersey, they want to run the country. Let me restate the question in a harsher way people can understand: Who do you think will manage to kill more people with Ebola—Dr. Fauci or Governors Cuomo and Christie, the political twins?

Senator Elizabeth Warren, as she often does, is pushing back hard against the irresponsible politicians. On CBS This Morning, she said Christie “should bring out his scientists who are advising him on that because we know that we want to be led by the science. That’s what’s going to keep people safe—science, not politics.”

She went further and suggested the Republican party may have blood on its hands because it has pushed hard to cut NIH spending and thus research on the Ebola virus. “So now we’re in a position where instead of making those investments upfront, we wait until people die and now we’re going to spend billions of dollars and some real risk to our country.”

Good question. Why don’t reporters ask Dr. Christie and Dr Cuomo?

“Christie’s Questionable Judgment”: The Curious Case Of Kaci Hickox’s Quarantine

On Friday, Kaci Hickox, a Doctors Without Borders nurse, arrived back in the United States after helping treat patients in West Africa. It was not a happy return: after arriving at an airport in New Jersey, officials put her in quarantine.

Hickox’s isolation is the result of a new policy endorsed last week by Govs. Chris Christie (R) of New Jersey and Andrew Cuomo (D) of New York, who announced new guidelines requiring 21-day quarantines for those arriving from West Africa – whether they’re showing symptoms or not.

The result is a scenario that seems hard to believe: New Jersey has effectively detained a nurse in a tent with no shower, not because she’s showing symptoms of the Ebola virus, but because officials fear she might at some point show symptoms of the Ebola virus.

Christie defended the mandatory quarantine, saying the nurse was “obviously ill.” This was apparently obvious only to the governor – who has no background in medicine or public health – and was clearly not obvious to Hickox herself.

Christie boasted on one of the Sunday shows yesterday, “I absolutely have no second thoughts about it,” adding that he expects his policy to soon become “a national policy.” A few hours later, however, second thoughts emerged.

Facing fierce resistance from the White House and medical experts to a strict new mandatory quarantine policy, Gov. Andrew M. Cuomo said on Sunday night that medical workers who had contact with Ebola patients in West Africa but did not show symptoms of the disease would be allowed to remain at home and would receive compensation for lost income. […]

After Mr. Cuomo’s announcement, Mr. Christie issued a statement saying that, under protocols announced on Wednesday, New Jersey residents not displaying symptoms would also be allowed to quarantine in their homes.

The shifts came on the heels of White House pressure on Cuomo and Christie, urging them to adopt policies more in line with science. It’s unclear whether the revised approach will allow Hickox to leave her state-mandated tent.

There are a few angles to this to keep in mind, not the least of which the dubious legality of New Jersey imposing a mandatory quarantine on a woman who’s reportedly asymptomatic. Forcing medical professionals to remain in their homes for 21 days is marginally better, at least with regards to their personal convenience, but remains problematic. Indeed, by the same reasoning, states would have to impose similar penalties on doctors and nurses treating an Ebola patient in the United States.

Dr. Anthony Fauci, the top Ebola expert at the National Institutes of Health, warned on “Meet the Press” yesterday of “unintended consequences” – the more we discourage public-health workers from treating Ebola patients, the worse the threat becomes.

This isn’t complicated. The best way to deal with Ebola is to treat the problem at the source: West Africa. There are American medical professionals who are willing to make an enormous sacrifice by traveling abroad to address this crisis, but if the United States discourages them, they’ll help fewer patients, the virus will spread, and the threat will become more severe.

In other words, a policy intended to keep Americans safe will likely put Americans at greater risk.

As for the politics, about a week ago, Christie seemed eager to be one of the more sensible voices in his party, warning of unnecessary “hysteria” surrounding Ebola. To be sure, the governor hasn’t devolved into Rand Paul-esque nuttiness, but Christie unilaterally locking up a healthy nurse for three weeks raises credible questions about his judgment.

“The Broader GOP Benefits Of Walker Losing”: Intra-Party ‘Feud’ Complicates Walker’s Race In Wisconsin

No gubernatorial race in the country is as competitive as Gov. Scott Walker’s (R) re-election bid in Wisconsin. The last four publicly released polls have shown the race either tied or within one percentage point.

And with just a week until Election Day, the incumbent governor isn’t convinced the Republican Machine is rallying to his defense to the degree he’d prefer.

At a morning campaign stop in Mayville, Wisconsin, Walker openly groused that the outside spending supporting his campaign “pales” in comparison to the Democratic effort to defeat him. He spoke dismissively of an upcoming campaign visit from [New Jersey Gov. Chris Christie], telling reporters that the Garden Stater was visiting because “he asked if he could come and we weren’t going to say no.”

Ouch.

In fairness, Walker later clarified that he’s grateful for Christie’s support, but he’s frustrated because he believes Democrats are rallying behind Mary Burke’s campaign with even stronger support.

The result is an awkward “feud” of sorts – Walker desperately needs backing from the Republican Governors Association, which is chaired by Christie, but at the same time, Walker believes the RGA is holding back, in part because of 2016. And he may have a point – both Christie and Walker are preparing to run for president, and if the Wisconsin governor comes up short, Christie will have one less credible rival for the GOP nomination.

It’s created a dynamic in which Christie’s RGA wants Walker to win, but it also sees the broader benefits of Walker losing.

And that in turn has generated chatter about whether the New Jersey Republican is undermining his Wisconsin ally on purpose to advance Christie’s ambitions.

The Weekly Standard, which is clearly attuned to Republican insiders’ thinking, had an interesting report on this late last week.

Is New Jersey governor and Republican Governors Association chairman Chris Christie undercutting Wisconsin governor Scott Walker’s reelection effort? That’s a question a number of influential Wisconsin Republicans have been asking behind the scenes over the past week after an October 16 Associated Press report indicated that Walker and his allies were being outspent by Democratic challenger Mary Burke and her allies. […]

Why would the RGA spend more on Rick Snyder than Scott Walker? A number of top Wisconsin Republicans have expressed the same concern in separate conversations with THE WEEKLY STANDARD: That RGA chairman Chris Christie might be tanking Walker, a potential rival for the 2016 Republican presidential nomination. As Republican governors who took on public employee unions in blue states, Christie and Walker would be chasing after some of the same donors and voters in the 2016 race (if both men decide to run). Knocking Walker out of the running now (while giving extra help to Rick Snyder, a governor of an important early GOP primary state) could be in Christie’s interest.

As for Democrats, President Obama will be in Wisconsin today, rallying support for Burke’s campaign, which “comes on the heels of high-profile events with Michelle Obama and former President Bill Clinton.”
