“GOP: A Neo-Fascist White-Identity Party?”: In Trump’s GOP, It’s Not So Fringe Anymore
I’ve been reading recently about Bill Clinton’s presidency for a project I’m working on, and I just got to the part about the Oklahoma City bombing. What stood out to me, reading over this material in the Era of Trump, is the way a number of congressional Republicans at the time played footsie with the then-burgeoning far-right militia movements in the run-up to the bombing itself.
If you have no memory of that time, here’s what happened in a nutshell. Right-wing militia movements started growing in the late 1980s. In August 1992, federal agents shot and killed a survivalist in Idaho named Randy Weaver, and his wife and son, after a months-long standoff after Weaver had missed a court date (it was on a weapons charge, but the government really wanted him to flip and become an informant on Aryan Nations, and he said no). It became an iconic moment in those circles.
UPDATE: Randy Weaver survived the raid. His wife and a son were killed, along with a federal agent. He went on to stand trial and was acquitted of most charges; others were laid aside by a judge.
When the dreaded son of the 60s Clinton was elected, membership in such groups spiked further. Then just three months into Clinton’s term came the FBI storming of the Branch Davidian compound in Waco, Texas, resulting in 76 deaths. The next year Clinton and Congress passed, over the NRA’s objections (yes, this was possible, although it did help lose the Democrats their House majority in 1994), an assault-weapons ban. Finally, in April 1995, on the second anniversary of the Waco siege, Timothy McVeigh exploded his truck bomb in Oklahoma City, killing 168 people.
What’s relevant to us today is the way Republicans and the mainstream conservative movement pandered to these militant far-right groups. Many didn’t merely criticize the ATF and the FBI, which was entirely reasonable under the circumstances, but went beyond that to stoke these peoples’ paranoia about government and suggest/not suggest, in that same way we’re familiar with on those non-answer/answers about Obama’s citizenship, that armed resistance was acceptable. Texas Senator Phil Gramm, who was prominent and respected and at one point a plausible presidential candidate, was probably the highest-profile pol to use such rhetoric, arguably aside from Newt Gingrich himself. And of course Republican and conservative movement stoking of fears about immigrants has been constant.
This was also the time when right-wing talk radio was just exploding (there was no Fox News just yet). Aside from all the normal racial and xenophobic ranting, the AM airwaves were also full of defenses of these movements. G. Gordon Liddy, of Watergate infamy, once advised his listeners that if they saw an ATF man approaching, “Go for a head shot; they’re going to be wearing bulletproof vests.”
There’s no serious counterpart to this on the liberal left. You could compare it I guess to Leonard Bernstein’s radical chic back in the day, but unlike Phil Gramm, Bernstein wasn’t a United States senator whose presidential candidacy was being taken seriously by serious people. The difference may simply stem from the fact that radical left-wingers don’t typically vote in our corrupt capitalist system, while radical right-wingers more typically do. But whatever the reason, the difference is there and has been for a good 20 years at least.
The line from all this to the rise of Donald Trump, based wholly on his immigrant-bashing rhetoric, is direct and indisputable. Back in August, in The New Yorker, Evan Osnos went out and spoke to white nationalists and far-right figures who were enthusiastic about Trump. One, a man named Jared Taylor, who edits a white nationalist magazine, told Osnos: “I’m sure he would repudiate any association with people like me, but his support comes from people who are more like me than he might like to admit.”
Trump thus culminates a process that’s been going on in the Republican Party for two generations now. Fringe elements never properly denounced then are now, under Trump, becoming an in-broad-daylight part of the Republican coalition. But now, since all this has been going on so long, are they even fringe elements? When 65 percent of Republicans tell a pollster they support Trump’s poisonous call to ban Muslims from the country, it’s hard to call that fringe. A more recent poll puts that support level at “only” 42 percent, but that’s still higher than the percentage who opposed it (36). That sure isn’t fringe either.
The Republican Party of Trump is becoming a white-identity party, like the far-right parties of Europe. Yes, it includes token members of other races, which accounts for Ben Carson, who’s just a political idiot, whatever his skills in the operating theater. Marco Rubio and Ted Cruz are in a different category as Cubans; in our political discourse, we throw them into the mix as Latino, but of course Cubans are very different culturally and politically from other Latinos; and besides, there are certainly racial categories among Cubans themselves, and Afro-Cubans these two are not.
But whatever one wants to say about those three and others like them, they’re part of a tiny minority in a party that’s probably 97 percent white people, a significant percentage of whom are now openly embracing their racial identity; that is, they’re supporting Trump as white people, because they feel he will protect their white privilege. And yes, this is very different from why black people voted for Obama as black people, and if you even need me to explain that, you’re totally lost.
What is the Republican Party going to do about this? So far it sure hasn’t done much. Denunciations of Trump by Reince Priebus and most others are mechanical and pro forma. You can find headlines blaring that all of them “denounced” Trump, but if you actually read the quotes and tweets, they’re mostly worded pretty gingerly. Jeb Bush did call him “unhinged,” but that sounded like sour grapes from Mr. 3 Percent. The only one who for my money sounds genuinely shocked and saddened by this situation is Lindsey Graham. The rest of them are basically ducking the historical moment and hoping it passes.
Maybe it will pass. In the latest Iowa poll, Cruz now leads Trump by 10 points. But Trump still leads by a mile in New Hampshire and nationally. So there’s a strong chance all of this won’t just go away on its own.
Then the Republican Party will have a choice, a choice it really has to make already, about whether it is collectively willing to stand up and say no, we don’t want to become to neo-fascist, white-identity party. Of course if the party’s leaders do that, they are thwarting, potentially, the will of their voters. It’s quite a bind to be in. And it’s one they created, starting at least 20 years ago.

“Let’s Talk Specifics”: Seven Things That Show The GOP Candidates Are Clueless About The Islamic State
As everyone knows, when it comes to fighting the Islamic State, Barack Obama is a weak and feckless president who has no strategy to defeat this terrifying enemy. The Republicans running to replace him, on the other hand, are ready to go with their strong and decisive strategies — just put one of them in office and let him implement his strategy, and this whole thing will be mopped up forthwith.
That’s what they say, of course. But the truth is that they have no clue what to do about this problem. To a degree, you can’t blame them — if there was an easy solution, the administration certainly would have been more than happy to use it. The trouble is that there are nothing but bad options. But presidential candidates aren’t supposed to express caution and concern about unintended consequences. They have to be confident and strong, assuring voters that there’s no problem they can’t solve.
But if you want to know how to spot a candidate who has no idea what to do about the Islamic State, a good place to start is this interview with Ted Cruz by Molly O’Toole of Defense One. O’Toole does exactly what I’m constantly begging reporters to do — not accuse the candidate of being a hypocrite or asking him to criticize his opponents, but demand specificity. That’s how we learn whether he’s just blowing smoke. Unfortunately, Cruz is a champion smoke-blower, and he evades most of her questions until they get too uncomfortable, at which point he literally shuts a door in her face (an elevator door, in this case).
In the course of this brief interview, Cruz hits on most of the key tells that make clear Republicans have no more of a strategy for the Islamic State than anybody else. Here’s a list of things to watch out for when candidates are talking about their “strategies”:
- We need a leader who leads, with leadership. This idea is expressed in various ways; in this case, Cruz starts explaining how he’d fight the Islamic State by saying that “We didn’t win the Cold War until we had a president who stood up and led…” Another way of putting it is, as Marco Rubio and others have said, that Obama lacks the proper “sense of urgency” about the problem. But that’s not a strategy, it’s a feeling. Saying “I’ll feel differently than Obama does when I’m in the Oval Office” doesn’t tell us anything about what a candidate would actually do.
- Bomb the hell out of them. This sounds strong and resolute, but it’s important to keep in mind that we’ve been bombing pretty much every target we can find. According to the Air Force, as of the end of November we had dropped 31,873 bombs and missiles in this operation. It’s true that the military has taken care not to kill significant numbers of civilians, which is a challenge because the Islamic State controls a number of cities. In theory we could just “carpet-bomb” those cities, as Cruz proposes (he says “carpet-bomb ISIS,” but when it’s pointed out to him that they’re located in cities, he evades the question of whether he actually wants to carpet-bomb cities), but that would be extraordinarily counter-productive, not to mention morally abominable and probably a war crime. And yes, despite what Republicans would have you believe, we are bombing their oil facilities. So “Bomb them, but, you know, more” isn’t a strategy either.
- Arm the Kurds. This sounds like a good idea — the Kurds are our allies, and they’ve been extremely successful in fighting the Islamic State where they have chosen to do so. The problem (other than the fact that our ally Turkey is deeply opposed to anything that would strengthen them) is that the Kurds have their own agenda in Iraq and Syria, one that isn’t exactly the same as ours. They’ll happily fight to take control of Kurdish areas, but they aren’t interested in becoming an occupying army in Arab areas. You can make a case that arming the Kurds is a good thing, despite Turkey’s objections. But giving them more arms isn’t going to rout the Islamic State out of most of the places where it exists.
- Get somebody else’s boots on the ground. With the partial exception of Lindsey Graham, all the Republican candidates acknowledge to one degree or another that an American invasion is going to cause more trouble than it’s worth. So the answer many offer is to assemble an army of boots from our coalition partners, preferably Sunni Arabs, who can go in there and occupy the area without generating so much resistance and resentment from the local population. And how will they convince countries like Egypt and Saudi Arabia that have been unwilling so far to contribute those troops to do so? Well…they just will. With strength and resolve, I guess. If they can’t say why those countries will be willing to do a year from now what they’re unwilling to do today, they’re expressing a fantasy, not a plan.
- A no-fly zone. There are reasonable arguments for and against establishing a no-fly zone over parts of Syria. But it has nothing to do with the Islamic State, which doesn’t have an air force. If you want to argue that a no-fly zone is necessary to stop Bashar al-Assad from bombing civilians, that’s fine. But you can’t pretend it does something to hasten the Islamic State’s demise.
- Do whatever is necessary. This is a clear tell that the candidate has run out of ideas, but just wants to communicate toughness and resolve. Ted Cruz says this a lot. It’s a way of saying you’ll do something without actually saying what you’ll do. And of course…
- Call it “Radical Islamic Terrorism.” This magical incantation, once uttered by the commander in chief, is supposed to bring us to the very brink of victory. But how? Here’s a question I’d like to hear a Republican candidate answer. Let’s say that tomorrow, President Obama said, “You know what? My critics are right. We are facing Radical Islamic Terrorism.” What would change?
The answer is: nothing. And if someone is arguing that the most important thing we need to do in order to accomplish a goal is something that will do nothing to accomplish that goal, it’s a good sign that they don’t have any actual ideas.

“Not The Worldview Of Most Americans”: Donald Trump Ushers In A New Era Of Pitchfork Populism
Donald Trump became the driving force in U.S. politics by giving voice to anger, fear and resentment that were already there, just below the surface, waiting for their moment and messenger.
At present, Trump’s target is any believer in Islam who seeks to enter the United States. Back in June, he launched his campaign with invective toward any Latino immigrant living in this country without documents. He attacks President Obama less for his policies than for his identity — not for what the president does but for who he is. Trump has made himself the champion of a fading, embattled “us” in a life-or-death struggle against a swarming, threatening “them.”
The blustery billionaire’s “us” is nowhere near a majority of the U.S. electorate, but it might be enough to win him the Republican nomination for president. And even if he falls short, the forces he has loosed will not easily be tamped down.
Trump’s rally Monday in Mount Pleasant, S.C., was a lesson in what his campaign is really about. Just hours earlier, he had issued a statement saying all Muslims should be barred entry to the United States in light of the San Bernardino, Calif., terrorist rampage. The subtext was clear: All Muslims are potential terrorists. We have to keep them out.
Some commentators pronounced, for the umpteenth time, that “Trump has finally gone too far.” But the Mount Pleasant crowd apparently thought otherwise.
“I wrote something today that I think is very very salient, very important and probably not politically correct, but I don’t care,” Trump said. Then he read his no-Muslims statement and the crowd responded with a huge, raucous ovation.
And Muslims were not his only target at that rally. He railed at the journalists covering the event, pointing them out at the back of the room and calling them “scum” for supposedly never showing how big his crowds are. He also focused the crowd’s attention on Black Lives Matter protesters in the back of the room, declaring that they should be ejected but treated gently.
Trump’s audience in Mount Pleasant appeared to be overwhelmingly white. If it mirrored his support base in the polls, it was also older and less educated than the Republican electorate as a whole. A vastly wealthy tycoon who was born with a silver spoon in his mouth and lives in a Manhattan penthouse has somehow become the unlikely spokesman for a segment of voters who feel most threatened by what the nation has become.
Demographic change means that whites will no longer be the majority by the middle of the century. When you call the electric company to pay a bill, you’re asked to push as a button “ para continuar en español .” Incomes are stagnant except for those at the very top; manufacturing jobs are gone; and if you don’t have a college degree, you’re trapped on the wrong side of the wall between middle-class comfort and lower-class misery.
To add insult to injury, serving his second term as president is a black man who was educated at Ivy League schools and whose father was a Muslim. For Trump’s supporters, it is hard to imagine a more perfect target for fear and loathing.
The people at Trump’s rallies do not necessarily believe he will do all the things he promises. Is it really possible to round up and deport 11 million undocumented immigrants? Will Mexico really pay for building an impenetrable wall along the border? Is it legally or practically feasible to identify and turn back every Muslim seeking entry to the country? Is a pledge to “bomb the s—” out of the Islamic State any different from what Obama is already doing or any more likely to prevent another terrorist attack?
It’s not that Trump will do the impossible, it’s that he might do something .
Trump gives unfiltered voice to the anger and frustration some Americans feel. When he says he refuses to be “politically correct,” what he means is that he rejects the traditional constraints of public discourse. He doesn’t chastise his supporters for racism, nativism or religious bigotry; instead, he validates such views, bringing them out of the closet where they had been hiding.
Whatever happens to Trump’s candidacy, he has exposed a kind of rage that we haven’t seen in many years. His pitchfork populism is not the worldview of most Americans, to be sure. But it is likely to remain a significant political force — even if the Republican establishment somehow quashes the Trump rebellion.

“A Familiar Premise Of Free-Market Conservatism”: Iowa’s Radical Privatization Of Medicaid Is Already Struggling
On Jan. 1, 31 days before Iowa caucus-goers cast the first votes of the 2016 presidential race, the state will gain another national distinction, but of a dubious variety: It plans to launch the most sweeping and radical privatization of Medicaid ever attempted.
In an extraordinary social policy experiment, Iowa’s Gov. Terry Branstad (R) is kicking about 560,000 of the state’s poorest residents out of the traditional Medicaid health-care program for the poor and forcing virtually all of them to sign up with private insurers. The trend toward managed care for Medicaid has been underway for decades and some 39 states do it to some extent. But experts inside and outside government say no state has tried to make such a wholesale change so quickly — in Iowa’s case, launching the program fewer than 90 days after signing contracts with private health-care companies.
Iowa is conducting an extreme test of a familiar premise of free-market conservatism: that the private sector is more efficient at management and service delivery than government. But the results so far should give pause to those who automatically make such assumptions. The transition of Iowa’s $4.2 billion Medicaid program has made the rollout of HealthCare.gov look orderly.
An Iowa administrative law judge late last month recommended that Iowa throw out the contract it awarded to WellCare, one of the four companies hired to manage the new program, noting that the company failed to disclose details of its “integrity agreement” with the federal government after the 2014 convictions of three former executives involving the misuse of Medicaid money. In addition, WellCare had paid $138 million to resolve claims that it overbilled Medicare and Medicaid, and the firm had also hired two former Iowa legislators, who improperly communicated with the Branstad administration during the bidding process.
The Des Moines Register has reported that the four companies selected to operate the Iowa program have had more than 1,500 regulatory sanctions combined and have paid $10.2 million in fines over the past five years. These involved canceled appointments, privacy breaches, untimely processing and failure to obtain informed consent.
The Iowa rollout has been hampered by delays, and some beneficiaries of the program are only now getting their enrollment packets, though the deadline for signing up is Dec. 17. Health-care providers complain that they are being forced to sign incomplete contracts or face a penalty, and they complain that some contracts don’t cover services that had been covered under the existing Medicaid program.
Branstad’s administration has answered critics by saying the new program will save $51 million in its first six months. But he has been unable to come up with documentation to justify the cost savings for Iowa, which already has a low-cost Medicaid system.
Branstad had the authority to implement the new program without input from the state legislature. But officials with the Centers for Medicare and Medicaid Services (CMS) were in Iowa this week and will make a ruling next week on whether the plan can proceed.
“The rollout has been an absolute unmitigated disaster,” said Democratic Sen. Joe Bolkcom, the Iowa chamber’s majority whip. “CMS and the Obama administration need to protect vulnerable Iowans from this train wreck.”
Branstad has implicitly acknowledged some difficulty. This week he extended until April the “safe harbor” in which Medicaid providers will receive 100 percent reimbursement regardless of managed-care network.
In response to my inquiry, Branstad’s office sent me to the state’s Department of Human Services, where a spokeswoman, Amy Lorentzen McCoy, said all is well. The state, which now has 12 percent of Medicaid recipients in managed care, would have gone this way anyway, she said, but the urgency increased with the recent Medicaid expansion. (Branstad was one of the few Republican governors to accept the Obamacare expansion of the program.)
Now, as the nation’s attention turns to the Iowa caucuses, Iowans will likely be witnessing either a fight between Branstad and President Obama (if the federal government forces a delay in the Iowa program) or chaos (if the program is allowed to proceed). Other states, such as Kansas and Kentucky, have tried similar experiments, but they either moved more deliberately or didn’t extend the private program to vulnerable populations such as the disabled.
“A lot of issues have been raised with the pace of the rollout” in Iowa, said Julia Paradise, a Medicaid expert with the Kaiser Family Foundation. “The provider networks for the plans have not yet been established. There’s a lot of confusion among beneficiaries.”
Branstad could recognize this, and slow things down. In failing to do so, he’s relying more on dogma — faith that the private sector always does things better — than reality.

“No Middle Ground”: It’s Not Just Donald Trump’s Popularity, But Cruz’s And Carson’s Too That Endanger The GOP
The Republican Party has a problem. And it’s not just about Donald Trump.
But first, let’s talk about Trump. The billionaire candidate is certainly a thorn in the side of the GOP. He’s sucked all the oxygen out of the room in the presidential primaries, and his inflammatory statements are increasingly giving his party a bad reputation. Although prominent Republicans have taken steps to distance themselves from Trump, the party faces increasing criticism for his antics.
But Republicans can’t just shut him out of the race because of the threat of a third-party Trump candidacy. If Trump feels mistreated by the party and ends up running as an independent, the votes he could siphon off from the Republican nominee might lead to a Democratic victory. It’s a conundrum.
There is, though, a bigger problem. According to recent polling, nationwide, Trump’s lead among Republican presidential candidates is 35 percent. His next closest competitor is Texas Sen. Ted Cruz, whose support stands at 16 percent. Third in line is Ben Carson, polling at 13 percent. None of those individuals is generally considered a feasible candidate for a general election. Their positions are so far to the right that if they were to become the Republican nominee, the party would risk alienating the moderate voters needed to win. Unfortunately for the party, their best general election candidates are polling toward the bottom of the pack. Florida Sen. Marco Rubio is performing the best at 9 percent, but all the other candidates are at or below 4 percent.
There are some who feel that Trump’s poll numbers don’t tell the whole story and that his lead may be falsely inflated. If that’s true, does that theory also help explain the popularity of the other far right candidates at the top of the polls? Or has the party as a whole moved to the right? If you add up the support for Trump, Cruz and Carson, the numbers seem to indicate that 64 percent of Republicans polled are supporting the most extreme candidates. Even if the rest of the field consolidated, would any of the other candidates be able to garner enough support for the Republican Party to put its most viable candidate forward for the general election?
Whether Trump is the cause or a symptom of the challenges facing the Republican Party is a matter for another day. However, if current poll numbers are to be believed, there doesn’t seem to be much appetite among the party’s base for selecting a nominee that could capture the moderate middle necessary to win an election. That is a bigger problem for the party than Trump could ever be.
