“How And Why Campaigns Behave As They Do”: An Explanation Of What Bernie Sanders Staffers Actually Did And Why It Matters
After a spat lasting just over 24 hours, it appears that the top news story of the day is already resolving itself: the DNC has come to an agreement to return voter database access to the Bernie Sanders campaign after top staffers were caught snooping into the Clinton campaign’s records.
The brouhaha over this little fiasco has been intense, and made worse by the fact that only a few thousand people in the United States understand anything about the voter tools involved. Few journalists–to say nothing of armchair activists–have enough campaign and field management experience to truly understand what happened. That ignorance has led to wild accusations and silly reporting from all sides, whether from conspiratorially-minded Sanders supporters or schadenfreude-filled Republicans.
The first thing to understand is that NGPVAN is a creaky voter database system that looks, and feels like it was put together in the 1990s. It has been the mainstay of Democratic campaigns all across the country and has intense loyalty among national campaign professionals–though it should be noted that the California Democratic Party uses one of its more robust and more expensive competitors PDI (PDI, hilariously, sent an email this morning to its users with the subject line “At PDI Data Security Is Our Top Priority.”) I myself have extensive experience running campaigns on both platforms, both as a campaign consultant and as a county Democratic Party official in California.
The DNC contracts with NGPVAN, meaning that firewalls between competitive primary campaigns within NGPVAN are incredibly important. But they also have been known to fail. When that happens, campaign professionals are expected to behave in a moral and legal manner. But they would also be stupid not to, since every action taken by an NGPVAN user is tracked and recorded on the server side.
The other important piece of information to note is the difference between a “saved search” and a “saved list.” NGPVAN’s voter tracking has the option of being dynamic or static, meaning that you can run dynamic searches of voters whose characteristics may change as NGPVAN’s data is updated, or you can pull static lists of voters who currently fit the profile you are seeking. Most voter data pulls within an NGPVAN campaign will be dynamic searches–and in fact, that is the default setting. You really only want to pull a static list if you’re doing something specific like creating a list for a targeted mail piece–or if you want a quick snapshot in time of a raw voter list.
However, merely pulling a search or a list doesn’t mean you can automatically download all the information on those voters. You can see topline numbers. You can take a few screenshots–though it would take hundreds of screenshots and the data would be nearly useless in that format. To download the actual data, you would need to run an export–a step that requires extra levels of permissions only allowed to the highest level operatives. Despite the breach that allowed them to run lists and searches, Sanders staffers apparently did not have export access.
However, the access logs do show that Sanders staff pulled not one but multiple lists–not searches, but lists–a fact that shows intent to export and use. And the lists were highly sensitive material. News reports have indicated that the data was “sent to personal folders” of the campaign staffers–but those refer to personal folders within NGPVAN, which are near useless without the ability to export the data locally.
Even without being able to export, however, merely seeing the topline numbers of, say, how many voters the Clinton campaign had managed to bank as “strong yes” votes would be a valuable piece of oppo. While it’s not the dramatic problem that a data export would have been, it’s undeniable that the Sanders campaign gleaned valuable information from the toplines alone. It’s also quite clear that most of the statements the Sanders campaign made as the story progressed–from the claim that the staffers only did it to prove the security breach, or that only one staffer had access–were simply not true. It’s just not clear at this point whether the campaign’s comms people knew the truth and lied, or whether they were not being told the whole truth by the people on the data team who were still making up stories and excuses to cover their tracks. I suspect the latter.
In this context, it made sense for Debbie Wasserman Schultz and the DNC to suspend the Sanders campaign’s access to the data until it could determine the extent of the damage, and the degree to which the Clinton campaign’s private data had been compromised. As it turns out the ethical breach by Sanders operatives was massive, but the actual data discovery was limited. So it made sense and was fairly obvious that the DNC would quickly end up giving the campaign back its NGPVAN access–particularly since failing to do so would be a death sentence for the campaign and a gigantic black eye to the party.
This doesn’t mean that Wasserman-Schultz hasn’t, in David Axelrod’s words, been putting her thumb on the scale on behalf of the Clinton campaign. She clearly has been, judging from the intentionally obfuscated debate schedule and from her demeanor and reaction to this recent controversy. The Democratic Party would have been wiser to bring the campaigns together privately and resolve the matter internally. Instead, Wasserman-Schultz chose to take it public to attempt to embarrass the Sanders campaign, and merely managed to embarrass herself and the Party’s data security vulnerabilities in the process.
Still, the Sanders camp’s reactions have been laughable. It was their team that unethically breached Clinton’s data. It was their comms people who spoke falsely about what happened. The Sanders campaign wasn’t honeypotted into doing it–their people did it of their own accord. NGPVAN isn’t set up to benefit Clinton at Sanders’ expense–and if the violation by the campaigns had been reversed, Sanders supporters would have been claiming a conspiracy from sunrise to sundown. What’s very clear is that the Clinton camp did nothing wrong in any of this. Sanders campaign operatives did, and then Wasserman-Schultz compounded it by overreacting. And in the end, the right thing ended up happening: the lead staffer in question was fired, and the campaign got its data access back.
It’s also another reminder that armchair activists speculating about news stories would do well to actually get involved in campaign field activities. If you want to be involved in politics, there’s no substitute for actually doing the work to gain a real understanding of how and why campaigns and politicians behave as they do. There would be a lot fewer overwrought conspiracy theories, at the very least.

“The Narrow Definition Of Socialism Was Always Wrong”: What “Socialism” Means To Bernie Sanders, Hillary Clinton — And You
Once upon a time, socialists running for president in the United States had to explain that while they had no chance of actually winning an election, their campaigns were aimed at “educating” voters — about socialism.
As a successful politician twice elected to the U.S. Senate and showing very respectable numbers in most presidential primary polls, Bernie Sanders needs no such excuse. He assures voters that he is running to win and there is no reason to doubt him. But win or lose, his campaign nevertheless is proving highly educational for Americans perpetually perplexed by the meaning of “socialism.” Or as Sanders sometimes specifies, “democratic socialism,” or the even milder “social democracy.”
Since the advent of the Cold War and even before then, the multifarious meanings of the S-word were hidden behind the ideological and cultural defenses erected against communism. The Soviet dictatorship and its satellites claimed their authoritarian way was the only true socialism – and conservatives in the West seized that self-serving claim to crush arguments for social justice and progressive governance. American politicians of both parties embraced the blurring of socialism with communism.
But that narrow definition of socialism was always wrong. To accept it meant to ignore fundamental realities, both contemporary and historical – such as the bolstering of the Western alliance by European democracies that called themselves “socialist” or social democratic, all of which had adopted programs, such as universal health care, denounced by American politicians as steps on the road to Communist serfdom. Decades later, of course, those same countries – including all of Scandinavia, France, Germany, the United Kingdom – remain democratic, free, and open to enterprise.
As for the United States, Sanders might recall that this country once had a thriving Socialist Party, which elected mayors in cities like Milwaukee and even sent two of its leaders, Milwaukee’s Victor Berger and New York’s Meyer London, to Congress. Their movement enjoyed not only electoral victories but a strong record of municipal reform and reconstruction. They built sewers to clean up industry’s legacy of pollution; they built public housing; they ensured delivery of publicly owned, affordable water and power; and they cleaned up local government.
Between the triumph of the New Deal and the devastation of McCarthyism, the political space for American socialism virtually vanished. Before they were relegated to the margins, however, the socialists strongly influenced the direction of American social policy.
Long after the various socialist parties had faded, their heirs continued to serve as the nation’s most insistent advocates for reform and justice. Socialists (and yes, communists), were among the leading figures in the civil rights, labor, and women’s movements. It was a remarkable 1962 book by the late, great democratic socialist Michael Harrington, The Other America, that inspired President Kennedy and his brothers to draw attention to the continuing shame of poverty in the world’s richest nation. When Ronald Reagan warned in 1965 that Medicare was a hallmark of “socialism,” he wasn’t too far from the mark – except that 50 years later, the popular program has liberated older Americans, not enslaved them.
Now Bernie Sanders has taken up the old banner in a political atmosphere where more voters – and especially younger voters — are receptive to calm debate instead of hysterical redbaiting.
Certainly Hillary Clinton, whatever her view of Sanders’ ideology, understands social democracy: When her husband was president, the democratically elected socialist leaders of Western Europe were his closest international allies. In her first book, It Takes A Village, she highlighted many of the same social benefits in France, Germany, and the Scandinavian countries that Sanders advocates today.
So Clinton knows very well that “socialism,” as her primary rival uses that term, is no frighteningly alien worldview, but merely another set of ideas for organizing society to protect and uplift every human being.
It is long past time for the rest of the American electorate to learn that, too.

“News From Iowa’s Jefferson-Jackson Dinner”: It Was The Crowd That Actually Made The Biggest News
I watched the Democratic presidential candidates give their speeches last night at Iowa’s Jefferson-Jackson Dinner. And I have to say that not much news was made. They all gave pretty familiar stump speeches.
The one thing some pundits are talking about is that Bernie Sanders “attacked” Hillary Clinton. But when it comes to these kinds of things, too few people note the difference between going after someone’s record vs going after them personally. Last night Sanders did what any candidate in his position would do – highlighted the distinctions between himself and the front-runner. I don’t consider that “negative” campaigning. It’s exactly what Sanders needs to be doing right now. Otherwise, why be in the race at all.
O’Malley was…well…O’Malley. Nothing new and therefore it probably doesn’t matter much.
Clinton gave a speech that anyone who has followed her campaign has mostly heard before. As the front-runner, she didn’t focus on her competitors. Instead, she’s paving the way for the general election by highlighting the difference between Democrats and Republicans. The one smart move Clinton made last night that neither of the other candidates bothered with was to give a shout-out to Vice President Joe Biden. Of course that was her way of inviting any of his supporters who had been holding out to caucus for her.
In some ways it was the crowd that actually made the biggest news last night. Clinton was the last to speak. And as she came to the stage, reporters who were in the arena noted that the Sanders section emptied out. That was not a good look for them at a Democratic Party event. I doubt very much that the Sanders campaign organized the walk-out. But this is exactly the kind of thing that gets him in trouble with the Democratic base he needs to appeal to in a state like Iowa.

“Democrats, Republicans And Wall Street Tycoons”: Financiers Resent Any Constraints On Ability To Gamble With Other People’s Money
Hillary Clinton and Bernie Sanders had an argument about financial regulation during Tuesday’s debate — but it wasn’t about whether to crack down on banks. Instead, it was about whose plan was tougher. The contrast with Republicans like Jeb Bush or Marco Rubio, who have pledged to reverse even the moderate financial reforms enacted in 2010, couldn’t be stronger.
For what it’s worth, Mrs. Clinton had the better case. Mr. Sanders has been focused on restoring Glass-Steagall, the rule that separated deposit-taking banks from riskier wheeling and dealing. And repealing Glass-Steagall was indeed a mistake. But it’s not what caused the financial crisis, which arose instead from “shadow banks” like Lehman Brothers, which don’t take deposits but can nonetheless wreak havoc when they fail. Mrs. Clinton has laid out a plan to rein in shadow banks; so far, Mr. Sanders hasn’t.
But is Mrs. Clinton’s promise to take a tough line on the financial industry credible? Or would she, once in the White House, return to the finance-friendly, deregulatory policies of the 1990s?
Well, if Wall Street’s attitude and its political giving are any indication, financiers themselves believe that any Democrat, Mrs. Clinton very much included, would be serious about policing their industry’s excesses. And that’s why they’re doing all they can to elect a Republican.
To understand the politics of financial reform and regulation, we have to start by acknowledging that there was a time when Wall Street and Democrats got on just fine. Robert Rubin of Goldman Sachs became Bill Clinton’s most influential economic official; big banks had plenty of political access; and the industry by and large got what it wanted, including repeal of Glass-Steagall.
This cozy relationship was reflected in campaign contributions, with the securities industry splitting its donations more or less evenly between the parties, and hedge funds actually leaning Democratic.
But then came the financial crisis of 2008, and everything changed.
Many liberals feel that the Obama administration was far too lenient on the financial industry in the aftermath of the crisis. After all, runaway banks brought the economy to its knees, causing millions to lose their jobs, their homes, or both. What’s more, banks themselves were bailed out, at potentially large expense to taxpayers (although in the end the costs weren’t very large). Yet nobody went to jail, and the big banks weren’t broken up.
But the financiers didn’t feel grateful for getting off so lightly. On the contrary, they were and remain consumed with “Obama rage.”
Partly this reflects hurt feelings. By any normal standard, President Obama has been remarkably restrained in his criticisms of Wall Street. But with great wealth comes great pettiness: These are men accustomed to obsequious deference, and they took even mild comments about bad behavior by some of their number as an unforgivable insult.
Furthermore, while the Dodd-Frank financial regulation bill enacted in 2010 was much weaker than many reformers had wanted, it was far from toothless. The Consumer Financial Protection Bureau has proved highly effective, and the “too big to fail” subsidy appears to have mostly gone away. That is, big financial institutions that would probably be bailed out in a future crisis no longer seem to be able to raise funds more cheaply than smaller players, perhaps because “systemically important” institutions are now subject to extra regulations, including the requirement that they set aside more capital.
While this is good news for taxpayers and the economy, financiers bitterly resent any constraints on their ability to gamble with other people’s money, and they are voting with their checkbooks. Financial tycoons loom large among the tiny group of wealthy families that is dominating campaign finance this election cycle — a group that overwhelmingly supports Republicans. Hedge funds used to give the majority of their contributions to Democrats, but since 2010 they have flipped almost totally to the G.O.P.
As I said, this lopsided giving is an indication that Wall Street insiders take Democratic pledges to crack down on bankers’ excesses seriously. And it also means that a victorious Democrat wouldn’t owe much to the financial industry.
If a Democrat does win, does it matter much which one it is? Probably not. Any Democrat is likely to retain the financial reforms of 2010, and seek to stiffen them where possible. But major new reforms will be blocked until and unless Democrats regain control of both houses of Congress, which isn’t likely to happen for a long time.
In other words, while there are some differences in financial policy between Mrs. Clinton and Mr. Sanders, as a practical matter they’re trivial compared with the yawning gulf with Republicans.

“To Regulate Or Break Up?”: The Difference Between An Insurrectionist And An Institutionalist
Anyone who has been able to sit through both the Republican and Democratic presidential debates is very well-versed in the chasm that currently exists between the two parties. When all is said and done, the public is going to have a very clear choice between two starkly different directions for our country to embrace in November 2016. That is a good thing – especially for Democrats who seemed intent on watering down the differences in the 2014 midterms.
But Tuesday’s debate also clarified the differences between Clinton and Sanders. Matt Yglesias does a good job of teeing that up.
To Clinton, policy problems require policy solutions, and the more nuanced and narrowly tailored the solution, the better. To Sanders, policy problems stem from a fundamental imbalance of political power..The solution isn’t to pass a smart new law, it’s to spark a “political revolution” that upends the balance of power.
As we know from both the debate and their position statements, Clinton wants to regulate the big financial institutions and Sanders wants to break them up. The argument from the Sanders wing is that we can’t trust the government to be the regulator.
I remember that same argument coming up between liberals during the health care debate. Those who dismissed the ACA in favor of single payer often said that any attempt to regulate health insurance companies was a waste of time. I always found that odd based on the Democratic tradition of embracing government regulation as the means to correct the excesses of capitalism.
This basically comes down to whether you agree with Sanders when he says that we need a “political revolution that upends the balance of power” or do you agree with Clinton when she said, “it’s our job to rein in the excesses of capitalism so that it doesn’t run amok.” Peter Beinart calls it the difference between an insurrectionist and an institutionalist.
Depending on where you stand on that question, your solutions will look very different. That helps me understand why I never thought Sanders’ policy proposals were serious. Someone who assumes that the entire system is rigged isn’t going to be that interested in “nuanced and narrowly tailored policies” to fix it.
But in the end, this puts even more of a responsibility on Sanders’ shoulders. If he wants a political revolution to upend a rigged system, he needs to be very precise about what he has in mind as a replacement to that system. Otherwise, he’s simply proposing chaos.
